'Salute to America': Trump set to showcase US military strength on July 4 Independence Day

Iran's intelligence minister said <a href="https://www.wionews.com/world/trump-vows-new-iran-sanctions-tehran-warns-us-against-attack-229649">Tehran</a> and Washington could hold talks only if the<a href="https://www.wionews.com/world/iran-playing-with-fire-on-nuclear-deal-trump-232172"> United States</a> ended its sanctions and Iran's top authority allowed the talks between the arch-foes, state news agency IRNA reported on Thursday.

"Holding talks with America can be reviewed by Iran only If US President Donald Trump lifts the sanctions and our supreme leaders give permission to hold such talks," said Mahmoud Alavi on late Wednesday.

"Americans were scared of Iran's military power, that is the reason behind their decision to abort the decision to attack Iran."

Trump had said last month that he aborted a military strike to retaliate for Iran’s downing of an unmanned US drone on June 20 because it could have killed 150 people, and signalled he was open to talks with Tehran.

President Donald Trump warned Iran on Wednesday against making threats that can "come back to bite you like nobody has been bitten before," after Tehran announced it would breach a 2015 nuclear deal.

President Hassan Rouhani announced that after July 7 Iran would enrich uranium beyond a fissile purity of 3.67%, which is the maximum allowed by the deal and a level which is deemed suitable for electricity generation.

It is the second time this week that Tehran has announced a measure that undermines the nuclear accord, which has been in trouble since Trump pulled the United States out of it last year.

"Our level of enrichment will no longer be 3.67. We will put this commitment aside by whatever amount we feel like, by whatever amount is our necessity, our need. We will take this above 3.67," said Rouhani, according to IRIB news agency.

Enrichment to 90 per cent yields nuclear bomb-grade material.

<a href="https://www.wionews.com/business-economy/chinas-factory-activity-shrinks-as-us-tariffs-slowdown-hit-orders-231705">Existing US tariffs</a> will have to be removed if there is to be a trade deal between <a href="https://www.wionews.com/world/china-ready-to-fight-us-on-trade-but-door-open-for-talks-defence-minister-223524">Beijing and Washington</a>, China's commerce ministry said on Thursday.

The leaders of the two countries agreed last weekend to relaunch trade talks that had stalled in May after US officials accused China of pulling back from commitments made in the text of pact negotiators had said was nearly finished.

Trade teams from both countries are in contact, commerce ministry spokesman Gao Feng told a regular media briefing.

To get talks restarted, US President Donald Trump had agreed not to put tariffs on about $300 billion in additional Chinese imports and ease curbs on Chinese tech giant Huawei.

The United States now has tariffs of 25% on $250 billion of Chinese goods, ranging from furniture to semiconductors.

China welcomes the US decision not to slap new tariffs on its goods, Gao said, when asked how long the trade truce can last.

The Pentagon said on Tuesday a recent Chinese missile launch in the disputed South China Sea was "disturbing" and contrary to Chinese pledges that it would not militarise the disputed waterway.

The <a href="https://www.wionews.com/world/us-warship-sails-in-disputed-south-china-sea-amid-trade-tensions-220018">South China Sea</a> is one of a growing number of flashpoints in the <a href="https://www.wionews.com/opinions/us-china-trade-war-points-to-the-real-crisis-that-global-leaders-must-confront-at-g20-summit-231112">US-China relationship</a>, which include a trade war, US sanctions and <a href="https://www.wionews.com/opinions/decoding-report-which-raises-concerns-over-china-attacking-taiwan-190996">Taiwan</a>.

China and the United States have repeatedly traded barbs in the past over what Washington says is Beijing's militarization of the South China Sea by building military installations on artificial islands and reefs.

A US official, speaking on the condition of anonymity, said China tested multiple anti-ship ballistic missiles over the weekend.

"Of course the Pentagon was aware of the Chinese missile launch from the man-made structures in the South China Sea near the Spratly Islands," Pentagon spokesman Lieutenant Colonel Dave Eastburn said.

"I'm not going to speak on behalf of all the sovereign nations in the region, but I'm sure they agree that the PRC's behaviour is contrary to its claim to want to bring peace to the region and obviously actions like this are coercive acts meant to intimidate other (South China Sea) claimants," Eastburn added. PRC is an acronym for the People's Republic of China.

China has not confirmed the missile tests and on Tuesday the foreign ministry declined to comment, referring questions to the defence ministry, which did not respond to a request for comment.

The Chinese government has said that the military was carrying out drills between the Spratly and Paracel Islands starting last weekend and ending on Wednesday, warning other shipping not to enter a designated area.

China's claims in the South China Sea, through which about $5 trillion in ship-borne trade passes each year, are contested by Brunei, Malaysia, the Philippines, Taiwan and Vietnam.

Automobile industry legend Lee Iacocca, who is credited with creating the iconic Ford Mustang and saving Chrysler from bankruptcy, died Tuesday at the age of 94, US media reported.

Iacocca died at his home in Bel-Air, a neighbourhood of Los Angeles, from complications of Parkinson's disease, his family told local media.

Chrysler said in a statement that the company "is saddened" by news of Iacocca's death.

"He played a historic role in steering Chrysler through the crisis and making it a competitive force," the statement read.

"Lee gave us a mindset that still drives us today one that is characterized by hard work, dedication and grit. His legacy is the resilience and unshakeable faith in the future that live on" in the company's employees.

The man behind the Ford Mustang&nbsp;

Iacocca began his career in 1946 at the Ford Motor Company, first as an engineer and then in sales.

It was his talent in marketing that helped realize his full potential.

Iacocca's first sales campaign in the mid-1950s was so successful that it attracted the attention of company executives and brought him to the Ford headquarters in Dearborn, Michigan.

Iacocca had reaped in massive sales over his career, particularly with the Ford Mustang that he designed in 1957.

However, he was accused of plotting against Chairman Henry Ford II in a quest to reach the top company position.

In a 1992 interview, when Iacocca was asked about the seemingly Machiavellian scheme, he snapped back with characteristic sharpness: "Machiavelli my ass!"

Ford fired him in 1978 -- so Iacocca moved to the floundering Chrysler Corporation.

&nbsp;'If you see a better car, buy it!'&nbsp;

In 1979, the US government bailed Chrysler out of a potential bankruptcy with $1.5 billion in secured loans. Iacocca took the reins once more and implemented a painful restructuring process.

He had twisted Congress's arm for the loan, and he successfully brought Chrysler back from the brink - then paid off the loan ahead of schedule.

Under his leadership, Chrysler invented the minivan and later the suburban utility vehicle (SUV).

His famous line in Chrysler ads "If you find a better car, buy it!" he would say, pointing at the viewer turned him into a legend.

Iacocca fierce anti-Japanese views he viewed their commercial practices as detrimental to the US at the time earned him support from Democrats and labour unions.

But by the late 1980s, Chrysler took a downturn, and thousands of employees were laid off in order to save the company.

He left Chrysler at the start of the 1990s, and later launched an ultimately unsuccessful hostile takeover bid of the company with billionaire Kirk Kerkorian.

Iacocca said that the Great Depression of the 1930s had a lasting impact on his outlook, especially after his family &nbsp;Italian immigrants lost everything.

"The Depression turned me into a materialist. I was after the bucks," he said.&nbsp;

When Chrysler was in trouble, he accepted a $1 salary. But when the company recovered, he took home as much as $20 million a year.

"No matter what you have," he once said, "it's never enough."

Several major <a href="https://www.wionews.com/world/us-hits-chinese-firm-sinovel-with-15-mn-fine-for-stealing-technology-149666">US-based technology</a> companies are planning to shift substantial production out of China, spurred by a bitter trade war between <a href="https://www.wionews.com/world/4th-july-celebrations-battle-tanks-arrive-in-washington-trump-promises-incredible-flyovers-biggest-ever-fireworks-232578">Washington</a> and Beijing, the Nikkei reported on Wednesday, citing sources.

Personal computer makers HP Inc and Dell Technologies are planning to reallocate up to 30% of their notebook production out of China, according to the Nikkei.

Microsoft Corp, Alphabet Inc, Amazon.com Inc, Sony Corp and Nintendo Co Ltd are also looking at moving some of their game console and smart speaker manufacturing out of the country, the Nikkei added.

US President Donald Trump and <a href="https://www.wionews.com/world/xi-jinping-heads-to-north-korea-to-meet-kim-jong-un-ahead-of-trump-talks-228852">Chinese President Xi Jinping</a> struck a truce at last weekend's Group of 20 summits in Japan, paving the way for a restart in trade talks after months of stalemate.

However, the companies are not likely to alter their plans of moving some of their production out of China as they also face higher operating costs in the country.

In June, Apple Inc asked its major suppliers to assess the cost implications of moving 15%-30% of their production capacity from China to Southeast Asia as it prepares for a restructuring of its supply chain, Nikkei had reported last month.

HP, Dell, Amazon, Microsoft and Google did not immediately respond to a Reuters' request for comment.

Russian President Vladimir Putin signed legislation suspending a 1987 nuclear missile treaty, according to the law published on Wednesday on an official government website.

The United States is set to pull out of the Intermediate-range Nuclear Forces Treaty (INF) on August 2 citing Russia's development of a missile that breaks the accord.

Earlier the Russian Federation Council, the upper house of parliament, endorsed a bill suspending the country's participation in the INF&nbsp;Treaty signed between the former Soviet Union and the United States in 1987 on Wednesday.

The Russian State Duma, the lower chamber of parliament, passed the bill submitted by Russian President Vladimir Putin on June 18.

Putin decided to suspend Russia's participation in the INF Treaty in February in a mirrored response to the US' decision to pull out of it within six months beginning in February.

Russia and the US have accused each other of violating the agreement in recent years amid increasing tensions.

On Tuesday, Secretary General of the North Atlantic Treaty Organization (NATO) Jens Stoltenberg said at a press conference that to save the treaty Russia has until August 2 to destroy its SSC-8 missiles, which allegedly violates the treaty.

Russia has categorically rejected the accusations. It even displayed the missiles at Moscow's Victory Park on January 23. Russian officials defended that the missile has a range less than 500 kilometers, perfectly in line with the INF Treaty which defines the short range at 500 to 1,000 kilometers and the intermediate range at 1,000 to 5,500 kilometers.

Moreover, Russia has accused the US of testing drones and other systems banned by the INF Treaty.

Putin said on February 20 in an address to the Russian Federal Assembly that if the US deploys intermediate-range missiles in Europe, Russia will be forced to create and deploy weapons that can hit centres making decisions on the use of missile systems that threaten Russia.

<a href="https://www.wionews.com/world/china-slams-donald-trumps-gross-interference-in-hong-kong-232352">President Donald Trump's government</a> on Tuesday gave up a controversial attempt to put a question about citizenship on next year's census, handing a victory to those who argued the new item would lead to discrimination against minority residents.

The decision followed a Supreme Court ruling that the case for adding the citizenship question was not convincing.

Trump's initial reaction to the ruling had been to call for a delay in the imminent printing of the <a href="https://www.wionews.com/world/us-supreme-court-blocks-trumps-census-citizenship-question-for-now-230965">2020 census</a> forms, holding up the census in order to allow time for a new appeal.

That bid has now been dropped, ending any chance of changing the format of the massive, once-every-decade survey.

"We're glad the #2020Census will begin printing without a citizenship question," said New York State Attorney General Letitia James, who led a group of states challenging the administration on the issue.

Just this Monday, Trump had been defiant, telling reporters he wanted the census to find out who was a citizen "as opposed to an illegal."

"It is a big difference to me between being a citizen of the United States and being illegal," he said.

Opponents argued that the question which has not been included since 1950 would drive many immigrants to avoid answering out of fear of being caught up in Trump's crackdown on illegal immigration.

This would render them invisible, skewing the population count and resulting in fewer government resources for the areas they live in while distorting the lines of congressional districts, which are based on numbers of residents.

This was the intention all along, said Joe Biden, the frontrunner in the contest to become the Democratic opponent to Trump in 2020 presidential elections.

"Make no mistake, the Trump Administration added a citizenship question to the Census to deliberately cut out the voices of immigrants and communities of colour. It's wrong and goes against our core values as a nation," Biden tweeted.

The Census Bureau's experts said that 1.6 to 6.5 million immigrants, notably Hispanics, would avoid the census or lie to census takers if faced with the citizenship question.

Two people were shot and two others hurt on Tuesday when at least one gunman opened fire at a mall in the <a href="https://www.wionews.com/world/watch-kamala-harris-dances-at-san-francisco-pride-parade-232005">San Francisco</a> suburb of San Bruno before apparently fleeing on a nearby train, police said.

Two people were taken to San Francisco General Hospital with gunshot wounds to their lower bodies in stable condition, San Bruno Police Chief Ed Barberini told reporters at a late-afternoon news conference.

"It was a senseless act," Barberini said, adding that opening fire in a crowded shopping mall near a Bay Area Rapid Transit (BART) station showed a "true disregard for human life."

Two other people were treated at the scene for minor injuries they suffered in fleeing from the gunmen.

Barberini said police were searching for one or possibly two gunmen who may have fled the scene by getting on a BART train headed for Oakland.

The shopping mall in San Bruno, located south of San Francisco, was closed after the gunfire, police said on Twitter.

The Bay Area Rapid Transit authority said one of its commuter stops was shut down as a precaution after the shooting.

US Representative Elijah Cummings, the Democratic chairman of the House Oversight and Reform Committee, said the panel would begin its own review of emails and other communications by the White House that he said violated federal records law.

"The purpose of this investigation is to determine why White House officials used non-official email accounts, texting services and encrypted applications for official business," Cummings wrote to White House Counsel Pat Cipollone.

Lawmakers will look at why records sent or received by non-official accounts were not forwarded to official accounts within 20 days as legally required, as well as whether there was a topic White House officials wanted to conceal, he said.

Cummings said Kushner's lawyer, Abbe Lowell, had told lawmakers that Kushner used WhatsApp for official duties and that his wife, Ivanka, continued to use a personal email account for her White House business.

Lowell, in a reply to Cummings, denied telling lawmakers that Kushner had communicated through any app with foreign "leaders" or "officials" but said Kushner had used such apps for communicating with "some people," who were not specified.

CNN reported last year that Kushner communicated with Saudi Crown Prince Mohammed bin Salman via the Facebook Inc-owned WhatsApp messaging application.

Top aides in President Donald Trump's White House, including his daughter Ivanka Trump and son-in-law, Jared Kushner, will come under increased scrutiny for their use of personal emails and other unofficial messaging to conduct government affairs, a congressional oversight chairman said on Monday.

Top aides in President Donald Trump's White House, including his daughter Ivanka Trump and son-in-law, Jared Kushner, will come under increased scrutiny for their use of personal emails and other unofficial messaging to conduct government affairs, a congressional oversight chairman said on Monday. The White House did not immediately respond to a request for comment. Federal investigators retrieved on Monday the cockpit voice recorder from the <a href="https://www.wionews.com/world/twin-engine-passenger-plane-crashes-in-texas-10-dead-officials-231860">wreckage of a downed turboprop plane at a Texas</a> airport as they looked into why it crashed soon after takeoff, killing 10 people, including a family of four.

Local media reported that Alice and Dylan Maritato, their mother Ornella Ellard and stepfather Brian Ellard, all died in the crash on Sunday at the municipal airport in Addison, Texas, about 15 miles (24 km) north of Dallas.

Four other passengers and two crew members have not been publicly identified while next of kin are being notified, according to the National Transportation Safety Board (NTSB).

Federal investigators, who have been at the scene since late Sunday, retrieved the cockpit voice recorder (CVR) and were downloading its contents in Washington. The device records conversations between crew members and air traffic controllers, NTSB Vice Chairman Bruce Landsberg said at an afternoon news briefing.

"We don't know exactly what is on the recorder," Landsberg said. "There may be some background noise that was picked up by the CVR, which will give us a better idea what's going on with the aeroplane itself."

Air traffic control radar and communications with the plane seem to have been normal, he said.

"The pilots were cleared for takeoff, they acknowledged takeoff and at this point, we are not aware of any further communication," said Landsberg, adding that investigators were also looking at the plane's maintenance and crew records.

Shortly after the Beechcraft 350i Super King Air took off from Addison Airport on Sunday afternoon on its way to St. Petersburg, Florida, it began to roll before slamming into a hangar and bursting into flames, Landsberg said.

The tail number of the plane, owned by EE Operations LLC, was in the process of being changed, Landsberg said.

Investigators have been able to determine that the plane's landing gear was down when it crashed, but it is unlikely they will be able to analyze other systems due to the extensive destruction and fire, Jennifer Rodi, an NTSB safety investigator said.

The crash ripped a large gash in the roof of the hangar, and damaged a helicopter as well as another plane inside, the NTSB said.

The NTSB said it may release a preliminary report on the crash within two weeks.

A <a href="https://www.wionews.com/world/macron-names-experts-to-probe-french-action-during-rwanda-genocide-208166">Rwandan</a> man was sentenced on Monday to more than eight years in prison after being convicted of concealing his involvement in the African nation's 1994 <a href="https://www.wionews.com/world/forgiveness-is-the-only-way-forward-for-rwanda-genocide-survivors-208805">genocide in hopes</a> of gaining asylum in the United States.

Federal prosecutors in Boston had sought 20 years in prison for Jean Leonard Teganya, 48, saying if he was being sentenced for the murders and rapes they say he participated in rather than immigration fraud, they would have sought a life term.

US District Judge F. Dennis Saylor said he did not want to suggest the genocide, in which members of a hard-line Hutu regime massacred an estimated 800,000 ethnic Tutsis and moderate Hutus during three months of slaughter, was not "horrifying."

But the judge said he was not comfortable sentencing Teganya above the federal sentencing guidelines for the immigration-related crimes he was convicted of to punish him for crimes that he could not be charged over in the United States.

"The punishment should fit the offence," he said.

Teganya is expected to appeal. His lawyer at trial argued Teganya fled Rwanda because after the genocide any Hutu could be implicated.

Prosecutors said that during the violence, Teganya was a medical student at a hospital in the southern Rwandan city of Butare and was active in the political party that helped perpetrate the genocide.

Citing witnesses, prosecutors alleged that Teganya led Hutu soldiers through the hospital to identify Tutsi patients who were then killed, and personally participated in the murder of seven Tutsis and five rapes.

He left Rwanda in mid-July 1994 and travelled through Congo, Kenya and India before arriving in Canada in 1999, prosecutors said.

He sought asylum in Canada, but officials concluded he took part in atrocities against Tutsis and, following years of litigation, ultimately ordered his removal from the country, prosecutors said.

They said he then fled in 2014 and crossed into the United States, entering through Houlton, Maine, where he encountered US Customs and Border Control officers and requested asylum.

A Rwandan man was sentenced on Monday to more than eight years in prison after being convicted of concealing his involvement in the African nation's 1994 genocide in hopes of gaining asylum in the United States.

Rwandan man gets eight years in US prison for lying about genocide role

A former <a href="https://www.wionews.com/world/california-university-president-resigns-as-abuse-scandal-widens-139852">University of Southern California gynaecologist</a> accused by hundreds of patients of molestation and other misconduct over the past three decades pleaded not guilty on Monday to charges of sexually assaulting 16 students who were under his care.

George Tyndall, 72, was also ordered to remain in custody in lieu of nearly $2.1 million bonds, but Los Angeles Superior Court Judge Theresa Sullivan said she would review a defence request to slash his bail at another hearing set for Wednesday.

Defence lawyer Andrew Flier, citing his client's age and "serious health concerns," including diabetes and a heart condition, denied in court that Tyndall was a flight risk or threat to the public. His medical license has been suspended.

Tyndall was charged last week with 29 felony counts of sexual penetration and sexual battery by fraud in a scandal that has already resulted in a $215 million civil settlement in federal court.

The 16 patients he is criminally charged with assaulting were students who ranged in age from 17 to 29 and were allegedly violated by Tyndall at the downtown Los Angeles university's campus health centre between 2009 and 2016.

Flier entered a not guilty plea on Tyndall's behalf during a 20-minute court hearing. If convicted on all charges, Tyndall faces a prison term of up to 53 years.

Allegations against Tyndall and USC's handling of the matter - he was not reported to the state medical board for eight months generated a furore on campus that led the university's then-president, C.L. Max Nikias, to resign last year.

Not Suicidal

The grey-haired doctor entered the courtroom with his hands shackled to his waist and stood silently behind a glass partition during the proceedings, wearing a padded blue garment commonly called a "suicide suit."

Flier told reporters afterwards that his client was "not suicidal whatsoever" but was required by jail officials to wear the outfit "for his own protection."

Upon his arrest last Wednesday, Tyndall complained of chest pains and was briefly hospitalized, police said. The flier said his client was returned to custody on Friday after examinations and a battery of tests medically cleared him.

The .38-caliber handgun Tyndall was carrying when arrested was meant for self-defence, his attorney said, adding that Tyndall "has had a lot of threats."

Authorities say more than 350 women reported being subjected to molestation, lewd comments and another sexually inappropriate behaviour by Tyndall during medical exams by him at USC, long one of America's most prestigious private universities.

Many accusers said they recalled sensing something unprofessional or "creepy" about Tyndall at the time, only to fully comprehend in retrospect - after reading media accounts of other complaints - that they had been victimized.

Tyndall insists he is innocent and that he conducted his exams "by the book," always with a "chaperone" in the room and always wearing gloves, Flier told reporters.

"As soon as someone makes an inappropriate comment, that does not connote" criminal behaviour, the attorney said. "The character assassination is overwhelming in this case."

The flier said he was seeking to lower Tyndall's bail to $500,000, a bond sum he said the doctor could afford.

A federal court earlier this month granted preliminary approval to a $215 million settlement in a class-action civil suit filed on behalf of Tyndall's former patients. Tyndall's lawyers said he agreed to the settlement to avoid further litigation costs.

The USC case follows a similar scandal that roiled USA Gymnastics and Michigan State University. Larry Nassar, a former USA Gymnastics team doctor who also was on that university's staff, was sentenced to up to 300 years in prison in two trials last year after more than 350 women testified about abuse at his hands.

US stock index futures indicated to a flat opening on Tuesday, a day after the benchmark S&amp;P 500 index hit a record high, as optimism sparked by the <a href="https://www.wionews.com/business-economy/asian-shares-creep-higher-on-hopes-of-us-china-trade-truce-230724">US-China trade truce</a> waned and a fresh threat of tariffs on Europe kept investors on edge.

A clutch of discouraging manufacturing surveys in the past 24 hours from around the world that rekindled fears of a global economic slowdown added to the cautious mood.

US markets rose on Monday as <a href="https://www.wionews.com/world/china-says-to-hold-more-trade-talks-with-us-in-beijing-217628">Washington and Beijing </a>agreed to resume trade talks and <a href="https://www.wionews.com/world/feisty-trump-sets-tone-as-stormy-g20-looms-230804">President Donald Trump</a> offered concessions including no new tariffs and an easing of curbs on Huawei Technologies Co Ltd.

However, Washington threatened to slap tariffs on $4 billion of additional EU goods, ratcheting up pressure on Europe in a long-running dispute over aircraft subsidies.

"While the threat of additional tariffs on EU imports is still an overhang for investors, the market is more likely taking a breather until new macro-economic data comes out," Peter Cardillo, chief market economist at Spartan Capital Securities said.

Investors are waiting for the monthly jobs report on Friday, which is expected to show that the private sector added 160,000 jobs in June, after a sharp slowdown in jobs growth in May.

At 8:39 a.m. ET, Dow e-minis were down 18 points, or 0.07%. S&amp;P 500 e-minis were down 0.75 points, or 0.03% and Nasdaq 100 e-minis were down 3.75 points, or 0.05%.

The S&amp;P 500 and the Dow Jones indexes posted their best June performance in decades, on hopes that the Federal Reserve would cut interest rates to preserve a decade-long US expansion, after a breakdown in trade talks in May sent markets into a tailspin.

Market participants still expect a rate cut by the Fed of at least a quarter of a percentage point at its July 30-31 policy meeting, despite the latest developments in trade talks.

Among stocks, Western Digital Corp fell 3% in premarket trading after Benchmark cut its rating on the hard-disk drive maker's stock to "sell."

Coty Inc dropped 4.1% as multiple brokerages cut price targets on the cosmetics maker's shares, a day after the company said it would restructure and write down about $3 billion in value of brands acquired from Procter &amp; Gamble Co.

Gilead Sciences Inc rose 1% after the drugmaker said it will submit a new drug application for its arthritis drug to the US FDA this year.

Australian counter-terror police said they arrested three men in raids across Sydney on Tuesday, foiling a plot inspired by militant group Islamic State for attacks targeting a range of public buildings and embassies.

Australia, a staunch US ally, has been on heightened alert for attacks by home-grown radicals since 2014 and authorities say they have thwarted 16 major plots since.

Two of the arrested men, aged 20 and 23, are charged with being members of Islamic State, a crime under Australian laws, with the younger man accused of plotting the <a href="https://www.wionews.com/world/australia-man-accused-of-helping-islamic-state-build-missile-tech-held-12884">Sydney attack</a>, which police said was in the early stages of planning.

"We will say that they had a number of targets, including police stations, defence establishments, embassies and councils, courts and churches," Australian Federal Police Assistant Commissioner Ian McCartney told reporters in Sydney.

"There are still those people within the community who wish to do us harm," he said. "I want to say they don't represent the Islamic faith. Their actions are criminal and they represent hatred and terror."

Police made the arrests because they had compiled sufficient evidence for charges, McCarthy said, but offered few details.

A third man, aged 30, is charged with welfare fraud.

The police did not name those charged, who are expected to appear in court later in the day or on Wednesday.

The so-called Islamic State caliphate was established in 2014 and although it has been driven in the past year from all territory it once held in Syria and Iraq, authorities say it remains a threat, as an underground movement.

McCarthy said the man charged with plotting had been tracked by Australian authorities since mid-2018 when he drew their attention by travelling to Lebanon.

He now faces life imprisonment, if convicted. The others face sentences as long as 10 years.

China on Tuesday rebuked<a href="https://www.wionews.com/world/trump-says-vietnam-worse-than-china-on-trade-230655"> Donald Trump</a> for "gross interference" in <a href="https://www.wionews.com/world/hong-kong-police-retake-parliament-from-anti-government-protesters-232153">Hong Kong's affairs</a> after the US president said protesters who stormed the city's legislature wanted democracy for the financial hub.

Trump weighed in on the protests in <a href="https://www.wionews.com/world/china-urges-uk-to-stop-interfering-in-hong-kong-affairs-230624">Hong Kong</a> on Monday, saying the demonstrators are "looking for democracy" but that "some governments don't want democracy".

"We deplore and strongly oppose the relevant country's gross interference in Hong Kong affairs and China's internal affairs," Chinese foreign ministry spokesman Geng Shuang said at a regular press briefing.

China, he added, warns "the relevant country to speak and act cautiously and stop interfering in Hong Kong's internal affairs in any form".

He also said the United States should "not in any form support those engaged in violence and breaking the law".

The semi-autonomous financial hub has been thrown into crisis by weeks of demonstrations over a bill that would allow extraditions to the Chinese mainland, with the issue becoming a lightning rod for resentment towards Beijing.

On Monday, the 22nd anniversary of the city's handover to China -- anger spilt over as groups of mostly young, hardline protesters, breached the legislative council.

Blatant challenge

Beijing called for a criminal probe into what it dubbed a "blatant challenge" to the "one country, two systems" arrangement that has allowed Hong Kong to have its own laws, granting it special rights including freedom of speech.

The US had said that Trump would discuss Hong Kong when he met Chinese President Xi Jinping at the G20 in Japan on Saturday, during which the two leaders agreed to a trade-war ceasefire.

Asked whether the two leaders discussed Hong Kong, Geng referred to previous statements about the meeting which did not mention the topic.

"China's position on Hong Kong is consistent and clear and firm and I believe the US knows this very well," he said.

Geng also lashed out at "gross interference" from British Foreign Secretary Jeremy Hunt, who wrote on Twitter that London's support for "Hong Kong and its freedoms is Unwavering" on the anniversary of the handover.

"We are unswerving in our determination to oppose foreign interference. We demand the UK reflect upon the consequences of its mistaken words and deeds and stop interfering in Hong Kong's and China's internal affairs in any form," he said.

Blatant challenge Beijing called for a criminal probe into what it dubbed a "blatant challenge" to the "one country, two systems" arrangement that has allowed Hong Kong to have its own laws, granting it special rights including freedom of speech.

Iranian prosecutors are seeking the death penalty for several suspects arrested last year for spying for the <a href="https://www.wionews.com/world/united-states-underestimating-russias-hybrid-warfare-pentagon-white-paper-232075">United States</a> in military and nuclear bodies, state media reported on Tuesday, as tensions rise with Washington over Tehran's nuclear programme.

Iran said in August it had arrested "tens of spies" in state bodies, many of whom were dual nationals.

In June, <a href="https://www.wionews.com/world/us-oil-sanctions-wont-go-without-response-iran-213205">Iran</a> said it executed a former contract employee of the defence ministry aerospace body on charges of spying for the US Central Intelligence Agency.

Judiciary spokesman Gholamhossein Esmaili said an unspecified number of suspects, arrested less than a year ago, faced possible death sentences in military tribunals, state television reported.

"Two of the defendants, who were not military, have received long prison terms," Esmaili added, without giving details.

Iran announced on Monday it had amassed more low-enriched uranium than permitted under a 2015 nuclear deal, a move denounced by President Donald Trump as "playing with fire" amid concerns about deepening US-Iranian confrontation.

The initiative marked Tehran's first major shift from the provisions of the pact since the United States pulled out of it more than a year ago.

However, Iranian Foreign Minister Mohammad Javad Zarif said the move was not a violation of the accord, arguing that Iran was exercising its right to respond to the US walkout.

Rival Afghans will meet Sunday in Qatar, officials said, in a fresh attempt to make political headway as the United States seeks a peace deal with the Taliban within three months.

<a href="https://www.wionews.com/south-asia/us-will-keep-strong-intel-presence-in-afghanistan-even-after-troops-withdrawal-donald-trump-232171">President Donald Trump</a> said in an interview broadcast Monday that he wants to withdraw US forces from Afghanistan, but will leave a strong intelligence presence there to counter what he termed the "<a href="https://www.wionews.com/south-asia/us-will-keep-strong-intel-presence-in-afghanistan-even-after-troops-withdrawal-donald-trump-232171">Harvard of terrorists</a>."

The Taliban, who on Monday killed six people with a powerful bomb targeted at Afghanistan's defence ministry, has refused to negotiate with <a href="https://www.wionews.com/south-asia/afghanistan-president-ashraf-ghani-to-visit-pakistan-in-bid-to-step-up-peace-effort-230645">President Ashraf Ghani</a>, and a previous attempt to bring the insurgents together with government officials in Doha collapsed in April in a dispute over attendees.

Germany, a key player in international support for the post-Taliban government, and Qatar, which maintains contacts with the militants, said that they jointly extended invitations for dialogue in Doha on Sunday and Monday.

The Afghans "will participate only in their personal capacity and on an equal footing," Markus Potzel, Germany's special representative for Afghanistan and Pakistan, said in a statement released Monday by the United States.

"Afghanistan stands at a critical moment of opportunity for progress towards peace," he said.

"An essential component of any process leading to this objective will be direct engagement between Afghans," he said.

The meeting comes after <a href="https://www.wionews.com/world/us-weighing-full-range-of-options-to-counter-iran-including-a-military-strike-mike-pompeo-on-iran-227800">US Secretary of State Mike Pompeo</a> paid a previously unannounced visit last week to Kabul where he voiced hope for a peace deal with the Taliban "before September 1."

The ambitious timeframe would allow a deal before Afghanistan holds elections in September, which Western officials fear could inject a new dose of instability.

Trump wants to pull all US troops from Afghanistan, believing that America's longest war launched after the September 11, 2001 attacks -- no longer makes military or financial sense.

But he said the US will "be leaving very strong intelligence, far more than you would normally think," in an interview with the Fox News Channel's "Tucker Carlson Tonight."

"It just seems to be a lab for terrorists... I call it the Harvard of terrorists," Trump said.

Taliban attack wounds children

The Taliban have refused to halt their violence, believing that they have the upper hand as the United States is eager to leave.

<a href="https://www.wionews.com/world/brazen-attack-in-kabul-demonstrates-talibans-callous-disregard-for-afghans-us-232196">Monday's bombing </a>was followed by Taliban gunmen storming a nearby building, trigging a gunbattle with special forces.

The bombing and shootout wounded dozens of people, including 50 children, most of whom were hurt by flying glass, officials said.

Save the Children branded the strike "utterly deplorable," warning that "children's smaller bodies sustain more serious injuries than adults" and that the trauma of such attacks can stay with them for years.

The White House condemned the "brazen" attack, saying it "demonstrates the Taliban's callous disregard for their fellow Afghans, who have repeatedly voiced the urgency of finding a peaceful resolution to the conflict."

But Washington made no move to interrupt its seventh round of talks with the Taliban in Doha that started on Saturday.

"Once the timeline for the withdrawal of foreign forces is set in the presence of international observers, then we will begin the talks to the Afghan sides, but we will not talk to the Kabul administration as a government," tweeted Suhail Shaheen, the spokesman for the Taliban's office in Qatar.

Under a peace deal, the United States plans to pull its roughly 14,000 troops from Afghanistan.

In return, the Taliban would provide assurances that they will never allow their territory to be a base for foreign attacks -- the primary reason for the US invasion nearly 18 years ago.

Zalmay Khalilzad, the US negotiator with the Taliban, said that dialogue among Afghans was an essential part of a peace deal.

"Mutual acceptance, seeking consensus, and agreeing to resolve political differences without force is what is needed to learn from the tragedy of the last 40 years," Khalilzad said, referring to Afghanistan's nearly incessant conflict since the Soviet invasion in 1979.

"I wish participants success," he tweeted.

Fresh bid set to bring Afghans to table for peace deal

President <a href="https://www.wionews.com/world/state-elections-set-to-offer-relief-for-harried-mexican-president-223673">Andres Manuel Lopez Obrador </a>on Sunday <a href="https://www.wionews.com/world/mexico-says-national-guard-deployment-to-southern-border-starts-on-wednesday-226694">formally inaugurated the National Guard</a>, a militarized police force aimed at cracking down on the country's growing crime rate and securing its borders.

Lopez Obrador said that the initial 70,000 members would be deployed to 150 regions across Mexico, and eventually, 150,000 personnel will cover most of the country.

The leftist president, who took office in December 2018, had long criticized the use of soldiers in the crackdown on violent cartels.

The National Guard, however, is made up mainly of former soldiers and has a military leadership. Critics say its personnel is not properly trained to handle civilian tasks.

Although the force was formally inaugurated on Sunday, National Guard members have been deployed since May to hot spots across the country.

In late June, under US pressure, more than 21,000 National Guard personnel were sent to Mexico's northern and southern borders to halt Central American migrants seeking to illegally enter the United States.

Defense Secretary Luis Cresencio Sandoval said that National Guard members have been trained in police procedures, will respect human rights, and will use force in a "reasoned and proportional" manner.

Maintaining peace and security is Lopez Obrador's biggest challenge: there was a record of 33,341 homicides in Mexico in 2018, the highest number of deaths since the government began tracking murders in 1997.

More than 250,000 people have been murdered since 2006, the year Mexico's military was deployed to combat the cartels. More than 40,000 people have vanished during that same period.

A four-day <a href="https://www.wionews.com/world/europes-heatwave-consistent-with-climate-change-more-to-come-un-231226">heatwave across western Europe</a> that killed seven people began to ease slightly on Sunday, as temperature alerts were cut back and wildfires slowly brought under control.

Most of the fires that had broken out Spain in recent days were stabilised, but firefighters were struggling to control a blaze in the central provinces of Toledo and Madrid that had burned more than 20 square&nbsp;kilometres since Friday.

In the northeastern town of La Almunia de Dona Godina, the temperature hit a scorching 42.4 Celsius. But five of Spain's 50 provinces were downgraded from "extreme" weather risk, leaving just two at the highest level, with 31 on weather alert.

In France, which experienced a national record of 45.9 Celsius in the south on Friday, temperatures were set to fall gradually.

In Paris, a ban imposed on older cars to counter heat-related pollution was likely to be lifted on Monday, authorities said.

Nevertheless, some 25 out of around 90 French administrative departments have restricted water use, not least for farmers.

Jerome Despey, a wine producer in France's southwestern Herault region, tweeted photos of shrivelled grapes, and complained of "widespread damage".

Meteorologists say a weakening of the high-level jet stream is increasingly causing weather systems to stall and leading summer temperatures to soar. Five of Europe's hottest summers in the last 500 years have happened in this century.

"A race against global warming"

The World Meteorological Organization said this week that the European heatwave was "absolutely consistent" with extremes linked to the impact of greenhouse gas emissions.

In Frankfurt, 3,000 athletes took part in an Iron Man endurance race despite the heat.

"It felt like a race against global warming - you could have fried an egg on my head," said Sebastian Kienle, who finished second in the men's race.

In the women's event, race leader Sarah True of the United States collapsed within a kilometre of the finish line of the closing marathon stage.

True, who had already completed a 3.8 kilometres swim and 185 kilometres bike ride, was carried off the course and had to be restrained by first-aid workers concerned for her wellbeing.

At a post-race news conference, she said she was feeling better, but did not remember the final kilometres of the race.

Addressing thousands of people in St Peter's Square, Pope Francis said he was praying for those suffering most from the heat wave - the sick, the old, construction workers and those who had to labour outdoors.

"May no-one be abandoned or exploited," he said.

On Saturday, one 53-year-old crashed after feeling unwell while competing in a cycling race in France's Ariege region, in the foothills of the Pyrenees, and died, local public prosecutor Laurent Dumaine said on Sunday.

The race was called off after several participants were taken sick due to the heat, organisers said.

Another cyclist died on Saturday from the effects of heat in the southern region of Vaucluse, authorities said, and at least three people died the same day in central and northern Italy.

Spain had two heat-related deaths on Thursday and Friday.

The US is underestimating the scope of "hybrid warfare" being waged by Russia to undermine democracies in Europe, Central Asia, Africa, and Latin America, a Pentagon white paper has said.

According to the Hill, the over 150-page white paper was prepared by Joint Chiefs of Staff of the Pentagon and independent strategists. The study points to Russia's use of propaganda and disinformation to sway public opinion across Europe, Central Asia, Africa, and Latin America.

"Overall, Russia's influence abroad is growing, and the Kremlin has mastered the use of hybrid warfare in driving Russia's foreign policy (Lamoreaux)," reads the document entitled 'The Future of Global Competition and Conflict' prepared as part of the Strategic Multilayer Assessment.

"Russia utilizes a variety of grey zone tactics around the globe. These include the use of paramilitary forces and other proxies, interference in political processes, economic and energy exploitation (particularly in Africa), espionage, and media and propaganda manipulation," it said.

Russian President Vladimir Putin "is also adept at blending military and civilian elements for maximum impact", it added.

The white paper also highlights the danger of alignment between Russia and China, both of which fear the United States' international alliances and share an affinity for "authoritarian stability".

"Russia has turned to China as a growing and necessary key strategic partner. Russia and China share a fear of, and common hostility toward the US and its system of alliances," according to it.

Beijing and Moscow share an affinity for "authoritarian stability and aligned views on opposing international norms regarding human rights, cyber and space", the paper contended.

The study recommends the State Department should spearhead "influence operations," including "sowing divisions" between Moscow and Beijing.

"The US should bilaterally engage Russia to peel them away from China's orbit. The US can work with Russia in ways that improve the US-Russia relationship without detracting from European efforts to balance and deter," it said.

Though the study does not offer any direct criticism of President Donald Trump, it has come days after Trump's meeting with Putin and Chinese President Xi Jinping.

The study also said that Russia has launched "several cyber and electromagnetic pulse (EMP) attacks".

It felt that the US should work with European allies to strengthen telecommunications and electrical infrastructure to preclude "Russian preemptive attacks".

United States underestimating Russia's 'hybrid warfare': Pentagon white paper

Nepal's Chaudhary Group (CG) has signed a deal worth about $100 million with China's <a href="https://www.wionews.com/world/huawei-willing-to-sign-no-spy-agreement-with-us-government-chairman-224403">Huawei Technologies</a> to bring 4G phone services to the country, CG's chief executive said, shrugging off US security concerns about Huawei's products.

Aiming to shake up Nepal's mobile phone market as Reliance Industries Ltd's Jio has done in India, CG planned an initial $250 million investment in the new 4G network, Chairman Binod Chaudhary said in an interview.

It will include free voice services but focus on data, online payment, and other services, he said.

After starting out selling noodles in India and later across Asia, his family-owned conglomerate now includes a bank, a telecommunications business- providing rural telephony - and dozens of resorts, including two in the Maldives in partnership with India's Taj Group.

Chaudhary, Nepal's only billionaire with a net worth of $1.7 billion, according to Forbes magazine, has overseas noodle manufacturing factories in India, Serbia, and Bangladesh, a hedge against the uncertainties of his landlocked country.

Huawei would supply equipment worth about $100 million for the launch of 4G services, which could later be upgraded to 5G, said Chaudhary, 64, who is also a lawmaker.

"Huawei has been working with the state-owned telecom company, and now they will be working with us," he said adding Nepal would ensure that business considerations were paramount when deals were made with companies from neighbouring countries.

<a href="https://www.wionews.com/world/unreasonable-restrictions-infringe-on-its-rights-huawei-responds-to-us-ban-219064">Huawei Technologies </a>is a major competitor for 5G equipment deals around the world, but the United States has asked allies to reject Huawei technology, arguing that it could be vulnerable to Chinese eavesdropping.

Huawei denies its equipment is a security risk.

Chaudhary said CG Group has entered into a deal with LifeCell, a subsidiary of Turkey's Turkcell, for technical and design services, with Huawei providing the infrastructure.

"I don't see any problem in collaboration with Chinese companies," he said, adding he was also planning to set up a venture in the cement sector with a Chinese manufacturer.

CG is already running limited telecommunications services in rural areas in Nepal.

Min Prasad Aryal, a spokesman for Nepal's telecom regulator, said CG group has applied for a license for a much wider network including cities.

"If they meet the standard specified by us we have no objection," he said when asked whether CG would get permission even if it used Huawei equipment.

With a population of about 30 million, the land-locked country has near 100 per cent&nbsp;mobile penetration and about 50 per cent&nbsp;for data services.

Nepal Telecom is the market leader with a 51 per cent market share by subscribers, followed by Ncell and Smart Cell, according to industry estimates.

"We are confident to achieve one third market share in three-to-four years as we will have the advantage to bring in the latest technology," Chaudhary said.

Min Prasad Aryal, a spokesman for Nepal's telecom regulator, said CG group has applied for a license for a much wider network including cities. "If they meet the standard specified by us we have no objection," he said when asked whether CG would get permission even if it used Huawei equipment. With a population of about 30 million, the land-locked country has near 100 per cent mobile penetration and about 50 per cent for data services. Nepal Telecom is the market leader with a 51 per cent market share by subscribers, followed by Ncell and Smart Cell, according to industry estimates. "We are confident to achieve one third market share in three-to-four years as we will have the advantage to bring in the latest technology," Chaudhary said.

A small twin-engine passenger plane crashed in Texas in the United States on Sunday, killing 10 people, officials said.

"The Dallas County Medical Examiner has confirmed 10 fatalities and no survivors," a spokeswoman for the town of Addison, Texas told AFP.

The National Transportation Safety Board tweeted that it had dispatched a team to Addison to investigate the crash of a King Air 350 -- a twin-engine turboprop passenger plane.

It did not provide further details on the crash or its cause.

Video broadcast by US media showed a massive column of black smoke pouring out of a building at the airport, as firefighters directed streams of water toward the blaze.

CNN reported that the aircraft was a private plane and that it crashed into a hanger at a local airport.

CBS News quoted sources as saying the aircraft lost an engine on takeoff and veered into the hanger.

Anti-government protesters laid siege to <a href="https://www.wionews.com/world/amid-protests-chinas-army-to-be-handed-prime-harbour-in-hong-kong-231230">Hong Kong's parliament </a>on Monday as the territory marked its <a href="https://www.wionews.com/world/fresh-protests-erupt-in-hong-kong-on-china-handover-anniversary-231871">China handover anniversary</a>, smashing windows, battling police armed with pepper spray and plunging the city further into crisis.

The angry scenes ramped up tensions in the financial hub which has been rocked by three weeks of historic demonstrations against a hugely unpopular bill that would allow<a href="https://www.wionews.com/world/hong-kong-news-outlets-say-controversial-extradition-bill-may-be-suspended-227232"> extraditions</a> to the Chinese mainland.

Tens of thousands of democracy activists staged another large, peaceful march through the city on Monday afternoon, calling for the city's pro-<a href="https://www.wionews.com/world/hong-kong-marks-19th-anniversary-of-handover-while-tensions-with-beijing-run-high-1560">Beijing</a> leader to step down and reverse what they see as years of sliding freedoms.

But that rally was overshadowed by small groups of mainly young, masked protesters who seized roads and tried to break into the legislature, sparking renewed clashes with police after two weeks of relative calm.

Under blazing summer skies, the young demonstrators made multiple attempts to smash into the building, using a metal cart as a battering ram and wielding steel poles to prize open gaps in the reinforced windows.&nbsp;

Riot police inside the building wore gas masks as they squirted pepper spray at protesters, who unfurled umbrellas to shield themselves.

The anti-government demonstrators eventually managed to prise open a hole in the reinforced glass at the main entrance. But police retreated behind heavy metal shutters that locked down the rest of the building.

"We know that this is breaking the law, but we have no choice," a 24-year-old protester surnamed Cheung told AFP.&nbsp;

Years of fears

The huge rallies over the last three weeks are the latest expression of growing fears that China is stamping down on the city's freedoms and culture with the help of the financial hub's pro-Beijing leaders.

But the increasingly hardline tactics from some protesters have alienated some, with a large counter-rally in support of the police taking place on Sunday.&nbsp;

Although<a href="https://www.wionews.com/world/protesters-try-to-smash-way-into-hong-kongs-legislative-council-231945"> Hong Kong</a> returned from British to Chinese rule on July 1, 1997, it is still administered separately under an arrangement known as "one country, two systems".

The city enjoys rights and liberties unseen on the autocratic mainland, but many residents fear Beijing is already reneging on that deal.

Activists have organized a march every handover anniversary, calling for greater democratic freedoms such as the right to elect the city's leader.

They have mustered large crowds in recent years including a two-month occupation of parts of the city centre in 2014 &nbsp;but have failed to win any concessions from Beijing.

"When I heard that there are clashes outside (parliament), I was very worried," Amy Siu, a 37-year-old accountant taking part in the rally, told AFP. "I'm worried about the youngsters' safety. I hope they can be rational."

"I would not blame the young people, I blame the government," added an 80-year-old protester who gave his surname Yeung.

This year's rally is framed by unprecedented anti-government protests of the past three weeks that have drawn millions, with the public anger over police use of tear gas and rubber bullets.

The spark for the current wave of protests was an attempt by chief executive Carrie Lam to pass the Beijing-backed <a href="https://www.wionews.com/world/extradition-bill-fury-likely-to-fuel-numbers-at-hong-kong-annual-rally-231787">extradition law</a>, which she has now postponed following the public backlash.

But she has resisted calls to permanently shelve the law or step down.&nbsp;

As a result, the demonstrations have morphed into a wider movement against her administration and Beijing.&nbsp;

Champagne toasts &amp; flags&nbsp;

Lam, who has kept out of the public eye since her climb down and has record low approval ratings attended a flag-raising ceremony early Monday, marking the moment the city returned to Chinese ownership 22 years ago.&nbsp;

But she and other dignitaries watched from indoors due to "inclement weather" the first time in the ceremony's history.

Her speech stuck to the conciliatory tone she has used in recent weeks.

"What happened in recent months has caused conflicts and disputes between the government and residents," Lam said. "It has made me fully understand that as a politician, I need to be aware and accurately grasp the feelings of the people."

She then raised a champagne toast alongside cabinet officials and two of her predecessors.

Police said 13 officers were also sent to hospital after being doused by an "unknown liquid" from protesters while the government released a statement condemning protesters for using "extreme violence."

But activists have vowed to keep up their civil disobedience campaign.

"Whatever happens we won't lose heart," Jason Chan, a 22-year-old accountant added. "Resistance is not a matter of a day or a week, it is long term."

Demilitarised Zone: A look at the world's last Cold War frontier

Russia has agreed with Saudi Arabia to extend by six to nine months a deal with <a href="https://www.wionews.com/world/saudis-falih-says-oil-stocks-still-building-but-opec-to-act-if-needed-219637">OPEC </a>on reducing oil output, <a href="https://www.wionews.com/entertainment/vladimir-putin-replies-to-elton-johns-hypocrisy-comment-231519">Russian President Vladimir Putin</a> said, as oil prices come under renewed pressure from rising US supplies and a slowing global economy.

Saudi Energy Minister Khalid al-Falih said on Sunday that the deal would most likely be extended by nine months and no deeper reductions were needed.

Putin, speaking after talks with Saudi Crown Prince <a href="https://www.wionews.com/world/saudi-crown-prince-mohammed-bin-salman-doing-spectacular-job-donald-trump-231336">Mohammed bin Salman</a>, told a news conference the deal - which is due to expire on Sunday would be extended in its current form and with the same volumes.

The Organization of the Petroleum Exporting Countries, Russia and other producers, an alliance known as OPEC+, meet on July 1-2 to discuss the deal, which involves curbing oil output by 1.2 million barrels per day (bpd).

The United States, the world's largest oil producer ahead of Russia and Saudi Arabia, is not participating in the pact.

"We will support the extension, both Russia and Saudi Arabia. As far as the length of the extension is concerned, we have yet to decide whether it will be six or nine months. Maybe it will be nine months," said Putin, who met the crown prince on the sidelines of a G20 summit in Japan.

Falih, arriving in Vienna for the OPEC+ talks, told reporters when asked about Saudi preferences: “I think most likely a nine-month extension.”

Asked about a deeper cut, Falih said: "I don’t think the market needs that."

“Demand is softening a little bit but I think it’s still healthy,” the Saudi minister said, adding that he expected the market to balance in the next six to nine months.

A nine-month extension would mean the deal runs out in March 2020. Russia's consent means the OPEC+ group may have a smooth meeting if OPEC's third-largest producer Iran also endorses the arrangement.

New US sanctions on Iran have reduced its exports to a trickle as Washington seeks to change what it calls a "corrupt" regime in Tehran. Iran has denounced the sanctions as illegal and says the White House is run by "mentally retarded" people.

Kirill Dmitriev, chief executive of the Russian Direct Investment Fund who helped design the OPEC-Russia deal, said the pact in place since 2017 had lifted Russian budget revenues by more than 7 trillion roubles ($110 billion).

"The strategic partnership within OPEC+ has led to the stabilisation of oil markets and allows both to reduce and increase production depending on the market demand conditions, which contributes to the predictability and growth of investments in the industry," Dmitriev said.

Benchmark Brent crude has climbed more than 25% since the start of 2019. But prices could stall as a slowing global economy squeezes demand and US oil floods the market, a Reuters poll of analysts found.

Who needs an OPEC meeting

Falih said the new deal would help reduce global oil stocks, balance the market and spur investments in future energy supplies.

"The agreement confirms that the Saudi-Russian partnership paved the way to guarantee the interest of producers and consumers and the continued growth of the global economy," Falih tweeted.

That Russia and Saudi Arabia effectively announced the deal before the OPEC gatherings will likely anger smaller members of the organisation, who feel sidelined.

"Who needs an OPEC meeting?," one delegate said after learning about the headlines from the Russia-Saudi talks. Some delegates said Iran might still put up a fight on Monday.

Russia's Energy Minister Alexander Novak said he believed most OPEC members including Iran have already expressed support to extend the output-cutting deal.

He said it may be wise to extend the agreement by nine rather than six months to avoid raising output during weak seasonal demand.

"It might make sense to keep the deal in place during the winter period," he told reporters.

The United States and the Taliban opened fresh negotiations in Doha on Saturday, a Taliban spokesman said, as Washington eyes a breakthrough before Afghanistan's September presidential election.

Taliban spokesman Zabiullah Mujahid tweeted that the "seventh round of talks between US representatives and the negotiation team of the Islamic Emirate have begun in Doha".

The talks mark the seventh round of negotiations aimed at ending America's longest war.

They kicked off in the Qatari capital just as news broke that at least 25 pro-government militiamen were killed in a Taliban attack in northern Afghanistan.

The attack happened in Nahrin district of northern Baghlan province before dawn when the militia members attempted to rescue a group of soldiers surrounded by Taliban militants.

An hour-and-a-half after announcing the resumption of talks, Mujahid tweeted again posting a video of a group of men, some armed and with covered faces, gathered around a waterfall singing "beautiful Afghanistan".

The video was captioned "jihadi tourism in Farah", a southern Afghan region that has previously been touted as a possible tourist draw.&nbsp;

A potential deal would see the US agree to withdraw its troops after more than 17 years in Afghanistan. In return the Taliban would guarantee the country never again became a safe haven for violent extremist groups, as happened with Al-Qaeda before the September 11, 2001 attacks.

The negotiations have so far centred on four issues -- counter-terrorism, the foreign troop presence, an intra-Afghan dialogue and a permanent ceasefire.

US officials have previously said they are hoping for a deal before the upcoming Afghan presidential elections, which have already been delayed twice and are now set for September.

On Tuesday, the US Secretary of State Mike Pompeo paid an unannounced visit to Kabul and said he hoped for a peace deal with the Taliban "before September 1".
