UN urges Russia to conduct transparent investigation of Navalny's poisoning

The United Nations on Tuesday called on Russia to undertake a "thorough, transparent, independent and impartial investigation" into the poisoning of opposition leader Alexei Navalny, who was reportedly poisoned with a Soviet-era agent Novichok.

Michelle Bachelet urged all stakeholders to cooperate in order to ascertain who poisoned Navalny. German authorities recently claimed to possess “unequivocal proof” of Novichok being used in the attack.

"It is incumbent on the Russian authorities to fully investigate who was responsible for this crime, a very serious crime that was committed on Russian soil," Bachelet said in a statement.

Navalny, 44, is considered one of Putin’s fiercest critics in Russia. On September 8, he came out of a medically induced coma, and was responsive, a German hospital said.

Bachelet added that “the number of cases of poisoning, or other forms of targeted assassination, of current or former Russian citizens, either within Russia itself or on foreign soil, over the past two decades is profoundly disturbing."

"And the failure in many cases to hold perpetrators accountable and provide justice for the victims or their families, is also deeply regrettable and hard to explain or justify," she further said.

Fierce critic

One of Russian President Vladimir Putin's fiercest critics, Navalny fell sick on a flight from Siberia to Moscow on August 20, after which he was taken to a hospital in the city of Omsk in Siberia following an emergency landing.

As international pressure mounted, he was shifted to Berlin's Charite hospital.

Steffen Seibert the spokesperson to German Chancellor Angela Merkel on September 2 said that after testing by a military laboratory, it was ascertained that “a chemical nerve agent from the Novichok group" was used on Navalny.

Novichok was notoriously famous during the Soviet era, and was also used to poison former Russian spy Sergei Skripal and his daughter who were then in Britain.

Near-record violence in Afghanistan in the last few weeks creates an atmosphere of mistrust and risks derailing the peace negotiations set to begin soon between the Afghan government and the Taliban, according to a top UN official in the war-ravaged country.

The planned negotiations stem from a landmark pact the US signed with the Taliban in February to promote a peaceful settlement to the Afghan war, the longest overseas military intervention by the American military.

"As I speak, Afghans representing the Islamic Republic of Afghanistan are preparing to sit with other Afghans representing the Taliban to discuss, at long last, a political settlement to the conflict. This is truly a historic moment," Deborah Lyons, the UN Secretary-General's Special Representative for Afghanistan, said in a briefing to the UN Security Council on Thursday.

"After four decades of war, the people of Afghanistan have more reason than ever to hope that this devastating conflict, which has brought so much suffering, may finally come to an end,? Lyons, also the Head of the UN Assistance Mission in Afghanistan (UNAMA), said.

She, however, warned that this will be a long and challenging process and already, the pre-talks phase has raised difficult issues related to prisoner releases, which have taken five months to resolve.

Eventually the negotiations will have to tackle a range of profound questions about the kind of country Afghans want. These can only be addressed by Afghans talking with other Afghans. Solutions will not be found on the battlefield, we know this, nor can they be imposed from the outside,? she said.

Lyons cautioned that despite the air of cautious optimism, the level of violence on the battlefield remains deeply worrying and the last few weeks have seen near-record numbers of security incidents, including egregious attacks by spoilers targeting civilians involved in the peace process.

"We must keep in mind the terrible consequences of this violence. The conflict continues to kill and injure hundreds of Afghans every week. And as we look towards the peace talks this violence also creates an atmosphere of mistrust that risks derailing negotiations," she said.

With the negotiations, hosted by Qatar, set to launch soon, she exhorted parties to place a humanitarian ceasefire atop the agenda, and pressed all countries to amplify this call.

"The coming days will hopefully bring the formal launch of intra-Afghan negotiations. I said the coming days, not the coming weeks," she said thanking member states, including Qatar and the United States as well as many others who have engaged in intensive diplomatic efforts to get us to this point.

For our part, the UN will be working with international partners to support both parties and the host countries throughout the process.

She added that a peace process, and even a peace agreement, does not peace make.

All of us must do our part to create a conducive environment for peace talks. In parallel, we must ensure that the ground is prepared for peace to flourish once an agreement is reached, she said.

"Women's rights are also emerging as among the most difficult issues confronting the parties as they enter negotiations and one around which any compromises will pose a difficult dilemma for member states," she said.

This issue will be more central in the Afghan peace process than we have ever seen in any other peace negotiation in recent memory, she added.

Lyons said she has initiated a series of meetings with a countrywide network of Afghan women on the peace process, which is giving the UN important insights into their concerns, as well as possible avenues for greater engagement.

But we all know that it is women's representation at the peace table that offers the best opportunity to ensure that their own rights are upheld, and that their vision for elements of a peaceful Afghanistan is reflected in all aspects of the talks, she said.

Lyons commended the women members of the Afghan negotiating team and other peace structures for their energetic outreach and substantive preparations for intra-Afghan talks.

"As of this moment, we are not yet aware of any women's representation on the Taliban side, but we remain hopeful that they, too, will find a way of meaningfully including women, the other 50 per cent of the population, in their negotiation team," she said.

Near-record violence risks derailing peace negotiations between Afghan govt, Taliban: top UN official

Half of all refugee children were already out of school before the coronavirus hit, and the UN cautioned Thursday the pandemic risked deepening a crisis robbing millions of future prospects.

A new report from the UNHCR refugee agency warned that many refugee children, especially girls, who had attended school before the novel coronavirus swept the world would not be able to return.

"After everything they have endured, we cannot rob them of their futures by denying them an education today," UNHCR chief Filippo Grandi said in a statement, calling for action to support refugees' right to an education.

The report, using data from 12 countries that host more than half of the world's refugee children, found that more than 1.8 million of them — or a full 48 per cent of all refugee children of school age — are out of school.

Attendance is particularly lacklustre in secondary school and higher.

Around 77 per cent of the refugee children were enrolled in primary school, but only 31 per cent attended secondary school and three per cent were in higher education, the report showed.

While the UNHCR said a shift in methodology made it difficult to compare with data from previous years, it noted the statistics, dire as they look, actually represent a small improvement.

A 2019 report indicated that only one percent of refugees worldwide were in higher education.

But the pandemic is now threatening to undo even the small advances made, it said.

'Chilling prediction'

The report found that while children in every country have been hit by the impact of the COVID-19 pandemic and measures put in place to rein in the virus, refugee children have been especially disadvantaged.

Refugee children are far more likely than others to face difficulty returning to their studies, with many refugee families no longer able to afford school fees, uniforms and books as income sources dry up.

They are also less likely to have access to the technologies needed for remote learning and could be required to work to help keep their struggling families afloat.

This is particularly true for refugee girls, who already had less access to education than boys.

By the time they reach secondary level, refugee girls are half as likely as their male peers to be enrolled in school, according to UNHCR, warning the coronavirus crisis risked making the gender disparities worse.

Using UNHCR data, the Malala Fund, which works towards removing barriers preventing girls from going to school, estimated that a full half of all refugee girls who were attending secondary school when the pandemic hit will not return when classrooms reopen this month.

And in countries where less than 10 percent of refugee girls were enrolled in secondary school, all of them were at risk of dropping out for good.

That, UNHCR underlined, is "a chilling prediction that would have an impact for generations to come."

According to her, the Lebanese government must prioritise the rebuilding of silos at the Beirut port, the country's largest grain storage. Lebanon was already going through an economic collapse before the massive blast at Beirut's port that killed 190 people and wounded thousands. The country is facing problems like debt, the local currency has plummeted in value on the black market and soaring poverty rates with a spike in coronavirus cases. "The yearly average inflation rate is expected to be more than 50 percent in 2020, compared with 2.9 percent in 2019," ESCWA said in a statement. As per the aid agencies and experts, Lebanon relies on imports for 85 per cent of its food needs and the annihilation of the silos at the Beirut port could worsen an already alarming situation. ESCWA said increased transaction costs of food imports could lead to a further rise in prices. Rola Dashti added that to prevent a crisis, authorities must set a ceiling for food prices and encourage direct sales from local producers to consumers. She also urged the international community to "expand food security programmes targeting refugees and host communities" to help defuse "potential social tensions". Earlier this month, ESCWA said more than 55 per cent of the Lebanese are "trapped in poverty and struggling for bare necessities". (Inputs from AFP)

Iran said on Wednesday it was ending a months-long standoff with the U.N. nuclear watchdog by granting it access to two sites suspected of once hosting secret activities, easing diplomatic pressure on Tehran as Washington seeks to reimpose sanctions.

Wednesday`s breakthrough in the dispute over the sites was announced in a joint statement by Tehran and the International Atomic Energy Agency during IAEA Director General Rafael Grossi`s first visit to the Islamic Republic since he took over the role in December.

"Iran is voluntarily providing the IAEA with access to the two locations specified by the IAEA," Grossi and Iran`s nuclear agency chief, Ali Akbar Salehi, said in a joint statement, confirming an earlier report by Reuters.

Also read: Iran hails 'constructive' talks with visiting IAEA chief Rafael Grossi

It said dates for IAEA inspectors to visit the sites - one near Karaj west of Tehran, the other near Isfahan in central Iran - had been agreed, without naming them, as well as the parameters of "verification activities" there.

In March Grossi informed his agency that Iran had denied IAEA inspectors access to the two sites, where uranium conversion and explosives testing are suspected of having been carried out in the early 2000s. Demolition and other work that might have removed traces of the past - "sanitization" in inspectors` parlance - appear to have since occurred there.

The IAEA had demanded access to the sites since January because they are suspected of having hosted nuclear material, which the agency must fully account for in order to verify that a country`s nuclear activities are entirely peaceful.

Under a 2015 deal with major powers, Iran is implementing the so-called Additional Protocol, an agreement with individual member states that grants the IAEA the power to carry out snap inspections, even of places not declared to be nuclear sites.

While the Vienna-based agency says it has the right to go to the sites without permission, Iran objected because at least some of the information pointing to the sites came from a trove of documents on its past activities that Tehran`s main Middle East adversary Israel says it seized in Iran.

Wednesday`s statement said that, at least for now, the IAEA does not want access to more undeclared sites.
It is still, however, seeking answers on the origin and whereabouts of a uranium metal disc that may have been at a third site that it sees no point in going to because of "extensive sanitization and levelling" there in 2003 and 2004.

"In this present context, based on analysis of available information to the IAEA, the IAEA does not have any further questions to Iran and further requests for access to locations other than those declared by Tehran," the statement said.

While Wednesday`s deal must still be followed through on and will begin a process of taking samples and checking the origin of any nuclear particles that are found, it marks an initial victory for Grossi and his agency, whose 35-nation Board of Governors passed a resolution in June raising pressure on Iran.

It also comes as the United States, despite having pulled out of world powers` deal with Iran in 2018, is seeking to use a mechanism available to parties to the deal to trigger the reimposition of global U.N. sanctions against Tehran that were lifted under the 2015 accord.

India has put on record with UN, Pakistan saying it made a statement at the United Nations Security Council, which turned out to be a fake claim. A note was sent by Indian mission to the UN headquarters over the development and Pakistani action.

This is not for the first time Pakistan has made a fake claim at the UN, it has made fake statement in the past as well. In 2017, Pakistan's then envoy to UN Maleeha Lodhi made a fake claim at the UN General Assembly by displaying a picture from Gaza claiming it to be from India's Kashmir.

The Pakistani Mission to United Nations, in a tweet said, Pakistani envoy to UN Munir Akram made the statement at the open debate of the security council on the report of the secretary-general on the "threats to international peace and security posed by terrorism actions." As China continues to wield its influence over various countries, Beijing's nexus with the top establishment in the Nepal government has raised serious doubts over the Himalayan nation's 'autonomy' and 'ability to take independent decisions', according to a report in Global Watch Analysis.

According to an article by Roland Jacquard, the author explains China's policy of corrupting the political class of a country, especially those who are not economically strong. He also details how the foreign policy of Nepal, the latest entrant to fall victim to China's strategic expansionism, has veered towards pushing the interests of Beijing.

In January last year, the day when China condemned United States' move to slap economic sanctions on Venezuela, the ruling Nepal Communist Party (NCP) also issued a similar statement denouncing Washington and its allies for intervening in Venezuela's internal matters. This was probably the first time Kathmandu had taken a stand pertaining to US policies in Latin America.

Another worrying and trend noticed in Nepal is the deteriorating human rights condition of Tibetan refugees residing in Nepal. The Himalayan nation shares a long border with Tibet and is home to over 20,000 Tibetan exiles, many of whom coming into the country after the Dalai Lama took refuge in India in 1959.

According to a recent report submitted to the United Nations (UN), two human rights groups — Washington-based International Campaign for Tibet and the Paris-based International Federation for Human Rights — have noted that the new arrivals of Tibetans to Nepal often face threats of being deported to China.

With the growing links between the Nepal government and China, Tibetan refugees are barred from holding elections to elect members of their refugee associations or celebrate the Dalai Lama`s birthday, Jacquard writes in the article.

Attempts to protest against Chinese persecution are met with a heavy-handed response by Nepali authorities, says the writer.

To ensure that the top establishment of Nepal carries out China`s bidding, the Chinese Embassy in Kathmandu has been steadily building a network of loyalists, and doles are given out to them, many times on the pretext of legitimate jobs undertaken for the embassy.

For instance, the Chinese Embassy in Kathmandu awarded a contract of 1.5 million Nepali rupees to Rajan Bhattarai, a member of the NCP and who is currently Prime Minister KP Sharma Oli`s Foreign Affairs Advisor, for a research paper on Nepal-India relations. When the initiative started in October 2017, Bhattarai was a member of the Eminent Persons Group on Nepal-India Relations and the Chairman of the Nepal Institute for Policy Studies.

According to the contract, Bhattarai`s wife Geeta Gautam while he would oversee the project. The payment for the duty was sent to Bhattarai`s account in Nabil Bank.

"The contract was what the Chinese would call `a win-win`, as it not only found a way to engage a senior NCP functionary in a financial transaction, it also came with an added understanding of Nepal`s policies towards India," the writer states.

Bhattarai was appointed as Foreign Affairs Advisor to Oli in November 2018. While it is not clear whether China played a role in his appointment, what is interesting to note that despite his position in the Prime Minister`s Office, Bhattarai continued to keep contact with Li Yingqiu, a Chinese diplomat posted in the Nepali capital.

"With Nepal`s Prime Minister`s Office, including its senior advisors, known to have established a transactional relationship with China, it raises serious doubts about the autonomy of the government and its ability to take independent decisions," Jacquard says in the article.

The United Nations has been accused of racism by its own staff.

It began with an internal survey that the international body conducted recently. It was a part of UN secretary-general Antonio Guterres's mission to stamp out racism and promote dignity which was called the "United Nations survey on racism" and was sent to thousands of UN employees across the world.

The first question of the survey left the UN staff appalled as it asked them to answer how they identify themselves, that is the racial identity they represent. A lot of options were provided namely black, brown, white, mixed, multi-racial but there was one tick box that stood out - "yellow".

The United Nations asked its employees if they identified themselves as "yellow", a word that has many connotations but when it comes to racial identity it is considered a racial slur. It comes at par with the many insulting terms that are used to describe Asians.

UN employees were outraged. They asked how a body which sings praises of its diversity can even use such a slur in its own survey that too in the very first question. For now, the United Nations has taken the survey down but no apologies have been offered.

At least 45 African migrants and refugees have perished in the Mediterranean Sea in the largest recorded shipwreck off the Libyan coast this year, UN agencies said on Wednesday.

The UN refugee agency UNHCR and the International Organization for Migration (IOM), in a statement disclosing Monday`s accident, called for stepping up search and rescue capacity to respond to distress calls.

"Some 37 survivors, mainly from Senegal, Mali, Chad and Ghana, were rescued by local fishermen and later detained upon disembarkation," the statement said.

"They reported to IOM staff that 45 others, including five children, lost their lives when the vessel’s engine exploded off the coast of Zwara (Zuwahra)," it said.

War-ravaged Libya is a major route for migrants seeking to reach Europe and now hosts an estimated 654,000 of them, often living in cramped conditions with little access to health care.

The latest shipwreck brings the death toll to at least 302 on the route so far this year, the UN agencies` statement said.

In recent months, hundreds of migrants have been stopped at sea and their vessels sent back to Libya despite the risk of violence there.

With Libyan state vessels taking responsibility for rescues in the absence of a European Union programme, more than 7,000 people have been returned to Libya this year, the statement said.

The IOM and UNHCR say Libya should not be classified as a safe port for migrants and that they should not have to disembark there. They want an alternative scheme to take people rescued or intercepted at sea to safe ports.

UN accused of racism; asking staff in survey if they are 'Yellow'

The United Nations has been accused by some of its staff of racism after it issued a survey that included a question asking how they identify themselves. They apparently offered 'yellow' among the possible responses.

The 'UN Survey on Racism' was sent to thousands of staff on Wednesday.

An email accompanying the survey said it was being carried out as part of UN Secretary-General Antonio Guterres' "campaign to eradicate racism and promote dignity."

The first question, however, listed 'yellow' as an option. Other categories offered were black, brown, white, mixed/multi-racial and any other.

United Nations spokesman Stephane Dujarric said the survey would be "taken off-line and revised appropriately taking into account the legitimate concerns" that had been expressed.

Organisations and companies have been under increasing pressure to address racism in the wake of global protests sparked by the death of George Floyd, a Black American who died in May after a white police officer knelt on his neck.

The email accompanying the survey, seen by Reuters, says: “This survey will provide us with the needed data to understand the depth of racism within the United Nations.” It adds, “we are not immune to the issue.”

The United Nations said Wednesday it has been forced to close or severely cut back half of its major programmes in Yemen to tackle the world's worst humanitarian crisis.

"We have a moral obligation to warn the world that millions of Yemenis will suffer and could die because we don't have the funding we need to keep going," said the UN humanitarian coordinator for Yemen, Lisa Grande.

Grande said UN programmes in Yemen had had a "real impact", preventing large-scale famine, rolling back the worst cholera epidemic in modern history and providing help to millions of displaced people, and she appealed to donors to provide the funds to keep them going.

Five years of war between pro-Iran rebels and a Saudi-led coalition which intervened to shore up the beleaguered government have left nearly 80 percent of Yemenis -- more than 24 million people -- dependent on some form of humanitarian aid.

A Yemen aid conference held in Riyadh on June 2 saw donors pledge only $1.35 billion of the $2.41 billion needed to cover essential humanitarian activities until the end of the year, leaving a gap of more than $1 billion.

Saudi Arabia, a key player in the conflict, emerged as the biggest donor, pledging an aid package worth $500 million.

The UN said the impact of underfunding had been dramatic, against what it has termed the world's worst humanitarian crisis.

In April, food rations for more than eight million people in northern Yemen were halved and humanitarian agencies were forced to stop reproductive health services in 140 facilities.

Health services were cut or reduced in a further 275 specialised centres for treating people with cholera and other infectious diseases.

Allowances to nearly 10,000 frontline health workers were stopped and the supplies needed to treat trauma patients, who will almost certainly die without immediate treatment, were halted.

If funding is not urgently received within weeks, medicines and essential supplies for 189 hospitals and 2,500 clinics, representing half of the health facilities in Yemen, will halt just as the world does battle with the coronavirus pandemic.

International medical charity Doctors Without Borders (MSF) has warned that Yemen faces a "catastrophe" from the disease.

"We are in the midst of the COVID-19 pandemic that has caused global disruption on a scale that has not been experienced before by this generation," India said in a statement to the High-Level open debate of the UN Security Council on 'Pandemics and the Challenges of Sustaining Peace' on Wednesday.

The pandemic has "impacted adversely almost all initiatives which usually go on to contribute to peacebuilding. In some ways, it has served to exacerbate conflict situations to the extent that we now have to tackle more strife and conflict as well as a growing humanitarian crisis rather than address some of the other important issues relating to peacebuilding," India said.

"This is where our current challenge lies. How do we prioritize between various needs."

India recalled that UN Secretary General Antonio Guterres had outlined several trends related to the pandemic with implications for conflict prevention, including erosion of trust in public institutions and rise in societal tensions associated with national government's response measures.

"Some conflict actors are also exploiting the current climate of uncertainty to press their agendas, including through spread of misinformation to foment discord and violence and even sponsor opportunistic terrorist attacks," India said.

India further stressed that peacebuilders must mobilize to identify and counter misinformation.

"Community engagement and effective communication are critical to combat the 'infodemic' of false information that often drives fear and division," the statement said.

In the context of the pandemic, India suggested that the immediate focus of the international community should be on ensuring that the humanitarian needs of the community which are in a conflict are met so that lack of availability of minimum needs itself does not become a matter of greater conflict.

"National governments should support and engage local peacebuilders to help design and lead COVID-19 sensitization and response efforts to help mitigate further conflict, prevent violence, adapt and sustain peace processes, and rebuild social cohesion," India, among the largest Troop Contributing Countries to the UN peacekeeping operations, suggested.

India also called for donors and international organizations to sustain financial support to and partnership with local peacebuilders during the crisis, adding that they should also provide flexibility for rapid program re-design, as well as re-direction of resources to respond to emergency situations.

In his remarks, Guterres said the international community's responses to the pandemic must be conflict-sensitive, starting with a multidimensional analysis that looks at how the pandemic affects underlying risks that drive conflict.
India underlined that if peacebuilding has to endure then it should rest on institutions and not on individuals.

"It is only when institutions are strong can other factors, like addressing equitably the needs of the conflicted communities and strengthening of human rights, can be effective."

India stressed that need of the hour is human-centered and cooperative approaches, which are at the core of peacebuilding work. "We also need resilience approaches that can enhance local capacities, skills, and attributes, and enable communities to not just "bounce back" but "build back better".

"These locally owned, conflict-sensitive, gender-sensitive and trauma-informed peacebuilding approaches are highly cost-effective and sustainable. They must not be sacrificed due to short-term reallocation of funds to what is deemed as 'immediate' pandemic responses. Short- and long-term responses to COVID-19 must be aligned."

As the world grapples with the pandemic, India said it is equally essential to ensure performance in peacekeeping.
"Troop Contributing Countries should entail adherence to training plans, including pre-deployment and in mission training, so that key mission tasks are not left to 'learning on the job'."

Underscoring that ensuring women's participation in peacebuilding is not only a matter of women's and girls' rights, India said women are crucial partners in shoring up three pillars of lasting peace: economic recovery, social cohesion and political legitimacy.

"Gender capacity should be deployed in peacebuilding initiatives, gender-responsive analysis of key issues mainstreamed across mediation work and gender-inclusive language incorporated in peace agreements."

India noted that national efforts at peacebuilding and addressing the various facets of peacebuilding have been "weakened" since national resources are being diverted to tackle more immediate humanitarian issues of life and death and the scope for finding innovative solutions have also shrunk.

"While we are still in the early stages of adapting to the new reality of peacebuilding during a global pandemic, we must build back better to regain stability and spur peace and prosperity in a world that is perhaps changed forever," India said.

"The same applies to aesthetic dental treatments. The U.N. Security Council is preparing to vote this week on a U.S. proposal to extend an arms embargo on Iran, a move that some diplomats say is bound to fail and put the fate of a nuclear deal between Tehran and world powers further at risk.

A last-minute attempt by Britain, France and Germany to broker a compromise with Russia and China on an arms embargo extension appeared unsuccessful so far, diplomats said. Russia and China, allies of Iran, have long-signaled opposition to the U.S. measure.

A Chinese diplomat at the United Nations, speaking on condition of anonymity, said that "extending the arms embargo on Iran in whatever form lacks legal basis and will undermine efforts to preserve" the nuclear deal, adding that there is "no chance" the U.S. text will be adopted.

U.S. Ambassador to the United Nations Kelly Craft said Russia and China wanted to benefit from the end of the arms embargo. "Russia and China are waiting to be able to sell arms to Iran," Craft told Fox News.

The embargo is due to expire in October under a 2015 deal among Iran, Russia, China, Germany, Britain, France and the United States that prevents Tehran from developing nuclear weapons in return for sanctions relief.

Even though U.S. President Donald Trump's administration quit the accord in 2018 - with Trump dubbing it "the worst deal ever" - Washington has threatened to use a provision in the agreement to trigger a return of all U.N. sanctions on Iran if the Security Council does not extend the arms embargo indefinitely.

Renewed sanctions -- a move known as snapback -- would likely kill the nuclear deal because Iran would lose a major incentive for limiting its nuclear activities. Iran has already breached parts of the nuclear deal in response to the U.S. withdrawal from the pact and Washington's imposing strong unilateral sanctions.

"This U.S. administration's goal is to terminate the Iran nuclear deal," said a European diplomat, speaking on condition of anonymity.

U.S. Special Representative for Iran Brian Hook alluded to the United States wanting to reimpose all U.N. sanctions when he said last week, "We need to restore the U.N. Security Council standard of no enrichment."

A snapback of U.N. sanctions would require Iran to suspend all enrichment-related and reprocessing activities, including research and development, and ban imports of anything that could contribute to those activities or to the development of nuclear weapon delivery systems.

It would reimpose the arms embargo, ban Iran from developing ballistic missiles capable of delivering nuclear weapons and reimpose targeted sanctions on dozens of individuals and entities. States would also be urged to inspect shipments to and from Iran and authorized to seize any banned cargo.

'ZERO CHANCE'

Richard Gowan, U.N. director for conflict prevention advocacy body the International Crisis Group, said there was "zero chance" the U.S. attempt to extend the arms embargo would be adopted and that it was "a ploy to get to snapback."

The council is operating virtually so once a vote is called the 15 members would have 24 hours to submit their decision and the result would be announced at a public meeting, but diplomats say there is little support for the current U.S. text.

The draft resolution needs at least nine votes in favor to force Russia and China to use their vetoes, but some diplomats question whether Washington can even secure those nine votes.

"Everyone at the U.N. understands that this resolution is just the curtain-raiser for a much bigger fight over the Iranian nuclear deal," said Gowan.

Washington argues it can trigger the sanctions because a Security Council resolution enshrining the nuclear deal names it as a participant. But the remaining parties to the agreement are opposed to such a move, and diplomats say the United States would face a tough, messy battle.

"It's highly likely ... a number of countries will be saying they have no intention of implementing further sanctions, until the U.N. Security Council decides whether or not snapback has been carried out legally," said a senior council diplomat, speaking on condition of anonymity.

"I don't see how the council can decide that given the divisions that will be within it," the diplomat said. "I don't see any rush to re-establish sanctions regimes therefore around the world."

North Korea is pressing on with its nuclear weapons program and several countries believe it has “probably developed miniaturized nuclear devices to fit into the warheads of its ballistic missiles,” according to a confidential U.N. report.

The report by an independent panel of experts monitoring UN sanctions said the countries, which it did not identify, believed North Korea’s past six nuclear tests had likely helped it develop miniaturized nuclear devices. Pyongyang has not conducted a nuclear test since September 2017.

The interim report, seen by Reuters, was submitted to the 15-member U.N. Security Council North Korea sanctions committee on Monday.

“The Democratic People’s Republic of Korea is continuing its nuclear program, including the production of highly enriched uranium and construction of an experimental light water reactor. A Member State assessed that the Democratic People’s Republic of Korea is continuing production of nuclear weapons,” the report said.

North Korea is formally known as the Democratic People’s Republic of Korea (DPRK). North Korea’s mission to the United Nations in New York did not immediately respond to a request for comment on the U.N. report.

North Korean leader Kim Jong Un said last week there would be no more war as the country’s nuclear weapons guarantee its safety and future despite unabated outside pressure and military threats.

The U.N. report said one country, which it did not identify, assessed that North Korea “may seek to further develop miniaturisation in order to allow incorporation of technological improvements such as penetration aid packages or, potentially, to develop multiple warhead systems.”

Lucrative Cyberattacks

North Korea has been subjected to U.N. sanctions since 2006 over its nuclear and ballistic missile programs. While the Security Council has steadily strengthened sanctions in a bid to cut off funding for those programs.

North Korean leader Kim Jong Un and U.S. President Donald Trump have met three times since 2018, but failed to make progress on U.S. calls for Pyongyang to give up its nuclear weapons and North Korea’s demands for an end to sanctions.

In May 2018 North Korea followed through on a pledge to blow up tunnels at its main nuclear test site, Punggye-ri, which Pyongyang said was proof of its commitment to end nuclear testing. But they did not allow experts to witness the dismantlement of the site.

The U.N. report said that as only tunnel entrances were known to have been destroyed and there is no indication of a comprehensive demolition, one country had assessed that North Korea could rebuild and reinstall within three months the infrastructure needed to support a nuclear test.

The U.N. experts said North Korea is violating sanctions, including “through illicit maritime exports of coal, though it suspended these temporarily between late January and early March 2020” due to the coronavirus pandemic.

Last year the U.N. experts said North Korea has generated an estimated $2 billion using widespread and sophisticated cyberattacks to steal from banks and cryptocurrency exchanges.

“The Panel continues to assess that virtual asset service providers and virtual assets will continue to remain lucrative targets for the Democratic People’s Republic of Korea to generate revenue, as well as mining cryptocurrencies,” the latest report said.

Pompeo warns of UN sanctions if Iran arms ban ends

The United States President Donald Trump may address the UN General Assembly in person in September this year, Trump's UN envoy said on Thursday.

While all the other world leaders will be sending in videos instead of travelling to the New York headquarters due to the novel coronavirus, Trump may present himself at the General Assembly.

“We’re hoping that President Trump will actually be speaking in person in the General Assembly. He will be the only world leader to be speaking in person,” US Ambassador to the UN Kelly Craft said.

“Obviously we’re going to be focused on human rights issues, on transparency, on accountability,” she added.

The annual high-level gathering this year was supposed to be a week-long celebration of the 75th anniversary of the United Nations. However, considering the travel restrictions, the UN Secretary-General Antonio Guterres suggested in May that leaders send video statements.

Donald Trump to address UN in person this September: UN envoy

More than 1,280 Afghan civilians have been killed in the first six months of the year as fighting rages in Afghanistan despite a pact between the United States and Taliban militants, the United Nations said on Monday.

The violence, mainly between Afghan government forces and the Taliban, killed 1,282 and injured 2,176 for a tally of 3,458 civilian casualties, the U.N. Assistance Mission in Afghanistan (UNAMA) said in a report.

"The reality remains that Afghanistan continues to be one of the deadliest conflicts in the world for civilians," it said in the mid-year report.

Despite a drop of 13% in casualties from the corresponding period last year, UNAMA said the Taliban continued to cause the majority of civilian casualties, mainly through use of explosive devices, abductions and summary executions.

The Taliban were responsible for 43 per cent of all civilian casualties and government forces caused 23 per cent, chiefly from air strikes and indirect fire during operations, it added.

The UNAMA attributed the 13 per cent drop to fewer operations by international forces, as well as fewer attacks by Islamic State militants.

In February, the United States and the Taliban signed an agreement in Doha, laying out plans for the withdrawal of foreign forces from Afghanistan in exchange for security guarantees from the militants.

However, fighting has spiked in recent weeks, prompted by differences over an exchange of prisoners between the Taliban and Afghan government, as Kabul proved reluctant to free hundreds of jailed militants.

The Doha deal provided for the government to release 5,000 Taliban prisoners in exchange for hundreds of Afghan troops, the main plank in starting peace negotiations between the two sides in the effort to end the 18-year-old war.

While the Afghan government has released more than 4,000 Taliban prisoners, it has refused to release another 600, saying they were involved in murder, illicit drug trafficking and major attacks.

The US special representative for Iran on Sunday sought to rally Gulf allies as Washington tried to extend an arms embargo on Tehran, warning failure would "intensify" regional conflicts.

"I've spoken with leaders here in the Gulf and around the world -- no one believes that Iran should be able to freely buy and sell conventional weapons such as fighter jets... and various kinds of missiles," Brian Hook told journalists in an online briefing while on a visit to Qatar.

The United States has urged the UN Security Council to extend an arms embargo on Iran that expires in October.

The extension is opposed by veto-wielding Russia and China, which stand to gain major arms contracts from Iran.

"If the Security Council fails to extend the arms embargo by October 18, Iran will be able to freely buy and sell these weapons," Hook said.

"Imagine what the region will look like if this happens, conflicts in places like Syria and Yemen will certainly intensify."

US arch-foe Iran is a key player on the side of the Syrian government in the country's conflict and is aligned with Huthi rebels in Yemen fighting the government, supported by a coalition led by US ally Saudi Arabia.

Washington has warned it could employ a disputed legal move to restore wide UN sanctions on Iran if the Security Council does not prolong a ban on conventional arms sales to the Islamic republic.

Iran is also at the heart of a dispute between Qatar and a Saudi-led quartet of regional countries that cut diplomatic, economic and travel ties with Doha in 2017.

Hook reiterated Washington's call for a resolution to the feud that saw Saudi Arabia, Egypt, the United Arab Emirates and Bahrain break with Qatar over accusations Doha was too close to Iran and backing radical Islamists. Qatar denies the allegations.

"The dispute has continued for too long and it ultimately harms our shared regional interests in stability prosperity and security," Hook said.

Kuwait has long led mediation efforts between Qatar and the quartet, but the country's ruler, Sheikh Sabah al-Ahmad Al-Sabah, travelled to the US on Thursday for medical treatment.

"I know that Kuwait has also invested a lot of time in this I should also add that we very much hope for the improved health of the emir of Kuwait," Hook said.

The US envoy will visit Kuwait on the next leg of his trip, having already visited Tunisia, a current member of the Security Council.
