The United Nations urged China to respect the right to peaceful protests as the crackdown continued on the citizens. In the official statement, the UN requested the Chinese government to not detain or use force against the protestors in the country and to allow them to show their dissent in a peaceful manner. In the past few weeks, several parts of China have seen protests in response to the latest lockdowns imposed by the Chinese Communist Party as part of the “Zero Covid” policy.

WION Climate Tracker: COP27 ends with 'loss and damage' deal

The United Nations Climate Summit has finally came to an end with an agreement on how to tackle global warming. The UN has adopted the loss and damage fund to cover the losses suffered by vulnerable nations hit by the impact of global warming.

Guterres: World still needs a giant leap on climate ambition | COP27 Summit

At the COP27 climate conference early on Sunday (November 20), nations signed a contentious final deal that establishes a fund to aid impoverished nations suffering from climate catastrophes but does not step up efforts to reduce the emissions that cause them. After difficult talks that lasted all night, the Egyptian COP27 chair made the final language of the agreement public and convened a plenary meeting to swiftly approve it.

Final declaration and historic agreement on "loss and damage" from climate change are the two primary texts adopted by the delegates.

Here are the key takeaways from the two papers, which outline promises on greenhouse gas emissions, global warming, and energy as well as funds to assist developing nations in coping with the terrible effects of climate change.

Final declaration

Reductions in emissions

COP27 "emphasises the urgent need for immediate, deep, quick and sustained reductions in global greenhouse gas emissions," which contribute to global warming.

Antonio Guterres, the secretary-general of the UN, lamented a failure to "dramatically decrease emissions today."

Warming objectives

The final statement reiterates the Paris Agreement's temperature target of keeping the rise in the world's average temperature to well below two degrees Celsius over pre-industrial levels and pushing initiatives to keep it to 1.5C.

Resolving to continue efforts to keep the temperature increase to 1.5C, it also "reiterates that the repercussions of climate change will be significantly lesser at the temperature increase of 1.5C compared with 2C."

Energy

Parties are urged by COP27 to "accelerate...efforts towards the phase-out of wasteful fossil fuel subsidies and the phase-down of unabated coal power."

Instead of only mentioning subsidies, some nations attempted to discuss lowering the usage of oil and natural gas.

Emissions from coal-fired power plants that are "unabated" are those that are not syphoned off to keep them from entering the atmosphere.

Additionally, the document asks for quickening "fair and sustainable transitions to renewable energy."

Loss and damage

Parties "decide to establish new finance arrangements for aiding developing countries in responding to loss and damage, including by giving and assisting in mobilising new and additional resources."

Additionally, they "decide to establish a fund for addressing loss and damage."

The rules for the new financial arrangements will be laid down by "a transitory committee," and the "sources of money" will be determined.

The committee's suggestions would be made available "for deliberation and adoption" at the COP28 conference in Dubai the following year.

How is the world reacting?

The "loss and damage" fund established at the climate summit in Egypt, to aid vulnerable nations in coping with the devastating effects of climate change garnered praise but there was also resentment about the inability to continue to fight for emission reductions in order to maintain the aspirational target of keeping global warming to 1.5 degrees Celsius over pre-industrial levels.

COP27: Major takeaways from the UN climate summit; reactions from global leaders

During the initial days of the COP27 summit, UN secretary-general Antonio Guterres had asked world leaders what they had done for the world and the planet till now. Being unhappy with the developments in the last two weeks, the UN secretary-general made it clear on Sunday that COP27 did not meet the ambitions at all.

Guterres said that the COP27 climate talks had fallen short in pushing for the urgent "drastic" carbon-cutting needed to tackle global warming, AFP reported. He said, "Our planet is still in the emergency room. We need to drastically reduce emissions now, and this is an issue this COP did not address."

Similar remarks were issued by Frans Timmermans, the EU’s climate chief. Timmermans said that COP27 failed to reach a consensus on keeping global warming to below 1.5 degrees Celsius by the end of the century while adding that the bloc did not want to scupper a loss and damage fund for more ambition

Norway’s climate minister Espen Barthe Eide also criticised the gathering saying the final declaration did not "contain an explicit reference to phasing down fossil fuels or peaking emissions by 2025."

Eide said, "The Egyptian president’s focus on the loss and damage fund detracted from work on climate mitigation." Although he lauded the declaration for not letting the ambition "scale down from Glasgow".

Germany’s foreign minister Annalena Baerbock appeared to be pinning the blame on "an alliance of oil-rich countries and major emitters" for the disappointing outcome.

As per media reports, representatives from various nations also staged walkouts while expressing disappointment with how the process played out. Allegations were levelled and a series of documents were rushed through without having discussions.

UN secretary-general Antonio Guterres calls out COP27 for failing to meet ambitions

It seems that the world has to wait a little while longer for getting on the path towards catastrophe. To highlight the climate issues, the COP27 summit is extended for a day as negotiators seek to break a deadlock over creating a loss and damage fund.

WION Climate Tracker: COP27 extended by another day; UN Chief urges meaningful climate action

UN climate talks that were supposed to end Friday were extended by a day in an effort to break a deadlock over creating a fund for developing countries devastated by the fallout from global warming. Representatives from nearly 200 countries have gathered at the COP27 in Egypt for two weeks with the aim of driving forward action on climate change as the world faces a worsening onslaught of extreme floods, heat waves and droughts.

But wealthy and developing nations were still struggling to find common ground on creating the fund and on a host of other crucial issues with only hours before the summit in the Red Sea resort of Sharm el-Sheikh was due to end. “Today we need to shift gears again, time is not on our side," Egyptian Foreign Minister Sameh Shoukry, who chairs the COP27 talks, told delegates. “I remain committed to bringing this conference to a close tomorrow in an orderly manner."

The daunting list of urgent tasks includes finding agreement — and funds — for the emissions cuts needed to limit average warming to 1.5 degrees Celsius from pre-industrial levels, which scientists say is a safer guardrail to avoid the most dangerous impacts. For many developing countries — and small island states threatened by sea level rise — the defining issues at the conference is money for the “loss and damage" caused by climate change.

A cascade of climate-driven extremes in recent months — from floods in Pakistan and Nigeria to heatwaves and droughts across the world — have shone a spotlight on the ferocious impacts of a warming world for developing nations that are also struggling with debts and surging inflation. In a bid to find a compromise, the European Union proposed late Thursday the creation of a fund for the most vulnerable nations but warned it was its final offer.

The EU proposal indicated that the bloc, previously fearful of open-ended climate damages liability, has “shifted significantly", said Rachel Cleetus, lead economist at the Union of Concerned Scientists’ climate programme. But she said all eyes were now on the United States and China, the world’s top two polluters, fresh from a thaw in their climate relations after a meeting between Presidents Joe Biden and Xi Jinping earlier this week in Bali.

“It’s crunch time," Cleetus told AFP. “There’s no time anymore for the US to sit on the sidelines. They have to come out with what their position is to show that they’re being constructive." Cleetus added that China should also make its position clear, particularly on the issue of whether it would contribute to such a fund and pledge not to draw from it.

“We think China and the US can really unlock this in these last 24 hours," Cleetus said. Earlier in the week, the G77 and China bloc of 134 developing countries proposed creating the loss and damage fund at the COP27 meeting, with other details to be agreed later.

European Commission Vice President Frans Timmermans told reporters on Friday that the EU offer had two “very important" conditions that differ from the G77 proposal. He said the fund should be for “the most vulnerable" nations and the money should come from a “broad funder base" — code for countries including China that have become wealthier since they were listed as developing countries in 1992.

“I have to say this is our final offer," Timmermans said. “This is where the (EU) member states can find an agreement and I have to thank all of them for for the courage to go this far. But this is it." Timmermans said he had explained the EU proposal to US delegates who were “very interested in seeing" that reaffirming the need to step up efforts to cut emissions to reach the 1.5C target be reflected in the conclusions. Pakistan’s climate minister Sherry Rehman, whose country chairs G77+China, expressed a willingness to “working with each other to find common ground".

“It is up to all of us to steer a path that sends a powerful message from this COP that the implementation COP actually turned into a historic actionable COP," she said. She said the G77 had zeroed in on one of the options put forward in a draft loss and damage text “with a few changes that have been submitted and we are working on with each other".

COP27: UN climate talks extended by one day to break deadlock over funds

The United Nations climate agency published the first draft of the COP27 climate agreement but it has left a lot to be desired. According to Reuters, the draft faces criticism from various circles for including last year’s goals and the lack of clarity when it comes to several key issues. However, sources from the UN made it clear that it is only a draft and all parties are currently engaged in conversations over the final resolutions which will be adopted at the end of the COP27 summit being held in Egypt.

While all countries agreed on limiting the rise of global temperatures to 1.5 degrees Celsius, there were disagreements when it comes to stopping the reliance on fossil fuels. While the European Union and India emphasised phasing down on all fossil fuels, the draft did not mention any such resolution.

It repeated the goal set at the Glasgow Climate Pact in 2021 aimed to “accelerate measures towards the phase down of unabated coal power and phase out and rationalize inefficient fossil fuel subsidies”.

The United Nations General Assembly (UNGA) on Monday passed a draft resolution calling for Russia to be held accountable for violations of international law and pay reparations for damages, loss and injury resulting due to war to Kyiv.

The United Nations General Assembly (UNGA) on Monday passed a draft resolution calling for Russia to be held accountable for violations of international law and pay reparations for damages, loss and injury resulting due to war to Kyiv. According to the UN, nearly 50 nations co-sponsored the resolution with 94 countries voting in favour, 14 against and 73 abstaining in the 193-member organisation. Notably, the resolution passed on Monday received the lowest level of support from countries across the board when compared to the five resolutions that the Assembly has passed since February this year. Watch | UN General Assembly adopts resolution condemning Russia’s attempted annexation of Ukraine’s regions × Ukrainian Ambassador Sergiy Kyslytsya during the passing of the resolution took a stern stance and insisted that Moscow must be held accountable for the violations. “Seventy-seven years ago, the Soviet Union demanded and received reparations, calling it a moral right of a country that has suffered war and occupation,” said Kyslytsya “Today, Russia, who claims to be the successor of the 20th century’s tyranny, is doing everything it can to avoid paying the price for its own war and occupation, trying to escape accountability for the crimes it is committing." The United Nations said on Tuesday that its investigation has revealed that prisoners held by both Russia and Ukraine during the ongoing conflict have been subjected to torture.

According to the investigation conducted by the UN, the prisoners were beaten up, given electric shocks and were also humiliated in custody. Matilda Bogner, head of the UN Rights Monitoring Mission, told reporters that this violates international laws that promises "the prohibition of torture and ill-treatment is absolute, even -- indeed especially -- in times of armed conflict".

AFP reported that the investigation was carried out by UN officials who interviewed 159 prisoners of war held by Russia and 175 prisoners held by Ukraine. Most of them were men and Bogner said that although both sides flouted rules, the Russian torture was comparatively more "systematic".

"Their hands were tied and eyes covered so tightly with duct tape that it left wounds on their wrists and faces," Bogner said. "Torture and ill-treatment were not only used to coerce prisoners of war to give military information. They were used on a daily basis to intimidate and humiliate them."

The Israeli army fatally shot a 15-year-old Palestinian girl during a raid in the occupied West Bank in the town of Beitunia near Ramallah, said the Palestinian health ministry on Monday. On the other hand, the Israeli military said that the soldiers had opened fire on a vehicle that was speeding toward them after they had signalled them to stop.

The victim later identified as Fulla Rasmi Abdelazeez Al-Masalmeh was due to turn 16 on her birthday tomorrow and was killed after “occupation soldiers fired at her during a raid”, the statement by the Palestinian health ministry added. The incident occurred in the city of Beitunia where the military said its soldiers were on an arrest raid.

A report by Al Jazeera citing the news agency Wafa said that another Palestinian, 26-year-old Anas Hassouneh was injured after the shooting. The two victims were in the vehicle with Hassouneh driving and were reportedly unaware of the presence of the Israeli forces who had stationed themselves at several points.

In a statement about the incident, the Israeli army said that their troops said that they saw a “suspicious vehicle accelerating towards them during an operation by security forces”. It added that the troops had signalled for the vehicle to stop, but it accelerated towards them, after which they opened fire.

“These youths were in the car… The army was suspicious of the car, and then shot at the car,” said the head of the city’s municipality, Diaa Kurt to Al Jazeera. He added, that the Israeli army then handed over the girl’s body to Palestinian medics after which she was taken to the local hospital. Kurt also noted that three Palestinian men were detained from Beitunia, late Sunday. Furthermore, the city official said that the Israeli forces arrested the driver of the car, who surrendered, reported the Associated Press.

The AP report citing a 35-year-old witness, Bakr Armoush, said that he saw at least 20 Israeli soldiers who were searching parked cars near his building when the victims' car approached at a distance. He added, suddenly without any apparent warning, soldiers hiding behind the cars started firing after which the male driver got out with his hands over his head and the girl seemed slumped over in the passenger seat.

The Palestinian Health Ministry had also initially misidentified the victim after which they corrected that error and the girl's mother, brother and sister later identified her at the morgue on Monday evening. The attack drew condemnation from the Palestinian foreign minister which called for “international measures” and force the “occupying state to stop its aggression against our people”.

Meanwhile, the UN special envoy for the East Peace Process took to Twitter and said that he is "appalled by the tragic killing" and called for an "an immediate and thorough investigation into her death."

The Israeli army has reportedly killed over 130 Palestinians in the West Bank and Gaza Strip so far, this year, which according to the United Nations, is the highest death toll in the last 16 years. On the other hand, these intensified raids have prompted a series of Palestinian shooting attacks which led to the death of at least four Israelis in recent weeks. These raids, according to Israel are aimed at dismantling militant networks and cracking down on armed groups operating in the Palestinian territory.

In a separate incident, the Israeli police said that one of their soldiers shot a man in the city of Raanana, north of Tel Aviv. The United Nations’ decolonisation committee, on Friday, adopted a Palestinian draft which sought the International Court of Justice (ICJ) to “urgently” weigh in on Israel’s “prolonged occupation” and “annexation of the Palestinian territory”.

The resolution approved at the UN headquarters in New York requests the ICJ for an “advisory opinion” on what the resolution refers to as Israel’s “prolonged occupation” which it says is violating the Palestinians’ right to self-determination. In a statement, the Palestinian foreign minister, Riyad al-Maliki, said that 98 countries supported the resolution and 17 voted against it and 52 nations abstained from voting.

While welcoming the vote, the Palestinian foreign minister also described the resolution as a “diplomatic and legal breakthrough” which he said would lead to a new era of “holding Israel accountable for its war crimes”.

The resolution titled “Israeli practices and settlement activities affecting the rights of the Palestinian people and other Arabs of the occupied territories,” was one of many in the context of the Israel-Palestine conflict during the session, reported the local media.

Furthermore, while addressing the UN, he also said that Palestine has “rejected every single peace initiative” and is now embroiling “an external body with the excuse that the conflict has not been resolved?”

A new visit to Tehran is scheduled for this month, but the UN nuclear watchdog said Thursday that there had been no progress in talks with Iran regarding the presence of undeclared nuclear material at three locations.

The matter has come up in intermittent talks between Tehran and international powers to resurrect a historic 2015 agreement that intended to rein in Iran's nuclear programme in exchange for the lifting of sanctions.

"The director general (Rafael Grossi) is seriously concerned that there has still been no progress in clarifying and resolving the outstanding safeguards issues," the International Atomic Energy Agency (IAEA) said in a report seen by AFP.

Before the end of November, senior agency representatives will travel to Tehran for a technical visit, the report stated.

"The agency has reiterated that at this meeting, it expects to start receiving from Iran technically credible explanations on these issues, including access to locations and material, as well as taking the samples as appropriate," it added.

The director general "reiterates that these issues... need to be resolved for the agency to be in a position to provide assurance that Iran's nuclear programme is exclusively peaceful," it added.

Public hearings of alleged Israeli human rights violation opened at the United Nations in Geneva on Monday. Israel has slammed these as "sham trials".

The independent Commission of Inquiry, established by the U.N. top human rights body last year, plans five days of hearings which it says will be impartial and examine the allegations of both Israelis and Palestinian authorities.

Israel has alleged that these hearings have an "anti-Israel" agenda and have been convened with little notice.

"This (COI) and the convening of these sham trials shame and undermine the Human Rights Council," it said in a statement issued by its diplomatic mission in Geneva.

A UN human rights office has previously dismissed allegations of bias and said Israel had not cooperated with the commission's work.

The focus of the first set of hearings will be on the closure orders of a number of Palestinian organisations by Israel in August and the killing of the Palestinian-American reporter Shireen Abu Akleh in May.

The UN rights office has said its findings suggest that she was killed by Israeli forces while an Israeli investigation concluded she was likely to have been unintentionally shot by an Israeli soldier.

Three representatives from shuttered Palestinian NGOs will testify.

The UN Human Rights Council or its hearings do not have any legal power themselves. However, investigations by council are often used as evidence before national or international courts.

Besides Israel, its ally the United States has criticised the UN Human Rights Council for what it has described as a "chronic bias" against Israel. It quit the body over this in 2018 and only fully rejoined this year.

A report by the United Nations’ World Meteorological Organisation (WMO) stated that the last eight years have been the hottest ever recorded since the agency started releasing the figures. According to the report, climate crisis has become a serious problem in the last decade and the limit of 1.5 Degree Celsius increase in global temperature as agreed by countries is “barely within reach”.

The report, which was published on the opening day of the Cop27 climate summit in Egypt, pointed out that the record percentage of greenhouse gases has led to massive calamities around the world. The report specifically included the devasting floods in Pakistan as well as Puerto Rico.

UN secretary-general Antonio Guterres said during his address that “our planet is on course to reach tipping points that will make climate chaos irreversible” and it is clear from the fact that the temperatures have been rising consistently since 2016 due to the rise of pollutants.

“The greater the warming, the worse the impacts,” WMO secretary-general, Prof Petteri Taalas said.

“We have such high levels of CO2 in the atmosphere now that the lower 1.5C [target] of the Paris Agreement is barely within reach. It’s already too late for many glaciers [and] sea level rise is a long-term and major threat to many millions of coastal dwellers and low-lying states.”

Besides floods, heatwaves and droughts have also become quite common in the past decade with China experiencing very high temperatures and several rivers drying up across the world.
