Earth’s ozone layer, which protects humans from the sun’s harmful ultraviolet rays, will completely be healed within two decades as the airborne chemicals that are destroying the atmospheric layer are declining, a new report by United Nations has found.

According to the report, the ozone layer will be restored to the 1980 levels by 2040 all over the world, 2045 over the Arctic, and by 2066 over the Antarctic.

The scientists from United Nations Environment Program and the World Meteorological Organization found a significant thickening of the ozone layer, describing their findings as “a bit of good news for the planet”.

The thickening of the ozone layer means more protection for humans and other life.

The alarm over the loss of ozone was first raised in the 1980s, following which under the 1989 Montreal protocol, countries pledged to eliminate ozone-depleting chemicals, such as chlorofluorocarbons (CFCs) that were used as solvents and refrigerants.

The UN report noted the success of the Montreal Protocol in helping repair the ozone layer.

“Ozone action sets a precedent for climate action,” said Petteri Taalas, secretary-general of the World Meteorological Organization, which unveiled the progress report, which is conducted every four years, on Monday, according to Guardian.

“Our success in phasing out ozone-eating chemicals shows us what can and must be done as a matter of urgency to transition away from fossil fuels, reduce greenhouse gases and so limit temperature increase.”

According to the report, ozone-damaging chlorine declined by 11.5 per cent in the stratosphere between its peak in 1993 and 2020, while bromine declined 14.5 per cent in the stratosphere between its peak in 1999 and 2020.

United Nations Secretary-General Antonio Guterres has disbanded a fact-finding mission into an attack that took place in front line Ukrainian town of Olenivka, said UN spokesman Stephane Dujarric on Thursday (January 5). This attack, which took place in the month of July killed prisoners held by Moscow-backed separatists. The fact-finding mission has been disbanded because the UN mission cannot deploy to the site. The investigation into the attack was requested by both, Russia and Ukraine. Secretary-General Guterres had announced the investigation in August last year.

On Thursday, Guterres also commented on a possible ceasefire between Russia and Ukraine. He said he would welcome any truce in Ukraine during Orthodox Christmas “knowing that this will not replace a just peace in line with the U.N. Charter and international law,” according to Dujarric.

On Thursday, Kremlin said that Russian President Vladimir Putin had ordered a ceasefire on January 6 and 7.

Volker Turk, UN rights chief, called for protection against online hatred and a end to dehumanising identity politics on Friday as part of a more sensitive social media environment in 2023.

"My hope for next year is that we lead our lives, individually and collectively, with kindness, empathy and unity, in how we relate to each other," Turk said as 2022 comes to an end.

The high commissioner for human rights of the United Nations urged people to disagree but not jeopardise respect in the process and contribute to a more dignified society in the ensuing year.

"As we navigate our lives online, I hope we will have the freedom to express ourselves, with the assurance of protection from hatred and disinformation," he said in a statement.

"That we will be considerate when we share our views. To think of the person on the other side of the screen.

"To disagree with respect and to embrace diversity. There is no place for dehumanising the other by using reductionist labels or identity politics."

Everyone should be able to enjoy their rights in complete safety, he said, urging people to speak out when they see someone else being wronged.

The United Nations urged the Taliban on Tuesday to remove the tough policies that impact the education of women and girls in Afghanistan. The UN rights chief spoke about the “terrible consequences” of the oppressive measures and asked the Taliban to reconsider them.

"These unfathomable restrictions placed on women and girls will not only increase the suffering of all Afghans but, I fear, pose a risk beyond Afghanistan's borders," he added according to AFP.

The Taliban announced that women could not work in non-governmental organisations anymore – just days after banning university education for women and secondary schooling for girls.

Top United Nations officials and dozens of NGOs working in Afghanistan are set to hold a meeting in Kabul on Sunday (December 25) to decide the way ahead after Taliban imposed a ban on women working in NGOs. The latest order issued by the Taliban has resulted in global outcry. Governments and organisations have warned that Taliban's latest stance may impact humanitarian services in the country. Millions in Afghanistan are dependent on such aid.

The latest restriction comes less than a week after the hardline Islamists banned women from attending universities, prompting global outrage and protests in some Afghan cities.

Taliban's ministry of economy on Saturday threatened that operating licences of NGOs will be suspended if they did not follow the order of not employing women.

The ministry, which issues these licences, said it had received "serious complaints" that women working in NGOs were not observing a proper Islamic dress code.

Iran’s parliament and the judiciary are in the midst of reviewing the law which mandates women to cover their heads and if it requires any changes, said the attorney general, on Friday. This comes amid months of deadly protests in the country which began back in September.

Meanwhile, the judiciary's Mizan news agency quoted the interior ministry's state security council as saying taht at least 200 people lost their lives in the “riots” which is significantly lower than figures presented by the United Nations and rights groups. This also contradicts a senior Revolutionary Guards commander, Amirali Hajizadeh, who had earlier said that more than 300 people, including security forces, have been killed.

Similarly, an UN-appointed expert on Iran, had said on Tuesday that more than 300 people were killed during the protests, including 40 children. Furthermore, rights group HRANA said that as of Friday, at least 470 protesters have been killed including over 60 minors, while over 18,000 people are believed to be detained by the police.

Meanwhile, attorney general, Mohammad Jafar Montazeri, said, “Both the parliament and the judiciary are working (on the issue),” referring to the law which requires women to cover their heads, reported the ISNA news agency.

He added that on Wednesday, the review team met with the parliament’s cultural commission, which will show some results “in a week or two”. However, he did not say what, if any changes will be made to the law.

Hijab was made obligatory for all women in Iran four years after the 1979 revolution which overthrew the United States-backed monarchy in the country. The protests sparked following the death of Mahsa Amini, a 22-year-old Iranian-Kurdish woman after her arrest by the country’s morality police for her alleged breach of the dress code.

However, the authorities in Iran have blamed the US, Israel, Britain, and Saudi Arabia for the recent demonstrations in the country which the government has labelled as “riots”.

President Ebrahim Raisi, on Saturday, hailed Tehran for having “the most progressive constitution in the world”, quoting an unidentified African lawyer whom he had met some years ago, reported Reuters.

In his speech to the members of the parliament, Raisi said that Iran's constitution guarantees the existence of the Islamic system as well as “fundamental rights and legitimate freedoms.” Notably, Raisi earlier this year had asked, “all state institutions to enforce the headscarf law”.

A UN official on Friday (November 18) said she hoped that a shipment of Russian fertiliser exports to Malawi would lead to a further easing of a 300,000 tonne backlog in European ports, as the global body works to address Russian concerns that have threatened a Black Sea grains export deal.

A deal aimed at addressing global food shortages by helping Ukraine export its agricultural products from Black Sea ports was extended for four months on Thursday, though Russia said its demands were yet to be addressed.

"We are really very pleased on the extension of the Black Sea grains initiative....," Rebeca Grynspan, Secretary-General of the UN Conference on Trade and Development (UNCTAD) told a media briefing in Geneva. "But we have said very clearly that we are still not where we want to be, there is still work to be done and especially on fertilisers."

Moscow won guarantees for its own grain and fertiliser exports as part of the July agreement brokered by the United Nations and Turkey. But it has complained that its shipments, though not directly targeted, are constrained by sanctions.

Grynspan, who is in charge of the fertiliser negotiations, said that she hoped a shipment set to sail from the Netherlands on Nov. 21 to Malawi via Mozambique would serve as a model for future exports and that work was going on for another humanitarian cargo to be sent to West Africa.

In the same briefing, she voiced optimism that Russia and Ukraine could agree to the terms for resuming exports of Russian ammonia via a pipeline to the Black Sea. The export of ammonia, a key ingredient in fertiliser, was not part of Thursday's renewal.

Grynspan also said that the U.N. would be aiming for a longer renewal period of the Black Sea Grains deal, beyond the 120 days agreed on November 17.

A United Nations-backed mission is recommending that the Great Barrier Reef be added to the list of endangered World Heritage sites. They also said that the world's biggest coral reef ecosystem was significantly impacted by climate change and warming of oceans.

The United Nations has warned that carbon emissions from shipping were growing, calling on the vast industry to scrap old, polluting vessels and upgrade infrastructure to speed up its green transition.

The Great Barrier Reef in Australia should be added to the list of world heritage sites “in danger”, said a group of scientists in a United Nations-backed report, on Monday. The report came after their 10-day mission which took place earlier this year, and has listed recommendations which need to be addressed “with utmost urgency”.

The monitoring mission was conducted back in March by United Nations Educational, Scientific and Cultural Organization (UNESCO) scientists, however, the report was published after a six-month delay. Citing reasons like the adverse effects of climate change and the warming of the oceans they believe that the reef’s resilience has been “substantially compromised.”

The team concluded that the Great Barrier Reef is witnessing “major threats” which could have “deleterious effects on its inherent characteristics, and therefore meets the criteria for inscription on the list of World Heritage in danger,” said the report.

However, Canberra has lobbied for years to keep the Great Barrier Reef off the endangered list which could impact its UN heritage status and consequently the tourism that contributes nearly $5 billion to the economy every year.

The mission was carried out at the request of the former environment minister, Sussan Ley after former Australian Prime Minister Scott Morrison’s government. had successfully lobbied against the same recommendation made by UNESCO last year. In 2021, Ley challenged the recommendation alleging that it is politically motivated.

Meanwhile, in a press conference on Tuesday, Environment Minister Tanya Plibersek said that every reef in the world is at risk because of climate change. Therefore, the government asked UNESCO not to list their reef as endangered. “There is no need to single the Great Barrier Reef out in this way,” said the environment minister.

She added, “The reason that UNESCO in the past has singled out a place as at risk is because they wanted to see greater government investment or greater government action and since the change of government, both of those things have happened.” Notably, the incumbent Albanese government had previously announced $1.2 billion of funding to work on improving water quality and on researching ways to boost the resilience of corals and reefs.

The long-awaited report was to be published before the UNESCO world heritage committee back in June. However, since the conference was to be held in Russia, it was postponed due to Moscow’s invasion of Ukraine and the date of the next meeting has not been decided.

Other recommendations also included cutting down on greenhouse gas emissions, reassessment projects proposed and increasing financial resources in order to protect the reefs from further damage.

Over the past missions by UNESCO, reef managers have found that the world’s largest coral reef is facing its sixth mass bleaching event due to warming oceans caused by climate change. Coral bleaching happens when the temperature of the water rises causing the corals to expel the algae living in their tissues and turn white, while they survive it stunts their growth and also affects their reproduction.
