In further signs of de-escalation over Ukraine crisis, Russian President Vladimir Putin said on Tuesday (February 15) that he was 'ready to work further together' with the West on security issues. He was speaking in a joint press conference with German Chancellor Olaf Scholz who was in Moscow on Tuesday.

"We are ready to work further together. We are ready to go down the negotiations track," Putin told a press conference following talks with German Chancellor Olaf Scholz in Moscow.

Putin repeated his claim that Russia did not want a war over Ukraine crisis. Russia has attracted allegations from the West of wanting to start a war after it amassed more than 100,000 troops near border with Ukraine, a former Soviet republic.

"Do we want this or not? Of course, not. That is exactly why we put forward proposals for a process of negotiations," Putin said.

However, Putin maintained that Russia's demands had not had constructive response. He also described situation in east Ukraine's breakaway regions as 'genocide'. He called for the conflict there to be resolved through the Minsk peace progress.

Frantic diplomacy has been on for quite some time to avert a war in Europe. Amid worsening situation in eastern Europe over Ukraine, Belarus envoy to India Andrei Rzheussky asserted his country’s position on Tuesday saying that they will “never create war to neighbours".

The remark from the ambassador comes as tensions have been rising between the US and its ally Russia over the latter’s troop build-up near Ukrainian borders.

The security talks between the US, NATO allies and Russia have failed even as the possibility of war looms large over Europe.

In response to a WION question, if war could happen in Europe over the current crisis, Rzheussky said, "We never create war to our neighbours. If we detect threat on our territory, we will respond. But as our president reiterated, only if somebody enters our territory with not so peaceful purposes."

Rzheussky was referring to Belarusian President Alexander Lukashenko’s statement in parliament on Friday that if “war breaks out, everyone will lose.”

The envoy said, "As for Belarus, as our president mentioned a couple of days ago during his address to the Parliament that we are a peaceful nation, peaceful people, but if you would like to have peace, you should be prepared for war. That is why we are conducting joint military exercises with our close ally Russia. We should be prepared for challenges which exist around the world, even on our borders".

Russian troops are currently in Belarus, which shares borders with Ukraine, undertaking military exercises.

Belarus was recently in news over the migrant crisis with neighbours Poland, Lithuania and Latvia.

Talking about the crisis, the envoy said, "We still have between 500-1,000 people who are on our territory. Because of the winters, we allow them to live in a special warehouse facility.”

The number of migrants from West Asian countries had amassed near the border with Poland, even as the cold temperatures had led to massive humanitarian crisis.

The western countries accused Belarus of trying to weaponise migrants due to the sanctions on the country.

Envoy highlighted that people are stuck on the border "not because they want to stay in Belarus, but because they wanted to enter Europe”.

“They escaped from a difficult condition in their own countries and want to go to Europe for a better life. But unfortunately, European countries closed their borders and harshly stopped them from entering,” he said.

The envoy was speaking to WION during an event in Delhi. Belarus has opened a tourism information centre in the national capital.

The envoy said, "It is a proper time to promote Belarus in India. Belarus is a perfect place for Indian people to visit and to see how beautiful my country is. Our country is called blue eye because of thousands of lakes. and rivers. It is also called the lung of Europe, because of forest cover that spans over 1/3rd of the territory.”

Ukraine crisis: Belarus envoy asserts country's position, says don’t want war in eastern Europe

On January 31, India abstained from the United Nations Security Council vote on Ukraine.

Ten states, namely the US, UK, France, UAE, Ghana, Albania, Norway, Brazil, Mexico and Ireland, voted in favour of taking up the Ukraine issue.

On the other hand, only Russia and China voted against it. Whereas three member states —India, Gabon and Kenya skipped.

Giving reasons, India’s permanent representative to UNSC, TS Tirumurti said, “India's interest is in finding a solution that can provide for immediate de-escalation of tensions taking into account the legitimate security interests of all countries and aimed towards securing long term peace and stability in the region and beyond. We have also been in touch with all concerned parties. It is our considered view that the issue can only be resolved through diplomatic dialogue.”

The abstention is being viewed as a repeat of 2014, when in the aftermath of Russia’s annexation of Crimea from Ukraine, India abstained from a resolution backed by Ukraine, the US and the EU that sought to condemn Kremlin's actions in the General Assembly vote in March, 2014.

Many analysts, especially from the West, at that time and even now termed India as a “fence-sitter”, meaning India is not committed to the issue.

However, India’s move was rather well-calculated and thought-out. It was actually engaging “both sides of the fence”, trying to balance its ties with Moscow and Washington.

For India, the Ukraine crisis is one of the biggest foreign policy issues, potential to have massive ramifications politically and economically.

There are probably three reasons why.

Military equations

Moscow makes up about half of India’s total weapons import. India needs Russia to service its arms, and also for joint products, like the Brahmos missile.

Hence, abandoning Russia is not an option for New Delhi. And at the same time, siding with Russia could incur American sanctions, i.e., CAATSA (The Countering America's Adversaries Through Sanctions Act).

The Biden administration is in the process of making a decision on whether to sanction India for its purchase of the S-400 Russian missile systems or to process a waiver, considering the close India-US defence ties.

If New Delhi openly sides with Russia, then Biden may reconsider imposing sanctions.

China factor

In recent years, China has become the biggest threat for India—openly acknowledged by Indian Army chief MM Naravane.

Hence, India needs both Russia and US to counter China.

America is China’s rival while Russia is an ally. One brings deterrence, whereas the other brings leverage.

Russia could be effective in tempering China’s aggression and America, on the other hand, will undermine its designs.

So, it’s a win-win for India. But that advantage disappears if India picks a side.

Economic fallout

The India-Russia bilateral trade is worth $8 billion, while the India-Ukraine trade is worth around only $2.7 billion.

If a war breaks out, supply chains are going to be disruptive. And the one product that will worry India is oil, both as a fuel and cooking oil.

Last year, India bought 1.8 million tonnes of sunflower oil and 74 per cent of that came from Ukraine. So, if a war breaks out cooking oil may become more expensive.

India is already preparing for this eventuality and new markets are being explored, like Brazil and Argentina.

Then comes the petroleum. Brent crude has already breached the 90$-mark, which the possibility to reach even the $100-mark.

Russia makes up around 20 per cent of the global supply of natural gas. If Ukraine is attacked, the prices of natural gas is going to skyrocket

And this could disrupt India’s energy plans. So, India has a lot at stake in this conflict.

Explained: What are India's stakes in Russia-Ukraine crisis

Russia on Saturday said that it has recalled some of its diplomatic staff from Ukraine over fears of provocations from Kyiv and its allies in response to similar actions by the United States, the United Kingdom and other countries.

"Obviously, this is due to the fact that our Western colleagues apparently know something that we do not know, or are preparing something,” Russian Deputy Foreign Minister Andrey Rudenko said in an interview with TASS news agency.

“Given this situation, we also reserve the right to take the necessary measures to ensure the safety of our diplomats in Ukraine, as well as their protection from possible provocations by the Kyiv regime or from third countries, even organizing their evacuation home," he added.

Earlier this week, foreign minister Sergei Lavrov said after meeting UK Foreign Secretary Liz Truss that Russia may advise non-essential workers to leave diplomatic missions in Ukraine because it wasn’t clear “what kind of ideas our Anglo-Saxon colleagues have.”

Russia pulls out some diplomatic staff from Ukraine as tensions with West intensify

Leave Ukraine within 48 hours as a Russian attack could come at any time, the White House told Americans on Friday. It said that the war could start with an air assault.

This comes as Russia has accused Western nations of lying to distract from own aggressive acts.

"The risk is now high enough and the threat is now immediate enough. If a Russian attack on Ukraine proceeds, it is likely to begin with aerial bombing and missile attacks that could obviously kill civilians without regard to their nationality," White House national security adviser Jake Sullivan told reporters.

US to evacuate embassy in Ukraine after intelligence inputs over imminent Russian invasion

In a call meant to defuse tensions in Ukraine, US President Joe Biden has told Russian counterpart Vladimir Putin on Saturday that the West would respond decisively if invasion occurs.

The US leader warned that such a step would produce great suffering and isolate Russia.

The hour-long phone call was the latest effort to manage growing hostility in the region. It seems to have not provided any breakthroughs.
