United Nations chief Antonio Guterres is on his first visit to Ukraine since the invasion. He sees the scenes of destruction in Ukraine and calls for a thorough investigation of war crimes.

Ukraine-Russia conflict: United Nations chief Antonio Guterres visits Ukraine

During a visit to Borodyanka, UN Secretary-General Antonio Guterres described war as "evil" and "absurd."

During Guterres' tour, he also went to Irpin and Bucha, where hundreds of civilians were allegedly killed by Russian forces. Multiple investigations into possible war crimes in Ukraine have been begun, including by Ukrainian authorities and the International Criminal Court (ICC).

"I imagine my family in one of those houses that is now destroyed and black. I saw my granddaughters running away in panic. War is an absurdity in the 21st century. The war is evil. There is no way a war can be acceptable in the 21st century," Guterres said.

Guterres also asked Russia to assist the International Criminal Court (ICC) on investigations into suspected war crimes committed during its invasion of Ukraine during a subsequent visit to Bucha.

"I fully support the ICC and I appeal to the Russian Federation to accept, to cooperate with the ICC. But when we talk about war crimes, we cannot forget that the worst of crimes is war itself," he said during a visit to Bucha outside Kyiv, where hundreds of dead civilians were discovered after Russian troops pulled out.

The death of civilians was revealed to Guterres in Bucha, at the location of a mass grave behind a church.

'In 21st century, war is an absurdity': UN chief Antonio Guterres visits destroyed Ukrainian towns

The United States and a number of western countries have been sending considerable number of arms and ammunitions to the Ukraine in order to help them combat the Russian invasion.

Germany will become the latest European power to send ‘heavy weapons and complex systems’ to Ukraine after the country’s lawmakers voted in favour of aiding Ukraine with ammunition.

The petition, which went on vote in the lower house of the German parliament – The Bundestag, was passed with 586 votes in favour, 100 against and seven individuals abstaining from the vote.

In addition to the supply of arms to Ukraine, it was also decided that Germany will be sending more troops in order to boost the NATO forces in eastern Europe. The petition also specified that armoured vehicles and anti-aircraft systems will comprise most of the arms sent to Ukraine.

While there was an overwhelming support in favour of sending the weapons to bolster the war effort in Ukraine, some were worried that the move make look like a declaration of war. The far-right party Alternative for Germany (AfD) were completely opposed to the move and according to Deutsche Welle, their senior lawmaker said that it will end up prolonging the war in Ukraine.

The socialist Left Party of Germany also took a similar tone in the issue and warned the country’s chancellor Olaf Scholz that this move can increase the changes of a potential nuclear war.

Ukrainian president Volodymyr Zelenskyy has been raising one point that the conflict could spread beyond the borders of Ukraine and there seems to some signs of it already.

Russian-Ukraine tensions beyond border: Two blasts rock Trans-Dniester

Lithuanian Foreign Minister Gabrielius Landsbergis believes that Russia’s invasion of Ukraine is a dangerous precedent in modern history. In an exclusive interview with Executive Editor of WION Palki Sharma, he explained that Baltic nations are worried about a possible Russian aggression.

“If a big country and a nuclear power is allowed to cross another country’s border and stay there, it changes the meaning of the security architecture that was probably built after the second World War. That means that if you are allowed to do it once, what stops you from doing it more times?”

“There are countries in the vicinity who are at risk. One is Moldova and there was some military movement in Transnistria which is actually between Ukraine and Moldova. But the question is whether NATO borders will be enough to stop Russia and there are people in a number of Baltic states who are thinking that maybe it will not be enough,” Landsbergis said in the interview.

Ukraine has received a lot of help from NATO nations since the Russian invasion started in February 24 and the Lithuanian FM praised the ‘unprecedented’ response from the world.

“Before the 24th of February, you would have heard more about the disagreements and the difficult road towards a consensus when it comes to the European Union. Now, we have not only managed to secure the 27 around the European table but also to expand it. The global response to the Russian aggression was unprecedented and this is what caught Mr Putin by surprise,” he explained.

Russia announced on Wednesday that it has decided to withdraw from the United Nations World Tourism Organisation ahead of the scheduled vote on their suspension. It was reported that they will most likely face suspension from the UN body after the vote due to the ongoing invasion of Ukraine.

However, despite the withdrawal, UNWTO made it clear that they will go ahead with the suspension but the complete process of excluding them from the body will take around a year to finish.

According to a report by Reuters, the suspension was a sure thing with Zurab Pololikashvili, the secretary general of UNWTO, urging the members to vote against Russia. The report said that he wanted the vote to be an example of other organisations on how to handle Russia.

According to the rules of the vote, there were 160 members in total and a two-thirds majority was needed to put the suspension process into effect. However, Kremlin spokesman Dmitry Peskov made it clear that the decision by UNWTO will have no impact on the country’s tourism.

The World Bank has warned that price shocks in food and fuel prices due to Russian invasion of Ukraine will be felt at least till the end of year 2024. This, said that bank, raises the risk of stagflation. The World Bank has expressed its observation in its latest Commodities Market Outlook report.

The report is World Bank's first comprehensive analysis of the war's impact on commodity market. The bank has said that the world is facing biggest commodity price shock since the 1970s.

It is being aggravated, it said, by restrictions in food, fuel and fertiliser trade that are exacerbating already elevated inflationary pressures around the world.

"Policymakers should take every opportunity to increase economic growth at home and avoid actions that bring harm to the global economy," said Indermit Gill, the World Bank’s Vice President for Equitable Growth, Finance, and Institutions.

Russia is the world's largest natural gas and fertiliser exporter, and second largest crude oil exporter. Together with Ukraine, it accounts for nearly a third of global wheat exports, 19% of corn exports and 80% of exports of sunflower oil exports.

There has been a disruption in export and production of natural gas, fertilisers, crude oil and other commodities since Russia's invasion of Ukraine on February 24 this year.

The bank said commodity prices will only retreat slightly and stay well above the most recent five-year average for the medium term.

"In the event of a prolonged war, or additional (Western) sanctions on Russia, prices could be even higher and more volatile than currently projected," it said.

World Bank warns of stagflation due to Russia's Ukraine invasion

-by Neev Tanish Sinha

Editor's note: The writer of this article is an Indian student of Grade IV. A voracious reader and a Potter head, Neev reached out to WION about wanting to share his thoughts on the ongoing Russia-Ukraine war after he stumbled upon an image on the internet of children huddled in a bunker somewhere in Ukraine. The following article has been published as received.

An image of children huddled inside a bunker stared at me this morning. All around ten years, approximately my age, hiding in Ukraine to save from their enemy, Russia. Why are Russia and Ukraine enemies? I asked and googled. I gathered, Russia claims a part of Ukraine as theirs and wants the country to surrender. But, if they believe that a part of the country belongs to them then why are they bombing themselves?

The children in the image wore Covid-19 masks, sadness visible in their eyes. Evident, that they were separated from their families. When would they get together again? Would everyone be alive? Their houses would remain? The children looked pale and scared. I felt, they were waiting to be free and hug their loved ones.

Did I see in their eyes, the fear of getting orphaned? I remember reading Oliver Twist, an orphan who was ill-treated and abused, living in constant fear of doing something unapproved and getting beaten up. Oliver had escaped. Would there be an Oliver in these children?

(The writer found this image on the internet. Source unknown)

Was the bunker hygenic? Did they get their food? If any of them would get high fever, would a doctor attend? How long would it take for them to get back to school – I wondered sitting inside my classroom that had just opened after the long COVID situation. Would their schools still be there? Or would they be destroyed! I pray for them, hoping they’d return to their comfort and safety soon.

I spoke to my parents about wars. They are as clueless as I am.

The other day I saw a clip of people fleeing from Afghanistan. They climbed on either side of the airplane and even on top, legs dangling out of the door, desperate to run from their own country, to be able to live a life of their choice. How would they resettle, where would they find dignity, are amongmany unanswered questions of mine. I started reading about wars. I wish I didn’t. War is all about blood and death, disability and trauma. The India-Pakistan disputes have led to many wars in the past. We were once the same country, now separated. I remember reading books with stories of wars. 'The Diary of a Young Girl by Anne Frank' introduced me to the fears and loneliness of a thirteen-year-old during World War II when the Germans were killing the Jews. The Franks were hiding in a secret annex above the father’s office, sharing space with another family, cut off from the world outside. After two years of hiding, they were betrayed and the family was arrested. Anne Frank’s diary ended abruptly; so did her life. The children in the bunker reminds me of Anne Frank. I feel uncomfortable.

Another book,' Wonder' by R. J. Palacio briefly touches upon a grandmother’s childhood when Germans came to France and Jews were fleeing. A young boy with deformed legs sarcastically called Tourteau, helped her to escape when Jew children – crying, pleading, frightened – were being taken hostage. She kept in hiding for two years and never saw her mother again. For how long would the children in Ukraine have to stay inside the bunker?

John Boyne’s 'The Boy in Striped Pyjamas' showed the life of the prisoners living in severe conditions – under-fed, overworked and subjected to extreme cruelty. This book, I don’t want to think about.

In my school, we don’t talk about the war. I hear about it at home. On my mother’s WhatsApp, I find people sending jokes and memes about war. They must not have read these books or seen the images. I heard from my father about the news correspondents reporting from the war front, going out and taking cover at regular intervals, telling the world what is happening there. I hope and I pray that their work ends at the earliest. I also wait for them to declare that the bunker is empty now and the children have been sent back home.

-by Neev Tanish Sinha Editor's note: The writer of this article is an Indian student of Grade IV. Source unknown) Was the bunker hygenic? The relationships between countries are not as simple as mine with my best friend. We disagree and eventually one of us lets go. We choose to be friends because that makes us happy. USA's stinger missiles, which cn be fired by a single soldier have been in demand in Ukraine as they have successfully stopped Russian air assaults. But US supplies have dwindled and there are hurdles in the way of producing anti-aircraft weapons.

Challenges include complications related to ramping up production, reluctance by the U.S. to redirect valuable manufacturing capacity to decades-old technology, and fears among defense firms that they would be stuck with unwanted arms when the Ukraine war winds down, according to Reuters interviews with US officials and defense firms.

While US troops themselves have limited use for the current supply of Stingers - a lightweight, self-contained weapon that can be deployed quickly to defend against helicopters, airplanes, drones and even cruise missiles - the US needs to maintain its supply on hand while it develops the next generation of a "man-portable air defense system."

"Right before Ukraine hit, we were going to divest ourselves of Stingers," a congressional source said. The source was quoted by Reuters. Still, Pentagon officials are concerned about a "dwindling" surplus, according to a Pentagon official and the congressional source.

In the ongoing conflict with Russia, Ukrainian soldiers have shot at least 6 targets. These targets were struck by Ukraine soldiers with the help of Lithuanian-provided Stinger missiles.

Since February, the U.S. has shipped 1,400 Stingers to Ukraine, according to an administration official. But sourcing more will be difficult.

The Stinger production line was closed in December 2020, said Pentagon spokesperson Jessica Maxwell. Since then, Raytheon Technologies won a contract in July 2021 to manufacture more Stingers, but mainly for international governments, according to the U.S. Army. The sole Stinger facility, in Arizona, only produces at a low rate.

The Pentagon has not ordered new Stingers for many years, but has ordered parts or made other efforts to increase its supply. Germany may deliver tanks to Ukraine: Report

German Defence Minister Christine Lambrecht said on Tuesday that the country will authorise delivery of tanks to Ukraine. This is being seen as a clear switch in Germany's cautious policy in Russia-Ukraine conflict. The Lambrecht told an international meeting of defence ministers at US Ramstein airbase, said AFP.

Forty countries are holding emergency talks at the airbase in southwestern Germany on bolstering the defence capabilities of Ukraine.

The meeting, held at the invitation of the United States, is "focused on doing things to generate additional capability and capacity for the Ukrainian forces", according to US Defense Secretary Lloyd Austin.

France is providing Caesar cannons with 40 kilometre range. Britain has provided Starstreak anti-air missiles and tanks.

Germany to provide tanks to Ukraine, says minister

Taiwan's defence ministry said on Tuesday that the island nation will incorporate lessons learnt from Russian invasion of Ukraine into upcoming military exercises. The military exercises are aimed at practising repelling a Chinese attack.

China claims Taiwan as its own territory. Ever since Russian invasion, Taiwan has raised its alert level to fend off a possible Chinese attack.

The defence ministry said this year's Han Kuang exercises, Taiwan's largest annual war games, would be split into two parts, in May and July.

The May part would partly be a tabletop exercise based on "various possible actions of the Chinese Communist Party in recent years to invade Taiwan, taking into account the lessons of the Russian-Ukrainian war", it said in a statement.

The ministry added that there will be five days of drills with Taiwanese soldiers taking part. There will be live-fire exercises.

The focus of the military exercise will be to attack enemy at sea, preserving combat forces and "integrating the total force of the whole people to support military operations", a reference to civil defence and reservist reforms that aim to improve Taiwan's ability to fight a war with China.

While Taiwanese officials have seen many parallels in the Ukraine war and their own situation, including having their own giant neighbour with territorial ambitions, they have also pointed to major differences.

There is a "natural barrier of the Taiwan Strait. This may put China in a relatively difficult position putting troops on the ground.
