Tina, 27, a freelance journalist who was visiting her fiancé’s parents in Beryslav, in Russian-occupied southern Ukraine, said that she drove through the streets on Friday morning and saw Russian officials standing in a neighbor’s yard, waiting for him to fill the ballot before passing it on to someone in a nearby vehicle.

Russian officials were going door to door, she said, to deliver ballots, peering into the windows of homes that did not answer their call.

“We are against these occupiers,” Tina said, “but we do not have a right to say no. We cannot refuse.”

Tina, who said she has participated in protests against the Russian occupation, said that her fiancé’s relatives had locked their gates and doors and turned off their lights, as Ukrainian authorities had advised. But she was worried that their address would be noted and there would be negative repercussions if they refused to answer the door.

“After living side by side with them for more than six months now, we have learned that any refusal could result in a direct ticket to the basement,” she said, using a phrase Ukrainians under occupation in Kherson, a port city in the country’s south, have started using to describe abductions by occupying forces.

Olha, a Ukrainian who spoke on Thursday night to friends in Enerhodar, a Russian-controlled city in southeastern Ukraine near the Zaporizhzhia Nuclear Power Plant, said men aged 18 to 35 were being prevented from leaving the city.

Echoing the concerns of many Ukrainians, she said she was nervous that Russian annexation would force young men to join the Russian military and fight against fellow Ukrainians. That has already happened in parts of Luhansk and Donetsk occupied by Russia since 2014.

“They want to conscript them to the Russian armed forces,” Olha said. “And Ukrainians will have to fight against Ukrainians,” she said, stopping as she broke into tears. Like others interviewed for this article, she did not want to use her full name out of concern for her safety.

Andriy, 44, who has friends and relatives in Kherson, said he had spoken to them in recent days and they had told him that it wasn’t possible to leave the city because of the referendum.

“You know, those who are smart, they sit at home and don’t go anywhere,” he said by phone from Kyiv.

In Russian-occupied Melitopol, in southeastern Ukraine, Natalia, 73, a pensioner, said that the referendums had shocked her. 
“The scariest thing is that after the referendum, if Ukraine tries to liberate my city, it will be considered as an attack on Russia,” she said.

She said the Russians had set up information booths about the referendum across Melitopol, and had hung banners with pro-Russian slogans. The city, she said, was covered with Russian flags, and patriotic Russian music played.

On Friday, she said, she looked out the window of her apartment and saw two pro-Russian referendum workers entering the building. She remained inside, far from the window, to avoid being seen. But she managed to spot two soldiers, each wearing a balaclava and clutching a gun, escorting three referendum workers.

She said that a polling station had been set up in the gym of a school. “I will not go to vote,” Natalia said. “Only if they point a gun at me, and even then I will vote for Ukraine.”

After beginning initial investigations focusing on the regions of Kyiv, Chernihiv, Kharkiv, and Sumy, the team of three independent experts on human rights gave the UN human rights council their first oral briefing on Friday. They also stated that they will be expanding their investigations.&nbsp;

Erik Mose, the leader of the investigative team, informed the council a day before the seven-month mark since Russia invaded its neighbour that the Commission of Inquiry on Ukraine's evidence "has concluded that war crimes have been committed in Ukraine."&nbsp;

The investigative team spoke with more than 150 victims and witnesses and visited 27 towns and settlements, graveyards, and detention and torture facilities. They also talked with advocacy organisations and government representatives.

The crew was "struck by a&nbsp;large number of executions in the areas we visited," according to Mose, as well as the numerous "visible signs of executions on victims, such as hands tied behind backs, gunshot wounds to the head, and slit throats."&nbsp;

Numerous unlawful weapons, notably the deployment of extremely destructive unguided bombs in inhabited areas that destroyed at least eight civilian houses, have been blamed for the deaths of hundreds of civilians in the Ukrainian city of Kyiv since the beginning of Moscow's invasion.&nbsp;

After beginning initial investigations focusing on the regions of Kyiv, Chernihiv, Kharkiv, and Sumy, the team of three independent experts on human rights gave the UN human rights council their first oral briefing on Friday. They also stated that they will be expanding their investigations. Erik Mose, the leader of the investigative team, informed the council a day before the seven-month mark since Russia invaded its neighbour that the Commission of Inquiry on Ukraine's evidence "has concluded that war crimes have been committed in Ukraine." The investigative team spoke with more than 150 victims and witnesses and visited 27 towns and settlements, graveyards, and detention and torture facilities. Borrell met with Ukrainian Foreign Minister Dmytro Kuleba and after the official briefing, the bloc decided to prepare another set of sanctions which will target "more relevant sectors of the Russian economy and continue targeting people responsible for the war of aggression in Ukraine".&nbsp;

When it comes to the weapons supply, the EU did not provide a concrete figure but it is expected that the countries will look to boost Ukrainian forces as he look to regain lost land. In the past few weeks, the resistance forces have successfully recaptured a number of cities in Kharkiv and Luhansk.&nbsp;

However, the one topic where the EU foreign ministers disagreed was the sanctions on energy imports as the continent is currently going through a massive energy supply crisis. While there were a number of countries who were in favour of it, Hungary completely dismissed the idea of a complete ban.&nbsp;

British Prime Minister Liz Truss accused Russian President Vladimir Putin of “sabre rattling” and said that the nuclear threats were just an attempt on his part to justify the “catastrophic” failure in Ukraine.&nbsp;

During her speech at the United Nations General Assembly, Truss criticised Putin’s decision to announce partial military mobilisation in Russia following severe setbacks at the hands of the Ukrainian forces.&nbsp;

"He is doubling down by sending even more reservists to a terrible fate. He is desperately trying to claim the mantle of democracy for a regime without human rights or freedoms. And he is making yet more bogus claims and sabre rattling threats,"&nbsp;she was quoted by Reuters.&nbsp;

Truss also said that UK will be spending 3 per cent of its Gross Domestic Product (GDP) on defense from 2030 – a prominent promise that she made during her campaign ahead of the elections&nbsp;

"In the face of rising aggression, we have shown we have the power to act and the resolve to see it through. But this must not be a one-off,” Truss said during her speech.&nbsp;

This must be a new era in which we commit to ourselves, our citizens, and this institution that we will do whatever it takes - whatever it takes to deliver for our people and defend our values," she added.&nbsp;

One of the major issues being discussed in the UNGA this year is the global energy crisis following the Russian invasion of Ukraine. Truss blamed Russia once again for the problem plauging most of Europe and promised that they will not be cutting off “toxic power and pipelines” from authoritarian regimes.&nbsp;

“We will ensure we cannot be coerced or harmed by the reckless actions of rogue actors abroad." &nbsp;

“We will transition to a future based on renewable and nuclear energy whilst ensuring that the gas used during that transition is from reliable sources, including our own North Sea production,” she said.&nbsp;

Biden's speech at UNGA came just hours after Putin <a href="https://www.wionews.com/world/ukraine-crisis-russias-vladimir-putin-announces-partial-military-mobilisation-518283">ordered a partial military mobilisation</a> in Russia for Ukraine war. Putin also made a thinly veiled threat of nuclear attack.

The North Atlantic Treaty Organisation (NATO) denounced Putin's threat as 'reckless'.

"A nuclear war cannot be won and must never be fought," Biden said referring to Mutually Assured Destruction doctrine.

The doctrine states that a nuclear attack from one country will result a similar attack on the country by the other and in effect, both countries will get utterly destroyed causing immeasurable impact on global climate with direct effect on immediate human survival worldover.

Russia invaded Ukraine on February 24. Oil majors BP (BP.L) and Shell (SHEL.L) climbed nearly 2.5% each as crude prices jumped on concerns of tighter oil and gas supply.&nbsp;

In addition to oil companies, shares of defence companies rose too. Shares of BAE Systems, Britain's biggest defence company jumped by 5.3 per cent

"Investors will be looking at defence stocks and thinking about the potential that governments will look to increase their spend on weapons and on military hardware," said Danni Hewson, financial analyst at AJ Bell. Hewson was quoted by Reuters.

UK Prime Minister Liz Truss was another world leader who caused a stir in the markets.

Housing stocks (.FTNMX402020) rose 3.3% after a report said that Truss will announce plans to cut the stamp duty on property tax in the government's mini-budget this week.

Markets are expecting the Bank of England to follow suit on Thursday,&nbsp;pricing in a 77% chance of a 75-basis-point increase in rates to 2.5%, and a 23% chance of a smaller 50-basis-point increase.&nbsp;

"After what we saw in Sweden yesterday and what we're expecting to see from the Federal Reserve, it does put a great deal of pressure on the Bank of England," said Hewson.

"Markets are not quite sure what to expect from the BoE because you've got the UK Government about to borrow a huge chunk of additional cash, the expectation that the economy is already in recession and a situation where the BoE cannot cut rates in order to stimulate economic growth because that will only lead to further inflationary pressures."
