With the aim of exerting pressure on Russia to de-escalate the conflict and to aid Kyiv with weapons to defend its territory, the White House confirmed Friday that the US will supply Ukraine with cluster-style artillery rounds. National Security Adviser Jake Sullivan told reporters at a press briefing that Kyiv has provided written assurances that the controversial weapons would be used carefully to minimise civilian risk.

Sullivan said that Ukraine's forces are currently firing thousands of rounds daily to repel Russian advances and reclaim their sovereign territory.

The decision to provide Ukraine with cluster munitions from existing US stocks was made to ensure a steady flow of arms for their defense, Sullivan added.

“We have provided Ukraine with a historic amount of unitary artillery rounds and we are ramping up domestic production of these rounds. We’ve already seen substantial increases in production, but this process will continue to take time, and it will be critical to provide Ukraine with a bridge of supplies. While our domestic production is ramped up,” he said adding, “we will not leave Ukraine defenceless at any point in this conflict period”.

The US-made shells provided to Ukraine have a significantly lower failure rate, Sullivan revealed and said that Ukraine's government has committed to post-war demining efforts to protect civilians from unexploded submunitions.

He said unexploded submunitions have caused harm in previous conflict zones for extended periods, media reports said.

In a press briefing at the Pentagon on Friday, Undersecretary of Defense for Policy Colin H Kahl announced a new military aid package worth approximately $800 million for Ukraine, which includes the provision of cluster munitions.

The aid package comprises 155mm artillery rounds, including Dual-Purpose Improved Conventional Munitions (DPICM), as well as 105mm artillery rounds, media reports said.

Additionally, the package includes additional munitions for Patriot air defense systems and ammunition for High Mobility Artillery Rocket systems. It also consists of supplementary Stryker armored personnel carriers, precision aerial munitions, demolition munitions, obstacle clearing systems, various spare parts, and operational sustainment equipment.

President Biden's choice to provide cluster munitions to Ukraine has caused dissatisfaction among a significant number of Democrats, who argue that his administration's decision jeopardises the moral position of the United States.

In the same vein as Sullivan's statements to media personnel, Kahl also stressed that the Ukrainian government has provided assurances to the US regarding the responsible use of DPICM saying these assurances include a commitment not to deploy the rounds in civilian-populated urban areas.

Kahl highlighted that the cluster munitions provided to Ukraine by the US will be the most modern DPICM with a "dud" rate (failure rate) of under 2.35 per cent.

Turkish President Recep Tayyip Erdogan, on Friday (July 7), said that Turkey would “make the best decision, whatever it is,” when asked about Sweden’s bid to join the United States-led military alliance ahead of the next week’s NATO summit in Vilnius. Meanwhile, NATO Secretary-General Jens Stoltenberg said there are still “gaps” to bridge between Turkey and Sweden for Ankara to give Stockholm the go ahead for its accession.

The recent comments by Erdogan, on Friday, came ahead of Ukrainian President Volodymyr Zelensky’s visit have left the possibility for Turkey to support Sweden’s bid to join NATO. The talks with the Ukrainian president are to focus on the Russian invasion and the US-led military alliance’s expansion, as per reports.

NATO member Turkey’s indecision and reluctance on Sweden’s accession to the alliance has left Washington and Brussels irritated as they argue that Stockholm has done enough to address Ankara’s concerns. However, Erdogan reiterated his concerns, on Friday, and said, “How a country with terrorists on the streets...can contribute to NATO.”

The comments by the Turkish president were made in reference to Stockholm’s perceived lax attitude toward alleged Kurdish militants living in Sweden. However, Erdogan also did not deny the possibility of accepting Sweden’s membership bid which he said would be further discussed with the Swedish Prime Minister Ulf Kristersson, on Monday ahead of the upcoming summit.

We will make the best decision, whatever it is,” said Erdogan.

Meanwhile, NATO chief Stoltenberg, on Friday said there are still “gaps” to be bridged between Turkey and Sweden before the former can give its go ahead for the latter’s membership bid. While he was in Slovakia, Zelensky on Friday called on NATO to resolve the issue of Sweden and Ukraine’s membership bid and said that the indecision is a “threat” to global security. “I think there is not enough unity on this,” said Zelensky, during a press conference. He added, “This is a threat to the strength of the alliance…is (also) very important for the security of the whole world.”

Kyiv is also expecting some “positive results or at least some steps towards the positive outcome” from the upcoming summit in Vilnius, said the Ukrainian president. Zelensky also said the “situation with the aggressor, with Russia depends on this,” as Moscow is “counting on the world to show weakness and disunity in the Alliance, and this cannot be allowed.”

Zelensky has won a pledge of support for Ukraine to join NATO “as soon as the war (with Russia) is over,” from the Czech Republic. Additionally, Slovakia said the question of Kyiv’s membership was “when,” not “if”.

This comes as Stoltenberg reiterated that Ukraine would become a member but the alliance remains divided over how fast should Kyiv’s inclusion happen while others are concerned about provoking Russia. While Zelensky has acknowledged that they cannot join the alliance while the war with Russia is still going on, Kyiv needs “a clear signal, some concrete things in the direction of an invitation,” said the Ukrainian president, on Thursday.

Morning brief: US to send lethal weapons to Kyiv, Twitter feuds with Threads, and more

The United States has agreed to hand over cluster munitions to Ukraine, said the White House on Thursday, as human rights groups continued their calls for putting a stop to the use of the controversial weapons known to cause civilian casualties in large numbers.

What is a cluster munition?

Cluster munitions, which are also known as cluster bombs, are canisters that contain tens to hundreds of smaller bomblets, also called submunitions. The canisters can be launched using missiles, dropped from aircraft, or fired from naval guns, artillery, or rocket launchers.

At a prescribed height, the canisters break open depending upon the intended target, and the bomblets inside it spread out over that area. The bomblets fuse with a timer and explode closer to or on the ground and spread shrapnel that is designed to take out armoured vehicles such as tanks and kill troops.

How dangerous are these bombs?

The bomblets, which are designed in a way that they detonate when they hit the ground, have a high chance of killing or seriously injuring anyone in the area. Apart from the initial damage which the munitions cause upon impact, many bomblets do not detonate at all.

Around 40 per cent of bomblets have not exploded in some recent conflicts, as per the ICRC. Hence, these cluster bombs, like landmines, carry a grave risk to the lives of civilians, long after they are used in wartime. These unexploded bomblets can kill and maim civilians years after the munitions were used.

Hence, human rights groups have been opposing the use of cluster bombs by the army in populated areas, stating that it is a violation of international humanitarian law since the weapons can cause indiscriminate destruction.

As per a Reuters report, 60 per cent of casualties due to cluster bombs are people who get injured while undertaking everyday activities.

Is using cluster bombs a war crime?

The use of cluster bombs cannot be considered as a violation of international law, however, using them against civilians can be seen as a grave violation. As happens in any strike, calling an action a war crime requires understanding if the target was legitimate and if the precautions were adopted to prevent any civilian casualties.

“The part of international law where this starts playing (a role), though, is indiscriminate attacks targeting civilians,” said Human Rights Watch’s associate arms director Mark Hiznay, while speaking to The Associated Press. “So that’s not necessarily related to the weapons, but the way the weapons are used," he added.

More than 120 countries joined a convention which banned the use of cluster bombs and agreed not to produce, use, stockpile or transfer the weapons and to clear them after they have been used. The convention has not been signed by Ukraine, Russia and the US.

Have cluster bombs been used before?

The cluster munitions were most notably used by Armenia and Azerbaijan last year amid their war over the disputed region of Nagorno-Karabakh. Since 2012, Syria has continued using cluster munitions.

Human Rights Watch arms advocacy director Mary Wareham said that the use of cluster munitions in 2020 was extremely reduced compared to previous years. She stated that the treaty’s success was also seen in the destruction of stockpiles.

"We know that at least 1.5 million cluster munitions and more than 178 million submunitions have been destroyed from stocks," stated Wareham.

"That goes to show that this convention is truly lifesaving because every single one of those explosive submunitions could take a life or a limb," he added.

Why are cluster bombs considered more controversial than other bombs?

The impact of bomblets is on a wide area and can endanger non-combatants. As per the International Committee of the Red Cross, around 10 per cent to 40 per cent of munitions fail. The munitions, which fail to explode, have the probability of getting detonated by civilian activity years or even decades later.

Activist group Cluster Munition Coalition has been trying for a ban on these weapons everywhere, and claims that potentially deadly cluster submunitions continue to lie dormant in Vietnam and Laos, even 50 years after their use.

On Friday, Human Rights Watch in a statement said that both Russia and Ukraine have killed civilians with the use of cluster munitions in the ongoing war.

“Cluster munitions remain one of the world’s most treacherous weapons. They kill and maim indiscriminately and cause widespread human suffering,” said Gilles Carbonnier, vice president of the International Committee of the Red Cross, while speaking at a conference on the munition in Switzerland last year.

“Any use of cluster munitions, anywhere, by anyone, must be condemned,” Carbonnier added.

Have troops used cluster bombs in Russia-Ukraine war?

The United States has agreed to hand over cluster munitions to Ukraine, said the White House on Thursday, as human rights groups continued their calls for putting a stop to the use of the controversial weapons known to cause civilian casualties in large numbers.

ALSO READ | White House to give lethal weapons to Ukraine that it once flagged for ‘war crimes’ Is using cluster bombs a war crime? WATCH | Gravitas: Will the US provide Ukraine with the 'controversial' cluster bomb? “Cluster munitions remain one of the world’s most treacherous weapons. They kill and maim indiscriminately and cause widespread human suffering,” said Gilles Carbonnier, vice president of the International Committee of the Red Cross, while speaking at a conference on the munition in Switzerland last year. “Any use of cluster munitions, anywhere, by anyone, must be condemned,” Carbonnier added. Have troops used cluster bombs in Russia-Ukraine war? Both the Russians and Ukrainians have used cluster bombs since Kyiv was invaded by the forces of Moscow in February 2022. Recently, Ukrainian forces started use of Turkish cluster munitions on the battlefield. However, Ukrainian officials have been requesting cluster munitions from the US since last year. Ukraine has stated that more ammunition would be provided by the US for Western-provided artillery and rocket systems, which will help in narrowing the numerical superiority of Russia in artillery. In a bold move, Indian refiners have managed to save a staggering $7 billion in foreign exchange by ramping up their purchases of discounted Russian crude oil. As western buyers reduced imports from Russia due to the conflict in Ukraine, Moscow began offering attractive discounts on its crude. Indian refiners seized this opportunity, leading to remarkable savings.

The United States seems to be laying the groundwork to end the Russia-Ukraine war, as reports coming to the fore claim that a meeting was held recently between former senior US security officials and Russians close to the Kremlin.

NBC News, quoting sources close to the discussions, reported that a high-level back-channel diplomacy—called Track Two diplomacy in diplomatic parlance— took place in April between Russian Foreign Minister Sergey Lavrov and senior former US officials in New York.

The former US officials who met Lavrov were Richard Haass, a former diplomat and the outgoing president of the Council on Foreign Relations, Europe expert Charles Kupchan and Russia expert Thomas Graham, both former White House and State Department officials.

In the April meeting, some of the thorniest issues were discussed like the fate of Russian-held territory that Ukraine may never be able to liberate, and the search for an elusive diplomatic solution that is acceptable to both sides, NBC News reported.

Back-channel diplomacy

The discussions also pertained to keeping the channels of communication with Russia open where possible and to feel out where there might be room for future negotiation, compromise and diplomacy over ending the war.

The report says that the Biden administration was aware of the secret meeting, but added that it was not conducted at the behest of the US president.

The former US officials who met Lavrov later briefed the White House National Security Council about what transpired, two of the sources told NBC.

Apart from Lavrov, the discussions also involved other Russians including academics, leaders from major think tanks and others in the Russian foreign policy sphere believed to be in regular touch with President Vladimir Putin, the sources told NBC.

However, the names of these prominent Russians haven’t been revealed due to safety concerns.

CIA chief recently held talks with Russia, Ukrainian officials

The latest development comes days after CNN reported that CIA Director William Burns recently travelled to Ukraine and met with President Volodymyr Zelensky and Ukrainian intelligence officials.

“Director Burns recently travelled to Ukraine, as he has done regularly since the beginning of Russia’s recent aggression more than a year ago,” a US official told CNN.

“As with other trips, the director met with his Ukrainian intelligence counterparts and President Zelensky, reaffirming the US commitment to sharing intelligence to help Ukraine defend against Russian aggression.”

Burns travelled to Kyiv before Wagner Group chief Yevgeny Prigozhin’s attempted coup, which was reportedly not a topic of discussion.

Another official told CNN that Burns also spoke to his Russian counterpart, Sergey Naryshkin, after the rebellion and reiterated that the US had nothing to do with it. The Wall Street Journal first reported on the call.

Former US officials held secret meeting with prominent Russians on ending Ukraine war: Report

Two back-to-back explosions were heard in a Ukrainian court in the capital Kyiv on Wednesday, leaving one dead and two injured, local media reported.

Ukraine's interior minister Igor Klymenko said that a man blew himself up on the court premises during which two law enforcement officers were also wounded

"An offender died at the scene. According to preliminary information, he blew himself up," Interior Minister Igor Klymenko said on social media.

Two law enforcement officers were wounded as they stormed the premises, Klymenko added.

The explosion took place at 5:20 p.m. (1420 GMT) in the toilet of the court, the Kyiv city military administration said.

Ihor Humenyuk, the suspect, was linked to the deaths of four Ukrainian national guardsmen in 2015 and was attending the court in that case.

Reportedly, following the hearing, Humenyuk barricaded himself inside a bathroom and threw an explosive device at two guards. Their prompt actions prevented him from escaping the building.

As law enforcement officers fired into the air to contain the situation, Humenyuk retreated into another room within the courthouse. Refusing to engage in negotiations with officials, he further resorted to violence by hurling another explosive device, injuring two officers in the process.

Unfortunately, the altercation ended with Humenyuk losing his life. An investigation is now underway to determine how he had come into possession of the explosives within the courtroom premises.

Everyday we have been hearing about drones causing massive damage in Ukraine. The war just doesn't seem to be coming to a close anytime soon, while Ukraine is looking westwards to amp up its weaponry, it's also equally focussing on private players in the ongoing arms race.

Inside Ukraine's 'tech push' to build drones; how is Ukraine countering Russia's drone threat?

A report has emerged suggesting that Russian President Vladimir Putin fled Moscow during the mutiny orchestrated by Yevgeny Prigozhin, the head of the Wagner Group.

Mikhail Khodorkovsky, a former Russian oil executive in self-exile, disclosed that he closely monitored Putin's movements during the rebellion on June 24, as per a Newsweek report that quoted Mikhail Khodorkovsky.

Allegations of panic, hidden bunkers surround Putin's absence

According to Khodorkovsky, Putin boarded a plane and departed Moscow, likely seeking refuge in his Valdai residence.

Khodorkovsky, who headed the energy company Yukos before serving a decade in prison on politically motivated charges, commented, "We were monitoring Putin at that moment. And it looks like indeed, he did leave Moscow and most likely went to Valdai to his residence."

He highlighted the departure of a plane exclusively used by Putin on June 24, which vanished from flight trackers in the vicinity of Valdai, as per undisclosed sources.

During the mutiny, Putin's absence did not go unnoticed, as numerous leaders and department heads reportedly left Moscow. Khodorkovsky initially believed that the opposition had a chance to succeed, given the movements of key figures. However, the rebellion led by Prigozhin quickly lost momentum.

Echoing Khodorkovsky's claims, Leonid Nevzlin, a Russian-Israeli businessman and Putin critic, tweeted on June 24 that Putin had taken shelter in the bunker of his Valdai residence.

Nevzlin further alleged that Putin's close associates also flocked to the location, suggesting the president was in a state of panic. Ukrainian intelligence sources shared similar information, stating that Putin had left Moscow and was transported to Valdai.
