A senior British minister said on Tuesday that there was still a possibility of Britain leaving European Union without a formal trade deal. A no-deal Brexit can prove to be problematic as it may give rise to disputes between Britain and the EU in the immediate and distant future. The current talks over the trade deal have hit a snag on fishing, governance rules and dispute resolution.

Britain is set to leave the EU's orbit on December 31 this year. Both sides are engaged in talks to hammer out a trade deal in order to avoid negative effect on USD 1 trillion annual trade. Each side is urging the other to compromise.

Locals of the UK may not have been entirely happy with their Prime Minister's decision of imposing a second lockdown, but a recent study has revealed that the lockdown helped reduce the coronavirus infections by 30 per cent.

A study of more than 100,000 volunteers proved that the month-long lockdown has helped contain the spread of the coronavirus since November 05. This study was conducted by Imperial College London and Ipsos MORI.

"The findings show cases were rising as the country entered lockdown, but this was followed by a decrease as national measures successfully lowered infection rates across the country," a statement issued by the health department said.

In this study, the reproductive number of the virus was estimated at 0.88, which led to finding that the infections were shrinking by 0 to 2 per cent on a daily basis.

However, the decrease in infections does not guarantee complete removal of the virus from the country, officials have warned. The Boris Johnson-led government is urging people to stay indoors as much as possible and step out only with face masks. The country will be entering the regional lockdown phase once again from December 02. Johnson has been criticised for his tier-lockdown approach and locals have been taking to streets to protest against the possibility of lockdown during the Christmas season.

Since the findings of a decline in COVID infections, people have been demanding the removal of the lockdown, especially for the month of December. however, Johnson administration has not commented or hinted towards any such possibility. He is facing criticism for his lockdown ideas which are being termed as an unnecessary infringement on civil liberties.

Face-to-face negotiations between Britain and the European Union over a trade deal have restarted as the two sides make a last ditch attempt to reach an agreement with just five weeks to go before their current relationship ends.

The Times newspaper reported UK Prime Minister Boris Johnson and EU Commission president Ursula von der Leyen would speak in the next 48 hours. But Reuters refuted the report.

The first sign of movement -- either towards a deal or that talks are crumbling -- is likely to be a call between Johnson and von der Leyen.

The Times also reported that the European Commission has started to "lean on" EU negotiator Michel Barnier to reach a deal with Britain, raising hopes that an agreement could come.

EU negotiator Michel Barnier arrived for talks in London on Saturday morning. He had said on Friday night that he was "very happy" to be back in the city and would keep working with "patience and determination".

Britons will be encouraged to plant trees to celebrate Queen Elizabeth`s 70th anniversary on the throne as part of a plan to create a greener country in honour of her seven decades of service.

The 94-year-old, the longest-reigning monarch in British history, is due to mark her Platinum Jubilee in February 2022.

The government is planning a four-day celebration that summer, featuring an extra day`s public holiday, with tree planting to be a feature of the milestone, according to an announcement on Sunday.

Named "The Queen`s Green Canopy," the charity-backed project will encourage communities, schools, councils and landowners to plant native trees to help the environment and make local areas greener.

Prime Minister Boris Johnson said that the health crisis and pandemic had reminded people of the importance of nature and green spaces and that trees could transform communities as well as tackling climate change.

"As we celebrate Her Majesty’s incredible 70 years of service, I encourage everyone to get behind this scheme and go ‘Plant a Tree for the Jubilee,`" Johnson said.

Charities Cool Earth and The Woodland Trust said the planting of trees would create a special gift for the monarch, who has planted more than 1,500 trees around the world during her reign.

Elizabeth, who is also the world`s current oldest and longest-reigning monarch, became queen on Feb. 6, 1952, following the death of her father King George VI.

The British royal family have been vocal campaigners on a host of environmental issues, with Elizabeth`s son Prince Charles speaking out for decades about the impact of climate change and the importance of conservation, and her grandson Prince William also taking up the mantle.

The British government has struck an agreement with France to double the number of police patrolling beaches in the country's north in an attempt to stop people crossing the English Channel in small boats.

On Saturday, UK interior minister Priti Patel said that under the deal, the number of officers patrolling French beaches would double, and new equipment including drones and radar would be employed.

This year, hundreds of people, including some children, have been caught crossing to southern England from makeshift camps in northern France - navigating one of the world`s busiest shipping routes in overloaded rubber dinghies. Some migrants have drowned.

Patel said in statement that the agreement represented a step forward in the pair`s mission to make channel crossings unviable.

"Thanks to more police patrols on French beaches and enhanced intelligence sharing between our security and law enforcement agencies, we are already seeing fewer migrants leaving French beaches," she said.

The UK and France plan to continue a close dialogue to reduce migratory pressures at the shared border over the next year, she added.

Patel told UK media that French authorities had stopped 5,000 migrants from travelling to the UK so far this year. She said over the last ten years, the UK had given France 150 million pounds to tackle immigration.

She said the recent focus by authorities on stopping small boats meant they were now seeing more migrants trying to cross the Channel via lorries, and that border security was being tightened in France to try to stop that.

Many migrants appear to have turned to small boats organised by smugglers during the coronavirus pandemic because virus restrictions have reduced traffic between France and Britain.

Last month, a family from Iran, including two parents and their children aged 6 and 9, died when their boat capsised in the Channel. Their 15-month-old son is missing and presumed drowned.

Aid and human rights groups say the best way to stop the journeys is to provide safe routes for people to seek asylum in Britain.

Britain is also planning to introduce a new asylum system through legislation next year, Patel said.

UK says next week 'very significant' for Brexit deal, urges EU to exercise pragmatism

More than 150 people have been arrested in central London after anti-lockdown protestors clashed with the local police while they were raising their voices against coronavirus lockdown in the UK.

The Metropolitan Police department said nearly 155 arrests have been made till now breaching coronavirus regulations, assaulting a police officer and possession of drugs.

These protests broke off in the capital city after it was announced that tier 3 lockdown measures will be brought in after December 02. The demonstrators walked

Protestors kept chanting "freedom" as they marched through Oxford Street and nearby Marble Arch while the police department asked the participants to leave. This demonstration also caused disruptions in traffic.

The Met argued that the demonstration was illegal as the country is still under a lockdown, which restricts the movement of people around the city, especially huge gatherings.

Traffic on and around Regent Street was disrupted for long hours as the police tried to arrest more people protesting against Boris Johnson's government. The police also used green smoke to contain the protestors around Carnaby Street and disperse crowds near the Piccadilly Circus.

Protestors complained about police brutality with many claiming they were forced on the ground and were rushed out of every spot. Some locals who were passing by from the areas also complained of being targetted by the police, even though they were not a part of the protest.

"Protest is not currently a permitted exemption to the prohibition on gatherings under the current coronavirus regulations," the Met said in a statement. "Strict regulations have been introduced by the government nationally to help prevent the spread of coronavirus. This means that anyone gathering for protest risks enforcement action by officers."

The demonstrators walked Protestors kept chanting "freedom" as they marched through Oxford Street and nearby Marble Arch while the police department asked the participants to leave. This demonstration also caused disruptions in traffic. The Met argued that the demonstration was illegal as the country is still under a lockdown, which restricts the movement of people around the city, especially huge gatherings. This means that anyone gathering for protest risks enforcement action by officers." The UK's National Health Service (NHS) is set to pilot a simple blood test that may detect more than 50 types of cancer.

The Galleri blood test has been developed by Californian healthcare company Grail.

NHS England hopes the blood test will be particularly useful in identifying types of cancer that are currently difficult to diagnose and treat early.

According to the news release, the pilot programme, due to start in mid-2021, will involve 165,000 people, including 140,000 aged from 50 to 79 who have no symptoms but will have annual blood tests over three years.

The remaining 25,000 participants will be people with possible cancer symptoms who will be offered the blood test to speed up their diagnosis after they are referred to hospital in the normal way.

Results are expected by 2023, after which it is hoped one million people could receive the test by 2025.

Britain is set to impose a new competition regime next year to prevent Google and Facebook using their dominance to push out smaller firms and disadvantage consumers.

The code will be enforced by a dedicated unit within the Competition and Markets Authority (CMA), which this year said it needed new laws to keep the tech giants in check.

Google and Facebook dominate digital advertising, accounting for around 80% of 14 billion pounds spent in 2019, Britain's competition regulator the CMA said.

The two US companies have said they are committed to working with the British government and regulator on digital advertising, including giving users greater control over their data and the ads they are served.

The newly-created Digital Markets Unit, which will begin work in April, could be given powers to suspend, block and reverse decisions made by technology firms and to impose financial penalties for non-compliance.

Companies will have to be more transparent about how they use consumer data and restrictions that make it hard to use rival platforms will be banned, the government said, adding that the rules will also support the news industry, rebalancing the relationship between publishers and platforms.

The CMA said on Monday it was assessing whether a complaint about Google technology warranted a formal investigation.

UK to curb Google and Facebook's dominance with tougher rules

Innocence is something we may fast be losing in this connected, digital world. But there is hope. Not everything has become mechanical. An 8-year-old boy in the UK, Monti, was concerned about Santa Claus contracting coronavirus. He did not just wonder, he took action and wrote a letter to UK PM Boris Johnson and urged him to take steps to ensure Santa's safety.

Here's what he has written.

'Dear Mr Johnson

I am 8 years old and was wondering if you and the government thought about Santa coming this Christmas. If we leave hand sanitiser by the cookies will he come? or will he wash his hands. I understand you are very busy but can you and the scientists please talk about this?'

It's easy to conjure an image of Monti truly being worried about Santa's health and writing directly to the country's premier.

Johnson gave a reply and thanked Monti for raising an 'important question'. Johnson assured him that despite coronavirus pandemic, Santa Claus will be able to deliver presents this year.

"I have put a call to the North Pole and I can tell you Father Christmas is ready and raring to go, as are Rudolph and all the other reindeer," reads Johnson's reply.

Will Santa use hand sanitiser? Worried 8-year-old writes to UK PM Boris Johnson

Nobel Laureate Malala Yousafzai on Wednesday, urged Britain against cutting overseas aid. UK Finance Minister Rishi Sunak is expected to make major announcement on the country's overseas aid. He is expected to suspend legal commitment to spend 0.7 per cent of gross income on international development.

As per reports, Sunak will cut the aid to 0.5 per cent as the government seeks to support the coronavirus-ravaged economy and looks for savings from an aid budget worth £15 billion ($20 billion, €17 billion).

In a tweet late on Tuesday, Yousafzai reminded Sunak and Prime Minister Boris Johnson of the 0.7 percent pledge, renewed in last year's Conservative election manifesto.

"When you announce spending priorities... I hope you'll deliver on that promise," she wrote.

The Pakistani education campaigner wrote that leaders must "prioritise education" as "Covid-19 could force 20 million more girls out of school".

Her plea came as five former prime ministers also opposed the planned cut.

Among them was former Conservative leader John Major, quoted by The Times newspaper on Wednesday as saying the spending cut was "morally wrong and politically unwise".

David Cameron, whose coalition government enshrined the 0.7 percent in law, has said abandoning it would be a "moral, strategic and political mistake".

Johnson's government has repeatedly committed to maintaining the spending and his Conservatives made it a key plank of the election manifesto last year.

The government also promised not to grab ring-fenced aid money when it merged the foreign and development ministries earlier this year.

But Sunak on Sunday told Sky News the UK was under "enormous pressure and stress" and faced an "economic shock".

Statues of the politically unpalatable have this year been toppled, beheaded and graffitied from the American South to Belgium, and Britain to New Zealand. Not even Winston Churchill was spared.

In the English town of Grantham, an hour’s train ride north of London, an 11-foot pedestal now stands empty. That’s not because the statue atop it has been vandalized — though many expect it will be once it is finally installed.

Next year, that plinth is to become the base of a stern-looking, larger-than-life bronze monument to Grantham’s most famous daughter: Margaret Thatcher.

If Thatcher — the “Iron Lady” who was the first female prime minister of Britain — is currently getting a sympathetic portrayal from Gillian Anderson on Netflix’s “The Crown,” she remains a divisive and polarizing figure three decades after leaving office.

That’s true even in her hometown. So while the unveiling of a statue is usually a festive occasion, few in Grantham expect Thatcher’s homecoming to be celebrated as a hero’s return.

“If you’re a Conservative,” said Graham Newton, the news editor of the weekly Grantham Journal, “you want a statue, and you want her recognized. But if you’re not, there’s a lot of people who — not to put a fine point on it — hated her.”

Many in Grantham expect her critics will not wait long to make their mark, Newton added. “Either way, it’ll make a good story for the paper,” he said.

Culture wars have been roiling around statues since 2017, when officials in Charlottesville, Virginia, said they would remove a statue memorializing Robert E. Lee, the Confederacy’s top general. But voices calling for the removal of statues associated with slavery and colonialism have grown steadily louder this year, particularly since the killing of George Floyd and the resurgent Black Lives Matter movement.

In England, some have taken matters into their own hands. A monument to Edward Colston, a 17th-century slave trader, was toppled in Bristol in June during a Black Lives Matter protest.

That same month, a protester in London scrawled “racist” on a statue of Winston Churchill, an ardent imperialist who once said it was right for “a stronger race, a higher-grade race” to claim territory from another. (He is also widely regarded as Britain’s greatest prime minister for his leadership in World War II.) The statue was boarded up to prevent further damage, and Prime Minister Boris Johnson said on Twitter that it was “absurd and shameful” that Churchill’s statue was at risk of attack.

As in the United States, where a statue of Abraham Lincoln was considered fair game for protesters in Portland, Oregon, a wide range of monuments now seems more vulnerable to attack. And while it is unusual for a statue of a woman — a rarity itself — to attract such strong emotions, this was always the way with Thatcher.

Internationally, Thatcher, who died in 2013 at age 87, may be seen as a political colossus, the British equivalent of Ronald Reagan. But in Britain, her 11 years in power have a more complicated legacy.

Some see her as the leader of a much-needed political and economic revolution, privatizing industry, facing down trade unions and winning victory for Britain against Argentina in the Falklands War. To others, she is someone who, coldly, left towns that were dependent on state-run industries to rot and turned Britain into a society of uncaring individuals.

Perhaps that’s why Thatcher’s presence in Grantham is currently so low-key. She grew up above the grocery store her father ran, and there is a small plaque on the building today — although the store itself is now a center for “chiropractic natural therapies,” beauty and massage treatments. The town’s museum features a few exhibits, including her childhood bed and one of her suits, though none of her trademark handbags are on display.

“She was never very fond of Grantham, and so Grantham was never very fond of her,” said John Campbell, a biographer, pointing out that Thacher rarely visited the town as prime minister, and did not mention it in speeches. “She was happy to leave it behind,” he said.

The new monument, designed by sculptor Douglas Jennings, won’t be Britain’s first to Thatcher, but it will be the first outdoors, in easy reach of vandals.

The Grantham statue was initially proposed for Parliament Square in London, putting Thatcher in the company of Abraham Lincoln, Nelson Mandela and the Churchill statue that was boarded up this summer.

But officials rejected it twice for a variety of reasons, including a rule that people honored with statues must have been dead for a decade, “to allow partisan passions to cool and enable sober reflection.”

The monument is now in storage at a secret location, said Ivan Saxton, the founder of the Public Memorials Appeal, a nonprofit that raised the money to erect it.

The plinth was installed in Grantham in February, and the statue was meant to join it in May, Saxton said, but the coronavirus pandemic scuppered those plans. The unveiling ceremony will now be postponed until social distancing is no longer required, he added, so the event could have a sense of pageantry, complete with local dignitaries and a military band.

For many, such pomp couldn’t be more inappropriate. In a telephone interview, Charmaine Morgan, a Labour Party councilor in Grantham, said that Thatcher “represents a period in our history when inequality was prevalent, and many of her policies led to a significant increase in it that is only continuing to grow.”

She said she wouldn’t mind if the statue were in the town’s museum — she just doesn’t want it in public.

Charles Moore, a former editor of The Daily Telegraph newspaper, who wrote an authorized biography of Thatcher, said such objections were the views of a minority. “It’s obvious there should be statues to Britain’s first woman prime minister, and I think they would be accepted by most people in Britain,” he said.

Moore added that while “divisive” was the first word most British journalists used to describe her, he preferred “successful.”

“She won every election she fought,” he said. “She won big majorities. And this made some of her critics very, very angry.” Her success is what made her divisive, he said.

The authorities in Grantham considered extra measures to stop the statue from being vandalized, said Rosemary Kaberry-Brown, a Conservative local councilor. “I still think it should be in the middle of a fish pond, so anyone who wanted to vandalize it has a hard job,” she said.

But last week, the plinth seemed far from a fortress. Two local government employees stood by it, discussing a plan to install flower beds.

In interviews with 20 Grantham residents, more were in favor of the statue than against.

Joan McDaniel, 82, said she had mixed views on Thatcher as a politician, but added that she deserved a monument, even if it could “attract idiots” who might vandalize it.

“It looks just like Maggie — the fierceness of her,” McDaniel said.

Many said it would be good for at least one thing: tourism.

“No one talks about Grantham” said Sarah Gibson, 46, a cafe owner. “At least this will get them.”

The United Kingdom might pull its judges out of the highest court in Hong Kong. British Foreign Secretary on Monday claimed that this could happen due to China breaking its international obligations in Hong Kong.

A new security bill imposed in the city on June 30 is being perceived as a breach of the Sino-British Joint Declaration of 1984, which led to the handover of Hong Kong. For over 150 years, Britain ruled over Hong Kong, after which it was returned to China in 1997. The UK also lodged protests against new rules which allow the disqualification of elected legislators in Hong Kong.

European Commission chief Ursula von der Leyen said on Friday that there was 'better progress' on post-Brexit trade deal talks than before. But she also noted that there was a long way to go and important issues need to be discussed

"After difficult weeks with very, very slow progress now we've seen in the last days better progress, more movement on important files. This is good," she said.

"We still have, of course, the three main difficult issues: governance, fisheries and the level playing field. But, within the frame of the level playing field for example, progress has been made on the question of state aid."

The chief Brexit negotiators suspended direct talks on Thursday after a member of the EU team tested positive for COVID-19, but officials continued working remotely to clinch a trade deal that would come into force in just six weeks.

Britain's transition out of the EU following Brexit ends on Dec. 31 and quotas and tariffs would hit bilateral trade from 2021, unless the estranged allies overcome their differences and seal a new partnership agreement that would also regulate ties from energy to transport to security.

'Progress' on Brexit talks but long way to go: EU chief

Prime Minister Boris Johnson will on Thursday unveil what is being billed as Britain's biggest programme of investment in the armed forces since the end of the Cold War.

In a speech to lawmakers in parliament, Johnson will announce an extra £16.5 billion ($22 billion, 18.5 billion euros) in funding over the next four years.

It follows the ruling Conservatives' commitment in their election manifesto last year to increase defence spending by 0.5 per cent above inflation until 2025.

Johnson's Downing Street office said the cash boost would "cement the UK's position as the largest defence spender in Europe and the second largest in NATO".

It comes despite Britain's economy suffering a historic downturn this year due to the coronavirus crisis, which has seen the government spend unprecedented sums to support people and businesses.

"I have taken this decision in the teeth of the pandemic because the defence of the realm must come first," Johnson said in remarks released ahead of his speech.

"The international situation is more perilous and more intensely competitive than at any time since the Cold War and Britain must be true to our history and stand alongside our allies."

Britain's increase in military spending, which will total £24.1 billion ($31.8 billion, 26.9 billion euros) over four years, comes at a pivotal moment for the country.

After formally leaving the European Union in January, it will end the 11-month Brexit transition period at the end of the year and begin a new era in international trade and relations.

Meanwhile US President-elect Joe Biden will take power in late January, with trans-Atlantic allies hoping that marks a more stable period for NATO after the tumult of the Trump years.

Newly appointed United States acting defense secretary Christopher Miller hailed the move Wednesday evening.

"The UK is our most stalwart and capable ally, and this increase in spending is indicative of their commitment to NATO and our shared security," he said in a statement. "With this increase, the UK military will continue to be one of the finest fighting forces in the world."

Increased UK military investments will target "cutting-edge technology", including cyber and space capabilities, while also addressing "weaknesses in our defence arsenal", Downing Street said.

Johnson will announce a new agency dedicated to Artificial Intelligence, the creation of a National Cyber Force and a new "Space Command", capable of launching its first rocket by 2022, it added.

Meanwhile, after a boost of £1.5 billion ($1.9 billion, 1.6 billion euros), nearly £6 billion ($7.9 billion, 6.7 billion euros) will be spent on military research and development, including on upgrading aerial warfare systems.

Defence Secretary Ben Wallace said the settlement provided the "financial certainty we need to modernise, plan for the future and adapt to the threats we face".

"Defence will be at the forefront of creating the jobs and business opportunities that will help us build back from the pandemic," he added.

A team of UK researchers have developed a beard covering technique for the bearded medical workers of the Sikh community to ensure that the Sikh doctors and medical experts do not have to trim their beards while catering to the needs of the patients.

The new technique has been launched by a team led by Professor Gurch Randhawa from the University of Bedfordshire and Dr. Rajinder Pal Singh. The idea stuck the team after concerns of providing proper protective kit to the doctors of the minority community during the coronavirus pandemic.

This new innovation will allow Sikh doctors to wear a well-fitting respirator mask without having to shave off their beard — which the community doesn't trim due to religious reasons.

"Because shaving was a mandatory pre-requisite for wearing respirator masks, many members of the faith-observant bearded community, such as Sikh, Jewish and Muslim, have been affected and have had to face the dilemma of redeployment from frontline healthcare jobs involving exposure to COVID-19," Randhawa said.

Recalling two incidents where top officials have been declined various offers due to the need of wearing a respirator or gas-mask fitting mask, Randhawa said this innovation was long-time due. "In both of these scenarios, the common theme was that the beard was considered to be an impediment to the wearing of a respirator mask. The other common principle was the concern for the health and safety of the employee. There was no alternative choice, or maybe, it was unexplored," he said.

Meanwhile, Dr. Rajinder Pal Singh, who is based out of Manchester, also pitched the idea of having an under-mask beard cover, commonly known as 'thattha’, which can allow allow him to wear an FFP3 respirator mask. This innovative way of wearing an essential PPE for frontline medics of the minority communities was approved in the qualitative Fit Test by the UK's National Health Service (NHS).

"In the current pandemic, for safety reasons, these masks are mandatory for healthcare workers exposed to aerosol generating procedures (AGPs) involving COVID-19. Wearing these masks requires a person to be clean-shaven to allow for a robust face-mask seal. There is no evidence to suggest why, instead of shaving, the facial hair factor cannot be overcome with an under-mask beard cover," Dr. Singh said.

"The concerns for safety, as highlighted by Kamala Harris in 2005, for bearded men to fit a gas-mask for industrial reasons, as well as in 2020 for COVID-19 healthcare reasons now seem to be addressed timely by the ‘Singh Thattha’ technique," he added.
