The IOC, contacted about the submission by the World Uyghur Congress, which uses that spelling of Uighur, said in a statement to Reuters that it “must remain neutral on all global political issues”. It said it had received assurances from Chinese government authorities “that the principles of the Olympic Charter will be respected in the context of the Games”. 

The Chinese foreign ministry, in a response to Reuters, accused the World Uyghur Congress of having “multiple ties with terrorist organisations”. It said the group’s “ridiculous assertions are not worth rebutting” and added that preparations for the Winter Olympics are progressing smoothly.

U.N. experts estimate than more than a million Uighurs and other Turkic Muslims have been detained against their will for several years in camps in the far western region.

Dolkun Isa, president of the World Uyghur Congress, said in a statement that it had submitted a formal complaint to the IOC’s ethics commission on Thursday.

Chinese pressure? Pope Francis remains silent on Uighur Muslims

Even as Pakistan this week drew international attention to the plight of Muslims in Indian Kashmir, Islamabad stayed conspicuously silent about another embattled Muslim community -- China's Uighur population.

This week he led a march through Muzaffarabad, the capital of Pakistan-administered Kashmir, as thousands took to the streets across the country.

But even amid mounting evidence of a harsh crackdown on the Uighur population in neighbouring China's Xinjiang region, Khan has refused to be drawn into the domestic affairs of Pakistan's long-time ally.

Both Kashmiris and Uighurs have been subjected to curfews, profiling, and a massive presence of security forces along with moves to allow outsiders to settle in their homelands.

"Silence on Uighurs will also cost Pakistan credibility on the Kashmir issue," columnist Huma Yusuf wrote in Pakistan's Dawn newspaper.

"Khan has previously argued that the scale of the two issues is different. But this argument will not be enough if Pakistan wants to be perceived as a genuine champion of Muslims' and human rights when speaking on Kashmir."

Michael Kugelman, deputy director of the Asia Program at the US-based Wilson Center, said such criticism was "justifiable".

'Grateful to China' 
Pakistan and India have clashed over Kashmir since independence from Britain in 1947, with both countries claiming the territory that has sparked two full-blown wars between the foes.&nbsp;

China meanwhile has steadily poured cash into Pakistan, investing more than $50 billion as part of the China-Pakistan Economic Corridor (CPEC) that has upgraded infrastructure, power and transport links connecting Xinjiang to Pakistan's newly refurbished Gwadar port.

China has also offered steadfast diplomatic support to Pakistan during its frequent bouts of unrest with India.

"Pakistan sees China as its principal supporter against India and is unwilling to say or do anything that disrupts ties with Beijing," Husain Haqqani -- Pakistan's former ambassador to the US who is now a senior fellow at the Hudson Institute -- told AFP.

When asked about the Uighurs, Khan has wafted between citing unfamiliarity with the issue and defending Pakistan's vital relationship China.

"China has helped us when we were at rock bottom. We are really grateful to the Chinese government, so we have decided that any issues we have had with China we will handle privately," Khan said at the World Economic Forum in Davos in January.

Pakistan's silence on the Uighurs is not unique in the Islamic world.

Prince Mohammed bin Salman, heir to the throne of Saudi Arabia and the country's de facto leader, has also defended China, saying he respected Beijing's "anti-terrorism" efforts. Turkey has also toned down criticism on the issue.

Analysts say Khan and future Pakistani leaders are unlikely to change course.

"Because Pakistan's population doesn't know much about and doesn't feel strongly about the Uighur issue, the state insulates itself from charges of hypocrisy," said Madiha Afzal, a Brookings Institution fellow.

"On the other hand, Kashmir is an issue of visceral importance to many Pakistanis, and central to Pakistan's conflict with India -- as such, the Pakistani state is almost expected by its people to raise its voice."

The United States this month hit senior Chinese officials with sanctions over alleged rights abuses against the Uighurs, and Britain and France have recently condemned their treatment.

A spokesperson for the Chinese embassy in London said late on Thursday that “the Chinese side has repeatedly responded to and rebuked false reports and accusations surrounding Xinjiang”.

“The so-called “forced labor” is just a concoction by some U.S. and Western institutions and personnel,” the spokesperson said in an lengthy emailed statement.

“Nothing could be further from the truth.”

While most fashion brands do not source from factories in Xinjiang, many of their supply chains are likely to be tainted by cotton picked by Uighurs that is exported across China and used by other suppliers, the rights groups said in a letter.

More than 80% of China’s cotton comes from northwestern Xinjiang, which is home to about 11 million Uighurs.

“Brands and retailers recognise there is a massive problem in the region, and that their supply chains are exposed to a grave risk of forced labour,” said Scott Nova, head of the U.S.-based Worker Rights Consortium (WRC), which signed the letter.

“We are cautiously optimistic that there will be commitments (from brands to pull out of Xinjiang) in the future,” he added.

The Thomson Reuters Foundation sent emailed questions to more than 30 leading global retailers about their supply chains in China and the origins of the cotton they sourced.

Almost all of the brands did not respond directly to the questions, but most said they had anti-forced labour policies and required their suppliers to comply with a code of conduct.

Only one retailer - U.S.-based Costco - declined to comment.

All the companies that responded - including Gap, Patagonia and Zara-owner Inditex - said they did not source from factories in Xinjiang, but the majority could not confirm that their supply chain was free of cotton picked from the region.

Japanese retailer Muji said it used cotton from Xinjiang but that independent auditors had found “no evidence of accusations of forced labour ... at their mills”.

U.S.-based PVH - owner of brands from Calvin Klein to Tommy Hilfiger - said it would cut ties with any factories or mills that produce fabric or use cotton from Xinjiang within a year.

“The only way brands can ensure they are not profiting from exploitation is by exiting the region and ending relationships with suppliers propping up this Chinese government system,” said Jasmine O’Connor, chief executive of Anti-Slavery International.

Better Cotton Initiative (BCI), a global non-profit aiming to improve conditions in the garment sector, said in March it would no longer license so-called Better Cotton from Xinjiang.

Companies such as IKEA and H&amp;M, who use BCI to source cotton, have previously said they backed the decision to suspend licensing in the region and would no longer source from there.

Raab also said reports of forced sterilisations and mass detentions in Xinjiang, a region in China where a large number of Uighurs live, require immediate addresal by the interational community.&nbsp;

The UK "cannot see behaviour like that and not call it out", he said.

Calling forced sterilisations as "complete nonsense", the Chinese spokesperson said the Uighur population had more than doubled in the last four decades.&nbsp;

Rights groups and experts have constantly spoken about the discriminition and injustices faced by Uighurs and accused Beijing of rounding up over a million people of this group in internment camps.

Rights groups say at least one million Uighurs and other Turkic Muslims in China's northwestern Xinjiang region have been incarcerated in camps in Xinjiang.

Uighur activists say China is conducting a massive brainwashing campaign aimed at eradicating their distinct culture and Islamic identity.

China describes the camps as vocational training sites intended to offer an alternative to Islamic extremism.

China has claimed that ethnic minorities in Xinjiang had the freedom to choose their jobs, and that their labour rights were guaranteed by the Xinjiang government. Since 2018, 1,51,000 surplus labourers have been moved out of poverty-stricken families in southern Xinjiang to work in factories.

Last December, regional authorities in Xinjiang said that all detainees had "graduated" from the facilities, but this statistic is difficult to verify due to the strict information lockdown in the area.

From Hong Kong to Washington DC and even Taiwan,&nbsp;they are hitting back at China with warnings, threats, and even support to the people of Hong Kong.&nbsp;In less than a week, there have been five retaliatory moves already.

Retaliation number one: the pro-democracy protesters are back on the streets.

Over the weekend, they defied the lockdown and began their campaign against Beijing again. All through this week, the world witnessed the&nbsp;protests.&nbsp;Despite an aggressive crackdown from the Hong Kong police who&nbsp;have arrested at least 360 people, the cops haven't been able to completely stop them.

The anger in Hong Kong is palpable. The pro-democracy protesters have already declared that they will fight back.&nbsp;

The United States too wants to ride on the wave of anger against Beijing. It wants to make the status of Hong Kong an international issue. The Trump administration took two big steps. First, it tried to raise Hong Kong at the Security Council by calling for an emergency meeting only to be blocked by China.

The US said that the issue of Hong Kong is a "matter of global concern".&nbsp;China rejected the request. Beijing said Hong Kong was an internal matter.&nbsp;China's ambassador to the United Nations put out two tweets&nbsp;calling America the troublemaker of the world.

The United States says that the Communist Party is afraid. So, it blocked the virtual meeting. America failed in its bid to raise Hong Kong at the UN.

But, the world did take notice when the United States made the&nbsp;announcement.&nbsp;The Trump administration declared that Hong Kong is no longer autonomous. It wasn't a statement or a comment from a lawmaker. It was US Secretary of State Mike Pompeo who notified the US Congress.

The US has maintained a special relationship with Hong Kong. The Americans used to treat Hong Kong as a separate entity which allowed Hong Kong to become a financial centre.

However, it looks like Trump wants to end all special treatment. So far&nbsp;the US has not revoked any special privileges. But, Washington is certainly leaning towards it.

Until now, Hong Kong was protected from any sanctions imposed on China. It was not subjected to the high tariffs&nbsp;slapped by Trump on Chinese goods.

It's not just the US government that wants to retaliate. American lawmakers have strengthened Trump's hand with the US Congress approving&nbsp;a bill calling for sanctions on China allowing the president to&nbsp;punish oppression of the Uighur Muslims in China. The bill calls for sanctions against those&nbsp;who are responsible for the crackdown against Uighurs in China.

The US lawmakers are targeting specific members of the Communist Party. The bill singles out the Communist Party secretary for Xinjiang, Chen Quanguo. It accuses him of "Gross human rights violations."

Chen is also a member of the politburo, a group of 25 people who oversee the party. The bill will now go to the White House where US President Donald Trump is expected to sign it or&nbsp;he can veto it too.

But, considering his government's wide ranging attacks on China&nbsp;no one expects the US president to veto it this time.

The fifth and final retaliation came from Taiwan. In less than a week, there have been five retaliatory moves already. Retaliation number one: the pro-democracy protesters are back on the streets. Over the weekend, they defied the lockdown and began their campaign against Beijing again. All through this week, the world witnessed the protests. Despite an aggressive crackdown from the Hong Kong police who have arrested at least 360 people, the cops haven't been able to completely stop them. The anger in Hong Kong is palpable. The pro-democracy protesters have already declared that they will fight back. The United States too wants to ride on the wave of anger against Beijing. It wants to make the status of Hong Kong an international issue. The Trump administration took two big steps. First, it tried to raise Hong Kong at the Security Council by calling for an emergency meeting only to be blocked by China. The US said that the issue of Hong Kong is a "matter of global concern". China rejected the request. Beijing said Hong Kong was an internal matter. China's ambassador to the United Nations put out two tweets calling America the troublemaker of the world. The United States says that the Communist Party is afraid. So, it blocked the virtual meeting. America failed in its bid to raise Hong Kong at the UN. But, the world did take notice when the United States made the announcement. The Trump administration declared that Hong Kong is no longer autonomous. It wasn't a statement or a comment from a lawmaker. It was US Secretary of State Mike Pompeo who notified the US Congress. The US has maintained a special relationship with Hong Kong. The Americans used to treat Hong Kong as a separate entity which allowed Hong Kong to become a financial centre. However, it looks like Trump wants to end all special treatment. So far the US has not revoked any special privileges. But, Washington is certainly leaning towards it. Until now, Hong Kong was protected from any sanctions imposed on China. It was not subjected to the high tariffs slapped by Trump on Chinese goods. It's not just the US government that wants to retaliate. American lawmakers have strengthened Trump's hand with the US Congress approving a bill calling for sanctions on China allowing the president to punish oppression of the Uighur Muslims in China. The bill calls for sanctions against those who are responsible for the crackdown against Uighurs in China. The US lawmakers are targeting specific members of the Communist Party. The bill singles out the Communist Party secretary for Xinjiang, Chen Quanguo. It accuses him of "Gross human rights violations." Chen is also a member of the politburo, a group of 25 people who oversee the party. The bill will now go to the White House where US President Donald Trump is expected to sign it or he can veto it too. But, considering his government's wide ranging attacks on China no one expects the US president to veto it this time. The fifth and final retaliation came from Taiwan. It is ready to help the people of Hong Kong. The world retaliates against China over Hong Kong security law

Brand “People’s Republic of China” is wobbling, as if the massive picture of Mao Zedong in Tiananmen Square was swaying with an earthquake tremor. But it can only actually fall if pushed from inside.

The handling of the coronavirus epidemic is undoubtedly sapping confidence in the Communist party and its formerly all-conquering general secretary, Xi Jinping.

Any country or ruling party would struggle if faced with a similarly massive challenge – exacerbated by the great annual domestic migration for Lunar New Year.

But the party and its leader shoulder especially great ambitions of entering a “new era” created by Xi to “realise the Chinese Dream of national rejuvenation.”

National elders selected Xi as a leader in 2012 to purge corruption and purify the party. He has replaced most senior officials, including in the People’s Liberation Army, with those who supported his rise through the provincial ranks in Fujian and Zhejiang.

Xi has restructured the party, personalised and centralised power. Leveraging the anti-corruption campaign, he has also built the central party’s vast surveillance and control powers.

Losing the ‘mandate of heaven’

The big question now is how this renovated party structure is holding up against the appalling coronavirus epidemic. Particularly as it compounds an economic slowdown already exacerbated by the trade-and-tech war with the US and Beijing’s struggles to subdue its troubled borderlands in Xinjiang and Hong Kong.

It would seem logical that since Xi claims all the glory for China’s economic rise and global influence, he would bear the responsibility for disasters, as well.

This would fit with the old imperial danger of losing the “mandate of heaven” – the notion that only a righteous ruler would retain the approval of the Gods.

But there’s a long history in China of people blaming local officials for problems, while retaining a belief in the power of the emperor or general secretary to resolve them. Hundreds of thousands still annually petition the central party leadership about regional and personal wrongs.

Many are still assessing where to pin the blame for the current crisis and are reluctant to accept what they are told officially. People are adroitly downloading and re-posting censored messages on social media, causing the “net police” constant whack-a-mole grief.

This is why the initial failings of the Wuhan authorities, which likely enabled the virus to spread rapidly, have aroused widespread anger in China. And why many rightly dubbed the whistleblowing doctor Li Wenliang, who died from the disease after being hauled in by police, a martyr.

In recent days, the central government has also blamed local authorities, replacing the party secretary in Hubei province. However, public anger and distrust of the authorities still burns.

Crises like the melamine-laced milk powder scandal that sickened more than 300,000 babies in 2008 and now coronavirus underline a basic reality: for all the vast sums spent on security in China, it remains fundamentally elusive for most people.

Alistair Nicholas, a Sydney-based business consultant with extensive China experience, told me his contacts in China have said, "&nbsp;The poor initial handling of the crisis by the Chinese authorities has ‘left a bitter taste in the mouths of many Chinese.’ Trust with their own government has been broken and those who can leave."

With hundreds of millions still staying largely at home, staring at smartphones, such sentiments seep out everywhere.

Xi will, of course, be aware it was in Wuchang, a district of Wuhan, where a rebellion began in 1911 that triggered the downfall of the Qing Dynasty.

Today, however, the extent of China’s online and offline controls almost rule out change – or even threat – coming from the “masses”.

They are not trusted to participate in their own governance. They are given no scope to organise. Since seizing power in 1949, the party has drawn a line under further revolutions.

In the last few days, two figures named Xu have challenged Xi, and suffered the consequences.

Xu Zhiyong, a civil rights activist and academic who called on Xi to resign over the virus response, has been arrested by security officials in Guangzhou.

And Xu Zhangrun, a famous law professor at Tsinghua University, has been placed under effective house arrest after posting a lengthy critique that said China’s political system.

There has also been sharp criticism of China’s response to the crisis overseas, but this, too, carries limited weight in Beijing.

Instead, China highlights and relishes the applause its governance receives, especially from agencies like the World Health Organisation. WHO Director-General Tedros Ghebreyesus recently thanked China for its “transparency” and heaped particular praise on Xi for his “detailed knowledge of the outbreak”.

There are, of course, questions about when Xi’s knowledge of the outbreak actually began.

But rather than claiming ignorance of the severity of the outbreak at the outset, Xi has decided to take a different course. He’s persisting with his customary claim of omniscience and blaming local officials, while insisting China’s “war” against the virus has been valiant, as attested by the WHO and other international voices.

Who is going to take credible issue with that?

In today’s China, it is not intellectuals or the general public, but the 90 million party members who will determine whether this epidemic demands substantial change.

And that will ultimately depend on the tiny circle of elite cadres surrounding Xi. Unless a convincing crack appears at the top, the crucial band of middle-ranking party managers will sit tight.

‘Not just a problem for China, but for the world’

The personalisation of the system, combined with Xi’s reluctance to groom a successor is, however, steadily raising party anxiety about the future.

Xi said recently, " The long-term sound fundamentals of our economy haven’t changed … The impact of the outbreak will only be short-term."

But the rippling effects of coronavirus threaten to derail Xi’s vision of “rejuvenation” - a Chinese century of power and affluence. Economists ponder whether China will now spring the “middle-income trap” that has restrained the prosperity of other nations, risking a failure to “get rich before it grows old.”

The almost certain postponement of next month’s National People’s Congress is a further mark of a government in crisis. Despite making good health sense, this move would create political risk by acknowledging that even pillar state events are now eluding Xi’s control.

Once eventually summoned, though, the NPC delegates will be expected to cheer to the red rafters Xi’s victory in the “People’s War” against coronavirus.

But what does it mean, asks Jude Blanchette, who holds the Freeman Chair in China Studies at the Centre for Strategic and International Studies, for Xi to dominate a party and government, "That appear unable to confront, diagnose, and effectively overcome complex domestic and international challenges? That’s not just a problem for China, but for the world."

Or as the stood-down law professor Xu Zhangrun asks, can a regime that cannot treat its own people well, treat the world well?

According to the reports, the edited and modified versions of the Quran and the Bible are to exclude content that goes against the beliefs of Communist Party as part of a project calling for a comprehensive evaluation of the existing religious classics aiming at contents which do not conform to the progress of the times.

International human rights organisations have repeatedly pushed China to grant access to investigate reports of disappearances and arbitrary detentions, particularly of <a href="https://www.wionews.com/south-asia/dont-know-much-about-imran-khan-on-situation-of-uighurs-muslims-in-china-249715">Muslims in Xinjiang</a>.

The United Nations and human rights groups estimate that between 1 million and 2 million people, mostly ethnic Uighur Muslims, have been detained in harsh conditions in Xinjiang as part of what Beijing calls an antiterrorism campaign.

International human rights organisations have repeatedly pushed China to grant access to investigate reports of disappearances and arbitrary detentions, particularly of Muslims in Xinjiang. The United Nations and human rights groups estimate that between 1 million and 2 million people, mostly ethnic Uighur Muslims, have been detained in harsh conditions in Xinjiang as part of what Beijing calls an antiterrorism campaign. The United Nations says at least 1 million ethnic Uighurs and other Muslims have been detained in what China describes as “vocational training centres” to stamp out extremism and give people new skills.
