The report noted that Beijing is establishing a monopoly in some areas with a "stunning lead" in 37 out of 44 critical and emerging technologies.&nbsp;</p>

<p>The report is released by Australian Strategic Policy Institute (ASPI) after tracking defence, space, energy and biotechnology.&nbsp;</p>

<p>The report showed that, in some fields, all of the world's top 10 research institutions are based in China. The study also urged greater research investment by governments.&nbsp;</p>

<p>The report published on Thursday is funded by the US State Department. The study found that the US was often second-ranked, although it led global research in high-performance computing, quantum computing, small satellites and vaccines.&nbsp;</p>

<p>The report said: "Western democracies are losing the global technological competition, including the race for scientific and research breakthroughs."&nbsp;</p>

<p>The study has urged the democratic nations to collaborate more often to create secure supply chains and "rapidly pursue a strategic critical technology step-up" as it highlighted that China had established a "stunning lead in high-impact research" under government programmes.&nbsp;</p>

<p>The report mentioned that over the past five years, "China generated 48.49% of the world's high-impact research papers into advanced aircraft engines, including hypersonics, and it hosts seven of the world's top 10 research institutions".&nbsp;</p>

<p>The report said: "Our research reveals that China has built the foundations to position itself as the world's leading science and technology superpower, by establishing a sometimes stunning lead in high-impact research across the majority of critical and emerging technology domains."&nbsp;</p>

<p>"The critical technology tracker shows that, for some technologies, all of the world’s top 10 leading research institutions are based in China and are collectively generating nine times more high-impact research papers than the second-ranked country (most often the US)," the report added.&nbsp;</p>

<p>In an exclusive interview with WION's diplomatic correspondent Sidhant Sibal, Lithuania's Vice Minister for Economy and Innovation, Karolis Žemaitis, expressed his country's intention to build bridges with India in high-tech, manufacturing, life sciences, and Information and Communications Technology (ICT). He said, "I think both of our both of our countries are very advanced in technology. And we can find the ways how we can work together for you to benefit in Europe and for us to benefit in Asia and Indo-Pacific region."</p>

<p>The conversation also touched upon the ongoing Russia-Ukraine conflict, India's leadership role in the G20, Lithuania's support for Ukraine's membership in NATO and the EU, and the potential for innovation and investment cooperation between India and Lithuania.</p>

<p><strong>Sidhant Sibal:</strong> <strong>With me is the vice minister for economy and innovation of Lithuania. What is the focus of your India visit?</strong></p>

<p><strong>Karolis Žemaitis:</strong> Our focus is to build bridges between Lithuania and India in high-tech, manufacturing, life sciences and ICT. We might be different in our sizes with a three million population in Europe. But we are the same in our ambition for growth. And I think my main intention is to build these bridges.</p>

<p><strong>Sidhant Sibal: So one of the key focus areas for global geopolitics today is the Russia-Ukraine conflict. How has that concept impacted Europe, specifically your country?</strong></p>

<p><strong>Karolis Žemaitis: </strong>Well, I think everyone is now even more determined to defend the democratic values, the rule of law and our way of life. We are of course, very serious about the situation that is happening in Ukraine. But it is not changing our determination for democracy and we're working together with our European friends and allies together to defend our values if needed, and to support Ukraine in their war against Russia, the aggressor. And it sends a very strong message to everyone around the world that you know, we, the democracies, have to stick together to defend the values.</p>

<p><strong>Sidhant Sibal: India is the president of the G 20 grouping this year. How do you see India playing a role when it comes to the resolution of the conflict, especially as the chair of the grouping?</strong></p>

<p><strong>Karolis Žemaitis: </strong>Well, I think India plays an important role. It's the biggest democracy in the world. So of course, it has the mandate, to represent democratic values and to represent values all around the world. So, for us, we see a lot of potential for India's leadership and India is already a global power in economics and in politics. And we really see that, especially in this region. India can play a role to show the true example of leadership in the region.</p>

<p><strong>Karolis Žemaitis:</strong> Yes, our country supports the Ukrainian membership for NATO and European Union, as well as all the major reforms they have despite the war happening.</p>

<p><strong>Sidhant Sibal: So shifting gears to the Indo-Pacific region, you coming to Delhi from Taiwan, your relationship with Taiwan, your country's relationship with Taiwan, so do you think that you will be at the receiving end of the Chinese government?</strong></p>

<p><strong>Karolis Žemaitis:</strong> Well, you know, our focus will in our relationship with Taiwan is economic. We are already having a lot of bilateral trade, and a lot of work together. And I was leading one of the biggest, the biggest delegation of Lithuanian industrialists in Taiwan, we had a lot of bilateral meetings. You know, when it comes to China, it's up to China to decide on its position.</p>

<p>But for us, it was never the intention to somehow interfere with the Chinese, with the Chinese way of politics. We intend to develop economic relations with Taiwan just like any other European country, or any country in the world.</p>

<p><strong>Sidhant Sibal: And your views when it comes to a very aggressive China. China has been aggressive with your country. It has been aggressive with India as well, especially on the northern border. So your view on the Chinese aggressiveness with India?</strong></p>

<p><strong>Karolis Žemaitis: </strong>Well, I think you know, Lithuania is right now having a case in WTO with China, and this is a very good example of how I think the democracies have to stick together. And that is why I'm here in India. That is why we are looking for stable, reliable partners.</p>

<p>And of course, we are always looking to cooperate especially with India, especially with Japan. Korea, and other countries in the region. And we really see India as an emerging global power. And we rely on India's leadership, both political and economic when it comes to the balancing of powers in the region.</p>

<p><strong>Sidhant Sibal: How do you see both countries working on innovation because this is something India has taken a lead on and especially in the backdrop of India, perhaps opening its embassy in your country later this year?</strong></p>

<p><strong>Karolis Žemaitis: </strong>I think you know, Lithuania and India are not competitors. We are co-creators, we can work together and have a win-win situation. Lithuania can be a gateway for Indian companies to European markets or 500 million people. And India can be a platform for Lithuanian companies to expand so I don't think we are in any sort of competition.</p>

<p>I think both countries are very advanced in technology. And we can find ways to work together for you [India] to benefit in Europe and for us to benefit in Asia and the Indo-Pacific region.</p>

<p>So that is why I'm really, confident about our technology and investment, cooperation. And that is why I'm meeting with the governmental representatives of India. I am also hoping for the Indian embassy to open in Lithuania, which will also boost our bilateral relationship.</p>

Speaking about the success of the mission,&nbsp;Elon Musk stressed on the vision that his space vehicle will one day carry humans to Mars.</p>

<p>The test was conducted at SpaceX’s Starbase facility located in South Texas and witnessed 31 of the 33 engines being ignited. <p>However, Twitter said new sign-ups will not be allowed to subscribe for 90 days, with an additional waiting period also likely without any prior notice.</p>

<p>The Indian government-funded project, BharOS is an AOSP (Android Open Source Project) based operating system. Unlike Android, it does not have default Google apps or services, which implies that users will not be forced to opt for applications that they are unfamiliar with or do not trust.&nbsp;</p>

<p>Developed by the IIT-Madras incubated non-profit JandK Operations Private Limited (JandKops) the free and open-source operating system (OS) will be used in government and public systems. This was in line with the project’s aim to reduce the reliance on foreign OS in smartphones and contribute significantly to ‘Atmanirbhar Bharat’.&nbsp;</p>

In fact, it is based on AOSP therefore despite being known as an indigenous operating system it essentially has one key difference which is its No Default Apps (NDA) feature. The institute claims that it will give users more control, freedom, and flexibility to choose apps that cater to their needs.&nbsp;</p>

<p>Additionally, the developers have said that it is better than both Android and iOS in terms of features and security as well as could offer better battery life for the device, reported the Indian Express. Similar to Android, the BharOS also offers “Native Over The Air” (NOTA) updates which means software updates will automatically get downloaded and installed on the device.&nbsp;</p>

<p><strong>Privacy and security features&nbsp;</strong></p>

<p>As mentioned earlier, privacy and security were among the main focus behind creating BharOS, in addition to NDA, the mobile operating system also gives its users access to trusted apps from company-specific Private App Store Services (PASS).&nbsp;</p>

<p>In a statement, the developers said, “A PASS provides access to a curated list of apps that have been thoroughly vetted and have met certain security and privacy standards of organisations. This means users can be confident that the apps they are installing are safe to use and have been checked for any potential security vulnerabilities or privacy concerns.”&nbsp;</p>

Industry leaders gung-ho about tech sector growth in 2023

<p>A non-profit, artificial intelligence (AI) research company, OpenAI which is also behind creating text-to-image generator, DALL-E and AI-powered ChatGPT chatbot has announced major changes in its 3D rendering which has led to Point-E. The machine learning system creates a 3D object based on a text prompt.&nbsp;</p>

<p>According to a paper, published by the company, Point-E uses just one single Nvidia V100 GPU to process images and complete generating them in minutes which would typically take hours and require multiple GPUs. While there are not actually 3D models as they do not capture the texture and detail of what is entered it does so by using Point Clouds, which are sets of data points in space that represent a 3D shape.&nbsp;</p>

<p>The upside of using Point Clouds is that they require significantly less computational power, since the name Point-E where the ‘E’ stands for “efficiency”. Therefore, while the accuracy is a key limitation of the AI-powered tool, the speed is note worthy.&nbsp;</p>

<p>However, in order to overcome this the team trained two AI models to convert the point clouds into 3D meshes. According to TechCrunch, these Meshes are, “the collections of vertices, edges and faces that define an object – are commonly used in 3D modelling and design.” This might lead to some bulky or distorted shapes, the paper noted.&nbsp;</p>

<p>The two AI model utilises a text-to-image and image-to-3D approach after which the first tool creates a rendered object that best fits the data entered. Subsequently, the image-to-3D model, which is already programmed with a set of images paired with 3D objects learns to effectively translate between the two, creating a Point Cloud based on them and converting it into a Mesh.</p>

<p>“While our method still falls short of the state-of-the-art in terms of sample quality, it is one to two orders of magnitude faster to sample from, offering a practical trade-off for some use cases,” said the paper. It added, “This could make it more practical for certain applications, or could allow for the discovery of the higher-quality 3D object.”&nbsp;</p>

<p>While OpenAI’s Point-E is the latest to opt for the growing trend of AI-generated 3D objects it certainly isn’t the only one. Earlier this year, Alphabet Inc’s <a href="https://www.wionews.com/technology/google-working-on-ai-capable-of-reading-doctors-handwriting-on-prescriptions-544557">Google</a> released Dream Fusion, which was an expanded version of its predecessor Dream Fields released a year prior.&nbsp;</p>

The machine learning system creates a 3D object based on a text prompt. According to a paper, published by the company, Point-E uses just one single Nvidia V100 GPU to process images and complete generating them in minutes which would typically take hours and require multiple GPUs. While there are not actually 3D models as they do not capture the texture and detail of what is entered it does so by using Point Clouds, which are sets of data points in space that represent a 3D shape. The upside of using Point Clouds is that they require significantly less computational power, since the name Point-E where the ‘E’ stands for “efficiency”. Therefore, while the accuracy is a key limitation of the AI-powered tool, the speed is note worthy. According to TechCrunch, these Meshes are, “the collections of vertices, edges and faces that define an object – are commonly used in 3D modelling and design.” This might lead to some bulky or distorted shapes, the paper noted. <p>The UK Office of communications or Ofcom did an in-depth survey involving 100 smart speaker owners and 15 non-owners. They found that a large number of survey participants reported that the speakers acted as a "companion" with whom they can talk.</p>

<p>"Some described their speaker as being like a companion, particularly if they lived alone. They felt it was good for combatting loneliness and liked the fact they could talk to their speakers," said Ofcom on its website.</p>

Like this evening, I was able to just ask it to put these lights on. Years ago, before I had that facility... I would have had to ask people to do things manually," said one such user.</p>
