Four people, including a senior National Highways Authority of India (NHAI) official, were Sunday arrested by the CBI for allegedly taking a bribe to the tune of Rs 27 lakh for clearing bills of an infrastructure firm, undertaking a highway project in Tamil Nadu.

The CBI's Anti-Corruption wing registered a case Saturday under relevant sections of Prevention of Corruption (Amendment) Act, 2018 and Section 120B (criminal conspiracy) of IPC against the General Manager (Tech) of NHAI, Madurai, who is a resident of Hyderabad and against three others.

The senior official had demanded Rs 27 lakhs on April 17 for clearing the bills pertaining to the ongoing work at NH 7 Madurai-Kanyakumari stretch of Tamil Nadu, a CBI release said.

All the four accused have been arrested, it said adding searches were conducted at six places including the office and residential premises of the accused at Hyderabad, Kadapa and Madurai.

The release further said the accused would be produced before a Special Court for CBI cases here.&nbsp;

Earlier in the day, she said that the BJP cannot prevent her from winning in the ongoing elections.

She also dubbed the raids as "anti-democratic, deliberately planned and tested".

"BJP cannot prevent my success through this income tax raid. The raid is anti-democratic, deliberately planned and tested, and no documents have been seized," Kanimozhi told reporters here after completion of raids.

"They want to intimidate us through this. They have come to stop elections in Thoothukudi. DMK volunteers will be working with more enthusiasm," she added.

Last month, the Income Tax department and Election Commission officials had raided DMK treasurer Durai Murugan's residence in Vellore, and reportedly seized a large amount of unaccounted cash.

Raids were also conducted at Kingston Engineering College and Durai Murugan B.Ed College, which are owned by Kadhir Anand.&nbsp;

Vellore was supposed to go polls in the second phase of the Lok Sabha election, scheduled this Thursday.&nbsp;

As per the seat-sharing arrangement of Congress-DMK alliance, the Vellore seat has gone to DMK. Similarly, an alliance of BJP-AIADMK and other regional parties has conceded the seat to AIADMK.

The DMK has fielded Kadhir Anand from Vellore Parliamentary constituency against AIADMK's AC Shanmugam.

Arappor Iyakkam a voluntary movement based out of Tamil Nadu has compiled the crucial information on all the 863 candidates who are to contest from Tamil Nadu and Puducherry. The information which has been sourced from their respective affidavits is tabulated on a free app that is available for download from the Android Play Store.&nbsp;

Generally one would have to sift through hundreds of individual PDF files from the Election commission site in order to have a look at the candidates’ affidavits, but this App displays information in a user-friendly manner in Tamil and English. A tap on the constituency will display the candidates and once a particular a candidate is selected his/her individual details will be shown.&nbsp;

The individual details include a photograph, the party’s name, candidates’ educational background, profession, assets and liabilities declared, details of pending criminal cases. The details mentioned on the App are as mentioned by the candidates on the self-attested affidavits. In order to distinguish between cases, the criminal cases and the politically motivated cases have been mentioned separately. &nbsp;

Speaking to WION, Jayaram Venkatesan, the Convener of Arappor Iyakkam said, heavyweight candidates from established parties are projected easily, but much is not known about their background. We hope the App will boost the confidence of the good candidates and put fear in the minds of those with a criminal background. This is a politically neutral App that gives equal chance to all candidates.

This App is the result of the efforts of over 200 volunteers who had been working overtime from March 26 until today’s launch, said Deepa Seshadri, State Body Member, Arappor Iyakkam. Our App does not require any personal information or registration for the users, it has been made to empower and educate the voters to choose wisely. Can’t we spare 10 minutes to have a look at the candidates who could end up representing us for the next five years, she questioned.&nbsp;

To widen their reach, the team is also coming up with constituency-wise explainer videos with a voice-over that enlists the profile and background details about each candidate. Very soon the App would also incorporate the details of candidates contesting the by-polls to Tamil Nadu’s 18 vacant assembly seats.&nbsp;

Superstar Rajinikanth on Tuesday clarified his stance over <a href="https://www.wionews.com/opinions/national-security-is-bjps-sankalp-as-party-manifesto-vows-to-repeal-articles-370-35a-and-end-left-wing-extremism-208930">Bharatiya Janata Party's election manifesto</a> that was released yesterday.

Speaking to reporters outside his Chennai residence, Rajinikanth termed the mention of linking rivers in the manifesto as a "welcome move".

"In the manifesto that the BJP released yesterday they have said that they would link the country’s rivers and they would appoint a committee for the same, that is a welcome move. With God’s blessings and people’s support, (we don’t know what result they will give) if the NDA front forms a government at the central level, they should first link all the rivers in the country, " he said.

Rajini also added that, if that (river-linking) alone is done half the poverty in the country can be eradicated, crores of people can be employed, farmers lives and condition can be improved. "Hence, I request them to implement it".&nbsp;

He, however, ended on a cautious note, and said, “Please don’t mistake me, this a very sensitive time (election season), I don’t wish to speak anything further.”

Rajinikanth who was to leave for Mumbai, where his latest film ‘Darbar’ is to go on floors from tomorrow, further recollected that he had been a long time supporter of the project to link India’s rivers.&nbsp;

“It was the dream of our Late Prime Minister AB Vajpayee. When he was the prime minister I had met him once and discussed with him about the same. Since it was a big project I also requested him to name it Bhageeratha Yojana, which he liked very much and smiled. Bhageeratham means making the impossible possible, he said.

When asked about his political stance, Rajini said that it was as mentioned earlier and it remains unchanged.

In a statement issued in February this year, Rajini had mentioned that he or his party will not contest the Lok Sabha polls and that their party’s aim would be the Tamil Nadu Assembly Polls that are slated for 2021.&nbsp;

Responding to questions about him backing fellow veteran actor Kamal Hassan’s political party Makkal Needhi Maiam, Rajini said, “I don’t wish to speak anything about this anymore. Kindly don’t blow up this issue and spoil our friendship”.&nbsp;

While he ducked the question pertaining to Kamal Hassan’s party and his support for it, Rajini spoke at length about his admiration for the project to link India’s rivers.&nbsp;

But there seems to be a larger context to what Rajini has spoken. In the statement that he issued on February 17, he had mentioned that “Water shortage is the main issue that Tamil Nadu faces. Ahead of the upcoming polls I lovingly request you to analyse, think and vote for a decisive majority at the national level, which you think could solve the water woes of Tamil Nadu and introduce adequate schemes to bring a permanent solution.”

Despite Rajini not contesting in the upcoming polls, his words could certainly be of significance for millions of his fans who are to cast their vote.

The 2019 election is the first in Tamil Nadu in the absence of veteran leaders J Jayalalithaa and M Karunanidhi. But not a day passes without the candidates and campaigners evoking the names of their respective departed leaders.&nbsp;

But things have reached a new low after the state's chief Minister Edappadi K Palaniswami alleged that M K Stalin had kept his father and DMK Supremo M Karunanidhi under house arrest.&nbsp;

Regarding the mystery over the prolonged hospitalization and death of Jayalalithaa in late 2016, M K Stalin had said that if voted to power, he would initiate a probe to ascertain the circumstances that led to her demise. Stalin has also been accusing Edappadi Palaniswami of being linked to the break-in and murders at Kodanad Estate - Jayalalithaa's lavish estate in the Nilgiris.

While the attacks have gotten personal, the Chief Minister took it to an all new low while campaigning on Monday. The chief minister started by saying that he had information from senior DMK leaders and functionaries about why Karunanidhi was unable to speak during his final years.

He added that "If Karunanidhi is hale and healthy, Stalin can't become the leader of the DMK. Hence Stalin did not ensure that better treatment was provided for the ailing leader and kept him under house arrest for two years. Had he been taken abroad for treatment, he would have been able to speak," the chief minister said, quoting DMK sources.&nbsp;

As the crowds cheered, he said that "Stalin was the DMK leader who kept his father under arrest."&nbsp;

He also referred to how Stalin was elected DMK President only after the demise of his father Karunanidhi. Palaniswami, who is also the co-coordinator of the AIADMK, said that if such cruelty was meted out to a serving MLA and former chief minister, it is the duty of the government to probe the matter.&nbsp;

The veteran leader had been wheelchair-bound since 2010. Karunanidhi fell ill in October of 2016 due to a drug-induced allergy and was admitted to a private hospital in December 2016. He had undergone a tracheostomy, a procedure to optimize his breathing. Following the illness, he also stayed away from political activities and, in January 2017, his son, M K Stalin, was appointed the working president of the party.

M. Karunanidhi passed away on August 7th of 2018 after a brief hospitalization due to infections and age-related illnesses.&nbsp;

It was on August 28th that Karunanidhi's son M K Stalin was elected DMK President.

Tamil Nadu farmers leader P Ayyakannu said on Saturday that 111 farmers from the state will contest against the Prime Minister from Varanasi.

Ayyakannu said the move is to urge the BJP to include their demands, including "profitable prices for farm produce," in its manifesto with a promise of fulfiling the same, adding that the "moment they assure in their manifesto that our demands will be fulfilled, we will drop our decision to contest against Modi."

In the event of that not happening, he said they would go ahead and contest against the Prime Minister.

"We are not against the BJP or our PM Modi. Before assuming power, Modi ji promised to fulfil our demands and assured to double our income. 
Even today he is our Prime Minister and the BJP is the ruling party and that is why we are making this demand to them," he told PTI.&nbsp;

Already, he said, he has booked train tickets for 300 farmers to go to Varanasi. Farmers from districts, including Tiruvannamalai and Tiruchirappalli, will reach Varanasi, he added.

In November 2018, farmers led by Ayyakannu had gone to Delhi with two "skulls," to take part in a kisan rally, saying it belonged to their colleagues who had allegedly committed suicide over debt.&nbsp;

Parties like the DMK and the Amma Makkal Munnetra Kazhagam have assured full loan waiver, which is also one of the farmers' demands, in their manifestos, he said.

Actor-turned-politician Kamal Haasan has said the leaders of his political party, Makkal Needhi Maiam (MNM), will not indulge in horse-trading in the upcoming Lok Sabha elections.

"The needle in the balance will be Makkal Needhi Maiam. We will not be sold, we won`t indulge in horse-trading. So, it will be a difficult negotiation for them. It will be an actual negotiation, not done with money," Haasan told ANI Chennai&nbsp;on Wednesday.

The party released its first list of 21 candidates for the Lok Sabha elections in Tamil Nadu and Puducherry. However, the list does not include Haasan`s name.

"The theme is a better Tamil Nadu. Though people will say that this is about choosing the Prime Minister, I have chosen Tamil Nadu and that will happen via Delhi because I think whoever becomes the Prime Minister, my prime concern is Tamil Nadu and it will always be so," he said.

Haasan said he does not compare Congress and BJP as they "both have their equal share of mistakes that they have done".

When asked about reports of various political parties promising the release of those involved in the assassination of former Prime Minister Rajiv Gandhi, Haasan said, "There is a place for law and there is a place for compassion. I think the law has done its part and now it's time for us to show compassion if we have any at all."

Tamil Nadu will go to polls on April 18, and counting of votes will be done on May 23.&nbsp;

"Based on the experience already gained by the AIADMK government in this regard, a direct transfer of Rs 1,500 per month to the targeted population of the poor and deprived (people below poverty line, destitute women, widows without income, differently-abled, landless agricultural labourers, rural and urban manual labourers, destitute senior citizens etc) should not be difficult to implement," the party said.

Jayalalithaa is addressed as 'Amma' (mother) by her supporters and the ruling AIADMK has been implementing welfare measures under the brand Amma initiative, including the popular Amma subsidised canteens.

Panneerselvam, flanked by party co-coordinator and Chief Minister K Palaniswami, along with senior leaders and ministers, read out the salient features of the manifesto.

The manifesto said AIADMK would urge the Centre to waive education loans of students and also urge the government to come up with a firm policy to waive the loans obtained by small and medium farmers in the country.

It would urge the Centre to move education from the Concurrent List to the State List.

It said it would also urge the Centre to accept the Justice Sachar Committee recommendation to treat the converted SCs/STs, BCs and MBCs (to both Islam and Christianity) as "regular SC/ST/BC/MBC and provide them with all concessions now provided" for them.

The party said it would urge the Union government to implement Tamil as one of the official languages of the country and also impress upon it to declare Cauvery delta region a protected agriculture zone.

Panneerselvam said his party would urge the Centre to accord full statehood to the Union Territory of Puducherry to fulfil the aspirations of people.

Stressing that there is a need to skill the youth, the party said it would pursue with the Centre to institutionalise an arrangement similar to the Technical Education and Skills Development Authority of the Philippines.

On the pricing of petroleum products, AIADMK said it would urge the Centre to take away the price-fixing power from the consortium of oil companies and take it upon itself and evolve a people friendly policy so that prices of commodities come under control.

"Frequent increase in prices of petroleum products by oil marketing companies have been augmenting the cost of all essential commodities, consumer goods and transport cost to all commuters, increasing the cost of living of consumers," it said.

On FDI, the party said it would urge the Union government to give up the policy of allowing foreign direct investment in retail to protect small and tiny retailers, reflecting Jayalalithaa's firm stand on this subject.

Its other promises included urging the Centre to establish a national commission for the welfare of fishermen.

AIADMK is leading the National Democratic Alliance (NDA) in Tamil Nadu and Puducherry.

The NDA constituents in Tamil Nadu are BJP, DMDK, PMK, TMC, Puthiya Neethi Katchi and Puthiya Tamizhagam while former Puducherry chief minister N Rangasamy-led All India NR Congress is the party's ally in the neighbouring union territory.

The DMK were the first to release its manifesto from its party office Anna Arivalayam, where Party President MK Stalin read out the salient features of their manifesto. Some of its salient features were&nbsp;providing Indian citizenship for Sri Lankan Tamils who have been living in refugee camps, abolition of the NEET entrance exam, Central Government Offices in Tamil Nadu would use Tamil as a co-official language, fuel prices would be regulated using an administered pricing mechanism, among others.

Prime Minister Narendra Modi Wednesday said he was not bothered about threats and abuses against him and asserted that every drop of his blood was for India and he would do what it takes to make India strong.

Citing a Karnataka Congress leader's remark on "killing" him, he said, "Now one Congress leader talks of killing Modi, but I want to tell them I am not bothered about their threats and abuses. I am here to do my work, I am here to do whatever I can do to make India strong and prosperous."

Addressing his first public rally here after the BJP inked a poll pact with the AIADMK, in which PMK is also a constituent, he lashed out at the Opposition, saying they are guided by selfish interests.

"The careless conduct of the opposition on national security is very well known...They are guided by politics and selfish interests. They neither want a strong India nor strong armed forces."

The Prime Minister said the opposition's hatred against him was reaching new levels daily and they have a competition over who abused him the most.

Spotlighting his backward class origins -championing which the Dravidian parties had always steered their narrative in Tamil Nadu- the Prime Minister said, "someone will abuse me, then someone will mock my poverty, then someone will abuse my family and some my lower caste origins."

He said every drop of blood in his veins, "every breath of mine, every second of my time" was for India and its 130 crore people.

Reiterating his "maha milawat," jibe (adulteration alliance) against the opposition, he wanted them to clearly state their plan to take the nation forward.

He said Congress insulted regional leaders and alleged that late Chief Minister, veteran freedom fighter and Congress stalwart K Kamaraj was insulted time and again as he spoke for the people and challenged the dictatorship of "one" family.

Modi alleged that 50 governments were dismissed by former Prime Minister Indira Gandhi using Article 356.

"If the dynasty did not like a leader, the state government was dismissed. Fifty governments were dismissed by Indira Gandhi."

If there was one party that has abused Article 356 again and again, it was the Congress, he said.

Even the DMK had become a victim, he said and hit out at the Dravidian party, led by M K Stalin, for joining forces with Congress, saying "opportunism has prevailed over values,".

The Prime Minister said the NDA government was deeply concerned about security and the Centre's vision was to make India a hub for defence production.

One of the two defence corridors is located in Tamil Nadu and it would give opportunities to local industries and youngsters, he said.

About 1,900 fishermen belonging to Tamil Nadu have been released from Sri Lanka and even those who faced death sentences have been released through negotiations.

On the personal intervention of the Saudi Crown Prince, Modi said over 850 Indian prisoners will be released.

"If anyone of you is in pain we will work to heal it," he said.

On the development of the tourism and textile sector, the PM said NDA is committed to the development of these sectors.

"Weavers of Kanchipuram are the pride of this land. The Central government is committed to the development of the textile sector. We have released a subsidy of Rs 7.000 crore to the weavers in the country," he said.

Kancheepuram and Tamil Nadu have a huge potential of tourism, he said and added that NDA had done a lot of work in the tourism sector as well.

He said foreign tourist arrivals had increased by a record 42 per cent and foreign exchange earnings by 50 per cent. When tourism posted growth, the overall economy grew and even "a tea seller also earns."

Quoting poet Kalidoss, who hailed Kancheepuram as "Nagareshu Kanchi," the best city, he said an MP -referring to himself- from Kasi (Varanasi) had come to Kanchi.

"Our bond is strong and unbreakable, the culture and people of Tamil Nadu are remarkable," he said and hailed Tamil as a beautiful classical language.

Latching on the memory and legacy of late AIADMK stalwart Jayalalithaa, he said the Centre was making continuous efforts for the development of Tamil Nadu and to make it a developed State, in consonance with the dream of "Amma Jayalalithaa ji."

Acceding to the ruling party's demand, Modi said, "We have decided to rename Chennai Central station after the great MGR."

Not worried about threats, every drop of blood for India: PM Modi

Prime Minister Narendra Modi Friday said the 2019 Lok Sabha election was about offering strength against vulnerability, asserting the BJP-led NDA would provide stability.

Hitting out at the opposition and dynastic politics, Modi said "My only family is 130 crore Indians. I will live for them. I will die for them," he said.

After launching some projects in the Rail and Road sectors here, Modi also took a dig at Congress leader P Chidambaram, saying the 'recounting minister' has to now apply for bail just like the party's 'first family', apparently referring to the Aircel-Maxis deal.

"The 2019 Lok Sabha elections have two distinct sides. Our side offers strength and stability.

The other offers weakness and vulnerability. Our leaders' work culture is known across India. But the other side is in confusion. They have no name to offer as a national leader and have no vision for India's growth," he said.

Modi has been describing the proposed opposition coalition or 'mahagathbandhan' as 'mahamilavat,' (adulterated).

Recalling the 2009 polls, Modi took a dig at the DMK-Congress coalition, saying ministers were handpicked not by the prime minister but by those who had nothing to do with public service.

"There was telephone bargaining for minister's posts," he said.

He said the NDA government took "historic" steps against corruption under which fake companies have been shut.

"The corrupt has to answer. The famous recounting minister, who took pride in treating badly, insulting the middle class, has to apply for bail just like his party's first family", he said.

Modi has on more than one occasion described Chidambaram as UPA's 'recounting minister'.

Chidambaram, now a Rajya Sabha MP, won the 2009 Lok Sabha election from Sivaganga constituency in Tamil Nadu by a slender margin of 3,354 votes after a seesaw battle.

Confusion had prevailed then as election officials delayed the declaration of the result due to a dispute in the counting of votes in respect of the final round.

Chidambaram, then Home Minister, was declared elected later after the votes were tallied again vis-a-vis the final round.

Modi had made the same "recounting minister" remark during his 2014 Lok Sabha poll campaign and repeated the charge earlier this month at a public rally in Tirpur in the state.

The prime minister said while the NDA government came down heavily on corruption, it was also rewarding the honest tax payers.

"During the budget, exactly a month ago, it was announced that those earning upto Rs five lakh (per annum) will not pay income tax. Those who ruled India for such long years, did not think about middle class," he said.

Hitting out at the Congress, Modi said it was promoting an economic culture which benefited only the friends and family members of 'a big dynasty.' 
"If there was someone who spoke out about the economic culture of Congress, it was son of Tamil Nadu C Rajagopalachari.

We are fulfilling the dreams of Rajaji by creating an economy that is reform oriented and people friendly," Modi said.

He also accused the opposition of not having any commitment to social justice and alleged atrocities against Dalits happened during the Congress rule.

"Congress got Dr Bhimrao Ambedkar defeated not once but twice. The Congress did not give Bharat Ratna to Ambedkar for 40 years and it did not put Ambedkar's photograph in central hall of Parliament," Modi said.&nbsp;

"If there was someone who spoke out about the economic culture of Congress, it was son of Tamil Nadu C Rajagopalachari. We are fulfilling the dreams of Rajaji by creating an economy that is reform oriented and people friendly," Modi said. He also accused the opposition of not having any commitment to social justice and alleged atrocities against Dalits happened during the Congress rule. "Congress got Dr Bhimrao Ambedkar defeated not once but twice. The Congress did not give Bharat Ratna to Ambedkar for 40 years and it did not put Ambedkar's photograph in central hall of Parliament," Modi said.

Over the last few days, it managed to salvage its partnership with the Shiv Sena in Maharashtra; stitched a deal with the AIADMK and one other smaller outfit in Tamil Nadu; and seemingly placated the Suheldev Bharatiya Samaj Party (SBSP) in Uttar Pradesh, which had threatened to quit the NDA. Senior BJP leaders have also reached out to another disgruntled NDA constituent, Apna Dal (Sonelal), in Uttar Pradesh.&nbsp;

Besides, the party has set its sight on a few post-poll partnerships since it felt, for good reasons, that a pre-election understanding would be counter-productive. A later understanding with the YSR Congress Party in Andhra Pradesh is one such possibility. 
 
A pre-poll tie-up between the BJP and the YSR Congress Party does not make sense because the latter’s leader Jagan Mohan Reddy is seeking to exploit the issue of his state not been given a special status in the upcoming elections, and here he wants to put the BJP-led NDA regime in the dock. At the same time, he is more opposed to Chandrababu Naidu and the TDP, who are his main rivals in Andhra Pradesh. Now that Naidu has quit the NDA, the coast is clear for Jagan Mohan Reddy to strike a bargain with the BJP post-results. &nbsp;

In Telangana, the TRS is dependent on Muslim votes, which is why he has consistently humoured Asaduddin Owaisi, who has pockets of influence in the old Hyderabad city. Given that Owaisi is a bitter critic of the BJP and the TRS needs him more in the pre-poll stage than it needs the BJP, any understanding between the TRS and the BJP will have to wait until after the results are announced.

As for the BJD, the ruling party in Odisha is facing a severe challenge from the BJP this time around, and many poll pundits are seeing a surge in the number of BJP seats from the state following the Lok Sabha polls.&nbsp;

Since both the BJP and the BJD have now locked horns, any pact can happen only after the election dust has settled down. It must be remembered that in the five years gone by, both the BJD and the YSR Congress party, especially the BJD, had backed many of the Modi government’s initiatives. More importantly, it has maintained a distance from the various ‘third front’ confabulations across the country.&nbsp;

That said, the deal between the Shiv Sena and the BJP is the most important development of all. Maharashtra is an important state, contributing 48 seats to the Lok Sabha. Most poll analysts had pointed out that, if the two parties contested separately — and against each other as a consequence — both would be major losers, and the gainer would be the Congress-Nationalist Congress Party (NCP) alliance. It was perhaps this realisation than a sudden spurt of love for each other that compelled the warring allies to bury the hatchet.

This also explains the give and take both the parties agreed to, with the Sena settling for a couple of seats lesser than the BJP for the Lok Sabha and the BJP accepting a 50:50 sharing basis for the state Assembly polls that are to follow in a few months of the general elections. The Sena-BJP pact has seriously undermined the prospects of the Congress-NCP coalition. It would be wrong to say that all creases have been ironed out, but a tentative partnership is still better than no partnership. &nbsp;

In Uttar Pradesh, both the Apna Dal (Sonelal) and the SBSP are small players but they have a committed vote base. The latter had won no Lok Sabha seat in 2014 but did better in the Uttar Pradesh Assembly polls after it allied with the BJP, winning four constituencies. Its leader OP Rajbhar has had problems with the Yogi Adityanath government in the state, but things appear to have settled down somewhat after his marathon meeting with BJP president Amit Shah.&nbsp;

Yet, the final word is yet to be said, since the seat-sharing matter remains to be tackled. Apna Dal (Sonelal) too has grievances similar to that of the SBSP — that big brother BJP has not given it the respect it deserves. Its leader Anupriya Patel is a Minister in Modi’s government but there is a feeling that the party has been neglected but the BJP, more especially after the latter rode to an unprecedented victory in the last State polls. Given the tough challenge it faces in Uttar Pradesh from the Samajwadi Party-Bahujan Samaj Party combine, the BJP would not want its allies in the state to walk away. &nbsp;&nbsp;

Will the outreach and the alliances, new and old, work for the BJP? In Maharashtra and Uttar Pradesh, they should have an impact. One is not sure about Tamil Nadu, though, where the AIADMK has become unpopular, and weak after a split in the party. Its unpopularity could drag down the BJP (which, not having a big mass base there, has to depend on the regional ally), as well as the other regional partner, the PMK.

Nevertheless, with every seat counting in what is billed as a furiously contested 2019 Lok Sabha election, the BJP can at least take heart from the alliances it has managed to secure.

Prime Minister Narendra Modi and Bharatiya Janata Party (BJP) chief Amit Shah hailed the late leader for her services to the people.

Chief Minister K Palaniswami and Deputy Chief Minister O Panneerselvam led the celebrations by cutting a 71-kg cake at the AIADMK headquarters here.

Later, they flagged off a propaganda van aimed at reaching out to the people with the "achievements of the AIADMK and the state government".

A compact disc of the party's propaganda songs, titled "Ammavin Arasu" (Jayalalithaa's government), was also released.

A photograph of Jayalalithaa with Prime Minister Narendra Modi (taken when she presented a memorandum to him years ago) was displayed, for the first time in the AIADMK headquarters premises, which already has a host of her photos, besides that of party founder M G Ramachandran.

When contacted, a party office executive said the photograph was among several other pictures put up for the Amma's anniversary celebrations.

It was put up in an effort to highlight the personality of Amma, who had friendly ties with leaders across the political spectrum, he said.

"The premises were decorated with photos of Amma with great leaders, including Anna (Dravidian icon), Thanthai Periyar (reformist leader), former Prime Minister Indira Gandhi and Mother Teresa," he told PTI, adding that Modi's photograph was one among them.

The photographs were displayed by the literary wing, coinciding with the 'Annadhanam,' (community feast) event at the headquarters premises for the anniversary, he added.

Panneerselvam and Palaniswami, the AIADMK coordinator and co-coordinator, garlanded a statue of Jayalalithaa at the party office, distributed sweets and released a souvenir marking the occasion.

Palaniswami also launched a state-wide drive to plant 71 lakh saplings.

Modi, whose party has entered into a pact with the AIADMK for the upcoming Lok Sabha polls, in a tweet said: "Tributes to Jayalalithaa Ji on her birth anniversary. Her contribution towards the development of Tamil Nadu will be remembered for generations.

"A fine administrator and compassionate leader, her welfare measures benefited countless poor people."

Shah tweeted, "...Her passion and commitment to serve the poor and marginalised shaped millions of lives in Tamil Nadu. She will continue to be fondly remembered as Amma for generations."

Union minister Piyush Goyal, in a message, described Jayalalithaa as "the most respected and beloved Amma".

"Dr J. Jayalalithaa ji was someone I respect and someone whose radiant smiling face comes before my eyes as I talk to you," he tweeted after participating in a function here.

Senior AIADMK leader and Fisheries Minister D Jayakumar presented gold rings to the babies born on Sunday at a government hospital here.

A medical camp was held at the AIADMK headquarters, where diagnostic equipment were also brought in to detect heart ailments.

The party office wore a festive look and the premises were decked up with flowers and festoons.

The election propaganda committee, led by AIADMK propaganda secretary and Lok Sabha Deputy Speaker M Thambidurai, deliberated the modalities of taking forward the reach-out initiatives of the party.

After Bharatiya Janata Party confirmed its alliance with the Shiv Sena in Maharashtra, AIADMK in Tamil Nadu and the BJP on Tuesday sealed an alliance for the coming Lok Sabha elections.

The BJP is allocated five of the 40 seats in the state.

The announcement was made by AIADMK coordinator and deputy chief minister O Panneerselvam and Union Minister and senior BJP leader Piyush Goyal, party election in-charge for Tamil Nadu, who described it as a "mega alliance".

"Under the AIADMK-led alliance for the 2019 Lok Sabha polls, BJP gets five Lok Sabha seats," said&nbsp;Panneerselvam.

He said as per the pact, the BJP would support AIADMK candidates in the coming Assembly by-elections in 21 constituencies.

This came after the second and final round of discussions held here by the two parties that also involved Chief Minister K Palaniswami.

Earlier in the day, the AIADMK clinched a deal with the PMK, offering the Vanniyar-based party seven out of 40 seats, including one in the neighbouring union territory of Puducherry.

In the 235-member Assembly, the AIADMK has 115 members followed by the DMK with 88, Congress eight, one of the IUML, one independent, the speaker and 20 vacant seats (18 disqualified and two dead). Besides, there is a nominated member.

"Any person who has cheated or looted the country shall be brought to justice," Modi said in an apparent reference to economic offenders -- Vijay Mallya, Nirav Modi and Mehul Choksi who are wanted in connection with defaulting on huge bank loans.

Asserting that the provision of 10 per cent quota to economically weaker sections (EWS) in the general category will in no way impact the existing reservation benefits for Dalits, Tribals and others, Modi urged the youth to "reject forces of negativity."

The EWS quota had been earmarked with the 'spirit' of providing opportunities to all in education and employment.

"This decision has been taken in such a way that it doesn't affect Dalit, tribals," and others, he said.

"It is unfortunate that an atmosphere of suspicion and mistrust is being created by some people in Tamil Nadu to serve their interest," he said.

Opposition DMK and some other parties in the state have opposed the 10 per cent quota, saying social backward alone should be the criterion for reservation.

The DMK has moved the Madras High Court challenging the Constitution amendment providing for 10 per cent EWS quota.

A cabinet meeting in 2016 during the hospitalisation of late J Jayalalithaa did not discuss shifting her abroad for treatment, Tamil Nadu Health Minister C Vijayabaskar deposed on Monday before a panel looking into her death.

Briefing reporters about the deposition of Vijayabaskar before the Justice A Arumughaswamy Commission of Inquiry here, counsel for V K Sasikala, N Raja Senthoor Pandian said that the Minister made this submission related to foreign treatment during cross-examination.

Asked whether any minister at the October 19, 2016 cabinet meeting had spoken about shifting Jayalalithaa abroad for treatment, the Health Minister replied that such a topic did not come up for discussion, the counsel said.

One of the questions that came up in the proceedings before the Commission was whether treatment for Jayalalithaa at a hospital abroad was considered or not.

"Vijayabaskar replied that such a topic (on shifting her abroad for treatment) did not come up at the Cabinet meeting and there were no circumstances to warrant such a discussion," Pandian said.

Vijayabaskar, who was both examined and cross-examined Monday, said he had seen Jayalalithaa at close quarters when she was wheeled away for the tracheostomy procedure on October 7, 2016, at Apollo Hospital, according to Pandian.

On an Apollo doctor's statement to the Commission that Deputy Chief Minister O Panneerselvam had seen Jayalalithaa on October 7, 2016, at the hospital, the Minister replied that the doctor's deposition would be correct, he said.

In the past, Ministers like Dindigul C Sreenivasan had said that they had no access to see the late leader during her 75-day hospitalisation.

The Minister's answers were also consistent with that of Health Secretary J Radhakrishnan's depositions on all aspects, including foreign treatment, Sasikala's counsel said.

A counsel for the Commission had alleged in December 2018 that Radhakrishnan colluded and conspired with Apollo Hospital and "inappropriate treatment" was provided to the late leader.

The panel counsel had also alleged that the senior health official was against taking Jayalalithaa abroad for treatment.

Both the hospital and the secretary had strongly refuted the allegations.

Vijayabaskar, in his brief remarks, told reporters that he extended his full cooperation to the Commission and answered all questions posed to him.

In September 2017, the Tamil Nadu government had constituted the Arumughaswamy Commission of Inquiry under the Commissions of Inquiry Act, 1952.

The panel's terms of reference was to inquire into the circumstances leading to the hospitalisation of Jayalalithaa on September 22, 2016, and treatment provided by the hospital till her death on December 5, 2016.&nbsp;

A grand "jallikattu" (bull-taming) event held in Pudukkottai Sunday entered the world record for the maximum number of bulls released into the sporting arena which was over 1,300 and almost double than the previous record.

The bull taming sporting event, coordinated by Tamil Nadu Health Minister C Vijayabaskar at Viralimalai near Pudukkottai saw the participation of 1,354 bulls and 424 tamers.

Two of the participants were killed in the event while 31 men including some spectators were injured, according to the district police.

"The number of 1,354 bulls that participated was almost double (than the previous record) of 647 two years ago and it is an amazing record for Tamil Nadu," a Worldkings World Records Union representative said.

Although about 2,000 bulls were originally scheduled to be released into the sprawling sporting arena, it could not be completed owing to paucity of time, the organisers said.

"It was the highest number of bulls in a single day," Vijayabaskar said and added that he was happy to have coordinated the sport of valour of the Tamil people.

Tamil Nadu Chief Minister K Palaniswami hailed 'Jallikattu' as a symbol of the valour and courage of the Tamil people.

Successful bull tamers and owners of bulls that could not be tamed were showered with gifts.

Sri Lanka is seeking "serious dialogues" with India for repatriation of Lankan refugees living in Tamil Nadu, its envoy Friday said while asserting that his country wants them to be resettled back home with provision of housing and livelihood.

A large number of Lankan refugees continue to live in Tamil Nadu over 30 years after the outbreak of civil war had caused them to flee the country.

Interacting with reporters at the Foreign Correspondents' Club of South Asia (FCC) here, High Commissioner of Sri Lanka to India, Austin Fernando, said he has planned to "meet the refugees" in Tamil Nadu and other people to hold consultations.&nbsp;However, he did not specify any timeframe.

"What we know is that about 100,000 of them (refugees) are there in south India. And, nearly 20 to 30 per cent do not want to return to Lanka and stay back," said Fernando, who took charge as the envoy last November.

He said this issue will take time to resolve and has to be done in planned manner, but for the refugee problem to be successfully settled "we need to assure them that they will be looked after once they return".

"Sri Lanka needs to give them feeling that they will have food, shelter, education for their children and means for livelihood when they go back. We have to work on that. We have to ensure that they are safe when they are back," he said, adding, "there are a few logistical issues".

"There are these basic issues like whether they will go by ferry or ships, that have to be worked out," Fernando said.

"India has been hosting Lankan refugees for the past 20-25 years... And, we are working on the (repatriation) issue, but we need serious dialogues on the matter," he said, "we seek help from all quarters".&nbsp;

The High Commissioner, without naming any party, alleged that there are at times political reasons behind the delay in the repartition. "In India, there is also some sort of an organised attempt or an attempt by some people to have noise around this issue," he said.

More than 3,000 Sri Lankan refugees, who were staying in India, had left for their home country since 2015, the Tamil Nadu government had said last July.

The refugees had been repatriated with the assistance of the United Nations High Commissioner for Refugees, it said.

Critics say the bulls are fed alcohol and chilli powder is thrown in their faces to agitate them before the clash. Organisers insist the animals are not mistreated.

Nearly 500 bulls and a similar number of "tamers" were involved on the opening day of the festival in Madurai, S&nbsp;Natarajan, a government official from the city, told AFP.

"Forty-nine people were injured yesterday. Nine were taken to hospital for minor injuries," he said.

Wednesday's festivities will see almost double the number of bulls and competitors in the ring, Natarajan added.
