Afghanistan: 11 Taliban terrorists killed in airstrikes

The Taliban Monday denied agreeing to any ceasefire in Afghanistan after rumours swirled of a potential deal that would see a reduction in fighting after more than 18 years of war.

The statement from the insurgents comes as local and international forces brace for another bloody winter amid renewed US-Taliban talks after President Donald Trump called off the negotiations earlier this year over insurgent attacks.

"In the past few days, some media have been releasing untrue reports about a ceasefire... The fact is that the Islamic Emirate of Afghanistan has no ceasefire plans," the Taliban said, after multiple media reports, including a story in the Wall Street Journal, suggested the group was on the verge of announcing some type of temporary truce.

The US and the Afghan government in Kabul have long called for a ceasefire with the Taliban, including during the year of negotiations between Washington and the militants that were abruptly called off by Trump in September.

However, the insurgents have repeatedly stated that any potential truce will only be ironed out after American troops withdraw from the country.
The US-Taliban talks, held mainly in Doha, were aimed at allowing Washington to begin withdrawing troops in return for various security guarantees.

They were on the brink of a deal when Trump abandoned the effort in September, citing Taliban violence. Negotiations have since restarted in Doha, but were earlier this month put on a "pause".

Trump is looking to slash the troop presence in Afghanistan, potentially even before a deal between Washington and the Taliban is cemented.
Deadly bouts of fighting continue however, with tens of thousands of Afghan security forces killed since they inherited combat operations from NATO at the end of 2014.

Grim milestone

Earlier Monday, in northern Afghanistan’s Jowzjan province, the Taliban killed at least 13 Afghan security forces during a raid on a pro-government militia position, according to a provincial spokesman.

Every day Afghan civilians also continue to bear the brunt of the bloody conflict. The country passed a grim milestone this year, with more than 100,000 killed or wounded over the past decade, the United Nations said last week.

A UN tally found last year was the deadliest on record, with at least 3,804 civilian deaths caused by the war -- including 927 children.

Afghanistan is also struggling with an ongoing political dispute after officials announced preliminary results in the latest presidential elections that put President Ashraf Ghani on track to secure a second term.

Election authorities have yet to declare the results as final after receiving more than 16,000 complaints about the polls, with the ultimate tally expected in the coming weeks.

The Taliban have long viewed Ghani as an American stooge and have refused to negotiate with his government, leading many to fear that fighting against Afghan forces will continue even if the US secures an eventual deal with the militants to withdraw.

Taliban militants ambushed a government checkpoint in Balkh province in Afghanistan's north, killing at least 15 members of the security forces, local officials said on Tuesday, the latest in an escalating series of insurgent attacks.

Despite a winter lull in fighting due to heavy snowfall in the mountains where the Islamist Taliban typically rest and regroup ahead of their annual spring offensive, assaults on vulnerable security checkpoints continue across the country.

Mohammad Yousuf, the district governor of Dawlatabad where the incident took place said, said dozens of Taliban insurgents targeted a checkpoint manned jointly by Afghan soldiers and intelligence agents, killing 15.

An Afghan Defence Ministry statement said seven soldiers had been killed. The ministry tends not to provide exact figures on its casualties sustained in fighting with the Taliban.

A Canadian man once held hostage with his American wife in Afghanistan was on Thursday found not guilty of assaulting her following their release from captivity.

Joshua Boyle, 36, was accused of 19 charges including assault, sexual assault, forcible confinement, criminal harassment and making death threats against his wife, Caitlan Coleman, and another person in the months after the couple returned to Canada after their five-year hostage ordeal.

The court has banned identification of the second alleged victim.

Ontario Court Judge Peter Doody said the evidence was largely circumstantial while neither Boyle nor Coleman were credible or reliable.

"I do not believe her, just as I do not believe Mr. Boyle," he said in court.

Boyle and Coleman, who married in 2011 after meeting in a Star Wars fan chatroom online, were kidnapped by the Taliban during what they described as a backpacking trip through Afghanistan in 2012.

They were later transferred to the custody of the Taliban-allied Haqqani network.

The couple were freed in October 2017, along with their three young children -- all of whom were born in captivity. A fourth was born afterward.

The court heard Boyle's 911 call from the day Coleman walked out of the couple's Ottawa apartment at the end of December 2017. He claimed she was mentally unstable, struggling with post-traumatic stress disorder and might harm herself.

But the call triggered a police investigation that led to him being charged.

'Cruel and demeaning'

Coleman testified that during five years of captivity, Boyle had become physically abusive, biting, choking, punching, slapping and spanking her, as well as casually threatening to kill her in front of their children.

The abuse, she said, continued after their release.

Boyle denied striking his wife or sexually assaulting her, saying they had "playful and erotic" consensual sex.

Crown co-counsel Meaghan Cunningham in closing arguments had said Boyle believes that "as a husband, he has a right to dominate and subjugate his wife."

"Quiet and obedient, that's what he expected her to be," Cunningham said.

She pointed to a handwritten list of rules -- which Boyle testified were resolutions that had not been acted upon -- requiring Coleman to lose weight, sleep in the nude, plan interesting sex and ensure that he ejaculated at least twice daily.

Coleman also testified that she was spanked with a broomstick for failing to meet the latter demand, but Boyle insisted he reluctantly did so only at her request, for unrelated reasons.

In his decision, the judge said he believed that Boyle demonstrated "animus toward Ms. Coleman and acted in cruel and demeaning ways toward her."

But his behavior did not establish guilt on any of the criminal charges.

Meanwhile, he said, Coleman's testimony about suffering blackouts and having "difficulty seeing reality right" at times, in relation to her mental health, raised doubts about her credibility as a witness.

"In my view, Ms. Coleman's memory issues raise concerns about her ability to accurately recall the events at issue, the accuracy of what she says she recalls and whether the events described took place."

After the verdict, Boyle hugged his parents.

Outside the Ottawa courthouse, defense lawyer Lawrence Greenspon said the ruling was "an incredible relief" for Boyle and his family.

"It's a first step (for Boyle) in getting access and hopefully someday custody of his children," he said. "He's never seen his fourth child and hasn't seen his other children in almost two years."

Coleman currently lives with the four children in the United States.

US envoy Zalmay Khalilzad, who is negotiating US-Taliban peace talks, reached Pakistan on Friday where he briefed it about the development with the Taliban in Afghanistan, US embassy officials said.

US envoy Zalmay Khalilzad, who is negotiating US-Taliban peace talks, reached Pakistan on Friday where he briefed it about the development with the Taliban in Afghanistan, US embassy officials said. "In his meetings with Foreign Minister Shah Mahmood Qureshi, Chief of Army Staff General Qamar Javed Bajwa, and other government officials, Ambassador Khalilzad discussed the current status of US-Taliban talks," the statement of the US Embassy in Pakistan said. The US special representative highlighted Pakistan's support for intra-Afghan negotiations and discussed the economic and security benefits to the region if the truce with Taliban is reached, the statement said. Khalilzad's visit to Pakistan came after he announced on Thursday that there is a "brief" pause in talks with the Taliban after an attack in the US military base at Bagram in Afghanistan. Reportedly, a suicide bomber detonated his explosive-packed vehicle near Bagram military base in Parwan province, north of the capital Kabul days after talks resumed between the US and Taliban. The Taliban claimed responsibility for the suicide blast. The talks between the US and the insurgent group resumed after getting suspended in September following a fatal attack in Kabul, in which an American soldier was killed. US President Donald Trump on November 28 made a surprise visit to Afghanistan to celebrate Thanksgiving with US troops and meet President Ashraf Ghani. (with inputs from agencies)

While the Afghan government is optimistic about US-Taliban talks that started over the weekend in Doha, it has said that the group has to integrate into the new Afghanistan.

While speaking exclusively to WION's diplomatic correspondent Sidhant Sibal, Afghanistan's chief of mission Tahir Qadiry said the Afghan government wants peace talks which are dignified and peace-enduring. He also lauded the Indian government's position on the peace talks and called New Delhi an all-weather friend of Afghanistan.

Here is the transcript of the interview.

WION: How do you see the current talks between US-Taliban in Doha?

Qadiry: The Afghan government has a road map for peace talks in Afghanistan. A few months ago, the Afghan government convened a grand assembly with 2,000 people and they gave a roadmap to President Ghani. The Afghan government want peace talks which are dignified and enduring peace. The government has made a composition for an intra-Aghan dialogue in Bejing and they are waiting for the Taliban to respond. All we want is to reflect and project the will of the Afghan people which is to preserve the gains made over the last 18 years.

WION: Are you optimistic that Taliban will join the intra-Afghan talks?

Qadiry: Peace is the only solution. Taliban knows that we have very strong Afghan defence and security forces now which are fighting at different fronts. Our security forces are at the front line of fighting international terrorism as well. We are talking about the new Afghanistan, we have a powerful army, we have professional resilient security forces, a legitimate government and many democratic institutions. Taliban doesn't have any other way rather than integrating and accepting and respecting the Afghan constitution. If they want to join, a dignified life, the way is there, they can do it via a political campaign like in the election which is the legitimate way. We are hoping the Taliban would be speaking because our government, the road map is present, the structure is present so all our people want is to preserve the gains, the elections, the constitution, human rights, women's rights, freedom of expression and things like that. Today's Afghanistan is very different and the Taliban needs to integrate into the new society and accept that Afghanistan has moved forward.

WION: How do you see India's stand. New Delhi has stood by the Afghan government, your thoughts?

Qadiry: India is an all-weather friend of Afghanistan. India is our trusted ally - a good friend who has been standing with Aghan people and Afghan government and this is appreciated. The term "Afghan-owned, Afghan-run" came from our Indian partner; they stood with us for elections while many people were pessimistic. India was one of the few countries that supported us. What do you expect from a good friend? You expect them to stand by you and India stood by us. India, as a big country, can use many platforms to lobby for Afghanistan.

WION: In terms of connectivity, you have been a land bridge country, how are you making sure that your country becomes the hub in Asia?

Qadiry: Afghanistan is no longer a land-locked country but a land bridge. We are very much connected to the world via the Chabahar - thanks to India and Iran. The port has connected Afghanistan. And we have air corridor to India. Lapis Lazuli is a milestone. We are very much moving towards doing partnership rather than just being an aid receiving country. India being the prime location for Afghan products has been a very good example. We have two successful events happening in India, one was the "passage to prosperity" and Indian International Trade Fair in Delhi which was was a great success. Afghanistan has a lot of potential and India is a prime market. We are increasing flights via the air corridor. This is what Afghanistan deserves. Security in Afghanistan is good for the region and the whole region will be prosperous. Location-wise, Afghanistan is a passageway to central Asia,

WION: What about connectivity translating to trade? Especially with India?

Qadiry: We are hoping trade will reach 2 billion dollars which is very good and substantive. We are moving towards a target. So far, everything is going very very well. India is giving a good platform to traders our businessmen. India is a very good platform, it has been a good friend and a good ally and also a good trade partner.

WION: What has been the status of the Chabahar port? Challenges ahead?

Qadiry: When you start a project, a dream project for Afghanistan, it means a lot and of course it has problems before it gets to the point. Regarding sanctions, to some extent, it is impacted. Afghanistan has been exporting things via Chabahar to India and soon the Indian government will send a consignment of wheat via Chabahar. Both Indian and Afghan governments, Afghan traders are working closely. This is a golden opportunity for Afghanistan and it changes us from the landlocked nation to a land bridge country. From our side, we are doing all that we can and we are talking with the Indian side who are extending all the assistance. There are some challenges but they won't stay there forever.

The people of Afghanistan on Thursday held candlelight vigils in Kabul and Nangarhar as a tribute to Japanse physician and aid worker, Tetsu Nakamura who shot dead a day before.

Nakamura was shot dead along with five Afghans including his bodyguards, driver and another passenger in an attack in Afghanistan on Wednesday.

Nakamura, the head of Peace Japan Medical services - known as Peshawar-kai in Japanese - devoted 35 years of his life to healing the wounded in Afghanistan of which he became an honorary citizen last year in October.

The doctor had opened a clinic in a remote village in Afghanistan in 1991, before which he treated leprosy in Pakistanis and sick Afghan refugees. The native Fukuoka had been heading the Nangarhar aid group since 2008.

Nakamura's death sparked intense backlash and outpouring grief from the people of the conflict-ridden region. The doctor's death came a week after a grenade attack on a United Nations vehicle in Kabul increasing fears of the humanitarian workers in Afghanistan.

There was no claim for the responsibility of the attack for which the Taliban has denied responsibility claiming to have "good relations" with organisations that "contribute to the reconstruction of Afghanistan."

The police have launched a search operation to arrest the gunmen who fled the scene said officials who claimed to believe that the doctor was targeted for his work.

"Dr Nakamura has been doing great work in the reconstruction of Afghanistan, especially in irrigation and agriculture," the official said.

Japan Prime Minister Shinzo Abe on Wednesday said he was “shocked” at the aid worker’s death who risked his life to do “various work” for which the people of Afghanistan were thankful.

"I am shocked that he had to die in this way," Abe told reporters in a news conference in Tokyo.

"He risked his life in a dangerous environment to do various work, and the people of Afghanistan were very grateful to him," he added.

Notorious for leaks and chastened by previous security lapses, the White House went to unusual lengths to keep President Donald Trump's Thanksgiving trip to Afghanistan under wraps, devising a cover story for his movements that included posting scripted tweets while he was in the air, administration officials said.

On Thursday, Trump dropped in unannounced on troops at Afghanistan's Bagram military airbase in his first trip to the country and only his second to a war zone during his presidency. He served soldiers a turkey dinner and posed for selfies, before telling reporters that the United States and Taliban hoped to resume peace talks.

Perhaps the most surprising aspect of the 33-hour roundtrip, which White House spokeswoman Stephanie Grisham said had been weeks in the making, was the administration's success in keeping it secret until shortly before the president left Afghanistan to return home.

Frequently wrong-footed by leaks and Trump's freewheeling use of Twitter, the White House informed only a tight circle of officials about the trip.

On Tuesday, Trump travelled to his Mar-a-Lago resort in Florida as scheduled, accompanied by the regular caravan of reporters which follows the president on all trips.

When those journalists waited for him to emerge for a Thursday afternoon conference call with the troops, per his official schedule, they learnt that overnight he had flown the 13,400 km (8,331 miles) to Afghanistan to visit them in person.

"It is a dangerous area and he wants to support the troops," Grisham told a small group of correspondents aboard Air Force One on Wednesday evening, explaining why the White House had concealed Trump's true movements.

Only hours before, that second group of reporters had secretly gathered at a parking lot near the Joint Base Andrews outside Washington, a regular departure spot for Trump, from which they were driven in minivans into the complex.

They had been told ahead of time that Trump would be travelling incognito to an undisclosed location.

Once inside the base, all smartphones and any devices that could send a signal were confiscated and not returned until at least two hours after Trump's arrival at Bagram, the largest US base in Afghanistan.

Throughout the 13-hour flight, nobody on board Air Force One had access to their phones, including White House staff, Grisham said. The cabin lights were mostly switched off and window blinds stayed shut.

Last Christmas, en route to a troop visit in Iraq, Air Force One was identified above England by a plane spotter who tweeted a photo of its distinctive turquoise livery, sparking a social media storm. Many speculated then that Trump was on his way to a war zone, pointing to his unusually quiet Twitter account, which had sent dozens of tweets the day before.

This time, Grisham said the White House made arrangements to ensure continuity in the president's Twitter account, which posted happy Thanksgiving tweets as he was in the air, including one thanking the military.

"We just had a nice Thanksgiving dinner," Trump said amid chants of "U-S-A" during his speech at the Bagram base.

"I thought I was going to be doing it someplace else."

Notorious for leaks and chastened by previous security lapses, the White House went to unusual lengths to keep President Donald Trump's Thanksgiving trip to Afghanistan under wraps, devising a cover story for his movements that included posting scripted tweets while he was in the air, administration officials said.

Taliban wants to make a deal, says Trump in Afghanistan

The Taliban said on Friday they were ready to restart peace talks with the United States, a day after President Donald Trump visited US troops in Afghanistan and said he believed the radical group would agree to a ceasefire.

Trump's surprise Thanksgiving Day visit was his first to Afghanistan since becoming president and came a week after a prisoner swap between Washington and Kabul that raised hopes for a long-elusive peace deal to end the 18-year war.

"The Taliban wants to make a deal and we are meeting with them," Trump told reporters after arriving in Afghanistan on Thursday.

"We say it has to be a ceasefire and they didn't want to do a ceasefire and now they want to do a ceasefire, I believe. It will probably work out that way," he said.

Trump cancelled peace negotiations in September after the militant group claimed responsibility for an attack in Kabul that killed 12 people, including an American soldier.

Zabihullah Mujahid, a spokesman for the hardline Islamist insurgent group, said on Friday they were "ready to restart the talks".

"Our stance is still the same. If peace talks start, it will be resumed from the stage where it had stopped," Mujahid told Reuters.

Taliban leaders have told Reuters that the group has been holding meetings with senior US officials in Doha since last weekend, adding they could soon resume formal peace talks.

"We are hoping that Trump's visit to Afghanistan will prove that he is serious to start talks again. We don't think he has not much of a choice," said a senior Taliban commander on conditions of anonymity.

Trump did not answer reporters' questions when he returned on Friday morning to Florida, where he is spending the US Thanksgiving holiday weekend away from Washington.

There are currently about 13,000 US forces as well as thousands of other NATO troops in Afghanistan, 18 years after a US-led coalition invaded the country following September 11, 2001, al Qaeda attacks on the United States.

About 2,400 US service members have been killed in the course of the Afghan conflict.

A draft accord agreed in September would have thousands of American troops withdrawn in exchange for guarantees that Afghanistan would not be used as a base for militant attacks on the United States or its allies.

Still, many US officials doubt the Taliban could be relied upon to prevent al Qaeda from again plotting attacks against the United States from Afghan soil.

After Trump's surprise visit to Afghanistan, Taliban say they are ready to resume peace talks

The Taliban said Friday it was "way too early" to speak of resuming direct talks with Washington, a day after President Donald Trump suggested negotiations to end America's longest war were back on track during a surprise visit to Afghanistan.

"It is way too early to talk about the resumption of talks for now. We will give our official reaction later," the Islamist group's official spokesman, Zabihullah Mujahid, told AFP in a WhatsApp message.

Trump on Thursday had said the Taliban "wants to make a deal".

"We're meeting with them and we're saying it has to be a ceasefire," he told reporters during his unannounced trip to Bagram Airfield, outside the capital Kabul, to celebrate the Thanksgiving holiday with the troops.

His statement suggested progress after his shock decision in September to end negotiations with the insurgents just as Washington appeared on the verge of signing a deal with the Taliban that would have seen the US begin pulling troops out of Afghanistan in return for security guarantees.

The deal was expected to pave a way towards direct talks between the Taliban and the government in Kabul.

But Trump described the year-long effort as "dead" and withdrew an invitation to the insurgents to meet in the United States due to the killing of an American soldier.

Both Washington and the Taliban had left the door open for talks to resume, however, with most observers agreeing that a political settlement is the only way to reach a lasting peace in Afghanistan after 18 years of war.

The Taliban has released ten captured Afghan soldiers, International Committee of the Red Cross (ICRC) said on Friday.

The ICRC said that ten Afghan soldiers were handed over to Red Cross by Taliban in Nahr-e Saraj district, Helmand, who transferred them to the Afghan authorities in Lashkar Gah on Thursday, Tolo News reported.

This comes days after the terrorist group released two foreign professors as part of a prisoner swap deal between the group and the Afghan government, under which the latter released three terrorists, including Anas Haqqani, from Bagram prison.

US Special Representative for Afghanistan, Zalmay Khalilzad has welcomed the recent steps by Taliban and hoped that they lead to a reduction in violence and rapid progress towards a political settlement involving the Afghan government.

The report says that 71 countries suffered at least one terrorism-related death in 2018, the second-highest number since the beginning of the century.

South Asia has had the highest impact from terrorism since 2002.

The number of deaths by far-right terrorism has increased by 52 per cent in 2018 and the trends continuing this year.

According to the report, the attacks by the Taliban were deadlier than those committed by any other group in 2018. Due to which, Taliban overtook ISII or Islamic state of Iraq and the levant to become the deadliest terrorist group in the world.

It is worth noting, the Taliban is responsible for most terror-related deaths in Afghanistan and hence, it has overtaken Iraq to become the worst affected in 2018.

Terrorism related deaths decrease by 15% in 2018, Taliban becomes deadliest terror group: Report

The Afghan Taliban released two Western hostages on Tuesday, Afghan government officials said, completing a delayed prisoner swap for three of the militant group's commanders and raising hopes for of a revival of efforts for peace.

American Kevin King and Australian Timothy Weeks were kidnapped in August 2016 from outside the American University of Afghanistan in Kabul where both worked as professors.

The US-backed government's decision to carry out the swap is seen as key to securing direct talks with the Islamist militants, who have, until now, refused to engage with what they call an illegitimate "puppet" regime in Kabul.

"The two professors are safely freed and are being taken care of now," said a senior Afghan official on condition of anonymity because he was not authorized to speak to the media.

He did not provide further details.

Earlier on Tuesday, three Taliban sources familiar with the deal, including one in Qatar, home to the political leadership of the Afghan Taliban, said the three Taliban commanders who are part of the swap were freed from jail in Afghanistan.

"Soon after their release, they were flown to Doha and handed over to the political office in Qatar," said a Taliban leader in Afghanistan, who declined to be identified because he is not authorised to speak publicly about the deal.

Spokesmen for the Afghan government and the United States embassy in Kabul were not immediately available for comment.

On November 12, President Ashraf Ghani said Afghanistan would free Anas Haqqani, a senior figure in the eponymous Haqqani network, a militant faction of the Taliban responsible for some of the worst violence in recent years, and two other Taliban commanders.

But the swap was abruptly postponed, with the Taliban then shifting their hostages to a new location.

The Haqqani network has in recent years carried out large-scale attacks on Afghan civilians. It is believed to be based in Pakistan and is part of the Taliban in Afghanistan.

King and Weeks were last seen in a 2017 hostage video looking dishevelled and pleading with their governments to secure their release.

The prisoner exchange could help nudge forward efforts to end the Afghan war.

The United States and the Taliban were for most of the past year discussing a plan for the withdrawal of US troops in exchange for Taliban security guarantees.

But US President Donald Trump halted the talks last month, despite his hopes to end America's longest war, following the death of a US soldier and 11 other people in a Taliban bomb attack in Kabul.

Before the talks were broken off, the United States and the Taliban both said they were close to reaching a deal.
