Afghan officials met Taliban members in Qatar on Friday to discuss a prisoner swap plan ahead of the US and Taliban deal that will set the timeline for the withdrawal of American troops who have been fighting in Afghanistan for 18 years.

The meeting in Doha was part of a crucial confidence-building mechanism between the warring sides, two senior government officials in Kabul said.

The Taliban wants the release of over 5,000 detainees before launching direct negotiations with the Afghan side for a permanent ceasefire, a stumbling block in efforts to end the war.

A senior Taliban leader in Doha said both sides were working on "different angles to overcome the difference on prisoner swap".

The Afghan delegation has no authority to agree on a prisoner swap. It will consult and report back to the president, another official said

Shepherding the Afghan government and Taliban towards intra-Afghan negotiations has been one of the biggest headaches for US negotiators, according to western diplomats.

A senior official in Afghan President Ashraf Ghani's office said Ghani was reluctant to send a delegation to discuss the prisoner swap with the Taliban before the US-Taliban deal is formalised as Afghanistan is not a signatory to that bilateral agreement.

"But he now realises that a meeting is crucial at this juncture. This golden opportunity cannot be lost," said the official, requesting anonymity.

The seven-day "Reduction in Violence" (RIV) pact that took effect on Feb. 22 and is set to culminate in the signing of an agreement between top US and Taliban negotiators on Saturday in Doha, the Taliban's political headquarters.

The RIV period has passed off largely successfully, and the United States and Taliban look set to sign the agreement to establish a timetable for the withdrawal of American troops in exchange for guarantees from the Taliban not to allow militant groups such as al-Qaeda to operate in Afghanistan.

Sediq Seddiqi, a spokesman for the President Ashraf Ghani said RIV has been an important step towards an enduring ceasefire as the number of attacks have been low by the Taliban.

"Our monitoring groups will provide us with their assessment of the week. We hope that RIV continues after signing of US, Taliban agreement, leading to a ceasefire."

The Taliban now hold sway over half the country, and are at their most powerful since the US invasion in 2001.

The US-Taliban agreement, if inked on Saturday, would begin a phased withdrawal of American and coalition forces and would also require the Taliban to initiate a formal dialogue with the Afghan government and other political and civil society groups on a permanent nationwide ceasefire and power-sharing in post-war Afghanistan.

Taliban commanders said once the deal is signed the group will release 1,000 Afghan prisoners. In exchange, the Taliban expects the Afghan government to release their 5,000 fighters.

An Afghan government delegation is going to Doha to make "initial contacts" with the Taliban, a senior official said Thursday, days before the signing of a historic deal in Qatar to withdraw US troops.

The accord would see thousands of US troops withdrawn from Afghanistan after more than 18 years, in return for various security commitments from the Taliban and a pledge to hold talks with the Kabul government.

Representatives of the Kabul government will be conspicuously absent from Saturday's signing ceremony, which as many as 30 nations are expected to attend.

But in the first sign of a potential opening towards intra-Afghan negotiations, National Security Council spokesman Javid Faisal said the government would send a six-person delegation to Doha to meet the insurgents following a request from "the Taliban and our international partners".

"It's a group called (an) initial contact group", he told AFP, adding that the delegation was "not a negotiating team and won't be negotiating anything with the Taliban".

"This team isn't participating (in) the signing ceremony on Saturday," he added.

In the run-up to the event, the Taliban, US and Afghan forces agreed to a partial week-long truce that entered its sixth day on Thursday.

While the truce does not amount to a full ceasefire, the number of Taliban attacks has fallen dramatically.

The situation remains fragile however, with the interior ministry reporting a policeman's death due to a roadside bomb in northern Balkh province on Thursday.

Another person was killed and ten others were wounded in an explosion in Kabul the same day. The Taliban, which has vowed not to attack urban areas as part of the truce, immediately denied responsibility.

This deal is significant - it would see the pentagon pull out troops after 18 years of war. In return, the Taliban has promised to give up arms. The agreement, however, doesn't amount to a full ceasefire.

The United States insists that some troops must remain to tackle the Islamic State and Jihadist groups.

And there's also a fear that the Taliban could go back to its days of repression. To make matters worse, the Afghan government is not part of the peace process, and would also not be attending the ceremony for the peace agreement.

The countdown has begun - the Afghan peace plan is a historic breakthrough. But the haste with which the deal has been struck could spell trouble.

And one quarter which could be the source of trouble is the elected government of Afghanistan being kept out of the peace process.

Afghan President Ashraf Ghani has postponed his inauguration on US request. This after Washington raised concerns that the controversy over his re-election might hamper the signing of a peace deal with the Taliban, later this week.

In a statement, the US State Department asked Afghan authorities to address concerns over rigging.

This after Ghani's rival Abdullah Abdullah contested the poll results and declared himself the winner. According to some reports in the Afghan media, Abdullah is even planning a rival inauguration.

The confusion over the September 2019 election result has further weakened the position of the Afghan government, which is officially not part of the US-Taliban talks.

This as the Taliban rejected Kabul based government as a puppet regime.

However, both Washington and the Taliban have said that they will hold separate talks with the Afghan government.

"We're currently in a seven-day reduction in violence period that started on February 22. In 19 years of war, this is the first week-long break in violence by all sides if we're successful in achieving it. If and only if it's successful, we will sign US-Taliban agreement coordinated with the government of national unity on or about February 29, that includes a timeline for both a conditions-based and phased troop withdrawal and for the commencement of inter-afghan negotiations," US Secretary of State Mike Pompeo said.

Meanwhile, the week-long observance of reduction in violence is underway in Afghanistan. The negotiations resumed after the Taliban agreed to reduce violence while the US said that it will not carry out operations against the terror group.

As per the peace deal which will be signed in the Qatari capital of Doha on January 29, Taliban will give up arms in exchange of US Troop withdrawal from Afghanistan.

Taliban will also help Washington in the fight against Al-Qaeda and ISIS in the conflict-hit country. The US Has also agreed to certain security arrangements proposed by the Taliban as it seeks to end its longest war.

Meanwhile, Qatar has invited Pakistan to the US-Taliban deal signing in Doha. The country's foreign minister Shah Mehmood Qureshi expected to attend the final talks.

US-Taliban peace talks: Controversy weakens Afghan govt's stand; Qatar invites Pakistan to attend deal signing

The Taliban in Afghanistan are "tired" of fighting and want to make a peace deal with America, President Donald Trump said on Sunday as he left for his maiden visit to India, days ahead of a possible agreement between the US and the militant group in the war-torn country.

Just before his departure for India, Trump told reporters at the White House that the time had come for the US troops to "come home".

"We've been over there 19 years. We think they want to make a deal. We want to make a deal. I think it's going to work out," Trump said in response to a question on the peace deal with the Taliban.

"Time to come home. We want to make a deal and we think the Taliban want to make a deal too. They're tired of fighting," he said.

The President said he would sign a peace deal with the Taliban if it worked out over the next week.

"I want to see how this period of a week works out. If it works out over the next less-than-a-week, I would put my name on it," he said.

Trump's remarks came a day after the US and the Afghan Taliban started a seven-day partial truce ahead of a possible peace deal to end more than 18-year-long war, raising hopes for a resolution to America's longest war.

The agreement struck during talks between the US and the Taliban, if maintained, may secure a peace deal that would lead to a withdrawal of American troops from Afghanistan.

In November, Trump announced the resumption of peace talks with the Taliban but refused to give a timeline for the drawdown of the US troops from Afghanistan, as he made an unannounced visit to American soldiers stationed in the war-torn country.

After nine rounds of negotiations with the Taliban, Trump announced in September that he was calling the peace talks off after a US service member was killed in a suicide attack in Afghanistan's capital, Kabul.

The US currently has less than 14,000 troops in Afghanistan, but military officials would not confirm the exact number.

Trump is accompanied by First Lady Melania, daughter Ivanka, son-in-law Jared Kushner and the top brass of his administration on his maiden visit to India.

During his visit, the two countries will significantly ramp up bilateral defence and strategic ties.

The nearly 36-hour-long visit by Trump is also set to send across a clear message of growing congruence of interests on major geopolitical developments in the region and beyond, particularly when China has been expanding its military might and economic clout.

'Tired' Taliban want peace deal with US: President Trump

Washington is looking for Indian support as it sets to sign the peace accord with the Taliban on February 29.

A senior US administration official said, "But we certainly would look to India to support this peace process - an important country in the region, important to the overall stability of the region."

The official explained, "we would just encourage India, as we are all regional countries, to do whatever it can to support this peace process so that it can be successful and we can potentially end 19 years of military, diplomatic, economic engagement."

Adding, "You know, that we can end the military engagement. We will be continuing our diplomatic and economic engagement, which has been there over the last 19 years."

Adding, "More problematic is the shape and composition of the intra Afghan talks since the politics in Kabul has got further complicated."

Adding, "You know, that we can end the military engagement. We will be continuing our diplomatic and economic engagement, which has been there over the last 19 years." Washington looks for Indian support ahead of Taliban-US deal

The deputy leader of the Taliban and one of the world's most wanted militants has written an opinion piece for the New York Times in which he says the Afghan insurgents are "fully committed" to a deal with Washington.

The article, headlined "What the Taliban Want", represents the highest-level statement from the group on months of negotiations with the United States, and comes as they are believed to be days away from signing an agreement that would see America begin to withdraw troops from its longest war.

It is also believed to the first time that Sirajuddin Haqqani -- who doubles as head of the Haqqani network, a US-designated terror group that is one of the most dangerous factions fighting Afghan and US-led NATO forces in Afghanistan -- has given such a lengthy statement in English.

Previously he has communicated mainly through rare audio messages, usually in Pashto. The most recent one on a Taliban website was dated June 2017.

In the article, Haqqani repeats many Taliban talking points from the negotiations, including how women would have rights "granted by Islam" -- the problem being, as many observers have pointed out, the group's repressive interpretation of the faith.

The leader of a group known for masterminding some of the most deadly attacks during the war and the frequent use of suicide bombers also says he is "convinced the killing and the maiming must stop".

The Taliban have been conducting direct talks with the US since 2018 on a deal which would see Washington begin pulling troops out in return for security guarantees from the militants and a promise to begin peace talks with the government in Kabul.

The agreement could come as soon as February 29, though no date has yet been made public.

"We are about to sign an agreement with the United States and we are fully committed to carrying out its every single provision, in letter and spirit," Haqqani writes.

But he also admitted that the group is "aware of the concerns and questions" over any potential Taliban return to power.

Many Afghans have voiced anger at being sidelined from the talks, and resistance to returning to life under the militants' repressive regime -- though many others simply want security and for the violence to end.

"My response to such concerns is that it will depend on a consensus among Afghans," Haqqani writes, adding that the Taliban was ready to agree on "a new, inclusive political system in which the voice of every Afghan is reflected and where no Afghan feels excluded".

He also states that concerns about Afghanistan being used by foreign militant groups to "threaten regional and world security" are "inflated".

The US invaded Afghanistan after the 9/11 attacks on the World Trade Centre and the Pentagon by Al Qaeda, who were guests of the Taliban at the time.

One of the promises believed to be included in the deal is for the Taliban to ban any foreign militant groups on Afghan soil.

The Haqqanis are long suspected of having links with Pakistan's Inter-Services Intelligence (ISI), while Siraj's father Jalaluddin was alleged to have had nurtured close ties to al Qaeda supremo Osama bin Laden.

The Taliban have previously refused to speak directly to the Kabul government, which they denounce as a US puppet.

Afghan forces will keep up normal military operations against other groups such as Islamic State, during the RIV period, Afghan spokesman Faisal said.

US, Taliban expected to sign peace deal on February 29: Mike Pompeo

Washington plans to sign a peace deal with the Taliban on Feb. 29 following the successful implementation of a countrywide reduction in violence, Secretary of State Mike Pompeo announced on Friday.

US special envoy Zalmay Khalilzad and Afghan President Ashraf Ghani on Wednesday discussed a US deal with Taliban militants on a weeklong reduction in violence, meeting the day after Ghani was declared a winner of a disputed presidential poll.

Ghani's main rival, Abdullah Abdullah, who came in second, rejected the result and vowed to form his own government, threatening new political turmoil as the United States strives to seal a US troop withdrawal deal with Taliban militants.

The Afghan presidential palace in a statement quoted President Ghani as telling Khalilzad he had held "effective" meetings with local leaders on how the Afghan government would handle the peace process.

The US-Taliban deal was struck in protracted negotiations in the Qatari capital Doha and was announced on Friday after a meeting between US Secretary of State Mike Pompeo, Ghani and US Defense Secretary Mark Esper in Munich.

Khalilzad, who has led talks with the Taliban on a US troop withdrawal agreement, briefed Ghani on the steps that will be taken after the reduction in violence agreement comes into force, the presidential palace statement said.

Afghanistan's acting interior minister had said on Tuesday that the accord would come into force in the next five days, even as clashes between the Taliban and Afghan security forces continued.

The statement following the Khalilzad-Ghani meeting did not mention the Afghan president's re-election, which is being disputed by a number of Ghani's political opponents. The United States has not yet formally congratulated Ghani on his re-election for five more years as president.

The United Nations on Wednesday said it would “encourage the electoral management bodies to address the candidates’ understandable desire to have clarity on decisions taken related to audits and recounts.”

The European Union said it said it considered the election process to have reached a conclusion.

A high-profile local Taliban figure who announced and justified the 2012 attack on teenage Nobel laureate Malala Yousafzai has escaped detention, Pakistan's interior minister confirmed a few days after the militant announced his breakout on social media. Former Pakistani Taliban spokesman Ehsanullah Ehsan, who claimed responsibility on behalf of his group for scores of Taliban attacks, proclaimed his escape on Twitter and then in an audio message sent to Pakistani media earlier this month. The Pakistani military, which had kept Ehsan in detention for three years, has declined to comment but, asked by reporters about the report, Interior Minister Ijaz Shah, said: "That is correct, that is correct." Also Read: Taliban leader Ehsanullah Ehsan escapes Pakistan's jail Shah, a retired brigadier general, added that "you will hear good news" in response to questions about whether they had progressed in hunting down Ehsan. Ehsan later told reporters that he had already left Pakistan and arrived in Turkey together with his wife and children. He said he had surrendered to the army under a deal, and escaped only after the agreement was not honoured. He said he escaped on January 11 but did not clarify how he had broken out of a maximum-security military prison and made his way to another country. Watch: Pakistan Taliban leader killed in Afghanistan Pakistani analysts and experts on militant Islam have voiced doubt about Ehsan's claim to have escaped. They have speculated that he may have been converted into an asset by the state and that reports he was on the run could be a ruse to plant him back in the Islamist militant scene for use as an informant. After Ehsan's surrender in 2017, local Geo News TV aired an interview he gave in custody in which he asserted that the intelligence services of Pakistan's arch-rival, India, had been funding and arming Pakistani Taliban fighters. The Pakistan army pledged to put Ehsan on trial but has not done so. Taliban attacks in Pakistan have declined in recent months since the army carried out several operations against sanctuaries used by the Islamist militant groups in lawless districts along the border with Afghanistan.

South Asia Diary: The First Steps Toward an Afghan Peace Deal

Pakistan Prime Minister Imran Khan on Monday said that his country has no more militant safe havens left and his government fully backs the Afghan peace process.

Khan's comments came at a time when the United States and Taliban appear on the verge of signing a deal that would ensure the US begin pulling out troops from Afghanistan.

Taliban, in return, would enter talks with the Afghan government, reduce violence and work towards a complete ceasefire, among others.

However, the Taliban on Sunday carried out an attack in a security checkpoint in the northern province of Kunduz. Taliban claimed that 19 security personnel were killed in the attack. Afghan officials said that five people died in the attack.

Despite the attack, one of the Taliban's senior leaders said that the US and the militant group would sign a deal by the end of February in Doha.

Addressing a conference which marked 40 years of Pakistan giving shelter to Afghan refugees, the Pakistani PM also said that his country cannot "completely guarantee" that no Taliban are hiding among the Afghans living in Pakistan. However, he said, that his administration has done everything to prevent attacks in Afghanistan.

Earlier Sarwar Danish, Afghanistan's second vice president claimed that Pakistan is allowing Taliban to recruit new militants from Afghan refugee camps in Pakistan.

US peace envoy Zalmay Khalilzad, who has played a key role in the dialogue between the Taliban and the US also attended the conference.

The US has "commitments from the Talibs on security issues," Khalilzad said.

Last week, officials said that a seven-day "reduction in violence" by the Taliban, US and Afghanistan forces would kick-off as part of the confidence-building measures.
