More US lawmakers to visit Taiwan despite China's anger

After China staged large-scale war games around the island it views as its sovereign territory, Taiwan proposed $19 billion in defence spending for next year on Thursday.

The double-digit increase in Taiwan's budget comes after heightened Chinese aggression due to US House Speaker Nancy Pelosi's visit to Taipei.

Marking the island's sixth consecutive year of growth in defence spending since 2017, the budget includes an additional T$108.3 billion in spending for fighter jets and other equipment.

In comparison with the island's defence spending growth in recent years, the double-digit rise on 2022 marks a sharp increase as the 13.9 per cent year-on-year increase will make it a record T$586.3 billion ($19.41 billion).

Amid escalating tensions with China, Taiwan proposes double-digit increase in defence budget

Amid the ongoing tensions with China, Taiwan has again proposed to increase its defence spending next year. It will be Taiwan's sixth consecutive year of growth in defence spending since 2017.

Taiwan proposes a significant hike in defence spending amid China tensions

Sending off China's military advances is not new to Taiwan. 64 years ago, during the August 23rd battle, Taiwan successfully defended itself from China. On Tuesday, President Tsai Ing-wen said she believes the island can do so again.

Taiwan President vows to defend Island as China continues to carry out drills

As US lawmakers led by senator Ed Markey wrapped up the second US congressional delegation just weeks after House Speaker Nancy Pelosi's visit to Taiwan, the Chinese daily 'Global Times' accused the US media of 'historical nihilism ' by distorting Taiwan's history.

"Washington elites fantasize about crossing China's red line using "salami slicing" approach, but the existence of "Taiwan secessionist" regime is the salami that will be eventually cut by history." said the Chinese mouthpiece.

In military parlance, 'salami slicing', also known as 'cabbage strategy' refers to the divide and conquer process of threats and alliances used to overcome opposition and the means by which, the aggressor can influence and ultimately dominate a landscape.

In China's context, salami slicing refers to its strategy of acquiring new territories, at the expense of its neighbours. The Doklam standoff, the capture of Aksai-chin, and the annexation of Tibet are only a few out of many, yet glaring examples of China's aggressive foreign policy and expansionist policy.

In 1996, a United States Institute of Peace report on the territorial disputes in the South China Sea wrote, "[…] analysts point to Chinese "salami tactics," in which China is said to test the other claimants through aggressive actions, then back off when it meets significant resistance."

The term was coined by Stalinist dictator Mátyás Rákosi during the 1940s. He used the term to justify the actions of the Hungarian Communist Party to grab complete power in Hungary.

Tibet was an independent state after the fall of the Qing dynasty. In 1950, the People's Liberation Army entered Tibet and occupied the entire kingdom militarily. China seized Paracel Islands in 1974 from Vietnam and built Sansha City on the island to legitimise its illegal claim.

The acquisition of the Paracel Islands was followed by the capture of the Johnson Reef from Vietnam in 1988, the Mischief Reef in 1995, and the Scarborough Shoal in 2012; both from the Philippines in the South China Sea.

Recent skirmishes include the dispute over Senkaku islands, which China calls 'Diaoyu' and has been regularly sailing its coast guard into Japanese territorial waters.

The presence of more than 200 Chinese fishing vessels in the Whitsun reef caused the Philippines and Vietnam to file diplomatic protests against China, with the Philippines alleging that this 'is a prelude to a Chinese takeover of the maritime feature'.

The buck doesn't only stop here. Other than territorial claims, economic coercions like debt-trap diplomacy is also a feature of the modus operandi. Pakistan, Tajikistan, Malaysia, and several other African countries are overwhelmed with unsustainable loans and have been forced to cede strategic leverage to china.

The docking of Yuan Wang 5, a vessel capable of extensive surveillance at the Hambantota port of Sri Lanka proves China's financial and strategic muscle. The Yuan Wang 5, a ballistic missile and satellite tracking ship is a security concern for India as several ports in Tamil Nadu, Kerala will be on the ship's radar once it docks at Hambantota.

Sri Lanka tried, without success to ward off the ship but instead had to defer the dates of docking. Facing what is arguably its worst economic crisis, Sri Lanka can only be bailed out by IMF loans and a debt restructuring program, but Beijing so far has refused to reduce its loans.

The divide and conquer tactic is effective over a longer period of time as it presents the target with only two choices: either silently suffering China's salami slicing, or risking an expensive and dangerous war with China. The absence of strong responses from China's adversaries had also facilitated its takeover of territories, especially in the South China sea.

However, China's recent expeditions have triggered strong responses from its adversaries, notably in the case of Taiwan. Countries are increasingly seeking to form partnerships to counter China’s growing power.

For example, The Quad, the Australia-Japan-India-US alliance, seems to have been revitalised. The rise in Defence expenditure is also a growing response. Taiwan, Japan and Australia have increased defence budgets with Japan investing in the development of stealth fighters and long-range missiles. The US has also increased its presence in the Indo pacific.

China has said it will be blacklisting seven 'secessionist' Taiwan officials over their alleged support for the self-ruled island’s independence. As its adversaries adopt a resoluteness to counter the security policies, it is to be seen whether China's salami slicing will be effective anymore because of its bolder and at times clumsy moves which have resulted in thick slices unable to cut through.

'No threat can shake resolve to defend island,' says Taiwan's Tsai

Taiwan President Tsai Ing-wen had a strong message for China as she said that her country resisted the Chinese military 60 years ago and are ready to defend their homeland once again. During her meeting with the visiting group of American academics from Stanford University, Tsai spoke about the history Taiwan shares with China and referred to the Chinese attacks in August 1958.

"Sixty-four years ago, during the Aug 23 battle, our soldiers and civilians operated in solidarity and safeguarded Taiwan, so that we have the democratic Taiwan today," she said.

"That battle to protect our homeland showed the world that no threat of any kind could shake the Taiwanese people's resolve to defend their nation, not in the past, not now, and not in the future.

"We too will show the world that the people of Taiwan have both the resolve and confidence to safeguard peace, security, freedom and prosperity for ourselves," she added, according to Reuters.

The Chinese military attacked Taiwan-controlled islands of Kinmen and Matsu in 1958 but in that occasion, Taiwan was able to fight back with the help of the US, which provided them with weapons.

Apple to manufacture iPhone 14 in India; plans to bring it on par with China

Taiwan President Tsai Ing-wen met with a delegation of Japanese lawmakers on Tuesday amid China's continuous threats in the Asia-Pacific region.

Japanese lawmakers visit Taiwan amid China's assertive actions

Authorities have reported that hundreds of Taiwanese are among the untold numbers of captives who are being detained against their will and made to labour in telecom fraud networks by human trafficking organisations in south-east Asia, The Guardian newspaper reported.

Major operations have been started by police forces in Taiwan, China, Hong Kong, Macau, and Vietnam to rescue their citizens and dismantle the trafficking rings.

The traffickers, many of whom are associated with well-known triads, mostly target young Asians via social media, promising them well-paid jobs and lodging in nations like Cambodia, Thailand, Myanmar, and Laos, the report said. When they arrive, their passports are stolen, and they are frequently sold to different organisations and made to work in establishments that engage in unlawful phone or web frauds, it added.

Vietnam and Taiwan appear to have the highest cohorts of casualties. Authorities in Taiwan claim that over 5,000 of their nationals have gone to Cambodia and never returned. Although victims claim there are likely many more, police stated that they had identified at least 370 of them as being held against their will.

At least 46 persons have recently travelled back to Taiwan. Some of them claim they or others were forced to sign contracts while others claim they were abused, raped, refused food and water, and regularly threatened. In Cambodia, ineffective law enforcement and corruption have complicated or prevented rescues. The culprits reportedly include Taiwanese, Chinese, Thai, and Cambodian people, according to various accounts.

In recent weeks, news of the trafficking network has received extensive coverage in Asia. A video that went viral last week claimed to show dozens of Vietnamese citizens running out from a casino near the Cambodian border. Guards brandishing sticks pursued the group of individuals as they fled from a building and dove into a river to cross the border into Vietnam by swimming. Young Taiwanese woman Yu Tang, who asked the Guardian not to use her last name, claimed that a Taiwanese woman located her in a group for job seekers and contacted her via Facebook in April. A job in call or assistance centres for the online gaming and casino businesses was offered to her.

“I didn’t believe them but then we met in public,” she said. The man appeared “normal”, Yu Tang said. She agreed to take the job and was met at the airport by different individuals, as well as several others also seeking work.

They were met once more by individuals who "claimed they were travel brokers but looked like thugs" at the Phnom Penh airport. The operatives grabbed the groups' passports and claimed they needed them to arrange for sim cards, but they never gave them back.

Yu Tang claimed that once the victims were transferred to Sihanoukville and told they would be engaged in a phone scam operation, all talks with the traffickers were deleted from their phones. In addition, they were informed that if they wanted to be released, they would need to find additional recruits and pay US$17,000 in order to do so. Yu Tang claimed that when a man complained, he was knocked out and shocked with a stun pistol. She claimed that man was still missing in Taiwan.

Yu Tang claimed that she was able to get a sim and that she immediately started looking into the trafficking organisation. She discovered information for a local politician's office and contacted them via Facebook, reported the Guardian.

Police and army personnel came to collect her the following day. She claimed that despite the boss's offer to pay them to "pretend nothing had happened," they turned it down. Since then, she has returned to Taiwan.

Yu Tang claimed that she witnessed at least 50 other Taiwanese being detained at the same office where she was taken, and that the neighbourhood was full with similar structures, leading her to assume that there are more more Taiwanese still trapped in Cambodia than the authorities have reported. She claimed that many people were made to sign documents that would be presented to any authorities who inquired about their status and that as detention times increased, people were more afraid to speak up.

Yu Tang claims that now that she is back in Taiwan, she is constantly contacted by the relatives of victims and potential victims asking for her help in assisting them in escaping, as well as the police looking for her inside information. Yu claimed that so far, she has assisted eight people in going back to Taiwan.

In connection with the trafficking ring, Taiwanese police claim to have detained at least 67 people, including 16 on Monday who had alleged ties to local gangs.

Sar Kheng, the interior minister for Cambodia, announced on Friday that his department would conduct a statewide investigation into the statuses of foreigners working in or residing at hotels, rental homes, and casinos.

Authorities have reported that hundreds of Taiwanese are among the untold numbers of captives who are being detained against their will and made to labour in telecom fraud networks by human trafficking organisations in south-east Asia, The Guardian newspaper reported.

During the escape, one 16-year-old is said to have drowned. Indiana governor Eric Holcomb became the latest United States politician to visit Taiwan amid rising tensions with China. House secretary Nancy Pelosi was the first high-ranking official from the US to visit the country in decades and a congressional delegation also met President Tsai Ing-wen during a visit last week. "I appreciate the warm welcome to Taiwan from Douglas Hsu, Taiwan Director of North American Affairs," Holcomb tweeted on Sunday along with a photo of him and Hsu.

According to the statement released by Holcomb’s office, the Republican governor will be conducting an "economic development trip" in Taiwan and South Korea following the signing of the CHIPS Act (which allowed massive investments in the semiconductor chip manufacturing industry).

The statement further stated that Holcomb will meet with the Taiwanese President on Monday, and they will be discussing "economic, trade, technological and cultural collaborations".

Pelosi’s visit to Taiwan caused a massive uproar in China who accused the United States of stoking tensions in the region. In retaliation to the visit, China conducted a number of military drills near the Taiwan Strait border and a number of aircrafts even breached the country’s airspace.

However, the United States have maintained that they are sticking to the "One China" policy but also made it clear that Taiwan has their support, and the two countries continue to maintain unofficial ties. According to CNN, Holcomb became the first ruling US governor to visit the country since 2019.

"The delegation will focus on strengthening Indiana's economic and academic partnerships and reinforcing the state's commitment to innovation, as well as committing to working together to build the economy of the future on an international scale," his office told CNN.
