The leader had ended his meeting in Narkhed village and was going to Katol through Tinkheda Bishnoor Road when he faced the attack near Belphata on Katol Jalalkheda Road in Katol Assembly Constituency.&nbsp;

In the images, Deshmukh appeared hurt and blood was dripping from his head. He was seated in the front passenger seat of the car when the attack took place.&nbsp;

Congress leader Balasaheb Thorat condemned the "fatal attack" on the NCP leader.

"It is clear that there is no rule of law in the state from the fact that a former home minister was assaulted in Nagpur district. The police administration should immediately arrest the attackers," he wrote on X.

India: Former minister Anil Deshmukh gets injured in stone pelting on his car

Authorities on Tuesday (Jan 9) imposed Section 144 of the Criminal Procedure Code (CrPC) in parts of Shajapur city in the central Indian state of Madhya Pradesh in the aftermath of alleged stone pelting on participants of a religious procession, news agency PTI reported.&nbsp;

Local media reported that some fringe elements allegedly pelted stones at a rally of young people, who were distributing Akshat (rice) for the Ram Temple.&nbsp;

The rally was passing through the Magaria neighbourhood in the city and the people in procession were giving Akshat. However, they got into an argument with some unidentified people when they arrived at the Moti Masjid area of Magaria.&nbsp;

Reports said that there was a stampede at the rally after the verbal argument escalated into stone pelting. Members of Hindu organisations also arrived at the scene soon as reports of the incident spread.&nbsp;

A police official said that one person was injured in the incident which took place in the Magaria area on Monday evening.&nbsp;

The official added that adequate security has been deployed in the area and an FIR has been&nbsp;registered in this connection. One person was reportedly injured and was rushed to a nearby hospital.&nbsp;

As per reports, Shajapur Collector Riju Bafna said that Section 144 of the CrPC has been imposed with immediate effect in three areas - Magaria, Kachhiwada and Lalpura.&nbsp;

He added the situation is currently peaceful and a case has been registered against the miscreants and further legal action is being taken.&nbsp;

General Bipin Rawat might have raised quite a few eyebrows among his critics by calling for de-radicalisation camps for the youth and children of Kashmir. In his first-ever address after taking over as the Chief of Defence Staff (CDS), Rawat at the Raisina dialogues in New Delhi argued that there has been a significant increase in radicalisation among young people in Kashmir. General Rawat has raised a pertinent issue which needs to be tackled. The idea mooted by him has received backing by yet another influential voice J&amp;K Police Chief Dilbagh Singh. Singh said it would be a 'good sign' if such camps came up in J&amp;K and claimed that Pakistan had been spreading radicalisation here. He added that Kashmiri youth did not seem to be 'talking much sense' during their conversations with officials and often used radical language.&nbsp;

The Kashmir valley has been bearing the brunt of radicalisation for quite some time now. It is nothing short of a ticking time bomb and if not addressed in time, it has the potential to destroy the future generation of Kashmir. While I am not saying that every child is radicalised in Kashmir, radicalisation does exist there and we can’t turn a blind eye towards it. The recent remarks by Defence Minister Rajnath Singh assume significance, wherein he said that children in J&amp;K are 'nationalists' but they are sometimes motivated in the wrong direction. His view that handlers of such children must be punished holds true.&nbsp;

Radicalisation in J&amp;K has increased in the past decade or so. Radical Islamist outfits are spreading their ideology through vitriolic speeches, a network of Mosques, taking the control of Madrasas while expanding their influence across various colleges and universities. The gradual erosion of shrine worshipping or Sufism is an indicator of the growing radicalisation. Sufism is facing stiff competition from the Wahhabi brand of Islam as preached in Saudi Arabia and other parts of the world.&nbsp;

Extent of Radicalisation in J&amp;K&nbsp;

Even though the extent of radicalisation can’t be quantified, its spread on a large scale is evident in Kashmir. While a section of the society might disagree that children aren’t radicalised, the videos of children as small as 10 years pelting stones and hurling anti-India slogans isn’t a new development.&nbsp;

Kashmiri youth can be increasingly seen taking refuge in religious functions and discussions more than ever before. Sufi shrines are being burnt and there has hardly been any public outcry regarding the same. Some are even taking to social media to post incendiary messages terming the destruction of these shrines as a 'divine act of God.' This indicates the waning influence of the Hanafis. With the abundance of Saudi money, Wahhabi followers are gradually taking over Hanafi masjids in the valley. Kashmir is one among the most orthodox union territories in India. It has no functional cinema hall, thus underscoring locals losing out to the hardliners.&nbsp;

Xenophobia is also on the rise in the state. An incident pertaining to the rape and murder of a teenage girl Tabinda Gani was used by separatist Syed Ali Shah Geelani to initiate a xenophobic campaign against the presence of non-ethnic Kashmiri workers in the state. Terrorists have repeatedly targetted migrant workers, including the bombing of a bus of migrant workers by the Lashkar-e-Taiba. Geelani has time and again raised the issue of a large presence of migrant workers from Bihar in Kashmir.&nbsp;

Sense of Pride Associated with Jihad

Radicalisation owes its resurgence to the concept of ‘death with dignity’ which has long been propounded by jihadist elements. There are scores of families in J&amp;K who take pride in the fact that their sons died for the cause of ‘Azadi’ (freedom). It is astounding to see huge voter turnout in villages of Kashmir where there is hardly any development project or infrastructure. On the contrary, developed regions in the valley continue to be mired either under militancy or curfew. Even the religious shrines continue to be under the protection of security forces. Armed forces fear that anti-social elements may burn these holy places if security is removed even for a few hours. The world is witness to the dastardly attacks at the holy shrine of Charar-e-Sharief in Kashmir’s Budgam and the Hazratbal Dargah in Srinagar. These attacks, once again, reinforce the belief that these trouble peddlers are loyal to none. They only value their ideology and like to foment hate. Many a time, they even end up earning the sympathy of the locals, if caught in a gunfight with the Police or the Armed Forces. If killed or injured, they are projected as victims by their families. This fuels further anger towards the forces. When militants die in gunfights, their congregation is taken out across the streets with fervour. Celebratory gunshots are fired by terrorists in the air to pay obeisance to the departed. This sort of honour accorded to militants has often acted as a major source of inspiration to youths in becoming jihadis and terrorists.

This reminds me of an incident in Kulgam district of South Kashmir. A young militant found himself caught in the middle of a gunfight with the security forces. Sensing an opportunity, he called his father about what he should do next. His father advised him to not surrender and rather sacrifice his life. He thanked the almighty for giving his son the chance to do jihad. He proudly told his son that his effort would not go in vain. Rather, his sacrifice would ensure a place in heaven for the next seven generations of his family. One can only feel pity over such state of affairs and the dangerous magnitude radicalisation has assumed in Kashmir. Only a massive outreach and efforts aimed at de-radicalisation can bring the much-needed respite to the people of Kashmir, who seem to have lost their way and have been brainwashed by extremists, many from across the border, who are on the lookout to fulfil their notorious agenda.&nbsp;

Easy Availability of Radical Material

A sense of disgust and anguish seems to have crept into the minds of the youth in Kashmir. They seem directionless. It is hard to decipher as to what is making even schoolgirls resort to stone-pelting on the security forces. With the youth participating in large numbers, the new war in Kashmir is not only being fought on the streets, but through smartphones as well. Readily available material and literature on the streets and internet, along with clips on YouTube has been contributing to radicalisation. What is even more alarming is the sort of glorification and respect being commanded by the militants. They are no less than demi-gods in their respective locales. This needs to end. If not nipped in the bud, we will have a generation of Kashmiris growing up with militants and separatists as their role model.&nbsp;

The Problem is rooted to&nbsp;New Delhi

The prevailing problem in Kashmir has its roots linked to New Delhi as well. The Centre tends to take notice only when the violence in Kashmir gets out of hand. There were a lot of nationalists in Kashmir in 1947. However, those sitting in Delhi chose to give preference only to a few families and separatists. This created a feeling of alienation among the nationalists who felt unwanted. Some even had to leave Kashmir in the 1990s, or were forced out by the mujahids.&nbsp;

Radicalisation Not Linked to Unemployment

It is always being made out that unemployment is driving the Kashmiri youth to militancy and radicalisation. It is nothing but propaganda. Fact is that it is the misinterpretation of the Holy Quran and the call of jihad which is influencing them to take up arms. Furthermore, Muslim youth in Kashmir is being called to wage a war for “Ghazwa-e-Hind” (Battle of India) by terror outfits and handlers in Pakistan. The ideological differences and anti-India leaning are making people more prone to radicalisation and to indulge in violence.&nbsp;

Students right from their childhood have been taught that Kashmir is not a part of India, and that it has illegally been occupied by India. General Rawat had also stressed for a relook at the school curriculum that leads students into believing that they are not part of this country. The textbooks in Kashmiri schools have two maps - one of India and the other of J&amp;K, thus giving rise to a sense of separate identity.

Rich and Educated Youth Being Brainwashed to Take Up Arms

The participation of two Kashmiri boys in a fidayeen attack seems to have lifted the spirit of families of many militants. When the brother of one of the militants was asked by the Army to persuade his brother to shun militancy and return, he refused and told the officer that his brother had dropped out of engineering college to pursue his goal of jihad. He said that while his aim was to become a doctor, his brother had an entirely different purpose. This is one of the many instances as to how educated and rich Kashmiri youth are opting for militancy and posing further problems for policy-makers.&nbsp;

Radicalisation Has Taken a Religious Overtone&nbsp;

The trouble fomenting in Kashmir has now taken a completely religious form. The religious problem fueled by Jamaat-e-Islami, pro-Pakistan lobby, so-called Indian secularists, and a biased media behave as if they are the stakeholders of a company called Kashmir, and only they have a right on the whole of J&amp;K. The repeated pleas for softening of the Armed Forces Special Powers Act (AFSPA) and anti-sedition law are a few instances. &nbsp;

Mosques and Madrasas Becoming Epicenter of Radicalisation

We all are aware - how Mosques in Kashmir valley have become congregation points for discussion on the threat to Islam and Kashmiriyat. Many of these Mosques are air-conditioned where radicals can be seen holding a discussion on the 'oppression' of Kashmiris. It is these Mosques which during gunfights appeal to locals to indulge in stone-pelting on Security Forces so that militants get a safe cover and are able to escape.&nbsp;

Madrasas have also emerged as the centers from where students are being radicalised. It is from such places that children first learn the concept of believers and non-believers (kaafirs) of Islam. They are the root cause of many ills.&nbsp;

Deradicalisation Camps Are Also Being Run in Pakistan&nbsp;

Not many are aware that even Pakistani General Qamar Bajwa has been a vocal supporter of de-radicalisation. De-radicalisation camps are also being run in Pakistan. General Bajwa is of the view that those studying in madrasas will either become Maulvis (clerics) or terrorists. Mohammad Ali Jinnah had once warned Mahatma Gandhi that bringing Maulvis into politics could have disastrous implications for India’s future, and this is what has happened. Even though Narendra Modi Government advocated the modernisation of Madrasas, it was faced with stiff resistance.&nbsp;

We Have Treated Only Symptoms, Not The Disease

In the past seven decades, we have only dealt with symptoms and not the disease. Article 370/ 35A was a sort of a disease giving rise to alienation and separate identity to Kashmiris which the Narendra Modi Government has removed. The likes of Jamaat-e-Islami, Hurriyat, and separatists – all owe their growth to Article 370. At least someone tried to address this issue, which had long been relegated to the backseat in the garb of vote-bank and appeasement politics. There used to be a time when the presence of para-military forces was dreaded by the locals. Protesters used to maintain a distance with the Police. However, thanks to outreach and confidence-building measures, this distance and fear regarding the forces have reduced.&nbsp;

Way Forward

We have long been busy in treating symptoms, and not the cancer of radicalisation. It is high time that we address the root cause; else radicalisation will continue to be a bleeding scar. Even as 'all-out' security operations have targetted militants, no comprehensive programme for addressing radicalisation has been formulated. Kashmir may be territorially secure now, but we have lost our grip on the valley emotionally and psychologically. We need to foster strong bonds with Kashmiri people and propagate the spirit of Kashmiriyat.&nbsp;

It was keeping this in mind that I organised the ‘Paigaam-e-Mohabbat’ event in November 2017. It was a reconciliation programme aimed at the family members of martyred soldiers, victims of militant attacks and families of slain militants. About 200 families that had lost their loved ones to violence in the Valley came on one platform to heal their hearts, forgive and promote peace and brotherhood.&nbsp;

Spirituality can play a major role in guiding the youth. Teachings of the Quran have often been misinterpreted. Kashmiris can be won by spiritual merit, and not by force. We need to work on changing their thinking pattern. Elders and influential moderate clerics must be reached out to clear the misconceptions of youth regarding jihad. Several local clericshave helped with the de-radicalisation measures in the past. The same had been done previously with respect to clearing the misconceptions among the Muslim community regarding Poliodrops and the effort was successful.&nbsp;

The glorification and worship of militants need to be tackled urgently or else we will have a generation of Kashmiris growing up with militants or separatists as their heroes. Firing of gunshots or vitriolic speeches during such processions also needs to be curbed.&nbsp;

After Burhan Wani’s death in July 2016, more and more childrenhave become radicalised. Children have impressionable minds and are most vulnerable. Hence, children should be taught theright path of Islam and efforts should be made to de-radicalise their minds. General Rawat has done well by raising this issue.&nbsp;

However, at the same time, efforts must be made to clear the air regarding such de-radicalization camps. A section of the mediaand intelligentsia has already started drawing parallels of these camps with NRC camps for refuges in Assam, which is incorrect.&nbsp;

On the other hand, the bravery of local youth such as Rifleman Aurangzeb who was abducted by terrorists in 2018 when he was at his home in Pulwama to celebrate Eid needs to be propagated. His two brothers have also joined the Army in 2019 to avenge his killing and take part in 'operation all out' against the terrorists. A firm message &nbsp; that the country needs more Aurangzebs and not more Burhan Wanis needs to be communicated staunchly.&nbsp;

It is in this context that we would need to distinguish between the elements which are fighting for India from those who are waging jihad against India.&nbsp;

Upgrading the school curriculum assumes significance too, as advocated by General Rawat. De-radicalisation can be best achieved through effective teaching and incorporation of civic studies in the syllabus for children. Students should be empowered with pen and computers, in place of stones and guns.&nbsp;

India already has informal de-radicalisation centers being run by various state police forces in coordination with central agencies. Family members of the youth play a crucial role in the de-radicalisation of their children at such centers.&nbsp;

The long-term solution is through a movement that genuinely seeks to propagate the culture of Sufi Islam that promotes peace and tolerance for all and helps promote the spirit of Kashmiriyat. The approach that gives precedence to non-violence and dialogue can be the best insurance against intolerance and violence.

Even though the problem of radicalisation isn’t directly linked with employment, the creation of jobs and stepping up recruitment drives for positions in the security forces can provide a productive avenue to the youth in channelising their efforts. The abrogation of Article 370 is expected to generate more jobs for the local youth.&nbsp;

An administrative outreach to the citizenry not to give in to the radical demands and the rhetoric of extremists can go a long way in fostering peace in the region.

If a region continues to be under the grip of structural violence for long, a certain proportion of people tend to become dependent, either directly or indirectly, on this ecosystem of violence. Thus, we would need to fight against the jihadi ecosystem in J&amp;K, check the root cause of violence and provide a healing touch to the people of Kashmir.&nbsp;

While I am not saying that every child is radicalised in Kashmir, radicalisation does exist there and we can’t turn a blind eye towards it. The recent remarks by Defence Minister Rajnath Singh assume significance, wherein he said that children in J&K are 'nationalists' but they are sometimes motivated in the wrong direction. His view that handlers of such children must be punished holds true. Radicalisation in J&K has increased in the past decade or so. Radical Islamist outfits are spreading their ideology through vitriolic speeches, a network of Mosques, taking the control of Madrasas while expanding their influence across various colleges and universities. The gradual erosion of shrine worshipping or Sufism is an indicator of the growing radicalisation. Sufism is facing stiff competition from the Wahhabi brand of Islam as preached in Saudi Arabia and other parts of the world. Extent of Radicalisation in J&K Even though the extent of radicalisation can’t be quantified, its spread on a large scale is evident in Kashmir. While a section of the society might disagree that children aren’t radicalised, the videos of children as small as 10 years pelting stones and hurling anti-India slogans isn’t a new development. Kashmiri youth can be increasingly seen taking refuge in religious functions and discussions more than ever before. Sufi shrines are being burnt and there has hardly been any public outcry regarding the same. Some are even taking to social media to post incendiary messages terming the destruction of these shrines as a 'divine act of God.' This indicates the waning influence of the Hanafis. With the abundance of Saudi money, Wahhabi followers are gradually taking over Hanafi masjids in the valley. Kashmir is one among the most orthodox union territories in India. It has no functional cinema hall, thus underscoring locals losing out to the hardliners. Xenophobia is also on the rise in the state. An incident pertaining to the rape and murder of a teenage girl Tabinda Gani was used by separatist Syed Ali Shah Geelani to initiate a xenophobic campaign against the presence of non-ethnic Kashmiri workers in the state. Terrorists have repeatedly targetted migrant workers, including the bombing of a bus of migrant workers by the Lashkar-e-Taiba. Geelani has time and again raised the issue of a large presence of migrant workers from Bihar in Kashmir. Sense of Pride Associated with Jihad Radicalisation owes its resurgence to the concept of ‘death with dignity’ which has long been propounded by jihadist elements. There are scores of families in J&K who take pride in the fact that their sons died for the cause of ‘Azadi’ (freedom). It is astounding to see huge voter turnout in villages of Kashmir where there is hardly any development project or infrastructure. On the contrary, developed regions in the valley continue to be mired either under militancy or curfew. Even the religious shrines continue to be under the protection of security forces. Armed forces fear that anti-social elements may burn these holy places if security is removed even for a few hours. The world is witness to the dastardly attacks at the holy shrine of Charar-e-Sharief in Kashmir’s Budgam and the Hazratbal Dargah in Srinagar. These attacks, once again, reinforce the belief that these trouble peddlers are loyal to none. They only value their ideology and like to foment hate. Many a time, they even end up earning the sympathy of the locals, if caught in a gunfight with the Police or the Armed Forces. If killed or injured, they are projected as victims by their families. This fuels further anger towards the forces. When militants die in gunfights, their congregation is taken out across the streets with fervour. Celebratory gunshots are fired by terrorists in the air to pay obeisance to the departed. This sort of honour accorded to militants has often acted as a major source of inspiration to youths in becoming jihadis and terrorists. This reminds me of an incident in Kulgam district of South Kashmir. A young militant found himself caught in the middle of a gunfight with the security forces. Sensing an opportunity, he called his father about what he should do next. His father advised him to not surrender and rather sacrifice his life. He thanked the almighty for giving his son the chance to do jihad. He proudly told his son that his effort would not go in vain. Rather, his sacrifice would ensure a place in heaven for the next seven generations of his family. One can only feel pity over such state of affairs and the dangerous magnitude radicalisation has assumed in Kashmir. Only a massive outreach and efforts aimed at de-radicalisation can bring the much-needed respite to the people of Kashmir, who seem to have lost their way and have been brainwashed by extremists, many from across the border, who are on the lookout to fulfil their notorious agenda. Easy Availability of Radical Material A sense of disgust and anguish seems to have crept into the minds of the youth in Kashmir. They seem directionless. It is hard to decipher as to what is making even schoolgirls resort to stone-pelting on the security forces. With the youth participating in large numbers, the new war in Kashmir is not only being fought on the streets, but through smartphones as well. Readily available material and literature on the streets and internet, along with clips on YouTube has been contributing to radicalisation. What is even more alarming is the sort of glorification and respect being commanded by the militants. They are no less than demi-gods in their respective locales. This needs to end. If not nipped in the bud, we will have a generation of Kashmiris growing up with militants and separatists as their role model. The Problem is rooted to New Delhi The prevailing problem in Kashmir has its roots linked to New Delhi as well. The Centre tends to take notice only when the violence in Kashmir gets out of hand. There were a lot of nationalists in Kashmir in 1947. However, those sitting in Delhi chose to give preference only to a few families and separatists. This created a feeling of alienation among the nationalists who felt unwanted. Some even had to leave Kashmir in the 1990s, or were forced out by the mujahids. Radicalisation Not Linked to Unemployment It is always being made out that unemployment is driving the Kashmiri youth to militancy and radicalisation. It is nothing but propaganda. Fact is that it is the misinterpretation of the Holy Quran and the call of jihad which is influencing them to take up arms. Furthermore, Muslim youth in Kashmir is being called to wage a war for “Ghazwa-e-Hind” (Battle of India) by terror outfits and handlers in Pakistan. The ideological differences and anti-India leaning are making people more prone to radicalisation and to indulge in violence. Students right from their childhood have been taught that Kashmir is not a part of India, and that it has illegally been occupied by India. General Rawat had also stressed for a relook at the school curriculum that leads students into believing that they are not part of this country. The textbooks in Kashmiri schools have two maps - one of India and the other of J&K, thus giving rise to a sense of separate identity. Rich and Educated Youth Being Brainwashed to Take Up Arms The participation of two Kashmiri boys in a fidayeen attack seems to have lifted the spirit of families of many militants. When the brother of one of the militants was asked by the Army to persuade his brother to shun militancy and return, he refused and told the officer that his brother had dropped out of engineering college to pursue his goal of jihad. He said that while his aim was to become a doctor, his brother had an entirely different purpose. This is one of the many instances as to how educated and rich Kashmiri youth are opting for militancy and posing further problems for policy-makers. Radicalisation Has Taken a Religious Overtone The trouble fomenting in Kashmir has now taken a completely religious form. The religious problem fueled by Jamaat-e-Islami, pro-Pakistan lobby, so-called Indian secularists, and a biased media behave as if they are the stakeholders of a company called Kashmir, and only they have a right on the whole of J&K. The repeated pleas for softening of the Armed Forces Special Powers Act (AFSPA) and anti-sedition law are a few instances. Mosques and Madrasas Becoming Epicenter of Radicalisation We all are aware - how Mosques in Kashmir valley have become congregation points for discussion on the threat to Islam and Kashmiriyat. Many of these Mosques are air-conditioned where radicals can be seen holding a discussion on the 'oppression' of Kashmiris. It is these Mosques which during gunfights appeal to locals to indulge in stone-pelting on Security Forces so that militants get a safe cover and are able to escape. Madrasas have also emerged as the centers from where students are being radicalised. It is from such places that children first learn the concept of believers and non-believers (kaafirs) of Islam. Murders in Patna in 1 day equal to deaths in Kashmir in one week: J&K governor

Nishad Party president Sanjay Nishad has denied any involvement in the stone pelting&nbsp;incident that led to the death of a police constable in Gazipur on Saturday.

"We need proper investigation in the case. It is BJP who is plotting against us. Not our party workers but BJP workers threw stones at people. We're taking our demand of reservation ahead in a democratic manner. If my party workers are found guilty, we will take strict action against them. It is easy to blame the weak as Yogi ji and Modi ji are in power,"&nbsp;Sanjay Nishad said,

A police constable was killed and seven others suffered injuries in a stone-pelting incident by a mob&nbsp;that took place following Prime Minister Narendra <a href="http://www.wionews.com/india-news/pm-attacks-cong-on-loan-waiver-promises-187161">Modi's event in Gazipur</a>.

Two other civilians were injured in the incident.

The protesters who pelted stones at the police personnel leading to his death allegedly belonged to the Nishad Party who had organised a protest in support of their demand of reservation, police said.

The mob pelted stone after the police arrested some of the leaders of the party as a precautionary measure ahead of the event.

Ghazipur violence: Nishad Party denies role in police constable's death

Security forces have eliminated over 230 militants in Jammu and Kashmir this year so far, while there has been a dip in injuries caused due to stone pelting, officials said Saturday.

As many as 51 terrorists were killed in the 80-day period from June 25 to September 14, while 85 terrorists were killed between September 15 and December 5, an official said.

A total of 232 militants have been killed so far this year, while 240 militants, including foreigners, are active in the Kashmir Valley, the official said.

Eight people, including security personnel, were killed and 216 others, including security personnel, received injuries between June 25 and September 14 this year.

In the subsequent 80 days -- from September 15 to December 5 -- just two people were killed and 170 others received injuries during stone pelting incidents, the official said.

There has been a marked improvement in the security scenario in the Kashmir Valley ever since the imposition of Governor's rule on June 19 when the BJP withdrew support to the Mehbooba Mufti-led government, another official said.

The Centre had decided to withdraw cases against those "misled into stone pelting" as it was concerned about the future of Jammu and Kashmir's youth, Union Home Minister Rajnath Singh said today.

Singh, who arrived at the state's summer capital today, is on a two-day visit to review the security situation in Jammu and Kashmir.

"We believe that children anywhere are the same. We understand that some youth were misled into stone pelting...

"Children can make mistakes... That is why we decided to withdraw the cases against those children who were involved in stone pelting," he said.

The Union Home Ministry late last year had ordered to withdraw cases against youths involved in stone pelting.

Singh appealed to the youth not to tread the path of destruction and said the Centre and the state government had initiated several schemes to help them secure their future.

"I want to appeal to the youth that they should take the path of development... They should not go on the path of destruction," he said at a sports function at the Sher-e-Kashmir Indoor Stadium here.

"There is extreme love in the heart of Prime Minister Narendra Modi for Jammu and Kashmir.

"It is our responsibility to provide a secure future to the youth of the state and it can be done with the power of education and miracle of sports," Singh said.

Lauding the state government for carrying out works for improving the sports infrastructure, the Home Minister said funds will not be a problem for promoting sports in Jammu and Kashmir.

"Funds will be provided for promotion of water sports at Mansar and Pahalgam... Funds will be arranged for development of sports infrastructure," he said.

"With the help of the Jammu and Kashmir government, we will change the face and destiny of the state," Singh said

Singh felicitated several sportsperson from the state, including Parvez Rasool, Mehrajuddin, Rajinder Singh, Manzoor Dar and Tajjammul Islam.

"The state of Jammu and Kashmir has great talent and many more such sports persons can come out of the state if the conditions are right," he said.

Several roads leading to the stadium were sealed by security forces, leading to massive traffic jams in the south area here, officials said.

The traffic situation is expected to ease after the Home Minister moves to SKICC on the Dal Lake's banks where he will review the security situation later in the day, they said.&nbsp

A stone pelter died in Jammu and Kashmir's Noorbagh on Saturday after he was hit by a police van while protesting. Also, three Central Reserve Police Force (CRPF) personnel sustained injuries in the protest. The state police have registered an FIR in the incident.

Stone pelters in J&K targeted a school bus at Zavoora area of south Kashmir's Shopian district on Wednesday morning.

SSP Shopian Shalender Kumar Mishra said the school bus belonging to a&nbsp;school was attacked by "miscreants" with stones near Zavoora village.

At least two students suffered injuries during the pelting. The students were taken to a nearby hospital for specialised treatment.

"We have taken cognizance of the incident and have registered a case and further investigation taken up," the police said.

Former J&K chief minister Omar Abdullah condemned the incident, tweeting: "How does pelting stones on school children or tourist buses help advance the agenda of these stone pelters?"

Shopian firing: Centre moves Supreme Court to quash FIR against Major Aditya

The Indian army is the epitome of courage and fearlessness. The institution in itself is a representation of the idea of India.&nbsp;

&nbsp;

The army has been deployed in every corner of India, including the state of Jammu and Kashmir to discharge its duties. In Jammu and Kashmir, the presence of the armed forces is directed mainly to provide assistance to the state government in civil and administrative matters as well as to maintain public order and ensure the security of the nation. The security forces are always in the forefront during any disturbances, be it a natural calamity such as floods, cloudburst and landslides, or a terrorist attack.&nbsp;

&nbsp;

The personnel of the armed forces dedicate their lives towards the service of the nation and to uphold the honour of the flag and sovereignty of the country. However, there have been several incidents in which stones and petrol bombs have been hurled at the security personnel.

&nbsp;

The human rights activists and organisations often take up cases of human rights of the perpetrators of violence who suffer injury or sometimes death during the incitement and criticise the armed forces.

&nbsp;

Whenever the armed forces are required to retaliate either in defence or to restore peace, they are protected by the provisions of the AFSPA. The AFSPA act is applicable in the state of J&amp;K which allows special powers to the armed forces.

&nbsp;

&nbsp;However, it is then that these activists and others term AFSPA as a &ldquo;tool of state abuse, oppression and discrimination&rdquo;. It is essential to understand that these special powers are no privilege but a protection so that they can carry out their duties without fear and obstructions.

&nbsp;

Every member of society, by its very existence, is clothed with human rights. Thus, it is also integral to recognise that the personnel of security forces, including the Army, the BSF, and the CRPF, have human rights as well that need to be protected.

&nbsp;

Many activists and organisation have held the Indian army responsible for infringing upon the human rights of the perpetrators of violence, however, the army is responsible for safeguarding those very rights that are invoked.

&nbsp;

The appalling and gruesome pictures of soldiers being pelted with stones, disarmed and being violently attacked by groups of people and the apathy of the state government, implicating the troops in criminal cases, was disturbing. The situation compelled us to approach the human rights commission and file a representation in the NHRC.

&nbsp;

There have been attempts to add a communal twist to this issue and politicise it. However, the Indian Army is an apolitical and a positively secular institution. The Army&rsquo;s loyalty is to the nation and not to any political party.

&nbsp;

We are happy and reassured to see NHRC rising up to the occasion and promptly issuing a notice to the Government of India and the Ministry of Defence and calling upon them to submit a report.

Opinion: As daughter of a soldier, I find stone pelting gruesome

J&K: Security personnel, 2 terrorists killed in encounter in Bandipora

Amid regular clashes between separatists and security forces in Kashmir,&nbsp;the J&amp;K government has re-introduced a fortnightly train service only for school children for excursion purposes.

Away from stone-pelting and sporadic noise of gunshots, about 450 school students from districts of Kashmir boarded the train at different railway stations and explored the countryside of their state.

&#39;Wadi Ki Sair,&#39; a fortnightly train service, only for students, was introduced on December 12 last year, when chief minister Mehbooba Mufti travelled from Banihal with students of different schools.

The train service, which can be availed only on second and fourth Sunday of the month, was stopped after educational institutions closed down as winter vacation began in the valley.

The Jammu and Kashmir education minister Syed Altaf Bukhari re-inaugurated this service for children after schools re-opened.

Kashmir, which is surrounded by mountains on all sides, is yet to get connected to rest of the country through railway link. The ongoing project to connect the valley with the mainland India is likely to be completed in 2020.

Train trip for school children around J&K restarted

Protesters clashed with security forces in Srinagar again today, according to media reports. The students have been protesting since last month after Indian security forces raided&nbsp;a college in south Kashmir&rsquo;s Pulwama injuring several students.

The protesters today resorted to stone-pelting at security forces just after Friday prayers, reports said.

Indian security forces have once again clashed with students in Ganderbal district in Jammu &amp; Kashmir. The Kashmir valley has seen several incidents of stone-pelting between students and security forces in the past two months.

Authorities have meanwhile ordered internet service providers to block popular social media services including Facebook, Twitter and WhatsApp after an upsurge in violence in the region.

The sites and applications which will be inaccessible in the valley include Facebook, Twitter, Whatsapp, Wechat, QQ, Qzone, Google Plus, Skype, Line, Pinterest, Snapchat, Youtube, Vine and Flickr.

In a statement, the local government said the services were &quot;being misused by anti-national and anti-social elements&quot; and should be blocked for one month or until further notice &quot;in the interest of maintenance of public order&quot;.

The move comes against the backdrop of repeated student protests in Kashmir, which the authorities believe are fanned through social media.&nbsp;Some days back, a police official had said that 350 WhatsApp groups were being used to spread rumours in Kashmir and the government had cracked down, shutting 90 per cent of these groups.

Restrictions remain in place in downtown Srinagar and Harwan area of the city, Indian police said. Curbs remained in force in Harwan&nbsp;after a boy was killed in Indian security forces&#39; action on Friday. 
 
However, unlawful assembly of more than 10 people in an area, continues to remain in force. 
 
Normal life remained paralysed despite the 74-day curfew being lifted today (Tuesday), though there was increased traffic across the Valley. 
 
Postpaid mobile services resumed last night, while outgoing calls on prepaid numbers continued to remain out-of-bounds across the Valley. 
 
Indian authorities said the curfew was relaxed in view of improving security situation in the Valley. &nbsp; 
 
Sporadic incidents of stone pelting have been reported in Sopore and Shopian, but the state has remained largely peaceful, an unnamed police official told Indian media agency PTI.&nbsp; 
 
Despite the relaxation, separatists have refused to downscale their protest against the Indian government. They intend to carry on their protest campaign till September 22.&nbsp;

Curfew lifted from most parts of Kashmir

A woman injured in clashes between security forces and protesters in south Kashmir died in hospital, taking the death toll in the ongoing unrest to 42, even as curfew remained in force in the Kashmir Valley today. 
 
Neelofar was injured in retaliatory firing yesterday after protesters pelted stones at an Army vehicle in Qazigund. 
 
Two other persons, including a woman, were killed and seven others injured in the incident. 
 
A police spokesman, giving details of the incident, said an army patrol had come up against a road blockade at Churaht Qazigund while moving towards&nbsp;Devsar. 
 
&quot;The security force party while removing the obstructions came under heavy stone pelting by the miscreants from two sides. The Army party warned the mob to maintain distance but it did not relent. 
 
&quot;Some miscreants tried to snatch weapons from them and tried to set ablaze the vehicles. Despite repeated warnings the mob did not disperse and army fired in self-defence in an effort to move out from the spot,&quot; the spokesman said, adding six persons were injured in the incident out of which two had succumbed last night. 
 
Curfew meanwhile remained in force across the 10 districts of the Valley, with no sign of clashes between protesters and security forces coming to an end. 
 
The clashes began soon after the killing of Hizbul Mujahideen commander Burhan Wani in a gun battle with security forces on July 8. 
 
Police and paramilitary personnel have been deployed in strength across the Valley to enforce the strict implementation of prohibitory orders, the official said. 
 
He said there have been no reports of violence from anywhere in the Valley so far today. 
 
Normal life also remained paralysed for the eleventh day today due to the separatist-sponsored strike which has now been extended till July 22.

Woman injured in clashes dies in hospital, taking death toll in Kashmir to 42

Hundreds gather to protest against the killing of a 22-year-old Hizbul Mujahideen terrorist Burhan Wani. As they agitate they pelt stones to show their anger and injure the police. In return, the police resort to firing pellet guns instead of firing guns with bullets. This has resulted in many of the rioters being injured and some even being blinded. There are people of all ages protesting. Some of the injured standing on the sidelines are as young as five years old. One wonders how existing in this cycle of violence will impact them in the long term. 
 
History of Stone Pelting 
 
Stone pelting is not a new phenomenon. Palestinian youth and children were pelting stones between 1936 and 1939 against the British. In the 1980s stone pelting became more organised. From December 1987 till the signing of the Oslo agreement in 1993 large groups of children and youth were involved in it. The Palestinians have also used sling shots and crude bombs. It garnered global attention and many who have tried to bring similar global attention to Kashmir have adopted stone pelting as a means to do just that. 
 
Kashmir&rsquo;s stone pelting history dates back to the summer of 2008 when young men took to the streets to launch violent protests against the continued deployment of security forces. In 2010, the situation spiralled out of control when the alleged fake encounters of three youths and the accidental death of a school boy during tear-gas shelling became flash points. A rage quietly building up exploded with rare vengeance as the youth fought pitched battles with the men-in-uniform. It became a do-or-die struggle for a people determined to wrest freedom from the Indian establishment. 
 
However Bashir-ud-Din Ahmed, former Grand Mufti, called stone pelting un-Islamic. &ldquo;Islam strongly prohibits any form of violence. The stone pelting practice is surely un-Islamic. It causes inconvenience to people and propels more violence,&rdquo; the Grand Mufti said. However, this is the same Grand Mufti who banned the entry of four Christian pastors in the Kashmir valley, accusing them of forcible conversions. 
 
Impact of living with violence

Living with violence has a massive impact on the population, especially in the lives of children. There is a plethora of research on how turmoil and violence in society impacts children. It impacts the mental health of people in the long term. The effects also translate into increased rates of depression and substance abuse. 
 
A case in point is the increased incidence of drug abuse in Anantnag. Many blamed it on unemployment and easy availability of drugs but the core issue was the failure to recognise the real cause: violence in their society. A recent report from Baramulla district shows that 20 per cent of students in higher secondary schools and 30 per cent in colleges are consuming drugs. 
 
The most obvious fall out of living with violence is a constant state of anxiety in which one loses the sense of purpose and planning. When one wakes up each morning one has no idea how the day is going to be. There is an acute sense of helplessness and the only way for many youths is to get out of the Valley for a semblance of normality in their lives. But those who stay back are condemned to a harrowing existence. It is an experience no child must be put through in any society. 
 
Regarding military presence 
 
The argument pertaining to military presence and the resultant violence is as old as humanity. The reality is that with military presence in an area, there is bound to be a spurt in violence, which in turn affects the economy of the region. Militaries come with deep pockets and things begin to change rather dramatically. Recent reports of sexual exploitation by United Nations troops show exactly what happens when troops land at your doorstep. 
 
The military personnel are usually young, staying far away from their families and having lived with violence and threat to their lives, they may already have been suffering from psychological troubles. So when military arrives in your neighbourhood it is never great news. 
 
A few years ago I was in the Northern Afghanistan city of Kunduz. The Taliban had set up their anti-aircraft guns and other artilleries in civilian neighbourhoods. When the US troops or the Northern alliance troops would respond, it caused massive casualties among children. The world would then see the images and talk about the stupendous death toll. This is also what the NATO described as &ldquo;Friendly fire&rdquo;, when friends would get hurt while the enemy was being fired at. 
 
The reality is that armed groups will have to be kept out of your neighbourhood for peace and normality. I was in the middle of a gun battle in Kashmir in 2005. We were caught in the crossfire between the security forces and four terrorists who had taken over a home. The residents had informed the police about them after being forced to play host for a week. When the police went in and surrounded the place, a gun battle ensued and almost the whole house was destroyed. 
 
Living with violence is not easy, it destroys your existence. 
 
Encouraging terrorism as a strategy against a democratic government is not something that has worked in the long term. Terrorism works only against dictatorial societies, so in case one decides to use terrorism as a strategy against a democratic society, large investments have to go in to win the war of propaganda against the State. 
 
Kashmir has been represented by children of its own soil whether it was Omar Abdullah in the recent past or Mehbooba Mufti. They are bright Kashmiris who would like to see the best for their state and their people. 
 
Apart from being politicians and criticising the opposition party when they are out of power, they still mean well for their people. But the terrorists&rsquo; only goal is to create an Islamic State which does not fit into the idea of a modern Nation-State that is secular and has space for all, regardless of religion and ethnicity. 
 
Terrorism thrives on fear. It can only increase conservatism in liberal societies. A recent study demonstrated how Spanish attitudes gravitated towards conservative values after the Madrid train bombings. So what terrorism does is create a larger pool of conservative societies and this may change the very fabric of democracies. 
 
Two pictures that went viral recently represent the strategy and the outcome. One picture is of a five-year-old girl who was hit by pellets as police responded to stone pelting. The other is of the 12-year-old daughter of a Colonel of the Indian Army who was killed in Kashmir and she blamed Burhan Wani, the Hizbul Mujahideen terrorist for it. 
 
The problem with extremist stances is that no one wins in a protracted struggle. We as humanity are losing, losing our way on the journey towards becoming a civilization.

A recent report from Baramulla district shows that 20 per cent of students in higher secondary schools and 30 per cent in colleges are consuming drugs. The most obvious fall out of living with violence is a constant state of anxiety in which one loses the sense of purpose and planning. When one wakes up each morning one has no idea how the day is going to be. There is an acute sense of helplessness and the only way for many youths is to get out of the Valley for a semblance of normality in their lives. But those who stay back are condemned to a harrowing existence. It is an experience no child must be put through in any society. Regarding military presence The argument pertaining to military presence and the resultant violence is as old as humanity. The reality is that with military presence in an area, there is bound to be a spurt in violence, which in turn affects the economy of the region. Militaries come with deep pockets and things begin to change rather dramatically. Recent reports of sexual exploitation by United Nations troops show exactly what happens when troops land at your doorstep. The military personnel are usually young, staying far away from their families and having lived with violence and threat to their lives, they may already have been suffering from psychological troubles. So when military arrives in your neighbourhood it is never great news. A few years ago I was in the Northern Afghanistan city of Kunduz. The Taliban had set up their anti-aircraft guns and other artilleries in civilian neighbourhoods. When the US troops or the Northern alliance troops would respond, it caused massive casualties among children. The world would then see the images and talk about the stupendous death toll. This is also what the NATO described as “Friendly fire”, when friends would get hurt while the enemy was being fired at. The reality is that armed groups will have to be kept out of your neighbourhood for peace and normality. I was in the middle of a gun battle in Kashmir in 2005. We were caught in the crossfire between the security forces and four terrorists who had taken over a home. The residents had informed the police about them after being forced to play host for a week. When the police went in and surrounded the place, a gun battle ensued and almost the whole house was destroyed. Living with violence is not easy, it destroys your existence. Encouraging terrorism as a strategy against a democratic government is not something that has worked in the long term. Terrorism works only against dictatorial societies, so in case one decides to use terrorism as a strategy against a democratic society, large investments have to go in to win the war of propaganda against the State. Kashmir has been represented by children of its own soil whether it was Omar Abdullah in the recent past or Mehbooba Mufti. They are bright Kashmiris who would like to see the best for their state and their people. Apart from being politicians and criticising the opposition party when they are out of power, they still mean well for their people. But the terrorists’ only goal is to create an Islamic State which does not fit into the idea of a modern Nation-State that is secular and has space for all, regardless of religion and ethnicity. Terrorism thrives on fear. It can only increase conservatism in liberal societies. A recent study demonstrated how Spanish attitudes gravitated towards conservative values after the Madrid train bombings. So what terrorism does is create a larger pool of conservative societies and this may change the very fabric of democracies. Two pictures that went viral recently represent the strategy and the outcome. One picture is of a five-year-old girl who was hit by pellets as police responded to stone pelting. The other is of the 12-year-old daughter of a Colonel of the Indian Army who was killed in Kashmir and she blamed Burhan Wani, the Hizbul Mujahideen terrorist for it. The problem with extremist stances is that no one wins in a protracted struggle. We as humanity are losing, losing our way on the journey towards becoming a civilization.

Kashmir unrest: Whirlpool of violence

One person was killed and 23 others, including 9 securitymen, were injured in violence today in Kashmir which saw mobs defying curfew in many parts to pelt stones. A police station was attacked with a grenade and firing by suspected militants from the crowd was also reported. 
 
Due to trouble in Kashmir, the Amarnath yatra (pilgrimage) continued to be suspended for the second consecutive day, with no pilgrims being allowed from Jammu to move towards the Kashmir valley. 
 
Indian authorities had imposed curfew in all the 10 districts of Kashmir fearing trouble as it was the first Friday after the killing of Hizbul Mujahideen commander Burhan Wani. 
 
However, mobs defied curfew at many places, including Kupwara, Baramulla, Sopore, Ganderbal, Rafiabad, Bandipora, Kulgam and Pulwama, a police official said. 
 
In Drugmulla in Kupwara district, a mob targeted Indian security forces who opened fire in response, resulting in injuries to three civilians, a police official said. 
 
One of the injured, Mushtaq Ahmad Ganie, succumbed to injuries later, he said. With this death, the toll in the current unrest has gone up to 37, including one policeman. 
 
A patrol party of security forces was attacked by a mob with stones at Delina in Baramulla district this morning, injuring three security personnel, the official said. 
 
In retaliation, security forces opened fire in which three civilians were injured. Condition of all the injured is stated to be stable, he added. 
 
A youth was critically injured in firing by security forces on stone-pelting mobs at Manigam in central Kashmir&#39;s Ganderbal district, the official said, adding that the injured was undergoing surgery at SMHS hospital. 
 
A mob indulged in pelted stones in Sopore and in the retaliatory action, four persons sustained pellet injuries. 
 
Two others were injured in clashes in nearby Pattan town, the official said. 
 
Two other persons were injured in a similar incident in Shopian district, he said. 
 
Yaripora area of Kulgam in south Kashmir saw a grenade attack followed by firing on a police station during stone-pelting, resulting in injuries to six police personnel, the official said.

Police has been saying that militants merge with stone-pelters to carry out attacks on security personnel, using civilians as a shield. 
 
Curfew had been imposed as a precautionary measure to maintain law and order in the valley where 37 have died and more than 3,100 others, including 1,500 securitymen, injured in the weeklong clashes following Burhan&#39;s killing in an encounter in Kokernag. 
 
The decision to impose curfew was taken in view of apprehensions that vested interests might exploit the large gatherings at Friday prayers to instigate violence, an official said. 
 
Meanwhile, separatists today extended the shutdown call in Kashmir by two days till July 18.
