Russia has called out the US and South Korea after the two nations signed the Washington Declaration on Thursday, agreeing to a new nuclear weapons arrangement. Moscow criticised the policy and said it would destabilise the region and the wider world.

“This development is clearly destabilising in nature and will have serious negative consequences for regional security, impacting on global stability,” said the Russian foreign ministry in a statement.

It added that the US and NATO's quest for "decisive military superiority" would bring nothing but "escalating tension and provoke an arms race".

What is the Washington Declaration?

The declaration was signed during South Korean President Yoon Suk Yeol's six-day state visit to the US. Under the provisions, Seoul will not be developing its own nuclear weapons but the US will aid in the use of them in any potential conflict with North Korea.

As part of the agreement, the US will also deploy nuclear-armed submarines to South Korea. Additionally, there will be a routine visit of aircraft carriers and bombers to the region to send a message to the enemy, informed officials.

Notably, this is the first time since the US withdrew all of its nuclear weapons from South Korea in 1991 that talks about such an agreement have reached any fruition. However, there is no immediate plan to station nuclear weapons in South Korea.

Russia says US-South Korea nuclear deal could destabilise region

Currently on a six-day state visit to the US, South Korean President Yoon Suk Yeol left everyone stunned after he belted out his own rendition of Don McClean’s classic song, “American Pie" during a White House state dinner on Wednesday. The impromptu performance has now gone viral on social media and shows US President Joe Biden expressing his utmost amazement at Yoon's talent.

The event was staged at the state dining room where the Broadway stars Norm Lewis, Lea Salonga and Jessia Vosk sang songs, including the hits from "Les Miserables" and "Funny Girl".

After the culmination of their performances, Biden pulled Yoon to the stage and said, "We know this is one of your favorite songs, 'American Pie.'" To which Yoon replied, "Yes, that's true," adding that he had loved the McLean song, released way back in 1971 when he was at school.

Being the cheerful host, Biden egged on his counterpart to sing the song. "We want to hear you sing it."

Offering a token resistance, Yoon said, "It's been a while but..." and took the microphone in his hands, preparing to sing.

As soon as Yoon hit the first note, the audience gathered in the hall erupted in rapturous applause and the 62-year-old continued the song. Apart from Biden, first lady Jill Biden also appeared mesmerised by Yoon's singing as she applauded heartily.

After a minute of singing with only a piano accompanying his voice, Yoon stepped away as the crowd gave him a standing ovation.

“The next state dinner we’re going to have, you’re looking at the entertainment,” Biden told the crowd, referring to Yoon.

“I had no damn idea you could sing,” a surprised Biden told Yoon after the performance, adding, "Don’t expect me to sing it!"

South Korean President Yoon Suk Yeol's remarks in context with Japan went viral on social media when he said that he could not accept the idea that Tokyo "must kneel because of our history 100 years ago" if ties between the two countries were to be improved. Yoon is committed to moving the relations forward with the former colonial power Japan.

But the comments did not go well with the critics as a top trending topic on Korean language social media and Twitter, with the hashtag #mustkneel. The comments also led to massive coverage in mainstream media.

The ties between Japan and South Korea were long strained by issues linked to Tokyo's brutal 1910 to 1945 colonial rule over the Korean peninsula. But recent political indications show that both nations want to focus on issues of mutual interest.

Yoon has said that the cooperation with Japan can't be delayed as South Korean security concerns need urgent focus, but some critics would never be convinced.

Yoon was quoted as saying during the interview: "Europe has experienced several wars for the past 100 years and despite that, warring countries have found ways to cooperate for the future."

He added, "I can't accept the notion that because of what happened 100 years ago, something is absolutely impossible (to do) and that they (Japanese) must kneel (for forgiveness) because of our history 100 years ago. Netflix plans to invest $2.5 billion in South Korea's entertainment content in the span of the next four years, announced Ted Sarandos, the CEO of the streaming giant, after holding a meeting with the country's President Yoon Suk Yeol in Washington.

In recent years, South Korea has elevated its status as a global cultural powerhouse, especially because of the explosive success achieved by the blockbuster Netflix series "Squid Game" and the Oscar-winning film "Parasite".

"Netflix is delighted to confirm that we will invest USD 2.5 billion in Korea including the creation of Korean series, films, and unscripted shows over the next four years," said Sarandos, in a statement, on Tuesday.

"This investment plan is twice the total amount Netflix has invested in the Korean market since we started our service in Korea in 2016," he added.

Sarandos stated that Netflix had "great confidence" that the creative industry of South Korea would continue to narrate great stories, as he pointed to the recent success of the reality show "Physical 100" and South Korean drama "The Glory".

"It is incredible that the love towards Korean shows has led to a wider interest in Korea, thanks to the Korean creators' compelling stories. Their stories are now at the heart of the global cultural zeitgeist," he stated.

In the last few years, the entertainment industry of South Korea took the world by storm as more than 60 per cent of viewers were recorded watching South Korean dramas on Netflix, stated the company data.

Netflix, which invested more than 1 trillion won ($750 million) in producing Korean content from 2015 to 2021, had earlier stated that it will increase its South Korean drama output.

Yoon, who reached Washington Monday for a six-day state visit, hailed the meeting held with Sarandos calling it "very meaningful".

Yoon stated that the new investment "will be a great opportunity for the Korean content industry, creators, and Netflix. We sincerely welcome Netflix's exceptional investment decision".

Yoon will be holding talks with US President Joe Biden Wednesday in the wake of the allies increasing their military cooperation amid North Korea's expanding nuclear threats.

A number of sanctions-defying launches were conducted by Pyongyang this year, which included test-firing the first solid-fuel ballistic missile of North Korea, which is considered an important technical breakthrough for its military.

Responding to the events, Yoon pulled South Korea closer to Washington, which is a long-standing ally.

China's Vice Foreign Minister Sun Weidong has requested solemn representations with the ambassador of South Korea after the country's president made "erroneous" remarks about Taiwan, stated the Chinese foreign ministry on Sunday.

While speaking exclusively with Reuters, South Korean President Yoon Suk Yeol said that there has been an increase in tensions around Taiwan after forced attempts were made to change the status quo. The president added that he opposes such a change.

"The Taiwan issue is not simply an issue between China and Taiwan but, like the issue of North Korea, it is a global issue," said Yoon.

Sun called the remarks made by Yoon as "totally unacceptable", as per the statement released by the Chinese foreign ministry.

"The South Korean leader made no mention of the One China principle, but equated the Taiwan issue with the Korean Peninsula issue," said Sun.

Ukraine is getting aid from all across the world in fighting the battle against Russia. Nations are assisting Ukraine in terms of military & humanitarian ways. Now, South Korea might extend its support for Ukraine beyond humanitarian & economic aid. South Korean President Yoon Suk Yeol signals a shift in his stance against arming Ukraine for the first time. South Korea is likely to help Ukraine by all means if it comes under a large-scale civilian attack. South Korean President says that his government has been exploring how to help defend & rebuild Ukraine.

South Korea's Yoon signals possible military aid to Ukraine

South Korea might extend its support for Ukraine beyond humanitarian and economic aid if it comes under a large-scale civilian attack, President Yoon Suk Yeol said, signalling a shift in his stance against arming Ukraine for the first time.

In an interview with Reuters ahead of his state visit to the US next week, Yoon said his government has been exploring how to help defend and rebuild Ukraine, just as South Korea received international assistance during the 1950-53 Korean War.

"If there is a situation the international community cannot condone, such as any large-scale attack on civilians, massacre or serious violation of the laws of war, it might be difficult for us to insist only on humanitarian or financial support," Yoon said.

It was the first time that Seoul suggested a willingness to provide weapons to Ukraine, more than a year after ruling out the possibility of lethal aid.

A key US ally and major producer of artillery ammunition, South Korea has so far tried to avoid antagonising Russia due to its companies operating there and Moscow's influence over North Korea, despite mounting pressure from western countries for weapons supply.

"I believe there won't be limitations to the extent of the support to defend and restore a country that's been illegally invaded both under international and domestic law," Yoon said. "However, considering our relationship with the parties engaged in the war and developments in the battlefield, we will take the most appropriate measures."

Yoon is scheduled to visit Washington next week for a summit with US President Joe Biden to mark the 70th anniversary of the two countries' alliance.

During the summit, Yoon said he will seek "tangible outcomes" on the allies' efforts to improve responses to evolving threats from North Korea, which has ramped up military tests, and launched its first solid-fuel intercontinental ballistic missile last week.

Seoul, for its part, will step up its surveillance, reconnaissance and intelligence analysis capability and develop "ultra-high-performance, high-power weapons" to fend off the North's threats, Yoon said.

"If a nuclear war breaks out between South and North Korea, this is probably not just a problem between the two sides, but the entire Northeast Asia would probably turn to ashes. That has to be stopped," he said.

When asked if the allies would envision an Asian version of NATO's nuclear planning group involving Japan, Yoon said they are focusing on bilateral measures to strengthen information-sharing, joint contingency planning and joint execution of the plans.

In February, South Korea and the US staged table-top exercises simulating a North Korea nuclear attack as part of Seoul's efforts to play a bigger role in Washington's nuclear policy over the North.

"In terms of responding to a powerful nuclear attack, I think stronger measures than what NATO has should be prepared, Yoon said.

"I think there's no big problem if Japan is joining, but since there's been much progress between the US and South Korea, it would be more efficient to create this system ourselves first."

'NO SUMMIT FOR SHOW'

Tension has flared in recent weeks, with the North threatening "more practical and offensive" action over South Korea-US exercises and refusing to answer inter-Korean hotlines.

Yoon said he is open to peace talks but opposes any "surprise" summit with North Korean leader Kim Jong Un to "show off" to voters out of domestic political interests.

He criticised former governments' sudden, uninformed announcements of inter-Korean talks, which he said did little to build trust.

Yoon's predecessor, Moon Jae-in, staked his legacy on improving inter-Korean ties and helped arrange a historic meeting between Kim and then US President Donald Trump in 2018.

Three summits Kim and Moon held in 2018 promised peace and reconciliation but relations have soured and the North conducted unprecedented numbers of weapons tests following a second failed summit between Kim and Trump.

"They used those talks ahead of elections, but ultimately inter-Korean relations were always back to square one," Yoon said.

Humanitarian aid could open the door for dialogue, and both sides could build on those discussions to move onto more sensitive topics including economy and military, he said.

Yoon's administration proposed COVID-19 relief last year and unveiled plans to provide economic aid in return for nuclear disarmament, but Pyongyang flatly rejected the offers.

"If previous talks had proceeded step by step ... before the leaders met, the inter-Korean relationship would have developed steadily, though at a snail's pace," Yoon said.

On Sino-US rivalry, Yoon has trodden cautiously, with China being South Korea's largest trade partner, but he has been more vocal over tension in the Taiwan Strait.

Tensions over democratic Taiwan, which China claims as its own, have spiked as Beijing intensifies diplomatic and military pressure to get Taipei to accept Chinese sovereignty.

"After all, these tensions occurred because of the attempts to change the status quo by force, and we together with the international community absolutely oppose such a change," Yoon said.

"The Taiwan issue is not simply an issue between China and Taiwan but, like the issue of North Korea, it is a global issue."

Japan, South Korea mend ties, amid regional threats

South Korea fired warning shots at a North Korean vessel after it crossed the disputed maritime border, said the South Korean military, on Sunday (April 16). This comes amid a rise in tensions between the two countries over Pyongyang’s missile tests and military activities in recent weeks.

South Korea on North Korean incursion

After the incident, the South Korean Joint Chiefs of Staff (JCS) released a statement and said that they fired warning shots as well as broadcast warnings asking the North Korean patrol boat to turn back which had breached the Northern Limit Line (NLL) at around 11:00 am (local time).

This breach prompted the South Korean Navy to dispatch its Chamsuri-class patrol boat which broadcast warnings but its communication attempts were reportedly not responded to by the North Korean vessel. Subsequently, the South Korean vessel fired 10 warning shots with its autocannon and then the North Korean boat retreated.

It added, “Our military maintains decisive battle posture while monitoring the enemy’s movements in preparation for potential provocations regarding NLL violations by North Korean patrol boats.”

The JCS also said that during this operation, the South Korean patrol ship came into “minor contact” with a nearby Chinese fishing vessel due to bad visibility. However, it did not result in any safety issues but did report some minor injuries among the South Korean crew.

According to the JCS, the North Korean vessel stayed south of NLL for around 10 minutes before it crossed some two kilometres of the maritime border.

However, a JCS official later told reporters that there was a “low possibility” that Pyongyang’s boat intentionally crossed the NLL and that might have been chasing the Chinese vessel while sailing on a zigzagged path, reported the South Korean news agency Yonhap.

According to media reports, this incident marked the first time since March last year that the South had fired warning shots at a North Korean patrol boat crossing the NLL. The border which was drawn at the end of the 1950-53 Korean War has been disputed by Pyongyang since the 1990s, which argues that it should lie far to the south.

North Korea said on Friday (April 14) that it tested a new solid-fuel intercontinental ballistic missile (ICBM) Hwasong-18 — its "most powerful" missile to date — to "radically promote" the country's nuclear counterattack capability. According to state media, North Korea warned of causing "extreme uneasiness and horror" to enemies.

"The development of the new-type ICBM Hwasongpho-18 will extensively reform the strategic deterrence components of the DPRK, radically promote the effectiveness of its nuclear counterattack posture and bring about a change in the practicality of its offensive military strategy," said a report by the KCNA news agency.

The purpose of the test launch was to confirm the performance of the high-power solid-fuel multi-stage engines, the stage separation technology, and the reliability of the control systems with different functions, and to evaluate the military effectiveness of the new strategic weapons system.

Photographs released by state media showed supreme leader Kim Jong Un- accompanied by his daughter watching the missile blast off in a cloud of smoke, and smiling in jubilation after the purportedly successful launch.

Kim said the new weapon would greatly recognise North Korea's strategic deterrence and reinforce the effectiveness of its nuclear counterattack, the KCNA reported.

North Korea tests ‘most powerful’ missile, warns enemies of ‘extreme uneasiness and horror’

North Korea has claimed it has tested a new solid-fuel intercontinental ballistic missile. If this is true, it marks a major breakthrough in Kim Jong-Un's banned weapons program. Testing the more technologically advanced solid-fuel missile has been on Kim's wishlist for a long time. What is solid-fuel technology? What does the latest test mean for escalating tensions in the Korean peninsula? And what is the path to de-escalation?

New Missile, New Threat: Why is North Korea after solid-fuel tech?

A "unspecified ballistic missile" was shot by North Korea, according to the military in Seoul. Although the missile's specifics were unknown, Japan wrongly believed it would approach the island after it was launched, leading to an evacuation order for residents of the northern island of Hokkaido, which was later revoked, according to news agency Reuters.

North Korea fires ballistic missile, Japan lodges protest

The government of South Korea is urging reclusive kids to step out of their homes and experience the world outside.

The country's Ministry of Gender Equality and Family said that the cabinet approved a resolution on Tuesday to potentially spend thousands of dollars year on education, career counselling, and health support for those who are living as recluses and are between the ages of nine and 24, reported Bloomberg.

The programme, which expands on a November statement, is aimed at people who have significant social withdrawal, or "hikikomori," a term coined in Japan to describe the condition, which likely became worse by the pandemic.

Youth in South Korea who meet certain criteria can get funding in a number of categories, including a monthly living expense allowance of 650,000 won (US$490).

The ministry issued a statement stating that the government is "strengthening its support to enable reclusive youth to recover their daily lives and reintegrate into society."

Government officials have responded by making a number of emergency actions, such as providing childcare subsidies to raise the lowest fertility rate in the world. Attempts to raise the country’s population through births have cost more than $200 billion so far, but with limited success.

South Korea tries $500 incentive to encourage reclusive kids to venture out

During his recent remarks, the North Korean leader Kim Jong Un called for the expansion of the country’s war deterrence capabilities in a “more practical and offensive” way, reported the state media, on Tuesday (April 11). This was said in the context of what Kim has called “frantic” aggression by the United States and South Korea.

The report by Pyongyang’s state media Korean Central News Agency (KCNA), said that these remarks were made on Monday when Kim attended a meeting of the Central Military Commission to discuss ways to “cope with the escalating moves of the US imperialists and the South Korean puppet traitors to unleash a war of aggression.”

This also comes as North Korea has tested a record number of missiles and weapons, since the beginning of this year, including the recently tested nuclear-capable underwater drones, claimed the state media. Meanwhile, the US and South Korea have been conducting military drills more frequently, which led North Korea, days earlier, to accuse Washington of escalating the tensions in the Korean Peninsula to the brink of nuclear war.

During his remarks, on Monday, Kim also ordered that the country’s deterrence capabilities be strengthened with “increasing speed” and in a “more practical and offensive” manner, reported the KCNA. It added, that the meeting also discusses “practical matters and measures for machinery to prepare various military action proposals that no means and ways of counteraction are available to the enemy.”

North Korea cuts communication with South Korea amid drills with US

The South Korean Unification Ministry said on Monday that North Korea has not responded to their regularly held calls, the fourth straight day, on the inter-Korean liaison communications channel. The calls in question usually take place between 9:00 am (local time) and 5:00 pm (local time).

In a news-briefing spokesman Koo Byoung-sam told reporters that Seoul is “weighing the possibility of a unilateral cut-off” by Pyongyang, adding that this is the first time since October 2021 that all inter-Korean military lines or liaison calls have stopped for more than a day, reported Bloomberg.

The communication lines were first opened in 2018 when the two countries set up hotlines after a series of summits aimed at decreasing tensions in the region, however, this is reportedly not the first time that North Korea has shut the communications links in displays of anger. The line was restored in July 2021 following North Korea’s shutdown for nearly a year over South Korean activists sending leaflets critical of Kim’s regime across the border by balloon, as per Bloomberg.

The fire began early Monday, around 8:30 am (local time), the officials have also speculated that the wildfire may have been caused by a wind-damaged pine tree touching an electric wire before spreading to the nearby forest, reported the South Korean news agency, Yonhap. According to the Gangwon Provincial Governor Kim Jin-tae the fire has also seemingly slowed by rain that began in the afternoon.

So far, the fire has engulfed 103 hectares of woodland which is the equivalent of 144 football fields including at least 28 homes, 12 pension houses and four hotel buildings, as per Yonhap.
