As the clock ticks down to a looming government shutdown, the U.S. Senate and House of Representatives find themselves on duelling paths regarding funding measures, raising concerns about the stability of government operations.

In a move towards averting a shutdown, the Senate voted 77-19 to initiate debates on a bipartisan bill aimed at funding the government through November 17. This bill includes allocations of approximately $6 billion for domestic disaster responses and an additional roughly $6 billion in aid for Ukraine.

Contrastingly, the Republican-controlled House of Representatives is advancing its own partisan approach that leans heavily on conservative priorities. However, this approach, according to reports, faces significant hurdles in the Democratic-majority Senate and is unlikely to become law. Even if enacted, these measures would fund only a portion of the government, insufficient to prevent a shutdown.

This divide between the two chambers raises the spectre of the federal government experiencing its fourth shutdown in a decade come Sunday. The electoral deadlock tendencies have started to impact Wall Street's assessment of the credibility of the US government.

A cooperative short-term extension of federal funding at existing levels was passed with the help of Senate Majority Leader Chuck Schumer, a Democrat, and Senate Republican Leader Mitch McConnell in an effort to maintain the continuity of the government.

Meanwhile, House Speaker Kevin McCarthy is pursuing a path that would temporarily fund the government but comes with stringent border and immigration restrictions that are unlikely to garner enough Democratic support in both chambers to become law.

In an effort to prevent a shutdown, President Joe Biden and McCarthy had previously reached an agreement in May, which outlined discretionary spending of $1.59 trillion for the fiscal year commencing on October 1.

According to Reuters, the White House now urged Republicans to honour this deal, with Press Secretary Karine Jean-Pierre stating, "House Republicans should join the Senate in doing their job, stop playing political games with peoples' lives, and abide by the bipartisan deal two-thirds of them voted for in May."

However, Republicans have rejected this deal, demanding an additional $120 billion in cuts. McCarthy's proposed legislation not only seeks to restart the construction of the U.S.-Mexico border wall, a hallmark policy of former President Donald Trump, but also aims to control immigration policies, a move criticised for potentially limiting U.S. asylum for immigrants.

What does the shutdown mean?

A government shutdown could have far-reaching effects, including the dismissal of hundreds of thousands of federal employees and the suspension of a number of services, from the release of economic data to nutrition support, beginning on Sunday if an agreement cannot be reached.

While credit rating agency Moody's has expressed concerns, the impact on U.S. creditworthiness remains uncertain, as past shutdowns have had limited effects on the world's largest economy.

Against this backdrop, former President Donald Trump, the front-runner for the 2024 Republican nomination, has publicly supported the notion of a shutdown.

The cuts advocated by the Republicans represent only a fraction of the total U.S. budget, projected to reach $6.4 trillion for this fiscal year. Notably, popular benefit programs like Social Security and Medicare are not under consideration for cuts.

Impending government shutdown threatens US as Senate and House clash over funding

The United States barely avoided the prospect of a credit default but the world's largest economy is now on the verge of a similar catastrophic event. And in order to avoid this situation the US Senate took a step forward on a bipartisan bill.

US Senate takes significant step to extend government funding

The beleaguered Democratic senator from New Jersey, Bob Menendez, refused to step down in the face of corruption charges. He told reporters that $480,000 in cash discovered in a safe, along with clothes and wardrobes at his house, were stored there for personal emergency use.

The Senate has confirmed civil rights attorney Nusrat Choudhury to become the first Muslim woman to serve as a federal judge in the history of the United States, reported the Associated Press. Following a party-line vote on Thursday (June 15), she will start her lifetime appointment in Brooklyn, New York. She is the legal director of the Illinois chapter of the American Civil Liberties Union (ACLU), which applauded the confirmation. She worked at the national ACLU office from 2008 to 2020, spending seven of those years as the deputy director of the ACLU Racial Justice Programme. The ACLU referred to her in a tweet as a "trailblazing civil rights lawyer". Who is she? She made history as the first Muslim-American woman and Bangladeshi-American to be a federal judge, according to Senate Majority Leader Chuck Schumer, D-New York, who made the recommendation. “Nusrat Choudhury is a shining example of the American Dream,” Schumer said in a statement. “She is the daughter of immigrant parents, a graduate of Columbia, Princeton, and Yale Law School, and has dedicated her career to making sure all people can have their voices heard in court,” he added.
Under heat from conservatives, House Speaker Kevin McCarthy worked frantically Tuesday (May 30) to persuade other Republicans to support the debt ceiling and budget agreement he signed with President Joe Biden in order to avoid a potentially catastrophic US default.

Leaders of the hard-right House Freedom Caucus slammed the deal for falling well short of the expenditure cutbacks they seek, vowing to block its approval in Congress, as reported by the Associated press.

US Senate Democrats launch renewed effort to counter China

Lawmakers in USA's Iowa state senate on Tuesday passed a controversial bill that allows minors to work longer hours and serve alcohol in restaurants, which is banned under current labour laws. The bill passed 32-17 with most Republicans supporting it barring two.

Sens. Charlie McClintock and Jeff Taylor protested against the legislation and joined the Democratic party in the opposition. Under the bill's language, minors between 16 and 17 will be allowed to work till 9:00 pm during the school year and until 11:00 pm over the summer. Kids in the same age bracket can serve alcohol at restaurants if their parents sign a declaration, granting them permission.

Additionally, the bill states that anyone under the age of 18 can do 'light' assembly line or packaging work s long as machines are not involved. It prohibits 14 and 15-year-olds from any mining or manufacturing work.

To become a law, the bill will have to be passed by the House, which may not be a big issue since it is controlled by the Republicans. Afterwards, Governor Kim Reynolds will have to approve the law and she appears to be in its favour.

“Ultimately, parents and kids will decide if they want to work or not. It teaches the kids a lot. And if they have the time to do it and they want to earn some additional money, I don’t think we should discourage that," said Reynolds.

Democrats against the legislation

Democrats have staunchly protested against the legislation saying it will endanger children by allowing them to work in dangerous fields.

“No Iowa teenager should be working in America’s deadliest jobs. Iowa Republican politicians want to solve the...workforce crisis on the literal backs of children," said Zach Wahls, the senate minority leader.

The Democrats attempted to include additional amendments to the bill like offering additional workers' compensation benefits to any teen that got injured on the job but could not be successful.

"Every parent wants their kids to grow up with every opportunity to succeed, not risk an early death by working in dangerous jobs. The legislation passed by the Senate tonight is every parent's worst nightmare," Charlie Wishman, the president of the Iowa Federation of Labor AFL-CIO was quoted as saying by Insider.

WATCH | US begins crackdown against child labour × To become a law, the bill will have to be passed by the House, which may not be a big issue since it is controlled by the Republicans. Democrats against the legislation Democrats have staunchly protested against the legislation saying it will endanger children by allowing them to work in dangerous fields.
US Representative Katie Porter has announced run for the 2024 US Senate elections from California. The seat is currently being held by Senator Dianne Feinstein, a fellow Democrat. Though Feinstein has not said anything about whether she will complete her senator's complete term of office, which is of six years, or not, Porter made the announcement on her social media accounts about her future plans. However, she also added that she will complete her six-year term which will end on 3 January 3, 2025.
