A prominent Saudi prince harshly criticised Israel at a Bahrain security summit that was remotely attended by Israel’s foreign minister.

Saudi Arabia slams Arab-Israel peace deals | Saudi-Israel spar at Bahrain meet

Israel & Saudi Arabia spared at the summit organised by Bahrain and this has come as very prominent. Saudi Prince Turki al-Faisal has slammed Israel as the last Western coloniser of the Middle East.

Saudi Prince Turki al-Faisal calls Israel a 'coloniser'

Israel Foreign Minister Gabi Ashkenazi on Sunday said that landmark Abraham Accords were like an 'opportunity' and that they were not struck at the 'expense' of the Palestinians. He was speaking at a regional security conference in Manama, Bahrain.

"The Abraham accords do not come at the expense of the Palestinians. Quite the opposite, they are an opportunity that should not be missed," he said in a virtual address.

The Abrham Accords, through which UAE and Bahrain broke decades of Arab consensus were decried by Palestinian leaders as a "stab in the back". The consensus among Arab countries meant that they would be no relations between them and Israel until it made peace with the Palestinians

Israeli foreign minister on Sunday said that the diplomati shift could help resolve Israel-Palestine conflict.

"I call on the Palestinians to change their minds and enter direct negotiation with us without preconditions. This is the only way to solve this conflict," he said.&nbsp;

"We believe as Israel moves from annexation to normalisation, there is a window to solve this conflict," he said, referring to its agreement to put annexation plans on hold in return for the normalisation deal.

The United States, which brokered the Abraham Accords, has been intensively negotiating for more Arab nations to come in board, notably Saudi Arabia, the biggest Gulf power.

Saudi to sign up?

Mutual concern over Iran has gradually brought Israel and Gulf nations closer, and there were reports last month that Israeli Prime Minister Benjamin Netanyahu had held secret talks in Saudi Arabia, fuelling speculation a normalisation accord could be in the making.

Riyadh, however, denied that the meeting, reportedly between Netanyahu and Saudi Crown Prince Mohammed bin Salman, had occurred.

Saudi Foreign Minister Prince Faisal bin Farhan told AFP in Manama Saturday that the kingdom's position remained resolute.

"We've been quite clear that in order for us to proceed with normalisation we will need to see a settlement of the Palestinian dispute and the formation of a viable state of Palestine along the lines envisioned in the 2002 Arab Peace Initiative," he said.

"Without a settlement between the Palestinians and the Israelis we are not going to see true peace and stability in the region."

Asked whether that effectively ruled out the establishment of ties with Israel any time soon, he said he was "optimistic that there is a path towards a resolution between the Palestinians and Israelis".&nbsp;

However, Prince Turki al-Faisal, the Saudi former intelligence chief who is said to be close to the top leadership, gave voice to the strong support that the Palestinian cause still has in the region, with a fiery presentation to the Manama meeting.&nbsp;

He accused Israel of depicting itself as a "small, existentially threatened country, surrounded by bloodthirsty killers who want to eradicate her from existence".

"And yet they profess that they want to be friends with Saudi Arabia," he said, outlining a history of forcible eviction of Palestinians and destroyed villages.

"You cannot treat an open wound with palliatives and painkillers. The Abraham Accords are not divine writ."

Israel calls Abraham Accords an 'opportunity' for Palestinians

Saudi Arabia said on Saturday that a consultation with Gulf states was necessary if US nuclear agreement with Iran was to be revived. It warned that such an approach was the only path towards a sustainable agreement. Under the leadership of Joe Biden, there are signs that the US will return to the nuclear deal with Iran that was struck in 2015. Donald Trump had withdrawn from the agreement. &nbsp;

Biden has indicated that he will bring Iran's US-allied Arab neighbours, such as Saudi Arabia, which sees Iran as its arch-rival, into the process.

"Primarily what we expect is that we are fully consulted, that we and our other regional friends are fully consulted in what goes on vis a vis the negotiations with Iran," Saudi Foreign Minister Prince Faisal bin Farhan told AFP.

"The only way towards reaching an agreement that is sustainable is through such consultation," he said on the sidelines of a security conference in Bahrain's Manama.

"I think we've seen as a result of the after effects of the JCPOA that not involving the regional countries results in a build up of mistrust and neglect of the issues of real concern and of real effect on regional security."

When he was asked whether the Biden administration was already in touch with Saudi Arabia to decide about revival of the deal, Prince Faisal said that there were no contacts as yet but that Saudi Arabia was reasy to engage with Biden when he takes office.

"We are confident that both an incoming Biden administration, but also our other partners, including the Europeans, have fully signed on to the need to have all the regional parties involved in a resolution," he said.

Germany said in recent days that a new, broader Iran nuclear accord must be reached to also rein in Tehran's ballistic missile programme, warning that the 2015 deal was no longer enough.

German Foreign Minister Heiko Maas, whose country currently holds the EU presidency, talked of a "nuclear agreement plus", in language also deployed by the Saudi minister.

"I don't know about a revived JCPOA, although one may look to a JCPOA plus plus, something well beyond the JCPOA," Prince Faisal said.

"Because reviving the &nbsp;JCPOA as it exists now will only bring us to the point where we were, which is a deficient agreement that doesn't address the full issues related to Iran's nuclear activities and other original activities."

Saudi Arabia has been targeted with dozens of ballistic missile and drone attacks since the start of last year, including a devastating strike on Aramco's facilities in the country's east, which temporarily knocked out half the kingdom's crude output.&nbsp;

That strike was claimed by the Tehran-backed Huthi rebels in Yemen, where Saudi Arabia is fighting a grinding five-year conflict to back the internationally recognised government, but the United States said it involved cruise missiles from Iran.&nbsp;

As reports suggest that Israel Prime Minister Benjamin Netanyahu secretly met with Saudi Crown Prince Mohammed bin Salman, Ghadi Francis decodes what this meeting could mean for West Asia.

The West Asia Post | Secret Saudi-Israel meet makes headlines | Did PM Netanyahu meet MBS?

Saudi Arabia has taken multiple steps to polish its tarnished image in advance of this weekend’s hosting of the virtual summit of the G20 that groups the world’s foremost economies and in anticipation of an incoming Biden administration in the United States that is expected to be critical of Riyadh and potentially more conciliatory towards Iran and non-violent Islamists.

The initiatives target the US and European criticism of the five-year-old war in Yemen that has produced one of the world’s greatest humanitarian crises and concerns the Biden administration may adopt less Saudi and United Arab Emirates-centric policies than its predecessor headed by Donald J. Trump.

The steps further seek to project Saudi Arabia as being helpful in normalizing relations between Israel and the Muslim world even if it is not yet ready to do so itself and build links with Democrats in Washington as they prepare to take office in January.

Like other countries that fear a Biden administration may be less friendly than its predecessor, Saudi Arabia is looking for Washington PR and lobbying firms that can get it access to the president-elect and his entourage.

Saudi officials and Saudis close to Crown Prince Mohammed bin Salman are counting on the fact that despite criticism US President-elect Joe Biden sees Saudi Arabia in line with long-standing US policy as a crucial partner. “I am very confident that will continue,” said Finance Minister Mohammed Al-Jadaan.

The kingdom, betting that the Biden administration would accept that Saudi Arabia as the custodian of Islam’s two holiest cities, Mecca and Medina, would recognize Israel only once recognition was more widely accepted in the Muslim world, has sought to curry favour by pressuring others to normalize relations with the Jewish state.

Pakistan Prime Minister Imran Khan charged last week that the United States and another unidentified country were pressing him to establish diplomatic relations. Pakistani and Israeli media named Saudi Arabia as an unidentified country.&nbsp;

Representing the world’s third most populous Muslim nation, Pakistani recognition, following in the footsteps of the UAE and Bahrain, would be significant.

Missing from the Saudi menu is any effort to fend off criticism of the kingdom’s problematic human rights record. In fact, senior Saudi figures signalled that the kingdom was unlikely to bow to demands for the release of detained activists, clerics, and professionals and transparency on the 2018 killing of journalist Jamal Khashoggi in response to Mr. Biden’s insistence that he would restore human rights as an important element of US foreign policy.

Former Saudi intelligence chief and ambassador to London and Washington Prince Turki Al Faisal suggested that the absence of human rights in the kingdom’s efforts was no coincidence.

Addressing an American audience this week, Prince Turki said: “As far as human rights is concerned, we admit that we have issues to improve and we’re working on that. It is a work in progress. But respectfully, your country also has issues of human rights to improve upon. Witness the turmoil during your elections and the police shootings. We did not…invent waterboarding. Your issues are also a work in progress… Your elections are a wonderful spectacle from which we can learn. They also include elements which we will not learn.”

To drive the point home, a Saudi human rights group asserted this week that Khaled al-Oudeh, a brother of prominent cleric Salman al-Oudeh, who has been held in prison since 2017 and potentially faces the death penalty, had been sentenced to five years in prison on charges of "inciting sedition and destabilising security."

The Saudi Council of Senior Scholars last week, in the first official statement from the kingdom since Saudi Arabia and the UAE banned the group in 2014, labelled the Muslim Brotherhood a terrorist organization. The council said the group did not represent Islam, seeks “to grab the reins of power,” wreaks havoc, and commits “violence and terrorism.”

The council’s statement came as France and Austria were cracking down on Islamist groups, including the Brotherhood. The crackdown was in response to several attacks in Europe, including the gruesome murder of a French schoolteacher.

The statement, implicitly calling into question Saudi Arabia’s alliance in the Yemen war with Al-Islah, a Yemeni party aligned with the Brotherhood, came as the kingdom said it would honour a ceasefire if the Houthi rebels accepted a buffer zone along the Saudi-Yemeni border. The offer was designed to show that the kingdom was seeking a way out of the quagmire.

At the same time, Saudi authorities have stopped just short of blaming the Brotherhood for recent attacks on the French consulate in Jeddah, the Saudi embassy in The Hague and a French-sponsored World War One commemoration at a cemetery in the Red Sea port city, the first attack with explosives in years targeting foreigners in the kingdom.

The kingdom and the UAE fear that "Democrats can (re)create an atmosphere that enables the rise of the Brotherhood in the Sunni world like a decade ago. This is, in my view, what they see as a threat similar to the threat from Iran, if not a bigger one," said Eran Segal, a research fellow at the Ezri Center for Iran &amp; Gulf States research at the University of Haifa.

Mr. Segal was referring to former US President Barak Obama’s support for elections in Egypt and Tunisia in 2012 in the wake of the 2011 popular revolt that toppled Egyptian President Hosni Mubarak and his Tunisian counterpart, Zine El Abidine Ben Ali, longstanding US allies, despite the likelihood of Brotherhood electoral victories.

In Egypt, the victor, Mohammed Morsi, a Brotherhood leader, was removed from the presidency a year later in a UAE and Saudi-backed military coup that brought general-turned-president Abdel Fattah Al-Sisi to power.

Saudi Arabia’s G-20 presidency has sparked discussion on what the best approach to the kingdom would be: criticism and boycott or engagement. It is a debate that also confronts the incoming Biden administration.

The mayors of London, New York, Los Angeles, and Paris boycotted in September a G20 summit of urban leaders. Members of the European Parliament and the US Congress have called on European leaders and Mr Trump to not participate in this weekend’s summit.

It is an approach that David Rundell a US foreign service officer who served half of his 30-year career in the kingdom argues is doomed to failure. "Saudi Arabia needs encouragement for its economic reforms as well as in addressing its human rights record," Mr Rundell said, advocating greater engagement with rather than isolation of the kingdom.

Saudi rushes to improve its image in advance of G20 and Biden

David Rundell brings to his book, Vision or Mirage: Saudi Arabia at the Crossroads (IB Tauris, 2020), a granular analysis and insider’s understanding of the inner workings of the kingdom garnered as a US foreign service officer who served a total of 15 years in the country.

Rundell skilfully weaves history into a multi-layered portrait of the transformation for good and bad that Saudi Arabia is experiencing under King Salman and Crown Prince Mohammed bin Salman.

<img alt="Vision or Mirage: Saudi Arabia at the Crossroads" data-entity-type="file" data-entity-uuid="8a389bf0-0447-4129-9355-42cc7ea54903" src="//cdn.wionews.com/sites/default/files/inline-images/vision.jpg" />

The former diplomat illustrates Salman’s long-standing focus on combatting corruption with the picture he paints of his governing of the Saudi capital Riyadh for nearly five decades before ascending to the throne.

Anti-corruption has played a dramatic role since Salman became king in solidifying and concentrating power in the kingdom and breaking with a past of slow and gradual change, introducing instead rapid reforms with little consultation.

To do so, Salman picked his son, Mohammed, as crown prince because he saw in him a bulldozer with the needed ambition, drive, and ruthlessness to undermine traditional pillars of support of the Saudi system like elite cohesion and the maintenance of rival armed forces.

Elite cohesion was disrupted by disenfranchising or subjugating key elements of the Saudi power structure, including significant segments of the bloated ruling Al Saud family and the religious establishment, that would have likely slowed down or opposed reforms that would enable economic diversification and a reduction of the kingdom’s dependence on oil exports.

In doing so, Rundell argues that Salman may have made Saudi Arabia less stable country in which absolute political and military power has been concentrated in the hands of one man and a population that is in majority young and aspires for greater transparency and accountability.

Identifying a defeat in the war in Yemen or a failure to make good on promises of job creation as potential catalysts of resistance to the rule of the Salmans, Rundell warns that any organized opposition would be cloaked in the mantle of religious ultra-conservatism rather than concepts of secularism or democracy.

In the ultimate analysis, Rundell has produced one of the most historically grounded and informed evaluations of the significant change Saudi Arabia is experiencing and the prospects and pitfalls of far-reaching of social and economic reforms while severely curtailing political rights.

The curtailing, mass arrests of religious and more secular activists, and the killing in 2018 of journalist Jamal Khashoggi in the Saudi consulate in Istanbul have already cost the kingdom dearly in terms of its reputation, complicating its diplomatic relations with the West at a time of a global economic downturn.

Rundell’s book constitutes a major contribution to mushrooming literature on Saudi Arabia, a country that has long been and in many ways still is cloaked in secrecy.

Saudi Arabia Crown Prince proposes two G-20 summits in a year

Saudi Arabia expects no major change in its relationship with the US under Joe Biden, a senior official told CNN, despite the president-elect pledging to turn the kingdom into a "pariah".

OPEC kingpin Saudi Arabia, a close ally of President Donald Trump, has appeared wary of Biden after he promised a stern stance against the kingdom for its human rights failings.

But Adel al-Jubeir, the Saudi minister of state for foreign affairs, dismissed the notion.

"We deal with the president of the United States as a friend, whether he's Republican or Democrat," Jubeir told CNN, in an interview released over the weekend.

"President-elect Biden has been in the (US) Senate for 35 years, he has tremendous experience... I don't expect that there's going to be major change in terms of America's foreign policy."

The comment comes as Saudi Arabia hosts the G20 leaders' summit this weekend, a first for an Arab nation, while global campaigners seek to draw attention to the kingdom's human rights record.

Saudi Arabia has largely escaped US censure under Trump, who along with his son-in-law Jared Kushner, has enjoyed a personal rapport with Crown Prince Mohammed bin Salman, the kingdom's de facto ruler.

Trump's defeat leaves Prince Mohammed vulnerable to renewed scrutiny from the kingdom's closest Western ally.

That could leave the crown prince isolated amid economic challenges that imperil his reform agenda, a grinding war in neighbouring Yemen and pockets of domestic opposition to his rule.

During his election campaign, Biden threatened to make Saudi Arabia "the pariah that they are".

Saudi observers dismiss the Democrat leader's campaign speeches about the kingdom as bluster, pointing out that Trump also struck a hostile note in his 2016 campaign before quickly warming up to its rulers.

"We deal with the presidents once they're in office, and we have huge interests with the United States," Jubeir said.

"We are working together on global economic security, on energy security, on financial issues, and we are key in terms of the Muslim world. These interests are huge for us and for the United States."

Saudi Arabia and Iraq on Wednesday reopened their Arar desert crossing, a long-awaited sign of closer trade ties after 30 years of sealed land borders between the two countries.

Arar has been closed since 1990 after the two countries cut ties following Saddam Hussein's invasion of Kuwait.

Top officials including Iraq's interior minister and the head of its border commission travelled from Baghdad to formally open Arar, where a line of cargo trucks stood waiting.

The Saudi ambassador to Iraq was also in attendance and a delegation from Riyadh was to open the Saudi side of the border.&nbsp;

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/saudi-prince-warns-iron-fist-response-to-extremists-threatening-its-security-343064/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

Arar will be open to both goods and people for the first time since Riyadh cut off its diplomatic relationship with Baghdad in 1990, following Iraqi ex-dictator Saddam Hussein's invasion of Kuwait.

Riyadh has been wooing Baghdad as part of an effort to stem the growing regional influence of Iran, while Iraq is seeking economic benefits from closer ties with its southern neighbour.

The Saudi-Iraqi rapprochement extends back to 2015 when Saudi Arabia reopened its embassy in Baghdad following a 25-year break.

In July Saudi Arabia and Iraq signed investment agreements on energy and sports.

Ties have remained rocky ever since, but current Iraqi Prime Minister Mustafa al-Kadhemi has a close personal relationship with Saudi Crown Prince Mohammed bin Salman.

Kadhemi was to travel to Saudi Arabia as his first foreign trip as prime minister in May, but the visit was cancelled at the last minute when Saudi King Salman was hospitalised.

He has yet to make the trip, although Iraqi ministers have visited Riyadh to meet with their counterparts and a top-level Saudi delegation travelled to Baghdad last week.

Baghdad sees Arar as a potential alternative to its crossings with eastern neighbour Iran, through which Iraq brings in a large share of its imports.&nbsp;

'Let them invest'

But pro-Iran factions in Iraq, which call themselves the "Islamic Resistance," have stood firmly against closer ties with Saudi Arabia.

Ahead of Arar's opening, one such group identifying itself as Ashab al-Kahf published a statement announcing its "rejection of the Saudi project in Iraq".

"The intelligence cadres of the Islamic Resistance are following all the details of the Saudi enemy's activities on the Iraqi border," it warned.

Speaking to reporters on Tuesday evening, Kadhemi fired back against those describing the rapprochement as Saudi "colonialism".

"This is a lie. It's shameful," he said.

"Let them invest. Welcome to Iraq," Kadhemi added, saying Saudi investment could bring in a flood of new jobs to Iraq where more than one-third of youth are unemployed.

The closer ties have been a long time coming.

They did not improve much after Saddam's toppling in the 2003 US-led invasion, as Riyadh looked at the new Shiite-dominated political class with suspicion due to their ties to Iran.

A thaw began in 2017 when then Saudi foreign minister Adel al-Jubeir travelled to Baghdad -- the first such visit in decades -- followed by a Riyadh trip by Iraqi premier Haider al-Abadi.

The first commercial flights resumed between the two countries and officials began discussing Arar, with high-profile US diplomat Brett McGurk even visiting the crossing in 2017 to support its reopening.&nbsp;

But those plans were repeatedly delayed, with Arar only opened on rare occasions to allow Iraqi religious pilgrims through on their way to Mecca for the hajj.

More in the works?&nbsp;
Iraq is the second-largest producer in the OPEC oil cartel, outranked only by Saudi Arabia.

Its oil, gas and electricity infrastructure is severely outdated and inefficient but low oil prices this year have stymied efforts to revamp it.

Baghdad is also notoriously slow to activate external investment, with international firms and foreign countries complaining that rampant corruption hamstrings more investment.

Kadhemi's government has sought to fast-track foreign investment including Saudi support for energy and agriculture.

On his trip to Washington this summer, he agreed to a half-dozen projects that would use Saudi funding to finance US energy firms.

Last year, Iraq signed a deal to plug into the Gulf Cooperation Council's power grid and add up to 500 MW of electricity to its dilapidated electricity sector.

Those deals too have been criticised by pro-Iran factions in Iraq.

Saudi Arabia's&nbsp;Crown Prince Mohammed bin Salman on Friday warned an&nbsp;"iron fist" response to extremists&nbsp;threatening its security.

Prince Mohammed, the kingdom's de facto ruler, warned those seeking to carry out jihadist acts of a "painful and severe punishment".

It comes after the&nbsp;Islamic State claimed responsibility for a bomb blast that struck a World War I commemoration at a non-Muslim cemetery in Jeddah on Wednesday, just two weeks after a guard at the French consulate in the Red Sea city was wounded by a knife-wielding Saudi citizen.

Wednesday's attack occurred two weeks after a Saudi man wounded a security guard at the French consulate in Jeddah with what has been described as a "sharp tool" and after recent Islamist militant attacks in France and Austria.

Prince Mohammed, who pledged in 2017 to return Saudi Arabia to an "open, moderate Islam", has sought&nbsp;to roll back the influence of the ultra-conservative religious establishment.

The prince also said the kingdom would continue to combat corruption after the state recovered 247 billion riyals ($65.86 billion) in settlements in addition to assets worth tens of billions of riyals in the past three years.

The heir to the Saudi throne has curbed the influence of the once-powerful religious police, as he permits mixed-gender music concerts, cinemas, and other entertainment options that appeal to a majority young population.

But simultaneously, the prince has launched a sweeping crackdown on dissent and free speech, arresting women activists, clerics, and journalists as well as royal family members.

In January 2019 Saudi Arabia ended a sweeping anti-corruption campaign in which many members of the kingdom's economic and political elite were detained.

Critics saw the crackdown as a power grab by the crown prince, who has moved to sideline any rivals to his eventual succession to the throne. Prince Mohammed has defended the campaign as "shock therapy" as he tries to overhaul the economy.

Gas-rich Qatar has flung open its property market to foreigners, with a scheme giving those purchasing homes or stores the right to call the Gulf nation home.

The scheme, announced in September, is the latest in a series of measures designed to diversify Qatar's economy away from fossil fuel dependency and attract foreign capital ahead of the 2022 World Cup.

Well-heeled individuals are being invited to consider the glistening seaside tower blocks of Doha's man-made Pearl Island or the brand new Lusail city project that flanks a World Cup stadium. Retail units in malls also qualify buyers for residency.

The reforms could also help soak up an oversupply of units, which has left gleaming towers half-empty and seen prices drop by almost a third since 2016, according to consultancy ValuStrat's Price Index for residential property.

Previously, investors needed sponsorship from a Qatari business or individual for residency, but now a $200,000 property purchase secures temporary residency for the term of ownership. A $1 million purchase buys the benefits of permanent residency, including free schools and healthcare.

"The reason I didn't buy earlier was that there was so much grey area," said marketing director Tina Chadda, a Kenyan who has lived in Qatar for 15 years.

Now she is looking for "a property to live in which I can use to get permanent residency".

"I think this will allow me to call Qatar home. I feel more comfortable now," she told AFP.

Chadda said the visa would also allow her to bring her family, including elderly parents, to Qatar from Nairobi.

"It's a safe country, compared to Kenya."

Foreigners can now house hunt in 25 areas of Qatar -- mostly in and around the capital Doha -- nine on a freehold basis and the rest with 99-year leaseholds.

Seaviews for most

Gulf nations have long depended on foreign skills and expertise to convert their petrodollars into the region's towering cities, but have seldom made it easy, or cheap, for expats to make their moves permanent.

Similar schemes exist elsewhere in the Gulf, but for a significantly greater outlay. Dubai offers a 10-year residency visa for an investment of $2.7 million, 40 per cent of which must be in the property.

So-called "golden visas" and investment passport schemes in several countries have also faced scrutiny over allegations they have attracted corrupt individuals and money laundering.

In Qatar's case, it remains unclear how attractive the tiny, ultra-conservative nation -- where strict curbs apply to free speech and alcohol sales -- will be to wealthy global buyers.

Investment of $200,000 buys a 50 square metre (540 square foot) studio in Lusail's new Fox Hills development north of Doha, while $1 million would cover a 330 square metre three-bed Seaview apartment in the Pearl.&nbsp;

"These areas have been designated because they have the new and developed infrastructure... as well as a distinctive view of the sea for most," said justice ministry official Saeed Abdullah al-Suwaidi.

"There is no big demand, but we are trying to encourage real estate investment," he added. "(We) aim to diversify the economy and not depend on oil and gas."

This marks a step-change in the Gulf emirate, where 90 per cent of the 2.75 million people are temporary guest workers, mostly employed on projects linked to the 2022 tournament.

'Hype around 2022'

One estate agent promoting the scheme to clients said, "The whole idea is to have expats and locals working together and trying to promote a long-term outlook for Qatar."

"As the hype around 2022 increases, I think this will naturally create more demand," said Doha-based Sotheby's estate agent Oliver Essex.

In a report issued last month, auditor KPMG said the residential property had not been as hard hit by the novel coronavirus pandemic as other real estates in Qatar, with residential transactions worth $1.48 billion reported in the second quarter of 2020.&nbsp;

"However, Covid-19 measures have resulted in government and private layoffs, which is indirectly leading to an exodus of a substantial workforce," it said.

The policy shakeup comes at a time of political crisis, with Qatar under an economic and diplomatic boycott by its neighbours — depressing demand for Qatari property -- and faced with low oil prices, which have also undermined prices in other Gulf capitals.

Essex said he expected most of the initial interest to come from foreigners already living in Qatar rather than from investors based abroad.

"I believe mainly Lebanese, Iranians, Egyptian and Indians" will be interested initially, he said.

Qatar puts up 'for sale' sign with new property visas

Reforms which take effect in March 2021 will allow foreign workers the right to change jobs by transferring sponsorship to new employers.

Saudi Arabia reforms its Kafala system for foreign workers

Saudi Arabia has abolished its controversial Kafala system. The decision was announced on Wednesday by the Kingdom’s Ministry of Human Resources and Social Development.

The ministry said it will remove restrictions tying millions of low-paid and vulnerable migrant workers to their employers, which had often led to abuse and exploitation. Called the Labor Relation Initiative, the reforms will come into effect in March 2021.

The plans, to take effect in March 2021, aim to make the Saudi labour market more attractive, the deputy minister for human resources said, by granting foreign workers the right to change jobs and leave the country without employers’ permission.

“Through this initiative, we aim to build an attractive labour market and improve the working environment,” Abdullah bin Nasser Abuthunain told reporters.

Saudi Arabia, which chairs the Group of 20 major economies (G20) this year, is seeking to boost its private sector, part of an ambitious plan to diversify its oil-dependent economy.

The move will help attract high-skilled workers and help create more jobs for Saudi nationals, Sattam Alharbi, deputy minister for development of the work environment, told Reuters in a phone interview, adding that hiring would be based on workers’ efficiency.

Saudi Arabia’s Vision 2030 reform plan is a package of economic and social policies designed to free the kingdom from reliance on oil exports.

The currently applicable kafala system generally binds a migrant worker to one employer. Rights groups, including Amnesty International, have been calling on Saudi authorities to end that system which leaves workers vulnerable to abuses.

“The term kafala does not officially exist in Saudi labour laws since more than 20 years ago; however, there were many wrong practices of it that helped breach the contractual relation,” Alharbi said.

The new initiative will base the relationship between employers and workers on a standard contract that should be certified by the government and will allow workers to apply directly for services via an e-government portal, instead of a mandatory employers’ approval.

The ministry aims to certify the contracts of all foreign workers by the end of the first quarter of 2021.

(With inputs from agencies)
