It was alleged that the accused persons, while working in the capacity of public servants, deliberately changed the terms and conditions in the NIT so as to make the private company eligible for participating in the tender," a CBI spokesperson had said after filing the FIR on May 29, 2018. Four years later, the CBI had filed a closure report in the matter, underlining that there was "no evidence of pecuniary advantage, conspiracy, or corruption". "The total investigation found no criminal activity or wrongful loss to the government, nor any pecuniary benefit to M/s Soni Detectives. No evidence of quid pro quo or conspiracy has emerged, and the acts of public servants do not constitute fraudulent conduct," it said. Citing the report, Special Judge Dig Vinay Singh said that the hiring process was justified because PWD faced a shortage of specialised staff in areas like urban planning and graphic designing, where no sanctioned posts or recruitment rules existed, making direct recruitment unfeasible. "Therefore, hiring through an outsourcing agency was an accepted, common practice," the court noted. The agency had said that the professionals were hired transparently through an open advertisement and interview process by a broad-based committee including members from CPWD, DMRC and HUDCO. "It is also claimed that the qualifications of the selected candidates met general standards, many from reputed institutes, and some moved on to better jobs later, indicating no undue pecuniary advantage was gained," it had said. The CBI investigation showed that the change in funding source was justified as payments shifted from the "Barapulla elevated corridor" project to "Mohalla Clinics," as the same creative team served both, with the latter being a priority project fully funded by GNCTD. The selection of the agency was transparent and done through a fair process; professionals from reputed institutes were hired, and the Engineer-in-Chief of PWD chaired the interview panel with other neutral officials to ensure fairness, the CBI had said in the closure report. Recommending the rejection of a protest petition against its report, the CBI told the court that the petition does not provide any sufficient prima facie evidence from investigations or otherwise, warranting further inquiry. The funds were used legitimately, with no misappropriation or mala fide intent, it said. "When the investigating agency has not found any incriminating evidence over such a long period to prove the commission of any offence, particularly under the POC Act, 1988, further proceedings would serve no useful purpose," Special Judge Dig Vinay Singh said. Delhi recorded COVID-19 positive rate of 2.70 per cent on Monday from less than 1 per cent which was&nbsp;the highest in two months&nbsp;raising concerns about the revival of virus cases in the city.

As per the data given by the municipal health authority, 137 new COVID-19 cases were&nbsp;reported in Delhi on Monday.&nbsp;As per reports, 447 COVID-19 patients are in home isolation in Delhi.

Delhi records new COVID-19 cases; no major reason to panic, says CM Kejriwal

Delhi is most likely to report around 10,000 new Covid cases today, taking the daily positive surge to nearly 10 per cent, state health minister Satyendar Jain on Wednesday said, while announcing the arrival of third wave in India.

On Tuesday, Delhi had recorded 5,481 news infections and three deaths in a day. The positivity rate stood at 8.3 per cent, a significant increase from 6.46 per cent on Monday.

“For Delhi, it is the fifth wave,” Jain said, adding, “Coronavirus is spreading very fast. The good news is that no serious cases have been found. We are also fully prepared to vaccinate teens.”

Testing for COVID-19 has been increased and around 90,000 tests have been conducted on Tuesday, the minister said.

He, however, added that only 300-400 samples are being sent for genome sequencing now as sequencing of all samples is not possible.

‘Fifth wave in Delhi’: State health minister says 10,000 new Covid cases expected today

A massive fire broke out in Delhi on Monday in which nine people got killed and three were injured.

The incident occurred in a three-story residential-cum commercial building in Delhi's Kirari area.

The cause of the fire is not known yet but local reports said that it was a cylinder blast.&nbsp;

The Delhi government has also announced Rs 10 lakh compensation to the next of kin of those who died in the tragedy.

"Inspected Kirari area where the tragic incident happened. Ordered Magisterial probe to fix responsibility. Delhi Govt. to provide Rs. 10 lakh compensation for deceased; Rs. 1 lakh for those injured and their treatment," Health Minister Satyendra Jain tweeted.

This comes merely a month after as many as 43 people died in a major fire tragedy at a factory in the Anaj Mandi area of Old Delhi.&nbsp;

Jain said that he ordered an inquiry into the matter when he came to know about the negligence of the hospital.&nbsp;

&#39;&#39;If the hospital does not function properly, we will cancel the license of the hospital,&#39;&#39; he said.

The baby was handed over to the parents in a plastic bag.&nbsp;

The<a href="http://www.wionews.com/india-news/family-demands-strict-action-against-hospital-for-declaring-newborn-dead-25651" target="_blank"> parents of the child </a>said they were about to bury the child when they found out that it was alive.

They immediately rushed to a nearby nursing home&nbsp;where&nbsp;the doctors confirmed&nbsp;that one of the babies was alive.

The baby is still in a critical condition.&nbsp;

The Delhi Health Minister Satyendra Jain on Saturday said that a strict action will be taken against the Max Hospital after a child was found alive after the hospital declared dead on Friday. The license of the hospital can also be cancelled if required, he said. Jain said that he ordered an inquiry into the matter when he came to know about the negligence of the hospital. ''If the hospital does not function properly, we will cancel the license of the hospital,'' he said. Jain remains convinced that the disease alone has not caused the deaths. Talking about the casualties, he said four out of five deaths were reported from the same hospital (Sir Ganga Ram hospital) which made the situation a little suspicious. 
 
&quot;Chikungunya deaths are not happening across the world. Why is it only in a select few Delhi hospitals? And upon enquiry, I have discovered that most of the deaths are of people who were aged and already sick with other ailments,&quot; the minister said. 
 
&quot;People of Delhi have no need to panic. The state government is ready to provide help at all cost. But one should get admitted only if the doctor advises them to do so and not because they are scared,&quot; he told the media in Delhi. 
 
No complaints of medical shortage 
 
Meanwhile, Indian health minister JP Nadda said that no complaints of shortage of medicine or doctors and testing facilities have been reported, adding that the India is fully prepared to tackle the crisis. 
 
Nadda informed: &quot;We today held a review meeting in regard with the upsurge of vector-borne diseases. In Delhi, an increase in cases of Chikungunya has been reported, and meanwhile, a&nbsp;large number of cases of fever has been reported. In West Bengal, Odisha and Karnataka, cases of dengue have been reported. In West Bengal, cases of malaria have been reported.&quot; 
 
He added that they have held three video conferences in the regard and called on the Delhi health minister, the &nbsp;New Delhi Municipal Council (NDMC) and the Municipal Corporation Department (MCD) to guide them on protocols that should be followed to counter the spread of the disease.&nbsp; 
 
&quot;In one video conference, I addressed the state health ministers. The second was addressed by the secretary and the third was done by heads of vector-borne diseases,&quot; he said. 
 
Nadda also urged the people not to panic and help in pacifying the current upsurge of mosquito-borne diseases.&nbsp; 
 
Dr DS Rana, the chairperson of the Sir Ganga Ram Hospital in Delhi, said: &quot;Have just received an e-mail from the Government of India that deaths reported in the Ganga Ram Hospital of chikungunya positive patients should be probed a little more and information should be given to them.&quot; 
 
&quot;By and large the message is very clear that Chikungunya is not a very fatal disease, people should not get frightened. Hospitals are doing their best, be it government or private,&quot; he added. 
 
Need to rise above politics 
 
Delhi&#39;s ruling Aam Aadmi Party has called for bridging gaps between the Delhi government and India&#39;s ruling Bhartiya Janata Party (BJP) to rise above politics and tackle the menace.&nbsp; 
 
Delhi water minister Kapil Mishra quoted chief minister Arvind Kejriwal as having said: &ldquo;no matter what&rdquo;, the various agencies and political parties will have to work together to tackle chikungunya that has so far claimed at least 10 lives in Delhi this season.
