Trade officials of India and the US are giving final touches to the deal expected to cover specific sectors, they said.

Trump is set to visit India on a two-day trip between February 23 and 26 and both sides are in the process of fine-tuning his schedule, sources said.

A high-level logistics team from Washington handling Trump's foreign trips visited India last week as part of preparations for his maiden tour of India as the US president.

"The trade deal and a pact on further enhancing defence cooperation are likely to be sealed during the visit by the US president," said a source.

India is seeking exemption from high duties imposed by the US on certain steel and aluminium products as well as the resumption of benefits on tariff on certain products under their <a href="https://www.wionews.com/india-news/delay-generalised-system-of-preferences-eligibility-decision-till-indian-elections-us-209980">Generalised System of Preferences</a> (GSP).

India is also pressing the US to facilitate greater market access for its products in the US in sectors such as agriculture, automobile, auto components and engineering.

On the other hand the US wants greater market access for its farm and manufacturing products, dairy items and medical devices in India.

In 2018-19, India's exports to the US stood at $52.4 billion, while imports were $35.5 billion.

Trade deficit dipped from $21.3 billion in 2017-18 to $16.9 billion in 2018-19.

India received FDI worth&nbsp;$3.13 billion from the US in 2018-19, higher than $2 billion in 2017-18.

India had invited Trump to grace the <a href="https://www.wionews.com/india-news/trump-unlikely-to-honour-indias-invite-for-republic-day-celebrations-174076">Republic Day</a> parade as the chief guest last year but the US President could not come due to scheduling issues.

However, the Chinese government&nbsp;took four days just to grant permission for the evacuation process.

It also expressed displeasure over the advisory issued by India in which it asked its citizens to refrain from travelling to China in order to prevent the deadly virus from spreading.

Chinese Foreign Minister Wang Yi said that '' World Health Organisation has not recommended any sort of restrictions regarding travel or trade with China''.

Beijing's envoy to New Delhi, Sun Weidong also tweeted about the matter.

The JNU campus was rocked by violence on Sunday evening when more than 18 students of the university, including JNUSU President Aishe Ghosh, were injured and were taken to the AIIMS Trauma Centre after a group of masked men entered the varsity and attacked them and teachers with sticks and rods.

With three West Asian countries, Iran, Oman and UAE, the focus was on how the developing situation can impact the region. EAM during his talks with Iranian counterpart noted that developments "have taken a very serious turn" and New Delhi remains "deeply concerned" about the levels of tension. With Oman, both sides, "reaffirmed" the "shared interest in the stability and security of the Gulf."

Jaishankar's last visit in 2019 was to Iran and Oman and foreign ministers of three countries had met in the Omani capital Muscat on December 24 with focus on increasing connectivity in the region.

Meanwhile, the Iranian mission in a statement expressed its "gratitude" to all "individuals, groups, elites, &nbsp;media outlets, organizations and foreign missions" in India who have expressed their "sympathy and solidarity" with Tehran.

In a letter to Indian High Commission dated December 31, Pakistan Foreign Ministry informed that repatriation of fishermen will take place on January 6 via Wagah Border. The ministry has asked the high commission to nominate a representative to receive the fishermen.

The 20 fishermen are from Srikakulam and Vizianagaram districts and were captured by the Pakistan Maritime Security Agency (PMSA) off Gujarat coast by breaching into Indian waters. They are among the 483 Indian fishermen captured by Pakistan in December 2018.

"The Ministry of Foreign Affairs of Islamic Republic of Pakistan presents its compliments to the High Commission of Republic of India in Islamabad and has the honour to convey the decision of the Government of Pakistan to <a href="https://www.wionews.com/pakistan/pakistan-releases-100-indian-fishermen-as-goodwill-gesture-208631">release</a> and repatriate following twenty fishermen to India via Wagah Border on 06.01.2020," the ministry letter stated, along with a list of names of fishermen.

In 2018, Iran and India had signed an agreement worth $85 million to develop the Chabahar Port in south-eastern Iran.

The Chabahar Port, which provides an alternative route for trade between India and Afghanistan, is located in the Gulf of Oman.

In 2017, India sent its first shipment of wheat to Afghanistan through the strategic Iranian port.

During the two-day visit to Iran, Jaishankar also met Supreme National Security Council's secretary Admiral Ali Shamkhani and held a discussion on regional security and bilateral relations.&nbsp;

Along with that, he held a meeting with Mohammad Eslami, Roads and Urban Development Minister, and to assess progress on connectivity projects.&nbsp;

Jayapal has been a vocal critic of the current government in India. She even pushed for a resolution asking New Delhi to lift all restrictions in Jammu and Kashmir.

India has maintained that any matter related to Jammu and Kashmir is an internal matter and has rejected any foreign intervention.

On Thursday, Jaishankar had said that he has "no interest" in meeting Jayapal.

"I am aware of the draft resolution. I don`t think it is a fair understanding of the situation in Jammu and Kashmir or fair characterisation of what the Indian government is doing. I have no interest in meeting her," he said.

"No Foreign Minister of any independent country should be pressurised into meeting such politicians with their own agendas," MEA sources said as quoted by news agency ANI.

54-year-old Jayapal had introduced the resolution, co-sponsored by Republican Steve Watkins, that urges India to lift the communication clampdown, release political detainees and "preserve religious freedom for all residents" in Jammu and Kashmir.&nbsp;

The 2+2 dialogue took place in the United States between India's Defence Minister Rajnath Singh, External Affairs Minister S Jaishankar and their American counterparts, US Secretary of Defence Mark Esper and US Secretary of State Mike Pompeo.&nbsp;

India, US resolve to work together to realise full potential of strategic global partnership: MEA on 2+2 meeting 

Indonesian foreign minister Retno LP&nbsp;Marsudi arrived here Friday morning for a two-day visit to attend key talks on Indo-Pacific region.&nbsp;

The visiting dignitary is scheduled to meet External Affairs Minister S&nbsp;Jaishankar in the evening and the two ministers will also simultaneously attend the sixth Joint Commission Meeting between India and Indonesia at the Hyderabad House here.&nbsp;

Later, Marsudi will deliver a keynote address at the two combined dialogues in the presence of Jaishankar.

The two Track 1.5 dialogues will be held at the Pravasi Bharatiya Kendra here consecutively on two days from December 13 aiming to build an inclusive approach for a "cooperative, free, and rules-based Indo-Pacific" region.

Hosted by the Ministry of External Affairs the dialogues, which are key elements of the Indian Ocean Rim Association (IORA), and the India-ASEAN calendars respectively-will be held consecutively and on similar, Indo-Pacific themes.

The 6th Indian Ocean Dialogue on December 13 on the theme "Indo-Pacific: Re-imagining the Indian Ocean through an Expanded Geography". It is being organised with the assistance of the Indian Council for World Affairs.

Delhi Dialogue XI will start on the evening of December 13 and will run through to the evening of December 14. The theme for this year's Delhi Dialogue is "Advancing Partnership in Indo-Pacific", and is being organised with the assistance of the Research and Information System (RIS) for Developing Countries.

The announcement of an ASEAN Outlook on the Indo-Pacific at the ASEAN Summit in June 2019 and Prime Minister Narendra Modi's enunciation of India's vision of the Indo-Pacific at the Shangri-La Dialogue in June 2018 are important drivers of MEA's current effort to locate the Indian Ocean Dialogue and the Delhi Dialogue within the concept of a free, open, inclusive and rules-based Indo-Pacific, the MEA said in a statement.

Other distinguished guests include special envoys, deputy ministers and senior officials from Brunei Darussalam, Cambodia, Lao PDR, Myanmar and Thailand, as well as the Deputy Secretary-General of ASEAN at the Delhi Dialogue as well as the Foreign Secretaries of Seychelles and Maldives, the IORA Secretary-General and senior officials from South Africa and UAE, at the Indian Ocean Dialogue.

Through these processes, India intends to emphasise its open and inclusive approach to fostering a cooperative, free, and rules-based Indo-Pacific domain, in which all nations and their aspirations for development have equal space to find expression, the statement said.

Maldivian Foreign Minister, Abdulla Shahid who is on a five-day visit to India, will co-chair the sixth India-Maldives Joint Commission Meeting (JCM) along with EAM S Jaishankar on December 13, the Ministry of External Affairs said on Thursday.

"On December 13, Foreign Minister Shahid will co-chair the 6th India-Maldives Joint Commission Meeting (JCM) along with our External Affairs Minister Dr S Jaishankar," MEA Spokesperson Raveesh Kumar said while addressing a press conference here.

Kumar said the JCM is taking place after a gap of over four years.

"Foreign Secretary Vijay Gokhale called on Foreign Minister Shahid yesterday. FM Shahid will call on Prime Minister Modi after the JCM," said Kumar.

The Maldivian Foreign Minister is leading a large 31-member delegation with senior officials of all major Ministries and Departments in the Government of Maldives.

The MEA spokesperson said this is reflective of the depth and scope of our partnership with the Maldives which, he emphasised has gained significant momentum over the past one year under the leadership of President Ibrahim Mohamed Solih.

RCEP is a proposed free trade agreement (FTA) between the ten member-states of ASEAN and FTA partners. Israel has shared its flagship connectivity plan that connects the Meditteranean with the gulf even as connectivity has become India's focus last few years both towards its west and east.

Minister of Foreign Affairs and Intelligence Israel Katz met India's external affairs minister S Jaishankar on the sidelines of the Meditteranean dialogue last week and shared the “Tracks for Regional Peace” initiative. In November, Israel had shared its connectivity project with Oman.

Israel's FM, during his meet with EAM Jaishankar, called for the "need to increase the trade between the two countries and the measures required to encourage", according to the readout by Israeli foreign ministry.

The initiative is a rail transport plan that will connect the Meditteranean and the gulf and is based on two&nbsp;central ideas -- Israel will be a land bridge and Jordan will be the regional transportation hub.

A regional rail plan will transport people and cargo from the US and Europe to gulf states in the east. The initiative is inspired by the Hejaz railway that ran from Damascus to Medina during the Ottoman times.

Israel has valley rail line, opened in 2016 connects Haifa connects with Beit She'an and will be extended towards the east to Sheikh Hussein crossing in Jordan and the south towards Jalamah crossing so that Palestinians are also able to connect to it.

According to the Israeli govt the initiative will "build peace" and "encourage stability and create vibrant economies" by connecting middle east.

Both Indian and Israeli sides also "discussed the need to intensify bilateral cooperation on the issues of water, agriculture and technology" with FM Katz inviting EAM Jaishankar to Israel, and "the minister expressing interest in visiting Israel next year".

According to the Israeli govt the initiative will "build peace" and "encourage stability and create vibrant economies" by connecting middle east. Both Indian and Israeli sides also "discussed the need to intensify bilateral cooperation on the issues of water, agriculture and technology" with FM Katz inviting EAM Jaishankar to Israel, and "the minister expressing interest in visiting Israel next year".

External Affairs Minister S Jaishankar, while speaking at the Mediterranean Dialogue 2019 in Italy, said that in Indian or Asian traditions, countries don't comment on the internal affairs of other countries and highlighted the perils of taking "positions" which looks like double standards.

He said, "There is an Indian or Asian view on how inter-state relations should be conducted. Whatever your view is about what is happening around the world, you are very cautious about commenting on the internal affairs of people. That has been the Indian or the Asian tradition."

While he said he is aware that such traditions are not there in Europe and North America, the EAM added that "the problem is when you start being judgemental... danger is that you will be selective" with demonstrations somewhere being fine but if one has stakes, similar demonstrations will not be liked.

Explaining with an example, he said, "around the time of 9/11 we had a dictatorship towards the east of India and a dictatorship towards the west of India. The dictatorship towards the east of India was Myanmar which had sanctions by the US and Europe while dictatorship towards the west of India was Pakistan under General Musharraf who was hailed as the ally of the west".

The comments come with an increasingly vocal West on the situation in Kashmir which has been calling New Delhi to remove restrictions imposed after August 5. The restrictions were imposed to prevent any law and order situation or, as the government in Delhi says, to prevent any situation which may be exploited by Pakistan to fan cross-border terror in the valley.

Jaishankar also highlighted the proactive role played by India in the region as the first responders in Nepal, Yemen and on the climate action front especially by bridging the gap between the developing and the developed world.

"In about a decade we will be the third largest economy; in 5 years we will be the most populous country. India is externalising at a faster rate," Jaishankar said.

Jaishankar made these remarks at the inaugural meeting of the India-Japan Foreign and Defence Ministerial Dialogue (2+2) being held in New Delhi.

The meeting saw the participation of the Japanese Delegation led by country Foreign Minister Toshimitsu Motegi and Defence Minister Taro Kono.

Jaishankar said that the fact that Japan is the only country with which India has an annual summit mechanism and a 2+2 ministerial dialogue underscores the importance New Delhi attaches to its relationship with Tokyo.

Speaking in turn, Motegi said that the 2+2 ministerial dialogue between the two countries is symbolic of India's increasing importance in the Indo-Pacific and such meetings will contribute to Indo-Pacific's increasing safety and stability.

The meeting is being held in pursuance of the decision taken by Modi and his Japanese counterpart Shinzo Abe during the 13th India-Japan Annual Summit held in Japan in October 2018, with an aim to institute a Foreign and Defence Ministerial Dialogue for further deepening bilateral security and defence cooperation, the Ministry of External Affairs (MEA) said in a statement.

The 2+2 meeting would provide an opportunity for the two sides to review the status of and exchange further views on strengthening defence and security cooperation between India and Japan so as to provide greater depth to the 'India-Japan Special Strategic and Global Partnership'.

The two sides will also exchange views on the situation in the Indo-Pacific region and their respective efforts under India's 'Act East Policy'&nbsp;and Japan's 'Free and Open Indo-Pacific Vision'&nbsp;for achieving their shared objective of peace, prosperity and progress to realise a better future for the people of the two countries and the region.

Gotabaya will be meeting Prime Minister Narendra Modi at Hyderabad House later in the day. Gotabaya had arrived on Thursday evening on his maiden foreign trip after becoming the island nation's president earlier this month.

Last week, India's external affairs minister S Jaishankar had made an unscheduled visit to the island country to physically hand over PM Modi's invite to Gotabaya to visit India. During the meet, India also called on the new leadership to continue the process of national reconciliation with regards to the minority Tamils.&nbsp;

Indians account for 93 percent of the total number of visas issued under H4 category by the United States, External Affairs Minister S Jaishankar told Rajya Sabha on Thursday.

The H4 category permits the spouse of an H-1B visa holder to work in the US.

Replying to a question raised by a Rajya Sabha member about US government move to prevent the spouses of H1B visa holder to get the visa, Jaishankar said that the Donald Trump administration has indicated that it "may review it sometime".

"Ability of spouses of H1B visa holders working in the US to work was introduced in 2015. This category of visa is covered in H4 visa. Indians today account for 93 per cent of a total number of visas issued in this category," said Jaishankar.

"There is a court order to the effect to continue the program. Trump (US President) Administration has indicated that it may review it sometime," he added.

H-4 employment authorisation document (EAD) is an Obama-era rule of 2015 that allowed job opportunities to qualified spouses of H-1B visa holders. The Trump administration has publicly said and also in its court filing that it wants to revoke work permits to H-4 visa holders. Early this month, a US court refused to strike down the H-4 EAD rule.

Meanwhile, when nominated member Swapan Dasgupta asked the External Affairs Minister about the government's position on the work visas, Jaishankar said that New Delhi is constantly in touch with Washington, to persuade them that tapping into "Indian pool talent" will be beneficial. He also noted that numbers of H1B visas have been going up in the last few years even though the rejection rate is coming down.

"We are constantly in touch with the American system, the American government and members of Congress to persuade them that tapping into the Indian talent pool is for our mutual benefits and in that, we have been successful in large measure... Actually, if you look at the number the numbers of H1B visas has been going up in the last few years even though the rejection rate is coming down," he said.

Foreign minister S Jaishankar said that if <a href="https://www.wionews.com/south-asia/pakistan-fatf-blues-looms-as-group-finds-deficiencies-in-terror-combating-measures-260754">Pakistan </a>wants the resumption of talks with India, it needs to demonstrate real willingness to cooperate on terrorism.&nbsp;

"The relationship is difficult since many years, mainly because Pakistan has developed an important terrorist industry and sends terrorists to India to carry out attacks. Pakistan itself does not deny this situation," Jaishankar said in an interview to a French newspaper Le Monde.&nbsp;

He added: "Now, tell me: which country would be willing to talk and negotiate with a neighbour who openly practices terrorism against it? If one of your neighbours did, would you, France, pretend that everything is fine? We need actions that demonstrate a real willingness to cooperate."

The relations between India and Pakistan are tensed since the Pulwama suicide attack in Jammu and Kashmir which was carried on by Pakistan-based terror group Jaish-e-Mohammed (JeM). Nearly 30 security officials were killed in the Pulwama attack. The relations worsened after India abrogated Article 370 of the Constitution.&nbsp;

Over the years, terrorism in Pakistan, which is often state-sponsored has paralysed the nation and has carried out attacks in India.&nbsp;

"The relationship is difficult since many years, mainly because Pakistan has developed an important terrorist industry and sends terrorists to India to carry out attacks. Pakistan itself does not deny this situation," Jaishankar said in an interview to a French newspaper Le Monde. He added: "Now, tell me: which country would be willing to talk and negotiate with a neighbour who openly practices terrorism against it? If one of your neighbours did, would you, France, pretend that everything is fine? We need actions that demonstrate a real willingness to cooperate." The relations between India and Pakistan are tensed since the Pulwama suicide attack in Jammu and Kashmir which was carried on by Pakistan-based terror group Jaish-e-Mohammed (JeM). Nearly 30 security officials were killed in the Pulwama attack. The relations worsened after India abrogated Article 370 of the Constitution. Over the years, terrorism in Pakistan, which is often state-sponsored has paralysed the nation and has carried out attacks in India. Pakistan needs to demonstrate real willingness to cooperate on terrorism: Foreign minister Jaishankar

External Affair Minister S. Jaishankar on Thursday said that evolution of India's foreign policy can be categorised into six broad phases - each a response to a different global strategic environment - and while previous phases have a neat description, it is harder to categorise the present one partly because it is still early phase of a major transition.

Delivering the 4th Ramnath Goenka Memorial Lecture here, Jaishankar said the first phase from 1946-62 could be characterised as an "era of optimistic non-alignment", that from 1962-70 as realism and discovery, from 1971-1991 as regional assertion, 1991- 1999 as quest for strategic autonomy, 2000- 2013 as balancing power and the last phase and 2014 to current as a phase of energetic diplomacy.

The BJP-led government led by Prime Minister Narendra Modi assumed office in 2014.

Delineating the first phase between 1946, a year before the country gained Independence and 1962, when there was war with China, Jaishankar said 1946-62 was an "era of optimistic non-alignment" whose setting was very much in a bipolar world led by the United States and the USSR.

He added that India's objectives were to resist the constraining of choices and dilution of its sovereignty as it rebuilt its economy and consolidated its integrity.

"Its parallel goal, as the first of the decolonized nations, was to lead Asia and Africa in a quest for more equitable world order," said Jaishankar.

He said the second phase started in 1962 and lasted till 1971. It was a decade of "realism and recovery".

During this era, India made more "pragmatic choices" on security and political challenges despite a paucity of resources.

"It looked beyond non-alignment in the interest of national security, concluding a now largely forgotten defence agreement with the US in 1964. External pressures on Kashmir mounted in this period of vulnerability," Jaishankar said.

Jaishankar said in the third phase India had major "regional assertion" which began with the creation of Bangladesh and ended with Indian Peace Keeping Force "misadventure" in Sri Lanka.

"It was a particularly complex phase as the US-China-Pakistan axis which came into being at this time seriously threatened India's prospects The collapse of USSR, its close ally, and the not unconnected economic crisis in 1991 compelled us to look again at the first principles of both domestic and foreign policy," he said.

The dissolution of USSR in 1991 led to the emergence of the unipolar world, Jaishankar said, adding that these events led to the beginning of the fourth phase of Indian foreign policy.

"It encourages a radical rethink in India on a broad range of issues and it shifted focus safeguarding strategic autonomy," he said.

The minister said it was also a period Indian reached out to the US more intensively.

He said after 1998 Indian entered the fifth phase of foreign policy and acquired attributes to balancing power. "It is reflected in India-US nuclear deal as well as better understanding with the West at large," he said.

During this phase, India was successful in making common cause with China on trade and climate change, along with this that it was able to consolidate further ties with Russia, Jaishnakar said.

However, this phase also came to an end in 2014 and initiated the sixth phase. "To begin woith China gathered more momentum," he said.

"During this period India has chosen to turn to very energetic diplomacy. It did so by recognising that we are entering the world of convergences and issue-based arrangements," he said.

The minister said India still in the early phase of major transition in foreign policy.

"While the previous phases of foreign policy each have a neat description, it is harder to categorise the current one. Part of the challenge is that we are still in the early phase of a major transition. The contours of even the near future are not yet clear. One solution is to anchor it on Indian aspirations and to speak of our goal of emerging as a leading power," he added.
