Russian President Vladimir Putin claimed on Friday (Nov 24) that some Western search engines are "canceling" Russian culture and that Western countries should not be allowed to have monopoly in Artificial Intelligence (AI), saying that an ambitious Russia strategy to develop AI will soon be greenlit.

The US and China are current leaders in the field of AI development. Experts say that Artificial Intelligence has the potential to transform and revolutionise society much the same way computers did in late 20th century.

Russia harbours ambitions to develop AI too but it is currently engulfed in a war with Ukraine. The war has led to many scientists leaving Russia. After Russia invaded Ukraine, the Western sanctions have stifled sectors of Russian economy and hindered Moscow's high-tech imports.

Putin was speaking in an AI conference in Moscow with Sberbank CEO German Gref in attendance.

Putin said that banning AI was not a possible option, while flagging that the technology may have dangerous uses and it was unacceptable for Western platforms to have a monopoly in this field.

"In the very near future, as one of the first steps, a presidential decree will be signed and a new version of the national strategy for the development of artificial intelligence will be approved," Putin told the conference.

Speaking about the new strategy, Putin said it would lead to major changes which will include expanding fundamental and applied research in the field of generative artificial intelligence and large language models."

During his speech, Putin underlined the need to give Russian researchers better access to supercomputers which themselves needed a boost by orders of magnitude. He also said that top-level Russian scientific education with respect to Artificial Intelligence must be improved.

Finland's Prime Minister Petteri Orpo on Wednesday (Nov 22) said that his country will close all but the northernmost crossing border with Russia in a bid to control the flow of migrants.

Helsinki has claimed that the asylum seekers are being pushed into the Nordic nation deliberately by Russia.

"The government has today decided to close more border posts. Only Raja-Jooseppi station will remain open," Prime Minister Petteri Orpo told a press conference.

Since the beginning of August, nearly 700 asylum seekers entered Finland without a visa over its border with Russia.

Following a surge in migrants, last week Finland shut half of its eight crossings to Russia.

"Unfortunately, these measures have not been able to stop this phenomenon," Orpo said.

The government said that "it is clear that foreign authorities and other actors have played a role in facilitating the entry of persons crossing the border into Finland".

"The situation also involves international crime," the government said in a statement.

Earlier in October, the Finnish border guard warned of a shift in Russia's policy as it started to allow migrants without proper documentation to cross the border.

"This is a systematic and organised action by the Russian authorities," Orpo said on Monday.

Border crossing will be closed starting from midnight on Friday and will remain closed initially until December 23.

Ukraine's President Volodymyr Zelensky has called for urgent changes in the nation's military operations, coinciding with the dismissal of Major-General Tetiana Ostashchenko, the commander of the Armed Forces Medical Forces. This move follows debates on the progress of the 20-month-long conflict with Russia.

Zelensky's demand for rapid changes was emphasised during a meeting with Defence Minister Rustem Umerov. He stressed the need for swift action to bring about forthcoming changes in the ongoing conflict.

Major-General Tetiana Ostashchenko, responsible for the Armed Forces Medical Forces, has been replaced by Major-General Anatoliy Kazmirchuk. Zelensky highlighted the imperative for a fundamental enhancement in medical support, addressing issues such as improved tourniquets, digitalisation, and enhanced communication.

Ukraine's military reported advancements in reclaiming occupied territories in the east and south. Troops gained control of areas along the Dnipro River's eastern bank in the southern Kherson region. General Valery Zaluzhniy, the Ukrainian commander-in-chief, emphasised the need for advanced technology to counter the Russian military, indicating a new phase of attrition in the conflict.

While acknowledging the time required for advances, Zelensky rejected the idea of a stalemate in the war. He urged Western partners, particularly the United States, to continue providing military support to Ukraine.

Igor Girkin, a prominent ultranationalist currently in Russian custody on charges of inciting extremism, has nominated himself for the 2024 presidential race, according to an announcement made on his behalf by Oleg Nelzin, co-chair of the Russian Movement for Strelkov.

Girkin, who previously asserted he would make a better president than Vladimir Putin, issued a letter instructing his followers to establish a headquarters and gather signatures for his candidacy.

Girkin's August statement from custody, where he criticised Putin as "too kind" and declared his own presidential ambitions, was laden with irony. Despite being considered an improbable contender, Girkin, also known for his role in the downing of a Malaysian passenger plane over eastern Ukraine in 2014, has persisted in pursuing his political aspirations.

Leaked documents have linked former owner of Chelsea football club Roman Abramovich to two men nicknamed "wallets" of Russian President Vladimir Putin through a multi-million dollar trail, a BBC investigation has revealed.

Abramovich (55) is under sanctions from the UK and the European Union (EU). He has previously denied any financial link to Putin.

BBC has reported that its investigation has revealed documents from Cyprus that link Abramovich, a Russian oligarch to a USD 40 million secret deal made in 2010.

It has been reported that the alleged deal involves transferred shares in a company named Video International which are shown to be of less value than their apparent worth. Video International is a highly profitable Russian company.

It has been alleged that the transactions were made by Abramovich's companies to two people in Putin's inner circle.

The BBC investigation makes a claim that Abramovich's involvement in the transaction may have been concealed with the use of a complex web of companies in the British Virgin Islands and Cyprus.

The two companies, which ultimately belong to Abramovich, bought a combined 25 per cent stake in Video International. The companies are Finoto Holdings and Grosora Holdings.

They are owned by Abramovich through a series of shell companies.

There has not been any immediate reaction from Abramovich on the matter. He has previously denied that he has any financial link to Putin and has also downplayed his relationship with the Russian president.

One of the men in Putin's inner circle who are involved in these transactions is reported to be Sergei Roldugin. He is a cellist and also artistic director of St Petersburg Music House. Putin and Rodulgin have known each other since they were young men in St Petersburg.

Rodulgin is said to have introduced Putin to Lyudmila Shkrebneva, whom the Russian president later married. Rodulgin is also the godfather of the couple's first daughter Maria.

BBC says that the second man involved in the transaction is biochemist-turned-businessman Alexander Plekhov.

Rodulgin and Plekhov have been called "wallets" acting on behalf of Putin and holding his assets.

Vladimir Putin has signed into law Russia withdrawing its ratification of the global treaty banning nuclear weapons tests, a step condemned by the US and the organisation that promotes adherence to the landmark arms control pact.

Putin criticised as he withdraws Russia’s ratification of nuclear test ban treaty

It's official: Russian President Vladimir Putin on Thursday (Nov 2) withdrew the country's ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT).

This decision was motivated by Putin's desire to align Moscow with the United States, reported Al Jazeera.

On October 6, Russia declared its intention to withdraw from the CTBT to mirror the US, which had signed but not ratified the treaty.

This move came on the heels of unanimous approval by Russia's upper house Federation Council, with the lower house State Duma previously passing the bill in an accelerated vote. With Putin's signature, the legislation officially went into effect.

What's the purpose of CTBT?

The CTBT, established in 1996, aimed to outlaw all nuclear explosions, including live tests of nuclear weapons, but it faced challenges due to the lack of ratification by key countries.

While Putin's decision to withdraw from the treaty ostensibly aligns Russia with the US, it remains uncertain whether this action will lead to a resumption of nuclear weapons testing in Russia.

Also read | Ukraine endures 'biggest Russian attack since start of the year' with over 100 settlements targeted

Putin himself has expressed uncertainty, stating on October 5, "I am not ready to say whether we really need to conduct tests or not."

Russia's Deputy Foreign Minister Sergei Ryabkov has indicated that Moscow will continue to uphold the ban, resuming nuclear tests only if the US does the same.

Following the upper house vote, Russia conducted a "massive" retaliatory nuclear strike drill, involving missile tests from land-based silos, a nuclear submarine, and a long-range bomber aircraft, all overseen by Putin.

This move has raised concerns internationally, with the US expressing its dismay at Russia's decision. The US Department of State described it as a "disturbing" move that endangers the global norm against nuclear explosive testing.

The US suggested that Russia might be using arms control and nuclear rhetoric to pressure countries, particularly those supporting Ukraine in its conflict with Russian forces.

With the withdrawal from the CTBT, the New Strategic Arms Reduction Treaty (New START) remains the last bilateral nuclear weapons treaty between the US and Russia. Under New START, both countries conducted regular inspections of each other's nuclear facilities and limited warheads.

However, Russia suspended the treaty in February, and it is set to expire in early 2026. Although the US has informally proposed resuming talks on strategic stability and arms control, Russia believes that such dialogue cannot occur without a fundamental shift in the US's hostile approach toward Russia.

Putin's decision to revoke the CTBT ratification has significant implications for global arms control efforts, as it underscores the ongoing tensions between Russia and the US in the realm of nuclear weapons and strategic stability.

Russian President Vladimir Putin announced on Thursday (Oct 26) that Russia is aiming to have the first segment of its own space station in orbit by 2027, media reports said. This comes despite Russia facing recent setbacks, especially the August incident where its Luna-25 module crashed on the Moon's surface during pre-landing manoeuvres.

Russia had previously declared its intention to withdraw from the ISS, where its cosmonauts have been a permanent presence. Earlier, the head of the Russian space agency Roscosmos Yuri Borisov, said, "I think that by this time we will start putting together a Russian orbital station."

During a televised meeting with experts, Putin on October 26 said, "The aim is for there to be no gaps, for the work to keep pace with the depletion of the ISS's resources."

Russia to put first segment of its own International Space Station in orbit by 2027, says Putin

The Kremlin on Wednesday (Oct 25) said Russia recently rehearsed its ability to perform a massive nuclear strike. Defence Minister Sergei Shoigu said the drills involved staging a nuclear attack in "response to an enemy strike.”

The move came shortly after the Russian parliament paved the way for the country’s exit from the Comprehensive Nuclear Test Ban Treaty (CTBT), a global treaty that bans all physical testing of nuclear warheads.

The Kremlin statement added that "practical launches of ballistic and cruise missiles" had taken place during the exercise.

“A Yars intercontinental ballistic missile was fired from a test site in Russia's far-east, and another missile was fired from a nuclear-powered submarine in the Barents Sea”, the statement said.

Russia sought parity with the US

Russia justified its decision to withdraw its ratification of CTBT by emphasising the USA’s position on the matter. While the US remains a signatory, it never ratified the Comprehensive Nuclear Test Ban Treaty (CTBT).

The CTBT, agreed in 1996, bans "any nuclear weapon test explosion or any other nuclear explosion" anywhere in the world.

Will Russia resume nuclear testing?

Russia asserts it won't resume testing unless the US does, but experts warn that such a test by either nation could trigger a new arms race, especially during the ongoing conflicts in Ukraine and West Asia.

Russia rehearsed launching ‘massive’ nuclear strike after exiting CTBT

Social media platforms are abuzz with the circulation of a Ukrainian TV report that alleges foreign mercenaries, once engaged in the conflict against Russia in Ukraine, are reportedly diverting their attention to the Gaza Strip to fight against Hamas. This unexpected change in the narrative has sparked a mixture of concerns and suspicions across online communities.

Amid this alleged shift in focus, Ukrainian authorities have expressed growing apprehension. The evolving Israeli-Palestinian conflict seems to be diverting global assistance and attention from the ongoing crisis in Ukraine. Some pro-Russian Telegram accounts are highlighting this development, prompting concern among the Ukrainian leadership.

What does it mean for Ukrainian armed forces?

Speculations have arisen about the potential impact on the morale of the Ukrainian Armed Forces as foreign fighters, previously supporting their cause, switch their allegiance to participate in the Israeli-Palestinian conflict.

This leaves us pondering whether the West is prepared to abandon Ukraine and allocate its resources to a new Middle Eastern conflict.

Misinformation and doubts

However, doubts surround the authenticity of the TV report. Firstly, the report lacks a TV channel logo and the name of the journalist responsible for the coverage.

Additionally, the audio in the interviews remains inaudible. Crucially, the visuals in the report, although striking, fail to substantiate the claim that foreign troops have relocated from Ukraine to Israel or that NATO allies have dispatched troops to Ukraine.

An investigative reverse image search reveals that the original news report dates back to October 9, courtesy of CBS, focusing on Israel's preparations for a ground invasion of Gaza following a significant Hamas attack.

Notably, there is no mention of foreign mercenaries leaving Ukraine in the CBS report, indicating that the viral video has been manipulated by propagandists who added their own voiceover.

While there have indeed been foreign fighters involved with the Ukrainian military, such as the International Legion of Territorial Defense of Ukraine, the numbers have fluctuated. In March 2022, the Kyiv Minister of Foreign Affairs reported a surge in foreign volunteer fighter applications, reaching as high as 20,000 from 52 countries.

However, there is a lack of official updates on the number of foreign legion fighters currently stationed in Ukraine. According to various media reports, the estimate has dwindled to approximately 1,500 to 2,000 fighters, most of whom serve in three specific battalions within the International Legion.
