Former PM Ranil Wickremesinghe was elected to be Sri Lanka’s president by country’s parliament on July 20. He will succeed former president Gotabaya Rajapaksa who fled the country amid intense civil unrest after a severe economic crisis in the island nation. About a hundred people protested outside the Presidential Secretariat as Sri Lankan lawmakers voted to choose the president.
Sri Lanka is currently facing an unprecedented economic crisis that has resulted in acute shortage of fuel, food and medicines. The angry citizens have been protesting for months. Earlier in July, they occupied presidential secretariat along with president’s official residence. This forced former president Gotabaya Rajapaksa to flee the country. He flew first to Maldives and then to Singapore and only then tendered his resignation.

Protesters had also stormed Wickremesinghe’s private house and office. He was prime minister then. After Rajapaksa’s resignation, Wickremesinghe had become acting president. After his election by the parliament, he will now serve remainder of Rajapaksa’s tenure.

During the election, Wickremesinghe was backed by Rajapaksa’s SLPP party, still the largest party in parliament. He is also seen as a proxy for the former leader. He has now vowed to crack down on the lawbreakers.

Hundreds of heavily armed troops and police stood guard outside the parliament, but there were no signs of demonstrators.

What is the Agneepath Scheme and What are the key changes made by Centre?

Agneepath Scheme is a recruitment process announced by the Indian government in which youths between the ages of 17-and-a-half and 21 years would get an opportunity to work with the Indian armed forces. It will be a four-year commitment at the end of which 25 per cent of the recruits will be retained for regular service. The recruits will be called 'Agniveers'.

In other news, Haryana Chief Minister Manohar Lal Khattar said his government will provide “guaranteed” employment to ‘Agniveers’ after their four year stint in the armed forces. Khattar said, “I announce that anyone (the Agniveers) who wants to join Haryana government services, they will be given a guaranteed job, no one will go without a job. We take guarantee for this.” The chief minister said the ‘Agniveers’ will be absorbed in the state’s Group C services and in the police force. BJP leader Harduik Patel and Union Minister of State for Parliamentary Affairs and Culture Arjun Meghwal also came out in support of the scheme on Monday, saying they will help 10 Agniveers at a personal level.

The Agniveers will get a monthly salary of Rs 30,000 to Rs 40,000, with 75 per cent of them who get demobilised after four years getting a "Seva Nidhi" exit package of Rs 1.17 million. However, the government has made some changes in the scheme, in light of the ongoing protests and confusion among the youth. The upper age limit has now been increased to 23 only for this year due to problems caused in hiring because of the pandemic. Also, proposal to reserve 10 per cent of the job vacancies in the Ministry of Defence has been approved. Also, Union minister Amit Shah has announced that his ministry has decided to give priority to "Agniveers" who will have completed their four years.

Why is the youth protesting against the scheme?

One of the main reasons for protests is the flow of misinformation throughout social media. Internet services are also suspended in states like Haryana and Bihar. However, the government as well as the armed forces are trying to clear out information regarding the scheme. The primary concern among the youth is that the scheme would make the rest 75 per cent of the recruits that would be demobilized, ineligible for pensions, and with an uncertain future, as they would be limited to work for four years. It is also being criticised for failing to provide permanent jobs or healthcare benefits after they retire.

Agneepath Scheme Protest: Why are youth protesting against the Agneepath scheme? All you need to know

On Saturday, several protesters in the northeastern state of Bihar ransacked offices and damaged public property in a railway station in order to express their outrage over a new military recruitment plan with a demand from the government to reverse course, reported Reuters.

Thousands of protesters attacked and damaged train coaches, burned tyres, and clashed with the officials at the railway station. Considering the unrest, the authorities cancelled close to 360 trains.

A senior police official, Sanjay Singh, who oversees law and order in the state, told Reuters that nearly 12 protesters were arrested and at least four policemen injured in the attack.

"Around 2,000 to 2,500 people entered the Masaurhi railway station and attacked the forces," he added.

The Police have totally arrested at least 250 people in the neighbouring state of Uttar Pradesh as a preventive measure, and there has been one death during the protest this week. Some people have accused the police of using excessive force.

On Saturday, the government announced concessions for those who will serve under the scheme in order to control the protests and outrage.

The federal home ministry announced that it would reserve 10 per cent of vacancies in the paramilitary forces and Assam Rifles, which is a unit in the Indian army, for those who have passed out of the army after the four years mandated in the scheme.

According to the navy chief, the protests are a result of misinformation about the new system.

Admiral R. Hari Kumar told ANI in a statement, "I didn't anticipate any protests like this. It is the single biggest human resource management transformation that has ever happened in the Indian military."

Watch | Gravitas: Indian youth protest Agnipath recruitment scheme The defence ministry also declared that it would reserve 10% of its vacancies for those who have completed the scheme. "Perhaps because it is a new scheme, people have misunderstood it, but we have been discussing this with everyone, including ex-servicemen," Reuters quoted Defence Minister Rajnath Singh at a conference on Saturday. According to the navy chief, the protests are a result of misinformation about the new system. Admiral R. Hari Kumar told ANI in a statement, "I didn't anticipate any protests like this. It is the single biggest human resource management transformation that has ever happened in the Indian military." The scheme does not apply to women in combat roles, and there are no plans presently to change this. Agnipath row: Thousands ransack Indian railway station as protests intensify over military hiring plan

Nearly half of Indian states are seething as youth protest against the Agnipath scheme—a controversial Indian military recruitment policy that not only aims to reduce the country's burgeoning salary and pension bills, but also seeks to integrate younger and fitter troops into its armed forces.

The policy is applicable to the Air Force, Navy, and Army and was approved recently by the Cabinet Committee on Security headed by Prime Minister Narendra Modi. It will take effect immediately.

Soldiers recruited through this process will be referred to as 'Agniveers.' Around 46,000 troops are expected to be recruited this year.

However, the scheme has been met with severe criticism from aspirants and experts.

What is Agnipath Scheme?

Agnipath Scheme is a recruitment process undertaken by the Indian armed forces where youths between the ages of 17-and-a-half and 21 years would be inducted for a four-year tenure while 25 per cent of the recruits will be retained for regular service.

The upper age limit has now been increased to 23 only for this year due to two-year hiring hiatus that took place following the Covid pandemic.

The new recruitment scheme of soldiers in the Army, Navy and Air Force has been projected by the government as a major overhaul of the decades-old selection process to enhance the youthful profile of the three services.

After the scheme was rolled out, the Army said it would ensure an enhanced youthful profile of the force and result in a "reduction in the average age from 32 to 26 years over a period of time.
