Poland election: Opposition parties led by Donald Tusk tipped to win parliamentary majority

Poles vote on Sunday in a parliamentary election the nationalist Law and Justice (PiS) hopes will earn it an unprecedented third term in office, while the opposition warns it could put the country on a path towards leaving the European Union.

Opinion polls suggest PiS will come out ahead but could lose its majority amid intensifying discontent over its democratic record, which has cost Poland billions of euros in EU aid, and concerns over women's rights and the cost of living.

With war raging in neighbouring Ukraine and a migrant crisis brewing, the EU and Washington are watching the vote closely, although both PiS and its mainstream opposition support NATO-member Poland's key role in providing military and logistical support to Kyiv.

PiS has cast the election as a choice between security from unfettered migration, which it says its opponents support, and a creeping westernisation it sees as contrary to Poland's Catholic character.

"This election will show whether Poland will be governed by Poles, or by Berlin or Brussels," PiS leader Jaroslaw Kaczynski told supporters at the party's last campaign rally on Friday.

"What will win is good, patriotic governance ... not the screaming and hatred that fill the media and which affect weaker minds," he said in Skarzysko Kamienna, a city in the PiS heartland in southeastern Poland.

Since sweeping to power in 2015, the party has been accused of undermining democratic checks and balances, politicising the courts, using publicly owned media to push its own propaganda, and stirring up homophobia.

PiS denies wrongdoing, or wanting to leave the EU, and says its reforms aim to make the country and its economy more fair while removing the last vestiges of communism. It has built its support on generous social handouts, which it says rival parties will stop.

Its main rival, the liberal Civic Coalition (KO), led by former European Council president Donald Tusk, has campaigned on a pledge to undo PiS reforms, hold its leaders to account and resolve conflicts with Brussels over democratic rule. Tusk says his party would maintain social support.

"We need change if you care about fundamental values such as trust, accountability, tolerance to dominate public life again," Warsaw mayor Rafal Trzaskowski, who is a senior KO official, told voters on Friday in Kalisz, in central Poland.

Voting starts at 7 a.m. local time (0500 GMT) and ends at 9 p.m. (1900 GMT)

Political analysts say Poland could face a period of instability if PiS fails to secure a majority.

One option would be to rely on lawmakers from the far-right Confederation party, whose support among younger voters jumped earlier this year on the back of promises to reduce taxes and limit support for Ukrainian refugees.

The mainstream opposition might also end up with a majority, but it may take time before it has a turn at forming a government if PiS takes the top spot.

Regardless of who wins, credit rating agencies believe that pledges of higher social spending will be hard to reverse, raising questions about the public finances and leaving markets jittery.

Foreign investors have pulled $2.3 billion from domestic government bonds and in July held less than 15% of outstanding bonds, the lowest level in well over a decade and below the historic average of 20%, JPMorgan calculations show.

Poland holds high-stakes election amid rows over democratic rule

The World Trade Organization (WTO) halved its growth forecast for global goods trade for this year, on Thursday (Oct 5) citing persistent inflation, higher interest rates, the Ukraine war and a strained Chinese property market. Meanwhile, Kyiv said that its legal disputes with European Union member nations at the United Nations agency trade body were “on hold”.

WTO’s global trade growth forecast

WTO has given a number of factors which have cast a shadow over its outlook. According to the Geneva-based trade body, merchandise trade volumes would increase by just 0.8 per cent in 2023 which is less than half of its 1.7 per cent estimate back in April.

However, the 164-member trade body, for 2024 estimates that the goods trade growth would pick up to 3.3 per cent which is just 0.1 per cent higher than its previous estimate in April.

The WTO also expects the real-world GDP to increase by 2.6 per cent at market exchange rates this year and 2.5 per cent in 2024.

According to the WTO, the trade slowdown was broad-based and involved a larger number of countries and goods – particularly iron and steel; office and telecoms equipment; textiles and clothing. While cars were a notable exception witnessing a rise in sales this year.

The UN trade body also reiterated its warning that they have observed some trade fragmentation linked to global tensions but did not see any evidence of a broader de-globalisation that could threaten its forecast for the next year.

“The data suggest that goods continue to be produced through complex supply chains, but that the extent of these chains may have reached their high-water mark,” said the WTO. The UN trade body also said that it was immediately clear if the recent decline was due to geopolitical tensions or the general economic slowdown.

“The projected slowdown in trade for 2023 is cause for concern, because of the adverse implications for the living standards of people around the world,” said WTO director-general, Ngozi Okonjo-Iweala, adding that global economic fragmentation would only make these challenges worse.

Ukraine’s legal dispute at WTO

Kyiv said its lawsuits filed against its neighbouring EU members – Poland, Slovakia and Hungary – over their bans on Ukrainian grain is “on hold”.

This comes after the war-torn country’s trade representative Taras Kachka, as per news agency Interfax Ukraine said, “We see that this problem will be eliminated in the coming weeks and months.”

The Ukrainian official also clarified that they are “not in a dispute” since they have not “formalised a working body to conduct a dispute,” adding that it is important to find a “constructive solution within the whole EU”.

Poland since welcomed Ukraine’s move and said that pausing of a complaint before the WTO is a “a necessary step”.

Polish government spokesman Piotr Muller told the PAP agency, “We look forward to further constructive actions by Ukraine to develop a suitable relationship on agricultural issues.”

WTO halves 2023 global trade growth forecast; Ukraine’s legal disputes with EU nations ‘on hold’

Poland, Ukraine and Lithuania on Wednesday (Oct 3) signed a deal that would allow speedier exports of Ukrainian grains to the other countries beyond Europe.

According to the deal, the grain inspections that were earlier carried out at the Ukraine-Poland border would now be done at a Lithuanian port on the Baltic Sea.

"From tomorrow, grains that transit (to world markets) via Lithuania will undergo checks at a Lithuanian port and not at the Poland-Ukraine border," Polish Agriculture Minister Robert Telus told journalists.

After undergoing inspections for pests and plant diseases, which will take place from Wednesday, the grain would be exported from the Lithuanian port of Klaipeda by sea around the world.

The move seeks to facilitate the transit of Ukrainian exports through Polish territory, a statement from the Ukrainian farm ministry said, without providing further details.

Deal to ease Poland-Ukraine tensions

The agreement over Ukrainian grain exports is expected to help defuse a spat between Ukraine and Poland over the imposition of a temporary embargo on the produce.

The present tensions erupted after Russia's invasion prevented Ukraine from using its traditional Black Sea routes to export grain to world markets, because of which the crops were sent by land through the European Union.

However, because of logistical issues, grain began piling up in EU states neighbouring Ukraine and driving down local prices.

Brussels allowed several countries to impose a temporary embargo on Ukrainian grains.

But when it ended those restrictions in mid-September, Poland, Hungary and Slovakia extended the ban, causing a diplomatic spat between Kyiv and its allies.

In response, Ukraine complained to the World Trade Organization as the spat worsened.

Deal to ease Poland-Ukraine tensions The agreement over Ukrainian grain exports is expected to help defuse a spat between Ukraine and Poland over the imposition of a temporary embargo on the produce. 'Big change is coming': Poland oppn gives rallying cry in Warsaw as thousands gather

Poland's Education Minister Przemysław Czarnek has revealed that he has initiated action to secure the extradition of Yaroslav Hunka, a 98-year-old Ukrainian Canadian, who served in the Nazi SS Galizien Divison during World War II, media reports said. "In view of the scandalous events in the Canadian Parliament, which involved honouring, in the presence of President Zelenskyy, a member of the criminal Nazi SS Galizien formation, I have taken steps towards the possible extradition of this man to Poland," Czarnek said in a social media post on Tuesday (September 26).

Parliamentary invitation raises controversy

Polish president says PM misinterpreted on 'no longer arming Ukraine' comments

The Ukrainian leader arrived in US After another wave of russian strikes, hitting cities across the country, killing at least 3 people in Kherson and wounding many in other areas. Wearing his trademark olive green military-style shirt, Zelensky said Ukraine has exactly what our soldiers need. But behind the visuals - firm handshakes across a grand cabinet table and shows of solidarity in the Oval Office - lay the fact that Zelensky's second wartime trip to the USA was far tougher than the first. This time, he spent his closed-door meetings in the U.S. Congress desperately trying to overcome growing war fatigue from Republicans. Despite the U.S. and allies’ continued ambitious efforts to bolster the Ukrainians, there are no signs of an endgame in the war. The conflict seems destined to enter an even more complicated phase in the months ahead.

Russia and Western allies traded accusations over Ukraine at the UN Security Council. It was to be Zelensky's first in-person appearance at a UN Security Council meeting on Moscow's invasion, and the Russian envoy objected to him taking the floor before the 15 council members. Zelensky called on the UN to vote to end Russia's veto power on the Security Council, where Moscow joins only the UK, China, France & the U.S. In being able to block any resolution. Russian FM Lavrov showed up at the security council after Zelensky left. Lavrov scoffed at the idea of ending Russia's veto & described it as a way to check Western power. The russian top diplomat then turned to the onlooking U.S. Secretary of State, Antony Blinken. Lavrov suggested the U.S. could give a command for Zelensky to lift the decree against negotiations. In his own remarks as Lavrov entered the room, blinken recalled a recent visit to Ukraine where he visited a town where bodies of civilians were stacked among the living in a school basement.

Ukraine files lawsuit against Poland, Hungary and Slovakia over grain import ban

Ukraine wants to file a complaint with the World Trade Organisation against Poland, Hungary, and Slovakia for their restrictions on Ukrainian agricultural exports, according to Ukrainian officials who told Reuters on Monday.

According to a source, the plea might be submitted "in the near future" and came after the three nations surrounding Ukraine decided to restrict imports of many of its main exports.

Earlier on Monday, Ukrainian Trade Representative Taras Kachka was quoted by Politico as indicating in an interview that Kyiv intended to sue the three nations.

Poland, Bulgaria, Hungary, Romania, Slovakia, and other countries were able to apply restrictions in May that prevented the domestic sale of Ukrainian wheat, maize, rapeseed, and sunflower seeds while allowing the transit of such cargoes for export to other countries.

Following the executive European Commission's decision not to extend its embargo on imports into Ukraine's five EU neighbours, Poland, Slovakia, and Hungary announced their own limitations on the purchase of Ukrainian grain on Friday.

According to Warsaw, Bratislava, and Budapest, such actions are being taken to benefit their local businesses and farmers.

According to Kachka, if Warsaw continued with its extra steps, Ukraine may apply reciprocal restrictions on the import of fruit and vegetables from Poland.

According to Polish Agriculture Minister Robert Telus, the restriction in Warsaw now extends to meals made from the following cereals: maize, wheat and rapeseed.

The leader of Poland's parliamentary foreign affairs department, Radoslaw Fogiel, was quoted by PAP as stating that Ukraine's plan to suit will "reverberate badly in Poland" and that Ukraine should be aware of this.

"Our decision is not aimed at Ukraine, it is dictated by the protection of the Polish farmer and the protection of Poland's interests," Reuters quoted him as saying.

After Ukraine announced it will take steps to tighten supervision of shipments to neighbouring countries, the EU permitted its ban to expire on Friday.

According to Kachka, Kiev would enact a system of "real time" export licences for grains and was prepared to "take on the responsibility to ensure that export from Ukraine is not creating any tsunami in neighbouring countries."

According to data from the farm ministry, 1.4 million tonnes of farm products from Ukraine, out of a total export volume of 4.5 million tons—left the country by train in the first quarter of the 2023–24 July to June season. Train crossings with Poland, Slovakia, and Hungary are used by Ukraine to transport grain. Additionally, Ukraine transported 1 million tonnes of additional oils and oilseeds by rail.

According to Kachka, Kiev would enact a system of "real time" export licences for grains and was prepared to "take on the responsibility to ensure that export from Ukraine is not creating any tsunami in neighbouring countries." According to data from the farm ministry, 1.4 million tonnes of farm products from Ukraine, out of a total export volume of 4.5 million tons—left the country by train in the first quarter of the 2023–24 July to June season. Train crossings with Poland, Slovakia, and Hungary are used by Ukraine to transport grain. Additionally, Ukraine transported 1 million tonnes of additional oils and oilseeds by rail. As per the decision of the EU, motor vehicles which have been registered in the Russian Federation will no longer be allowed to enter the 27-member bloc.
“A car registered in Russia has no right to enter Poland,” said Polish Interior Minister Mariusz Kaminski on Saturday, while announcing the ban which came into effect hours later at midnight.

“This is another element of the sanctions imposed on Russia and its citizens in connection with the brutal war in Ukraine, due to the fact that the Russian state today constitutes a threat to international security,” said Kaminski.

Poland and Baltic states recently made a unified appeal to Belarus. These nations have requested Belarus to expel the Russian mercenary group, Wagner.

Why are Poland and Baltic states urging Belarus to expel Wagner fighters?

In a unified stance, Poland and the Baltic nations, comprising Lithuania, Latvia, and Estonia, have formally requested Belarus to expel the Russian mercenary group Wagner. These fighters have sought refuge in Belarus following a failed rebellion against Moscow.

After a meeting with his counterparts from the Baltic states, Polish Interior Minister Mariusz Kaminski conveyed their collective message to Belarusian President Alexander Lukashenko's regime. Kaminski emphasised the urgency of the situation, stating, "We have asked the regime (of Belarusian President Alexander) Lukashenko to immediately expel the Wagner group from Belarus."

Presence of Wagner fighters

Poland says that Belarus currently hosts thousands of Wagner fighters. Belarus shares borders with Russia, Ukraine, and Poland. President Lukashenko has recently declared his intention to maintain around 10,000 Wagner troops within Belarus.

Kaminski expressed grave concerns about the Wagner group, highlighting that some of its members had been released from Russian prisons in exchange for a commitment to participate in the conflict in Ukraine. These fighters are reportedly deeply demoralised and have been accused of crimes against humanity. Kaminski emphasised the significance of the Wagner group's size and capabilities, indicating that they pose a significant security threat.

Border security measures

Furthermore, Kaminski issued a stern warning to Belarus, stating that Poland would close its border with the country in the event of a "critical border incident". This underscores the seriousness with which Poland views the presence of the Wagner group on its neighbour's territory.

In addition to their concerns about the Wagner fighters, the three countries also called on Belarus to promptly repatriate illegal migrants from border regions to their respective home countries. Warsaw has also accused Belarus and Russia of orchestrating a new wave of migration into the European Union with the intention of destabilising the region.

Escalating migration numbers

According to the Polish border guard, there has been a significant increase in migration attempts from Belarus into Poland. In the current year, approximately 19,000 migrants have reportedly attempted to enter Poland from Belarus, surpassing the 16,000 attempts recorded throughout the entirety of 2022.
