The Swiss on Wednesday handed a large stone-carved head back to Peru, where it was sculpted around 2,500 years ago by one of the country's earliest civilisations, the culture office said.

The monolithic sculpture, which weighs almost 200 kilogrammes (440 pounds), was brought into Switzerland by truck in 2016 from Germany at the request of a German art dealer.

Switzerland's Federal Office of Culture (FOC) said in a statement that the sculpture had not been properly declared as a cultural property. It was later confiscated as there was "substantiated suspicion" it had been illegally taken from Peru.

FOC head Carine Bachmann presented the decorative stone sculpture to Peruvian ambassador Luis Alberto Castro Joo at the Basel-Weil am Rhein customs office, where the piece was discovered seven years ago.

After it was discovered, FOC specialists reviewed the piece and determined that the "2,500-year-old stone head from the pre-Hispanic Chavin culture (circa 1200 to 550 BC) originates in what is now Peru," Wednesday's statement said.

"That makes it a significant piece of cultural property that should have been declared as such when it was imported."

Peru is heavily affected by the plundering and destruction of archaeological sites.

And pre-Columbian pieces like the stone head returned Wednesday are among Peru's most endangered categories of cultural property, the FOC said.

Switzerland and Peru are both signatories of a 1970 UNESCO convention banning the illegal import and export of cultural property.

The two countries also signed a bilateral deal in 2016 to strengthen their cooperation on the issue.

"This restitution underlines the shared commitment of Switzerland and Peru to combating the illegal transfer of cultural property," the FOC said.

Swiss to give 2,500-year-old stone sculpture back to Peru

Peru on Tuesday (February 7) said that H5N1 bird flu virus has caused the death of 585 sea lions and 55,000 wild birds in recent weeks. This has been mentioned in the country's latest report on the disease's impact. Following the discovery of 55,000 dead birds in eight protected coastal areas, rangers found the bird flu that killed them had also claimed 585 sea lions in seven protected marine areas, the Sernanp natural areas protection agency said.

The agency further said that the dead birds include pelicans, various types of gulls and penguins.

Presence of H5N1 in dead sea lions, confirmed by laboratory tests has led authorities to announce a "biological vigilance protocol."

For its part, Peru's National Forest and Wildlife Service (SERFOR) urged people and their pets to avoid contact with sea lions and sea birds on the beach.

The authorities in Peru culled 37,000 birds on a chicken farm over bird flu in December.

Killing infected birds is part of the usual protocol to control avian influenza outbreaks. In November, the country declared a 180-day health alert after finding three cases of highly contagious H5N1 in pelicans. According to the SENASA agricultural health agency, the disease is transmitted by migratory birds from North America.

Since late 2021, Europe has been gripped by its worst-ever outbreak of bird flu, while North and South America are also experiencing severe outbreaks.

It is rare that bird flu jumps over into mammals -- and rarer still that humans catch the potentially deadly virus.

Deadly protests rage across Peru amid political turmoil

The United Nations refugee agency said on Saturday (February 4) that seven Haitian migrants died in the Andean highlands of Peru as their efforts to cross into Bolivia were stymied by anti-government protests which have been going on since early December 2022. Speaking to the news agency AFP, Iris Bano Romero, a spokesperson for the refugee agency, said that six deaths, including that of a minor, occurred in Desaguadero town, news agency AFP reported. Romero added the seventh death occurred in the town of Juli.

Apart from these seven deaths, two other people were hospitalised with pneumonia since Thursday with one of them in critical condition, the UN official said. Romero further said that blockades erected due to the political crisis in Peru made life difficult for both locals and migrants, making it hard to obtain basics like food and fuel, or to pay for rent and other services.

Forty-eight people have been killed so far in the anti-government demonstrations in Peru. On Friday (February 3), the congressional committee blocked another bill to advance general elections to this year, which President Dina Boluarte hoped would quell the ongoing unrest.

Speaking to reporters, Alejandro Cavero, a right-wing member of Congress who sought to halt the bill, said that he raised parliamentary objections in a meeting of the Constitutional Committee before the bill could even be debated.

"The regulations of Congress clearly stipulate that a matter that has already been shelved cannot be discussed again in the committee until the next legislative session," Cavero, a member of the committee said.

A day later, a Roman Catholic Cardinal voiced dismay that Congress declined to advance elections to defuse the unrest. "It hurts our souls that they have (not acted on) a proposal to move up elections," Cardinal Pedro Barreto said on Saturday (February 4).

24 killed after bus carrying 60 passengers plunges off ‘Devil’s Curve’ in Peru

Peru's Congress on Saturday (January 28) rejected a request by President Dina Boluarte for early election in the country which has been rocked by anti-government protests since December last year following the arrest of Pedro Castillo, the former president. On Friday, Boluarte said that she was considering moving up the general election to later this year, describing the ongoing political crisis as a "quagmire." However, Congress rejected the proposal with 45 votes in favour, 65 against and two abstentions, a report by the news agency AFP said.

Last month, lawmakers had already agreed to an early election in the country from 2026 to April 2024. "With this vote, the constitutional reform proposal for the advancement of elections is rejected," Congress president Jose Williams said on Saturday, after over seven hours of debate.

"The Peruvian national police, with the support of the armed forces, will unblock the national network of highways that have been the subject of a state of emergency," the country's defence and interior ministries said in a joint statement.

The decision comes as weeks of roadblocks in Peru's southern regions led to shortages of food and fuel. The AFP report said that as per an autonomous human rights office, another 10 civilians, including two babies, were collateral fatalities when they were unable to get medical treatment or medicines. Peru Congress rejects President Dina Boluarte's plan for early poll as protests rage on

Peru's Congress rejected a request by embattled President Dina Boluarte for early elections. This comes after a protests that have killed dozens rage on against her leadership. Watch further to know more.

Peru's Congress rejects advance elections

Peru has been witnessing massive protests since December last year from supporters of far-left former president Pedro Castillo. Castillo's supporters are outraged over his arrest following impeachment and failed attempt to dissolve Congress. So can we say that Pedro's attempted coup exposed the crumbling state of Peru's democratic institutions?

Well, according to experts this is not the case. Latin America analyst Hari Seshasayee told WION that "Peru's democracy is not as fragile as we think. Despite all the impeachments and now the protests, there has been no military coup d'etat and no authoritarian leader has governed Peru in recent years."

The main issue, Seshasayee pointed out, is that the "political party system has all but crumbled since the early 2000s and it remains in dire straits."

Given Peru's history, WION asked the expert whether the current president Dina Boluarte is also staring down the same downfall. Is her downfall predictable too?

The analyst explained that the current Boluarte government has already made some missteps, particularly by allowing so much violence and resulting deaths to continue under their watch. It is pertinent to note that over 50 people have died in the unrest which has gripped the Latin American nation.

There is definitely a possibility that Dina Boluarte either resigns or is impeached, Seshasayee highlighted however he continued by saying that even if Boluarte resigns or is impeached, the protests may reach a pause but they will not stop completely.

"The demands now are for a constituent assembly to rewrite the 1993 constitution enacted by Alberto Fujimori. At the minimum, even if Boluarte does not resign, she will be forced to call for earlier elections, perhaps sometime in the second half of 2023," he added.

The unicameral Congress of Peru has the legislative power vested in it. This is the same institution which has been surrounded by allegations of corruption and is deemed the most crooked one of all.

How can congress be made corruption free? WION asked Seshasayee in a conversation. According to him, Peru's Congress is highly corrupt but there is little chance of remedying this in the short term. "It requires political reforms that no Peruvian president would be willing to take because it would be political suicide for them."

Just a day ago, Boluarte called for a "truce" in a bid to calm down protesters who were on an all-out clash with police who fired tear gas on them.

Now, as the Boluarte government is facing accusations of killing the protesting Peruvians to shun the uprising, the president alleged that a lot of those who had died were not shot by police but by their fellow demonstrators only.

In the latest development, Peru lawmakers have reportedly submitted a motion that seeks the impeachment of President Dina Boluarte.

As the anti-government protests in Peru show no sign of ending, the country is currently facing a shortage of basic products including food items and fuel. A report by the news agency AFP on Wednesday (January 25) said that dozens of roadblocks, where demonstrations have been the most intense, are hindering freight deliveries to Peru's south. According to the transport ministry on Wednesday, 85 roadblocks were reported across the country. Liquified Petroleum Gas (LPG)- which is the most popular fuel for vehicles and homes in the country- became increasingly hard to find in Arequipa, Tacuna, and Puno. All these three regions are relatively poor with large indigenous populations. Protesters from these regions have claimed abandonment and discrimination by officials in the capital city of Lima. ALSO READ | Peru unrest: Police raid university in Lima, arrest over 200 protesters "I've already been told there's no more LPG in Arequipa," Alexander Cornejo, a national taxi driver representative, told the RPP radio station. Around 7,000 taxi drivers in this region have been affected by the scarcity. In Puno city, the prices of basic food items including tomatoes and potatoes have tripled. A Puno resident told AFP, "Vegetables and fruit prices have gone up. Everything has increased, I think the vehicles that supply us should (be allowed to) pass." Meanwhile, the Madre de Dios region, which is on Peru's border with Brazil and Bolivia, has reported shortages in fuel and food after protesters blocked the major Interoceanica Sur highway. Governor Luis Otsuka said that if the roadblocks continued he would have to try to source food and fuel from Brazil and Bolivia, the report added. Anti-government protests: 46 killed in clashes, President calls for national truce Forty-six people have been killed in clashes between security forces and the protesters. On Tuesday, President Dina Boluarte called for a ''national truce'' to end the protests- which have been going on since December last year. Rejecting her call, thousands of protesters again marched in Lima on Tuesday, with some clashes breaking out between police and the demonstrators. Multiple people were arrested and several were injured, the AFP report said. On Wednesday, Peru's Justice Minister Jose Andres Tello Alfaro insisted that authorities responded "appropriately" while stressing that the country was facing a complex situation. At the United Nations Human Rights Council in Geneva, a wide range of country representatives expressed concerns over the use of excessive force by the Peruvian government in face of the protests. Addressing the council virtually, Alfaro "we are acting appropriately to defend democracy and human rights." Denouncing violence by the protesters, the justice minister insisted that "actions taken to restore public order have been undertaken in full compliance with constitutional and international obligations". President Boluarte, who is from the same left-wing party as Castillo, has insisted she will not step down.

Peru has faced political instability in recent years, with Boluarte, 60, the sixth person to hold the presidency in five years.

Castillo, who was being investigated in several fraud cases during his tenure, has been remanded in custody for 18 months, charged with rebellion.

The president said that the protests have turned violent multiple times which have led to the killing of 42 people amid clashes with security personnel, as one police officer lost his life after he was burned alive along with a vehicle. So far, hundreds of people have been injured.

"I cannot stop reiterating my regret for the deaths of Peruvians in these protests. I apologise for this situation,” she stated.

At least 17 dead, several injured in recent anti-government clashes in Peru

Protesters attempting to approach Peru's Congress headquarters were dispersed by police using tear gas on Wednesday. Two weeks after a wave of violent protests over the ousting of former President Pedro Castillo, thousands of people flooded the streets.

Demonstrators marched with Peru’s national red-and-white flag in Lima and Arequipa to show solidarity with Castillo, demanding his release and the current President Dina Boluarte’s resignation. They also protested against Congress’ closure and changes to the constitution.

Early in the evening, there were still 35 blockage points across the nation, but there had been no reports of altercations with the police who had barred entry to Congress, Reuters reported.

Amid the escalating tensions in Peru over the political turmoil, authorities announced that trains to the Inca citadel of Machu Picchu had been suspended, a day after 2,062 visitors were evacuated.

As per local reports, Prime Minister Alberto Otarola had earlier urged for peaceful protests. Defence Minister Jorge Chavez claimed that authorities “scrupulously compiled” with Boluarte's directives to use force, local news outlet RPP reported.
