Peru’s 'Wall of Shame' to be demolished, after court rules it discriminatory

Peru's economy minister said on Thursday (December 29) that the country will launch an economic reactivation plan worth 5.9 billion soles ($1.55 billion). The decision has come weeks after protests following the ouster of former president Pedro Castillo. The minister said that the plan will help bring Peru's economic growth to three per cent in the first quarter of 2023. The plan will be financed with additional tax income and funds left from the 2022 budget.

The push comes as protests and roadblocks have crippled trade and commerce in Peru, causing the country to lose around 100 million soles ($26.30 million) a day, Contreras said. Peru has yet to tally the cost of infrastructure damage, he added.

The total losses come to 1 billion soles or 1% of Peru's December GDP, a ministry presentation showed.

The funds target the regions most impacted by the protests and are estimated to bring 130,000 jobs to the country over the next 12 months, said Economy and Finance Minister Alex Contreras.

The planned measures include the expansion of social measures like pensions, soup kitchens and access to natural gas in homes. The plan will also expand public works on federal, state and local levels and invest in industries like mining and agriculture, Contreras said.

Peru: Finance minister launches $1.6 billion economic reactivation plan

How about celebrating a festival with fist-fighting? Well, this sounds like a great idea to ruin the festive vibe. But, in Peru’s Cusco region, people do the same thing, every year. Hundreds of residents of Peru’s Chumbivilcas province gather every year in the mountainous south to take part in an ancient fighting ritual aimed at allowing people to settle disputes on Christmas day, before the New Year. The tradition is centuries-old, and goes by the name “Takanakuy”, which roughly translates to “hitting with fist.”

Why is Takanakuy celebrated in Peru?

The idea behind the tradition is to give people the opportunity to resolve their disputes before the new year that may have come up throughout the year. People participate to settle conflicts with an individual, friend, family member or to settle territorial conflicts. While the fist-fighting competition, ‘waylilla’ or ‘wayliya’ music is played.

Peruvian government orders Mexico's ambassador Pablo Monroy to leave country within 72 hours

Peru lawmakers have voted to move up the general elections from 2026 to April 2024 amidst deadly protests sparked by the ouster and arrest of former president Pedro Castillo.

On Tuesday, the proposal got a thumping majority of 93 votes against 30 in the Congress, with one abstention.

The proposal further stipulated that the incumbent President Dina Boluarte hand power to the winner of those elections in July 2024.

Now, the proposal must be ratified in the next annual legislative session for it to take effect.

For weeks, the protesters have been calling for the dissolution of the new government under recently elected president Dina Boluarte and early elections, following the removal of Castillo.

The ex-leader was removed from office and detained earlier this month after trying to dissolve Congress to rule by decree. The move did not sit well with his supporters who took to the streets against the present government.

At least 21 people have died and more than 650 were injured in the unrest even as armed forces have been deployed to quell the protests. Despite a state of emergency declared, the agitation has been continuing.

A delegation from the Inter-American Commission on Human Rights arrived in Lima on Tuesday to meet with authorities as part of a fact-finding mission on the volatile political situation.

Castillo was removed from office and detained after he tried to dissolve the legislature and announced he would rule by decree, in what opponents say was a bid to dodge an impeachment vote amid several corruption probes.

On Friday, Castillo's detention was extended by 18 months. This sparked more protests as Castillo's supporters took to streets. A state of emergency has been declared in the southern American country. The decree allows military to participate in law enforcement operations. There have been clashes between the military personnel and Castillo's supporters

Castillo's supporters -- dozens of whom have camped outside the prison where he is being held in the capital -- remain undeterred and unbowed.

"I am in total disagreement with the Peruvian justice system, because everything is for sale," demonstrator Rolando Arana, 38, said in Lima after the court ruling on keeping Castillo detained.

"The president has been kidnapped. There is no other word for it," 41-year-old Lucy Carranza said earlier.

On Thursday, 300 people marched near the prison shouting "Freedom for Castillo" under the watchful eye of police.

Peru parliament rejects bill seeking to bring forward elections

The prison term of former Peruvian President Pedro Castillo was extended by 18 months as diplomatic tensions deepened with the region’s left-leaning nations that stand against his removal.

The Supreme Court’s judicial panel on Thursday ruled that the former president, who was initially put behind bars for seven days, will remain in prison as investigations into the criminal charges levied against him are being carried out by the prosecutors.

The ruling did not refer to the merits of the accusations of conspiracy and rebellion being faced by the leader, however, a judge leading the panel said that Castillo faced a flight risk after an attempt was made by him to seek asylum at the Mexican embassy in Lima.

All the charges levied against the former president were denied by him as he claimed that he is a lawful president of the country. However, the detention order of Castillo was extended till June 2024.

Meanwhile, Castillo’s supporters and relatives on Thursday protested outside the Barbadillo penitentiary, demanding the ousted leader’s release. The relatives of Castillo visited him on Thursday, after which they informed the media that the leader "is not well".

"His hands started shaking, his face was shaking, and we bought him pills," Castillo's niece Vilma Castillo said while standing outside the jail. The protesters shouted in support of Castillo and slammed interim President Dina Boluarte for her actions and accused her of being a traitor.

Peru on Wednesday declared a 30-day nationwide state of emergency in the wake of protests that have rocked the country in the tumultuous days since President Pedro Castillo was removed from office.

Peru declares nationwide state of emergency amid protests

Amid deadly protests against the ousting of former president Pedro Castillo on Wednesday, which have so far claimed seven lives, Peru announced a state of emergency throughout the country. A court had ruled that Castillo must spend an additional 48 hours in jail before a hearing on his release due to allegations of conspiracy and rebellion. After Castillo attempted to dissolve congress and govern by decree and was arrested last week, there were days of widespread protest that soon snowballed into bloodshed.

The new 30-day state of emergency was declared by Defense Minister Alberto Otarola in response to "violent acts, road obstructions, and damage."

The measure, according to him, "involves the restriction of the freedom of movement and assembly" and may potentially entail a curfew at night.

By requesting that elections be pushed up to December 2023, the new president, Dina Boluarte, attempted to defuse tensions once more.

Boluarte had previously said on Sunday that she would work to move the 2026 election to 2024, but that did not placate Castillo's supporters, who demanded that he be released immediately and elections be held then.

Castillo was supposed to be released on Wednesday after a court last week ordered him to be detained for seven days.

Prosecutors, however, asked to keep him in pre-trial custody for 18 months in a late Tuesday filing.

Defense counsel stated that they had not received all of the documents from the public prosecutor on Wednesday, so Judge Juan Checkley decided to postpone the hearing on the new motion until Thursday.

Ebrard shared a copy of Castillo's asylum request in which his lawyer Victor Gilbert Perez alleged that Castillo was "at grave risk" in Peru and that he had suffered "unfounded persecution".

Perez wrote that Peruvian authorities "have acted with political motivation in respect to (Castillo) to such an extent that they intend to prosecute him for mere announcements of will or intention that do not constitute any criminal offense."

After being impeached, Castillo was produced in a court on Thursday (December 8) to face charges of "rebellion and conspiracy". The deeply unpopular leader was impeached by lawmakers who ignored his attempt to dissolve Congress and held a session to oust him. Castillo's swift fall from power in a matter of a day was a high political drama which sent shockwaves through the country and region. Soon after his impeachment, Castillo was arrested. He faces corruption charges as well.

Castillo supporters clash with police, demand his release in Peru

Peru’s president, Pedro Castillo, was ousted by lawmakers, on Wednesday and charged with “rebellion and conspiracy”. Subsequently, his successor and vice president Dina Boluarte was sworn in as the country’s first female leader who vowed to set Peru on a new course and called for a “truce”. The long impending political crisis in the country reached its boiling point as the Peruvian president tried to dissolve the Congress hours before he was due to face an impeachment vote.

Castillo’s tumultuous time in office

The socialist, left-wing now President Pedro Castillo was also a teacher, union leader and farmer who gained strong support among the country’s rural population and was sworn in, in July 2021. This was after he won the run-off elections against right-wing candidate Keiko Fujimori by just 44,000 votes.

However, since then his approval ratings plunged and his time in office has been riddled with one crisis after the other. Once in office, Castillo picked several people as a part of his cabinet who had been accused of wrongdoing, drawing criticism which led to changing many ministers of several departments over the course of his presidency.

Notably, Castillo’s time in office is marked by five cabinets and more than 80 ministers. Additionally, just 17 months into his five-year term, the now-former president had managed to survive two impeachment attempts, and faced at least six criminal investigations, amid mounting corruption allegations.

Earlier this year, he was facing accusations of corruption and had repeatedly been charged with using his presidency to benefit himself and his family, however, he has since denied these allegations.

The prosecutors also filed a constitutional complaint, which led to several raids and detention of Castillo’s sister which he called a “coup d’etat” orchestrated by the attorney general’s office and asserted that this will not stop him from finishing his term in office till 2026. Notably, since Peruvian presidents typically have immunity against criminal cases a constitutional complaint allows Congress to carry out its own trial.

Third impeachment trial and how it all unfolded

Castillo’s vow to finish his term till 2026 was seen as a significant one, considering the country has witnessed five presidents since 2016 none of whom had completed their five-year term. One of them was ousted following an impeachment trial, another resigned prior to his impeachment vote and another president resigned following widespread protests.

However, Castillo’s ouster was nothing short of dramatic as he was taken into custody at Lima’s town hall on Wednesday afternoon after being accused of “rebellion” and was subsequently impeached by lawmakers. The day began with the now-former president announcing his plans to dissolve Congress and set up an emergency government, ahead of his impeachment vote.

He then called for parliamentary elections to work on a new constitution which prompted back-to-back resignations from his cabinet members and drew condemnation from top officials in Peru and neighbouring countries. Castillo said that this move aimed to “reestablish the rule of law and democracy” in the country.

In a live address, the president of Peru’s constitutional court, including Boluarte, said that Castillo was attempting a “coup”. Ultimately, he failed to stop his impeachment vote and the opposition-led legislature on Wednesday passed after an overwhelming majority voted in favour of removing Castillo. Furthermore, even the country’s armed forces rejected Castillo’s attempt and called it an “infringement of the constitution.”

What’s next for the former Peruvian president?

On Wednesday, following the news of his impeachment, Castillo's supporters took to the streets in protests and clashed with the riot police, however, only small demonstrations erupted and the country’s riot police used tear gas to swiftly disperse the demonstrators. Meanwhile, the country’s incumbent president has called for a political truce to overcome the recent crisis.

She also hosted several political leaders at the presidential palace, on Thursday, as she has asked for time and space from the Peruvian citizens to “rescue the country” and said that her new cabinet will include people of all political stripes. The alleged coup drew widespread condemnation including the United States which called the alleged power grab illegal and expressed support for Boluarte’s call for unity.

On the contrary, Mexican President Andrés Manuel López Obrador described Castillo’s removal as a “soft coup” fueled by racism against the former teacher from the Andean highlands. Castillo who has since been detained has also sought asylum in Mexico which the Mexican government’s foreign minister Marcelo Ebrard said is under consideration.

Just hours after attempting to dissolve the country's Congress, Peruvian President Pedro Castillo was ousted following an emergency impeachment vote in the same Congress. Castillo's attempts to dissolve Congress by decree had previously plunged the country into a constitutional crisis.

His supporters clashed with the riot police in front of the police station where the now ex-leader was reported to be after the vote to remove him.

Peru's lawmakers ignored Castillo's attempts and move ahead with previously planned impeachment trial. 101 lawmakers voted to remove him, six were against. There were 10 abstentions. The result was announced with loud cheers and the legislature called Vice President Dina Boluarte to take office.

The public ministry said on Wednesday evening that Castillo had been detained and accused of "rebellion" for breaking the constitutional order.

After the vote, Peru's national police tweeted an image of Castillo sitting at a police station and said that it had "intervened" to fulfill its duties. It referred to Castillo as "ex-president".

Earlier while attempting to dissolve the Congress, Castillo had said that he would launch a "government of exception" and called for new legislative elections.

The declaration sparked resignations by key ministers from his government and attracted allegations of a "coup" from opposition as well as allies. The police and Armed Forces warned him that the route he had taken to try to dissolve Congress was unconstitutional.

Congress summoned Castillo last week to respond to accusations of "moral incapacity" to govern. The prosecutor's office in October filed a constitutional complaint against Castillo for allegedly leading "a criminal organization" to profit from state contracts and for obstructing investigations.

Castillo has called the allegations "slander" by groups seeking "to take advantage and seize the power that the people took from them at the polls."

The leftist teacher-turned-president has survived two previous attempts to impeach him since he began his term in July 2021.

Castillo's move to dissolve the Congress had elicited displeasure from the US. Washington welcomed the appointment of Dina Boluarte as President of Peru.

"We commend Peruvian institutions and civil authorities for assuring democratic stability and will continue to support Peru under the unity government President Boluarte pledged to form," a US State Department spokesperson said in a statement.
