The extent of damage and casualties, if any, was not immediately clear but Parkop said, “Some people sadly lost their life today.” He added, “We have seen unprecedented level of strife in our city, something that has never happened before in the history of our city and our country.”&nbsp;

While it was the security forces that started the demonstrations, it was not clear if they were responsible for the violence that followed. An AFP correspondent said a mix of “police, soldiers and civilians” appeared to be involved.

Fires were seen burning across the city on Wednesday, and according to a report by PNG Post Courier newspaper firefighters had been threatened as they tried to do their jobs. The guard house at parliament had also reportedly been burnt.&nbsp;

The United States embassy said shots had been fired near its compound and advised its employees to shelter in place until further notice.&nbsp;

Meanwhile, the Australian High Commission said that it has stepped up security measures.

Marine mammal specialist Sascha Hooker reportedly speculated that it appears to be a highly decomposed cetacean, such as a whale or dolphin, known to turn ghostly white after death.

Erich Hoyt from Whale and Dolphin Conservation in the UK does not discount the possibility of the globster being a dugong, also known as a sea cow, but he is confident that the creature has been dead for several weeks.

Papua New Guinea defeated the Philippines by a whopping 100-run margin in Port Moresby to bag a first-place finish in the ongoing East Asia-Pacific Qualifier and thus punch their ticket.

After being asked to bat first, PNG scored a mammoth 229 for six in 20 overs, thanks to quick-fire fifties from Tony Ura, Assad Vala and Charles Amini. The Philippines, in their chase, could manage just 129 for seven. Also, with this win, PNG completed its fifth successive victory and will end the tournament with second-placed Japan on Saturday.

The next edition of the ICC Men’s T20 World Cup will be co-hosted by West Indies and the USA in 2024 and will be a 20-team tournament. All teams will be divided into group of four, with top two teams from each group further qualifying for the Super 8 stage. The Super 8 teams will then be divided into two groups, with the top two teams from there will qualify for the semis.

Twelve teams had already booked their berths before the regional qualifiers began, with hosts West Indies and USA being the two. Alongside them, top-eight ranked teams, including India, Australia, New Zealand, Pakistan, South Africa, Sri Lanka, Netherlands and England – and Afghanistan and Bangladesh, on the virtue of their T20I rankings, also made the cut.

Other than PNG, Ireland and Scotland also qualified for the Men’s T20 World Cup by finishing in the top-two positions in Europe Region Qualifiers.

Qualifiers for the Americas (for one spot), Africa (two spots) and Asia (two spots) will also take place over the coming months.

French President Emmanuel Macron to visit Sri Lanka in weekend

US Defence Secretary Lloyd Austin on Thursday said that a&nbsp;US Coastguard ship will be deployed to Papua New Guinea as Washington aims to increase its military footprint in the region amid growing competition for influence with China.

"A US Coastguard cutter will be here in August," said Austin, as he became the first Pentagon boss to visit Papua New Guinea.

The move capitalises on the defence pact which was recently signed between the two countries which offers greater military access to strategically important regions of the South Pacific to the United States.&nbsp;

Washington is willing to show how increased US security cooperation can benefit the regional partners and reduce local fears about Papua New Guinea getting dragged into a battle between US and China for influence in the region.

Papua New Guinea, which lies between Taiwan and US ally Australia, is the most populous and largest state in Melanesia, an area which was important in deciding the final result of World War II in the Pacific.

<h2>Papua New Guinea to benefit from coastguard deployment: Austin</h2>

Austin emphasised that Papua New Guinea will benefit from the coastguard deployment as it will stop the looting of its thinly protected maritime resources, and will also put a halt on activities like illegal fishing and trafficking.

As per a landmark US-Papua New Guinea security pact which was signed earlier this year, the United States will be able to operate and develop the facilities across the country.

With the agreement of Papua New Guinea, troops and vessels will be stationed by the US military at six key ports and airports, including&nbsp;facilities in the capital Port Moresby and Lombrum Naval Base on Manus Island.

Washington will have "unimpeded access" to the sites to "pre-position equipment, supplies and materiel" and have "exclusive use" of some zones where development and "construction activities" will be carried out, as per the text.

Meanwhile, Prime Minister James Marape said that the pact would help modernise the infrastructure of Papua New Guinea and strengthen its security.

"They have never tampered with our sovereignty and our autonomy and our independence. It is not them coming in. We invited them in... to build up our defence to protect our own borders, including stopping the theft of fish from our seas. We're doing this for the betterment of our country," he said.&nbsp;

Prime Minister Narendra Modi recently wrapped up his three-nation tour during which he became the first Indian leader to visit Papua New Guinea.&nbsp;But he was not the only Indian who marked a significant milestone in the Pacific country.&nbsp;

Incumbent Governor of West New Britain Province, Papua New Guinea, Sasindran Muthuvel made history when he became the first person of Indian origin to be elected to the Parliament of Papua New Guinea in 2012.

Muthuvel spoke to WION correspondent Sidhant Sibal exclusively about PM Modi’s visit, his story about becoming the governor, and Papua New Guinea’s ties with India.&nbsp;

WION: How do you see PM Modi’s visit to Papua New Guinea given it was a major story in India and the Pacific as well?&nbsp;

Muthuvel: First of all we thank Prime Minister Modiji for making this decision to visit Papua New Guinea the invitation of which was extended during a G20 Zoom conference along with all the developing countries’ prime ministers. Of course, it is extremely significant for one to be the prime minister and leader of the largest democracy coming to another democratic country.&nbsp;

We are the largest nation in terms of landmass, population and economic activity. You know on multiple occasions people mention a small Pacific Island nation, Prime Minister James Marape, but we are a nation of 20 provinces, one autonomous region, and one capital district. It’s similar to the Indian States.

WION: You are the first Indian-origin person who is in the Parliament of Papua New Guinea, I’m sure many Indians will be surprised to know that there’s an Indian-origin parliamentarian in PNG. Please tell us about your journey

Muthuvel: I was born in 1974 and brought up in India. In fact, my entire education has been done in Tamil medium and I did my college degree in horticulture from Tamil Nadu Agriculture University. I first stepped foot in Papua New Guinea on January 28, 1999 and came here for business, in the province that I currently stay and govern.&nbsp;

In 2000, I started my career in retail and that's how it all started. Obviously being in retail you have to master the language so that gives an advantage but the political intention came very late after I got my citizenship in 2007. I got elected in 2012, this is actually my third tenure in parliament and I was elected as a regional MP.&nbsp;

I intended to go into politics in 2011 when our people actually pushed me into a local tribal plan because we used to run an operation where people don’t have to travel almost 70 to 80 kilometres. We go and built a shop right in the middle of no way between Kimbey and Galay two different towns at the time.&nbsp;

People started floating around this idea in 2009 asking me to participate in the national General Election, of course, there were a lot of limitations irrespective of my religion, colour, caste, or creed and even though I was naturalised but still of a different origin.&nbsp;

My reasoning was that I came with nothing in this country and these people have given me blessings especially my people in West Britain. So this is one way of giving back something in terms of giving whatever the additional service through your work, in the sphere of politics, so everything was taken from here, so it was no big challenge for me to represent them.

WION: People were&nbsp;surprised to see so many&nbsp;Indians and Indian-origin people who welcomed PM Modi in Papua New Guinea. Can you talk about the Indian diaspora in PNG?&nbsp;

Muthuvel: We could have actually organised a much bigger event but unfortunately PM Modi was on a very tight schedule with bilateral meetings…so we could not prepare for a bigger community event. The Indians you saw are actually just from the capital. Of course, there are many elders who have lived here since independence in 1975 when it was an Australian colony.&nbsp;

So many Indians have also lost their lives in PNG when they were a part of the British army, so India-PNG connections go way back. The Indians at the airport who met with PM Modi might be around 30 per cent as many of them reside in other big cities across the island. There are at least 3,000 Indian citizens working in Papua New Guinea.&nbsp;

Papua New Guinea (PNG) Prime Minister James Marape, known only by a handful in India before, instantly became viral in the Asian country after giving a “traditional” and rousing welcome to his counterpart Narendra Modi, who was the first Indian leader to visit the Pacific country.

A clip of the PNG leader touching the Indian prime minister’s feet—something that is common only in India whereby young ones pay respect to the elders—bowled over millions of Indians.

WION: You broke the protocol to receive Indian PM Modi and welcomed him in a traditional manner, how did that happen?

Marape: We come from a society where we respect elders. This is not an everyday welcome that a guest receives. It’s an ancient culture which believes in showing respect to elders and PM Modi is a senior person and heads the biggest democracy by population. He could have ignored PNG, but he visited the island nation. Thus, I had to receive him personally.

Marape: Well, he is the leader of the people and he is a spiritual person. In our culture, giving respect to an elder is important and he is a senior statesman and not just a leader.

Marape: I see the emergence of India and its ability to reach out to north, south, east, and west and a small nation like Papua New Guinea, which makes it a unique country.

WION: The Forum for India–Pacific Islands Cooperation (FIPIC) summit saw India reaching out to Pacific countries. Can you discuss the summit’s key outcomes?

Marape: The outcome was on multiple fronts. It consolidated the Pacific family going forward into the future as a bloc.

WION: How do you see the Indo-Pacific relations, how do you see Pacific countries in the arena?

Marape: PNG is surrounded by other nations. We and other Pacific countries want to live peacefully and co-exist. Let’s not talk about war or conflict. Instead, talk about uplifting the lives of ordinary people. We are fed by one air and one sea. Small nations of the Pacific want to be part of the global considerations and there is no room for war or territorial contest. We just want to make Mother Earth a hospitable place. We should talk about climate change, and sea level rise, which are a threat to the Pacific countries. And, we see India as an advocate of the Pacific in the G7 and G20.
