The National Technical Advisory Group on Immunisation in India (NTAGI) has recommended increasing the gap between two doses of Covishield vaccine to 12-16 weeks.

No change has been suggested for the dosage interval of Covaxin by the National Technical Advisory Group on Immunisation (NTAGI).

The National Technical Advisory Group on Immunisation in India (NTAGI) fulfils a need for informing decision-making concerning the introduction of new vaccines and strengthening the Universal Immunisation Programme (UIP).

According to the current protocol, the vaccine must be taken four to eight weeks after recovery from COVID-19 infection.

This is the second increase in the interval for Covishield in three months.

In March, the Centre told states and UTs to increase the gap from 28 days to six to eight weeks for better results.

These recommendations will be sent to NEGVA - the National Expert Group on Vaccine Administration - for approval before the changes and suggestions are implemented.

Earlier, a study published in the medical journal The Lancet on February 19 claimed a 26.2 per cent increase - from 55.1 per cent to 81.3 per cent - if doses were spaced 12 or more weeks apart.

NTAGI comprises government representatives from the Department of Women and Child Development, internal finance division in Ministry of Health and Family Welfare, Department of Biotechnology, Drug Controller General of India (DCGI) along health experts. India started the world`s largest vaccination drive on January 16 this year in a phased manner with healthcare workers (HCWs) getting inoculated first.

The vaccination of frontline workers (FLWs) started on February 2. The next phase of Covid-19 vaccination commenced from March 1 for those over 60 years of age and for people aged 45 and above with specified co-morbid conditions. India launched vaccination for all people aged more than 45 from April 1.

WHO hasn't associated the term 'Indian variant' with B.1.617 COVID-19 variant: Govt

The head of the main Indian health agency responding to the coronavirus has said districts reporting a high number of infections should remain locked down for another six to eight weeks to control the spread of the rampaging disease.

Dr. Balram Bhargava, head of the Indian Council of Medical Research (ICMR), said in an interview that lockdown restrictions should remain in place in all districts where the rate of infection is above 10% of those tested.

Currently, three-fourths of India`s 718 districts have what is known as a test-positivity rate above 10%, including major cities like New Delhi, Mumbai and the tech hub of Bengaluru.

Bhargava`s comments are the first time a senior government official has outlined how long lockdowns, which already encompass large parts of country, need to continue to rein in the crisis in India.

Prime Minister Narendra Modi`s government has shied away from imposing a nationwide lockdown because of the economic impact and has left it to state governments.

Several states have introduced varying levels of curbs on economic activity and public movement to stop the spread of the virus, which are mostly being reviewed and extended on a weekly or fortnightly basis.

"The high positivity districts should remain (shut). If they come to 5% from 10% (positivity rate) we can open them, but that has to happen. That won`t happen in six-eight weeks, clearly," Bhargava said in an interview at the New Delhi headquarters of the ICMR, the country`s top medical research body.

Referring to the capital, one of India`s hardest hit cities where the positivity rate reached around 35% but has now fallen to about 17%, Bhargava said: "If Delhi is opened tomorrow, it will be a disaster."

India is in deep crisis in the current wave of COVID-19 infections with around 350,000 cases and 4,000 deaths being reported daily. Hospitals and morgues are overflowing, medical staff is exhausted and oxygen and drugs are running short.

Many experts say the actual case tallies and deaths could be five to 10 times higher.

Modi and other top political leaders have faced a public backlash for addressing mass election rallies where no major COVID-19 safety protocols were followed. The federal government also didn`t intervene to stop a religious festival in a northern state in March that was attended by millions of devout Hindus.

`SLIGHT DELAY`

Bhargava did not criticise the Modi government but conceded there had been a delay in responding to the crisis.

"I think the only discontent we have was there was a slight delay accepting the 10% (recommendation), but that did happen," he said.

He said an April 15 meeting of the National Task Force on COVID-19 had made the recommendation to the government to lock down areas with a 10% positivity rate or higher.

Yet, in a televised speech on April 20, Modi dissuaded states and said a lockdown should be used as "last resort" and the focus should remain on "micro containment zones".

On April 26 - more than 10 days after the task force meeting - India`s home (interior) ministry wrote to states, asking them to implement strict measures for "large containment areas" in hard-hit districts, but only for 14 days.

India`s home and health ministries, as well as Modi`s office, did not respond to requests for comment.

Reuters reported earlier this month the head of the National Centre for Disease Control had privately told an online gathering that strict lockdown measures were required in early April.

Two senior ICMR officials told Reuters the organization was frustrated about political leaders addressing large rallies and allowing religious gatherings, saying the actions publicly flouted required safety measures. Modi himself addressed several of the political meetings, maskless.

"Our messaging has been completely incorrect, not in sync with the situation," said one of the officials, referring to the government. "We have miserably failed."

Bhargava denied there was any discontent within the ICMR and added the agency was on the same page with policymakers. Without commenting directly on political leaders, he said mass gatherings during COVID-19 should not be acceptable in India or anywhere else.

"It`s common sense," he said.

Mucormycosis, commonly called black fungus, is a serious and rare fungal infection affecting those suffering from coronavirus in India.

The black fungus that invades the brain is being increasingly seen in vulnerable patients in India as the health system continues to struggle amid the pandemic.

This infection caused by a group of fungi called mucormycetes. These are ubiquitous in the environment and can often be seen on rotting food. Despite being common in the environment, it doesn’t cause infection in humans as our immune cells can easily fight such pathogens.

Mucormycosis is a deadly fungal infection found in some Covid-19 patients with uncontrolled diabetes and prolonged intensive care unit (ICU) stay.

How does the infection start and progress?

The Central government in an advisory said the fungal infection mainly affects people who are on medication that reduces their ability to fight environmental pathogens.

The evidence-based advisory for screening, diagnosis and management of the disease was released by the Indian Council of Medical Research (ICMR) and the Union health ministry.

“Mucormycosis, if uncared for, may turn fatal. Sinuses or lungs of such individuals get affected after fungal spores are inhaled from the air,” it said.

How is it diagnosed?

Warning symptoms include pain and redness around the eyes and nose, fever, headache, coughing, shortness of breath, bloody vomits and altered mental status, the advisory stated.

In COVID-19 patients with diabetes and immuno-suppressed individuals, one must suspect mucormycosis if there is sinusitis, one-side facial pain or numbness, blackish discolouration over the bridge of the nose or palate, toothache, blurred or double vision with pain, skin lesion, thrombosis, chest pain and worsening respiratory symptoms, it said.

Major risk factors for this disease include uncontrolled diabetes mellitus, immunosuppression by steroids, prolonged ICU stay, malignancy and voriconazole therapy, the ICMR-health ministry advisory stated.

How is it prevented and treated?

To prevent the disease, blood glucose level should be monitored post-COVID discharge and also in diabetic patients; steroids should be used judiciously incorrect timing, dose and duration; clean sterile water should be used in humidifiers during oxygen therapy, and antibiotics and antifungal medicines should be used correctly, it said.

The disease can be managed by controlling diabetes, discontinuing immunomodulating drugs, reducing steroids and extensive surgical debridement- to remove all necrotic materials, according to the advisory.

Medical treatment includes installing peripherally inserted central catheter, maintaining adequate systemic hydration, infusion of normal saline intravenously before Amphotericin B infusion and anti-fungal therapy for at least six weeks besides monitoring the patient clinically with radio imaging for response and to detect disease progression, it said.

Nepal's devastating COVID-19 outbreak showed no signs of abating on Tuesday as the country recorded its highest single-day coronavirus related deaths with 225 fatalities and 9,483 new cases in the last 24 hours.

Now, the total number of deaths stands at 4,084 and infections at 413,111, the Ministry of Health and Population said.

In the last 24 hours, 5,225 COVID-19 patients have recovered, 20,596 polymerase chain reaction tests and 720 antigen tests have been conducted, the ministry said.

There are 97,008 active coronavirus cases in the Himalayan nation.

Of the new cases, 3,927 were reported from the Kathmandu Valley, where prohibitory orders have been extended till May 27. The restriction orders were first enforced on April 29 and were due to expire on May 12.

A deadly second wave of the pandemic is sweeping across Nepal, with about 8,000 new cases being reported daily for the past several days, which is quite high for a country of approximately 30 million people.

In an opinion piece published in The Guardian newspaper on Monday, Prime Minister K P Sharma Oli, who lost a confidence vote in Nepal's House of Representatives earlier in the week, appealed to the UK and other developed nations to urgently provide his country with essential medical items, life-saving drugs and vaccines to combat the pandemic.

Meanwhile, China donated 400 oxygen cylinders, 160 oxygen concentrators, and 10 ventilators to Nepal on Tuesday.

A wide-body Nepal Airlines aircraft flew in the medical supplies, officials said, adding that the 400 oxygen cylinders are part of the 20,000 cylinders that China has promised to donate to the country.

General Manager of Nepal Airlines Dim Prakash Paudel told journalists an aircraft has been kept on standby to fly in the remaining health equipment which China has pledged.

Late last month, China had promised Nepal medical equipment and supplies equivalent to 5 million yuan (USD 780,000). The announcement was made by Chinese Foreign Affairs Minister Wang Yi at a virtual meeting of Foreign Ministers attended by Afghanistan, Bangladesh, Nepal, Pakistan and Sri Lanka.

Varsities must ensure safety before holding online exams: UGC

Colombia`s three largest cities are bracing for an extended third peak in coronavirus cases and over-stretched intensive care units after nearly two weeks of anti-government protests, local authorities said.

Demonstrations fueled by outrage at a now-cancelled tax plan began on April 28. Protesters' demands have expanded to include a basic income, an end to police violence and the withdrawal of long-debated health reform.

Marches look set to continue for the foreseeable future, with protest leaders and the government at odds despite an initial meeting to discuss the demands.

Capital Bogota is confronting a "hospital collapse," Mayor Claudia Lopez said in a press conference on Monday, and will not see infections drop this week as previously predicted.

"The pact of care that has safeguarded us from contagion for 16 months is what was broken in Colombia two weeks ago," Lopez said. "Every day it is broken, we are exposed to a risk of mass death. To be at 96% ICU occupation is to be on the brink of hospital collapse."

A decrease in infections will not come until the end of May, Lopez said, adding protests make quarantine restrictions nearly unenforceable, though she extended a curfew and restriction on alcohol sales.

Medellin, whose ICUs have been at or near full capacity for weeks, is preparing for a possible crisis, health secretary Andree Uribe told Reuters in a video.

"We know there will be an increase in cases, we`re on alert, we are carrying out actions for early identification, like testing everyone who participated in the marches," she said.

In Cali - a protest focal point - demonstrations are likely to extend a current peak, health secretary Miyerlandi Torres said.

"We`re worried about marchers who don`t comply with any of the self-protection protocols like physical distancing and the use of face masks," she said. "And with the presence of strains like the British one, which is highly contagious, it`s indicated the figures won`t fall in the short term."

Cali`s ICUs are about 95% occupied, according to local government figures.

Centre, States should expeditious implement second wave of Covid-19 Advisory: NHRC

The Health Ministry has urged states to ensure all beneficiaries who have taken the first dose of COVID-19 are prioritised for the second dose.

Union Health Secretary Rajesh Bhushan and Dr R S Sharma, Member, National Expert Group on Vaccine Administration of COVID-19 reviewed the status of vaccination with health secretaries and National Health Mission MDs of states and UTs through a video conference today.

"States to ensure all beneficiaries who have taken the first dose are prioritised for the second doses," Bhushan said.

He stressed the urgent need to address a large number of beneficiaries waiting for the second dose.

A Health Ministry release said states can reserve at least 70 per cent of the vaccines supplied to them from the Government of India channel (free of cost) for second dose vaccination and the remaining 30 per cent for the first dose.

"This however is indicative. States have the liberty to enhance this to as much as 100 per cent. State-wise numbers on CoWIN have been shared with states for their planning purposes," the release said.

It said that the states were asked to undertake an awareness campaign for reinforcing the importance of complete vaccination with two doses of the vaccine.

Presenting details of states who have ensured high coverage of priority groups (like aged 45+, frontline workers and healthcare workers) and the others, the Health Secretary urged states to ensure that priority groups are vaccinated.

The release said states have been informed in a transparent manner in advance about the COVID vaccines being provided to them from Government of India channel.

"The visibility for the forthcoming fortnight is conveyed to them in advance to enable better and more effective planning by them. The next allocation for May 15-31 will be conveyed to them on May 14. It was pointed out that states can utilize the information regarding dose allocation for next 15 days to plan their vaccination sessions," the release said.

States were also urged to minimise vaccine wastage.

"While the overall levels have considerably reduced, Union Health Secretary pointed that there were many states which still needed to substantially reduce the wastage," the release said.

It was suggested to states to retrain and reorient vaccinators to ensure judicious usage of the vaccines.

"All wastage more than the national average hereafter is to be adjusted from the subsequent allocations to that state/UT," the release said.

It was also pointed out that certain states are able to report a negative wastage because the well-trained health workers can extract maximum doses per vial than what is otherwise generally earmarked.

States were also briefed about procurement from the 'Other than Government of India' (OGoI) channel which has been opened in the Liberalised Phase-III Strategy of Vaccination.

In view of the payments pending from states to the private vaccine manufacturers, the states were advised to constitute a dedicated team of two or three senior officers to coordinate with vaccine manufacturers daily and secure supplies promptly. "This team is to also coordinate with private hospitals to facilitate their procurement thereby maintaining the momentum of the overall vaccination exercise in the state," the release said.

The release said CoWIN platform is also being modified to better reflect the changing needs of the vaccination exercise.

Sharma, who is also Chairman of Empowered Group on Technology and Data Management to combat COVID-19, said that CoWIN will shortly provide the flexibility and feature for reserving slots for second dose.

CoWIN will be customised to the extent possible and will also open APIs. The need for IEC campaign for informing people that they should use only one mobile number for both doses for its reflection in their certificate was stressed, the release said.

Sharma reiterated the critical importance of verity and authenticity of data. He also urged states to avoid use of restrictive criteria to uphold the mantra of CoWIN providing vaccination to anyone, anywhere and at anytime.

COVID-19 affects different people in different ways. Experts have been warning of long-term complications that the coronavirus can cause.

According to a study by the University of Rome Tor Vergata, COVID-19 increases the risk of developing erectile dysfunction (ED) by nearly six times. Yet another reason to heed public health advice as the coronavirus continues to spread.

The report states that the preliminary numbers also indicated that having Erectile Dysfunction also increased men’s susceptibility to SARS-CoV-2 infection. Men with ED are more than five times more likely to have COVID-19.

For men with a history of COVID-19, the estimated risk of developing Erectile Dysfunction was 5.66 higher. Those numbers remained even after other factors considered.

So particularly for young and healthy people who abruptly develop erectile dysfunction, and especially after having COVID-19, this can be a sign of something more serious going on.

It is advised for Covid survivors that Andrological assessment and tailored treatments should be considered in the follow-up.

Coronavirus global statistics

Global infections: 158,957,229

Global deaths: 3,303,877

Nations with most cases: US (32,744,100), India (22,992,517), Brazil (15,209,990), France (5,841,593), Turkey (5,044,936).

Individuals who receive a single dose of the AstraZeneca vaccine have approximately 80% lower risk of death with COVID-19 compared with unvaccinated people, according to a new Public Health England (PHE) analysis.

Data from the analyses also showed that protection against death from the Pfizer-BioNTech vaccine rises from approximately 80% after one dose to 97% after two doses.

At the time when there is a continuous race of efficacy of Covid-19 vaccine candidates across the world, the recent data from the rollout of AstraZeneca's COVID-19 vaccine shows a positive sign.

PHE said the study was the first on protection against mortality from the AstraZeneca vaccine based on data from a real-world setting. The study looked at new symptomatic cases of COVID-19 between December and April and people who died within 28 days of their positive test by vaccination status.

People who had a single dose of the AstraZeneca vaccine were 55% protected against death, with a figure of 44% protection for a single dose of Pfizer, compared to unvaccinated people.

"Combined with the protection vaccines offer against becoming a case in the first place, this is equivalent to approximately 80% protection against mortality in individuals vaccinated with a single dose of either vaccine," PHE said in a statement.

Protection against mortality from the Pfizer-BioNTech vaccine improved to 69% for cases who had their second dose at least a week before they tested positive. Combined with the estimated protection from getting COVID-19 to start with, this is equivalent to an estimated 97% protection, PHE said.

Prime Minister Boris Johnson is set to confirm the further easing of lockdown restrictions in England on Monday, helped in part by the speed of the country's vaccine rollout. In another dataset, PHE said that it was estimated that two doses of the Pfizer-BioNTech vaccine reduce the risk of hospitalisation by 93% for the over 80s.

Legendary conversationist and filmmaker Sir David Attenborough has warned the world of challenges far more severe than COVID-19, in the next five to 10 years.

“The epidemic has shown us how crucial it is to find agreement among nations if we are to solve such worldwide problems. But the problems that await us within the next 5-10 years are even greater. It is crucial that these meetings in Glasgow, COP26, have success, and that at last, the nations will come together to solve the crippling problems that the world now faces,” Attenborough said.

On May 10, Britain has tasked Attenborough with inspiring action to tackle the issue of climate change as its People’s Advocate ahead of the United Nations Climate Change Conference (COP26) in November in Glasgow, Scotland.

Alok Sharma, an Indian-origin Cabinet-level minister in the British government, will be the president of the COP26. Sharma termed climate change as the greatest threat facing mankind.

COP26 could accelerate measures by the world's biggest polluters to tackle climate change, which activists, scientists and world leaders say could ultimately endanger the planet.

Attenborough, who is 95 years old, exhorted world leaders to seize the moment given by this pandemic to reach and operationalize international agreements on major issues that concern climate change.

World will soon see challenges more severe than COVID-19: David Attenborough

A document written by Chinese scientists and health officials in 2015 stated that SARS coronaviruses were a "new era of genetic weapons" that could be "artificially manipulated into an emerging human disease virus, then weaponised and unleashed, reported Weekend Australian.

The paper titled 'The Unnatural Origin of SARS and New Species of Man-Made Viruses as Genetic Bioweapons' suggested that World War Three would be fought with biological weapons.

The document revealed that Chinese military scientists were discussing the weaponisation of SARS coronaviruses, five years before the COVID-19 pandemic.

The report by Weekend Australian was published in news.com.au.

Peter Jennings, the executive director of the Australian Strategic Policy Institute (ASPI), told news.com.au that the document is as close to a "smoking gun" as we've got.

"I think this is significant because it clearly shows that Chinese scientists were thinking about military application for different strains of the coronavirus and thinking about how it could be deployed," Jennings said.

"It begins to firm up the possibility that what we have here is the accidental release of a pathogen for military use," Jennings added.

He also said that the document may explain why China has been so reluctant for outside investigations into the origins of COVID-19.

"If this was a case of transmission from a wet market it would be in China's interest to co-operate ... we've had the opposite of that."

Robert Potter, a cyber security specialist who analyses leaked Chinese government documents, was asked by The Australian to verify the paper.

He says the document definitely isn't fake, reported news.com.au. "We reached a high confidence conclusion that it was genuine ... It's not fake but it`s up to someone else to interpret how serious it is," Potter said.

"It emerged in the last few years ... they (China) will almost certainly try to remove it now it's been covered."

Potter further stated that it isn't unusual to see Chinese research papers discussing areas that they're behind on and need to make progress in.

"It's a really interesting article to show what their scientific researchers are thinking," he added.

COVID-19 pandemic has been caused by a coronavirus named SARS-Co V-2 which emerged in December 2019. Coronaviruses are a large family of viruses, several of which cause respiratory diseases in humans - ranging from a common cold to Severe Acute Respiratory Syndrome (SARS).

Since the COVID-19 pandemic began there have been over 157 million cases of COVID-19 and 3.28 million deaths worldwide, according to the latest update by Johns Hopkins University.

The United States is closer to getting the coronavirus pandemic under control and health officials are focused on the next challenge: getting more Americans vaccinated, the White House COVID-19 response coordinator Jeff Zients said on Sunday.

"I would say we are turning the corner," Zients said in an interview with CNN's "State of the Union."

Zients said about 58% of American adults have received at least one coronavirus vaccine shot. The task now is to continue building confidence in vaccines and get enough Americans vaccinated to mitigate the spread of the virus and its variants, he said.

US health officials are aiming to meet President Joe Biden's goal of 70% of American adults having at least one shot by the July 4, US Independence Day.

Zients said reaching that goal could help the country reach a sustainable low level of infections.

About 46% of all Americans have received at least one coronavirus vaccine shot, according to the Centers for Disease Control and Prevention.

Dr Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, said another surge in coronavirus infections would be unlikely if the Biden goal is met or exceeded.

"The larger proportion of the population that's vaccinated, the less likelihood that in a season like the coming fall or winter you're going to see a significant surge," Fauci said on NBC's "Meet the Press."

"That's the reason why vaccinations are so important. That's the wild card that we have now that we didn't have last fall or the last winter."

Zients defended the latest masking guidelines from the CDC, which recommends that fully vaccinated people should still wear masks at crowded outdoor events or when they go indoors in public settings with other people who may not be vaccinated.

Some health experts have questioned whether the CDC guidelines are too strict, and that removing the indoor mask mandate for fully vaccinated people could encourage confidence in the vaccines. That move would not, however, protect unvaccinated people from contracting the virus from a carrier who has been vaccinated.

The CDC guidelines will over time allow more people to take off their masks, Zients said, while acknowledging Americans' mask fatigue.

"We're getting there," Zients said. "And the light at the end of the tunnel is brighter and brighter. Let's keep up our guard."

US turning a corner on pandemic, says White House coordinator

Dr David Nabarro, special envoy on COVID-19 for the World Health Organization (WHO) on Monday said that he would urge people to maintain social distancing and keep using face masks.

Dr Nabarro said: “I’m pleased with the reality that people are being quite cautious, perhaps even a little bit afraid, of what this virus might bring.

“But I think, at the same time, we’ve got to get on with life, and we can’t go on mothballing ourselves forever.

“So, finding a way to restart, despite this fear, is what I think we will have to do," he said.

"We must maintain a very vigilant posture in the coming months because there will, no doubt, be variants appearing but, at the same time, we have to get on with life so in our getting on with life, we have to just be on the lookout for new spikes of disease and deal with them when they come."

"It (the virus) is constantly capable of changing, and as it changes, it has the ability, we believe, and not demonstrated so far, but it could develop the ability to be able to evade the protection that's been given to us by these wonderful vaccines. But we deal with that when it comes. And we deal with it by being on the alert and by being able to pick up new clusters of disease very, very fast and then to deal with them also very fast." he added.

COVID-19: Can't keep on mothballing ourselves, says WHO official

Coronavirus cases in Nepal are skyrocketing and hospitals in the country are overwhelmed with the huge influx of COVID-19 patients. Prime Minister KP Sharma Oli is seeking help from other nations and also is under pressure because of the political crisis that is looming over his government.

“Nepal is facing the worst situation. As the pandemic is currently ravaging the country, we are trying to ensure continuous supply of food and prioritise the food security of the citizens. We need to boost our online business, e-commerce companies and meet the demands of our consumers,” Moti Lal Dugar, special economic advisor to PM Oli told WION.

“All the flights have been suspended and many borders with India have been closed, which will result in serious effects on the import and export of goods. We are dependent on India majorly for raw materials. This will be a challenge for us. India is the biggest market for Nepal including China,” Dugar added.

He said the government has limited resources but is trying to provide market to small industries as 'the country cannot be dependent on imports for long’.

As Nepal’s economy is heavily dependent on remittance, the economic advisor said, “Due to the pandemic, Nepali nationals working in different countries are coming back home. So, for them, we are trying to generate employment.”

Continued political instability and weak governance is hampering the development initiatives in the country.

Nepal’s gross domestic product (GDP) is anticipated to grow by 3.1% in fiscal year (FY) 2021 from a contraction of 1.9% in FY2020, says the Asian Development Outlook (ADO) 2021, the flagship economic publication of the Asian Development Bank (ADB).

The fiscal year 2020-21 ends in mid July and the country is expected to recover from the financial crisis triggered due to nationwide lockdown in 2020, but the country has been hit by the second wave of coronavirus and is again under lockdown.

WION asked the economic advisor about the expansion and investment in the health sector as the country is grappling with the coronavirus, he said, the “situation is under control.”

“The number of wards are being increased in both private and government hospitals. There are vacant government-owned buildings, which will be used as isolation wards. The pharmaceutical industries, which were closed, are being provided with facilities to revive,” Dugar told WION.

So, for them, we are trying to generate employment.” Continued political instability and weak governance is hampering the development initiatives in the country. WION asked the economic advisor about the expansion and investment in the health sector as the country is grappling with the coronavirus, he said, the “situation is under control.” “The number of wards are being increased in both private and government hospitals. There are vacant government-owned buildings, which will be used as isolation wards. The pharmaceutical industries, which were closed, are being provided with facilities to revive,” Dugar told WION. He said Nepal is manufacturing masks, sanitizers and ventilators and more doctors are being trained to treat COVID-19 patients. EU leaders meet on Friday to survey the economic wreckage of the Covid pandemic, with high hopes from summit host Portugal that they will swear off austerity and tackle poverty.

Twenty-four of the EU's 27 leaders will gather in person in the riverside city of Porto for a summit that will make social issues a priority after two historic economic crises hit Europe over the past decade.

Excusing themselves because of the pandemic, German Chancellor Angela Merkel and Dutch Prime Minister Mark Rutte will attend only by videoconference, as will Malta's premier.

This will be a disappointment to Portuguese Prime Minister Antonio Costa who wanted the so-called Social Summit to be the centrepiece of his country's six-month EU presidency and with Germany and Netherlands top on of his list to hear the anti-austerity message.

The EU's 27 member states are deeply divided on social issues. The countries of the south, such as France, Italy, Spain and Portugal, are determined to push for the protection of the economically vulnerable.

Rich northern countries, attached to their successful national models, and the eastern countries, which fear losing their competitiveness, reject going further down this route.

Nicolas Schmit, the EU's social affairs commissioner, said that the health crisis had exposed the limitations of the free market to answer all problems.

"Markets could do little against a virus," the Luxembourger told AFP in Brussels, before heading to Portugal.

"There is an ideology that advocated this, that trusted markets to solve all problems."

'Best vaccine'

A lot has changed in Europe since the eurozone debt crisis, when Germany and allies imposed cost-cutting reforms on countries sinking in insolvency, in return for bailout loans.

Last year, the EU member states agreed on a massive 750 billion euro recovery plan that instead of loans relies mainly on direct payouts and will be financed by joint borrowing amongst all member states.

But Costa and like-minded leaders would like Europe to go further and create EU-wide social policies such as a minimum wage, employment schemes and set a cap on Europe's poverty level.

This wishlist, put together in something called the "social pillar", was originally drafted in 2017 at a similar summit in Sweden, a year after the populist-fuelled Brexit referendum spooked the EU.

Putting those policies into practice "is the best vaccine against inequality, fear and populism," Costa said ahead of the summit.

'Strong message'

The official programme will start on Friday with a conference bringing together representatives of civil society, social partners and the EU chiefs Charles Michel and Ursula von der Leyen.

This will be followed by the summit, where leaders will first meet to discuss the latest developments in fighting the Covid-19 pandemic, as well as the negative turn taken in relations with Russia.

The discussion on social affairs will take place on Saturday, ahead of a video call with Indian Prime Minister Narendra Modi and with Merkel, Rutte and Malta's premier Robert Abela participating by video link.

The leaders are expected to go a step further and approve a non-binding "action plan" that was presented by Schmit, the commissioner, in March.

It sets three targets for 2030: to increase the employment rate to 78 per cent, to provide vocational training to at least 60 per cent of adults each year and to reduce the number of people at risk of poverty by 15 million.

While the leaders won't make any concrete decision, Schmit said he expected "a strong political message".

Push on social issues as EU faces Covid fallout

Oil prices slipped on Thursday, reversing early gains under pressure from rising COVID-19 infections in India and elsewhere although prices retained some support from a report the previous session that showed US crude inventories fell much more sharply than expected.

Brent crude oil futures fell by 43 cents, or 0.6 per cent, to $68.54 a barrel by 11:47 a.m. ET (1547 GMT). West Texas Intermediate (WTI) US crude futures slipped 54 cents, or 0.8 per cent, to $65.09.

"When Saudi Arabia cut their crude selling price, it was a stark reminder that there are still pockets of danger of COVID that could impact demand," said Phil Flynn, a senior analyst at Price Futures Group in Chicago.

On Wednesday, both benchmarks hit their highest since mid-March before retreating to close little changed after two days of gains.

India posted record daily COVID-19 infections and deaths, with the virus spreading from cities to villages across the world's second-most populous nation, dashing hopes that the country's deadly second wave was about to peak.

"The record numbers of new infections in India have been making the headlines and fueling fears that demand may recover more slowly," Commerzbank said.

Yet easing restrictions in Europe and falling US crude inventories supported prices.

"As the rollout of vaccines continues and a pent-up summer driving season continues to manifest, this trend should accelerate, keeping demand for motor fuels robust and boosting market confidence in the recovery story," Citi analysts said in a note.

US crude stocks fell more than expected last week as refining output rose and exports surged, the Energy Information Administration said on Wednesday.

Crude inventories fell by 8 million barrels to 485.1 million barrels in the week to April 30, compared with expectations in a Reuters poll for a drop of 2.3 million barrels.

Commerzbank analysts cited "a massive fall in net crude oil imports to around 1.3 million barrels per day, their lowest level in at least 40 years".

They added that gasoline demand in the world's largest oil importer has proved disappointing, with stocks rising slightly last week.

Russia has registered Sputnik Light, the single-dose vaccine against COVID-19, which has an efficacy of 79.4 per cent, the Russian Direct Investment Fund (RDIF) said.

"The Russian Ministry of Health, the Gamaleya National Research Center of Epidemiology and Microbiology and the Russian Direct Investment Fund announce that Sputnik Light, a single dose COVID-19 vaccine, has received authorization for use in Russia. The single-dose Sputnik Light vaccine demonstrated 79.4% efficacy according to analyzed data taken from 28 days after the injection was administered. An efficacy level of near 80% is higher than that of many two-dose vaccines," the RDIF said in a statement.

According to the statement, the efficacy of Sputnik Light was calculated based on data obtained from Russians "vaccinated with a single injection, having not received the second one for any reason during the mass vaccination program between December 5, 2020, and April 15, 2021."

Sputnik Light is the first component (recombinant human adenovirus serotype number 26 (rAd26)) of the Sputnik V coronavirus vaccine, according to the Russian Direct Investment Fund (RDIF), the sovereign wealth fund marketing the vaccine abroad.

"The Sputnik Light vaccine significantly reduces the possibility of severe cases leading to hospitalization, with only one injection needed. The single-dose regimen solves the challenge of immunizing large groups in a shorter time, which is especially important during the acute phase of the spread of coronavirus, achieving herd immunity faster," said Kirill Dmitriev, CEO of RDIF.

Dmitriev said that the Sputnik Light vaccine will be exported to the international partners "to help increase the rate of vaccinations in several countries in the face of the ongoing fight with the pandemic and new strains of coronavirus".

The Sputnik Light vaccine has received authorization for use in Russia, according to the Russian Ministry of Health, the Gamaleya National Research Center of Epidemiology and Microbiology and the RDIF.On February 21, the Gamaleya Center and RDIF launched a global efficacy study of Sputnik Light.

The Phase III clinical study involving 7,000 people was conducted in multiple countries including Russia, the UAE and Ghana. The RDIF said that the Sputnik Light vaccine is based on a well-studied human adenoviral vector platform that has proven to be safe and effective.

As of May 5, more than 20 million people globally have received the first injection of the Sputnik V vaccine, containing the first component.

"The cost of the Sputnik Light vaccine globally will be less than USD10, while it has simple storage requirements, at +2 +8, which provide for easy logistics. Alexander Gintsburg, Director of the Gamaleya National Research Center of Epidemiology and Microbiology, said that Sputnik Light offers strong value in initial vaccination and re-vaccination, as well as boosting efficacy when taken in combination with other vaccines"Sputnik Light will help to prevent the spread of coronavirus through the faster immunization of larger population groups, as well as supporting high immunity levels in those who have already been infected previously," Gintsburg said.

At least 11 patients died at the Government Chengalpattu Medical College Hospital here on Tuesday night. An inquiry has been ordered into the cause of death.

Though it is alleged that the patients died due to oxygen shortage, senior officials said it is not the case as the hospital has sufficient stock.

"As per initial reports, the hospital has sufficient stock of oxygen. It is not an oxygen supply issue. Only an inquiry would reveal as to the cause of death," J. Radhakrishnan, Health Secretary told IANS.

He pointed out there are several other patients who were on oxygen supply and they were not affected.

Couple of days ago at the Government Vellore Medical College Hospital, relatives of patients alleged the deaths of six patients were due to disruption in the supply of oxygen.

According to the official, work on the hospital`s oxygen plant was underway and the relatives of the Covid-19 patients who died alleged that the death was due to disruption in oxygen supply.

"There are over 150 patients in the hospital`s Covid-19 ward. Supply of oxygen to several patients did not get disrupted," the official added.

Twelve Republican lawmakers have urged the Biden administration to not support a proposal by India and South Africa to the World Trade Organisation to temporary waive some Trade-Related Aspects of Intellectual Property Rights (TRIPS) rules amid the coronavirus pandemic.

If the US gives up intellectual property rights, it will harm innovation and production, and result in fewer people getting vaccinated, the 12 influential Congressmen said in a letter to US Trade Representative Katherine Tai on Tuesday.

The letter is in response to the proposal in this regard by 60 developing countries, led by India and South Africa.

"The United States should continue to oppose the request by India, South Africa, and other nations to waive certain portions of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) for all members of the World Trade Organisation (WTO)," the letter said.

Spearheaded by Congressmen Jim Jordan and Darrell Issa, the lawmakers said the requested waiver is extraordinarily broad and unnecessary to accomplish the goal of giving as many people as possible access to vaccines and treatment for COVID-19.

They claimed that Prime Minister Narendra Modi pressed President Joe Biden to support the waiver during a phone call in early May.

Among other signatories to the letter are Steve Chabot, Louie Gohmert, Matt Gaetz, Mike Johnson, Tom Tiffany, Thomas Massie, Dan Bishop, Michelle Fischbach, Scott Fitzgerald and Cliff Bentz.

"The justification for the waiver rests on an incorrect assumption that IP rights are a significant bottleneck to the widespread availability of COVID-19 vaccines and treatments, the letter said.

"The waiver's sponsors have presented no convincing evidence to support this assertion. Instead, the sponsors mainly just point out that relevant IP rights exist and speculate that those rights could serve as a barrier to access to COVID-19 vaccines and treatments - not that IP rights have actually blocked or significantly hindered their availability, it added.

If anything, the examples of IP 'disputes' cited by the waiver sponsors generally demonstrate that IP rights have not prevented the involved parties from supplying vaccines and other medicines, the letter said.

Respect for intellectual property rights has been a cornerstone of the US trade policy for decades and should not be set aside lightly, the Republican Congressmen said.

"Although some flexibility may be warranted in emergency situations, the waiver of TRIPS IP protections requested by India, South Africa, and other countries would do little to improve public health during this critical period in the COVID-19 pandemic. The scope of the requested waiver is overbroad and unjustified in light of the economic harm it would cause and the negligible benefits it would provide, they said in the letter.

"Existing aspects of TRIPS and global public health initiatives, along with the existing actions of key IP rights holders and innovators, make the waiver unnecessary. While considerable work can still be done to improve access to COVID-19 medicines and other innovations, that work can be done without the drastic step of suspending IP rights, and significant progress has already been made to address the real obstacles hampering the global COVID-19 response, they said.

The lawmakers argued that relevant intellectual property rights have been successfully licensed to expand access to COVID-19 innovations while maintaining IP protections. For example, the Serum Institute of India has secured licenses to produce multiple vaccines, including Astrazeneca and Novavax vaccines.

South Africa's Aspen Pharmacare has secured a license to produce the Johnson & Johnson vaccine.

Several vaccine makers have licensed direct competitors to increase vaccine manufacturing capacity.

Moderna has announced that it would not seek to enforce any of its COVID-related patents against other vaccine makers for the rest of the pandemic and has pledged to license its COVID-19 vaccine patents.

Gilead has licensed nine generic pharmaceutical manufacturers (including in India) to produce its COVID-19 therapeutic drug remdesivir for 127 countries, most of which are developing nations.

Moreover, TRIPS already allows countries to impose compulsory licenses to access vital IP rights, and no country has availed itself of that capability to date for COVID-19 vaccines or treatments, the lawmakers noted.

The proposed waiver is not limited to patents on vaccines or treatments for COVID-19 - the waiver would also gut protections for copyrights, industrial designs (e.g., textile patterns or other ornamental designs), and trade secrets. The waiver's supporters have only offered vague, unsubstantiated explanations for how waiving IP protections for copyrights or industrial designs would lead to improved vaccine or therapeutics availability, they said.

It is also unclear how a waiver of TRIPS obligations would provide more access to trade secrets and proprietary technologies, which are confidential by definition and typically closely guarded, they said.

"Gifting away our technological leadership and competitive advantage at a time when the US economy remains vulnerable would be irresponsible and send the wrong message to millions of American taxpayers. The damage would extend beyond even the considerable value of COVID-19 vaccines and medicines, also endangering the far greater value of the jobs and economic growth promised by these IP rights and the advanced technologies they represent," the Republican Congressmen said in the letter.
