<p>Concerns were raised by Pakistan's Public Accounts Committee (PAC) on Wednesday over the payment of $18 billion in penalty if the country does not go ahead with the Iran-Pakistan Gas Pipeline project, &nbsp;DAWN reported.&nbsp;</p>

<p>As quoted, PAC Chairman Noor Alam Khan said, "The US should pay the penalty if it does not approve of Pakistan and Iran going ahead with the gas pipeline project."&nbsp;</p>

<p>"The USA will have to do away with double standards — being lenient with India in meeting its energy needs while punishing Pakistan for the same," Khan added.&nbsp;</p>

<p>As per the report, the observation came after Pakistan's Ministry of Foreign Affairs (MoFA) wrote a letter to PAC to inform that a meeting with the US ambassador would be arranged after his return from Washington.&nbsp;</p>

<p>As quoted by DAWN, the ministry said: "In view of the great importance of the Iran-Pakistan (IP) gas pipeline project in the emerging regional situation, this ministry has been exploring all possible options, including close engagements and meaningful exchanges with relevant parties, including Iran and the USA."&nbsp;</p>

<p>"In this regard, a technical team from the petroleum division visited Tehran in January to discuss ways and means to proceed with the IP gas project. The Prime Minister’s Office has held inter-ministerial meetings of all stakeholders and agreed on an action plan to proceed on the IP gas pipeline project," it added.&nbsp;</p>

<p>While responding to a query regarding the purchase of petroleum products from Russia, the foreign ministry said that an agreement has been made with Moscow to purchase a test cargo of crude oil, which will arrive in Pakistan soon.&nbsp;</p>

<p>The ministry said, "Pakistan was committed to the Pak Stream Pipeline project. The two sides are negotiating outstanding issues."&nbsp;</p>

<h2><strong>Iran-Pakistan Gas Pipeline Project</strong></h2>

<p>The project is an under-construction pipeline to deliver natural gas from Iran to Pakistan. It is being built to carry natural gas from Iran's South Pars field to Baluchistan and Sindh provinces in Pakistan.&nbsp;</p>

<p>Reports have mentioned that the pipeline will allow Pakistan to start receiving 750 million cubic feet of gas from Iran daily.&nbsp;</p>

<p>The project was supposed to be completed by December 2014, with operations beginning on January 1, 2015, but there have been massive delays.&nbsp;</p>

<p>Earlier this year, Tehran told a visiting Pakistani official delegation that the US sanctions on Iran are illegal. It also said that Pakistan should construct the gas pipeline in its territory by February-March 2024.&nbsp;</p>

Concerns were raised by Pakistan's Public Accounts Committee (PAC) on Wednesday over the payment of $18 billion in penalty if the country does not go ahead with the Iran-Pakistan Gas Pipeline project, DAWN reported. As quoted, PAC Chairman Noor Alam Khan said, "The US should pay the penalty if it does not approve of Pakistan and Iran going ahead with the gas pipeline project." "The USA will have to do away with double standards — being lenient with India in meeting its energy needs while punishing Pakistan for the same," Khan added. As per the report, the observation came after Pakistan's Ministry of Foreign Affairs (MoFA) wrote a letter to PAC to inform that a meeting with the US ambassador would be arranged after his return from Washington. As quoted by DAWN, the ministry said: "In view of the great importance of the Iran-Pakistan (IP) gas pipeline project in the emerging regional situation, this ministry has been exploring all possible options, including close engagements and meaningful exchanges with relevant parties, including Iran and the USA." "In this regard, a technical team from the petroleum division visited Tehran in January to discuss ways and means to proceed with the IP gas project. The Prime Minister’s Office has held inter-ministerial meetings of all stakeholders and agreed on an action plan to proceed on the IP gas pipeline project," it added. While responding to a query regarding the purchase of petroleum products from Russia, the foreign ministry said that an agreement has been made with Moscow to purchase a test cargo of crude oil, which will arrive in Pakistan soon. The ministry said, "Pakistan was committed to the Pak Stream Pipeline project. The two sides are negotiating outstanding issues." Iran-Pakistan Gas Pipeline Project The project is an under-construction pipeline to deliver natural gas from Iran to Pakistan. It is being built to carry natural gas from Iran's South Pars field to Baluchistan and Sindh provinces in Pakistan. Reports have mentioned that the pipeline will allow Pakistan to start receiving 750 million cubic feet of gas from Iran daily. The project was supposed to be completed by December 2014, with operations beginning on January 1, 2015, but there have been massive delays. Earlier this year, Tehran told a visiting Pakistani official delegation that the US sanctions on Iran are illegal. It also said that Pakistan should construct the gas pipeline in its territory by February-March 2024. 'Won't allow again...': Pak army chief warns Imran Khan's supporters over 9 May violence

The Pakistan Army suspects an 'inside hand' in the violence that ensued after Imran Khan's arrest. Were top ISI officials behind the mobs? Molly Gambhir reports.

Gravitas: Did ISI officials help Imran Khan supporters attack state facilities?

Not for the first time has Pakistan been convulsed by a paroxysm of protests, that has brought the country to a complete standstill. Pakistan's history is replete with episodes of political violence. Of leaders being assassinated even when they are in office. Of leaders facing a political witch hunt once they have been shunted out of office. When Imran khan eventually secured bail, he dubbed his country had been reduced to a banana republic. But the larger question is this: In this entire fiasco, the Pakistani army which has been caught on the wrong foot has been exposed as trying to bring about the political downfall of a popular leader. So how does the Pakistani army now dig itself out of the hole, it has jumped into? Mohammed Saleh gets you the details

Imran Khan asked to appear before Pakistan Army-run anti-graft agency

The Pakistan army on Monday vowed to bring to justice "spoilers" involved in last week's attacks on military installations through trials under relevant laws of Pakistan including Pakistan Army Act.

Pakistan army vows to punish violent protesters

Imran Khan says 1000s of PTI workers have been arrested, as a part of government's plans to ban the party. Pakistan's defence minister said there are no such plans & slammed the ex-pm for not condemning the incidents of May 9.

Pakistan: Military sites targeted, Army vows action | Defence Minister slams Imran Khan

<p>When Pakistan Army led by General Ayub Khan staged country's first successful coup d'état in 1958, Punjabi poet Ustad Daman mocked it saying, "<em>Mere mulk diyan maujan hi maujan, jidhar dekho faujan hi faujan</em> [My country is having so much fun; there is army till as far as the eye can see]."</p>

<p>For decades, as Pakistani military remained the force that decided the country's fate, Ustad Daman's mockery stood the test of time; a subsistence of dry humour typical of two Punjabs of the Indian subcontinent, bitterly partitioned into present-day India, Pakistan and eventually Bangladesh after the British left in 1947.</p>

<p>But on May 9, 2023, when hundreds of enraged supporters of ousted Pakistani prime minister Imran Khan pushed through the gates of army headquarters in Rawalpindi, the army, unlike Ustad Daman's poetic assertion, was nowhere to be seen.&nbsp;</p>

<p>Hours earlier, &nbsp;Khan, Pakistan's cricket icon-turned-populist politician, was <a href="https://www.wionews.com/south-asia/al-qadir-trust-case-everything-about-the-case-that-led-to-former-pak-pm-imran-khans-arrest-590646">arrested</a> from a courtroom in capital Islamabad, where he had sought bail for one of over 142 corruption cases filed against him through the Army-run National Accountability Bureau (NAB).</p>

<h2><strong>Pakistan turmoil: Cracks within the army in spotlight</strong></h2>

<p>For the first time in Pakistan’s history, <a href="https://www.wionews.com/world/where-is-pakistan-headed-after-imran-khans-arrest-towards-coup-or-civil-war-591143">action against a political leader inspired a 'mini-intifada'</a> against the military itself. But despite an unprecedented action from Khan's supporters, there is no unprecedented counter-reaction from the army (which history suggests, is usually a coup or imposition of Emergency in Pakistan). Instead, the army was quick enough to ward off the speculations of Martial Law imposition. &nbsp;</p>

<p>The army pulled its guards back, and let the looting of its officers’ homes take place, avoiding bloodshed near key military installations.&nbsp;</p>

<p>But why such stoicism?&nbsp;</p>

<p>Divisions or rifts within the army are now emerging as the most plausible reason behind Rawalpindi's refusal to formally take over Islamabad's corridors of power.</p>

<p>The rift within the army has been evident since General Asim Munir took over as Army chief against officers like Lieutenant General Faiz Hameed, who were seen as more sympathetic to Imran Khan.</p>

<p>"It would be unwise of the army to take over directly because the situation is so bad in Pakistan when it comes to not just the economy but also the terrorism. Whoever is directly in charge would incur further unpopularity," Sharat Sabharwal, India's former ambassador to Pakistan, and author of 'India's Pakistan Conundrum: Managing a Complex Relationship', told WION.</p>

<p>Pointing towards the relationship of "mutual dependence" between the army and the civilian leadership, Sabharwal asked: "Why would they do it when they have a civilian façade from where they continue to operate?"</p>

<h2><strong>What lies ahead for Pakistan: Emergency or technocratic government?</strong></h2>

<p>Immediately after the events of May 9th, a proposal for the imposition of a state of Emergency was laid out in a cabinet meeting chaired by Prime Minister Shehbaz Sharif.&nbsp;</p>

<p>A national state of Emergency will give the authority to the army without taking over directly. "A civilian government can declare Emergency and call the army out and the latter can do their bit," Sabharwal told WION.</p>

<p>In the past, the moments of crisis in the chaotic relationship of mutual dependence between the Pakistan Army and the civilian government have led to the formation of technocratic governments.</p>

<p>In a technocratic government, individuals are appointed to the ministries on the basis of their expertise and are not necessarily career politicians. Most recently, between 2004 and 2007, Pakistani dictator Pervez Musharraf installed Shaukat Aziz, a former banker and financier, as prime minister in a technocratic government.&nbsp;</p>

<p>Pakistan has justified military takeovers and formation of such technocratic governments with a "doctrine of necessity", which refers to extraordinary actions to restore order even if such actions contravene established laws.&nbsp;</p>

<p>"The Supreme Court is made to give an endorsement in making an exception to the constitution," Sabharwal said, while cautioning that such an endorsement may not come easy during the tenure of current chief justice Umar Ata Bandial.</p>

<p>"The chief justices in the past have been browbeaten by the army and made to act in their favour. But this one so far has not done so. He would have known that the army was behind Imran Khan's arrest and despite that he ordered his release. He's a bold guy," Sabharwal said.</p>

<h2><strong>A novel outburst against the army</strong></h2>

<p>Meanwhile, a number of Pakistanis have come out to cheer the way a section of their fellow citizens have brazenly rounded upon the armed forces. This, according to Burzine Waghmar, a member of the Centre for the Study of Pakistan at SOAS University of London, is a “novel outburst”.&nbsp;</p>

<p>But this does not, according to Waghmar, imply Pakistanis are reclaiming their agency or dignity.&nbsp;</p>

<p>Waghmar contends that eventually, Army chief General Asim Munir's hand "may be forced into declaring martial law".&nbsp;</p>

<p>“And this would be privately welcomed by the West, even if they publicly feign empathy, for the Pakistani populace,” Waghmar told WION.</p>

To coup or not coup: Pakistan Army’s options after Imran Khan’s 'mini-intifada'

Pakistan Tehreek-e-Insaf (PTI) Chief and former prime minister Imran Khan has blamed the "agencies men" for arson and shooting in some areas during the May 9 violent protests, which were triggered following his arrest in the Al-Qadir Trust case. His statement comes shortly after the military's top brass vowed to try protesters and their abettors under relevant laws, including the Pakistan Army Act and the Official Secrets Act.

Imran Khan accuses 'agencies men' for arson and shooting during May 9 mayhem

The Lahore High Court (LHC) on Tuesday reserved its verdict on PTI Chairman Imran Khan’s plea against his arrest in any case registered on or after May 9, when he was arrested from the premises of the Islamabad High Court in the Al-Qadir Trust case.
