The death toll in Cyclone Titli-hit Odisha rose to 24 Sunday after two more bodies were pulled out of the rubble brought by a landslide in Gajapati district, even as the flood situation in the state improved marginally, officials said.&nbsp;

Heavy rains pounded Odisha over the last three days following the cyclone's landfall on Gopalpur in the southwestern part of the state.

Fifteen people were killed in the Friday<a href="http://www.wionews.com/india-news/cyclone-titli-rs-4-lakh-ex-gratia-for-kin-of-gajapati-landslide-victims-171475"> landslide in Gajapati's </a><a href="http://www.wionews.com/india-news/cyclone-titli-rs-4-lakh-ex-gratia-for-kin-of-gajapati-landslide-victims-171475">Barghar</a><a href="http://www.wionews.com/india-news/cyclone-titli-rs-4-lakh-ex-gratia-for-kin-of-gajapati-landslide-victims-171475"> area</a>, around 50 km from the district headquarters town of Paralakhemundi, Sub-Divisional Police Officer T P Patra said.

He said while 13 bodies were found Saturday night, two more bodies were pulled out of the rubble Sunday morning.&nbsp;

Besides those killed in the landslide, flood and rain-related incidents claimed three lives in Gajapati, and four and two in Ganjam and Khandamal districts respectively, the officials said.&nbsp;

The flood situation in Odisha has improved marginally, making it easier for the administration to expedite relief and restoration operations, Special Relief Commissioner (SRC) B P Sethi said.

Sethi, however, said the situation has "marginally improved in Ganjam and Gajapati districts, with water receding from low-lying areas and roads being cleared of tree trunks and electric poles".

"Electricity supply has been restored in many places in Ganjam, one of the worst-affected districts in the state.&nbsp;

"In Gajapati, too, the Odisha Forest Development Corporation (OFDC) personnel have been pressed into service to clear roads by removing the uprooted trees," Sethi told reporters after a review meeting with Chief Secretary A P Padhi.

The SRC said the cyclone had extensively damaged the standing crops in many affected areas and a loss assessment will be made in the next few days.

Sethi said assistance will be doled out accordingly to the affected farmers.

In Ganjam, vast stretches of the two towns of Aska and Proshuttampur were submerged in rainwater over the past two days, District Collector Vijay Amruta Kulange said.

The relief team had to air drop food packets for the stranded people in these areas, he said.

The SRC clarified that floodwater has subsided in Ganjam, Gajapati and Rayagada districts in the past 24 hours.

"As people are returning homes following improvement in weather conditions, food will not be provided in the relief camps in these districts anymore," he said.

Talking about the landslip incident in Gajapati, Sethi said the state government has decided to provide Rs 4 lakh ex gratia to families of each of the deceased.

Three additional ODRAF and two NDRF teams will be dispatched to Gajapati to step up restoration work, he said.

"Though, it will take time to restore the flood-affected areas, the subsiding water level at major rivers has brought relief to the people.&nbsp;

"The Budhabalanga river is flowing much below the danger mark near Barunighat," Sethi said.

But the situation is yet to change for better in Mayurbhanj district, where the villagers are still reeling under flood-like situation, the SRC said.

"The water from overflowing Budhabalanga and Gangahara rivers has gushed into around 14 villages in Badasahi block on Mayurbhanj.&nbsp;

"Road communication between Basta and Baliapal too continues to remain disrupted with Jalaka river still flowing above the danger mark," he added.

Meanwhile, a three-member team, led by state Revenue Minister Maheswar Mohanty Sunday reviewed the restoration work across the affected areas of state.

The ministerial team, constituted two days ago, has also been tasked with the responsibility of assessing damages.

While Mohanty visited Gajapati district in the morning, Finance Minister Sashi Bhushan Behera and SC-ST Development Minister Ramesh Majhi, monitored relief work at Kandhamal district.

"Connectivity has largely been restored to district headquarters and block headquarters in the affected areas. Work is going on in full swing to bring back normalcy," Mohanty said.

He said the field-level revenue officials have been asked to complete assessment work at the earliest.

Odisha Chief Minister Naveen Patnaik had Saturday announced a 15-day monetary relief package for people affected by Cyclone Titli and the subsequent flood.

Patnaik, who made an aerial survey of the cyclone-hit areas of Ganjam, Gajapati and Rayagada districts, said a family of four will be assisted with around Rs 3,000 as relief.&nbsp;

Cyclone 'Titli' to move towards Odisha, Andhra on Thursday: IMD

Cyclone 'Titli' over the Bay of Bengal intensified into a severe cyclonic storm Wednesday and is moving towards the Odisha-Andhra Pradesh coast, triggering rainfall in several parts of Odisha, the India Meteorological Department (IMD) said.

The cyclonic storm is likely to make a landfall between Gopalpur in Odisha and Kalingapatanam in Andhra Pradesh early Thursday morning at a wind speed of 145 kmph, it said.

"Titli moved with a speed of about 10 kmph and intensified into a severe cyclonic storm and lay centred over west-central Bay of Bengal, about 370 km south-southeast of Gopalpur in Odisha," the IMD said in a bulletin.

It is very likely to intensify further into a very severe cyclonic storm during the next 18 hours. The storm is likely to move north-northwestwards and cross Odisha and adjoining north Andhra Pradesh coast between Gopalpur and Kalingapatnam around Thursday morning, it said.

Thereafter, it is likely to re-curve northeastward, move towards Gangetic West Bengal across Odisha and weaken gradually, said Director of the Meteorological Centre in Bhubaneswar, H R Biswas told PTI.

While some areas in coastal Odisha recorded rainfall Wednesday, the IMD has forecast "heavy to very heavy rainfall" at several places and "extremely heavy rainfall" at isolated areas till Thursday under the impact of the severe cyclonic storm.

The districts like Ganjam, Gajapati, Puri, Jagatsinghpur, Kendrapara, Khurda, Nayagarh, Cuttack, Jajpur, Bhadrak and Balasore are expected to receive heavy to very heavy rainfall till Thursday, the IMD said.

It also forecast heavy to very heavy rainfall for Kandhamal, Boudh and Dhenkanal district from Thursday.

The IMD said rainfall would be accompanied by gale wind speed reaching 60-70 kmph and gusting to 80 kmph along and off Odisha and north Andhra Pradesh coasts.

The wind speed will gradually increase to 120-130 kmph and gusting to 145 kmph from Wednesday night along and off south Odisha coast and 70-80 kmph gusting to 95 kmph along and off north the Odisha coast, the IMD bulletin said.

The sea condition is very high over the west-central Bay of Bengal. It is very likely to be phenomenal over the west-central and the adjoining north Bay of Bengal and along and off the south Odisha coast till Thursday, it said.

Storm surge of height of about 1 metre above astronomical tide is very likely to inundate low lying areas of Ganjam, Khurda and Puri districts, it said.
The IMD advised total suspension of fishing operations and shifting of coastal hutment dwellers to safe places. Fishermen along the Odisha coast, and central and north Bay of Bengal were advised not to venture into sea till Friday.

In view of the adverse weather conditions, it has advised hoisting of local warning signal LW-4 at all ports of Odisha.

The Odisha government was also cautioned about the possible floods in view of the heavy rainfall across the state.

The state government has already issued high alert in all districts, particularly those in the coastal region, to face the ensuing situation. The government geared up to face the situation setting a target of "zero casualty".

The district collectors have been asked to remain alert and make necessary arrangements to shift people living in low-lying areas, the officials said.

The state government has ordered closure of schools, colleges and anganwadi centres in Gajapati, Ganjam, Puri and Jagtsinghpur districts from Wednesday.

A ban on sale, storage and manufacture of plastic came into force in six cities of Odisha Tuesday, on the occasion of Mahatma Gandhi's 149th birth anniversary, a senior official said here.

The state government has set a target of making the state plastic-free over the next two years, he said.

"In the first phase, the ban has been enforced in Bhubaneswar, Cuttack, Berhampur, Sambalpur and Rourkela and the seaside town of Puri. The administration has been asked to ensure that the order is enforced in the cities in line with Chief Minister Naveen Patnaik's instructions," he stated.

The CM had said in July that plastic prohibition would come into effect across the state over the next two years.

According to the state government's directive, no one will be able to sell, manufacture and import or stock plastic and polythene items once the ban comes into force.

Also, drinking water pouches, plastic water bottles with less than 500 ml capacity, polythene bags, disposable plastic cups, plates, glasses, bowls, spoons, and plastic straws, too, will no longer be allowed anywhere in the state.

The departments of Housing and Urban Development and Panchayati Raj have been asked to execute the order in urban and rural areas respectively, while the Forest and

Environment Department has been tasked with monitoring its implementation.

Those violating the order will undergo a five-year jail term with a fine of up to a maximum of Rs 1 lakh. The state has also decided to introduce a penalty provision of Rs 2000-Rs 3000 for small traders.

"Traders dealing in plastic bags have been given time till November 30 to do away with the remaining products. Appropriate action would be taken if anyone is found selling these items," the senior official explained.

The district administration has been directed to conduct surprise raids to check violation of norms, he said.

"People have been asked not to carry any plastic or polythene bags to any public place. All religious institutions, hotels and restaurants have been told to strictly abide by the order," the official maintained.

The government is also mooting a buy-back policy, under which consumers would be given cash for selling off their plastic bottles.

The official, however, clarified that there would be no ban on blood transfusion bags, plastic used in nurseries, horticulture, healthcare, medicines, polythene more than 50 micron, water bottles of more than 500 ml capacity and thermocol used for transportation of electronic goods.

An office-bearer at Bhubaneswar Municipal Corporation said teams comprising administrators of Labour Department, Odisha State Pollution Control Board and the police have been asked to create awareness among the people about the harmful effects of plastic in the state capital.

In Puri, a team led by District Collector Jyoti Prakash Das raided shops near Jagannath Temple in the morning and warned the traders and shopkeepers against use of polythene bags.

"As of now, our objective is to make people aware of the ill-effects of plastic. The response has been quite encouraging so far as around 80 per cent of people were seen using alternative means," Das added.&nbsp;

Andhra Pradesh has been named the best state in the country in the 'Ease of Living Index' rankings under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), news agency PTI reported.&nbsp;

Odisha comes second on the list whereas the third spot is taken by Madhya Pradesh, the Union Housing and Urban Affairs ministry said on Monday.

Union Minister Hardeep Singh Puri said the index will encourage all cities to move towards an "outcome-based" approach to urban planning and management, and promote healthy competition among cities.

"The Ease of Living Index seeks to assist cities in undertaking a 360-degree assessment of their strengths, weaknesses, opportunities and threats," Puri spoke at a National Dissemination Workshop on 'Ease of Living Index'.&nbsp;

AMRUT was launched by Prime Minister Narendra Modi in June 2015 with an aim to ensure robust sewage networks, water supply and other infrastructure to improve the quality of life in urban areas.

Puri shared that the index marked a "major milestone" in India's goal to promote evidence-based planning and action towards sustainable urbanisation.

The minister hoped that the National Dissemination Workshop would provide an opportunity for states and cities to offer their valuable suggestions and also use lessons learnt from the previous index rankings to ensure a more robust methodology in the future.
