In what would be his first foreign trip since the beginning of the COVID-19 outbreak, Chinese President Xi Jinping is anticipated to meet with his Russian counterpart, Vladimir Putin, during a trip to the neighbouring Central Asian country of Uzbekistan this month.

Physical absence shadow over ambitions

Xi, 69, has participated in international conferences via video link, but his and other top Chinese officials' physical absences have cast doubt on Beijing's objectives in terms of international politics and trade. In order to speak at a ceremony honouring the 25th anniversary of Hong Kong's transfer from British to Chinese rule, Xi only travelled outside of mainland China for one day on July 1.

Since the pro-democracy demonstrations in 2019, Xi has presided over a broad crackdown on civil rights in the city, with opposition voices either being imprisoned, forced into exile, or frightened into silence.

SCO meet

Putin will reportedly meet with Xi during the Shanghai Cooperation Organization (SCO) summit in Uzbekistan, according to Russian media. A few weeks prior to Russia's invasion of Ukraine, the two last spoke in January in Beijing.

They jointly stated in a statement at the time that their relationship had "no limits." Since then, Beijing has resisted calling Russian aggression an invasion or even criticising it, while simultaneously decrying sanctions against Moscow and blaming Washington and NATO for inciting the crisis.

What is at stake?

As he runs for and is likely to win a third five-year term as Communist Party leader, Xi is at a pivotal juncture in his political career. This is against precedent, which forbids members of the party's all-powerful Politburo Standing Committee from serving more than two terms in an effort to prevent a recurrence of Mao Zedong's one-man dictatorship.

There are no explicit threats to Xi since the party, which tolerates no opposition, has complete control over politics, information, and the media. Discontent has occasionally been expressed, though, about his consolidation of power, the economy's steep slowdown, the unrelenting anti-corruption effort that has targeted political rivals, and the tight "zero-COVID" procedures that call for lockdowns, quarantines, testing, and masking that have taken a toll on the economy and society.

Deteriorating international relations

At the same time, China's human rights record, its frequently abrasive diplomacy, its claims of sovereignty in the South China Sea, and its threats to invade Taiwan have caused relations with the United States, Australia, and much of Europe to deteriorate. All those things have led to Xi's seeming reluctance to travel abroad for state visits and international conferences, along with COVID-19 travel worries.

What is Xi Jinping hoping to gain?

The eight-member SCO, which also comprises the majority of the former Soviet Central Asian states, India, and Pakistan, is dominated by China alongside Russia. In what was formerly Moscow's backyard, China has exploited the bloc to increase its influence. This includes participating in international military drills to show off the capabilities of its rapidly upgrading armed forces. Additionally, China views the alliance as a counterbalance to American and NATO partnerships in the Asia-Pacific.

Changed dynamic in Indo-Pacific

The U.S. exit from Afghanistan and Russia's invasion of Ukraine, which has received, at best, tepid support from most of the other SCO members, have altered the regional dynamic recently. At a time when relations with the United States are becoming more tense over trade, technology, Taiwan, and other issues, Xi may be hoping that a meeting with Putin will strengthen domestic perceptions of him as standing up to Western opposition to the Ukraine war and bolster his nationalist credentials.

The overseas trip, which came right before the party congress, would also demonstrate that Xi is confident in his standing and support among the 96 million party members, his six counterparts on the Politburo Standing Committee, and the commanders of the party's potent military wing, the People's Liberation Army. The party continues to be shrouded in secrecy, and top leaders usually never make travel plans public until the very last minute, or even after they have already returned.

What are Xi’s travel plans?

Putin and Xi will meet on September 15–16 in Samarkand, Uzbekistan, according to Russian Ambassador to China Andrei Denisov, who was quoted by Russia's official news agency, TASS.

China's status as the second-largest economy in the world and a crucial link in supply chains for products like cellphones and dishwashers will be strengthened by Xi's attendance at a summit of the Group of 20 leading affluent and developing nations in Indonesia in the middle of November.

Separately, China has informed Thailand that, "if he is not preoccupied with other responsibilities," Xi will attend a meeting of the Asia-Pacific Economic Cooperation forum in Bangkok soon after the G-20.

An APEC and G-20 trip is frequently combined. Neither event will have Xi in attendance, according to China.

Explained: What is at stake during Xi Jinping’s Central Asia trip?

As tensions with China over its claims to the autonomous island remain high, a second legislative delegation from the US is currently in Taiwan.

Since US House Speaker Nancy Pelosi's visit in early August, a continuous stream of Americans has been to Taiwan to meet with government representatives.

Since then, China has increased its military intimidation of Taiwan by routinely sending warships, bombers, and even drones toward the island.

On Thursday, the eight-person, nonpartisan group will speak with Tsai Ing-wen, the president of Taiwan.

It is led by Stephanie Murphy, a Florida Democrat who is one of the legislators who introduced a bill that would permit the US to lend arms to Taiwan in support, similar to a bill that was enacted to lend weapons to Ukraine. The Biden administration gave its approval last week to a USD 1 billion arms deal with Taiwan.

The other guests are Republican Scott Franklin of Florida, Democrat Kaiali'i Kahele of Hawaii, Republican Joe Wilson of South Carolina, Republican Andy Barr of Kentucky, Republican Darrell Issa of California, Republican Claudia Tenney of New York, and Republican Kat Cammack of Florida.

The US government's highest-ranking official to visit Taiwan in 25 years was Pelosi. In retaliation, China conducted extensive military drills that included launching missiles over the island and deploying ships through the Taiwan Strait's middle, which had previously served as a demilitarised zone between the two sides. The missiles made some landings in the exclusive economic zone of Japan.

High-level international trips to the island are viewed as interference in Chinese affairs and a tacit acknowledgement of Taiwanese sovereignty by China. Some believed that China's recent military exercises were a practice run for upcoming military action against the island, which US military leaders fear could happen in the next few years.

A US senator, another congressional delegation, as well as government representatives from Japan and Palau, visited Taiwan after Pelosi's visit. Additionally, the governors of Arizona and Indiana paid trips with an emphasis on semiconductors, a sector that Taiwanese firms dominate.

Scientists at the University of Oxford have created a malaria vaccine that has the potential to change the world.

The team expect it to be rolled out next year after studies revealed up to 80 per cent protection against the devastating disease. Importantly, according to the researchers, their vaccine is affordable, and they already have a contract to produce more than 100 million doses annually.

Malaria No More, a charity, stated that because of recent advancements, malaria deaths among children may be eliminated "in our lifetimes."

Due to the malaria parasite's extraordinary complexity and elusiveness, which is spread by mosquitoes, it has taken more than a century to create viable vaccinations. It is challenging to develop immunity since it is a dynamic target that changes forms inside the body.

The World Health Organization gave the first vaccination, created by pharmaceutical behemoth GSK, the historic go-ahead to be deployed in Africa last year. However, the Oxford researchers claim their approach is more effective and can be manufactured on a significantly wider scale.

The Lancet Infectious Diseases has released the trial findings from 409 kids in Nanoro, Burkina Faso. It demonstrates how three initial doses, followed by a booster shot given a year later, can provide up to 80 per cent protection.

In the coming weeks, the team will begin the process of getting their vaccine licenced, but the ultimate decision will depend on the outcomes of a larger experiment including 4,800 kids that is due by the end of the year.

The Serum Institute of India, the biggest vaccine producer in the world, has already committed to producing more than 100 million doses annually.

The GSK vaccine that has been given official approval is similar to the Oxford vaccination. Both aim to stop the parasite in its tracks at the beginning of its lifecycle before it reaches the liver and gains a stronghold in the host.

The vaccines are made from a combination of hepatitis B virus and malaria parasite proteins, but Oxford's formulation contains a higher percentage of malaria proteins. This, according to the research team, helps the immune system concentrate on hepatitis rather than malaria.

The GSK vaccine's effectiveness has helped Oxford feel more positive about releasing their own vaccine the following year, for example by determining how practical an African vaccination programme would be.

A pair of Earth-sized rocky planets that are orbiting a faint red dwarf star in the habitable zone may be the second most Earth-like exoplanet ever found.

The planets are known as LP 890-9b, previously discovered but with little information, and LP 890-9c, also known as SPECULOOS-2c.

Beyond its size and the eight days, it needs to orbit its star, LP 890-9, also known as SPECULOOS 2, very little is known about SPECULOOS-2c. The James Webb Space Telescope (JWST) could provide more information about whether or not the object has an atmosphere and what it contains, according to Amaury Triaud and his colleagues at the University of Birmingham in the UK, who first noticed it.

This may reveal whether or not the planet is capable of supporting life. The absence of extreme heat or cold indicates that the area is in the habitable zone orbiting a star, where liquid water may be present on the surface.

Astronomers can watch for a star's light diminishing as a planet passes in front of it, obstructing our view, to locate planets in distant solar systems. The planets are rather dim, making it difficult to accomplish this when the host star is as luminous as our sun, but it is simpler if the host star is cooler and dimmer, like red dwarfs.

SPECULOOS 2c orbits its star in just 8.4 days and has a radius that is 30 to 40% greater than Earth's. It is also tidally locked, which means that on one side it is always day and on the other, it is always night. Despite these variations, the team believes it to be the second most habitable planet discovered outside of our solar system, behind TRAPPIST-1e and speculates that it still might have liquid water on its surface.

In 2016, Triaud and his associates announced the finding of TRAPPIST-1e, one of at least three potentially hospitable planets the size of Earth that orbit a red dwarf star known as TRAPPIST-1. Four other TRAPPIST planets were discovered in the years that followed, and data collected indicated that at least three of them might be habitable. TRAPPIST 1e seemed to have the best chance of becoming an ocean world like Earth.

According to Beth Biller from the University of Edinburgh in the UK, the finding of these planets, particularly the inner one, and additional observations with JWST may help us grasp what makes a planet livable. However, the planet’s larger-than-Earth size and closer proximity to its host star, which would imply a higher amount of strong radiation, counts against its possible habitability, she says.

Hong Kong will include children aged five and above in its COVID-19 vaccine pass scheme from the end of September, the government said on Thursday, as authorities try to boost inoculation levels there.

People aged 12 and above currently need to show proof of vaccination to enter restaurants, malls, supermarkets and sports facilities in the Chinese special administrative region.

From Sept 30, children aged 5 to 11 will be required to have one vaccine shot, and two doses by Nov 30, the government said, adding that there had been a significant number of severe Covid cases involving children who required intensive care.

Among them, six aged 3 to 11 died, all of whom were unvaccinated or had received only one dose, it said.

Currently 55 per cent of children aged 12-19 have had three vaccine shots but just 14 per cent in the 3-11 age group. More than 90 per cent of Hong Kong’s 7.3 million population have had two doses, according to the government.

Authorities are trying to boost coverage to three, particularly amongst children and the elderly where the rate is around 50 per cent.

Hong Kong's border with the mainland and the rest of the world has been tightly controlled for more than 2-1/2 years, in line with China's "zero-Covid" policy.

The city is highly reliant on international business and travel, and the restrictions have damaged its economy and led to the exodus of tens of thousands of residents.

From Sept 30, children aged 5 to 11 will be required to have one vaccine shot, and two doses by Nov 30, the government said, adding that there had been a significant number of severe Covid cases involving children who required intensive care. On September 3, Bangladesh was the target of at least two mortar bombs fired by Myanmar that were against international law. Five days prior, Bangladeshi officials summoned Myanmar's envoy to Dhaka and voiced their displeasure over Myanmar's August 28 firing of two lethal rounds at the same spot.

According to the police investigation centre at Ghumdum, at least two fighter jets crossed the Bangladesh border, firing nearly eight shots, while two military helicopters fired more than 30 rounds.

Reiterating its deep concern, Bangladesh has expressed alarm over Myanmar's breach of an air border accord. The Arakan Army is poised to suppress rebels, but the Myanmar army's presence on the borders is also rekindling concerns about Rohingya infiltration in Bangladesh, the Bangkok Post reported.

UN's atomic watchdog the IAEA has now released the much-awaited report about the security situation at the Zaporizhzhia nuclear power plant. This comes nearly a week after IAEA chief and a team of experts made their way to the site for a thorough in-person inspection of the damages at the nuclear facility.

The International Atomic Energy Agency (IAEA) stated on Wednesday that it was unable to guarantee the "peaceful" nature of the Iranian nuclear programme, claiming that there had been "no progress" in resolving concerns about the alleged past presence of nuclear material at unreported sites.

Citing a report that was seen by it, AFP reports that the UN's nuclear watchdog said it was "not in a position to provide assurance that Iran's nuclear programme is exclusively peaceful".

The report also said that the agency's director Rafael Grossi was "increasingly concerned that Iran has not engaged with the Agency on the outstanding safeguards issues during this reporting period and, therefore, that there has been no progress towards resolving them".

This comes as the United States pushes for answers on the three undeclared nuclear sites. The IAEA too has been pressing Iran for answers, however, Tehran insists that the atomic agency conclude its probe in order to revive the 2015 deal.

In a separate report released on Wednesday, the IAEA examined Iran's June decision to turn off 27 cameras that allowed the agency's inspectors to keep an eye on the nation's nuclear activity.

The agency's ability to guarantee the peaceful nature of Iran's nuclear programme has been negatively impacted by the removal of the cameras, the report noted.

The newest reports come as negotiations to revive the 2015 nuclear agreement remain in a stalemate after some headway was made last month.

Another recent IAEA report as reported by Reuters pointed out that Iran's stock of uranium has been enriched to up to 60 per cent, much higher than the 3.67 per cent purity it was allowed under the 2015 Joint Comprehensive Plan of Action (JCPOA) agreement, and much closer to the roughly 90 per cent that is weapons-grade.

UN Nuclear watchdog says can't ensure 'Iran's nuclear programme is exclusively peaceful'

According to scientists, a skeleton found in a remote area of Borneo rewrites the history of ancient medicine and provides evidence that amputation surgery was successfully performed some 31,000 years ago.

The earliest known amputation, a 7,000-year-old skeleton discovered in France, was previously thought to have only occurred in developed agricultural communities.

The discovery also implies that East Kalimantan in Indonesia's modern province of the Stone Age hunter-gatherers had extensive medical knowledge of anatomy and wound care.

Tim Maloney, a research fellow at Australia's Griffith University and the project's principal investigator, said the findings "rewrite our understanding of the development of this medical knowledge."

The skeleton was discovered in 2020 in the massive Liang Tebo cave, which is famous for its 40,000-year-old wall paintings.

Scientists painstakingly excavated sand to reveal an astonishingly well-preserved skeleton, which they did while being surrounded by bats, terns, and swiftlets and occasionally interrupted by scorpions.

Only one conspicuous feature was absent: its left ankle and foot.

The ankle and foot were likely purposefully removed because the base of the leg bone had an unusual form with knobbly regrowth over an apparent clean break.

A fall, animal assault, or injury from crushing would have resulted in bone fractures and healing that were different from what was observed in the skeleton's leg.

The skeleton is at least 31,000 years old and belonged to a human who passed away at roughly 20 years of age, according to a tooth and the surrounding silt.

Based on the recovery of the leg bone, they appear to have survived the terrible trauma of amputation six to nine years after the procedure and did not experience any significant post-operative infections.

The $258 billion racketeering lawsuit accusing Elon Musk of creating a pyramid scheme to fund the cryptocurrency Dogecoin has expanded, adding seven new investment plaintiffs and six new defendants including his tunnel construction enterprise Boring Co.

According to an additional complaint filed on Tuesday night in Manhattan federal court, Musk, his electric vehicle firm Tesla Inc, his space tourism company SpaceX, Boring and others purposefully built up the price of Dogecoin by more than 36,000% over two years and then allowed it drop.

Despite knowing all along that the currency had no intrinsic value and that its value "depended solely on marketing," the defendants "profited tens of billions of dollars" as a result at the expense of other Dogecoin investors, the complaint claimed.

Requests for comment on Wednesday were not immediately answered by Tesla, SpaceX, or Boring. In 2020, Tesla closed its media relations division.

In June, the initial lawsuit was submitted.

The richest man in the world, Elon Musk, said in an interview that he would "keep supporting Dogecoin" and that "people that work around the factory at SpaceX or Tesla" had asked him for that support shortly after that, according to the amended complaint.

The Dogecoin Foundation, which describes itself as a nonprofit organisation that oversees and supports Dogecoin, is one of the additional new defendants. It could not be reached right away for comment.
