New Mexico in the United States is one of the states where abortion is legal but a town called Hobbs near the Texas border has passed an ordinance that makes the procedure completely illegal. The development came months after the country’s supreme court overturned the Roe v Wade judgement which ensured reproductive rights all around the US. The ordinance was passed unanimously and it means that abortion clinics can no longer operate in what they called a "sanctuary city for the unborn".

The decision came as a surprise in a state which has mostly voted for the Democratic Party. Reproductive rights have become a major issue in the US midterm elections and the Democrats, led by president Joe Biden, have promised to codify Roe v Wade into the constitution if they win.

Currently, there are no abortion clinics in Hobbs but Whole Woman's Health, one of the largest providers of abortions, had previously expressed their wish to open a clinic in the town. Plane drops water to combat fast-spreading wildfires in New Mexico

Thousands of residents of mountain towns in New Mexico were told to evacuate as fierce winds drove the largest active US wildfire towards their drought-parched mountain valley.

Raging wildfire prompt evacuations in New Mexico

The wildfires in New Mexico continues to rage on with fierce winds adding to new woes. Smoke blankets are covering the area.

New Mexico wildfires rages on as fierce winds adds to new woes

In a gas station parking lot crowded with firefighters and anxious evacuees on Wednesday, a woman sat in her car and cried while watching wildfire smoke spew across her neighborhood.

“I’m not ready for this,” she said as she and her neighbors waited for word of their homes near Flagstaff. “Not this early.”

Wind-driven springtime wildfires are tearing through parched evergreens and brush across Arizona, New Mexico and Colorado, burning scores of homes and forcing thousands of people to flee during a fire season that is growing longer and more destructive as climate change dries out the West.

In northern Arizona, the fast-moving Tunnel fire was burning through an expanse of forest and rural homes about 14 miles northeast of the college town of Flagstaff. The fire, whose cause is under investigation, swelled to more than 19,700 acres by Wednesday and had destroyed 25 buildings, according to a spokesman for the Coconino County Sheriff’s Office.

The fire was zero percent contained on Wednesday evening, and there were no reports of deaths or injuries.

The Tunnel fire is one of several blazes that have erupted across the West in recent weeks, fueled by chaotic winds, a deepening yearslong drought and an acute scarcity of spring rain or snow.

“We used to have the fire season,” said Don Falk, a professor in the school of natural resources at the University of Arizona, which is in Tucson. “That’s an obsolete concept. Fire season is 12 months.”

In New Mexico, a recent wildfire killed two people and burned 200 buildings around Ruidoso. A wind-driven blaze burning uncontained in the national forest outside Prescott, Arizona, swelled to 1,600 acres by Wednesday. And in Colorado, fire crews in Boulder, where a winter grass fire destroyed more than 1,000 homes, spent the past week racing to tamp down several smaller fires.

A fire in the San Luis Valley of southern Colorado destroyed or damaged as many as 16 buildings on Wednesday as it tore through the small town of Monte Vista, according to The Alamosa News.

In all, more than 2,300 firefighters across the West are currently fighting fires and about 830,000 acres have already been charred this year, according to the National Interagency Fire Center. In Arizona alone, more than 500 firefighters are battling the two largest blazes.

“Everybody is out on these fires,” said Tiffany Davila, a spokeswoman for the Arizona Department of Forestry and Fire Management.

The winds hampered efforts to contain the Tunnel fire by grounding firefighting flights on Tuesday. Fire officials said the winds across northern Arizona were expected to gust to 50 mph on Thursday and Friday.

Forecasters also warned that high winds and dry conditions would make the next few days perilous across the Southwest. The National Weather Service in Boulder issued a warning about extreme fire danger stretching from southern Arizona and New Mexico up the flank of the plains of eastern Colorado.

Officials said that the Tunnel fire did not pose an immediate threat to Flagstaff, home to Northern Arizona University and about 77,000 residents, and that they were hopeful the winds would continue pushing it toward thinly populated areas. The fire forced the closure of the Sunset Crater Volcano and Wupatki National Monuments, scattering park workers who said they did not know how long they would be displaced.

Residents said they had barely paid heed to the small fire when it was first reported on Sunday and they saw smoke rising against the backdrop of the San Francisco Peaks. But by midday Tuesday, they were scrambling to escape a curtain of flames and smoke after the wind kicked up and brought the fire tearing through their horse corrals and 2-acre yards.

“It was like driving to Mordor,” said Amber Randall, who raced home from a work appointment in Sedona, about an hour away, while her assistant rescued dogs and cats and an expensive drawing owned by David Bowie from her home. “There was no time. No time.”

By Wednesday afternoon, the winds were gathering new strength as Carla Chiquito, 51, and her family sat in the parking lot of a gas station just outside the boundaries of the mandatory evacuation zone. Her husband had stayed behind, dousing the yard with a hose after a neighbor’s house burned to the ground.

Lisa Bishop pulled up with a livestock trailer, hoping to return some of her animals to her home after the flames tore through her neighborhood in the Timberline-Fernwood community, which had sustained the worst damage.

She said she had not worried much about the threat of fire. The area around her burned in a huge blaze a dozen years ago, but she felt protected by a highway that stood between her home and the forest.

But on Tuesday afternoon, the fire leaped across that road and charged into her neighborhood. Bishop and other neighbors raced to get their livestock and pets into trailers and carriers before fleeing.

“It looked like hell,” she said. “It was the scariest thing we’ve ever seen.”

New Mexico has asked National Guard members and state employees to volunteer as substitute teachers. This is being done to keep schools and daycare centres open amid a surge in Covid cases.

According to a report by Reuters, nearly 60 schools in New Mexico have switched to remote learning since the winter break. Also, 75 child daycare centres have partially or completely closed as most of the staff members tested positive for Covid.

According to Governor Michelle Lujan Grisham, guard members who help in teaching will get their usual pay. Also, they will be considered on administrative leave.

New Mexico: National guard members asked to volunteer as substitute teachers

When the book is written about how states across the country tried to persuade people to get coronavirus vaccines, it will not accuse New Mexico of being subtle.

On Tuesday, Gov. Michelle Lujan Grisham announced a lottery program through which the state will award cash prizes totaling $10 million, including a $5 million grand prize — among the largest single cash awards being offered by any state with a similar program.

New Mexico’s programme is called Vax to the Max. And its website does not downplay the program’s key enticement: “Get Vaccinated for Your Chance to Win the Grand Prize of $5,000,000!!!” a headline blares. Further down on the website is a large pile of $100 bills.

As Grisham wrote on Twitter: “Register to win! And let’s keep NM safe and healthy!”

For five weeks, starting in mid-June, the program will award $250,000 to winners in each of the state’s four health regions through a lottery. Then, in early August, the state will award a grand prize of $5 million to a single winner. The program is being paid for with federal pandemic relief money, The Associated Press reported.

To be eligible for New Mexico’s cash awards, contestants must be residents of the state, register for the drawing, be at least 18, not be incarcerated, and have received at least one vaccine dose in the state. To win the grand prize, contestants must be fully vaccinated, according to the program’s website.

New Mexico officials are hoping cash rewards will increase vaccination rates in the state. Nearly 56% of New Mexico’s 1.7 million residents age 16 and older who are eligible are fully vaccinated, according to the New Mexico Department of Health website. Telephone and email messages left at Grisham’s office and the New Mexico Department of Health on Tuesday were not immediately returned.

Some experts have warned that offering large prizes for getting vaccinated could backfire by inadvertently suggesting that the vaccines are problematic. Still, several states seeking to increase vaccination rates have announced lotteries and cash giveaways for people who get vaccinated.

California announced it was offering cash rewards, including a grand prize of $1.5 million, to people who had gotten at least one dose of a vaccine. Ohio has already awarded $1 million to one winner of its lottery incentive program. Colorado and Oregon have similar programs. Maryland is offering $100 to state employees who get vaccines.

Some states have offered other incentives. New Jersey offered a “shot and a beer” for residents who got their first dose in May and visited participating breweries. New York is offering tuition, room and board at any state- or city-run college in New York to 50 people who get vaccinated.

Further down on the website is a large pile of $100 bills. As Grisham wrote on Twitter: “Register to win! And let’s keep NM safe and healthy!” For five weeks, starting in mid-June, the program will award $250,000 to winners in each of the state’s four health regions through a lottery.

Boeing said Monday it carried out a successful test of its Starliner crew capsule that is supposed to take US astronauts to the International Space Station, even though one of three main parachutes designed to ease it back to earth failed to deploy.

The test took place in the New Mexico desert at the White Sands Missile Range and lasted around 95 seconds.

The Starliner was set on a small launch pad with four engines to simulate an emergency in which the capsule, attached to the top of a rocket, would need to quickly separate to bring the astronauts safely back to Earth.

Its four engines ignited and blasted the Starliner at full speed to the sky. After 20 seconds, only two of its three main parachutes deployed. The spacecraft gently drifted to the ground, landing on the desert floor cushioned by large airbags.

NASA said in a statement that two out of three parachutes "is acceptable for the test parameters and crew safety."

Boeing put out a statement saying there had been a "deployment anomaly, not a parachute failure." In the aerospace industry, an anomaly is the euphemism of choice for an incident, even if there has been a serious accident.

"It's too early to determine why all three main parachutes did not deploy," Boeing said.

In his first assessment, Starliner program manager John Mulholland said that "the test team and spacecraft performed flawlessly."

"Emergency scenario testing is very complex, and today our team validated that the spacecraft will keep our crew safe in the unlikely event of an abort."

Boeing is one of the companies, along with SpaceX, that NASA has chosen to build spacecraft to shuttle astronauts to the ISS.

Boeing is planning to launch an unmanned Starliner capsule on December 17 to the ISS, as SpaceX did with its Crew Dragon capsule in March.

The first missions carrying humans should take place in 2020, according to NASA, but this schedule depends on the success of several upcoming tests.

SpaceX, for example, has yet to finalize parachute tests of its capsule.

"We hope we never need to use this system, but in case we ever have any trouble aboard the beautiful Atlas V on the launchpad, we know, after today's test, that we'll be able to get off safely and then come back and try again a different day," said former NASA astronaut and Boeing test astronaut Mike Fincke.

"It's been a long time since we've launched out of the United States," added Fincke, speaking after the White Sands test.

"We really appreciate our friends in Russia for having the launch vehicle and the Soyuz. I flew on it twice. It's a great launch vehicle, great spacecraft, but it's time to have more options," he said.

New Mexico's attorney general on Thursday called for the cancellation of state land leases to Jeffrey Epstein as his office investigated allegations the late financier sexually abused girls and women at his ranch south of Santa Fe.

The leased land forms part of Epstein's nearly 10,000-acre Zorro Ranch near Stanley, New Mexico, one of the multiple luxury properties held by Epstein, who was found dead in a Manhattan jail cell on August 10.

Attorney General Hector Balderas requested the state retake the 1,244 acres of grassland after an investigation by his office found it appeared to have been improperly leased in the late 1990s.

"This sweetheart deal must be cancelled and reassigned to a New Mexico ranching family," Balderas said in an emailed statement.

Federal prosecutors said the government's investigation into potential co-conspirators was ongoing.

Balderas said in July his office was investigating allegations Epstein's Zorro ranch was at the centre of his alleged sexual abuse and trafficking of girls and women in the state.

Leases signed by Epstein's holding company Cypress Inc in 1997 and 1999 said the state land forming part of the ranch would be used for grazing, according to the New Mexico State Land Office (NMSLO).

Balderas said in a Thursday letter to state land commissioner Stephanie Garcia Richard that a review by the attorney general's office found no cattle on the lands.

Balderas said the leases "appear to simply have been taken by him (Epstein) to increase privacy and the landmass surrounding his estate.

Epstein's lawyers could not immediately be reached for comment on Thursday.

Angie Poss, an NMSLO spokeswoman, said Epstein employees had not responded to requests by her agency to inspect the land.

The Zorro Ranch is one of the few Epstein properties yet to be raided by law enforcement officials following his arrest.

"We are in the process of cancelling those leases by Cypress Inc," Poss said.

The Supreme Court on Friday handed President Trump a major victory by clearing the way for him to divert $2.5 billion from the military’s budget and use it to build an extra 100 miles of border wall in California, Arizona, and New Mexico. The justices, by a vote of 5 to 4, lifted orders by a federal judge in Oakland and the U.S. 9th Circuit Court of Appeals in San Francisco that had barred the administration from using the Pentagon’s money to build a border wall. Chief Justice John G. Roberts Jr. and the court’s four other conservatives joined in ruling for the Trump administration. They questioned whether the Sierra Club and other plaintiffs had standing to challenge the government’s spending policy.

One skier died and another was in critical condition on Thursday, hospital employees said, after being caught in an avalanche on some of the most challenging terrains at Taos Ski Valley in New Mexico, a resort known for its steep runs.

They were skiing down a chute off Kachina Peak, a 12,481-foot (3,804-meter) mountain about 130 miles (210 km) north of Albuquerque, when the avalanche hit at around 11:45 am, said Taos Ski Valley spokesman Chris Stagg.

"There were no others caught in the avalanche, it was just the two," Stagg added.

The ski patrol and other skiers dug the two men out of the avalanche and they were rushed to the hospital, the ski resort said on Facebook.

The first was taken to Holy Cross Hospital in Taos, where he later died of his injuries, said a hospital employee, who asked not to be identified as he was not authorized to speak to media.

Hospital spokeswoman Renee Laughlin declined to comment.

The other skier was airlifted to University of New Mexico Hospital in Albuquerque and was in critical condition, said hospital spokesman Mark Rudi.

"Our thoughts and prayers are with the two individuals who were affected by today’s event and their families," Taos Ski Valley said on its social media page.

Former New Mexico governor and US presidential candidate Gary Johnson were among dozens of skiers who used ten-foot poles in a 45-minute effort to search the snow before the two men were found.

"At least a hundred people were doing what I was doing," said Johnson, who lives in the Taos area, and regularly skis at the resort. "Those guys could have been any one of us."

Johnson and other rescuers spent hours after the rescue checking for another person feared to have been caught in the slide.

In each of the last 10 winters, 27 people have died on average in avalanches in the United States, the Colorado Avalanche Information Center said.

Taos Ski Valley's ski patrol had used explosive devices in the area on Thursday morning to reduce the threat of avalanches, Stagg said.

The rocky "K3" chute the two men were skiing down is accessed off a lift to the top of the peak. The lift was opened for the first time this season on Tuesday, after more than 16 inches of snow fell in the last week.

"It's very steep and challenging terrain," added Stagg. "You like to think it's always safe, but sometimes there are pockets of snow that can avalanche."

Sixteen-year-old Nathaniel Jouett killed two and injured four in a shooting spree at a New Mexico library. The accused has not given a motive for the shooting and does not appear to have any connections with the victims. Jouett is a Clovis High School sophomore.

The teenager is known to have a troubled past but had apparently reformed his life after joining a local church. Stevens from the Living Word Church of God said Jouett had experienced suicidal thoughts in the past – so much so that he carried around a suicide note with himself. He was being raised by his father and his stepmother.

Church's pastor claims that Jouett had been baptized a few months ago and that there was an improvement in his behaviour. Days before the shooting, he was helping the church raise funds for sending teen members to youth camp.

"Before Christ came into his heart, he was just crying, broken," Stevens told Reuters. "He said, 'Now I got something to smile about.' We had no indication of anything wrong with him."

Library staff members, 48-year-old Krissie Carter and 61-year-old Wanda Walters died in the shooting. According to Clovis police Chief Douglas Ford, Jouett was in possession of two handguns.

A 10-year-old boy, Noah Molina was injured--who was airlifted along with three other people to a hospital in Lubbock, Texas. The hospital staff claims that Noah is in safe and adequate condition.

Other victims, Noah's sister, Alexis Molina, 21, and Howard Jones, 53. Alexis Molina and Jones are in serious condition. The fourth surviving victim is 30-year-old Jessica Thron. All are expected to recover.

In the initial proceedings, prosecutors plan to charge Jouett as a juvenile with two counts of first-degree murder, four counts of assault, four counts of aggravated battery with a deadly weapon and one count of child abuse.
Authorities would then seek to put him on trial as an adult, Ford said.

Stevens mentioned that Jouett was being held in isolation since his arrest at the library.

Steven's daughter had been dating the Jouett for more than three months. She received a text message from friends on Monday saying Nathan, the name used by friends to address Jouett, was present at the location of a shooting.
