A report by the Guardian, on Friday (July 14) said that the European Commission president will return to Tunisia, over the weekend with the prime ministers of Italy and the Netherlands to sign a $1.12 billion (1 billion euro) deal.

What is the deal about?

The billion euro package was first announced by European Commission President Ursula von der Leyen by the Europe Union for the North African nation.

The British media report citing sources also said that a memorandum of understanding is expected to be signed, on Sunday, with von der Leyen accompanying Italian and Dutch PMs Giorgia Meloni and Mark Rutte to Tunisia.

The so-called “macro-financial assistance” package was announced last month, with $1 billion (900 million euros) directed towards helping Tunisia’s economy.

The rest will be divided into a reform agenda set by the International Monetary Fund (IMF) and a partnership with Tunisia to combat people smuggling, human trafficking and the continuing tragedies in the Mediterranean Sea.

This comes weeks after Tunisian President Kais Saied rejected the package and said that Tunis will not be the EU’s “border guard”.

The country has witnessed a spike in racially motivated attacks after Saied accused illegal immigrants from sub-Saharan African countries of bringing violence and alleging a “criminal plot” to change the country’s demography.

Rights groups urge support for migrants

On Friday, Tunisian rights groups sounded alarm over the deteriorating situation in the country’s port of Sfax with hundreds of migrants fleeing or being forced out of Tunisia’s second-largest city.

Some 165 migrants were abandoned near the border with Algeria and were later picked up without any specifications of by whom or where they were taken, he added.
A range of jewellery, precious metals and a richly decorated cannon are set to be returned by the Netherlands, as part of hundreds of cultural artefacts and art which were looted in Indonesia and Sri Lanka, both former Dutch colonies.

On Thursday, the Ministry of Culture in The Hague stated that most of these artefacts are culturally significant and highly valuable.

Dutch state secretary for Culture and Media Gunay Uslu said, “This is a historic moment. It’s the first time we’re following the recommendations of the committee to give back objects that should never have been brought to the Netherlands. But we are not just returning objects. We are actually starting a period in which we are more intensively cooperating with Indonesia and Sri Lanka."

The decision taken of returning around 478 objects was taken after considering the government-appointed commission's recommendations last year, which talked about the illegal Dutch colonial acquisitions that have now been put on display in museums of the Netherlands.

Uslu stated that they acted upon the recommendations which were stated in a report published by the Dutch committee in 2020, which was investigating the artefacts stolen during the colonial era.

The government was appealed by the committee to be "willing to return unconditionally" any cultural artefacts looted in former Dutch colonies if asked by the source country.

"The Netherlands must assume responsibility for its colonial past by making the recognition and redress of this injustice a key principle of the policy on colonial collections," the report stated.

The commission was established on the basis of a request received by Indonesia to return the natural history collections and art pieces from its former colonial ruler.

Some of the valuable objects which will be returned include "Lombok treasure", a collection of hundreds of precious stones, silver objects and gold looted by the Dutch colonial army from the island of Lombok, Indonesia in 1894.
In a move to minimise distractions and promote focused learning, the Dutch government has announced that mobile phones, tablets, and smartwatches will be widely prohibited in classrooms starting from January 1, 2024. The aim is to create an environment that limits the interference caused by these devices during lessons.

However, there will be few exceptions for the use of these devices, Reuters news agency reported. Under the new changes, the use of mobile devices will only be permitted if they are deemed essential. For example, they may be allowed during lessons focused on digital skills, for medical purposes, or for individuals with disabilities who rely on such devices.

Mobile phones are a disruption to learning

Education Minister Robbert Dijkgraaf stressed the need for students to concentrate and have the best possible conditions for effective studying. He stated that while mobile phones have become deeply integrated into everyone's lives, they are not suitable for the classroom.

"Even though mobile phones are intertwined with our lives, they do not belong in the classroom," the minister said in a statement.

Mobile phones are a disruption to learning Education Minister Robbert Dijkgraaf stressed the need for students to concentrate and have the best possible conditions for effective studying. He stated that while mobile phones have become deeply integrated into everyone's lives, they are not suitable for the classroom. "Even though mobile phones are intertwined with our lives, they do not belong in the classroom," the minister said in a statement.
The government of the Netherlands is proposing curbs on English language courses in universities. According to a report by The Guardian on Tuesday (June 20), as the United Kingdom (UK) voted to leave the European Union (EU), Dutch universities started offering more courses in the English language. However, the government has proposed a cap on the number of students from outside the European Economic Area (EEA) in some subjects and is forcing universities to offer at least two-thirds of the content of standard bachelor’s degrees in Dutch.

The report said that international students might be required to learn basic Dutch to increase their chances of staying in the country. Netherlands' Education Minister Robbert Dijkgraaf said there can be room in the curriculum for any other language, but the proposal is that it should not be more than a third.

"That means that most of your education is in Dutch, but if you want to give a few specialist subjects in English, that is allowed," Education Minister Dijkgraaf added, The Guardian reported.

Dijkgraaf further said that exceptions are possible, but will require special permission. In April, he sent a letter to Prime Minister Mark Rutte, saying that Dutch should be strengthened at universities.

'Dutch by default'

Djikgraaf said that the current law says "Dutch by default", and there is a huge hole in the net and everyone swims through it. The education minister's bill would come into force in September next year.

The bill has had mixed reactions.

Democrats 66 party MP Jeanet van der Laan said that high-level Dutch skills needed to be preserved but voiced concerns about the bill, The Guardian further reported.

“Conservative parties are proposing to force all international students to follow part of the curriculum in Dutch,” der Laan said, adding this high threshold would make international students think twice before registering in the Netherlands.

"So we will miss out on talent we want," she added.

The Universities of the Netherlands Association, meanwhile, said that local students should improve their Dutch and international students should learn it.

“There are still possibilities for English-language education,” association spokesperson Ruben Puylaert said, adding the association believed that this national control interferes with the autonomy of universities.

XR's primary objective is to raise awareness about the urgent need to address the climate crisis and ecological collapse. The movement employs non-violent civil disobedience and direct action to pressure governments and corporations to take immediate and drastic action on climate change.
At a time when the use of artificial intelligence has triggered a raging conversation all over - with ChatGPT catching attention worldwide - the Netherlands is set to host a two-day conference from Wednesday (February 15) on risks, challenges, and responsibilities linked to the use of AI during a conflict. Hailed as the first global summit on responsible AI in the military domain, 'REAIM 2023' is being held in The Hague - often termed as "the international city of peace and justice" - and the Republic of Korea is the co-host, an official statement highlighted.

The conference is set to see participation from 50 nations, including the United States, and China, as per the news agency Reuters. Russia, however, has not been invited due to the Ukraine war, which completes a year on February 24. Talking points at the session would be governance frameworks, responsible deployment and myth-busting. The Ukraine conflict is also expected to come up during the discussions.

One of the biggest challenges associated with the deployment of AI in war is the lack of human control and the possibility of escalation of violence. An agreement from the participating delegations is likely. "AI is developing at a rapid pace, including in the military domain," Dutch Foreign Minister Wopke Hoekstra said last year at the United Nations General Assembly in New York when he made the announcement about the conference. "This new technology is set to become one of the greatest challenges we will face in the area of international security and arms control. If we don’t make international agreements now about frameworks for the responsible development, deployment and use of AI, we will regret it later," he stressed. Hoekstra has also insisted that bringing international stakeholders together on the issue "is an idea for which the time has come".

The conference is being held at a time when everyone is talking about chatbot ChatGPT developed by American research firm OpenAI. From making resumes to cracking jokes, giving relationship advice, and doing complex tasks such as coding, the chatbot is useful in a wide variety of tasks. It has, however, also triggered concerns about the extent of use after it passed an MBA exam recently.
While tech aficionados are still understanding more about ChatGPT, the Dutch conference will tackle a much bigger issue of war and AI where "slaughterbots" might also figure in talks. "The summit is expected to attract a live audience of between 1,000 and 1,500 participants in The Hague, including government ministers, policymakers, academics, business leaders, civil society organisations and journalists from all over the world," the Dutch foreign ministry underlined ahead of the first-of-its-kind event.

From making resumes to cracking jokes, giving relationship advice, and doing complex tasks such as coding, the chatbot is useful in a wide variety of tasks. It has, however, also triggered concerns about the extent of use after it passed an MBA exam recently. The AI tool has also pitted tech giants Microsoft and Google against each other amid debates on the future of search engines. "The summit is expected to attract a live audience of between 1,000 and 1,500 participants in The Hague, including government ministers, policymakers, academics, business leaders, civil society organisations and journalists from all over the world," the Dutch foreign ministry underlined ahead of the first-of-its-kind event.
Netherlands' star all-rounder Roelef van der Merwe, who has also represented South Africa in the past, has backed Virat Kohli to keep going at the international level till 40 and has backed him to go for 100 hundreds, breaking Master Blaster Sachin Tendulkar's record. Roelef, at 38, has shown his zeal for the game and time and again impressed with his all-round skills. None can forget his memorable catch, to get rid of David Miller, in the Netherlands' shocking win over South Africa in the 2022 T20 World Cup.
The European Court of Human Rights (ECHR) ruled on Wednesday (January 25) that the cases brought by the Netherlands and Ukraine against Russia over the downing of Malaysian Airlines Flight 17 (MH17) in 2014, were admissible. A report by news agency Reuters said the decision did not rule on the merits of the cases but it showed that the court considered that Moscow could be held liable for human rights violations in the separatist regions.

"Among other things, the Court found that areas in eastern Ukraine in separatist hands were, from 11 May 2014 and up to at least 26 January 2022, under the jurisdiction of the Russian Federation," the ruling on Wednesday said. The cases will now move on to the merits stage.

What had happened to Flight MH17?

On July 17 2014, Malaysian Airlines Flight 17 (MH17), which was on its way from Amsterdam to Kuala Lumpur, was brought down over eastern Ukraine. The flight was hit over the Donetsk region by what international investigators say was a Russian-made surface-to-air missile. There were 283 passengers, including 196 Dutch nationals and 15 crew members on board. All were killed.

A report by the BBC on Wednesday said the Dutch government argues that Russia had played a key role in the air disaster and holds it responsible for the crash. Moscow, however, has denied any involvement.

Which conspiracy theories circulated regarding the flight's disappearance?

A lot of misinformation and theories were spread regarding the flight's downing. Some of these theories included hijacking, terrorist attack, crew suicide, fire and a cyberattack.

What was the Netherlands' application against Russia?

The Netherlands has argued that Russia played a key role in the downing of the Malaysian Airlines flight. The Dutch foreign ministry statement on Monday said that the government also believed that Moscow did not conduct an adequate investigation and failed to cooperate with the Netherlands' request for a criminal investigation. "In the view of the Netherlands, this, combined with Russia’s repeated denial of any involvement in downing flight MH17, has caused the victims’ next of kin additional suffering," the statement added.

In 2020, the Netherlands lodged an application with the ECHR regarding Russia's role in the downing of the flight.

What cases were filed by Ukraine?

The Reuters report on Wednesday said that the two cases in Ukraine, which are from 2014, pertained to what the government said were administrative practices by Moscow in eastern Ukraine in violation of the European Convention on Human Rights, as well as the abduction, and transfer to Russia, of the three groups of Ukrainian orphan children and children without parental care, and a number of adults accompanying them. As per the ECHR, all were returned to Ukraine one day or, in the third case, five days after being abducted.

November 17, 2022: Dutch court convicts three of murder for downing of MH17

On November 17, last year, a Dutch court convicted three men of murder for their role in shooting down the Malaysian Airlines flight with a Russian-made surface-to-air missile. The convictions, along with life sentences were handed to Russians and a pro-Moscow Ukrainian. As per a report by the news agency Associated Press on November 18, 2022, presiding judge Hendrik Steenhuis said evidence presented by prosecutors in the trial—proved that the aircraft was brought down by a Buk missile fired by pro-Moscow Ukrainian fighters.
