The government has set aside Rs 753 billion of the total budget for recurrent expenditure, while Rs 380 billion has been allocated for capital expenditure. Likewise, Rs 230.22 billion has been allocated for other financial purposes.&nbsp;

“The government will focus on production and agriculture to decrease imports by 20 per cent. A national campaign will be launched to increase agriculture production to achieve self-reliance,” the minister said.&nbsp;

Out of the allocated expenditure, the government has targeted to finance Rs 1.240 trillion through revenue mobilisation. For the rest of the amount, the government will go for domestic borrowing of Rs 256 billion and is expected to rake in Rs 242.26 billion through foreign loans and Rs 55.46 billion from foreign grants.

Amid the critical economic situation, the government has targeted to achieve an ambitious economic growth rate of 8 per cent for the next fiscal year, compared to the initial target of 6.5 per cent for the current fiscal year.&nbsp;

At a time when the government is being criticised for its inefficiency in controlling the inflationary pressure, Finance Minister Sharma assured to rein inflation within the 7 per cent limit.&nbsp;

The Nepal government has pledged to increase employment by 30 per cent annually.&nbsp;

Following the impact on the tourism sector for the last two years, the incumbent government has set a target of attracting 1 million tourists in the upcoming fiscal year and allocated Rs 9.38 billion to the tourism sector.&nbsp;

Reacting to the development, the embassy welcomed the decision taken by the Government of Nepal, saying, “Today's decision by Parliament to follow through on its signed commitment and ratify the compact will mean more jobs for the Nepali people, a reliable supply of electricity, and lower transportation costs.”

The MCC pact, signed agreement in 2017, aims to modernize Nepal’s energy and transportation sectors with the hope of helping more than 23 million Nepalis.

The Nepali government will now be able to continue to work towards implementing the five-year program.

“The decision whether to ratify the $500 million-dollar Millennium Challenge Corporation (MCC) Nepal Compact has always rested with the Government of Nepal as a sovereign democratic nation,” the statement said.&nbsp;

US welcomes Nepal parliament for ratifying $500 million MCC infrastructure aid deal

Nepal’s House of Representatives on Friday was for the second time postponed to hold a discussion on the contentious USD 500 million Millennium Corporation Challenge (MCC) programme as the ruling alliance failed to reach a consensus on the endorsement of the US-funded grant assistance.

The session will be held on February 27, as per the parliament secretariat.&nbsp;

Prime Minister Deuba has intensified his meetings with ruling leaders, including the opposition.

A Speaker can be removed by a two-thirds majority of the House, and it will need 181 votes, which the Congress (61) and UML (97) lack. So, they need the support of other parties.

It can be seen Deuba and Oli are trying to reach a deal to ratify the compact, for which the Prime Minister is under immense pressure from the US. However, there hasn’t been any concrete output of the meetings yet.&nbsp;

Later, ruling party CPN-Maoist Centre Chair Pushpa Kamal Dahal held talks with Oli in an attempt to convince the UML Chair to oppose the MCC compact in the House.&nbsp;

Major political parties, including those in the ruling coalition, are divided over whether to accept the US grant, which has yet to be ratified by parliament.&nbsp;

Prime Minister Deuba is keen on saving the alliance and is once again holding a meeting on Friday with ruling leaders-- Dahal, Madhav Kumar Nepal and Upendra Yadav opposing the compact.&nbsp;

A notice issued by General Secretary of Parliament Secretariat Dr Bharat Raj Gautam said the meeting has been rescheduled for 1 pm on January 17.&nbsp;

The main opposition party CPN-UML has been obstructing the House meeting since the beginning of the winter session.

Prime Minister Sher Bahadur Deuba met UML Chairman KP Sharma Oli on Saturday in a bid to appease the latter to lift the obstruction. However, no tangible progress was reached.&nbsp;

Amid the chaos, six ordinances were presented including Acid and Other Hazardous Chemicals (Regulation) Rules, 2021 Bill, and the first amendment to Social Security Ordinance.&nbsp;

The CPN-UML has been obstructing the House proceedings since the last session demanding that 14 members from the breakaway faction NCP(US) be dismissed from their positions. So, the next meeting has been scheduled for December 21.&nbsp;

The Tuesday’s parliament session was called on the same day the board meeting at the MCC headquarters in Washington was scheduled to be held to discuss the Nepal Compact.&nbsp;

Surya Raj Acharya, a public intellectual as an independent expert in development and infrastructure policy believes Nepal should not pass the MCC in its current form.&nbsp;

“If Nepal fails to ratify the compact, there are going to be fallouts. But that impact will not to be to the extent as some people are suggesting like there will be impact in bilateral relations, we will be isolated from the international community, other donors (foreign aid) will run away. I don’t believe this. However, the government of Nepal and politicians should be careful to send an appropriate message if it fails to ratify,” Acharya told WION.&nbsp;

He says Nepal should send a clear message in case of the failure of the ratification, “it doesn’t mean that Nepal has some geo-political inclination towards some neighbor, forces. We are following our non-aligned position”.

“Over the MCC compact, there is unfortunate polarization on political level, intellectual level and even among general people. So, it is in the interest of both Nepal and the US to not ratify in the current form,” he added.&nbsp;

Speaking on the ongoing debate MCC vs BRI in the country, he said, “These questions are not relevant. Nepal needs foreign aid whether it is from the US or other multilateral agencies, India, China.”&nbsp;

Meanwhile, speaking to WION, Gyanendra Lal Pradhan, a Hydropower Specialist and Entrepreneur said MCC is the backbone of Nepal.&nbsp;

“The MCC compact is the backbone for the hydropower sector in Nepal because all hydropower development taking place, we have no connectivity, no market connection. So, it is power wastage. The MCC will teach us how to do half a million-dollar projects in five years. MCC is a lifeline for this country. If this project goes back, there will be no trust,” Pradhan said while highlighting the importance of transmission lines in Nepal.&nbsp;

The delays and flip-flopping by Nepali leaders seem to have alarmed the Americans. Two recent visits to Nepal by high-level US officials signaled the urgency of the matter.&nbsp;

In September, Fatema Z Sumar, the Millennium Challenge Corporation Vice-President, paid a four-day visit to the country and met with business and political leaders in Kathmandu.&nbsp;

Then in November, US Assistant Secretary of State for South and Central Asian Affairs Donald Lu visited Kathmandu. They are said to have given Nepal an ultimatum to arrive at a decision on the deal before mid-December.&nbsp;

It will be a challenge for Prime Minister Sher Bahadur Deuba to reach a consensus on the MCC, taking into account US pressure on the one hand and coalition partners on the other.

Maoist leaders, that opposes the MCC outright, argues that it is a part of the U.S. Indo-Pacific Strategy (IPS) and thus acceptance of MCC would drag Nepal into a military alliance with America.&nbsp;

Communist Parties in Nepal believe if Nepal subscribe to the IPS, its relation with China will be affected.&nbsp;

However, following controversey surrounding&nbsp;the programme, the MCC is yet to be ratified by Nepal’s Parliament, a prerequisite for its implementation in the areas of electricity transmission and transport (road) sector.&nbsp;

As per the agreement with the United States, the MCC should be endorsed from Parliament to ensure that all political parties take ownership so the project can be implemented in a smooth way. However, some politicians and civil society members argue that there is no tradition of endorsing aid projects from Parliament.

Meanwhile, the US Embassy in Nepal has stated that the western country was a supporter of free speech after a protest was staged in front of the Embassy against MCC.&nbsp;

“We are a strong supporter of free speech &amp; public discourse based in fact, including on MCC. The right to peacefully express one’s views is intrinsic to democracy. The US has been a partner of Nepal and its people for decades &amp; will always support its long-term prosperity,” the Embassy said in a tweet.&nbsp;

Nepal Government had earlier written a letter to the US Government through the Embassy in Nepal to clarify on provisions of the project of which some leaders think is allegedly jeopardizing Nepal’s sovereignty.

Responding to the letter received, Embassy officials told WION, “MCC received official correspondence from the Government of Nepal’s Ministry of Finance regarding the MCC grant today. This is a positive step toward ratifying the compact and shows MCC’s consistent willingness to have an open and transparent dialog with the Nepali people regarding the infrastructure program.”

Nepal plunged into a political crisis on December 20 after Oli, in a surprise move, recommended dissolving the 275-member House, amidst a tussle for power with the chairman of the Nepal Communist Party's (NCP) splinter faction led by Prachanda.

Acting on the prime minister's recommendation, President Bidya Devi Bhandari dissolved the House the same day and announced fresh elections on April 30 and May 10, sparking protests from a large section of the NCP led by Prachanda, also a co-chair of the ruling party.

The faction led by Prachanda&nbsp;and Madhav Kumar Nepal announced fresh agitations against the dissolution of the House of Representatives.

During a press conference on Sunday, the struggle committee led by the leader of the faction Narayan Kaji Shrestha said a human chain will be formed on February 19 around Tundikhel Open Ground in Kathmandu as a symbolic protest against the House dissolution&nbsp;and corruption.

The protest rallies will be staged in various districts across the country including capital city Kathmandu from February 17 to 24. The party will also launch a campaign to collect signatures against the dissolution from February 19 to 27 at various public places.

The agitating faction had earlier staged protests from January 26 to February 10 under the third phase of protests against the dissolution of the House.

Defending his move to dissolve Parliament, Oli recently said some leaders tried to obstruct the functioning of his government and he had no other alternative other than seeking a fresh mandate.

?As some leaders tried to make Parliament defunct and obstruct the government's functioning, I was compelled to go for the fresh mandate. Such a situation was created in which the government was unable to move forward, which prompted us to go for elections,? he said on February 5.

Following the House dissolution, both the factions of the party, one led by Prachanda and the other by Oli have been staging public meetings and mass rallies across Nepal to show their strength.

In their plea before the Supreme Court, politicians, activists and lawyers are questioning whether it is the legitimate right of the leader to dissolve the parliament, 18 months before schedule.

The Oli, 68, cited internal squabbling within his ruling Communist party and lack of political unity as reasons behind his December&nbsp;20 decision.

His colleagues and opposition political parties have blamed Oli for derailing a stable government amid a pandemic that has triggered an economic downturn.

Seven ministers have quit Oli's government to oppose his move and protesters last month burnt effigies of him.

"The constitution duly defines and delimits the power of the prime minister," said Dinesh Tripathi, an independent petitioner.

"It does not give Oli the prerogative to cause an untimely death to parliament at his will," he said.

The five-member constitutional bench of the Supreme Court, including the chief justice, will hear at least 13 petitions questioning the rights of the prime minister.

Officials working with Oli said his move was in line with the constitution.

"We are fully prepared to face the challenge in the court," said Rajan Bhattarai, an aide to Oli.

If the court upholds Oli's move, Nepal will hold elections this summer. If not, parliament will be reinstated.

"If the verdict is in favour of the dissolution, there will be elections for a new parliament but we risk that in the near future, governments may not complete a full five-year term, as the prime minister could dissolve it anytime," said constitutional lawyer Bhimarjun Acharya.

China has made moves to prevent a split in Nepal Communist Party and pacify feuding camps in Nepal Communist Party. A high-level delegation arrived in Kathmandu on Sunday to "take stock" of political turmoil in Nepal. Factions within Nepal Communist Party led by current Prime Minister KP Sharma Oli and party heavyweight Pushpa Kamal Dahal 'Prachanda' are battling with each other. The Chinese delegation is led by a vice minister of the Chinese Communist Party (CCP).

Although no specific details about the agenda of the visit are available, the four-member delegation, led by Vice Minister of the International Department of the Communist Party of China (CPC) Guo Yezhou, will hold high-level talks during its stay in Kathmandu, My Republica newspaper reported, citing senior Nepal Communist Party leaders.

Quoting a diplomatic source, it said the visit is aimed at "taking stock of Nepal's evolving political situation after the dissolution of the House of Representatives and subsequent split in the ruling Nepal Communist Party amid already-deepened intra-party rift".

Chinese embassy in Kathmandu and Chinese foreign ministry are tight-lipped about Chinese delegation's visit to Kathmandu, said the media report in My Reporter.

Earlier this week, Chinese Ambassador to Nepal, Hou Yanqi, had communicated about the visit of Guo to Kathmandu during her meetings with senior NCP leaders of both the Prachanda- and Oli-led factions.

Vice Minister Guo is scheduled to hold meetings with the leaders of both factions.

Beijing appears concerned over the move of Oli to dissolve the House of Representatives and the evolving political situation that saw a vertical split in the NCP. Shortly after the dissolution of the House, the Chinese ambassador expedited her meetings with top political leadership in Nepal.

Hou has already held meetings with President Bhandari, senior NCP leaders Prachanda and Madhav Kumar Nepal, former House speakers Krishna Bahadur Mahara and Barsha Man Pun, among others.

This is not the first time that China has intervened in Nepal's internal affairs at a time of crisis.

Nepal Prime Minister KP&nbsp;Sharma Oli's government on Saturday recommended the president to call winter session of upper house of Nepal's Parliament on January 1, nearly a week after the lower house was dissolved. The ruling Nepal Communist Party has now been virtually divided more than two years after it was formed following the merger of CPN-UML led by Oli and CPN-Maoist Centre led by Pushpa Kamal Dahal 'Prachanda' in May 2018.

A Cabinet meeting held on Friday evening decided to recommend that the president summon the winter session of the National Assembly on January 1, Hridayesh Tripathi, who was made minister for health earlier on Friday, told Kathmandu Post.

The meeting was held after Prime Minister Oli reshuffled the Cabinet to induct eight ministers, five of them former Maoist leaders, and change the portfolio of five of his ministers.

Oli and Prachanda factions are at war within the Nepal Communist Party and Oli is understood to be on the backfoot.

On Sunday, after the dissolution of the House of Representatives, seven ministers close to Prachanda-led faction had resigned from their posts.

The budget session of Parliament was prorogued on July 2 by the president on the recommendation of the government.

Oli, who was increasingly under pressure from his opponents in the NCP to resign, was also facing pressure to call the winter session of Parliament.

Instead, Oli on Sunday decided to dissolve the lower house, in a move that has been widely criticised by experts on constitutional matters as unconstitutional.

The Supreme Court is hearing as many 13 writs against the house dissolution.

On Friday, the Supreme Court issued a show-cause notice to the Oli government, asking it to submit a written clarification over its decision to abruptly dissolve the 275-member House of Representatives.

Diplomatic sources in Kathmandu said the dissolution was a last resort to safeguard Oli's political career after he lost majority support in the party.

"The dissolution of parliament and fresh elections were not my choice," Oli said in his first comments on television after the decision. It was aimed at taking the country out of a "state of inaction," he said.

But court hearings on petitions against the dissolution were set to begin this week.

Oli, who led an alliance with former Maoist rebels to a landslide victory in 2017, has faced criticism for sidelining his Nepal Communist Party and working through a small coterie of supporters.

"The prime minister has lost the majority in the parliamentary party, central committee and the secretariat of the party," said Bishnu Rijal, a member of the party's central committee.

"Instead of seeking a compromise within the party he chose to dissolve parliament."

Oli aide Rajan Bhattarai said the prime minister had made the move due to the backlash against him from his party, which had also asked him to consider quitting as its president.

The next general election had been due in 2022.&nbsp;

After his 2017 win, Oli had vowed to fight corruption and poverty but made little progress, especially as the COVID-19 pandemic hammered the poor Himalayan country's tourism-dependent economy.

Infections of the virus that causes the disease have reached 253,184 with 1,777 COVID-19 deaths in the country of 30 million people.

The new book is&nbsp;for the 9th and 12th classes have a preface written by Education Minister Giriraj Mani Pokharel.

Nepal in May released the revised political and administrative map of the country laying claim over the three strategically important areas in Uttarakhand, more than six months after India published a new map in November 2019.

Following the endorsement of the new map by the Nepal Cabinet, then government spokesperson and Finance Minister Yuvaraj Khatiwada told the media that the government had decided to update the schedule of the Constitution and school curriculum incorporating the new political map. India in its response said that it had already made its position clear on it.

The India-Nepal bilateral ties came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

Nepal`s parliamentary committee on Sunday has voted in favour of amending the country`s citizenship act that would require seven years threshold for foreign women to get naturalized citizenship after marrying a Nepali citizen.

A meeting of State Affairs and Good Governance Committee on Sunday endorsed the act with majority paving the way to table it on parliament for further discussion.Last week, the ruling Nepal Communist Party secretariat meeting also had endorsed the proposal with seven years threshold to obtain naturalized citizenship of Nepal after marriage.

Continuing provision of a threshold, the committee has proposed granting residence permit to foreign women married to a Nepali citizen until she will be eligible to obtain naturalized citizenship, the decision published after the meeting states.

Foreign women marrying a Nepali national can, however, exercise social, economic and cultural rights during the seven years mandatory threshold, the committee has explained further.

The amendment proposal also has proposed women be allowed to operate businesses, use or sell fixed and moveable assets or get involved in transaction of properties.

The main opposition, the Nepali Congress, on the other hand, has decided on to register a note of dissent over the decision made on by the committee expressing dissatisfaction over the provisions.

Janata Samajbadi Party also has vowed its support to Nepali Congress over the issue.

While reiterating that New Delhi has always stressed on the "resolution of the boundary issue through diplomatic dialogue" sources pointed out that India responded positively to the Nepalese side and conveyed its willingness to hold the talks in a "conducive environment and at a mutually convenient date" and reaffirmed commitment for the talk when "Nepal objected to the inauguration of Kailash Mansarovar road by Government of India." Highlighting the haste in the passage of the constitutional amendment, government sources said Nepal has no historical facts or evidence to back its claim. The MEA was quick to react on the developments in Nepali parliament saying, "This artificial enlargement of claims is not based on historical fact or evidence and is not tenable. It is also violative of our current understanding to hold talks on outstanding boundary issues." Referring to the 1815 treaty of Sugauli between the British Raj and the then Royal government in Nepal that, sources said Nepal renounced all claims to territories lying west of the Kali river under Article V of the treaty. Treaty of Sugauli defined the current borders of Nepal and according to it Nepal's border with India in the east runs according to the flow of river Kali. While in 1817, Nepal made claim to the area and demanded the return of Tinkar, Chhangru, Nabhi and Kuthi villages, the first two were returned since they were east of Kali river. As for Nabhi and Kuthi, the then Governor-General of India had rejected Nepal's claim on it. Nepal has been claiming its right on Indian territories on the basis of Kuthi Yankti and Lipugadh streams which flow into river Kali. Indian sources said it is incompatible with the Treaty of Sugauli and the 1817 decision of Governor-General of India, elaborating that when it comes to the source of the Kali river, which is one of the causes of the current dispute was also settled during that judgement by the Governor-General. Sources explained that the current claim of the Nepali government is contrary to its own boundary treaty & protocols signed with China. India, Nepal boundary issue was discussed at Joint Working Group level in 1997 and 1998 and In 2014 Foreign Secretaries for both the countries were mandated to work on the issues of Kalapani and Narsahi-Sustaand with technical inputs from Boundary Working Group as and when required.

Nepal Parliament's special session began on Saturday to discuss a key Constitution amendment bill tabled by the government to revise the country's political map, laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India.

The House of Representatives opened the discussion on the amendment bill which will be put for voting after the deliberations are over, said spokesman at the Parliament Rojnath Pandey.

He said the House has been working to put the bill to vote on Saturday.

Endorsement of the bill is certain as the Opposition Nepali Congress and Janata Samajwadi Party-Nepal have vowed to back for the government bill to amend Schedule 3 of the constitution to update the national emblem by incorporating the new map, sources said.

The bill will be endorsed through a consensus, a senior minister told PTI.

Two-thirds majority of the 275-member Lower House is required to pass the bill.

Once the bill is passed by the Lower House, it will be sent to the National Assembly where it will undergo a similar process.

The NA will have to give lawmakers 72 hours to move amendments against the bill's provisions, if any.

After the National Assembly passes the bill, it will be submitted to the President for authentication, after which the bill will be incorporated in the Constitution.

On June 9, the Parliament unanimously endorsed a proposal to consider the bill to pave way for endorsing the new map.

The government on Wednesday formed a nine-member team of experts to collect historical facts and evidence related to the area.

Diplomats and experts, however, questioned the government's move, asking why the task force was formed when the map has already been released and approved by the Cabinet.

The ties between India and Nepal came under strain after Defence Minister Rajnath Singh inaugurated a 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

Nepal last month released the revised political and administrative map of the country laying claim over the strategically key areas. India has been maintaining that these three areas belonged to it.

India sternly asked Nepal not to resort to any "artificial enlargement" of territorial claims after Kathmandu released the new map.

Prime Minister K P Sharma Oli earlier this month said that his government will seek a solution to the Kalapani issue through diplomatic efforts and dialogue on the basis of historical facts and documents.

"We will get back the land occupied by India through holding a dialogue," Oli said while responding to questions in Parliament on Wednesday.&nbsp;
