A high-level Chinese delegation, led by a vice minister of the Chinese Communist Party, arrived in Kathmandu on Sunday to “take stock” of Nepal’s political situation

Chinese delegation arrives in Nepal amid constitutional crisis

Nepal is going through a period of political turmoil as the ruling party has split into two factions. The President has signed off on fresh elections in April next year which has proven out to be a stern test for Nepal's democracy. However, instead of letting Nepal figure out its own path, some countries are intent on creating trouble.

China has dispatched a four-member team to Kathmandu and their only goal is to keep the Nepal Communist Party intact. The team arrived in Nepal from Beijing on Sunday. Leading the delegation is Guo Yezhou, Vice Minister of the CCP's international department.

For Guo, Nepal is familiar territory. Back in 2018, he led a similar team to Kathmandu and the objective was to unite Nepal's two warring communist factions — Oli's marxist-leninist group and Dahal's maoist centre. That trip was a successful one as in May 2018 both factions joined hands and the Nepal Communist Party was formed.

Two years later, Guo is employing the same strategy. He is strutting the corridors of power in Kathmandu with seemingly limitless access.

On Sunday, the team met President Bidya Devi Bhandari and Prime Minister K.P. Sharma Oli. The PM's team called it a courtesy call, but it was actually a bargain that Oli rejected.

The Chinese delegation wanted Oli to reverse his decision to dissolve the parliament. In return, Beijing would keep the rival faction at bay. Oli remains PM and the party remains intact. Unfortunately, for the Chinese, Oli reportedly declined.

On Monday, Guo and his team met the rival faction. They pressed the former Nepal Prime Minister, Pushpa Kamal Dahal, to reunite the two sides.

China is wary of the upcoming elections. The communist vote will be split between the two factions and other parties could capitalise — parties that may not pursue a pro-China policy.

During their days of insurgency, China was among the biggest supporters. So today, it considers the NCP to be a natural ally bound by the thought of communism.

The people of Nepal do not reciprocate this feeling. Instead, they detest Chinese high-handedness and the protests are proof of it.

Geopolitically, Nepal is a crucial ally for China. So, a favourable government in Kathmandu would give Beijing the upper hand against India. A communist split, on the other hand, threatens this objective.

Chinese embassy in Kathmandu and Chinese foreign ministry are tight-lipped about Chinese delegation's visit to Kathmandu, said the media report in My Reporter.

Earlier this week, Chinese Ambassador to Nepal, Hou Yanqi, had communicated about the visit of Guo to Kathmandu during her meetings with senior NCP leaders of both the Prachanda- and Oli-led factions.

Vice Minister Guo is scheduled to hold meetings with the leaders of both factions.

Beijing appears concerned over the move of Oli to dissolve the House of Representatives and the evolving political situation that saw a vertical split in the NCP. Shortly after the dissolution of the House, the Chinese ambassador expedited her meetings with top political leadership in Nepal.

Hou has already held meetings with President Bhandari, senior NCP leaders Prachanda and Madhav Kumar Nepal, former House speakers Krishna Bahadur Mahara and Barsha Man Pun, among others.

WION Dispatch: Rival faction expels PM Oli after dissolution of parliament

Nepal’s Supreme Court began hearing petitions challenging Prime Minister KP Sharma Oli’s dissolution of the parliament on Wednesday.

Many have been asking for the resignation of Oli for his mishandling of COVID-19. "Hearing on 12 petitions against the dissolution of parliament has begun," said Bhadrakali Pokharel, who is a Supreme Court spokesman, as reported by Reuters.

Many lawyers believe that Oli had no legal grounds to declare dissolution of the parliament under the constitution.

Nepal: Hundreds protest again in support of monarchy

Nepal Prime Minister KP Sharma Oli on Sunday skipped meeting of Nepal Communist Party's standing committee. Although the reason of busy schedule and "high risk of COVID-19 infection" was given, Oli's absence is being viewed in relation to his worsening feud with Pushpa Kamal Dahal 'Prachanda'.

Oli and Prachanda both are co-chairmen of the party and both factions are currently at loggerheads. Oli has categorically refused to step down.

However, Oli faction is numerically weak in the 43-member standing committee.

As per reports, the standing committee was going to discuss corruption allegations against Oli levelled by the Prachanda camp in the meeting on Sunday. This may have resulted in renewed demands for Oli's resignation.

Participants of Saturday's massive rally chanted slogans in favour of the Hindu monarchy and demanded the reinstatement of constitutional monarchy in the Himalayan Nation which they claimed was for the sake of country`s national unity and well-being of the people.

"Today, participants are here without being driven by any impulsive feelings, as the movement led by youths has already set off. We can dream of our beautiful Nepal and this nation would obviously get back its monarch status of a Hindu-state. Until and unless we achieve our aim we would fight for it," Amir KC, one of the participants in the march who claimed to be leading over 250 youths from Lalitpur to the venue told ANI.

Saturday's demonstration comes as a series of similar protests were held in the past month for a constitutional monarchy.

On November 10, a group with banner "Nationalist Civic Society" staged a demonstration in Jamal of Kathmandu, demanding restoration of constitutional monarchy and announce Nepal a Hindu state. Two days later, a group named Nepal Scholar Council held a demonstration in Biratnagar with the same demands.

Again on November 19, another group under the banner "Independent Nationalist Citizens Far-West" demonstrated in Dhangadhi followed by a protest in Pokhara on November 25 under the banner "Western Nepali Citizens" and "Nepal Nationalist Group" in Janakpur of Nepal.

The trend of staging demonstrations in other parts of the country also continued to rise as a similar protest was held in Hetauda on 29 November under the banner "Restoration of Constitution Movement" and another protest on 30 November in Kathmandu itself.

Saturday's demonstration was held under banner of Rashtriya Nagarik Andolan Samiti 2077 (National Civic Movement Committee 2020).

Similar kind of protest was planned by Rastriya Prajatantra Party in Jhapa hometown of incumbent Prime Minister KP Sharma Oli in support of the monarch and monarchy.

Observers in Kathmandu claim movement to reinstate the monarch has arisen due to failed attempts of current political parties to cater to public interest.

"When democratic forces don't live up to expectations-- both ruling and opposition parties-- then it`s inevitable that some alternative force will try to take its place. That is how I see the revival of this protest," Biswas Baral, current affairs commentator in Kathmandu told ANI.

"Many people are unhappy with the working of the current government. It has been seen as a failure in controlling COVID-19, in controlling corruption and in implementing federalism. So, there is general disillusionment amongst people so this (protest) could be an expression of that," Baral said.

Protestors on Saturday displayed placards bearing a photo of Prithivi Narayan Shah, the founding father of modern Nepal along with national flags while they chanted slogans against the Federal Democratic Republican System that Nepal adopted in 2008 after the abolition of 240-year-old monarchy.

Nepal has transitioned into a federal democratic republic after the promulgation of a new constitution in 2015.

First General Election of 2017 held after promulgation charter gave a clear mandate to an alliance of the then CPN-UML and CPN (Maoist Center) incumbent NCP which is now in power.

Prime Minister KP Sharma Oli who since then has clung onto power with responsibilities to implement the constitution, strengthen federalism and good governance is now seen to be failing.

A pro-monarch march was held in the capital Kathmandu on Saturday where hundreds took to the streets with national flags to extend their support to a constitutional monarchy. Hundreds of monarch supporters took to the streets in a pre-organised and well-advertised rally on December 5 demanding the reinstatement of constitutional monarchy and declare Nepal a Hindu state. Watch | Participants of Saturday's massive rally chanted slogans in favour of the Hindu monarchy and demanded the reinstatement of constitutional monarchy in the Himalayan Nation which they claimed was for the sake of country`s national unity and well-being of the people. As India & Nepal fix bilateral ties, the Nepalese leadership snubbed the Chinese Defence Minister Wei Fenghei in Kathmandu. An embarrassed China called off Wei Fenghe's visit to Bangladesh & sent him to Rawalpindi. What for? Molly Gambhir has a report.

Gravitas: Chinese Defence Minister snubbed by Nepal

The inside story of the Chinese Defence minister 10-hour stay in Nepal and postponement/cancellation of Bangladesh visit. And salvation in Pakistan!

When the Chinese Defence Minister Wei Fenghe arrived in Nepal with around two dozen delegates, top Nepali sources say he had several things on his mind and plate but most of which could not be savoured!

China wanted to have a bilateral with the Nepal Defence minister who happens to be the PM KPS Oli. This was declined under the protocol.

What he eventually got was a courtesy call.

Next China proposed a meeting with Dy PM (the Defence minister before Oli took charge from him) Ishwor Pokharel, that too was declined.

Finally, Wei had to settle with the bilateral with the Nepali Army Chief PC Thapa. Under international protocols considered to be a step-down.

Sources confirm that the Chinese embassy in Nepal had planned a lunch in which all the former Foreign Ministers and Defence Ministers of Nepal were to be invited. But after reservation expressed by the Nepal government, this too was stalled.

There were no meetings granted with any political parties or top leaders as well. It is learnt that meetings were being organised with former PMs like Prachanda, Madhav Nepal and Jhalanath Khanal and two former Dy PMs Bamdev Gautam, Narayan Kazi Shreshtha. This too was shelved.

In the 10 hours stay what Wei eventually managed was two courtesy calls with the PM and President of Nepal and the bilateral with Army chief Thapa.

It is understood that China realising all this and pre-empting the cold shoulder that it was expected to receive and came out with a press statement on the eve of sudden Nepal visit which mentioned courtesy calls and meeting with Army chief.

Chinese defence minister 'snubbed' by Nepal and Bangladesh

Four women wearing protective gear lift the body of a coronavirus victim at the Pashupati crematorium in Nepal’s capital, Kathmandu, and hand it over to crematory workers — a scene unimaginable in the conservative country in recent years.

Women touching a dead body is still a cultural taboo in Nepal. But rights for women have improved since the majority-Hindu country emerged from a decade-long conflict in 2006 and abolished its centuries-old feudal monarchy two years later.

The women carrying corpses in Kathmandu, all soldiers, are being deployed for the first time as the nation of 30 million people tries to manage the bodies of COVID-19 victims amid the growing pandemic.

“I feel privileged and happy for being given a chance to do the work that was done only by the males so far,” said one of the women, a 25-year-old corporal named Rachana, who asked to be identified by just one name. “Society is changing ... I have not been to my family since I started my new duty, but my friends are happy. They thank me and say, ‘You have performed a difficult task carefully and maintained your personal safety. Thank you’. I feel happy.”

On their first day on the job last month, the four moved six bodies from a hospital to a crematorium.

Nepal Army spokesman Shantosh B. Poudyal said the 95,000-strong force was putting women soldiers in new roles, part of a programme to empower them.

“Women were deployed in combat duty, hospitals, ordnance, engineers and disasters before. This is the first time they are managing the bodies from hospitals and transporting them to the crematorium,” Poudyal told Reuters. “You can say it is breaking the borders … breaking the glass ceiling.”

The pandemic has killed 1,508 people in the country and infected 233,452 since the virus was first detected in January, according to official data.

On Monday, 29 people were reported dead from COVID-19, the highest number of daily fatalities since November 4, health ministry data showed.

Keeping count of infections and deaths is a challenge, as testing is limited, and experts say the real numbers could be far higher than the official data. A panel is looking into discrepancies, authorities say.

Health workers say the pandemic will only worsen as winter sets in and limited health infrastructure, including critical care beds, is stretched.

Outside the Pashupati cremation house, wailing relatives threw marigolds and vermillion powder over an iron fence onto a white shroud covering the body of a 58-year-old man.

Three other bodies, with tags bearing their names and ages pinned to the bags, laid on the ground next to a white hearse as crematory workers worked past the midnight.

“It is my duty to remove the dead bodies and I am proud of what I am doing,” said Krishna Kumari, another soldier in the group.

The 37-year-old sergeant added: “The work is physically demanding ... and we have proved that women are capable of doing difficult tasks during the pandemic.”

Nepal's female soldiers break taboos to tackle COVID crisis

A lot has been said about Chinese Defence Minister's visit to Nepal and his scheduled visit to Bangladesh, which has now been cancelled.

WION Fineprint: Chinese defence minister's Nepal visit turns sour for China

Nepal foreign minister Pradeep Kumar Gyawali will be visiting India in December, the first such high-level visit from the country to Delhi this year. The visit comes days after India's foreign secretary Harsh Shringla had visited Kathmandu. Shringla's visit was 3rd major visit from India, after the visit of Army Chief and Intelligence chief.

A release from the Indian mission during FS' visit said, "Foreign Secretary conveyed an invitation, from External Affairs Minister Dr S Jaishankar to Hon'ble Foreign Minister Pradeep Gyawali to visit India for the next Joint Commission Meeting."

The joint commission meeting, which alternates between the two countries, will take place in New Delhi this year. The Fifth Joint Commission Meeting was held in August 2019 in Kathmandu with External Affairs Minister S Jaishankar visiting the country.

India has been involved in a number of projects in the country and plans to operationalise Jayanagar-Kurtha cross-border rail line. Earlier, both countries inaugurated the Motihari–Amlekhgunj petroleum pipeline, the first cross-country pipeline in South Asia. The pipeline can carry two million metric tonnes of petroleum products into Nepal and so far has led to a saving of over 800 million Nepali rupees.

The visit comes, even as this year saw strained ties between New Delhi and Kathmandu, after Nepal Government led by PM KP Sharma Oli issued a new map of the country that showed Indian territories as Nepali territories. This had irked New Delhi, which called the development "unjustified cartographic assertion".

Chinese influence is also another issue, that New Delhi is closely watching. Chinese envoy in Nepal has been openly and unabashedly engaging in the crisis on the ruling Nepal Communist Party, something that has been under the scanner in the country itself.

Muslims in Nepal on Sunday organised a protest against atrocities on Uighur Muslims in the Xinjiang province of China.

The protesters raised voice against the demolition of thousands of mosques in Xinjiang and the treatment being meted out to them by the Chinese government.Muslims in Pokhara also joined the international community in expressing their views on the gruesome human rights violations against Uighur Muslims.

The Muslim Kalyankari Samaj held a protest in Pokhara highlighting the severe anxiety and anger among local Muslims against Uighur in China.

The community leaders said that they would keep raising their concern against atrocities on Uighurs in the future as well.Similar protests were held in Nepal a few days ago.

For the last six years, millions of East Turkistan people, mostly of Muslim faith, have been held in concentration camps, prisons, and slave labour camps.According to survivors` accounts, they are being tortured, killed for their organs, raped, sterilised and executed.

Classified documents known as the China Cables, accessed last year by the International Consortium of Investigative Journalists, threw light on how the Chinese government uses technology to control Uighur Muslims worldwide.

However, China regularly denies such mistreatment and says the camps provide vocational training. Chinese defense minister Wei Fenghe on Sunday began his one day visit to Kathmandu, the highest-level visit after the visit of Chinese President Xi Jinping. Wei, who came with around 20-member delegation was welcomed by the Nepali Home Minister Ram Bahadur Thapa on his arrival.

"My visit is aimed at enhancing mutual military assistance and strengthening the existing ties between the two countries. Ties between China and Nepal are strong and I am here to take this relationship to a new height. I am confident about having a result-oriented visit," he said on his arrival, according to local media present at the airport.

During his visit, he will call on President Bidya Devi Bhandari, Nepal PM KP Sharma Oli and Nepal Army Chief General Purna Chandra Thapa.

The visit is significant even as Chinese influence has been seen in Nepali politics. Chinese envoy to Nepal Hou Yanqi has been meeting with key stakeholder in ruling Nepal communist party, including PM KP Sharma Oli as the party faces a split. The ruling Nepal Communist Party (NCP) faces a division with PM Oli threatening to walk away from the alliance with Prachanda.

Day long visit of Chinese defence minister to Nepal begins

After a bitter border row that lasted for months. India and Nepal are working to get ties back on track. A flurry of high-level visits are set to take place in the coming months. Indian Foreign Secretary Harsh Vardhan Shringla is already in Kathmandu at the invitation of the Nepal government.

He landed at Tribhuvan International Airport on Thursday morning, and was received by his Nepalese counterpart Bharat Raj Paudyal. Shringla is expected to be there for 2 days.

This is his first visit to the Himalayan Republic after becoming the foreign secretary. He will be visiting sites of developmental projects being carried out by India in the backdrop of the 2015 earthquake that rocked Nepal.

He is also expected to deliver a lecture at the Asian Institute of Diplomacy & International Affairs in Kathmandu.

When asked about the importance of his visit the foreign secretary had this to say.

"We've a very strong relationship with nepal. Our endeavour will be to see how we can take the relationship forward. I would like to thank Government of Nepal, the foreign secretary for the warm hospitality extended to us. We have few very good meetings ahead of us, lets see how that goes"

India has had special military ties with Nepal for decades. Currently, there are 32,000 Nepalese Gurkha soldiers serving in the Indian Army.

In return New Delhi has been working to modernise Nepal Army by supplying equipment and providing training to soldiers.

In recent months the ties have been strained due to a boundary dispute. It began with Nepal asserting its claim over the Kalapani region in the Pithorgarh district.

Tensions escalated further when Nepal published a new map & a new national insignia. The Indian side suggested that Kathmandu did so under pressure from China.

A bitter war of words ensued bilateral ties were at their worst until a few months back.

Now New Delhi & Kathmandu have pressed the reset button. The visit by the Indian foreign secretary may go a long way in mending bilateral relations.

Meanwhile, India is also reaching out to its other neighbours in South Asia.

The Indian National Security Adviser Ajit Doval is expected to travel to Colombo. On November 27th.

Once there he will be holding trilateral discussions with the Maldivian Defence Minister Mariya Ahmed didi and the Lankan Defence Secretary Kamal Gunaratne.

Reports say, the talks will largely revolve around reviving trilateral maritime security dialogue.

The last such dialogue was held in New Delhi in 2014. It was suspended after India's relations with the Maldives got strained under the previous Abdulla Yameen regime.

This time, Seychelles, Mauritius and Bangladesh are expected to be present as observers during The dialogue.

From West Asia to South Asia, India is reaching out to its extended and immediate neighbours. The back-to-back visits could set the ball rolling for greater co-operation in the coming months.

We have few very good meetings ahead of us, lets see how that goes" India has had special military ties with Nepal for decades.
