Populism of&nbsp;late has acquired a bad meaning globally. Populism is being associated with majoritarian politics which does not respect the minority and treats smaller communities with disrespect.

It has also come to represent unitary, uniform and homogenous idea of a nation which does not accommodate ethnicities, regional languages and ideological aspirations of small communities.&nbsp;

Populism instead of being understood as a critique of the previous arrangement of power internationally is being demonised as a religion of illiterate people who believe in half-baked truths.

The attitude is self-defeating. It only creates a sense of disdain without any concerted effort to understand what propels communities merge small differences of culture, community, and language to achieve big goals.&nbsp;

The first thing which populism does is to break the politics of political correctness. The sham of what can and what cannot be addressed in public is broken in the public domain. In India, it related to matter of faith, worship, civil code, Article 370 and anxiety of being overrun by immigrants.

Populism in politics also reflects social disconnect with the system of power and not with individuals. A populist government coming to power does not reflect a mere change of power. It leads to change in the way people are governed and policies are made and implemented. It is for this reason Narendra Modi’s government is populist in nature and Vajpayee despite being a popular politician, did not lead a populist government. His government did not change the intellectual consensus on national issues. A populist government comes to power when people at large want change to be reflected not only through decisions but also through the process of decision-making.

It is for this reason, what is construed by many as singular, authoritarian or undemocratic is seen by people as decisive, strong and path-breaking. And thus, Prime Minister Narendra Modi has received unending support from people across India on the abrogation of Article 370. It has not just created a new normal in the Valley but also changed the way Indians approach the Kashmir issue permanently.

Populist governments can become reactionary but in a democratic system, they help channel deep anxieties and frustration felt by common men and women in the context of decision making. It is for this reason, populism has seeped into many countries in Europe. Populist politics is challenging limits of European integration which has been born as a consequence of the disastrous World War II. Indian populism is also challenging the political consensus born immediately after the partition.&nbsp;

The old power order is only trying it grasp fundamental shift in Indian political order through the prism of constitutional morality. Constitutions are a reflection of social morality. Laws are supposed to meet the requirements of the social order. The only thing permanent in the Constitution are human values. The values like liberty, fraternity and equality are eternal in nature. To see populism as a counterpoint to fundamental values is&nbsp;wrong. Populist politics, populist movements or popular participation have always changed the course of history or impacted the future of the existing power relations in a country. India is also undergoing similar changes. Indian populism is not anti-minority. It represents deep anxiety within the majority community which wants to express its cultural and religious history of the land in an unapologetic way.&nbsp;

Patriotism or nationalism is an important input in modern nation-state but nowhere it can exist in a vacuum. It is for this reason, the constitution begins with the word, India i.e.- Bharat. European and American populism may rest on anti-immigrant feeling but Indian populism rests on new political consensus emerging from a new middle class.

It is also a result of decades of social reformation within Hinduism which has worked to bridge caste cleavage for a desire to have a new pan-Indian Hindu identity. The old liberal politics was&nbsp;based on the division of Hindu society in different communities. It also conceived tribal and Dalit communities as different from caste Hindu communities. This imagination of Hindus as different communities is losing ground to reform movements that wanted a pan- Indian Hindu identity. To understand it as majoritarianism is an intellectual folly. Hinduism does not have a text and it has the ability to redefine itself. It has done so many times in the past. The changes today represent a fundamental shift in&nbsp;Indian society and reflect&nbsp;the consolidation of pan-Hindu opinion on NRC and Article 370.

It is not communal in nature. It is the acknowledgment of the fact that a pan-Hindu opinion can exist, which can be independent of caste and community values.&nbsp;

It is this shift that has provided major thrust for Indian populism which is also a result of many other factors like the desire for strong leadership and settling certain issues that have plagued India since independence.&nbsp;

This assertion should not be mistaken for aggression. Lawlessness should be mistaken for concerted effort. It is a reflection&nbsp;of a new consensus. The Opposition feels that economic woes may help to reverse the tide. This may not be enough as Congress too came back to power a number of times despite slow growth rates in the 50s and 60s.&nbsp;

Populist politics rest on hope and the desired future. It can also become impatient and sometimes violent to achieve the desired end.&nbsp;

To understand populism as an aberration is an intellectual disservice. Modi is a popular leader and his government is populist in nature. The Opposition can only counter it&nbsp;by creating an ideological narrative that is not divisive&nbsp;in nature or based on decisions that emanate from the Supreme Court.&nbsp;

The answer to populism cannot be restricted to arguments in the halls of universities. The answer to populism will need to come after understanding what made the people react the way they did and why.&nbsp;

It will require intense engagement with people on the ground which also includes faith, religion and culture in the discussion. In its absence,&nbsp;the current wave of populism will reign supreme, unless and until disturbed by grave external (war) or internal (economy) issues.

Understanding populism and Narendra Modi's 2019 mandate

“Don’t find fault, find a remedy”, said Henry Ford famously. This quote exemplifies the visionary, problem-solving leadership of Prime Minister Narendra Modi, who chose to bring in the biggest indirect tax reform in post-independent India by implementing the GST.

The Manmohan Singh government sat lazily on the Kelkar committee recommendations for almost 10 years. The obnoxious attempt by Modi baiters to compare GST execution in India, with say, Singapore, is futile.

Within a year of implementing GST, Singapore witnessed skyrocketing inflation at 8.4 per cent, whereas the average retail inflation in India has consistently been below 4 per cent in the post-GST era.

Post the path-breaking GST, 1,186 goods comprising 97.69 per cent of the 1,214 goods that are widely used and were earlier taxed at almost 28-31 per cent, are now taxed at just 18 per cent or even lower.

In the last 100 days of Modi’s second term, landmark steps were taken that showcased Modinomics at its best. The decision to cut Employees’ State Insurance Act (ESIC) contribution from 6.5 per cent to 4 per cent, which will benefit 3.6 crore employees and 12.85 lakh employers, the step to develop 17 iconic tourist sites as world-famous tourist spots were among them. 
 
Also, the decision to set up 75 new government medical colleges by 2021 to boost medical education, aim to give scholarships in next five years to 5 crore underprivileged students of which 50 per cent are girls, under the “Go Tribal” scheme, removing “angel tax” to boost start-ups, Rs 6,000 per annum income support, which will benefit over 5 crore small and marginal farmers under the PM Kisan Samman Nidhi Yojana having been the turning points. 
 
Other schemes include a monthly pension of Rs 3,000 to small traders and shopkeepers in the unorganised sector after they attain 60 years of age under the PM Shram Yogi MandhanYojana, reducing corporate tax rate to 25 per cent for MSMEs with a turnover up to Rs 400 crore, bill to repeal 58 archaic laws including outdated labour laws and more importantly, passing the Code on Wages Bill 2019, which will benefit over 500 million workers across the country.&nbsp;

Manmohanomics had abdicated all responsibilities to more than 70 GOMs and EGOMs that ruled by proxy as part of Sonia Gandhi’s kitchen cabinet between 2004-2014, compromising both the legitimacy and the credibility of the Prime Minister’s office.

In sharp contrast, good governance under Narendra Modi has taken a whole new dimension with 30 new bills being cleared in the just-concluded monsoon session of the Parliament.

India moving up by a good 65 places at rank 77 in the World Bank’s global Ease of Doing Business (EODB) rankings in the first four years of Modi’s first term is a case in point.&nbsp;

Apart from this, be it launching Rupay cards in Abu Dhabi and Bhutan or powering the India story at G20, G7, SCO, BRICS or more recently at the Eastern Economic Forum in Vladivostok, Modinomics has mastered the subtle art of marrying international diplomacy, soft power and economic linkages. Besides the world’s biggest healthcare scheme like Ayushman Bharat covering over 17,000 hospitals — which have till date benef Undoubtedly, if there is one scheme that has revolutionalised the lives of millions of women, it is the Pradhan Mantri Ujjwala Yojana (PMUY) with the number of beneficiaries touching the 8-crore mark recently.&nbsp;

The gas sector is an excellent example of Modi government’s governance motto of “Reform, Perform, Transform”. What a pity that despite ruling India for the better part of the last 70 plus years, neither the Congress, nor its family retainers did anything to strengthen the gas ecosystem or to reduce India’s dependence on traditional fuel sources. Realising the vulnerabilities of India’s fuel economy, the Modi government put in place various initiatives to empower India’s gas based-economy, including plans to set up 5,000 compressed bio-gas plants by 2022-23, to convert agri-waste into bio-CNG.

All these efforts will help fulfil India’s global commitment of reducing emission intensity by 33-35 per cent and producing minimum 40 per cent electricity from non-conventional sources by 2030.

By early 2019, the Modi government had achieved all of these — electrification of over 2.5 crore households under the Saubhagya Yojana; over 1.9 lakh km of roads built under the Pradhan Mantri Gram Sadak Yojana, vaccination of well over 3.28 crore people under the Indradhanush scheme, building 9.56 crore toilets under the Swachh Bharat Abhiyaan, commissioning of over 33 crore LED bulbs that saved over Rs 17,000 crore; making 5,36,724 villages Open Defecation Free (ODF); distribution of over Rs 5.37 lakh crore via DBT to the rural and urban poor; covering 5,441 schools under Atal Tinkering Labs; due recognition to 14,706 start-ups; 23.66 lakh registered users under the Swayam scheme; benefits to 2.38 crore pensioners under the Jeevan Pramaan scheme and 1.24 crore people under the Atal Pension Yojana; extending paid maternity leave from 12 weeks to 26 weeks for pregnant women.&nbsp;

It has also established over 13,000 Kaushal Vikas Kendras; disbursed over Rs 35,000 crore to Indian armed forces and veterans under the One Rank One Pension (OROP) scheme; extended accident insurance to over 13.98 crore people under Pradhan Mantri Suraksha BimaYojana (PMSBY), life cover to over 5.47 crore Indians under the Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and insurance to over 14.39 crore farmers under the Pradhan Mantri Fasal Bima Yojana ( PMFBY); distributed over 17.17 crore Soil Health Cards (SHCs); distributed over Rs. 1.69 lakh crore as subsidies via Aadhaar; over 1.35 crore farmers covered under e-NAM for better pricing of farm produce, set up of over 3.8 lakh Common Service Centres (CSCs), versus just 84,000 that existed in 2014. The government also opened over 36 crore Jan Dhan accounts, of which more than 50 per cent&nbsp;belong to women, to ensure universal financial inclusion. Modinomics is endearingly Glocal-Global in its approach without losing its local flavour and that is precisely what makes it so relevant in contemporary times.&nbsp;

People from different fraternity across the country came forward to extend their wishes to the prime minister.&nbsp;Many hailed&nbsp;him for his different achievements.

In a tweet on social media&nbsp;President Ram Nath Kovind said, "Best wishes and greetings to Prime Minister @narendramodi on his birthday.&nbsp;

The most fundamental of which is the priority our civilization attaches to education and science. Our partnership with ASEAN has historically developed through a shared quest for knowledge."

The maximum tenure of each fellowship is 5 years with Rs 31,000 stipend for the first two years and Rs 35,000 for the next three years. A research grant of Rs&nbsp;170,000 will be given for travel, books etc. The funding covers the entire cost of study and living expenses for up to 5 years of the PhD programme.

ASEAN envoys have lauded the initiative. Thai Envoy to India, Chutintorn Sam Gongsakdi speaking to WION said, "it's a great initiative and also very generous. It comes at the right time, I just came from Bangkok where we were talking about IIT campus in Thailand and next week I am going to Israel. So IITs fit very well in the modern context,&nbsp;adding, "India is one of the leading countries in technologies."

Launching a slew of development projects and schemes on Thursday in election-bound Jharkhand, <a href="https://www.wionews.com/india-news/terrorism-is-now-global-threat-has-deep-roots-in-pakistan-pm-modi-249021">Prime Minister Narendra Modi</a> on Thursday said the government will take more substantial steps in the coming days saying "picture abhi baaki hai" (more is to come).

"My government has launched a slew of development projects in the first 100 days. However, a lot still needs to be done. Picture abhi baaki hai," he said addressing a public meeting.

At the function, he launched the 'Pradhan Mantri Laghu Vyaparik Mandhan Yojana'&nbsp;and 'Swarojgar'&nbsp;pension schemes, inaugurated the new building of the Jharkhand Assembly and a multi-modal terminal at Sahibganj in the afternoon today.

"All-round development is not only our priority but also our commitment. Development is our promise and intention too. The country has never seen such rapid pace of development that it is witnessing now," he further stated.

The Prime Minister also announced that the Centre will soon inaugurate a major project for the uplift of tribal children and added that several Eklavya model residential schools will be set up across the country.

It should be noted that these schools will provide upper primary, secondary, and senior secondary level education to Scheduled Tribe students in tribal-dominated areas.

"Today for the development and education of tribal children and youth, we are starting a very big project. We are setting up 462 Eklavya model residential schools across the country," he said.

The Prime Minister also talked about the work undertaken by the government for improving the connectivity of the region, "Even in terms of connectivity, a lot of work is being done in Jharkhand. Now, the roads are being built in areas where people never walked during the night."

"Our government is working towards providing social security to each and every Indian," the Prime Minister added.

He promised to make India corruption-free and said that the guilty will be shown their place.

"A massive crackdown on corruption has begun. Those people who will try to loot the public will be shown their right places."

The pipeline from Motihari in Bihar to Amlekhganj in Nepal will transfer petroleum products such as diesel, LPG, aviation turbine fuel etc.

A release from the Indian Prime Minister's office said,"This India-Nepal energy cooperation project, the Motihari-Amlekhganj pipeline, is a symbol of our close bilateral relations."

Adding, "It will help to enhance the energy security of the region and substantially cut down on transit costs."

The idea of the pipeline was first proposed in 1996 and finalised in 2014 during PM Modi's Nepal visit. It was approved by Indian Oil at a total cost of Rs 324 crore in September 2015 but the work was delayed following the earthquake of 2015. The groundbreaking ceremony took place in April last year during PM Oli's India visit.

The pipeline will replace road transportation and ensure uninterrupted supplies. The pipeline is 68 km long with has a capacity of 2 million tonnes per annum. 32.7km of the pipeline is in Indian territory and 36.2 km in Nepal's territory.

There will be pumping facilities at Motihari and Amlekhganj terminal is revamped and has storage, receiving facilities and fire fighting facilities.

Prime Minister Narendra Modi, known for keeping a brisk pace of work, on Saturday delivered a speech at the ISRO Space Centre in the morning and addressed gatherings at Mumbai and Aurangabad, all within a gap of eight hours.

His address to the nation from ISRO control centre came after he had early Saturday witnessed the descent of Vikram module of Chandrayaan II mission which lost communication with ground stations at an altitude of 2.1 metres from the moon.&nbsp;

Modi returned to Delhi early on Friday after a three-day visit to Russia which was packed with engagements. He had a summit meeting with Russian President Vladimir Putin and took part in Eastern Economic Forum meeting in Vladivostok. He also had bilateral meetings with leaders of Japan, Malaysia, and Mongolia on the sidelines of the forum meeting.&nbsp;

He flew to Bengaluru on Friday evening to witness the descent of Chandrayan-2 mission. After his morning speech at ISRO control centre, Prime Minister reached Mumbai to lay the foundation stone of metro lines and launch other projects.&nbsp;

He later addressed a `mahila sammelan` in Aurangabad. BJP leaders say the Prime Minister has not had a single day of rest in the past over five years.&nbsp;

"It`s so simple. He lands Delhi at 4 am after 5000km journey, had a busy schedule whole day, including a video address, reached Bangalore, remained awake till 3 am, again reached ISRO at 8 am and left for Mumbai and Aurangabad to push his development agenda," party leader Vijay Chauthaiwale tweeted.

Sources also said that Modi never thought for a moment to avoid personally witnessing ISRO`s plan to soft-land Chandrayaan-2`s Vikram module on the lunar surface even though the success rate of soft landing missions is less than 40 per cent.

"The fact that the Prime Minister should avoid Bengaluru because the moon landing might not have been a complete success was not a consideration even for a moment," sources said on Saturday.

PM Modi watched the proceedings early Saturday as the lander began its descent towards the moon. The descent was perfect till an altitude of 2.1 km when communication from lander `Vikram` was lost to ground stations.

In his address to the nation from ISRO Control Centre on Saturday morning, Modi lauded their efforts towards Chandrayaan 2, India`s second moon mission and its first attempt at soft-landing on the surface of the moon.&nbsp;

Answering a query about the discussion on Kashmir during the meeting between Modi and US President Donald Trump, Gokhale said: "You have heard publicly what Prime Minister and President Trump have said."

Asked about their conversation last night with Trump, he said Prime Minister Modi has made India's position clear and "there was no further discussion at this (Monday's) meeting."

Answering another query, he said there was also no discussion on Kashmir issue in Prime Minister's meetings with Trump and UK Prime Minister Borris Johnson.

The Indian government had earlier this month repealed Article 370, which gave special powers to Jammu and Kashmir and also reorganised Jammu and Kashmir into two union territories.

During his three-nation visit, Modi also visited the UAE and Bahrain apart from France.

"We go back with a sense of satisfaction both at the multilateral aspect of the visit and the bilateral aspects," he said.

With a host of other historians, biographers, musicians, intellectuals, and artists—local, Indian, and international, I am an invited speaker at the 10th anniversary edition of Mountain Echoes, ‘The Bhutan festival of arts, literature and culture’. The inaugural session has just concluded with a moving tribute to the recently deceased father of Her Majesty the Royal Queen Mother, Ashi Dorji Wangmo Wangchuk.&nbsp;

The Queen Mother is not only the patron but also one of the founders of the festival. In fact, the festival was conceived in her drawing room in a conversation with curator Namita Gokhale and our then ambassador Pavan Varma, author, senior JD (U) leader, and former MP. In subsequent years, Mita Kapur, Pramod Kumar and their Bhutanese partners have taken the festival forward, with support from the Jaypee group. Ten years ago, I could not make it to the festival opening, so I am especially happy to be here for its 10th anniversary.

In a way, the over-riding theme of Mountain Echoes, which is to share stories and create memories, also sums up its importance. Even those who considered Bhutan as little more than an attractive tourist destination suddenly became aware of its strategic significance after the Doklam crisis. The tiny mountain kingdom, with a population of less than a million, is of immense value to India as a long-standing friend and partner. The Indo-Bhutan friendship treaties of 1949 and 2007 only reinforced this well-known geopolitical and historic fact. Indeed, the Indian embassy in Bhutan, with its 74-acre campus, is the largest anywhere in the world. No wonder the current ambassador, Ruchira Kambhoj, is fully backing the festival.

India also plays a crucial role in the economic, technological and industrial development of Bhutan. With a peaceable, law-abiding, and contented population, Bhutan is considered a modern Shangri-La. Indeed, it prides itself on its very high Gross National Happiness (GNH) index. The phrase itself was the coinage of the former king, His Highness Jigme Singye Wangchuck. In an interview with a Financial Times correspondent at Mumbai airport in 1972, he famously quipped, “Gross National Happiness is more important than Gross National Product.” This idea is now recognised by the UN and has worldwide acceptance. Indeed Bhutan, which has practically no crime or corruption, is a rather special place in today’s ugly, aggressive, and stressful times. It is perfectly safe for locals and tourists alike, in addition to being relatively unspoilt.&nbsp; 
&nbsp; 
Mountain Echoes, organised by the India-Bhutan Foundation in association with Siyahi, is a valuable avenue of strengthening and cementing people-to-people ties between our two countries. As the Queen Mother said, sharing each other’s stories of happiness and sorrow can create more lasting bonds than merely diplomatic relations between two nations. I was personally very moved by her reminiscences of her father, a self-made, frugal, hardworking, highly disciplined and compassionate man who presented an inspiring model to his many children, grandchildren, and great-grandchildren.&nbsp; 
&nbsp; 
The house of Wangchuk to which the monarchy belongs was founded in 1907. The 39-year-old His Highness Jigme Khesar Namgyel Wangchuk is the current monarch, his father having abdicated in his favour in 2006. From wielding absolute authority, the Wangchuks have gradually favoured devolution of powers to democratic and elected institutions. Like Hindus, Buddhists also share the idea of the Dharma-Raja, the righteous ruler who selflessly serves the people and upholds Dharma. That is why Prime Minister Narendra Modi, although an elected leader and not monarch, is immensely popular in Bhutan as his recent visit shows. The people here consider him a righteous and selfless ruler.&nbsp; 
&nbsp; 
It would be in the fitness of things if we reciprocate Indo-Bhutanese friendship by hosting an Indian version of Mountain Echoes. It would also serve to highlight and celebrate our own myriad mountain cultures. Hill cultures of the Himalayas share over a millennium of Hindu-Buddhist Dharmic commonalities. Living in Himachal Pradesh as I do, I was struck by the similarities of the traditions and cultural practices, including language, food, music, dance, and religion, all the way from Ladakh to Bhutan nearly 3,000 kms away.&nbsp; 
&nbsp; 
There is a glorious cultural arc of Mahayana Buddhism that unites us. It passes through and includes Lahaul, Spiti, Dharamshala, Nalanda, Darjeeling, Gangtok, Tawang, going all the way to Lhasa, Tibet, and beyond to Mongolia. These precious cultural and civilisational ties have served us well both in times of adversity and prosperity. We need to preserve, protect, and enhance them for the coming generations too. “Mountain Echoes” offers an excellent platform for doing so. The organisers and curators, both Indian and Bhutanese, deserve our congratulations and felicitations on their successful 10th anniversary.

I was personally very moved by her reminiscences of her father, a self-made, frugal, hardworking, highly disciplined and compassionate man who presented an inspiring model to his many children, grandchildren, and great-grandchildren. The house of Wangchuk to which the monarchy belongs was founded in 1907. The 39-year-old His Highness Jigme Khesar Namgyel Wangchuk is the current monarch, his father having abdicated in his favour in 2006. From wielding absolute authority, the Wangchuks have gradually favoured devolution of powers to democratic and elected institutions. Like Hindus, Buddhists also share the idea of the Dharma-Raja, the righteous ruler who selflessly serves the people and upholds Dharma. That is why Prime Minister Narendra Modi, although an elected leader and not monarch, is immensely popular in Bhutan as his recent visit shows. The people here consider him a righteous and selfless ruler. It would be in the fitness of things if we reciprocate Indo-Bhutanese friendship by hosting an Indian version of Mountain Echoes. It would also serve to highlight and celebrate our own myriad mountain cultures. Hill cultures of the Himalayas share over a millennium of Hindu-Buddhist Dharmic commonalities. Living in Himachal Pradesh as I do, I was struck by the similarities of the traditions and cultural practices, including language, food, music, dance, and religion, all the way from Ladakh to Bhutan nearly 3,000 kms away. There is a glorious cultural arc of Mahayana Buddhism that unites us. It passes through and includes Lahaul, Spiti, Dharamshala, Nalanda, Darjeeling, Gangtok, Tawang, going all the way to Lhasa, Tibet, and beyond to Mongolia. These precious cultural and civilisational ties have served us well both in times of adversity and prosperity. We need to preserve, protect, and enhance them for the coming generations too. “Mountain Echoes” offers an excellent platform for doing so. A statement from White House Deputy press secretary Hogan Gidley said, "The President conveyed the importance of India and Pakistan reducing tensions through bilateral dialogue regarding the situation in Jammu and Kashmir."&nbsp;

The development comes after the&nbsp;Indian Envoy to the United States, Harsh Shringla in an interview to a private US channel said, "President Trump has made it very clear that his offer to mediate on Jammu and Kashmir is dependent on both India and Pakistan accepting it."

Harsh Shringla further added, "Since India has not accepted the offer of mediation, he has made it clear that this is not on the table anymore."

Last month, Trump, while sitting next to Imran Khan in White House said Prime Minister Narendra Modi had called for mediation on Kashmir during Trump-Modi bilateral on the sidelines of Osaka G20 summit and he is willing to mediate. He again reiterated the offer in early August.

This was dismissed by the Indian side with Minister of External Affairs Minister S Jaishankar saying all bilateral issues between India and Pakistan are governed by Shimla and Lahore agreements under which no third party mediation will be allowed.&nbsp;

The visit scheduled from August 17 to 18 will be the second visit of PM Modi to the South Asian country. Bhutan was PM's first foreign destination after assuming office in 2014. The Prime Minister is expected to leave by 10 am on Saturday. The itinerary of the prime minister's official tour includes a visit to Simtokha Dzong, a monastery built by Ngawang Namgyal who unified Bhutan. He will then receive audiences with Bhutanese King Jigme Khesar Namgyel Wangchuck, the fourth King of Bhutan Jigme Singye Wangchuck and hold talks with Prime Minister of Bhutan, Dr. Lotay Tshering. The PM will meet all members of the Bhutanese Parliament, deliver a major address at the Royal University of Bhutan and will also visit the national monument. Foreign Secretary Vijay Gokhale said, "PM is looking forward to his visit to Bhutan. He has a very strong personal relationship with both majesties the king, his majesty the fourth king as well as the Prime Minister Dr Lotay who also graced the swearing-in the ceremony of PM in May. We are confident as a result of this visit our unique relationship with Bhutan will be further strengthened. " Asked about Thimpu's view on India abrogating article 370, Foreign Secretary said, "Bhutan has shown understanding that this is a matter of India's internal affairs" Focus on space, hydroelectric, Rupay card Prime minister during his visit will inaugurate Mangdechhu hydropower, a ground station build by ISRO at the cost of Rs 7 crore in Thimpu which will help Bhutan use the transponder in the south Asian satellite and roll out RuPay card. The ground station will help in disaster management and communication service by Bhutan broadcasting service. Built-in the Trongsa Dzongkhag district, 720MW Mangdechhu hydroelectric plant is the fourth power project which is in joint commission with Bhutan. It has four units, three of which have already been commissioned. Foreign Secretary Vijay Gokhale called it the most effective hydro project in South Asia. It is on 70 per cent loan and 30 per cent grant and New Delhi will also sign the Mangdechhu power purchase agreement. It will also start discussions on Sankosh multipurpose hydroelectric project which will generate 250 MW electricity. Bhutan exports three fourth of power generated, which is surplus, to India and uses rest for domestic consumption. Bhutan will be the second country to roll out RuPay card. The card will be rolled out in two phases, the first phase by Indian banks and the second by Bhutanese banks. The trials happened in March. China: Dragon in the room This will be the first visit by PM Modi to Bhutan after the Doklam crisis of 2017. The crisis saw a two-month-long standoff between Indian and Chinese army in Bhutanese territory of Doklam which is claimed by Beijing but is part of Bhutan "We will review defence and security and that includes situation along the India-Bhutan boundary," Foreign Secretary said. Asked if China plans to open a representative office, Gohakle said, "We enjoy a relation with Bhutan in which neither side will surprise each other. We are confident that we will be taken into confidence in anything that the royal government of Bhutan does. The MEA in its release, talking about the ties between the two countries said, "India and Bhutan share a special and time-tested partnership" which are "anchored in mutual understanding and respect and reinforced by a shared cultural heritage and strong people to people links." New Bhutanese Prime Minister Lyonchhen (Dr.) Lotay Tshering was on a state visit to India in December 2018. India during that incoming visit announced Rs 5000 crore for Bhutan's twefth five-year plan and the first tranche has already been given. Earlier this year, External Affairs Minister S. Jaishankar visited the South Asian nation, his first visit abroad after taking charge. During PM's visit to Bhutan in 2014, he addressed the Joint Session of Bhutanese Parliament, laid the foundation stone of the 600 MW Kholongchhu Hydropower Project and inaugurated the Supreme Court building which was constructed with the assistance of the Government of India.

"This is going to make the forces even more strong," added.
