The United States is finally yielding to requests to share Covid-19 jabs with allies, and is set to send roughly 4 million doses of AstraZeneca’s vaccine that it is not using to Mexico and Canada in loan deals with the two countries.

Mexico will receive 2.5 million doses of the vaccine and Canada is to receive 1.5 million doses, White House spokeswoman Jen Psaki said.

The Biden administration has come under pressure from countries around the world to share vaccines, particularly its stock of AstraZeneca’s vaccine, which is authorised for use elsewhere but not yet in the United States.

AstraZeneca has millions of doses made in a US facility, and has said that it would have 30 million shots ready at the beginning of April.

The deal to share the vaccine does not affect President Joe Biden’s plans to have vaccine available for all adults in the United States by the end of May, a senior administration official said.

Psaki said the United States had access to 7 million releasable doses of the AstraZeneca vaccine but had no plans to share them with any countries at this time other than Canada and Mexico.

Mexico’s government said on Thursday it would restrict movement on its southern border with Guatemala amid rising apprehensions of migrants trying to enter the United States, many of them unaccompanied minors.

Reports of blood disorders have prompted more than a dozen nations to suspend use of AstraZeneca’s vaccine, but the European Union’s drug watchdog said on Thursday that after an investigation, it was still convinced the benefits of that vaccine outweighed the risks.

Biden had earlier said if the United States has a surplus of vaccine, it would share it with the rest of the world. The White House has focussed on vaccinating people in the United States, which has seen more than 530,000 people die from the virus, the most of any country.

Biden said on Thursday that his goal of having 100 million vaccine shots administered in the United States during his first 100 days in office would be met early, on Friday. Biden took office on January 20.

The country is getting prepared to roll out the AstraZeneca vaccine domestically if it gets authorisation from the US Food and Drug Administration, the White House said.

The bill was previously passed by the Senate in November, but it will have to be voted on again following changes made in the lower chamber.

Mexico to legalise Marijuana use soon

Mexico's lower house of Congress has voted Wednesday in favour of legalising recreational marijuana use.

A landmark Supreme Court ruling in 2015 opened the door to the recreational use of marijuana in Mexico. But it is still illegal to carry more than five grams (0.18 ounces). The amount would increase to 28 grams under the proposed law.

Up to eight plants would be allowed to be grown at home for personal consumption.

The lower house of Congress, the Chamber of Deputies, Wednesday approved the bill by 316 votes to 129. The law would make Mexico, home to 126 million people, one of just a few countries, including Uruguay and Canada, to legalize cannabis for recreational use.

The legislation, which still needs final approval by the upper house, is partly aimed at curbing drug-related violence that claims thousands of lives each year in the Latin American nation.

"In theory, it will create the largest legal market in the world due to Mexico's production capacity," the director of Mexico United Against Crime, a non-governmental organisation said.

The legislation was already approved by the upper house, the Senate, in November, but it will be sent back for another vote following changes by the lower chamber.

The opposition Institutional Revolutionary Party (PRI) and conservative National Action Party (PAN) voted against the bill. But they are outnumbered by President Andres Manuel Lopez Obrador's Morena party and its allies in both chambers, and the legislation looks almost certain to be approved.

Women across Mexico took to the streets on International Women's Day to protest the crisis of violence they face on a daily basis. Gender violence in Mexico has become a major issue in recent years.

Mexico: Protests against violence towards women on International Women's Day

The names of women victimised by violence were painted on metal barriers hastily erected around Mexico's national palace late on Saturday, ahead of a major women's march as activists turned the fencing into a makeshift billboard for their movement.

Near the front of the colonial-era building that serves as the president's offices, activists wrote: "Victims of Femicide" in huge letters across the top of the barriers, with the names of many women scrawled underneath.

A day earlier, President Andres Manuel Lopez Obrador described the barrier as a needed tool to avoid provocation and protect the historic building from vandalism ahead of Monday's planned march on International Women's Day.

On Sunday, the leftist leader insisted that he had always believed in equality in a video he posted on social media, in which he also lashed out at those he described as conservative critics, who aim to attack his government.

"I'm not a male chauvinist. I'm in favour of the rights of women," he said, pledging never to repress the free assembly of protesters.

Similar metallic barriers were erected around the nearby orange-domed Fine Arts Palace, including its towering bronze sculptures, as city officials announced plans to deploy police downtown to protect marchers as well as the monuments, including some 2,000 female police officers.

"Our struggle has names," Marisol Clava, an academic, wrote in a post on Twitter, along with photos of the names written on the national palace barriers.

Last year, at least 939 women were victims of femicide, the term used for homicides that deliberately target women, according to government data.

In February, dozens of women in Mexico deliberately bled for their missing children as a mark of protest. They have been camping for weeks outside the Interior Ministry in Mexico City to demand justice for the disappearances and murders of their children.

In the country wracked by drug-related violence and cartel revenge killings, around 80,000 persons have disappeared in the past 15 years. For these protesting mothers and thousands of other relatives, it's an ordeal to trace their loved ones. It has emerged that many of the bodies have been lying in government morgues for over a decade, while thousands have been buried in public graves.

"More than 28,000 of them had been cremated or buried in public cemeteries. Another 2,589 had been donated to medical schools. Most of the rest were still in morgues or could not be located," it said.

This has now become a “humanitarian crisis and forensic emergency,” Mexico’s top human rights official, Alejandro Encinas, had said recently.

An expert team was formed in 2019 to identify the bodies and bone fragments, but their efforts were hampered by the forensic hurdles and the COVID-19 pandemic.

“Few cemeteries — almost none — have a good registry of the location and quantity of people who are buried there,” The LA Times quoted Roxana Enríquez Farias, a founder of the Mexican Forensic Anthropology Team, as saying.

Decomposing corpses are frequently stacked one on top of another, sometimes only in plastic bags, and the mixing of genetic materials makes it difficult to obtain useful samples, the report said.

In many cases, records of the disappeared consist of nothing more than names and ages, without family DNA samples or other clues that could help match them to remains. When the state of Tamaulipas exhumed 265 cadavers and various boxes of bones from a public cemetery in 2018, officials were able to identify only about 30 people, according to the report.

Speaking at an event in Zacatecas, Lopez Obrador said that migration — of Mexicans to the US — would be one of the key points of his discussion with President Biden.

Reminiscing about the World War II days, he recalled that the US and Mexico had reached their so-called Bracero agreement under which Mexicans travelled legally to America to fill the vacancies in the US which were left empty due to soldiers travelling abroad to fight.

Lopez Obrador feels the situation is not very different now, and added "without Mexican labor, how can the United States be sure of increased production?"

This has come after Biden, upon his arrival in the White House, cancelled the controversial migration program and has been allowing small groups of migrants to enter the country under the asylum requests.

The former teenager beauty queen and wife of infamous drug lord, Joaquin "El Chapo" Guzman, has been arrested by the US authorities on Monday at an airport outside of Washington.

Emma Coronel Aispuro, 31-year-old, faces the charge of conspiracy to traffic cocaine, methamphetamine, heroin and marijuana into the US, the Justice Department said.

Arrested at Dulles International Airport, Coronel also faces allegations of planning two prison escapes from Mexico jail for El Chapo — of which one was successful in 2015.

El Chapo was the leader of the Sinaloa Cartel — one of the most notorious Mexican drug trafficking gang. He ran an operation through which he delivered hundreds of tons of narcotics into the US through the illegal border crossing. He has also been accused of being the mastermind behind several assassination plans of people who crossed him during his time as the leader of the gang.

He was, later in 2017, extradited to the US where he stood trial and was sentenced to life in prison two years later.

His wife has been accused of taking part and assisting in the cartel activities and has been the mastermind of two prison break plans.

Coronel, who holds dual citizenship of US and Mexico, appeared in court nearly every day during the three-month-long trial of her husband in New York, even though she had been barred from all contact from him for nearly two years of his pre-trial detention.

She, too, was unofficially accused of being involved in the cartel activities but was not held under suspicion ever.

"I can only say that I have nothing to be ashamed of. I am not perfect, but I consider myself a good human being who has never hurt anyone intentionally," she had said at the end of the trial.

As per her US lawyer, Jeffrey Lichtman, Coronel will be pleading 'not guilty', as reported by news agency AFP.

The pandemic has left its mark on churches in Mexico and Colombia, with a no touching rule in place on Ash Wednesday (February 17). In pre-pandemic times priests would apply ash to the foreheads of faithful in the sign of a cross, on a day that marks the first day of Lent, a 40-day period of prayer and fasting for faithful.

A domestic worker was left wracked with guilt after she infected five members of the family that employed her.

She caught the virus while visiting her sick father over the New Year holidays.

"I know it wasn't intentional, that sometimes you don't even know how you get it, but yes, it made me mad. I talked about Covid a lot with her," said her employer, 36-year-old lawyer Penelope Gutierrez.

"I paid her extra not to use public transport. I told her if she or any of her relatives felt ill not to come and I would keep paying her," said Gutierrez, who was hospitalized with her mother for a week.

Another family is still asking itself whether it did the right thing taking a relative to an overcrowded public hospital where she spent a month intubated until her heart gave up.

"It was made worse by a hospital infection. My brother wonders, 'What if she had gone to her usual doctor?'" said a family member.

Talking about the loss with friends, family or a therapist helps to ease the sense of guilt, Caregnato said.

"It's an outlet," she said. "It allows us to connect with the emotions and the actions that have been taken. And in therapy, by asking them questions, the idea is that the person can find answers."

Mexico receives AstraZeneca doses from India

Asylum seekers forced to remain in Mexico while their cases are being resolved in the United States will begin to be admitted into the US as of next week, President Joe Biden's administration announced Friday.

Biden instructed the Department of Homeland Security (DHS) earlier this month to take action to end the controversial "Remain in Mexico" program put in place by his predecessor Donald Trump.

It saw tens of thousands of non-Mexican asylum seekers -- mostly from Central America -- sent back over the border pending the outcome of their asylum applications, creating a humanitarian crisis in the area, exacerbated by the Covid-19 pandemic.

"Beginning on February 19, the Department of Homeland Security (DHS) will begin phase one of a program to restore safe and orderly processing at the southwest border," the agency announced in a statement.

It said there are approximately 25,000 active cases still. Candidates will be tested first for the coronavirus, a senior DHS official who asked not to be identified told reporters.

At least 70,000 people were returned to Mexico under the agreement from January 2019, when the program began to be implemented, through December 2020, according to the NGO American Immigration Council.

US authorities emphasized that they are working closely with the Mexican government and with international organizations and NGOs at the border.

DHS chief Alejandro Mayorkas, who is the first Latino and the first immigrant to head the department, stressed that Washington is committed to "rebuilding a safe, orderly and humane immigration system."

"This latest action is another step in our commitment to reform immigration policies that do not align with our nation's values," Mayorkas said in a statement.

The program was part of Trump's hardline plan to fight illegal immigration, one of the hallmarks of his administration and which included efforts to build a border wall and the policy which separated children from thousands of migrant families.

After Biden took office on January 20, his administration announced that it would reverse the most controversial measures and created a task force to reunite families that remain separated, a policy his administration has termed a "national shame."

On the day Biden was inaugurated, the DHS announced the suspension of new registrations in the "Remain in Mexico" program and asked all those enrolled to stay where they are while waiting to be informed about their cases.

Washington said Friday that those waiting "should not approach the border until instructed to do so."

India's covid vaccine supplies on Wednesday reached the Caribbean with Barbados getting one lakh doses of it and Dominica getting 70,000. The leadership of the country was quick to appreciate India's gesture.

Prime Minister of Dominica Roosevelt Skerrit expressed his "heartfelt thanks and appreciation" to "PM Modi, his govt and citizens of India" for sending covid vaccine supplies. He said, "I must confess I did not imagine that the prayers of my country would have been answered so swiftly. Being the leader of a small Caribbean Island with a population of 72,000 people I did not fancy my chances of getting such a swift and positive response to my request from India's PM Narendra Modi."

Elaborating, "One would have thought and understood that in a global pandemic such as this, a nation's size and might would have been the primary consideration, but it is to the credit of PM Modi, that our request was considered on merit and the equality of our people was recognized."

Barbados's PM Mia Amor Mottley tweeted, "India's gift of 100,000 COVID-19 vaccines arrived Barbados earlier today. This was a very special moment for all Barbadians and I want to thank Prime Minister Modi for his quick, decisive, and magnanimous action in allowing us to be the beneficiary of these vaccines."

Meanwhile, Nicaragua and Mexico in the same region will also soon get India-made vaccines. Indian envoy to Mexico Manpreet Vohra announced, "To assist Mexico's fight against the covid pandemic, I am delighted to confirm that 500,000 Made-in-India vaccines are scheduled to reach here on Sunday"

Expectedly more consignments will be sent from India. While Sunday's amount is the first such consignment, a much larger amount will be shipped to Mexico in March. In total, 2 million doses of vaccine will be going from India to Mexico.

Speaking to WION on the development, Mexican envoy Federico Salas said, "We are very pleased to work with India to address this very important issue to fight the COVID-19 pandemic."

India has so far sent vaccine supplies to around 20 countries, both as gifts and commercially. These are Bhutan, Maldives, Bangladesh, Nepal, Myanmar, Mauritius, Seychelles, Sri Lanka, the UAE, Brazil, Morocco, Bahrain, Oman, Egypt, Algeria, Kuwait, South Africa, Afghanistan, Dominica, Barbados. In the coming weeks, India made vaccines are scheduled to reach Pacific Island States, Mongolia, etc.

60% of global vaccines are produced by India, and apart from COVID vaccines, India is the largest supplier of DPT, BCG and measles vaccines. The world health organization sources 70% of its vaccine needs from India. Last year, amid the pandemic New Delhi sent assistance in the form of medicines and medical equipment to over 150 countries, including grants-in-aid valued at around Rupees 80 crore to 82 countries.

A Mexican law has stopped the United States from rapidly turning away migrant families at one of the busiest sections of the southwestern border, forcing agents to resume releasing families into the country, according to three Biden administration officials.

The Trump administration began turning back migrants entering the United States in March, citing the threat of the coronavirus, and the emergency rule effectively sealed the border from asylum-seekers. But because of a law Mexico passed in November that prohibits the detention of immigrant children and families, the country has stopped accepting such families from South Texas, an area typically susceptible to illegal crossings, officials said.

The recent shift has alarmed officials at the Department of Homeland Security and presents an immediate challenge to the Biden administration. Homeland security officials have said the emergency rule was necessary to prevent the coronavirus from spreading in detention facilities along the border, even as it prevented vulnerable families from having their asylum claims heard. An increasing number of families have been held in recent weeks in such facilities in the Rio Grande Valley, as well as in Del Rio, Texas, officials said.

Stephanie Malin, a spokeswoman for Customs and Border Protection, said because of pandemic precautions and social distancing guidelines, some facilities had reached full “safe holding capacity.”

“CBP takes very seriously the safety and well-being of its workforce and those they encounter, and we are taking even more precautions due to COVID-19,” Malin said. “As they always have, the number of individuals crossing the border continues to fluctuate, and we continue to adapt accordingly.” She said the agency was working with organizations in the community when releasing migrants into the public.

The United States has sent more than 390,000 migrants back to Mexico or their home countries since March. The rule lowered the number of migrants detained on the U.S. side of the border, but it also sent Central American families scrambling at times when they learned that their children had been delivered to Mexico, a violation of international agreements. And while the policy was a crucial piece of the Trump administration’s attempts to close the border to migrants, the rule also had the unintended effect of giving migrants more chances to enter illegally.

Customs and Border Protection recorded more than 73,000 crossings in December, an increase from the more than 40,000 in July. Agents detained more than 40,000 migrants in December 2019.

The Mexican law, which took effect in January, does not apply to the entire border, officials said. U.S. border agents are still turning back single adults and, in places like Arizona, families, as well, officials said. It is unclear how the law will affect other parts of the border.

A spokesman for the Foreign Ministry in Mexico declined to comment on whether it had stopped accepting migrant families, saying only that the United States continued to have the pandemic emergency rule in place.

But the Biden administration has been unable to return migrant families to Reynosa, Mexico, a change that was first reported by The Washington Post. The shift has elicited concern at Customs and Border Protection of a potential rise of crossings by families to the neighboring Rio Grande Valley. Border crossings in recent years have been fueled mostly by Central American families fleeing persecution, violence and poverty.

The Department of Homeland Security is building a tent facility in Donna, Texas, to house migrants, but an administration official said that was unrelated to the law in Mexico. Customs and Border Protection said in November it would shut the main detention facility in McAllen for renovations.

President Joe Biden campaigned on restoring asylum at the southwestern border and signed an executive order this week directing the administration to review rolling back President Donald Trump’s restrictionist policies.

The new administration has not detailed publicly when the pandemic emergency rule will be lifted. After a federal judge in the District of Columbia lifted a block on the rule, which prevented the United States from turning away unaccompanied migrant children, the White House said it would use its discretion in deciding when to apply the policy.

Biden said in December that his administration would take a cautious approach to reversing Trump-era policies to avoid a surge at the border.

His immigration plan involved relying more on programs that track migrants after they are released into the United States to ensure they show up for immigration court and less on detaining them.

Mexico, for its part, drew praise for enacting restrictions on whom it detained.

“Mexico is making a decisive step to end immigration detention for children, and we are encouraged by this promising development,” said Gillian Triggs, the assistant high commissioner for the U.N. High Commissioner for Refugees.

While top officials in the Trump administration argued its emergency rule was only an attempt to prevent the spread of the coronavirus, Trump’s White House tried to use the policy to further his goals of curtailing illegal immigration.

Mexican President Andres Manuel Lopez Obrador said he and his US counterpart Joe Biden discussed migration, the COVID-19 pandemic and bilateral cooperation on Friday during their first phone call since the American assumed the presidency this week.

The afternoon call was "pleasant and respectful" Lopez Obrador said in a brief Twitter post, in which he appeared in a photo smiling, seated at a table with Foreign Minister Marcelo Ebrard and former presidential chief of staff Alfonso Romo.

"Everything indicates relations will be good and for the benefit of our people and nations," Lopez Obrador said.

Mexico has a major role to play in Biden`s plans for immigration reform. Earlier this month, Mexico helped coordinate efforts in Central America to contain a large caravan of migrants heading for the United States.

Nevertheless, Biden`s inauguration comes at a time of simmering tension over a now-dropped U.S. investigation into former Mexican defense minister Salvador Cienfuegos.

During the call, Lopez Obrador celebrated the legacy of Mexican migrants in the United States and reiterated that the best way to manage migration was to promote development in the places that fuel the phenomenon, Mexico`s foreign ministry said.

Lopez Obrador said Mexico wanted to work with Washington on their "broad bilateral agenda," the ministry said.

The two leaders agreed that teams from both countries would work together to craft a common approach to development, and underlined the need for joint cooperation to combat the pandemic, the ministry said in a statement.

Separately, the ministry said the U.S. government had approved the appointment of Esteban Moctezuma as Mexico`s ambassador to the United States. Moctezuma must still be ratified by Mexico`s Senate, which should be a formality.

Mexico`s government also said it had begun talks with Washington about a coronavirus-related order signed by Biden to impose sanitary requirements on people entering U.S. territory.

Earlier on Friday, Lopez Obrador urged the U.S. Drug Enforcement Administration to mount an internal probe into how it built its case against Cienfuegos.

A new study claimed that Spanish conquistadores butchered several women, children, Spaniards and people of other groups and even ate Spaniards.

The study's findings that were published on Monday by the National Institute of Anthropology and History were based on the excavation at the town of Tecoaque, which means "the place where they ate them" in the Nahuatl language of the Aztecs, reports news agency Associated Press.

A convoy of close to 15 male Spaniards, 50 women and 10 children, 45-foot soldiers, including Cubans of African and Indigenous descent, and approximate 350 allies from Indigenous groups in 1520 was captured by the residents of Tecoaque, also known as Zultepec.

All these people were massacred in the months later.

When conquistador Hernán Cortés was informed about the brutal incident, he ordered the destruction of the town in early 1521.

Archaeologist Enrique Martínez Vargas said the excavations suggest that people of Tecoaque were aware of retaliation and in a hush-hush manner, threw the bones of the ones sacrificed and other evidence into shallow wells.

These residents also tried to install primitive defensive works to stop the attack, but it failed after Cortés' men arrived for the onslaught.

"Some of the warriors who had stayed in the town managed to flee, but women and children remained, and they were the main victims," the institute in a statement said.

The excavations images show children's bones lying along with those of the adult females.

"The placement of the burials suggest these people were fleeing, were massacred and buried hurriedly," the institute added.

"Women and children who were sheltering inside rooms were mutilated, as evidenced by the discovery of hacked bones on the floors. The temples were burned and the statues were decapitated."

Both the parties involved in this situation showed brutality in Tecoaque.

The heads of some Spanish women that were captured were hung in the skulls rack and an analysis showed that the women were pregnant.

The people of the convoy were held prisoners and fed over six months, the experts said.

In some time, the town sacrificed and apparently ate the horses, men and women.

However, pigs that were brought by the Spaniards for food were apparently viewed with such scepticism that they were killed and left uneaten.
