American officials are working to secure the release of<a href="https://www.wionews.com/world/relations-with-canada-facing-serious-difficulties-responsibility-lies-entirely-on-the-canadian-side-china-244785"> two Canadians held by China</a>, secretary of state Mike Pompeo said on Thursday as he sat down with Canadian Prime Minister Justin Trudeau.

The two Canadians - former diplomat Michael Kovrig and businessman Michael Spavor - were detained in December and accused of espionage.

The detention came nine days after Canada had arrested Huawei executive Meng Wanzhou on a US warrant. While no official link was made, the arrest of the two men was widely viewed as retaliation.

"Please note that our team is focused on helping those two Canadians be released," Pompeo told Trudeau. "We're working on it diligently."

"It's wrong that they are being held," he added.

Pompeo was in Ottawa to discuss trade, China and the upcoming G7 summit with Trudeau and foreign minister Chrystia Freeland.

He also met with Canadian business executives - including Canada's largest agricultural exporter Richardson International, which saw its canola shipments to China blocked earlier this year.

On the eve of the Pompeo visit, Trudeau vowed in a speech that he would "always defend Canadians and Canadian interests" and not "back down" in deepening diplomatic and trade disputes with China.

Beijing quickly shot back, with Chinese foreign ministry spokesman Geng Shuang blaming Ottawa for the row and renewing Beijing's demands that Canada immediately release of Meng.

The two countries have been locked in a feud since Meng's arrest during a flight stopover in Vancouver.

The US is seeking her extradition to face fraud charges for allegedly violating Iran sanctions and lying about it to US banks - accusations that her lawyers dispute.

Focused on getting two Canadians released from China: Pompeo to Trudeau

Beijing on Thursday accused Ottawa of <a href="https://www.wionews.com/world/canadas-trudeau-says-wont-back-down-in-dispute-with-china-urges-restraint-in-hong-kong-244764">worsening bilateral relations</a> after Canadian Prime Minister Justin Trudeau vowed to stand up to China amid deepening diplomatic and trade disputes.

The two countries have been locked in a feud since last December, when Canada detained top Huawei executive <a href="https://www.wionews.com/world/canada-says-another-citizen-detained-in-china-amid-huawei-cfo-row-235648">Meng Wanzhou </a>and -&nbsp;in apparent retaliation -&nbsp;China detained two Canadian nationals over espionage-linked accusations.

On Wednesday, Trudeau pushed back against Beijing in a speech that promised to "always defend Canadians and Canadian interests" and to not "back down".

"At present, China-Canadian relations are facing serious difficulties," said Chinese foreign ministry spokesman Geng Shuang.

"The responsibility lies entirely on the Canadian side," he told reporters at a press briefing in Beijing.

"We urge the Canadian side to reflect on its mistakes," Geng said, adding that Canada should "immediately" release Meng.

He also called on Canada to refrain from making "irresponsible remarks" about Hong Kong, which has been plunged into weeks of unrest by pro-democracy demonstrations.

Beijing had warned Canada on Sunday to stop meddling in Hong Kong affairs after Ottawa and the European Union issued a joint statement in support of protestors' "fundamental right of assembly".

Canadians are one of the largest expatriate groups in Hong Kong, numbering 300,000, according to Canadian government figures.

Relations between Canada and China tumbled over the arrest of Meng on a US extradition request related to alleged Iran sanctions.

Since then, China has arrested Canadians Michael Spavor and Michael Kovrig, while blocking billions of dollars in Canadian agricultural shipments.

Relations with Canada facing serious difficulties, responsibility lies entirely on the Canadian side: China

Canadian Foreign Minister Chrystia Freeland said on Friday she met her Chinese counterpart, Wang Yi, to discuss t<a href="https://www.wionews.com/world/canada-says-another-citizen-detained-in-china-amid-huawei-cfo-row-235648">ensions following Canada's December arrest of a Huawei Technologies Co executive</a> on a US warrant, and the subsequent detention of two Canadians by China.

"The fact that we were able to speak and discuss these issues face-to-face, directly with one another, absolutely is a positive step," Freeland said in a teleconference from Bangkok, where she was attending an annual East Asia summit.

Freeland said the two ministers "committed to continued discussions," but she gave few details about their conversation.

"Our relationship with China is complicated at the moment, and I am convinced ... that the surest route to a successful outcome is for us not to be negotiating in public," she added.

It was the first encounter between the two since Canada detained Huawei Chief Financial Officer Meng Wanzhou - the daughter of the Chinese company's founder - in December. Beijing is demanding her return.

She is facing possible extradition to the United States to face charges that she conspired to defraud global banks about Huawei's relationship with a company operating in Iran.

"Minister Wang expressed concerns regarding the extradition process of Meng Wanzhou," Freeland said without elaborating.

US President Donald Trump said in December that he was willing to intervene in the Justice Department's case against Meng if it would serve national security interests or help close a trade deal with China.

After Meng was picked up in Vancouver, China detained Canadians Michael Spavor and Michael Kovrig and later charged them with spying.

Freeland said she expressed Canada's concerns over the two men, "who have been arbitrarily detained in China."

Trudeau's nagging problem

The diplomatic dispute has intensified in recent months and is a nagging problem for Liberal Prime Minister Justin Trudeau, who faces a tight race for re-election in October.

In June, China blocked all imports of Canadian meat after fraudulent documents were discovered. Chinese importers have also stopped buying Canadian canola.

Trudeau, who spoke briefly to Chinese President Xi Jinping on the sidelines of a G20 summit in Japan in June, has faced repeated attacks from Conservative leader Andrew Scheer, his main rival, over his handling of the affair.

On Friday, Scheer said Freeland's meeting with her Chinese counterpart was "a very basic step" and "the government has done nothing" since the men were detained at the start of the year.

"Canadian families, Canadian workers, Canadian farmers, and Canadian job-creators are paying the price for your weak leadership," Scheer wrote in a letter to Trudeau last month, calling on the government to take tough countermeasures, including examining retaliatory tariffs.

Canadian and Chinese ministers meet amid tensions, pledge to continue talks

China detained another Canadian citizen amid sour relations between the two countries, Canada's foreign ministry said on Saturday, though the reason for the jailing remains unclear.

"Global Affairs Canada is aware of the detention of a Canadian citizen in Yantai, China," a spokesman told AFP.

He added that "Canadian officials are providing consular assistance" but no further details could be disclosed due to privacy laws.

The detention follows Beijing's jailing of two Canadians earlier this year after Meng Wanzhou, chief financial officer for Chinese tech giant Huawei, was taken into custody in Vancouver on a warrant from the United States.

However, a source familiar with the latest detention said there is no indication it's related to the cases of Canadians Michael Kovrig, an ex-diplomat, and Michael Spavor, a consultant.

The pair is facing espionage charges that Ottawa has called "arbitrary" and which have sparked questions over whether the allegations are retaliation for Canada's Huawei arrest.

China has also sentenced two other Canadians to death for drug trafficking and blocked imports of Canadian agricultural products.

It remains unclear if this latest detention was related to last week's arrest of 19 people in a drug case centring on the local branch of a language school in Xuzhou, a city southwest of Yantai.

Among those arrested were seven teachers and nine foreign students, whose nationalities have not been specified.

The British embassy in Beijing on Friday said four of its nationals had been arrested in Jiangsu province where Xuzhou is located, without specifying if the arrests were related to the drug case.

Swiss-based Education First, which operates a chain of language schools in China, released a statement this week acknowledging the involvement of seven of its teachers in the drug allegations at one of its branches in Xuzhou.

Canada says another citizen detained in China amid Huawei CFO row

Lawyers for a senior executive at Chinese tech giant <a href="https://www.wionews.com/business-economy/huawei-ceo-says-underestimated-impact-of-us-ban-sees-revenue-dip-227902">Huawei</a> asked Canada's justice minister on Monday to quash extradition proceedings against Meng Wanzhou and for her to be released.

The court proceedings are scheduled to start on January 20. Meng is currently out on bail.

The United States wants to put Meng on trial for fraud for allegedly violating Iran sanctions and lying about it to US banks -- accusations that her lawyers dispute.

A copy of the letter to Justice Minister David Lametti was not made public.

But in a press release announcing the letter Meng's lawyers urged Lametti to "withdraw the proceedings because the extradition proceedings are without merit and cessation of the proceedings would be in the best interests of Canada's national interests."

They argue that the case is "palpably" political and "simply extraordinary" from legal, jurisdictional and foreign policy perspectives.

"In our view, Canada is at cross-roads respecting the United States' request that Canada extradite Ms&nbsp;Meng, for conduct that could not be an offence in Canada and which is at odds with Canadian values and established foreign policy regarding Iran," they said.

Under Canadian law, the justice minister can intervene in extradition cases.

Canada's relations with China have soured over Meng's arrest on a US warrant in December 2018 during a flight stopover in Vancouver.

In a move widely seen as retaliation and described by some observers as "hostage diplomacy," Beijing detained two Canadians -- former diplomat Michael Kovrig and businessman Michael Spavor -- and blocked Canadian agricultural shipments worth billions of dollars.

It later accused Kovrig of espionage and alleged that Spavor provided him with intelligence.

Former Canadian prime minister Jean Chretien recently urged Prime Minister Justin Trudeau to reject the US extradition request and cancel the case.

Foreign Minister Chrystia Freeland disagreed.

"It would set a very dangerous precedent for Canada to alter its behavior when it comes to honoring an extradition treaty in response to external pressure," she said.

Lametti's office said it would be "inappropriate" to comment while Meng's case is before the courts.

Huawei case: We hope that Canada understands consequences of siding with US, says China

Huawei&nbsp;Chief Financial Officer Meng Wanzhou described her house arrest in Vancouver as "restricted to a limited space" even as she spent her past six months in a six-bedroom, multi-million dollar Canadian home.

Meng, 47, has access to top lawyers, moves around relatively freely in Vancouver, albeit with restrictions, and her comments drew an immediate comparison between her life in house arrest versus the two Canadians detained in solitary confinement in China for a similar length of time.

Daughter of<a href="https://www.wionews.com/world/us-may-scale-back-huawei-trade-restrictions-to-help-existing-customers-219546">&nbsp;Huawei&nbsp;Technologies </a>Co Ltd's billionaire founder, Ren Zhengfei, Meng was arrested at Vancouver's airport in December on a US warrant and is fighting extradition on charges that she conspired to defraud global banks about&nbsp;Huawei's relationship with a company operating in Iran.

Businessman Michael Spavor, who worked with North Korea, and former diplomat Michael Kovrig were picked up separately in December, shortly after Canada arrested Meng. Both were formally arrested earlier this month on state secret charges but it was unclear if they have been moved to another facility where they might get better treatment.

"The difference between the terms of detention of Madame Meng and the two Canadians is going to just jump off the page," said Paul Evans, a professor at the University of British Columbia who specializes in China and Canada relations.

He added that the contrast could anger Canadians who compare Meng's conditions with those of Kovrig and Spavor.

The two Canadians have no access to lawyers or bail, are questioned every morning, afternoon and evening, and are held in a room where the lights are not allowed to be turned off at night, according to Canadian diplomats. China has said only that the legal rights of the two men are being fully guaranteed.

BIGGER MANSION

Meanwhile, Meng lived in her C$5.6 million ($4.2 million) home in Vancouver, which has six bedrooms and five bathrooms, after posting a C$10 million bail in December.

"Despite being physically restricted to a very limited space during my time in Vancouver, my inner self has never felt so colourful and vast," Meng wrote in the letter published last Monday on the Xinsheng Community, an internal forum for the 188,000&nbsp;Huawei&nbsp;employees.

She praised employees for their concern and said there were employees "staying up all night just to follow my case in distant time zones."

Earlier this month, a judge in the British Columbia Supreme Court granted Meng's request to shift to a bigger, C$13.3 million house, in one of Canada's most exclusive neighbourhoods. Meng's lawyers said in the court filing that the house would be ready by May 11 after renovation work, but it was not immediately clear if Meng has already moved in.

"From a tony to a tonier neighbourhood," Evans said.

Meng arrived for the last hearing in a Chevy sports utility vehicle wearing an elegant full-length black and grey weave-pattern dress.

But in the case of the two Canadians, it was not even clear where they have been held. The diplomats who have met them were taken to a police station and allowed to meet them there, rather than being taken to the actual location of their detention.

Luxmore Realty details Meng's new Matthews Street residence as an 8,170 square feet home with seven bedrooms and eight bathrooms. Meng's bigger mansion is fully fenced, which improves security, Scot Filer CEO of Lions Gate, the security company for Meng, said in a court filing.

The house features "controlled access for pedestrians and vehicles" and has a clear distinction between public space and private space, which Filer cites as the reasons for moving Meng to the new house, which is close to the Chinese embassy.

China's courts are tightly controlled by the Communist Party and serve its political aims. Under Chinese laws, suspects of crimes such as Kovrig and Spavor are accused of can be held basically incommunicado without charges for six months and it can be more than a year after charges are brought that the case goes to court.

Huawei CFO house arrest contrasts with Canadians detained in China

<a href="https://www.wionews.com/world/huawei-executive-facing-extradition-to-appear-in-canada-court-217056">Huawei's chief financial officer</a> intends to seek a stay on extradition proceedings in part based on statements by resident Donald Trump about the case, which her lawyers say disqualifies the United States from pursuing the matter in Canada.

Meng Wanzhou, 47, the daughter of <a href="https://www.wionews.com/videos/uk-defence-secretary-fired-over-huawei-leaks-denies-involvement-215329">Huawei </a>Technologies billionaire founder Ren Zhengfei, was arrested at Vancouver's airport in December on a US warrant and is fighting extradition on fraud charges that she misled global banks about Huawei's relationship with a company operating in Iran.

Meng's defence lawyers said in a document that she has been unlawfully detained in Canada and that there is no evidence she misrepresented to a bank Huawei's relationship with a company operating in Iran called Skycom, thereby putting the bank at risk of violating US sanctions law, or that the bank relied on her statements.

The bank has been identified as HSBC. HSBC did not immediately respond to a request for comment.

Huawei has previously said Skycom was a local business partner in Iran, while the United States maintains it was an unofficial subsidiary used to conceal Huawei's Iran business.

Meng defence lawyer Scott Fenton told the court that during her three-hour detention in December, Meng's rights "were placed in total suspension."

The lawyers also claim Meng cannot be extradited because Canada should not extradite a person to face punishment for conduct that is not criminal in Canada.

The bank and wire fraud charges do not meet those criteria because Meng is accused of encouraging HSBC to engage in transactions that violate US sanctions laws. But there would be no risk of fines or forfeiture for any bank in Canada.

Meng will next appear in court on September 23, when her defence will make more applications for more disclosure. No date has been yet set for an extradition hearing, a process that could take years.

Huawei's chief financial officer intends to seek a stay on extradition proceedings in part based on statements by resident Donald Trump about the case, which her lawyers say disqualifies the United States from pursuing the matter in Canada.

Huawei's chief financial officer intends to seek a stay on extradition proceedings in part based on statements by resident Donald Trump about the case, which her lawyers say disqualifies the United States from pursuing the matter in Canada. Meng Wanzhou, 47, the daughter of Huawei Technologies billionaire founder Ren Zhengfei, was arrested at Vancouver's airport in December on a US warrant and is fighting extradition on fraud charges that she misled global banks about Huawei's relationship with a company operating in Iran. Huawei CFO to seek extradition stay citing Trump comments

A senior Chinese telecom executive whose Vancouver arrest on a US warrant triggered a diplomatic row between Ottawa and Beijing was to appear in court Wednesday to fight for her release.

Canada's justice department said the court will set the next key dates in an extradition process -- including the start of the formal hearing for Meng Wanzhou, which could take months or even years.

Meng herself is expected to make only a brief appearance before the judge to deal with matters described by officials as "administrative in nature."

Her lawyers are also likely to renew their objections to her arrest in December while seeking an easing of her bail conditions.

Relations between Ottawa and Beijing were thrown into crisis by the arrest of Meng, the chief financial officer of telecom giant Huawei and possible heir to her father's company.

Washington wants to put Meng on trial on fraud charges for allegedly violating Iran sanctions and lying about it to US banks, but the case has become a major irritant for Ottawa.

Following her arrest, China detained former Canadian diplomat Michael Kovrig and Canadian businessman Michael Spavor in what observers saw as retaliation.&nbsp;

China later announced it suspected Kovrig of spying and stealing state secrets and alleged Spavor had provided him with intelligence.

Two other Canadians convicted of drug trafficking, meanwhile, were sentenced to death. And Beijing recently blocked Canadian shipments of canola and pork worth billions of dollars.

Canada has accused Beijing of arbitrarily detaining both Kovrig and Spavor, and called the death penalties for Canadians Fen Wei and Robert Schellenberg "cruel and inhumane."

It has also rallied the support of a dozen countries, including Britain, France, Germany and the US, as well as the EU, NATO and the G7, in its diplomatic feud with China.

Caught between US, China&nbsp;

Most recently, Ottawa has pressed Washington -- which is threatening a trade war with Beijing -- to step up its pressure on behalf of the detained Canadians.

"Canadian lives are at stake," an unnamed Canadian official stressed to broadcaster CTV.

Prime Minister Justin Trudeau has insisted that Meng's case would be dealt with by the courts, and not politicized.

He sacked his ambassador to China in January for suggesting that Meng had a "strong case" against extradition, citing remarks by US President Donald Trump that he might seek to have the charges against Meng dropped in exchange for trade concessions from China.

Meng was released on bail mid-December in Vancouver, where she owns two residences, on a Can$10 million bond. She has also been ordered to wear an electronic anklet and hand over her passports.

She is now suing the Canadian government, alleging false imprisonment and a breach of her rights.

In court documents, Meng alleges that border officials and federal police delayed executing the US warrant by three hours during her stopover at the Vancouver airport in order to question her and search her luggage and electronic devices, hoping to glean evidence to be used against her at trial.

Huawei is also facing separate US charges for allegedly stealing American technology, and in recent months has faced a US campaign to blacklist it over espionage fears.

Canada has said it will decide before a federal election in October whether or not to join the US and other Five Eyes intelligence partners in banning Huawei from Canada's fifth-generation wireless networks.

Chinese telecom giant <a href="http://www.wionews.com/world/in-a-rare-move-huawei-opens-its-door-for-foreign-media-to-counter-espionage-accusations-201444">Huawei accused the US government</a> on Thursday of hacking its servers and stealing company emails.

Rotating chairman Guo Ping did not provide further details about the allegations, which he made as he announced a lawsuit against<a href="http://www.wionews.com/world/china-asks-canada-to-stop-extradition-process-of-huawei-cfo-meng-wanzhou-to-us-200715"> US legislation barring American federal</a> agencies from buying Huawei products.

The US government "has hacked our servers and stolen our emails and source code", Guo said at a news conference.

The telecom giant had earlier said it was suing the United States for barring government agencies from buying the telecom company's equipment and services.

Huawei said the suit was filed in a US District Court in Plano, Texas, challenging a 2019 US defence bill that prevents US government agencies from buying Huawei equipment and services, as well as working with third parties that are Huawei customers.

The lawsuit is Huawei's latest attempt to fight back against US warnings that the company could serve as a Trojan horse for China's intelligence services.

US government hacked our servers, stole company emails: Huawei

A Canadian court on Wednesday ruled that Huawei Chief Financial Officer Meng Wanzhou's initial extradition hearing will take place on May 8 in the western city of Vancouver.

The senior executive with that Chinese telecommunications giant faces fraud charges in the United States, where an indictment unveiled in January accused her of deceiving banks into approving transactions that may have violated unilateral US sanctions against Iran.

Supreme Court of British Columbia Justice Heather Holmes set the date of the first hearing in the extradition process, which is expected to drag on for months or even years after an agreement was reached between prosecutors and Meng's defence team.

Meng, who was arrested on December 1 at the request of US prosecutors and has been free on bail since December 11, attended Wednesday's brief hearing in the company of her attorneys.

The bail conditions for Meng, the daughter of Huawei founder and CEO Ren Zhengfei, stipulate that she cannot leave her six-bedroom home in Vancouver - one of two properties she and her husband own in that city - except under certain conditions.

During Wednesday's hearing, one of Meng's attorneys, Robert Peck, said the case was unusual because of the political implications and even mentioned comments made by US President Donald Trump.

In December, Trump said he would intervene in the case if he felt it was necessary to secure a trade deal with China. Meng's attorneys have cited those comments in claiming the charges are politically motivated.

Peck also said he would submit motions alleging that the Royal Canadian Mounted Police (RCMP) and the Canada Border Services Agency (CBSA) acted improperly prior to her December 1 arrest at the Vancouver International Airport.

Meng, who had a layover in Vancouver after arriving from Hong Kong, had been planning to continue on to Mexico.

On March 1, Meng's attorneys sued the RCMP, the CBSA and the Canadian federal government for alleged "serious breaches of her constitutional rights" when she was held for three hours without explanation or access to her attorneys before her arrest.

The civil claim, filed in the Supreme Court of British Columbia, alleges that Meng suffered "mental distress, anxiety and loss of freedom" when she was detained, searched and interrogated at the Vancouver airport for three hours "under the guise of a routine customs" examination.

Border security agents and a police officer, who allegedly unlawfully seized Meng's cellphones and computers and obtained passwords, detained the executive "for the express purpose of obtaining information which they and the RCMP and/or (US Department of Justice) did not believe would be obtained if (Meng) was immediately arrested."

Huawei Technologies Co&nbsp;Ltd. is the world's largest maker of telecommunications and China's flagship enterprise. Beijing has reacted angrily to the US legal offensive against the company and its executives.

Several Canadians have been detained in China since Meng's arrest and most of Beijing's public ire has been directed at Ottawa.
In late January, Canadian Prime Minister Justin Trudeau fired his country's ambassador to China after the envoy suggested that the courts in Canada might rule against extradition.

Canadian court sets Huawei CFO's first extradition hearing for May 8

Chinese telecom giant Huawei will give foreign media a peek into its headquarters Wednesday as the normally secretive company steps up a counter-offensive against US warnings that it could be used by Beijing for espionage and sabotage.

Huawei has kicked off the year with an aggressive PR campaign that has seen reclusive founder Ren Zhengfei suddenly give a series of interviews with foreign media to deny the company was a threat, while executives have dismissed the US warnings as baseless.

The charm offensive reaches another gear Wednesday when Huawei rolls out the media welcome mat at its headquarters in the southern city of Shenzhen.

Foreign journalist visits are hardly routine at a headquarters where high-tech labs and manufacturing facilities employ 60,000 people, but these are unusual times for the company.

The United States says Huawei equipment could be manipulated by China's Communist government to spy on other countries and disrupt critical communications.

Washington is urging governments to shun the company just as the world readies for the advent of ultra-fast 5G telecommunications, an advancement that Huawei was expected to lead and which will allow widespread adoption of next-generation technologies like artificial intelligence.

Huawei's Chief Financial Officer Meng Wanzhou, Ren's daughter, also faces a court hearing on Wednesday in Vancouver on a US extradition request. Two Canadians have been detained in China in suspected retaliation over her arrest.

The US Justice Department accuses Huawei and Meng of circumventing US sanctions against Iran. Two affiliates also have been charged with stealing trade secrets from telecommunications group T-Mobile.

Wolf ethos&nbsp;

Founded by Ren in 1987, Huawei has espoused a relentless "wolf" ethos that executives say fuelled its rise to become the world leader in telecom network hardware.

It remains to be seen how the new charm offensive will play out, but the wolf may already smell blood.

After intense recent lobbying by Huawei, reports have suggested Britain and New Zealand may walk back earlier indications that the company would be frozen out of their telecom plans.

At the world's top mobile industry fair in Spain last week, Huawei bagged 5G commercial contracts or partnership agreements with 10 telecom operators including Switzerland's Sunrise, Iceland's Nova, Saudi Arabia's STC and Turkey's Turkcell.

On Thursday, Huawei Chairman Guo Ping will hold a news conference at the Shenzhen headquarters that may be the real reason for the media tour's timing.

The New York Times on Monday cited anonymous sources saying Huawei this week will announce plans to sue the US government for barring American federal agencies from using the company's products.

The topic of the news conference has not been disclosed, but a big announcement would allow Huawei to seize back the narrative from Meng's extradition hearing.

Huawei declined to comment publicly on the Times report.

Opening its sprawling grounds also is a chance for Huawei to show that it is a global player not to be trifled with.

Around 60,000 employees work at Shenzhen HQ, which has cutting-edge laboratories, hotels, swimming pools and fitness centres, a dozen cafeterias, and a Huawei University where it trains staff as well as foreign customers and partners.

Huawei strenuously denies any connections to China's government.&nbsp;

Sceptics, however, say it is highly unlikely that Ren, a former Chinese army engineer, could have steered his company to such heights in such a strategic sector without the support of Beijing, which has clearly stated its goal of becoming the world's high-tech leader.

Besides its network dominance, Huawei is the world's number three smartphone supplier after Samsung and Apple.

In rare move, Huawei opens its door for foreign media to counter espionage accusations

Chinese telecoms giant Huawei's chief <a href="http://www.wionews.com/world/china-asks-canada-to-stop-extradition-process-of-huawei-cfo-meng-wanzhou-to-us-200715">financial officer, Meng Wanzhou</a>, has filed suit against Canadian authorities for violating her constitutional rights when she was arrested in Vancouver, her lawyers said Sunday.

As she suffered "serious breaches of her constitutional rights," she is "seeking damages for misfeasance in public office and false imprisonment" when detained at Vancouver International Airport on December 1, attorneys Howard Mickelson and Allan Doolittle said in a statement. &nbsp;

The 47-year-old businesswoman was changing planes in Vancouver when she was detained at Washington's request on suspicion of violating US sanctions on Iran -- sparking arrests of Canadians in China that were seen as retaliatory.

Her lawyers charge impropriety in the conditions under which Meng was interrogated for three hours by the customs officers, officially as part of a routine inspection, before being served with her official arrest.&nbsp;

During those three hours, the customs officers searched her phones and computers as well as her luggage, in violation of her rights, the lawyers said.

The complaint was lodged Friday, the same day that Canadian justice officially launched Meng Wanzhou's extradition process to the United States.

The US Justice Department accuses Huawei and its chief financial officer of circumventing US sanctions against Iran, but also, via two affiliates, stealing trade secrets from US telecommunications group T-Mobile.

The daughter of Huawei's founder, Meng was released on parole in mid-December in Vancouver, where she owns two residences, on a bond deposit of C$10 million ($6.6 million), wearing an electronic bracelet and handing over her passports.

She is scheduled to appear before a Vancouver judge next Wednesday "to confirm that a writ of court has been issued and to schedule a date for the extradition hearing," the Canadian court has explained.

The extradition procedure can take months or even years because of the many appeal possibilities.

China is furious over the US charges against Meng, saying they are the product of "strong political motivations" and an attempt to undermine its flagship telecoms company.

Huawei has strenuously denied any wrongdoing.

The extradition procedure can take months or even years because of the many appeal possibilities. China is furious over the US charges against Meng, saying they are the product of "strong political motivations" and an attempt to undermine its flagship telecoms company. Huawei has strenuously denied any wrongdoing.

Huawei's CFO Meng Wanzhou sues Canada for violating her constitutional rights during arrest

China on Monday accused detained Canadian citizen Michael Kovrig of stealing state secrets which were passed on to him from another detained Canadian, Michael Spavor, in what is likely to increase tension between Ottawa and Beijing.

Businessman Spavor, who worked with North Korea, and former diplomat Kovrig were picked up in December, shortly after Canada arrested Huawei Technologies Co Ltd Chief Financial Officer Meng Wanzhou, who faces extradition to the United States.

China has repeatedly demanded Meng be released and reacted angrily last week when Ottawa approved extradition proceedings against her.

The Communist Party's Central Political and Legal Affairs Commission said Kovrig had often entered China using an ordinary passport and business visas, "stealing and spying on sensitive Chinese information and intelligence via a contact in China".

"Spavor was Kovrig's main contact and provided him with intelligence," the commission added, without giving details.

Kovrig - who works for the International Crisis Group (ICG) non-governmental organisation - severely violated Chinese laws, and China will start the next judicial proceedings in due course, it said.

"China is a country with rule of law and will firmly crack down on criminal acts that severely undermine national security."

Canada's foreign ministry did not immediately respond to a request for comment. The ICG, which focuses on conflict resolution and has denied any involvement in espionage, said it had heard nothing official about any charges.

"Michael's work for Crisis Group has been entirely transparent and in the open," spokesman Karim Lebhour said. "Vague and unsubstantiated accusations against him are unwarranted and unfair."

While Canada says China has made no specific link between the detentions and Meng's arrest, experts and former diplomats say they have no doubt it is using the cases of the two men to pressure Canada.

Canadian diplomats have visited the two men. However, sources familiar with the case have said Kovrig has not been allowed access to lawyers or family members, unlike Huawei's Meng.

David Mulroney, a former Canadian ambassador to China, said the detainees would come under increased pressure to talk about people they had met.

"They'll be told that if they confess to something they may be able to expect a degree of leniency," he told the Canadian Broadcasting Corp. "They'll also probably be asked to see if they can put pressure on Canadian officials who visit them to see if they can secure the release of Ms Meng."

China has said it is fully guaranteeing both men's lawful rights. Kovrig also holds Hungarian citizenship.

Canada arrested Meng on December 1 as she was changing planes in Vancouver, at the request of the United States. In late January the US&nbsp;Justice Department charged Meng and Huawei with conspiring to violate US&nbsp;sanctions on Iran.

She is free on bail and denies the charges against her.

Separately, Huawei plans to announce a lawsuit against the US&nbsp;government on Thursday on grounds related to a defence bill, a source with knowledge of the matter said.

US Justice Department spokeswoman Nicole Navas Oxman said Washington thanked the Canadian government for its assistance. "We greatly appreciate Canada's steadfast commitment to the rule of law," she said in a statement.

Legal experts had predicted the Liberal government of Prime Minister Justin Trudeau would give the go-ahead for extradition proceedings, given the close judicial relationship between Canada and the United States.

But it could be years before Meng is sent to the United States since Canada's slow-moving justice system allows many decisions to be appealed.

Canada approves extradition process of Huawei CFO Meng Wanzhou

China on Saturday asked the Canadian government to stop the process of extraditing <a href="http://www.wionews.com/world/canada-approves-extradition-process-of-huawei-former-cfo-meng-wanzhou-200597">Meng Wanzhou</a>, the CFO of Chinese telecommunications giant Huawei, to the United States.

"The US and Canada abuse of their extradition rules is a severe violation of the legitimate rights of a Chinese citizen," said Chinese Foreign Ministry spokesperson, Lu Kang.

The Canadian Department of Justice on Friday had authorized the formal process to begin the extradition of Meng, daughter of the founder of Huawei, who was arrested on December 1 in the Canadian city of Vancouver, while she was on her way to Mexico.

"This is a serious political event. We once again urge the US to immediately withdraw the arrest warrant and extradition request for Meng Wanzhou," said Lu, adding that the two countries should immediately release Meng and allow her a safe passage to China.

In January, the US Department of Justice had accused Meng, Huawei, and two affiliated companies, of 13 counts of fraud and conspiracy to bypass the sanctions imposed by Washington on Iran.

Meng is currently out on bail but is forbidden to leave her mansion in Vancouver and will have to appear on March 6 before the Supreme Court of British Columbia for the beginning of the extradition process.

This decision threatens to aggravate a serious diplomatic crisis between Canada and China, following Meng's arrest last December.

China had retaliated by arresting two Canadians, a diplomat Michael Kovrig and a businessman Michael Spavor, over charges of endangering China's national security.

Both remain in prison, with restricted access to Canadian diplomatic representatives as well as their lawyers.

The Chinese Embassy in Canada also commented on the Canadian Justice's decision, describing the situation as political persecution of a high-tech Chinese company.

"If Canada really abides by the principle of rule of law and judiciary independence, the Canadian side should refuse the extradition request of the United States and immediately release Ms Meng Wanzhou," said an embassy spokesperson.

The way in which the Canadian court will "handle this case will be a touchstone for testing whether Canada adheres to judicial independence or not. We will wait and see," concluded the spokesperson.

China asks Canada to stop extradition of Huawei CFO Meng Wanzhou to US

China's foreign ministry grabbed a chance to question the state of<a href="http://www.wionews.com/world/us-has-no-evidence-of-backdoor-spying-in-5g-technology-huawei-chairman-199966"> judicial independence in Canada </a>on Friday, as Prime Minister Justin Trudeau's government faced accusations at home that it had tried to intervene to stop a corruption trial.

Trudeau's domestic troubles have attracted attention in Chinese state media due to his previous assertion that his government cannot interfere in the case of a senior Huawei Technologies Co Ltd executive arrested in Canada and now fighting extradition to the United States.

China has repeatedly called for the release of Meng Wanzhou, the telecommunication giant's chief financial officer, arrested in Vancouver in December at Washington's request. In late January the US&nbsp;Justice Department charged Huawei and Meng with conspiring to violate US&nbsp;sanctions on Iran.

At a regular daily news briefing in Beijing, China's Foreign Ministry took the opportunity to take Canada to task over possible double standards, by commenting on a domestic Canadian political issue that does not otherwise involve China.

Trudeau has disputed allegations by his former justice minister that government officials inappropriately pressured her to help the SNC-Lavalin construction firm avoid a corruption trial.

Asked by a state media journalist if it was contradictory for Trudeau to say he couldn't interfere in Meng's case and yet his government be accused of trying to intervene in the SNC-Lavalin case, foreign ministry spokesman Lu Kang said he "really liked this question".

"Of course I think that this is a question that should be asked of the Canadian government," Lu said.

"In fact on this case you have mentioned, people in Canada are paying it a great deal of attention," he added. "In fact, not only Chinese and Canadian citizens, but the whole world are extremely interested to hear how the Canadian government answers this question."

Both Meng and Huawei have denied the US&nbsp;allegations.

Huawei row: China questions state of judicial independence in Canada

The founder of Chinese telecom giant Huawei has hit back at US efforts to blacklist the company, saying defiantly that the world cannot do without Huawei and its "more advanced" technology.

"<a href="http://www.wionews.com/americas/united-states-formally-charges-chinas-huawei-with-bank-fraud-stealing-trade-secrets-193545">There's no way the US can crush us</a>," Ren Zhengfei said in an interview with the BBC.&nbsp;

"The world cannot leave us because we are more advanced."

Ren, 74, also denounced as "politically motivated" the December arrest of his daughter, Huawei Chief Financial Officer Meng Wanzhou, who is accused of violating US sanctions against Iran.

"We object to this," he said.&nbsp;

"But now that we've gone down this path, we'll let the courts settle it."

The normally media-shy Huawei founder has been forced to step into the limelight in recent months as the company has come under increasing pressure over espionage concerns and the US-led campaign to persuade other countries to ban its technology.

Last year, security concerns prompted Australia to ban Huawei equipment from its future 5G network.

New Zealand has also blocked its largest telecom carrier from using Huawei technology for the next generation network, while the Czech Republic has reportedly excluded it from a 20-million-euro ($22 million) tender to build a tax portal.

US prosecutors also are charging Huawei with stealing trade secrets, saying it offered rewards to employees for stealing technology from other rivals.

Ren shrugged off the growing pressure.

"If the lights go out in the West, the East will still shine," he said. "America doesn't represent the world."

"Even if they persuade more countries not to use us temporarily, we can always downsize and become smaller."

US prosecutors also are charging Huawei with stealing trade secrets, saying it offered rewards to employees for stealing technology from other rivals. Ren shrugged off the growing pressure. "If the lights go out in the West, the East will still shine," he said. "America doesn't represent the world." "Even if they persuade more countries not to use us temporarily, we can always downsize and become smaller."

US secretary of state Mike Pompeo during his visit to Hungary cautioned the government against <a href="http://www.wionews.com/world/italy-to-ban-huawei-from-its-5g-plans-report-195806">Chinese</a> and Russian influence.

"If that equipment is co-located where we have important American systems, it makes it more difficult for us to partner alongside them," Pompeo said.

"We want to make sure we identify (to) them the opportunities and the risks with using that equipment. And then they will get to make their decisions," he added.

Pompeo had dinner with Hungarian PM Viktor Orban as the two leaders agreed to further ties.

"We must not let Putin drive wedges between friends in NATO," Pompeo said, adding, "An authoritarian Russia will never be a friend to the freedom and sovereignty of smaller nations."

Pompeo said the United States had earlier pushed Hungary into the arms of "folks who didn't share our values" and vowed to "compete for positive influence in the region".

Pompeo announced plans for a defence cooperation agreement with Hungary but added that he had discussed "the dangers of allowing China to gain a bridgehead in Hungary" during his talks with foreign minister Peter Szijjarto.

If Huawei is co-located with American systems, it would be difficult for us to partner: Pompeo to Hungary

Huawei executive <a href="http://www.wionews.com/world/will-pursue-extradition-of-huaweis-meng-wanzhou-confirms-us-justice-department-192267">Meng Wanzhou</a>, who was arrested in Canada and faces possible extradition to the United States, is exploring a defence that claims US&nbsp;charges against her are politically motivated, the Globe and Mail newspaper reported on Monday.

Meng, the chief financial officer of China's <a href="http://www.wionews.com/world/european-telecoms-dilemma-huawei-or-the-highway-194704">Huawei Technologies</a> Co Ltd, is the central figure in a high-stakes dispute between the United States and China. Canada arrested Meng in December at the request of the United States and last month she was charged with wire fraud that violated US&nbsp;sanctions on Iran.

"The political overlay of this case is remarkable," Richard Peck, lead counsel for Meng, told the Toronto newspaper in a telephone interview.

"That's probably the one thing that sets it apart from any other extradition case I've ever seen. It's got this cloud of politicization hanging over it," Peck added.

The office of Canadian Justice Minister David Lametti said it could not speculate on Meng's possible defences.

"We are committed to a fair process unfolding before the courts and the steps undertaken by the Department of Justice Canada on this case have followed due process, in accordance with the Extradition Act, the Charter of Rights and Freedoms and our Treaty with the United States," a spokeswoman for Canada's Department of Justice said in an e-mailed statement.

Peck's office did not respond to a request for comment. A Huawei spokesman declined to comment.

In December, US President Donald Trump said in a Reuters interview he would intervene in the Justice Department's case against Meng if it would serve national security interests or help close a trade deal with China.

Canada fired John McCallum, its ambassador to China, in January after he said Meng could make a strong argument against being sent to the United States.

"He [Mr McCallum] mentions some of the potential defences - and certainly, I think any person that knows this area would see the potential for those defences arising," Peck told the Globe and Mail.

Meng's lawyers are also planning to challenge whether her alleged conduct would be deemed criminal under Canadian law, the Globe and Mail said.

Huawei CFO Wanzhou may fight extradition by claiming US political motive: Report

China on Tuesday accused the United States of "political motivations" behind sweeping charges against <a href="http://www.wionews.com/world/trudeau-sacks-canadian-ambassador-to-china-after-huawei-controversy-193039">Chinese telecom giant Huawei</a> in a case that has ratcheted up tensions between the two superpowers.

The Justice Department Monday unveiled 13 charges against <a href="http://www.wionews.com/world/prince-charless-charity-to-stop-taking-huawei-donations-192509">Huawei Technologies, its chief financial </a>officer Meng Wanzhou - the daughter of the company's founder - and two affiliates related to violating US sanctions on Iran.

The firm was also accused of technology theft on the same day China's top trade negotiator arrived in Washington for high-stakes talks with US officials, possibly complicating the discussions ahead of a March deadline to avert a deepening of their trade war.

Canada has been dragged into the dispute since it arrested Meng at the behest of the United States last month, sparking a diplomatic crisis between Ottawa and Beijing, which renewed calls for her release and for the US to drop its warrant against her.

China's foreign ministry said there were "strong political motivations and political manipulations" behind the charges.

"For some time, the US has used state power to smear and suppress specific Chinese companies in an attempt to stifle their legitimate business activities," ministry spokesman Geng Shaung said at a regular briefing.

"We strongly urge the US to stop the unreasonable suppression of Chinese companies including Huawei and to treat them fairly and objectively. China will also resolutely defend the legitimate rights and interests of Chinese enterprises."

The twin indictments are the latest setback for the company, with its equipment having been barred from domestic networks in the United States, Australia and New Zealand amid security fears.

In addition to fraud charges linked to Iran sanctions violations against Meng and the company, two Huawei affiliates were charged with stealing robot technology from T-Mobile.

"Both sets of charges expose Huawei's brazen and persistent actions to exploit American companies and financial institutions, and to threaten the free and fair global marketplace," said FBI director Christopher Wray.

Acting US Attorney General Matthew Whitaker said there was nothing in the indictment that alleged Chinese government involvement in either case.

However, he added, "As I told Chinese officials in August, China must hold its citizens and Chinese companies accountable for complying with the law."

In a statement sent to AFP, Huawei said it was "disappointed" and denied that it committed any of the allegations.&nbsp;

It added that it was "not aware of any wrongdoing by Ms Meng (Wanzhou), and believes the US courts will ultimately reach the same conclusion."

The United States have filed a formal extradition request for Meng, according to Canadian broadcaster CBC, and she faces a court hearing on February 6.

Nine days after her arrest in Vancouver on December 1, Chinese authorities detained two Canadians in what is seen as an act of retaliation to pressure Ottawa.

The charges against Meng, filed in federal court in New York, allege that between 2007 and 2017 she, Huawei and the subsidiaries sought to mask their business with Iran in violation of US and UN sanctions on the country.

Meng in particular "repeatedly lied" to bankers about the relationships between the companies, especially with Skycom, a Huawei affiliate in Iran, according to the charges.

That violated US laws, the Justice Department said, because the Iran business involved US-dollar transactions processed by banks through the United States.

Huawei and the affiliates also lied to US authorities, obstructing the investigation, they said.

The indictment also mentions that Huawei's founder -- Ren Zhengfei, a former People's Liberation Army engineer identified only as "Individual-1" in the court documents -- had "falsely stated" that the company had "not dealt directly with any Iranian company" in an interview with FBI in July 2007.

Ren, however, has not been charged.

The second case charged that Huawei made a concerted effort to steal technology related to a phone-testing robot dubbed Tappy from a T-Mobile USA lab in Washington state.&nbsp;

Engineers of Huawei -- which was supplying T-Mobile with phones -- took pictures and made measurements of parts of the robot, "even stealing a piece of it," said Whitaker.

The Justice Department charged that the Chinese company had, in July 2013, offered bonuses to employees "based on the value of information they stole from other companies around the world, and provided to Huawei via an encrypted email address."&nbsp;

The indictments came as Chinese Vice Premier Liu He arrived in Washington on Monday to lead trade talks this week.

Speaking together with Justice Department officials announcing the indictments, US Secretary of Commerce Wilbur Ross said they were "wholly separate from our trade negotiations with China."

However, he added: "Commerce will continue to work with our interagency partners to protect US national security interests."

US should stop unreasonable suppression of Huawei: China

Canadian Prime Minister Justin Trudeau on Saturday said he had sought and accepted the resignation of Ottawa's ambassador to China, days after the diplomat sparked controversy with criticism of the <a href="http://www.wionews.com/world/china-tells-canada-to-free-huawei-cfo-or-face-consequences-182513">US extradition request for a top Huawei executive</a>.

"Last night I asked for and accepted John McCallum's resignation as Canada's Ambassador to China," Trudeau said in a statement that did not explain why the decision had been taken.

McCallum has been making headlines in recent days over comments regarding Meng Wanzhou, Chinese giant Huawei's chief financial officer who was arrested in Vancouver on December 1 and is facing extradition to the United States.

Accused of fraud linked to violations of American sanctions on Iran, she is out on bail, but her arrest has sparked an escalating diplomatic crisis between Ottawa and Beijing.

McCallum briefed lawmakers Tuesday on the plight of two Canadians detained in China and a third placed on death row in what are widely seen as retaliatory moves by Beijing.

After the briefing he told Chinese-language media in Markham, Ontario that he believed the US extradition request was seriously flawed.

He cited political comments on the case by US President Donald Trump, the "extraterritorial aspect" of Meng's case and the fact that Canada did not sign on to the Iran sanctions that Washington wants her extradited for.

McCallum's remarks were immediately panned by opposition parties and others for seeming to undercut the strict hands-off approach to judicial matters touted by the Canadian government.

The following day he issued a statement saying that he "misspoke," and "regrets" that his comments "have created confusion."

But on Friday, McCallum told The Vancouver Star that it would be "great for Canada" if the US dropped its extradition request.

"From Canada's point of view, if (the US) drops the extradition request, that would be great for Canada," he told the newspaper at a charity function.

"We have to make sure that if the US does such a deal, it also includes the release of our two people. And the US is highly aware of that," he said.

Trudeau's statement hailed McCallum's almost two decades of public service, which it said he carried out "honorably and with distinction."

McCallum previously held a number of cabinet posts, including defense minister, minister of veteran affairs and immigration minister.

The statement added that, effective immediately, McCallum's deputy Jim Nickel would represent Canada in Beijing as its charge d'affaires.

Huawei CFO extradition: Trudeau sacks Canadian ambassador to China

The US government today confirmed that it would be seeking extradition of <a href="http://www.wionews.com/world/china-tells-canada-to-free-huawei-cfo-or-face-consequences-182513">Huawei's top executive Meng Wanzhou</a> who is hauled up in Canada over charges of misleading multinational banks about Iran-linked transactions thereby working against US sanctions.

"We will continue to pursue the extradition of defendant Ms. Meng Wanzhou, and will meet all deadlines set by the US/Canada Extradition Treaty," said Justice Department spokesperson Marc Raimondi.

As Meng's extradition looms, Canadian ambassador<a href="http://www.wionews.com/world/strongly-urge-us-to-immediately-drop-extradition-request-for-huaweis-meng-wanzhou-china-192033"> to China John Mccallum</a> said she&nbsp;had a good defence case.&nbsp;

"One, political involvement by comments from Donald Trump in her case. Two, there's an extraterritorial aspect to her case, and three, there's the issue of Iran sanctions which are involved in her case, and Canada does not sign on to these Iran sanctions," &nbsp;Mccallum said, adding,"So I think she has some strong arguments that she can make before a judge."

Meng, 46, was released on bail last month but she continues to be under surveillance and is barred from leaving Canada.&nbsp;

China meanwhile has once sprung to her defence, Chinese foreign ministry spokesman Hua Chunying said the US should drop &nbsp;extradition request to Canada since it was a "serious mistake" and violated &nbsp;Chinese citizen's safety and legitimate rights and interests."

Canadian law allows 60 days for the US to make extradition request for Meng Wanzhou and January 30th is the deadline. David MacNaughton, Canadian ambassador to the United States, said the United States has told Canada it will extradite Meng, but American authorities have yet to formally make that request.

Relations between Canada and China have nosedived since Meng's arrest with Chinese authorities detaining two Canadian nationals - &nbsp;Michael Kovrig and Michael Spavor - amid growing tensions.

A China Daily newspaper had said Canada "could lose the trust and cooperation of most developing countries" over the matter.

Ex-Diplomats, scholars write open letter to President Xi Jinping urging release of detained Canadians in China

After reports emerged that the<a href="http://www.wionews.com/world/us-to-formally-seek-extradition-of-huawei-executive-meng-wanzhou-globe-and-mail-191936"> US may formally extradite Huawei executive</a> Meng Wanzhou from Canada, the Chinese foreign ministry said it is an abuse of extradition treaties between the United States and Canada and a serious violation of Chinese citizen's safety and legitimate rights and interests.

"China has strongly urged Canada to<a href="http://www.wionews.com/world/executive-of-chinas-huawei-asks-for-bail-in-us-extradition-case-183236"> immediately release Ms Meng</a>, and earnestly guarantee her justified and legitimate rights," China's foreign ministry spokesman Hua Chunying said.

Meng, 46, who is the daughter of the founder Ren Zhengfei, was arrested and then released on bail last month by a Canadian court after the United States accused the Huawei top executive of misleading multinational banks about Iran-linked transactions thereby working against US sanctions.

Meng denied the charge as she was released subject to guarantee of $7.5 million and barred from leaving the country. The development angered Chinese authorities threatened&nbsp;severe consequences if Meng was extradited to the US.

Meng has been&nbsp;put under electronic surveillance in a luxury home in Vancouver awaiting action from the US administration.

"China has also strongly urged the United States to immediately correct its mistake, repeal its warrant of arrest for Meng Wanzhou and drop the extradition request to Canada," the foreign ministry spokesman said.

Meng was detained on December 1st as she was changing planes in Vancouver airport.

Relations between Canada and China have hit rock bottom ever since the Meng incident unfolded with Chinese authorities detaining ex-diplomat Michael Kovrig and China-based business consultant Michael Spavor for harming "national security".&nbsp;

As relations deteriorated, China announced death sentence for Canadian national Robert Schellenberg for smuggling methamphetamines even as Canada denounced the move.&nbsp;

Strongly urge US to immediately drop extradition request for Huawei's Meng Wanzhou: China

China's envoy to Canada warned&nbsp;<a href="http://www.wionews.com/world/canada-engaging-in-egotism-and-white-supremacy-over-huawei-vp-meng-chinese-ambassador-lu-shaye-189310">Ottawa there would be repercussions</a> if it banned technology firm Huawei Technologies Co Ltd from supplying equipment to Canadian 5G networks, the latest blast in a deepening bilateral dispute.

Ambassador Lu Shaye, speaking at a news conference, did not give details. <a href="http://www.wionews.com/world/canada-says-13-citizens-detained-in-china-since-huawei-cfo-arrest-188160">Canada is currently studying the security implications</a> of 5G networks, but unlike some allies has not announced Huawei equipment will be excluded.

"If the Canadian government does ban Huawei from participating in the 5G network, then as for what kind of repercussion there will be, I’m not sure, but I believe there will be repercussions," Lu said through an interpreter, urging Ottawa to "make a wise decision on this issue".

Relations between China and Canada turned frosty last month after Canadian authorities arrested Meng Wanzhou, chief financial officer of Huawei, on a US extradition request.

China subsequently detained two Canadian citizens, and this month a court retried a Canadian man who previously had been found guilty of drug smuggling and sentenced him to death.

Prime Minister Justin Trudeau accused Beijing of arbitrarily using the death penalty and called world leaders to solicit their support.

Lu said when Canadian foreign minister Chrystia Freeland went to the World Economic Forum in Davos next week she should avoid "microphone diplomacy" and not try to rally support.

"If Canada has a sincerity of resolving these issues, then Canada will not do such things. We hope Canada thinks twice before making any actions," he said.

In response, Freeland said Canada had no intention of changing its approach.

"We will continue to speak every day with our allies about this situation," she told reporters on the sidelines of a cabinet retreat in Sherbrooke, Quebec.

She declined to give details about the review into 5G technology. A Canadian source directly familiar with the case said the study would not be released in the immediate future.

Huawei has a relatively small Canadian operation, employing just shy of 1,000 people. But the company said early this year it had become the 25th largest research and development funder in Canada, thanks to partnerships with local universities.

On Wednesday, a bipartisan group of US lawmakers introduced bills that would ban the sale of US chips or other components to Huawei, ZTE Corp or other Chinese firms that violate US sanctions or export control laws.
