China has allowed a former Canadian diplomat detained for allegedly gathering state secrets to speak on the phone to his ill father, the foreign ministry said Monday.

Michael Kovrig has been languishing in China's opaque legal system since he was apprehended in December 2018, along with Canadian businessman Michael Spavor, who faces similar accusations.

Their detention has been widely seen as retribution by Beijing for Canada's arrest days earlier of Huawei chief financial officer Meng Wanzhou on a US extradition request.

Beijing said it had allowed the phone call "after understanding the serious illness of Kovrig's father".

"The Chinese departments handling the case made special arrangements within the scope allowed by Chinese law, and agreed to allow Kovrig to speak on the phone with his father," foreign ministry spokesman Geng Shuang said at a regular press briefing.

Geng added that during the coronavirus outbreak which emerged in China late last year, authorities have taken "relevant measures to realistically protect the health and safety of people in custody including Kovrig and Spavor".

Former Canadian ambassador to Beijing Guy Saint Jacques told that it was "not in the habit of Chinese authorities" to allow these kinds of calls, and said the news was "a little encouraging".

Canada's new foreign minister, Francois-Philippe Champagne, said he expressed his country's "deep concern" over the condition of the Canadians' detention in talks with Chinese counterpart Wang Yi last month.

Meng, the daughter of Huawei founder Ren Zhengfei, was arrested while changing planes in Vancouver on December 1.

Accused by the US of violating Iran sanctions, she has hired a team of lawyers to help her fight extradition in court.

"Right now, time seems to pass slowly," wrote Meng in an open letter thanking supporters on the anniversary of her arrest.

"It is so slow that I have enough time to read a book from cover to cover," she continued. "I can take the time to discuss minutiae with my colleagues or to carefully complete an oil painting."

Her mother and husband visit her, Ren told CNN, adding that he was in contact with his daughter, who is "suffering".

Across the Pacific, Kovrig and Spavor have had no direct contact with anyone outside of consular visits that each last half-an-hour, sources said.

They face allegations of collecting state secrets but neither has been formally charged, which suggests Chinese authorities may be "biding their time," Saint-Jacques said.

Kovrig is being held in a cell with about 20 inmates in Beijing, while Spavor shares his with 18 people in Dandong, according to Saint-Jacques.

They are allowed outside for 15 minutes per day, he said.

Messages and photos from family are read out loud to the two Canadians by embassy officials, before they are handed to Chinese authorities –- who may or may not give them to the two men, the sources said.

In the first weeks following Kovrig's arrest, even books were denied.

Spavor, who was based in northeast China, facilitated trips to North Korea, including past visits by US basketball legend Dennis Rodman. He even met North Korean leader Kim Jong Un.

"I would like to help him, but I feel quite powerless," said Tereza Novotna, a friend of Spavor.

Kovrig's employer, the International Crisis Group (ICG) think tank, said the former diplomat who was based in Hong Kong was regularly invited to the mainland by Chinese officials and could not have be viewed as hostile to China. &nbsp;

"I don't think one needs to be an expert on legal matters to conclude why (Kovrig) was arrested," said ICG president Robert Malley.

The Crisis Group is tweeting about Kovrig's case every day to keep him in the public eye.

"It's just important for us to remind the world that he's still being detained," said Malley.

China and Canada were embroiled in a similar standoff five years go.

In 2014, Canadian Christian aid workers Kevin and Julia Garratt were detained shortly after a Chinese national was arrested in Canada in connection with a hacking case in the United States.

The Canadians was regularly interrogated in the first six months of detention, Kevin Garratt said.

In prison, he said, there was no food to buy more than a quarter of the time.

Julia was released in 2015. Kevin was held longer on spying allegations and finally freed in 2016, months after the Chinese citizen, Su Bin, was sent to the United States and pleaded guilty.

Lawyers for Huawei Chief Financial Officer Meng Wanzhou will be in a Canadian courtroom on Monday to press for details surrounding her arrest at Vancouver's airport nearly 10 months ago.

Meng, 47, was detained on December 1 at the request of the United States, where she is charged with bank fraud and accused of misleading HSBC Holdings Plc about Huawei Technologies Co Ltd's business in Iran. Meng, who is expected in court, has said she is innocent and is fighting extradition.

At Monday's 10 am (1700 GMT) hearing before Justice Heather Holmes of the British Columbia Supreme Court, Meng's defense team will request more disclosure surrounding her detention at the airport, including contacts between US and Canadian authorities.

Meng's lawyers argue she was unlawfully detained, searched and questioned for over three hours after she landed on a flight from Hong Kong. Under the ruse of an immigration check, the defense claims, Canadian officials delayed her arrest and collected evidence for US authorities.

Besides accusations of misconduct related to her detention, they argue the United States is using Meng for economic and political gain, noting that after her arrest, US President Donald Trump said he would intervene if it would help close a trade deal.

Lawyers for Canada will respond to the demand for more information about Meng's arrest in court, according to a Canadian Department of Justice spokesman, who added that Meng had already been provided with "extensive disclosure, beyond what is required."

Canadian police and border officers, in response to a civil claim Meng filed earlier this year, have said they acted "lawfully and in good faith."

Vancouver lawyer Gary Botting, who has seen a video of Meng being detained at the airport, said immigration officials came across as "Keystone Cops."

"There are real questions about whether her rights were violated," said Botting, who briefed Meng's defense team on Canada's extradition law after her arrest but is no longer involved with the case.

The extradition hearing itself is not scheduled to start until January.

China on Monday accused detained Canadian citizen Michael Kovrig of stealing state secrets which were passed on to him from another detained Canadian, Michael Spavor, in what is likely to increase tension between Ottawa and Beijing.

Businessman Spavor, who worked with North Korea, and former diplomat Kovrig were picked up in December, shortly after Canada arrested Huawei Technologies Co Ltd Chief Financial Officer Meng Wanzhou, who faces extradition to the United States.

China has repeatedly demanded Meng be released and reacted angrily last week when Ottawa approved extradition proceedings against her.

The Communist Party's Central Political and Legal Affairs Commission said Kovrig had often entered China using an ordinary passport and business visas, "stealing and spying on sensitive Chinese information and intelligence via a contact in China".

"Spavor was Kovrig's main contact and provided him with intelligence," the commission added, without giving details.

Kovrig - who works for the International Crisis Group (ICG) non-governmental organisation - severely violated Chinese laws, and China will start the next judicial proceedings in due course, it said.

"China is a country with rule of law and will firmly crack down on criminal acts that severely undermine national security."

Canada's foreign ministry did not immediately respond to a request for comment. The ICG, which focuses on conflict resolution and has denied any involvement in espionage, said it had heard nothing official about any charges.

"Michael's work for Crisis Group has been entirely transparent and in the open," spokesman Karim Lebhour said. "Vague and unsubstantiated accusations against him are unwarranted and unfair."

While Canada says China has made no specific link between the detentions and Meng's arrest, experts and former diplomats say they have no doubt it is using the cases of the two men to pressure Canada.

Canadian diplomats have visited the two men. However, sources familiar with the case have said Kovrig has not been allowed access to lawyers or family members, unlike Huawei's Meng.

David Mulroney, a former Canadian ambassador to China, said the detainees would come under increased pressure to talk about people they had met.

"They'll be told that if they confess to something they may be able to expect a degree of leniency," he told the Canadian Broadcasting Corp. "They'll also probably be asked to see if they can put pressure on Canadian officials who visit them to see if they can secure the release of Ms Meng."

China has said it is fully guaranteeing both men's lawful rights. Kovrig also holds Hungarian citizenship.

China's Huawei is preparing to file a lawsuit in the Eastern District of Texas to sue the United States government for banning federal agencies from using the company's products, the New York Times reported on Monday, citing people familiar with the matter. The lawyers for Huawei's Chief Financial Officer Meng Wanzhou sued the Canadian government, its border agency and federal police on Sunday, alleging their client was detained, searched and interrogated for three hours in violation of her constitutional rights. Huawei declined to comment on the NYT report.
