Huawei sacks employee arrested in Poland over spying charges

Poland has arrested a Chinese employee of Huawei and a Polish national involved in cyber business on allegations of spying, Polish media reported on Friday, deepening the controversy over Western criticism of the Chinese telecoms equipment maker.

Polish public TV channel TVP said security services had also searched the local offices of Huawei Technologies Cos Ltd, as well as the offices of telecoms firm Orange Polska, where it said the Polish national works.

Orange said in a statement the security agency had on Tuesday gathered materials related to an employee, whom it did not identify. The company added that it did not know if the investigation was linked to the employee's professional work and that it would continue to cooperate with the authorities.

Meanwhile, China said that it was "highly concerned" by the arrest of a Chinese businessman over espionage allegations in Poland.

A Chinese envoy on Wednesday accused Canada and its allies of "Western egotism and white supremacy" for demanding the immediate release of two Canadians held for alleged spying.

In a letter published by The Hill Times newspaper, China's ambassador to Canada Lu Shaye also criticized the "groundless" detention of a top Chinese tech executive at the request of the United States.

China detained former diplomat Michael Kovrig and businessman Michael Spavor last month, accusing them both of activities that "endanger China's security" -- a phrase often used by Beijing when alleging espionage.

The arrests are thought to be in retaliation against Canada's December 1st arrest of Huawei vice president Meng Wanzhou, who is accused of violating Iran sanctions.

"It's understandable that these Canadians are concerned about their own citizens. But have they shown any concern or sympathy for Meng after she was illegally detained and deprived of freedom?" Lu wrote in the Ottawa newspaper.

"It seems that, to some people, only Canadian citizens shall be treated in a humanitarian manner and their freedom deemed valuable, while Chinese people do not deserve that," he said.

"The reason why some people are used to arrogantly adopting double standards is due to Western egotism and white supremacy."

Canadian Prime Minister Justin Trudeau and US President Donald Trump in a telephone call on Monday denounced the "arbitrary" detentions of Kovrig and Spavor.

Australia, Britain, France, Japan, Germany and the European Union have also made statements in support of Canada.

Meng is currently living in a luxury home in Vancouver after being released on bail pending the outcome of an extradition hearing.

She is required to wear an electronic anklet to monitor her movements and has an 11:00 pm to 7:00 am curfew.

Meanwhile, a group of Canadian parliamentarians visiting China this week complained to officials that Kovrig and Spavor have been granted few consular visits, denied access to lawyers, and remain in "completely unacceptable" detention conditions.

Canada engaging in white supremacy over Huawei VP Meng: Chinese ambassador Lu Shaye

Chinese firms are encouraging staff to buy Huawei smartphones following Canada’s arrest of a top Huawei executive on a US extradition request, which has triggered an outpouring of nationalist support.

Several companies are offering employees subsidies for Huawei phone purchases, while others have even warned staff against buying Apple products.

In eastern China, Fuchun Technology said "nearly sixty" out of its 200 employees have taken advantage of 100 to 500 yuan ($15 to $29) Huawei phone subsidies as of Saturday.

Another tech firm, Chengdu RYD Information Technology, has offered 15 per cent subsidies, though it declined to disclose how many employees have actually taken advantage of the benefits.

"We are supportive of good China-made brands," a spokeswoman told AFP, adding that the subsidies are part of employee benefits and were not "guided by the government."

One company has even threatened to fine employees who buy iPhones, charging them 100 per cent of the smartphone's market price.

"Stop buying US brands for company equipment," Shenzhen-based Men pad said in an internal notice, confirmed by AFP.

The surge of patriotism began after Meng Wanzhou, Huawei’s chief financial officer, was detained in Canada on December 1 on a US extradition request linked to sanctions-breaking business dealings with Iran.

She has since been released on bail pending her US extradition hearing and is now living under electronic surveillance in a luxury home in Vancouver.

Ottawa has repeatedly said Meng's arrest was not political but rather part of a judicial process in keeping with an extradition treaty with Washington.

But some in China see Meng's arrest as part of a broader conspiracy to suppress China's high-tech enterprises, with nationalist tabloid Global Times accusing Washington of "resorting to a despicable rogue's approach" because it cannot stop Huawei's progress in the 5G market.

The internal notices announcing the Huawei subsidies started circulating on China’s Twitter-like Weibo earlier this month, and have split Chinese internet opinion.

Some users were in favour of buying phones in the name of patriotism, while others questioned whether or not Chinese firms were simply leveraging Huawei's case as a marketing strategy or branding opportunity.

"Those companies are conscientious for standing by Huawei’s side," praised one Weibo user, using a thumb's up emoji. "The government should also publish an official document to support domestic brands."

But another user, who said they supported Huawei, criticised the practice of punishing staff who purchase Apple products. To win respect, domestic tech brands should "keep fighting despite setbacks and adopt an attitude of not accepting defeat," they said.

Chinese firms support Huawei phones by offering subsidies

British Defence Secretary Gavin Williamson has warned of his "very deep concerns" about Chinese technology giant Huawei being involved in the use of 5G on Britain's mobile network, The Times reported Thursday.

"I have grave, very deep concerns about Huawei providing the 5G network in Britain. It's something we'd have to look at very closely," Williamson was quoted as saying by the newspaper.

"We've got to look at what partners such as Australia and the US are doing in order to ensure that they have the maximum security of that 5G network," he said.

"We've got to recognise the fact, as has been recently exposed, that the Chinese state does sometimes act in a malign way," he said.

Williamson's comments echo similar warnings from MI6 spy agency chief Alex Younger who earlier this year said Britain would have to make "some decisions" about the involvement of firms such as Huawei.

Britain's government earlier this year announced the West Midlands region in central England would become the first large-scale testing area for 5G.

Fifth-generation mobile networks, or 5G, will have faster transmission speeds and could enable a far wider use of self-driving vehicles and internet-powered household objects.

Britain voices 'grave' concerns over China's Huawei

China accused Britain and the European Union of hypocrisy on Monday for expressing concern about China's detention of two Canadian citizens, saying they had double standards for not mentioning a senior Chinese executive arrested in Canada.

Canadian Foreign Minister Chrystia Freeland said on Saturday Canada will maintain a high-level campaign in the coming days to seek support from allies as it pressures China to free the two detained Canadians, who China says are suspected of endangering state security.

Freeland spoke a day after the United States joined Canada in calling on Beijing to release the pair, who were held after Canadian authorities arrested a senior Chinese executive on a US extradition warrant. Britain and the European Union have also expressed support for Canada.

Chinese Foreign Ministry spokeswoman Hua Chunying said Beijing expressed "strong dissatisfaction and resolute opposition" to comments by Canada, the United States and others on the detained Canadians.

The two, Michael Kovrig, a former diplomat and an adviser with the International Crisis Group (ICG) think-tank, and businessman Michael Spavor are suspected of endangering state security so they are "of course" being detained, Hua said.

"We urge relevant countries to earnestly respect China's judicial sovereignty," she told a daily news briefing, reiterating their lawful rights have been guaranteed.

The support of Britain and the European Union was "strange", Hua added.

"What's this got to do with Britain and the EU? When the Canadians illegally detained a senior executive at a Chinese company at the request of the United States, where were they?" she said.

"Their so-called human rights have different standards for different countries' citizens," Hua added.

Kovrig is also a Hungarian and therefore an EU citizen, sources told Reuters last week.

The two were detained after Canadian police arrested Huawei Technologies Co Ltd's chief financial officer, Meng Wanzhou, on December 1.

China again urges Canada to release Meng and the United States to withdraw its arrest warrant, Hua said.

While Meng has had full access to lawyers and is able to see family, Kovrig is being denied legal representation, is not allowed to see family, and is limited to one consular visit a month, sources familiar with the situation say.

No details have been revealed about Spavor's detention. Canadian diplomats have seen both men at least once since they were detained.

Canada arrested Meng at the request of the United States, which is engaged in a trade war with China. Meng faces extradition to the United States to face fraud charges which carry a maximum sentence of 30 years jail for each charge.

China has given only vague details of why they have detained the two Canadians and has not drawn a direct link to Meng's arrest.

Foreign investors have pumped in close to Rs 4,000 crore in the Indian capital markets this month so far on strengthening rupee and easing global crude oil prices.

This comes following a 10-month high net inflow of over Rs 12,266 crore in the capital markets (equity and debt) by Foreign Portfolio Investors (FPIs) in November.

According to data available with the depositories, FPIs infused a net amount of Rs 1,332 crore in equities and Rs 2,552 crore in the debt markets, taking the total to Rs 3,884 crore during December 3-21.

Marketmen attributed the inflow to persistent fall in crude oil prices, which dropped to over 15-month lows, and strengthening rupee against the dollar.

However, till December 7, FPIs were net sellers in the equity market, pulling out funds to the tune of Rs 383 crore. However, they had put in Rs 2,744 crore in the debt markets during the period under review.

"The sell-off was triggered on December 6, when FPIs sold net assets worth Rs 361 crore in a single day. This could be largely attributed to the weakness in the global markets due to the arrest of a high-profile Chinese executive which led to a sharp fall in the stock markets globally," said Himanshu Srivastava, Senior Analyst Manager Research, Morningstar Investment Adviser India.

"Investors fear that the relationship between the world's two biggest economies — US and China — could deteriorate following the arrest and hurt economic growth. Consequently, they chose to adopt a cautious stance and shun risky assets, such as their investments in emerging markets like India, which are more susceptible to weak global cues," he added.

FPIs have pulled out over Rs 84,200 crore from the capital markets so far this year. This includes close to Rs 34,000 crore from equities and Rs 50,200 crore from the debt market.

China's foreign ministry said today that it had held a third Canadian national for working illegally in the country.

"In the case of the current consular situations we're going to continue to defend them, to stand up for them, to ask for more information on the charges being brought forward, or the reasons for detention," Canadian PM Justin Trudeau said.

A Canadian newspaper had identified McIver as a teacher.

The new development comes after China had earlier detained former Canadian diplomat Michael Kovrig and businessman Michael Spavor after Canadian authorities had arrested and later released Huawei CFO Meng Wanzhou last week.

Meng was arrested after US authorities asked Canadian officials to detain her at the Vancouver airport over Huawei's alleged trade transactions with Iran. Meng was released on conditional bail and has been barred from leaving Canada.

PM Trudeau maintained that it was "a very separate case" from last week.

"But we are looking into the details on this most recent one - that doesn't seem to fit the pattern set by the previous two, but we'll have more to say as we collect the facts on this issue," PM Trudeau informed reporters.

"We have engaged in a very thoughtful way on trying to get the best outcome, and sometimes politicising or amplifying the level of public discourse on this may be satisfying in the short term, but would not contribute to the outcome," PM Trudeau added.

China's foreign ministry said today that it had held a third Canadian national for working illegally in the country. A Canadian woman named Sarah McIver faces "administrative penalties", said Chinese foreign ministry spokeswoman Hua Chunying at a press briefing in Beijing. Third Canadian held for working illegally in the country: China

Mike Pompeo urges release of two Canadians

Canada's ambassador met in Beijing Friday with a detained former diplomat for the first time since he was arrested in China amid sharpening East-West tensions over trade and other issues.

Michael Kovrig, the former diplomat, and a second Canadian, Michael Spavor, were taken into custody earlier in the week after a top Chinese tech executive was arrested in Vancouver at the request of the United States.

Canada's foreign ministry said its ambassador to Beijing, John McCallum, was granted consular access to Kovrig and is pressing for access to Spavor. Speaking to The Canadian Press, Prime Minister Justin Trudeau predicted that access would take place "shortly."

"We are being absolutely clear on standing up for our citizens who have been detained, trying to figure out why, trying to work with China to demonstrate that this not acceptable," he told Citytv in Toronto.

Meanwhile, in Washington, Canada's foreign and defence ministers held talks with their US counterparts on the row.

The Canadians were arrested for what China has said is suspicion of "harm to national security" -- a phrase often used by Beijing when alleging espionage.

But the detentions are widely believed to be retaliation for Canada's arrest December 1 of Meng Wanzhou, the chief financial officer of Chinese telecom giant Huawei.

Meng was arrested while changing planes in Vancouver, outraging China and sparking a diplomatic standoff between the North American allies and Beijing.

"This is one of the situations you get in when the two largest economies in the world, China and the United States, start picking a fight with each other," Trudeau said.

"The escalating trade war between them is going to have all sorts of unintended consequences for Canada, potentially the entire global economy. We're very worried about that."

The United States has accused her of lying to bankers about the use of a covert subsidiary to sell to Iran in breach of sanctions. If convicted, she faces more than 30 years in prison.

On Tuesday, a Canadian judge ordered Meng's release on Can$10 million ($7.5 million US) bail, pending a US extradition hearing.

Visit shelved

Canadian Tourism Minister Melanie Joly, meanwhile, shelved a trip to China next week to promote tourism.

Since Beijing approved Canada as a tourist destination for its citizens in 2010, the number of Chinese tourists visiting Canada has risen by 20 percent per year to almost 700,000 in 2017.

Ottawa had hoped to double the figure by 2021, opening seven new visa application offices in China this year to facilitate the processing of travel documents. But those targets are now in doubt amid a public backlash in China.

Kovrig, who works for the International Crisis Group (ICG) think tank, was being investigated by the Beijing bureau of state security, while the agency's office in northeastern Liaoning province was handling the probe into Spavor, Lu said.

Spavor is a China-based business consultant who facilitates trips to North Korea, met with its leader Kim Jong Un and arranged some of retired NBA star Dennis Rodman's trips to the country.

China's foreign ministry said ICG was not registered in China and its employees would be "in violation" of the law if they engage in activities in the country.

ICG closed its office in the Chinese capital after Beijing passed a law on NGOs, which came into force in 2017, to better control the activities on its soil of foreign organizations.

Kovrig was based in Hong Kong for ICG, working on foreign policy and security issues in the region, particularly on the Korean Peninsula.

Canada granted consular access to ex-diplomat held by China: Official

US Secretary of State Mike Pompeo said on Friday China should free two Canadian citizens who were detained this week after authorities in Canada arrested a senior Chinese technology executive on a US extradition warrant.

Pompeo's comments were the first by a senior US official on the arrests, which Canadian Prime Minister Justin Trudeau said could escalate a growing trade conflict between China and the United States.

"The unlawful detention of two Canadian citizens is unacceptable," Pompeo told reporters after talks in Washington with Canadian Foreign Minister Chrystia Freeland. "They ought to be returned ... We ask all nations of the world to treat other citizens properly."

Canadian officials were granted consular access on Friday to one of the two detainees in China and were still trying to contact the second, the Foreign Ministry said.

China detained the two businessmen Michael Spavor and Michael Kovrig, a former diplomat and an adviser with the International Crisis Group (ICG) after Canadian police arrested Huawei Technologies Co Ltd's chief financial officer, Meng Wanzhou, on December 1.

ICG President Robert Malley also called for Kovrig's release on Saturday.

"Michael's arrest is unjust. He should be freed immediately," Malley said in a statement.

"Far from being secretive, Michael's work was open for all to see, Chinese officials first and foremost," he said. Kovrig did not do anything to endanger China's national security, either as a diplomat or at the ICG, Malley said.

US prosecutors accuse Meng of misleading multinational banks about Iran-linked transactions, putting the banks at risk of violating US sanctions. Meng, who is the daughter of Huawei's founder, has said she is innocent.

Potentially complicating the case, US President Donald Trump made comments this week that legal experts say may have undermined the US basis for extradition.

Asked about the remarks, Freeland said: "We all agree that the most important thing we can do is to uphold the rule of law, ensure that Ms Meng's right to due process is respected and that the current judicial process in Canada remains apolitical."

Trudeau, in his strongest comments on the matter to date, said China's detention of the two men was "not acceptable."

China rejects Trudeau's insistence that the government cannot interfere with the judiciary. Meng was released on bail this week but has to remain in Canada.

China should free Canadians held after Huawei arrest: Mike Pompeo

Days after China detained former Canadian diplomat Michael Kovrig, the Canadian government said today that a second Canadian identified as Michael Spavor was also missing in China.

"We are aware that a Canadian citizen, Mr. Michael Spavor, is presently missing in China," Canadian foreign ministry spokesman Guillaume Berube told AFP.

Spavor's disappearance comes 24 hours after a Canadian court granted Huawei's chief financial officer Meng Wanzhou conditional bail after arresting her on charges of allegedly carrying out transactions with Iran despite US sanctions. Meng's arrest was apparently carried after US officials insisted that Huawei CFO was clandestinely engaging with Iran.

Meng was released on $7.5 million bail by the Vancouver court.

"We have been unable to make contact since he let us know he was being questioned by Chinese authorities," Berube said adding, "we are working very hard to ascertain his whereabouts and we continue to raise this with the Chinese government."

Spavor who is based in China runs the Paektu Cultural Exchange, an organisation which facilitates business, tourism and sports trips to North Korea. He was responsible for helping NBA Dennis Rodman make the trip to North Korea two years ago.

Chinese authorities had earlier detained former Canadian diplomat Michael Kovrig in a move widely seen as a retaliation for Meng's arrest in Vancouver.

"Canadian citizen Michael John Kovrig was on Dec. 10 investigated in accordance with the law by the Beijing State Security Bureau on suspicion of engaging in activities that harm China's state security," China's state-run Beijing News had said.

Kovrig worked for the International Crisis Group (ICG), a think tank based on conflict resolution.

Chinese foreign ministry spokesman Lu Kang said that he ICG was not registered in China as a non-government organisation (NGO) and Kovrig could have broken Chinese law.

"If they are not registered and their workers are in China undertaking activities, then that's already outside of, and breaking, the law, revised just last year, on the management of overseas non-governmental organisations operating in China," Lu said.

After ex-diplomat, another Canadian national goes missing after questioning by Chinese authorities

A Canadian court granted bail to Huawei's Meng Wanzhou who was held by authorities for the past one week after US officials accused the top executive of misleading banks about transactions linked to Iran.

Meng, 46, was granted relief on a $7.5 million guarantee by a Vancouver court in British Columbia after three days of bail hearing. Meng was arrested in Canada as she was changing planes in Vancouver.

Justice William Ehrcke while granting bail to Meng put other conditions including monitoring, curfew and other conditions.

She will be subject to electronic monitoring after the bail was made possible by five guarantors. She would be monitored by Canadian authorities everytime she leaves her house.

Meng who is Huawei's chief financial officer and the daughter of the company's founder had pleaded innocence and had decided to fight her extradition in the US court.

Meng's extradition to the United States is still unclear.

"We have every confidence that the Canadian and US legal systems will reach a just conclusion," Huawei said in a statement.

President Trump had said that he would intervene in the case as it grabbed global headlines amid the temporary truce between US and China over the trade war.

"If I think it's good for what will be certainly the largest trade deal ever made – which is a very important thing – what's good for national security – I would certainly intervene if I thought it was necessary," Trump said.

China had warned severe consequences against Canada as the Huawei heiress was held last week. The Chinese foreign ministry had said Canada had violated the consular treaty signed with the country as it failed to notify China about Meng's detention.

"First, the China-Canada consular treaty specifies that Canada is obliged to immediately inform the Chinese embassy or consulates in Canada whenever there occurs such a case," the Chinese foreign ministry said, adding, "China was not informed via Canada's government immediately, but learned of the case from other sources."

News brief: Big stories of the day

Global stock markets rallied Wednesday on upbeat China-US trade news, while the pound hit yet another 20-month low as British Prime Minister Theresa May faces a no-confidence vote.

Oil prices jumped one dollar as volatility continued to grip world crude markets.

A flurry of positive developments in the tariffs stand-off between the world's top economies provided early Christmas cheer on trading floors, fuelling hopes an all-out trade war can be avoided.

In afternoon deals, Frankfurt fizzed 0.9 per cent higher, London won 1.1 per cent and Paris added 1.6 per cent.

The positivity spilled over from Asia, where Tokyo ended 2.2 per cent higher and Shanghai rose 0.3 per cent, while Hong Kong jumped 1.6 per cent.

"The equity markets are taking encouragement from recent reports of a potential truce in the US-China trade dispute," noted VTB Capital analyst Neil MacKinnon.

Canada on Tuesday released on bail Meng Wanzhou, chief financial officer (CFO) at Chinese telecoms giant Huawei, whose arrest last week sparked fury in Beijing and worries about a truce agreed at the G20 by Donald Trump and Xi Jinping this month.

Providing some extra support to the news of Meng's release was an interview in which Trump said he could intervene in the case if it helps seal a trade pact with China, adding: "Whatever's good for this country, I would do."

China added to market-friendly noise by saying it had agreed to cut tariffs on US autos to 15 per cent from 40 per cent -- wiping out a levy imposed earlier this year in response to US measures.

Investors welcomed the headlines but sounded a note of caution.

"Newsflow regarding developments in the US-China trade dispute has been notoriously erratic and positive news can quickly give way to negative news," added MacKinnon.

May no-confidence vote

The British pound meanwhile ducked as low as $1.2478 -- a level last seen in April 2017 -- in a torrid week for the Brexit-hit currency.

The latest low came as the head of a Conservative Party committee in charge of organising leadership challenges announced that May would Wednesday face a no-confidence vote over her Brexit negotiations.

The weak pound boosts London-listed multinationals whose earnings abroad are converted back into sterling, handing a fillip to the FTSE 100 shares index.

The news came after May had delayed Tuesday's parliamentary vote on her EU divorce agreement to avert a crushing defeat.

In midday deals, sterling clawed background to stand at $1.2534, up from $1.2487 late on Tuesday.

"So far sterling has played the waiting game in regards to the impending vote of no-confidence in Theresa May," noted Spreadex analyst Connor Campbell.

"If the prime minister comes out the other side with her job intact, then it takes one of the many uncertainties that have swirled around UK politics for the last few months off the table.

"If she loses, on the other hand, then well, the pound's likely going to have a very unpleasant run-in to Christmas."

May no-confidence vote The British pound meanwhile ducked as low as $1.2478 -- a level last seen in April 2017 -- in a torrid week for the Brexit-hit currency.

World stocks rally on China-US trade; pound slides on UK turmoil

The pattern is familiar: Canada arrests a Chinese national wanted in the US. Shortly after, a Canadian national is locked up in China.

Friends and experts say former Canadian diplomat Michael Kovrig, who was detained in Beijing on Monday, may have become a "hostage" and "pawn" in a three-nation feud.

Kovrig was detained just nine days after Chinese tech giant Huawei's chief financial officer, Meng Wanzhou, was arrested in Vancouver at the behest of the United States on Iran sanctions-related charges.

She was released on bail on Tuesday while awaiting a US extradition hearing.

China has warned Canada of "grave consequences" over Meng's arrest, though neither country has confirmed a link between the two cases.

But experts and friends of Kovrig, who now works at the International Crisis Group think tank, say the two are intertwined.

"In this case, it is clear the Chinese government wants to put maximum pressure on the Canadian government," Guy Saint-Jacques, the former Canadian ambassador to Beijing, told AFP.

He pointed to a similar case in 2014 when Canadian Christian aid workers Kevin and Julia Garratt were detained shortly after Canadian authorities arrested a Chinese national in connection with a hacking case in the United States.

Julia Garratt was released on bail and allowed to leave China in 2016.

China charged Kevin Garratt with espionage but allowed him to leave the country in 2016, months after the Chinese citizen, Su Bin, agreed to go to the United States and pleaded guilty.

Meng's arrest has sandwiched Ottawa between Washington and Beijing as they feud over trade, cyber espionage and a raft of issues.

Saint-Jacques said Kovrig is going to be "a victim" of the US-China trade war.

"China wants to demonstrate to the world that it is a rival superpower to the United States and that countries have to choose to align with the US or with China," said Shaun Rein, who looked at the sticks and carrots Beijing wields in his book "The War for China's Wallet".

"The former Canadian diplomat is a pawn and he's going to be stuck unless (Meng) is released," he said.

Meng's arrest occurred on the same day that the US and Chinese presidents agreed at a G20 summit to a trade war truce and a March 1 deadline to negotiate a deal.

"By getting a Canadian it's a power play, the US Congress won't kick and scream. The trade talks can still go on because China has still been adhering to the agreement at the G20 with Trump," Rein said.

US officials have not linked Meng's arrest to the trade talks underway between China and the US.

NGO law

Friends describe Kovrig as a friendly, decent man who loves China.

He was based in Hong Kong for the International Crisis Group, an organisation known for its research on peaceful solutions to global conflicts.

His duties included research and analysis on foreign affairs and security issues facing countries in the region, especially on the Korean peninsula.

He wrote op-eds and gave frequent interviews on the issues.

But ICG closed its office in China's capital as Beijing rolled out a more restrictive law that took effect in early 2017 to better control foreign NGOs operating in the country.

China's foreign ministry spokesman Lu Kang said Wednesday that ICG was not registered in China and its employees would be "in violation" of the law if they engage in activities in the country.

Kovrig served as political officer at the Canadian embassy from 2014-2016. He met with dissidents and travelled to China's restive far west Xinjiang region, Saint-Jacques said.

He took an unpaid leave from the embassy because he wanted to be able to return to China, the former ambassador said.

"He is a really nice guy, soft spoken, good sense of morals," said David Zweig, a friend of Kovrig's and a fellow Canadian China watcher, noting Kovrig is well respected in the Hong Kong community.

"They've got their hostage and hopefully they'll let him go very quickly," said Zweig, a professor of Chinese politics at Hong Kong University of Science and Technology.

Huawei CFO Meng Wanzhou freed on bail, leaves courthouse

The shocking arrest of chief financial officer of Huawei Technologies, Meng Wanzhou, in Canada on December 1 is seen as entangled in the protracted diplomatic tensions between Washington and Beijing.

46-year-old Meng, who is also one of the vice chairs of company's board, is the daughter of founder Ren Zhengfei from his first marriage. She has taken her family name from her mother and has also used the English first names "Cathy" and "Sabrina".

Ren, 74, founded the Chinese telecommunications company in 1988 and, like his elder daughter, has largely kept a low profile. Last month, he posed for a family photo shoot for French lifestyle magazine Paris Match with his younger daughter and current wife. Annabel Yao, 20, Meng's half-sister, posed in front of a grand piano with her mother, identified by the magazine as Yao Ling, and Ren, who wore a blue shirt with his hand resting on his smiling daughter's shoulder.

A Huawei spokesman confirmed to Reuters that Yao is Ren's wife.

Meng had said in an interview in 2013 that she joined Huawei in 1993 as a secretary "whose job was just to take calls". She obtained a master's degree from Huazhong University of Science and Technology in 1998, and rose up the ranks over the years, mostly holding financial roles.

She has held the positions of director of the international accounting department, CFO of Huawei Hong Kong, and president of the accounting management department, according to company's website. She was married with a son and a daughter and her husband did not work in the industry.

Meng's importance at Huawei became apparent in 2011 when she was first named as a board member. Company insiders describe her as capable and hardworking.

While her brother, Meng Ping, as well as her father's younger brother and his current wife all work at Huawei and related companies, none has held such senior management roles.

She is set to return to a Vancouver courtroom on Tuesday, as the judge weighs final issues in determining whether she should be freed on bail while awaiting extradition proceedings.

Meng faces US accusations that she misled multi-national banks about Huawei's control of a company operating in Iran, putting the banks at risk of violating US sanctions and incurring severe penalties. Companies are barred from using the US financial system to funnel goods and services to sanctioned entities.

China accuses Canada of 'inhumane' treatment of Huawei CFO

China's foreign ministry called in the U.S. ambassador on Sunday to lodge a "strong protest" over the arrest in Canada of Huawei Technologies Co Ltd's chief financial officer, and said the United States should withdraw its arrest warrant.

Meng Wanzhou, Huawei's global chief financial officer, was arrested in Canada on Dec. 1 and faces extradition to the United States, which alleges that she covered up her company's links to a firm that tried to sell equipment to Iran despite sanctions.

The executive is also the daughter of the founder of Huawei.

Chinese Vice Foreign Minister Le Yucheng told U.S. ambassador Terry Branstad that the United States had made an "unreasonable demand" on Canada to detain Meng while she was passing through Vancouver, China's Foreign Ministry said.

"The actions of the U.S. seriously violated the lawful and legitimate rights of the Chinese citizen, and by their nature were extremely nasty," Le told Branstad, comments similar to those he made to Canada's ambassador the night before.

China strongly urges the United States to pay attention to China's solemn and just position and withdraw the arrest warrant on Meng, Le added.

"China will respond further depending on U.S. actions," he said, without elaborating.

Le also told the Canadian ambassador on Saturday that there would be severe consequences if it did not immediately release Meng.

U.S. Senator Marco Rubio told CBS "Face the Nation" on Sunday he would "100 percent absolutely" introduce something in the new Congress that would ban Chinese telecom firms from doing business in the United States.

"We have to understand Chinese companies are not like American companies. OK. We can't even get Apple to crack an iPhone for us in a terrorist investigation," he said.

"When the Chinese ask a telecom company, we want you to turn over all the data you've gathered in the country you're operating in, they will do it. No court order. Nothing like that. They will just do it. They have to. We need to understand that."

Rubio was a strong critic of China's ZTE Corp , which pleaded guilty in 2017 to violating U.S. laws that restrict the sale of American-made technology to Iran.

China says US should withdraw arrest warrant for Huawei executive

China warned Canada on Saturday that there would be severe consequences if it did not immediately release Huawei Technologies Co Ltd's chief financial officer, calling the case "extremely nasty."

Meng Wanzhou, Huawei's global chief financial officer, was arrested in Canada on December 1 and faces extradition to the United States, which alleges that she covered up her company's links to a firm that tried to sell equipment to Iran despite sanctions.

The executive is the daughter of the founder of Huawei.

If extradited to the United States, Meng would face charges of conspiracy to defraud multiple financial institutions, a Canadian court heard on Friday, with a maximum sentence of 30 years for each charge.

No decision was reached at the extradition hearing after nearly six hours of arguments and counter-arguments, and the hearing was adjourned until Monday.

In a short statement, China's Foreign Ministry said that Vice Foreign Minister Le Yucheng had issued the warning to release Meng to Canada's ambassador in Beijing, summoning him to lodge a "strong protest."

There was no immediate reaction from the office of Canadian Foreign Minister Chrystia Freeland on Saturday. When asked about the possible Chinese backlash after the arrest of Huawei's CFO, Prime Minister Justin Trudeau told reporters on Friday that Canada has a very good relationship with Beijing.

Canada's arrest of Meng at the request of the United States while she was changing planes in Vancouver was a serious breach of her lawful rights, Le said.

The move "ignored the law, was unreasonable" and was in its very nature "extremely nasty," he added.

"China strongly urges the Canadian side to immediately release the detained person, and earnestly protect their lawful, legitimate rights, otherwise Canada must accept full responsibility for the serious consequences caused."

The statement did not elaborate.

"There will probably be a deep freeze with the Chinese in high-level visits and exchanges," David Mulroney, former Canadian ambassador to China, said on Friday.

"The ability to talk about free trade will be put in the ice box for a while. But we're going to have to live with that. That's the price of dealing with a country like China."

Meng's arrest was on the same day that U.S. President Donald Trump met in Argentina with China's Xi Jinping to look for ways to resolve an escalating trade war between the world's two largest economies.

The news of her arrest has roiled stock markets and drawn condemnation from Chinese authorities, although Trump and his top economic advisers have played down its importance to trade talks after the two leaders agreed to a truce.

A Huawei spokesman said on Friday the company has "every confidence that the Canadian and U.S. legal systems will reach the right conclusion." The company has said it complies with all applicable export control and sanctions laws and other regulations.

China tells Canada to free Huawei CFO or face consequences

Chinese telecom giant Huawei's chief financial officer faces US fraud charges related to sanctions-breaking business dealings with Iran, a Canadian court heard Friday, a week after she was detained on an American extradition request.

Meng Wanzhou, 46, was arrested in Canada's Pacific coast city of Vancouver on December 1 while changing planes during a trip from Hong Kong to Mexico -- ratcheting up tensions between the United States and China just as the countries' leaders agreed to a truce in their trade war.

A day-long hearing was adjourned until Monday, when the judge is expected to render a decision on bail. Until then, she will remain in custody.

Canadian government lawyer John Gibb-Carsley asked for bail to be denied, saying Meng has been accused of "conspiracy to defraud multiple financial institutions" and if convicted faces more than 30 years in prison.

She is specifically accused of lying to a US bank, identified by her lawyer as "Hong Kong Bank," about the use of a covert subsidiary to sell to Iran in breach of sanctions.

Meng had personally denied to bankers any direct connections between Huawei and the subsidiary, SkyCom, when in fact "SkyCom is Huawei," Gibb-Carsley said, putting the bank in jeopardy of violating sanctions. SkyCom's alleged sanctions breaches occurred from 2009 to 2014, while Meng's alleged fraudulent misrepresentations were in 2013.

Meng had been a member of SkyCom's board a decade ago, but the company was later sold, said her lawyer David Martin.

US authorities, however, claim Huawei continued to control the company, with Gibb-Carsley noting that SkyCom employees continued to carry Huawei identification and use its email.

He suggested that Meng has also shown a pattern of avoiding the United States over the past year since becoming aware of the investigation into the matter, arguing that she has no ties to Canada and has access to vast wealth and political connections -- and thus poses a flight risk.

Meng's detention in Canada came on the day of a summit at which US President Donald Trump and his Chinese counterpart Xi Jinping agreed to a truce in the escalating trade dispute between the two economic powerhouses.

China says Meng -- the daughter of Huawei founder Ren Zhengfei, a former engineer in China's People's Liberation Army -- has violated no laws in Canada or the United States and has demanded her release.

Washington and Beijing have exchanged steep tariffs on more than $300 billion in total two-way trade, locking them in a conflict that has begun to eat into profits.

Trump tweeted Friday that negotiations to defuse the high-stakes dispute were "going very well," but the messages since Meng's arrest have been mixed, roiling global stock markets.

Her appearance at the British Columbia Supreme Court in Vancouver is a prelude to an extradition process that could take months.

'Princess' of Huawei

CNN, quoting an unnamed official, said the United States saw the arrest as providing leverage in US-China trade talks -- although White House trade advisor Peter Navarro has denied any link to the dialogue.

On Friday, Beijing nevertheless alleged that Meng, known internally as the "princess" of Huawei and possible heir to the throne, had become a pawn in the dispute.

"The Chinese government should seriously mull over the US tendency to abuse legal procedures to suppress China's high-tech enterprises," said the nationalist tabloid Global Times in an editorial.

"Obviously, Washington is resorting to a despicable rogue's approach as it cannot stop Huawei's 5G advance in the market," it went on.

Meng spent most of the past week at a women's detention facility in a suburb of Vancouver.

If she is released on bail, she has agreed to surrender her passports and submit to electronic monitoring until she is discharged or surrendered for trial to the United States. All security costs would be borne by her.

The extradition process could take months, even years, if appeals are made in the case. The court heard Meng's husband Xiaozong Liu owns two mansions in the city.

Repeated setbacks

Canada has a longstanding extradition treaty with the United States, requiring it to cooperate with US Department of Justice requests to hand over suspects.

The offense for which extradition is being sought must also be a crime in Canada.

A Canadian court must decide if there is sufficient evidence to support the extradition, but then it is left to Canada's justice minister to sign the order.

On Thursday, Prime Minister Justin Trudeau defended Canada's arrest of Meng, saying politics played no part in the decision.

"I can assure everyone that we are a country (with) an independent judiciary," Trudeau told a tech conference in Montreal.

Huawei's affordable smartphones have made strong inroads in the developing world, but the company has faced repeated setbacks in major Western economies over security concerns.

Canadian officials have said Ottawa was continuing to review Huawei's technology for use in upcoming fifth-generation networks.

The arrest was made at Washington’s request as part of a US investigation of an alleged scheme to use the global banking system to evade US sanctions against Iran, according to people familiar with the probe.

Another US official told Reuters that while it was a Justice Department matter and not orchestrated in advance by the White House, the case could send a message that Washington is serious about what it sees as Beijing’s violations of international trade norms.

The official, speaking on condition of anonymity, acknowledged that the arrest could complicate efforts to reach a broader U.S.-China trade deal but would not necessarily damage the process.

Meng’s detention also raised concerns about potential retaliation from Beijing in Canada, where Prime Minister Justin Trudeau sought to distance himself from the arrest.

“The appropriate authorities took the decisions in this case without any political involvement or interference ... we were advised by them with a few days’ notice that this was in the works,” Trudeau told reporters in Montreal in televised remarks.

White House, Trudeau seek to distance themselves from Huawei move

Canada on Thursday defended its arrest of an executive of Chinese tech giant Huawei on a US extradition request as markets wobbled on fears of fresh friction between Washington and Beijing.

Citing a court-ordered publication ban sought by Meng, Trudeau declined to comment further on the case, which according to a US senator was brought over Huawei's activities in Iran.

The arrest took place on the same day that the US and Chinese presidents, Donald Trump and Xi Jinping, had met for a long-awaited summit in Buenos Aires and spoken of easing an intensifying trade row.

Markets were chaotic over news of the arrest. On Wall Street, the broad-based S&P Index closed down 0.31 per cent after making up steep early losses.

"The concept of getting a quick resolution is fading," Art Hogan, chief market strategist at B. Riley FBR, said of the trade tensions between the world's two largest economies.

China said that Meng -- the daughter of Huawei founder Ren Zhengfei, a former engineer in China's People's Liberation Army -- had violated no laws in either Canada or the United States.

"We have made solemn representations to Canada and the US, demanding that both parties immediately clarify the reasons for the detention, and immediately release the detainee to protect the person's legal rights," Chinese foreign ministry spokesman Geng Shuang said in Beijing.

Huawei also said in a statement that it was compliant with "all applicable laws and regulations where it operates."

Huawei's affordable smartphones have made strong inroads in the developing world, but the company has faced repeated setbacks in major Western economies over security concerns.

White House knew in advance

Trump's national security adviser, John Bolton, acknowledged that he knew that Canada was planning to arrest Meng on Saturday just as all eyes were on the summit in Buenos Aires.

"I knew in advance. This is something that we get from the Justice Department," Bolton told National Public Radio.

He said he was not sure whether Trump -- who had trumpeted his summit with Xi as "amazing and productive" as he flew back to Washington -- was also aware.

"These kinds of things happen with some frequency. We certainly don't inform the president on every one of them," he said of the arrest.

Bolton also declined to discuss specifics over Meng's arrest, saying it was a matter for law enforcement.

"But we've had enormous concerns for years," Bolton said, "about the practice of Chinese firms to use stolen American intellectual property, to engage in forced technology transfers, and to be used as arms of the Chinese government's objectives in terms of information technology in particular."

"So not respecting this particular arrest, but Huawei is one company we've been concerned about," he said.

Senator Ben Sasse earlier linked Meng's arrest to US sanctions on Iran, which Trump is trying to squeeze economically after withdrawing from a denuclearization deal.

Sasse said in a statement that China was "working creatively to undermine our national security interests, and the United States and our allies can't sit on the sidelines."

CNN, quoting an unnamed official, said that the United States saw the arrest as providing leverage in trade talks.

Canada fears retaliation

Canada was bracing for a fallout in relations with China, which has been increasingly willing to punish countries it sees as countering its interests.

Canada's cyber security chief said the country could face retaliatory cyber attacks.

Meng is scheduled to appear in court on Friday for a bail hearing.

Trump and Xi, who were in Argentina for a summit of the Group of 20 major economies, had agreed to set up negotiations to discuss US concerns over China's trade barriers.

In turn, Trump agreed to hold off on raising tariffs from 10 to 25 percent on $200 billion worth of Chinese goods starting in the new year.

Huawei arrest: Canada PM Justin Trudeau defends detaining Meng Wanzhou

As Huawei CFO Meng Wanzhou gets set to appear in a Canadian court, China today expressed concern over reports of Japan deciding to ban Huawei and ZTE over cybersecurity.

Japan's Yomiuri Shimbun newspaper reported that the government plans to revise internal procurement rules to exclude products made by Huawei and ZTE.

"We express serious concern about the reports. The Chinese government has always encouraged Chinese companies to follow market principles and international rules while conducting overseas investment and corporation in accordance with local laws," the Chinese foreign ministry said.

Wanzhou, 46, was arrested by Canadian authorities on US request over alleged use of global banking system to evade US sanctions on Iran. The Trump administration has requested its allies not to use Huawei and ZTE over cybersecurity fears.

The Yomiuri newspaper said the Japanese government was not likely to communicate the decision officially."We hope that Japan will provide a level playing field for Chinese companies to operate in Japan," Chinese foreign ministry spokesman Geng Shuang said.

"Huawei and ZTE have legally operated in Japan for a long time. We hope the Japanese side can provide a fair competition environment for Chinese companies operating in Japan and not do anything to harm bilateral corporation and mutual trust," the Chinese foreign ministry said while defending the two companies.

The Chinese foreign ministry said neither Canada nor the US had provided any evidence that Meng had broken the law. US intelligence officials have declared Huawei a national security threat and has been facing 5G ban in Australia and New Zealand.

"China has always protected the legitimate rights of foreigners in China in accordance with the law," the foreign ministry asserted.

Reports said Huawei had appointed Chairman Liang Hua as acting CFO following Meng's arrest. Meng is set to appear for bail hearing on Friday. Huawei said "the company has been provided very little information regarding the charges and is not aware of any wrongdoing by Ms. Meng."

Speaking at a news conference in Milan, Lavrov said the detention showed how Washington imposes its laws beyond its jurisdiction.

Detention of Huawei CFO Meng shows US arrogance: Russia

The arrest, revealed by Canadian authorities late on Wednesday, was part of a US investigation into an alleged scheme to use the global banking system to evade US sanctions against Iran, people familiar with the probe told.

The news roiled global stock markets on fears the move could escalate a trade war between the United States and China after a truce was agreed on Saturday between President Donald Trump and Xi Jinping in Argentina.

Trump did not know about the arrest in advance, two US officials said on Thursday, in an apparent attempt to stop the incident from impeding talks to resolve the trade dispute.

Details of the case against Meng, to be heard in the Supreme Court of British Columbia, remain sparse.

Canada's Justice Department has declined to provide details of the case and Meng has secured a publication ban, which curbs the media's ability to report on the evidence or documents presented in court.

Chinese Foreign ministry spokesman Geng Shuang said on Friday that neither Canada nor the United States had provided China any evidence that Meng had broken any law in those two countries, and reiterated Beijing's demand that she be released.

The bail hearing could be just a preliminary session to set out a schedule, lawyers said.

The Crown counsel is expected to argue that Meng poses a flight risk and should be kept in a detention facility, legal experts said. The onus will be on Meng's lawyer to provide evidence that she will not flee, they added.

Huawei, which has confirmed Meng was arrested, said on Wednesday that "the company has been provided very little information regarding the charges and is not aware of any wrongdoing by Ms. Meng."

China has demanded Meng's immediate release, and complained neither Canada nor the United States have given a reason for the arrest.

The official China Daily said in an editorial there was still "no telling" on what grounds Meng had been detained and that it seemed to be part of US plans to pressure its allies not to use Huawei goods.

"But one thing that is undoubtedly true and proven is the US is trying to do whatever it can to contain Huawei's expansion in the world simply because the company is the point man for China's competitive technology companies," it said.

"What is badly needed for the development of China-US ties is political trust. Yet Washington, in persuading and pressuring its allies to shun cooperation with Huawei, has helped erode that political trust," the English-language paper said.

Influential tabloid the Global Times, published by the ruling Communist Party's People's Daily, said the United States was "resorting to a despicable rogue's approach as it cannot stop Huawei's 5G advance in the market".

The United States was abusing "legal procedure to stifle Huawei", it said.

"Despite incomplete information about the incident, the US move obviously goes against the consensus reached between the heads of state of China and the US in Argentina," the paper wrote.

"The incident shows that China faces a complicated competition with the U.S. Beijing needs determination and wisdom to safeguard its own interests," it said.
