Blinken reiterates USA’s ‘ironclad’ commitment to defend Philippines against attack by China

The Philippine government will not cooperate with the International Criminal Court's (ICC) investigation into a brutal anti-narcotics campaign, President Ferdinand Marcos Jr said on Tuesday.

"I consider it as a threat to our sovereignty. Therefore, the Philippine government will not lift a finger to help any investigation that the ICC conducts," Marcos told reporters, reiterating his earlier position.

The ICC in July rejected an appeal by Manila and&nbsp;allowed&nbsp;an investigation to resume into the thousands of killings during former President Rodrigo Duterte's 'war on drugs' and other suspected rights abuses.

Marcos said ICC investigators can come and visit "as ordinary people" but the government will not assist them.

Marcos' remarks followed a statement made by his justice minister who last week told Kyodo News the government may allow an ICC probe if legal procedures were followed, a move which Duterte's camp maintained was illegal.

In a statement, Vice President Sara Duterte echoed the position long held by her father that foreigners should not be allowed to meddle in the country's affairs, adding she will refuse to be a part of a process that would put shame the country's courts and judicial system.

"Allowing the ICC to conduct its probe in our country, in brazen violation of the constitution, is an absolute surrender of our birthright as a sovereign nation," Salvador Panelo, Duterte's former presidential spokesperson, said in a message.

The Philippines officially withdrew from the international tribunal in 2019 after then President Duterte questioned its authority to investigate the campaign against illegal drugs that killed thousands of people.

Police say they killed 6,200 dealers who resisted arrest during anti-drug operations during Duterte's term. Many thousands more users and peddlers were gunned down during the crackdown, in what authorities said were vigilante killings. Rights groups and some victims accuse the police of systematic cover-ups and executions, which they deny.

In the capital Manila, voters waited in long lines to cast their ballots at schools being used as polling venues.

"This is important for the people... we need to be able to consult someone over our problems," said Rosemarie Garcia in the hardscrabble neighbourhood of Tondo.

"We need somebody who is easily approachable to his or her constituents."

Elections are a traditionally volatile time in the Philippines, which has lax gun laws and a violent political culture.

Commission on Elections chairman George Garcia said voting had been "generally peaceful" except for several incidents on the southern island of Mindanao.

Two people were killed and five others were wounded outside a polling station in Maguindanao del Norte province, police said.

The shootout happened during a confrontation between supporters of rival candidates for village captain, said Datu Odin Sinsuat municipality police chief Lieutenant-Colonel Esmail Madin.

In another incident on Mindanao, a woman was killed when a gunfight broke out after a van carrying a village captain and her supporters was stopped on a road by people backing her rival in Lanao del Norte province, the army said.

The husband of a village captain in Lanao del Sur province died after he was shot in the chest during a confrontation with his wife's rival, police said.

In 2009, before it was divided into two provinces, Maguindanao was the scene of the country's deadliest single incident of political violence on record.

Fifty-eight people were massacred as gunmen allegedly working for a local warlord attacked a group of people to stop a rival from filing his election candidacy.

<h2>'Very important' result&nbsp;</h2>

In the run-up to Monday's vote, there were 30 confirmed incidents of election-related violence, compared with 35 in 2018, the Philippine National Police said Sunday, without providing an updated breakdown for the number of dead and injured.

About one-third of the incidents happened in the Bangsamoro Autonomous Region in Muslim Mindanao.

Previous police data showed eight people were killed and seven injured in poll-related violence between August 28 and October 25.

More than 67 million people were registered to vote in the elections, which President Ferdinand Marcos described Monday as "very important" for higher-level politicians.

"What happens here in the barangay (village)... &nbsp;are going to have an effect on the results of the mid-term elections and subsequently at the national elections," Marcos said after casting his vote in his family's stronghold of Batac City in the northern province of Ilocos Norte.

"If other barangays tell you 'I will deliver 350 votes for you in my barangay', rest assured, you will get 350. That's why the result is very important."

Polling stations were due to close at 3:00 pm (0700 GMT), but voting was extended in some places.

Vote counting was underway and results would be announced late Monday, said Garcia.

Voters chose a village captain and seven councillors responsible for implementing national policies, resolving neighbourhood disputes and providing basic public services.

Village councils also enable politicians to "disseminate funds and other favours to secure votes", said Maria Ela Atienza, a political science professor at the University of the Philippines.

At least 19 people were killed on Thursday when a passenger boat capsized due to strong winds near the Philippine capital, Manila, as reported by Reuters news agency quoting the municipal disaster agency.

According to the chief of the disaster agency in Binangonan town&nbsp;Jose Hernandez, the exact number of people onboard was not immediately known, but 40 individuals have been rescued. Reports said that the search and rescue operations are currently underway.

The boat was approximately 45 meters away from the shore when it encountered the impact of strong winds.

A politician in the Philippines proposed a 'no homework law' arguing that the kids should take rest and rejuvenate on weekends instead of doing homework as they already spend more than 10 hours in their respective schools on weekdays.

Sam Versoza, a member of the Philippine House of Representatives for Tutok To Win Party-List, put forward the proposal aiming at banning teachers from giving homework on weekends to the students of elementary and high school.

As per The Star reports, in 2010, a memorandum circular by the Department of Education advised teachers to assign just reasonable homework on weekdays to the students of public elementary schools. The circular further added that there should be no homework given to the students.

The bill proposed by Versoza is aimed at institutionalizing the concept for all elementary and high schools across the country.

Since the 17th Congress, from 2016 to 2019, the lawmakers in the country have taken several measures to institute a no-homework policy on weekends.

However, such measures are still pending before the House Basic Education and Culture Committee.

In a privilege speech on Monday (May 22), Versoza said that the students work extra hours to complete their homework.

He added that in some cases even parents take up the responsibility to finish the tasks assigned by teachers to their kids.

“The Filipino youth are overworked and yet the Philippines is trailing behind other countries,” Versoza said in his privilege speech.

He further cited recent reports that the average intelligence quotient (IQ) of Filipinos was 81.64, while the global average IQ was 100. The Philippines ranked 111th out of 200 countries in terms of average IQ.

“This is alarming and proves that the Philippines is in the middle of an educational crisis. If the system is not working, let us improve the system,” Versoza said.

He said that progressive nations like Finland, China, South Korea, and Japan, already cut back on giving homework to students and that the Philippines should also consider doing the same.

Versoza said an hour of homework a day was “sufficient to achieve satisfactory results” and that increasing the number of hours for homework “may cause stress to students and their families”.

The lawmaker also highlighted the disparity between the rich and poor in completing school tasks.

“Kids from wealthier homes are more likely to have resources such as computers, internet connection, dedicated areas to do schoolwork, and parents who tend to be more educated and more available to help them with their homework,” The Star quoted Versoza as saying.

"On the other hand, children from disadvantaged homes are more likely to take on after-school jobs, be at home without parents’ supervision, or take care of siblings instead of doing homework."

The plaza has been a prime location for protests by left-wing and nationalist activists over a range of political and social issues.&nbsp;

The regular power supply at the Philippines's biggest international airport has been restored, said the airport authority, after a massive nine-hour outage led to the cancellations of at least 48 Cebu Pacific domestic flights on Monday.

Cebu Pacific, in a notice on its Facebook page, also confirmed about the electricity being restored at the Ninoy Aquino International Airport Terminal 3. The Cebu Pacific flights to and from the capital Manila were affected.

In a statement, Cebu Pacific had offered its passengers departing to and from the Terminal affected by the outage to either rebook or request for a refund to be put in a travel fund for future use.

Some airport engineers termed 'fault current' as the reason for power failure which caused congestion at check-in counters and left the passengers stranded.

In a media briefing, Transportation Secretary Jaime Bautista said that the authorities will look into the cause of the power outage. He added that he wasn't dismissing the possibility of sabotage.

As per Xinhua news agency reports, the Manila International Airport Authority (MIAA) said the power outage at Terminal 3 struck shortly after 1 am on Monday.

"Standby power is now supplying electricity to critical facilities enabling computer systems of airlines and immigration to function partially and enable processing of both inbound and outbound passengers," the MIAA said in a statement.

"As a result, delayed flights shall be expected," it added.

The travel disruption comes four months after an outage at the country’s main gateway in January disrupted over 300 flights.

In a statement, Manila's Ninoy Aquino International Airport (NAIA) acknowledged that the incident affected tens of thousands of passengers.&nbsp;

The incident also prompted Philippine authorities to shut down the country’s airspace on New Year's Day because of which 361 flights were delayed, cancelled or diverted, affecting nearly 65,000 passengers.

The municipality is located in the southeastern part of the capital city of Manila where several families who lived in one house accessible only through a long, narrow alley, were caught in the flames, said a report by the news agency citing officials.&nbsp;

According to the police, victims were trapped in their house at the end of the street, and the bodies were found on the kitchen floor and inside the bathroom, reported the Chinese news agency, Xinhua.

Among the seven killed were a two-year-old girl and a 12-year-old boy. “They weren't able to escape. They were trapped,” Taytay’s acting police chief Joel Custodio told AFP, adding that they were found “hugging each other.” Additionally, at least one person was injured due to falling debris.&nbsp;

It took around two hours to put out the fire which has also left at least 60 families homeless, said the police. Initial investigation into the incident by the Bureau of Fire Protection suspects faulty wiring inside one of the houses as the possible cause of the fire. &nbsp;

Dozens of victims are feared dead.&nbsp;The justice department said in a statement that prosecutors had found probable cause to file charges against the three then-policemen for allegedly robbing and abducting a man from his house.

According to the Philippine police, the victim, who operated a fake betting website, was kidnapped from his home in August last year. The police said five officers were dismissed over the case. These include the three being charged.

Six cockpit security personnel are also being charged with kidnapping after witnesses saw them bundle six players into a van against their will during a Manila cockfight last January.

A Senate investigation found the players were suspected of sabotaging their roosters so they would lose, while secretly betting on their opponents.&nbsp;

There are at least 27 people still missing in other suspected kidnappings linked to cockfighting around metro Manila. State prosecutors are investigating some of the other cases, but have yet to file charges.

Police have said that many of the victims were last seen alive inside the country's raucous cockpits.&nbsp;Justice Secretary Jesus Remulla has said all 34 people missing in the cases are likely dead.

Most of the deaths were due to "natural causes", said Cecilia Villanueva, the Bureau of Corrections' acting head for health and welfare services. A Japanese national was among them. As per&nbsp;Villanueva, 127 of the 140 bodies that have been buried so far were severely decomposed and could not undergo further autopsy. After their families, the majority of whom were impoverished, failed to claim them, the bodies&nbsp;started to pile up&nbsp;in the funeral home in December 2021.

Villanueva linked&nbsp;the inability of the prison officials to ensure that the prisoners had prompt burials to "constraints." Typically, bodies are kept at the authorised funeral home&nbsp;for three months to allow for families to claim them.&nbsp;According to Villanueva, Friday's mass burial was the largest ever conducted by the Bureau of Corrections in&nbsp;Philippines.

According to reports, the 63-year-old radio broadcaster, also known as Percy Lapid, was shot by two gunmen riding a motorcycle at the gate of his residential compound in the Las Pinas area of Manila. The incident took place on Monday night when he was driving to work at the DWBL radio station, said the local police.

The country’s police chief has vowed to bring the perpetrators to justice and indicated that they will set up a national task force to investigate the attack. “We are not discounting the possibility that the shooting could be related to the victim's work in media,” said police chief Jaime Santos in a statement, as the motive of the attack remains unclear.

Meanwhile, the National Union of Journalists of the Philippines (NUJP) took to Twitter and published a statement condemning the attack on Mabasa saying, “This&nbsp;killing shows that journalism remains a dangerous profession in the country.&nbsp;That the incident took place in Metro Manila indicates how brazen the perpetrators were, and how authorities have failed to protect journalists as well as ordinary citizens from harm.”&nbsp;

Mabasa used the broadcast name Percy Lapid&nbsp;for his show “Lapid Fire” and one of his recent segments warned people of the dangers of “red-tagging” which is reportedly slang that is used to dismiss dissenting voices by accusing them of being communist sympathizers. According to the NUJP statement, he also commented on the security risks of the country’s overseas online gambling operations and misinformation around martial law.&nbsp;

Reportedly, Mabasa’s show had also been critical of the previous President Rodrigo Duterte&nbsp; and his successor Ferdinand Marcos Jr, the son of the ousted dictator. However, reports have suggested that Marcos Jr’s office was concerned about the killing and has called for officials to conduct an investigation.&nbsp;

The journalist’s family has called this killing a “deplorable crime” and demanded that “his cowardly assassins be brought to justice,” said media reports. On the other hand, foreign embassies of the Netherlands, Canada and the UK have condemned the killing and called for swift action against the assailants.&nbsp;

While the Philippines has been one of Asia’s most liberal media environments, it remains one of the most dangerous places for journalists, particularly in the rural areas of the country.&nbsp;

According to a report by the international watchdog, Reporters Without Borders, at least 187 journalists have been killed since 1987. This includes 32 journalists killed in a single attack on a rural opposition politician, his supporters and the reporters covering him in 2009.&nbsp;

The rights group Karapatan described Mabasa as “one of the country’s fiercest truth-tellers”. Meanwhile, the International Federation of Journalists also condemned the killing, calling it “the latest in a long list of journalists killed in the country,” and urged the government to investigate the case.&nbsp;

India's external affairs minister, Dr S Jaishankar, will be on a visit to the Philippines from February 13th to the 15th.

The visit comes after India and the Philippines signed a $374.96 million dollar deal last month, under which New Delhi will export BrahMos missiles to the ASEAN country. The biggest defence export deal India has ever signed was conceptualised in 2017.

The coastal defence regiment of the Philippine marines will be the primary employer of the missiles.&nbsp;

As part of the agreement, India would deliver three batteries and train the operators and maintainers.

During the visit, EAM will hold talks with his Philippine counterpart, Secretary of Foreign Affairs Teddy Locsin Jr. A call with President Rodrigo Duterte is also expected to happen.

The last foreign ministerial visit to the country was in 2013, with the visit of the then EAM Salman Khurshid.

Then, in 2017, the Minister of State for External Affairs, Gen. V. K. Singh, paid a visit to the country.PM Modi visited the country in 2017 while President Duterte visited India in 2018 for the Republic Day celebrations.

The visit of EAM to the Philippines comes after his visit to Australia, which begins on February 10th. EAM visits Australia for the Quad in persons foreign ministers' meet, a visit that will have a major bilateral component as well.
