"Today, the world is facing historic challenges unlike any we have seen in decades. These challenges are putting tremendous pressure on the international community, creating new divisions and challenging the principles of globalization and multilateralism," President Tokayev said.

The Astana International Forum has been created as a response to these challenges, with cooperation being a core tenet of a functioning international system. President Tokayev hopes to build new relationships and strengthen ties through this forum.

The forum will address four key global issues: foreign policy, security &amp; sustainability, energy &amp; climate, and economy &amp; finance. These pillars form the foundation of the forum's mission, "Tackling Challenges through Dialogue: Towards Cooperation, Prosperity and Progress."

President Tokayev added, "Through the Astana International Forum, we aim to build new bridges and strengthen relationships as we work together to overcome the collective challenges we face and chart a new path forward - diplomatically, economically, and politically."

The program of the forum will include keynote speeches, panel sessions, discussions, and other side events. The Astana International Forum builds upon the success of the Astana Economic Forum and aims to bring about positive change through dialogue and cooperation.

President Tokayev was re-elected in November last year, winning 80 per cent of the votes after an election which was criticised for its lack of competition. During the poll campaign, Tokayev had promised to create a ''New Kazakhstan" which he said would be fairer. The 69-year-old leader also promised to reform "all the main institutions of power".

The announcement of a snap election in Kazakhstan comes a year after the country saw anti-government protests against the rise in fuel prices. The protests, which were initially peaceful, soon took a violent turn resulting in the deaths of 238 people. Thousands of people were arrested for their alleged participation in the demonstrations. According to a report by the BBC in January 2022, the government had blamed the violence on terrorists with international links but did not provide any evidence.&nbsp;

Meanwhile, nearly a week back, the government repealed a law that granted authority to former President Nursultan Nazarbayev to further limit his and his family's influence. Nazarbayev served as the president from 1991 to 2019 and retained political influence even after stepping down. A number of his relatives had senior positions in the public sector but were sacked after last year's violence.&nbsp;

However, some closest relatives of the former president enjoyed legal immunity until now. On January 13, a joint session of both chambers of the Parliament voted in favour of revoking this law. "During a period of deep political transformations, when Kazakhstan is moving towards democracy and pluralism, it is important not to allow any mechanisms leading the appropriation of power by separate groups," lawmaker Erlan Sairov told Parliament, according to a report by news agency Kazinform.&nbsp;

Kazakh President Kassym-Jomart Tokayev has agreed to restore the former name of the country's capital just three years after he renamed it in honour of his predecessor, his spokesperson said Tuesday.

One of Tokayev's first moves upon taking office in 2019 after President Nursultan Nazarbayev stepped down was to call for Kazakhstan's capital, Astana, to be dubbed Nur-Sultan instead.

Nazarbayev, who led the country for three decades under the Soviet Union and after it gained independence in 1991, relocated the capital from Almaty to Astana in 1997.

The move was widely questioned because of the city's relative isolation in the northern steppes and notoriously frigid winters in which temperatures plunge as low as 51 degrees Celsius below zero (minus-60 F).

He made the city into a showplace of gaudy architecture, including an observation tower where visitors can place their hands in a print of Nazarbayev's.

After he stepped down, Nazarbayev retained enormous influence as head of the country's ruling party and security council. But Tokayev removed him from those posts after deadly unrest in January that hinged partly on dissatisfaction with the power that Nazarbayev still wielded.

Tokayev's spokesman, Ruslan Zheliban, said the president agreed to the name change after an initiative by a group of parliament members.

Kazakhstan to reverse capital's name back to Astana, three years after changing it

Kazakhstan's president was voted chairman of the ruling party Friday, replacing his mentor and former head of state Nursultan Nazarbayev, after a bloody crisis exposed a struggle at the top of the leadership.

"By the decision of the extraordinary XXI Party Congress, the President of the Republic of Kazakhstan, Kassym-Jomart (Tokayev), was unanimously elected Chairman of the Nur Otan Party," his office said on Twitter.

The move came after unprecedented unrest that left 225 people dead earlier in January.

Tokayev this month questioned 81-year-old Nazarbayev's legacy, in particular widening inequality between the elite and the poor in Central Asia's richest country.

The octogenarian last year announced his decision to hand the party leadership over to Tokayev -- a move that seemed to confirm Tokayev would stand for another presidential term even if many thought his predecessor still pulled Kazakhstan's political strings.

Tokayev said during the congress that his chairmanship of the party could be a temporary affair, citing the need for an "equidistant status of the head of state".

Accepting his new appointment, Tokayev softened his prior criticism of Nazarbayev, by praising his predecessor's state-building achievements.

"I know that various negative rumours are circulating around the country," he said. "In this regard, as head of state, I repeat: the first president did a lot to turn our country into a strong state."

"This decision is recognized as strategic everywhere: both abroad and in our country," Tokayev told Nur Otan party members at the congress.

Tokayev took over Nazarbayev's most powerful position -- chairmanship of the national security council -- on January 5, a day when protests that began over a fuel price hike morphed into deadly clashes and looting.

It remains unclear whether these more violent actors were individuals taking advantage of the mayhem to loot and vandalize stores, or if they were part of organized groups with larger political motives.

Former Kazakh president Nursultan Nazarbayev's family members resign from key energy sector jobs

More than 2,000 Russian-led troops began to pull out from Kazakhstan after being dispatched to quell the protesters following request from president Kassym-Jomart Tokayev.

The unrest has seen authorities arrest thousands of people and has resulted in dozens of confirmed deaths.

Following the protest, Karim Massimov, Kazakhstan’s former intelligence chief and two-time prime minister, was detained on the charge of treason.

How and when did the protest begin?

January 2, 2022, marked the beginning of the biggest protest Kazakhstan has ever seen since the country’s independence, following the break-up of the Soviet Union in 1991.

The agitation initially began against the doubling of the price of liquefied petroleum gas (LPG), which most Kazakhs use as car fuel, following the removal of state caps.

The protests quickly spread throughout the country and eventually turned into a massive discontent against the ruling establishment. The protest saw thousands of people taking to the streets of Almaty, with calls of “old man out” reverberating the country’s largest city.

The police responded with stun tear gas and stun grenades.

‘Old man’ was a reference to Nursultan Nazarbayev, former long-time leader of Kazakhstan, who served as president from Kazakhstan’s independence until he resigned in 2019 and anointed Tokayev as his successor.

Why did the civilians protest?

It was not only for cheaper fuel that the Kazakhs were fighting against. There has been growing discontent among the people over rising income inequality, which has further worsened due to the coronavirus pandemic, and the lack of democracy.

According to media reports, the average national monthly salary is just under $600. The banking system has fallen prey to deep crises precipitated by non-performing loans. And rampant corruption has further added misery to the people’s lives.

While the Central Asian Country—which is endowed with natural gas—has been remained politically stable, its authoritarian government has been widely criticised over the years for violating fundamental freedoms.

Hence, much of the anger displayed on the streets was not directed at Tokayev, but at Nazarbayev, who is still widely deemed the country’s ultimate ruler.

How many people died and were arrested?

Police said “dozens” of protesters were killed overnight after they allegedly tried to take over government buildings and police stations. Around 2,000 were arrested.

Eighteen security officers were killed and 748 wounded in the unrest, local media report. The health ministry said 1,000 people have been wounded.

How did Tokayev respond?

In a televised address early on January 6, Tokayev called the protesters as “terrorists” “bandits” and “militants”.

Tokayev blamed the demonstrations on “foreign actors” and “radical Islamist groups”.

In a hardline televised address, Tokayev declared that he had ordered security forces to “shoot to kill without warning”.

Why Russia intervened?

After the violence spiralled out of control last week, Tokayev called on the Russia-led Collective Security Treaty Organisation (CSTO)— equivalent to the North Atlantic Treaty Organisation (NATO)—for assistance.

The alliance of post-Soviet nations is led by Russia with members from Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

Troops began arriving in Kazakhstan on Thursday and Russian President Vladimir Putin said they had been dispatched because the country was facing the “aggression of international terrorism.”

The Russian president added that the deployment sent a signal that leaders would not allow “so-called colour revolution scenarios” to “destabilise” ex-Soviet countries.

Tokayev said the CSTO had dispatched 2,030 troops and 250 pieces of hardware.

Kazakh courts sentenced around 50 people to detention for up to 15 days ahead of the protest, according to civic groups monitoring the detentions.

DCK, which is led by long-time regime opponent Mukhtar Ablyazov, was ruled extremist by a Kazakh court last year.

Kazakhstan's state prosecutor said this week that Ablyazov a former energy minister and bank chief who fled the country in 2009 "misleads ordinary people" with calls to protest against the regime.
