Buoyed by the victory in the bypolls, Karnataka Chief Minister H D Kumaraswamy and Congress state president Dinesh Gundu Rao Tuesday asserted that they would contest the 2019 Lok Sabha elections <a href="http://www.wionews.com/india-news/karnataka-bypolls-congress-jds-combine-win-4-out-of-5-seats-175804">together against the BJP.</a>

The two leaders gave credit for the electoral success to the policies of the Congress-JD(S) coalition, which bagged two Lok Sabha seats and two assembly segments in the by-elections held on Saturday.

Speaking to reporters, Kumaraswamy hailed the people for their support to the coalition government of the Janata Dal (Secular) and the Congress and said the two parties would contest the 2019 polls together in all the 28 constituencies in the state.

"We will contest the 2019 Lok Sabha elections together. As we did this time, we will sit together to chalk out strategies to fight the Lok Sabha election in a coordinated manner," Kumaraswamy said.

"We took many pro-people measures which are at the stage of implementation. The benefits have not reached them yet," the chief minister said.&nbsp;

However, people liked our policies, be it the crop loan waiver or financial aid to the street vendors, he said.

At a separate press conference, Rao said their sounding victory was an indication that the people of Karnataka had given their approval to the coalition government's policies.

"It has rejected the BJP, its divisive politics and dictatorial tendencies. We will contest the 2019 election together," he said.

Rao charged the Bharatiya Janata Party (BJP) with forgetting its duty as a responsible opposition.

Karnataka bypolls: Elated over results, Congress-JD(S) say they will contest 2019 Lok Sabha polls together

Voting for the by-polls to the three Lok Sabha and two assembly constituencies in Karnataka began on Saturday, which is seen as a litmus test for the ruling Congress-JDS coalition.

Bypolls to Shivamogga, Mandya, and Ramanagara Lok Sabha seats, and Ballari and Jamkhandi assembly segments began at 7 am and will go on till 6 pm.

A total of 54,54,275 voters are eligible to cast their franchise in about 6,450 polling stations.

There are a total 31 candidates in the fray in all the five constituencies, though the contest is mainly between the Congress-JDS combine and the BJP.&nbsp;

Counting of votes will be on Tuesday.

Officials at the state chief electoral officer's office said a total of 1,502 polling stations had been declared as sensitive.

More than 35,000 polling personnel will be on duty for the bypolls, in which 8,922 voter-verifiable paper audit trail (VVPAT) machines will be used, they added.

Senior police officials said elaborate security arrangements had been made in all the five constituencies.

The Congress and the Janata Dal (Secular), who came together in a post-poll alliance after the assembly elections in May threw up a hung House, have decided to fight the polls unitedly against the Bharatiya Janata Party.

While the Congress has fielded its candidates in Jamkhandi and Ballari, the JDS is contesting in Shivamogga, Ramanagara, and Mandya under an electoral understanding.

The outcome of the by-elections is expected to have a bearing on the alliance between the two ruling parties for the parliamentary polls and also be a factor in determining the respective bargaining power.

The BJP, which has been questioning the longevity of the coalition government, has predicted its fall once the bypoll results are out.

Among the prominent candidates in the fray is Chief Minister H D Kumaraswamy's wife, Anita Kumaraswamy, who is expected to have a smooth sail in Ramanagara after BJP nominee L Chandrashekhar withdrew from the contest and rejoined the Congress.

The BJP had lodged a complaint with the Election Commission about the developments in Ramanagara and requested it to "annul" the elections immediately.

The bypolls brought to fore family politics with kin of several leaders being fielded.

In Jamkhandi, Congress candidate Anand Nyamagowda, son of former MLA Siddu Nyamagouda, is pitted against Srikant Kulkarni of the BJP.

In Shivamogga, state BJP chief B S Yeddyurappa's son, B Y Raghavendra, is testing his fortunes against another former chief minister S Bangarappa's son, Madhu Bangarappa, of the JDS.

In the Vokkaliga bastion of Mandya, JDS' Shivarame Gowda, is pitted against a fresh face in Dr Siddaramaiah, a retired Commercial Tax officer from the BJP.

The announcement of the bypolls for the Lok Sabha seats came as a surprise to all the three major political parties in the state -- Congress, BJP and JD(S) -- who questioned the need for the exercise when the general elections are due early next year.

Karnataka by-polls: Voting for three parliamentary constituencies underway

The ruling Congress-JDS coalition in Karnataka faces a litmus test as three Lok Sabha and two assembly constituencies go to bypolls Saturday, the outcome of which is expected to have a bearing on the state’s political scene. The polls are significant as the coalition partners, who have decided to contest them together, have termed it as a “prelude” to the May 2019 general elections and called for a similar “grand secular alliance” against the BJP at the national level.

BJP which has been questioning the longevity of the coalition government has predicted its fall once the by-poll results are out. "Driver M Prakash has been taken off duty for allowing the monkey to sit on the steering wheel and handle it," TS Latha, a spokesperson for the government's road transport corporation in southern Karnataka state told AFP.

"Passengers' safety is paramount and the driver cannot risk it by allowing a monkey on the steering."

The incident took place Monday but authorities only learnt of it after the video was shared on social media, Latha added.

There were around 30 on the bus at the time and none of them complained.&nbsp;

Another local quipped that the driver was in the wrong profession.&nbsp;

President Ram Nath Kovind has given assent to a bill, India's first, which will give legal protection to the good samaritans in Karnataka who help accidents victims with emergency medical care within the 'golden hour', officials said Sunday.

With this, Karnataka has become the first state to give legal protection to good samaritans through a legislation amidst the rising incidents of accidental deaths in India, which saw 1,50,785 people getting killed in road accidents in 2016.

The president has given his assent to the Karnataka Good Samaritan and Medical Professional (Protection and Regulation during Emergency Situations) Bill, 2016, a home ministry official said.

The legislation aims to give protection to good samaritans and ensure immediate medical assistance for road accident victims within the 'golden hour' and encourage people to offer first aid to victims without fear of harassment in the hands of police and investigations.

In medical term, the 'golden hour' is the first hour after a traumatic injury when emergency treatment is very crucial.

Under the new law, the Karnataka government will provide financial help to good samaritans who help victims in a timely manner, they will be exempted from repeated attendance in courts and police stations, in case attendance is mandatory, expenses of such "running around to courts and police stations" will be taken care through the proposed 'Good Samaritan Fund'.

After admitting the accident victim to the hospital, the good samaritan can leave immediately, all government, as well as private hospitals, are bound to give first aid to the accident victims, according to the new legislation.

Another official said there have been many instances when people get busy in clicking photos or making videos of the victims, instead of providing the accident victims medical help.

"With the new law, there will be clear message that good samaritans will not be harassed in any manner," the official said.

There were 4,80,652 road accidents in the country in 2016 in which 1,50,785 people were killed. In 2015, there were 5,01,423 road accidents in the country in which 1,46,133 people were killed.

Karnataka is one of the top five states which saw a large number of people getting killed in road accidents in 2016 and 2015.

There is no central law to protect the good samaritans. However, the Union Surface Transport Ministry had issued a set of guidelines in 2015 following a Supreme Court order to protect the good samaritans.

Reiterating that the Congress-JD(S) coalition government headed by him in Karnataka is stable, Chief Minister H D Kumaraswamy Saturday said there should be no apprehension of it completing its five-year term.

"This governments intention is to provide a good future to the people of the state... We know how to run this government, we will run it," he said while addressing a 'Udyoga Mela' (job fair) organised by the government.

The coalition government has several senior leaders with whose guidance the government would complete its five year term, he said.

"Let there be no apprehensions in this regard," he said.

His statement comes amid speculation that some 'disgruntled' MLAs were being wooed by BJP and there was factionalism in Congress and Janata Dal(S) on several issues that affect the functioning of the government.

"There may be several problems... Some sections of people may feel that the government will fall in 24 hours.

Amid all this, the government with stability, is working for the development of the state, its people, and providing employment to youth," he added.

The chief minister said the government was moving in the right direction to implement people-friendly programmes and taking steps towards industrialisation.

The same gun was used to kill journalist-activist Gauri Lankesh and rationalist M M Kalburgi in Karnataka, the state forensic science laboratory has confirmed in a report, sources in the SIT said. The forensic report submitted to the Special Investigation Team probing the killing of Lankesh is part of the first charge sheet filed recently by the SIT naming KT Naveen Kumar as an accused.

This is the first official confirmation of the link between the two killings which happened after a gap of two years of each other. Kalburgi (77) was shot dead in his house on August 30, 2015, in Dharwad and 55-year old Lankesh on September 5, 2017&nbspin Bengaluru. The SIT members had earlier talked about the same-gun theory but for the first time it has come out in the open to show that Kalburgi's murder was the handiwork of the same gang.

The bullets in both cases "have been fired through a single country made pistol chambered for 7.65 mm caliber pistol cartridges," a source said quoting the report.

The report also pointed out that the scratches formed by the firing pin on the bullets tallied among themselves. Lankesh, who was known for her strong anti-Hindutva stand, was shot dead in front of her house, triggering a nationwide outrage. The SIT formed to investigate her murder has formally arrested Naveen Kumar of Maddur as one of the accused.

Four more persons have been arrested for allegedly plotting to kill another rationalist and writer K S Bhagawan, also a strong critic of Hindutva. The SIT is also probing whether they have any links with the Gauri murder case.&nbsp

This is the first official confirmation of the link between the two killings which happened after a gap of two years of each other. Kalburgi (77) was shot dead in his house on August 30, 2015, in Dharwad and 55-year old Lankesh on September 5, 2017 in Bengaluru

The SIT is also probing whether they have any links with the Gauri murder case.

Same gun used to kill Gauri and Kalburgi: Forensic report

Rajinikanth's Kaala did release in Karnataka on Thursday but only in select theaters and amid heavy security. Fear of vandalism overtook a high court order and most theaters preferred not to screen the film across the state.

About 6,000 police personnel were posted on security duty at theatres in Bengaluru, media reports stated. Despite the security, no one scheduled a morning show of the film, leaving hundreds of fans disappointed and angry.

Inox, in Bengaluru, screened the first show of the film in the afternoon. Inox staffers revealed that the shows “ran to a full house” and the audience “enjoyed the film”.&nbsp;

But fear of vandalism and unnecessary hassle kept a lot of moviegoers away from the film.&nbsp;

"It is disappointing that there were no morning shows, but theatres began screening the film in the afternoon. By end of day, we had about 50 screens and we are confident of another 125 screens showing it from tomorrow (Friday) morning," a film distributor was quoted as saying.

Single screen exhibitors did not screen the film even in the evening show fearing vandalism inside the theaters.&nbsp;

Meanwhile, the Karnataka Film Chamber of Commerce (KFCC) continued to claim that it had not ordered “a ban on the film”.

Hundreds of fans of the superstar were left disappointed as they gathered outside cinema halls after the High Court order to catch 'Kaala' only to be told that the shows had been cancelled.&nbsp;

Pro-Kannada groups had demanded a <a href="http://www.wionews.com/india-news/entertainment-rajini-starrer-kaala-makers-move-karnataka-high-court--142280">ban on the film's release </a>in the state last week after Rajinikanth made a comment on their Cauvery issue.

'Kaala' producer K Dhanush and his wife Aishwarya have filed a petition in the Karnataka High Court seeking directions to the state government and Karnataka Film Chamber of Commerce (KFCC) for the smooth release of the film.

'Kaala' is scheduled to be released worldwide on June 7 but KFCC had said the film would neither be distributed nor screened in the state.

In the plea, Dhanush, who is Rajinikanth's son-in-law, submitted that it is the fundamental right of the petitioners under the Constitution to exhibit the film.

"CBFC has issued a certification under Section 5B of the Cinematograph Act, 1952, for the release of 'Kaala' after following due process and adhering to all guidelines. After receiving such a certificate, it is the fundamental right of the petitioner under Article 19(1) of the Constitution to exhibit the film," the petitioners submitted.

The petitioners also have sought security at theatres and for movie-goers, directors, producers, and cast associated with 'Kaala' in Karnataka.

They have made the government, home department, state police chief, Bengaluru city police commissioner, Central Board of Film Certification and KFCC as respondents in their plea.

The petitioners stated that KFCC took a decision to neither distribute nor screen 'Kaala' in Karnataka following Rajinikanth's alleged views on the Cauvery dispute, demanding the release of water to Tamil Nadu as per Supreme Court direction.

The petitioners also said KFCC President Sa Ra Govindu on May 30 had issued a press statement saying the film will neither be distributed nor screened anywhere in Karnataka.

They also said the several pro-Kannada organizations had made representations to Chief Minister H D Kumaraswamy requesting a ban on 'Kaala.'

The petition is likely to come up for hearing today.

Meanwhile, <a href="http://www.wionews.com/india-news/entertainment-prakash-raj-bats-for-the-release-of-rajinikanths-kaala-in-karnataka-142168">controversial actor Prakash Raj has questioned the ban on Kaala in Karnataka.</a>

Congress-JD(S) to fight 2019 Lok Sabha polls together, announce cabinet portfolios in Karnataka

Dealing a body blow to the ruling BJP, opposition parties on Thursday emerged victorious in 9 out of 10 Assembly seats even as the BJP asserted that the PM -- which it described as 'P' for performance and&nbsp; 'M' for Mehnat (hard work) -- would decide the Lok Sabha polls next year.

Figures for the 10 assembly bypolls came as a big setback for the ruling party which could win just one (in Uttarakhand). The Congress bagged three (in Meghalaya, Karnataka and Punjab) and others got six -- JMM two in Jharkhand CPI (M), SP, RJD and Trinamool one each in Kerala, UP, Bihar and West Bengal, respectively.

The Congress also won one assembly seat in Maharashtra without contest after all other parties withdrew their candidates.

The party, which retained RR Nagar assembly in Karnataka and another in Meghalaya, termed the bypoll results as the people's mandate against four years of the Modi rule and the beginning of the end of the BJP empire.

"The writing on the wall is clear. The BJP's exit and success of the Congress and its allies are guaranteed," Congress leader Pramod Tiwari told reporters.

The BJP and its allies failed to retain Noorpur in UP and Shahkot in Punjab, while Congress, CPI (M), Jharkhand Mukti Morcha and Trinamool retained their respective seats.

The BJP retained Tharali in Uttarakhand, but lost Noorpur in UP. SP's Naeemul Hasan trounced BJP's Avni Singh in Noorpur.

In Bihar, RJD won minority-dominated Jokihat by defeating BJP ally JD(U) by a huge margin.&nbsp;

A buoyed Tejashwi Yadav of RJD said Chief Minister Nitish Kumar, who dumped the RJD and Congress last year to join hands with the BJP to form a new coalition government in the state, should resign if he has some conscience left.

Congress president Rahul Gandhi congratulating all the winners said valuable lessions to be learnt from the victories and defeats for all the parties.

Karnataka: Tussle between Congress-JD(S) over portfolio allocation

It has been just a few hours since the trailer of Rajinikanth's next <a href="http://www.wionews.com/india-news/entertainment-kaala-trailer-rajinikanth-plays-robinhood-of-dharavi-140645">'Kaala'</a> has released on the internet. &nbsp;And Rajinikanth's film's trailer has already gained 2.5 million views (and counting) on Youtube. While fans across the country wait with baited breath for the film's release on June 7th, Rajinikanth's film will not&nbsp;release in Karnataka.&nbsp;

The Karnataka distributor of the Rajinikanth-starrer ‘Kaala’ has stated that he won’t ‘voluntarily’ distribute the film in the state due to the superstar's statements on the ongoing Cauvery water distribution.&nbsp;

Rajinikanth had reportedly asked the new Karnataka chief minister HD Kumaraswamy to release to Tamil Nadu its share of Cauvery water as mandated by the Supreme Court.

Now, owing to protests from several Kannada groups over the ban on the film's release, the Karnataka film chamber held a meeting to decide whether the film should get a release in the state or not. The meeting that was held on Tuesday, has decided to not release the film in the state.&nbsp;

According to media reports, Sa Ra Govindu, President of Karnataka Film Chamber of Commerce (KFCC) has confirmed that the film will not release in Karnataka. Govindu stated that the decision was taken in the interest of the state.

In a statement, Govindu said, "Kannadigas are upset with Rajinikanth's comments on the Cauvery issue and so his film will not be released in Karnataka. As many as ten letters from various pro-Kannada groups have reached the Film Chamber, demanding a ban on Kaala in Karnataka. Considering the sentiments of Kannadigas, there is pressure on us to not release the film."

'Kaala', produced by Dhanush and directed by Pa.Ranjith, also features Nana Patekar and Huma Qureshi. The film has Rajinikanth playing a do-gooder gangster in Mumbai.&nbsp;

The film is set to release in theatres on 7th June.

Kumaraswamy will aim to prove his majority putting an end to the political turmoil prevailing in Karnataka over the government formation.&nbsp;

Karnataka's recently concluded state assembly election witnessed the Bharatiya Janata Party emerging as the single largest party with 104 seats (only eight seats short of the simple majority mark of 112). Even though the Karnataka Governor invited the BJP to form the government with a time period of 15 days to prove their majority on the floor of the house, the Supreme Court in an interim order directed the floor test to be held in just two days, even after Yeddyurappa had taken oath as the Chief Minister of the state.

Although BJP's Yeddyurappa was sworn-in as Karnataka's Chief Minister, he was unable to garner the required number of votes to form Government in the state and resigned before the top court-ordered floor test.

Karnataka: Chief Minister Kumaraswamy brims with confidence ahead of floor test

A day ahead of the trust vote, Karnataka Deputy Chief Minister G Parameshwara today said the Congress-JD(S) coalition was yet to discuss modalities about H D Kumaraswamy continuing as Chief Minister for a full five year term.

"We have not yet discussed those modalities," he said in response to a question whether Kumaraswamy will be the Chief Minister for full five-year term.

Speaking to reporters here, he said "we are also yet to decide on what portfolios have to go to them and what should be with us, then five years term- whether they should be or we should also...All those modalities we have still not discussed."

When asked again whether Congress was okay with giving Chief Minister's post to JD(S) for full a five-year term, Parameshwara, also the KPCC chief, said "...After discussing... Looking at the pros and cons (we will decide), our main intention is to give good administration."

Ahead of his swearing-in, Kumaraswamy had dismissed reports about his party working out a power-sharing formula of heading the government for 30 months each, with its coalition partner the Congress, saying "No such talks have taken place."

Responding to a question about several leaders being unhappy over party's choice for the Deputy Chief Minister post and on issues relating to portfolios, Parameshwara said, no one has sought any position from him or Congress president Rahul Gandhi.

"I have seen reports about (this) only in the media," he said.

Ruling out any differences between the leaders, he said there was nothing wrong in asking for a position.

"In Congress party, there are several leaders who are capable of becoming Deputy Chief Minister or Chief Minister...That's the asset of the Congress party."

"It is left to the party high-command to decide on who has to be given what position in this situation when we are in a coalition government," he said.

Asked about senior Congress leader D K Shivakumar being unhappy and holding a separate meeting with a few MLAs, Parameshwara said, "all MLAs are together and we will be successful in the floor test."

"Discussions, group meetings may have happened or not, but above all the fact is that we are united. I can say only this," he added.

Reports said Shivakumar, who was also a contender for the deputy chief minister's post, was unhappy with the party leadership.

Shivakumar, who emerged as a key figure in keeping the party MLAs together before the trust vote of BJP's Yeddyurappa government, was reportedly upset over not getting the Deputy CM post.

About his continuation as KPCC president, Parameshwara said he has not heard anything from the high command on the matter, but he might have to opt for one position.

Asked about the demand that Shivakumar be made party chief, Parameshwara said, "it is a happy thing if he becomes president as an experienced politician and leader will lead the party."

On whether there will be another Deputy Chief Minister along with him, he said was not aware of it.

"I don't have such information, and no such discussions have taken place."

After the floor test Congress and JD(S) leaders along with the Chief Minister would sit together to decide on a coordination committee, Parameshwara said.

"At the same time, we will form an empanelled group to formulate a common minimum programme," he said.

Claiming that the party was not defeated in the election as Congress' vote share was more than the BJP, Parameshwara said a committee would be formed and it would travel across the state and find reasons for the party's defeat.

He, however, tried to put the blame on EVMs for the party's performance in some areas.

"...There are several reasons that are being mentioned, some are even saying that EVMs were manipulated. We will get to know about these things when we go to the spot," he said.

Parameshwara said he felt that there may be a possibility that EVMs were manipulated.

He said the party has got information that in a few constituencies where there was 70-80 per cent Congress voters, there also BJP got the highest lead. "So there is a suspicion (about EVMs being manipulated)," he said.

He said he was not complaining that EVMs were manipulated in all 222 constituencies that went to polls.

Pointing out that his party had demanded ballot papers instead of EVMs ahead of the May 12 elections, Parameshwara said "In the days to come we will demand for ballot papers and we don't want EVMs."&nbsp;

News brief: Big stories of the day

Karnataka Chief Minister HD Kumaraswamy on Friday won the trust vote in the Karnataka assembly shortly after he moved the moved the motion of confidence.&nbsp;

117 Members of Legislative Assembly (MLAs) voted in his favour enabling the JD(S)-Congress alliance to cross the simple majority mark of 112 seats.

Moving the trust vote, he&nbsp;thanked Congress leaders Ghulam Nabi Azad and Mallikarjun M Kharge, who he said&nbsp;were the first to call him to join hands. He also said his father, former PM H D Deve Gowda, had said if I&nbsp;joined hands with the BJP, the entire family would disown him.

The BJP walked out of the Karnataka assembly ahead of the floor test after its leader BS Yeddyurappa said that the party will hold a state-wide bandh on May 28, if CM Kumaraswamy doesn’t waive off farmer loans.

In the recently concluded state assembly election, though the Bharatiya Janata Party emerged as the single largest party with 104 seats (only eight seats short of the simple majority mark of 112), the Congress party with 78 seats and JD(S) with 37 seats, along with two independent candidates, stitched up a post-poll alliance which has a total of 117 MLAs.

Even though the Karnataka Governor invited the BJP to form the government with a time period of 15 days to prove their majority on the floor of the house, the Supreme Court in an interim order directed the floor test to be held in just two days, even after Yeddyurappa had taken oath as the Chief Minister of the state.

What followed post the game-changing Karnata Polls verdict was the shifting of MLAs from one resort to another in order to prevent horse-trading.

However, unable to garner the required number of votes to form Government in the state, Yeddyurappa resigned as the Chief Minister prior to the top court-ordered floor test, but accused the Congress of hijacking the `People`s Mandate`.

On May 23,&nbsp;Kumaraswamy was sworn-in as the 24th chief minister of Karnataka, marking the beginning of the JD(S)-Congress alliance in the state.

Unhappy with the sequence of events, the BJP observed the day as `Anti-People`s Mandate Day` in the state on the same date.

Confident of his win in the floor test, HD Kumaraswamy on Thursday informed that he has called for a meeting of the Finance Ministry official after the floor test in the state assembly, to take a decision on the state budget.

In a press briefing, the chief minister said he will fulfil all the promises made by the Congress and the Janata Dal (Secular) (JD-S) in their manifesto.

New Speaker

Earlier, Congress MLA&nbsp;K R Ramesh Kumar was unanimously elected the Speaker of the Karnataka Assembly, after BJP candidate S Suresh Kumar pulled out of the race, in a major victory for the JD(S)-Congress coalition before Chief Minister H D Kumaraswamy faced the floor test.

Shortly before the start of the proceedings, Suresh Kumar said he was withdrawing his nomination following a direction from the BJP leadership.

"On the directions of our party, I had filed the nomination for the post of Speaker of Karnataka Legislative Assembly. Now, after discussion in the party, it is felt that the Speaker has to be elected unanimously following the parliamentary traditions. I'm withdrawing my nomination," Suresh Kumar tweeted.

Suresh Kumar, a 5th term MLA from the city, had filed his papers yesterday, in an apparent indication by the BJP that it wanted to give the JD(S)-Congress coalition a run for its money in the race for speakership before Chief Minister H D Kumaraswamy faced the floor test.

As the House met and pro-tem speaker K G Bopaiah took up the matter, BJP's Sunil Kumar stood up and said he was not moving the motion proposing Suresh Kumar for the Speaker's post. Suresh Kumar then said, "I accept it."

Ramesh Kumar's name was then proposed by the former chief minister and Congress Legislature Party leader Siddaramaiah and seconded by Deputy Chief Minister G Parameshwara.

The motion was unanimously adopted by the House.

Chief Minister Kumaraswamy and BJP leader B S Yeddyurappa escorted Ramesh Kumar to the chair.
