Since President Donald Trump won the White House in 2016, a shocked Democratic Party had been united behind the mission of defeating him. Four years later, with the election of Joe Biden, the divides that have long simmered among Democrats are now beginning to burst into the open, as the president-elect confronts deep generational and ideological differences among congressional lawmakers, activists and the party’s grassroots base.

The fault lines began to emerge within hours of Biden’s victory. Moderates argued that his success, particularly in industrial Midwestern states that Trump seized from the Democrats in 2016, was proof that a candidate who resisted progressive litmus tests was best positioned to win back voters who had abandoned the Democratic Party. Those tests included single-payer health care, aggressive measures to combat climate change and expanding the Supreme Court.

“The progressives said we need a base candidate,” said Rahm Emanuel, the former mayor of Chicago and White House chief of staff under President Barack Obama, referring to a nominee who appeals to the left wing of the party. “No we didn’t. We needed someone to get swing voters. If you campaign appropriately, you can make that a governing transformation.”

Moderate Democrats said they were hopeful the urgency of the problems confronting the nation would delay the inevitable reckoning the party faces between its ideological wings. Beyond that, they said that a disappointing showing by Democrats in congressional races — the party lost seats in the House and faces a struggle for even narrow control of the Senate — would give liberal Democrats less of a platform to push Biden to the left.

After a fiery call among members of the House Democratic caucus, in which some argued that progressives who have entertained ideas like defunding the police or “Medicare for All” had cost the party congressional seats, some Democratic leaders pushed further away from the left wing.

Rep. Conor Lamb, a moderate from Pennsylvania who survived a difficult Republican challenge, said the results should be a wake-up call to the left.

“What we heard from a lot of our constituents was that they do not like the Democratic message when it comes to police in Western Pennsylvania, and when it comes to jobs and energy,” he said. “And that we need to do a lot of work to fix that.”

But after four years of pent-up frustration and energy, that may prove unlikely. By every early indication, Biden’s election has emboldened progressive energy, no matter the setbacks in the congressional races. There is an up-and-coming generation of elected Democratic officials who have been waiting in the wings, eager to take the lead in formulating a platform for the party.

After supporting Biden as a means of defeating Trump, younger and more progressive Democrats who have gained a foothold in Congress and among party activists are skeptical about his future administration. Sen. Elizabeth Warren of Massachusetts, setting policy terms in a statement after Biden was declared victorious, said: “A Band-Aid approach won’t get the job done. We have a mandate for action on bold plans to meet these twin health and economic crises.”

Rep. Alexandria Ocasio-Cortez of New York, a leading voice of the party’s left wing, said in a phone interview that the next few weeks would set the tone for how the incoming administration will be received by liberal activists.

“I think that’s what people are keeping an eye out for: Is this administration going to be actively hostile and try to put in appointments that are going to just squash progressives and organizing?” Ocasio-Cortez said. “ I don’t envy the Biden team. It’s a very delicate balance. But I think it’s really important to strike a good one. Because it sends a very, very powerful message on the intention to govern.”

The fault lines crystallize the task ahead for Biden, who has long seen himself as a pragmatic consensus builder rather than a strict ideologue. In addition to the fractures within his party, Biden’s administration will also have to navigate a Republican Senate, unless Democrats wrest two seats in Georgia during closely watched runoff elections in January.

If the party doesn’t win those seats, an already divided Washington looks likely to endure.

Some moderate Democratic leaders urged the president-elect to head off any internal conflict by embracing policies both sides can agree on and reaching out to the left.

“The first thing I would do if I were Joe Biden is I’d propose a $15-an-hour minimum wage,” said Edward G. Rendell, the former governor of Pennsylvania and a former chair of the Democratic National Committee. “That’s something that both sides agree on. That would be the first action on behalf of President Biden to show there are significant parts of the progressive agenda that need to be acted on.”

Given the two Senate runoffs taking place in Georgia — contests that will determine whether Biden will, like Obama, begin his first term with a unified Washington — Biden might be initially reluctant to embrace positions that could make it easier for Republicans in Georgia to paint Democrats as out-of-touch, radical socialists.

Biden has made clear he intends for his administration's Cabinet to be diverse in race, gender and sexual orientation — but a left wing that has become disenchanted with the inherent idea of representation as progress will be looking for concessions of power.

Grassroots political groups on the left had a dual message for the president-elect: Congratulations — and here’s a list of demands. Several signaled that they expected Biden to defer to some demands of progressives, not only by selecting people from that wing of the party for key Cabinet positions but also by excluding people with a Wall Street or lobbying background from the administration's hiring process. However, Biden’s flexibility in making Cabinet appointments sought by the left will be constrained if the Senate remains in Republican hands.

Jamaal Bowman, a progressive New York Democrat who will be sworn into the next Congress, took the view that Biden’s victory was not an affirmation of moderate ideology, but a testament to a diverse Democratic Party that had embraced the shared goal of defeating an unpopular president. He cited the work during the general election of progressive groups and candidates who opposed Biden during the Democratic primary, including young climate organizers like the Sunrise Movement — and said they should be rewarded.

“We have to move past the moderate-versus-liberal conversations and start speaking and moving together as a strong party,” Bowman said. “We have organizations like the Sunrise Movement and candidates like Jamaal Bowman who have gone out of our way to get Joe Biden elected.”

Ocasio-Cortez said she expected a long-term fight, particularly given the setbacks for Democrats in the congressional contests. She also cited Cabinet appointments as a way to measure Biden’s ideological core.

She said some people, including Emanuel, should not play a role in the party’s future. The former mayor has been floated by some in Biden’s inner circle to lead a department like housing or transportation.

“Someone like Rahm Emanuel would be a pretty divisive pick,” she said, citing his record as mayor on racial justice and his opposition to teachers’ unions. “And it would signal, I think, a hostile approach to the grassroots and the progressive wing of the party.”

It is unclear what kind of audience progressives will find with Biden and his administration. Throughout the year, his campaign sought to project unity through measures like a joint task force with supporters of Sen. Bernie Sanders, which led a campaign to adopt some of the left wing’s policy proposals, including plans around college debt. But Biden stopped short of the biggest ideas, like eliminating the Electoral College or embracing statehood for Washington, D.C., and Puerto Rico.

Some leading Democratic Party moderates said they supported many of the ideological goals on the left but, reflecting what has long been a divide between the two wings, urged caution, particularly because of Democratic losses in other races.

“We all have to take a deep breath,” said Rep. Debbie Dingell, a Democrat from Michigan, a state that Trump snatched from Democrats in 2016 but that Biden won back this year. “I know there are going to be people who are pushing for change. I’m one of those people who want Medicare for All.”

She argued that Democrats needed to be careful not to push away voters whom Trump won in 2016, or else risk another, similar candidate.

“I also know we can’t afford to have Donald Trump as president,” she said.

But Stanley Greenberg, a Democratic pollster who advised President Bill Clinton when he successfully pushed the party to the center in the 1990s, said Biden would be able to delay divisive party fights because of the enormity of the crises he faces.

“The nature of the pandemic and the economic and health crisis is so deep, he will inherit a mandate of urgency,” he said. “Unity within the party and unity within the country.”

An early test for Biden: Managing a divided Democratic Party

Although the final count was still being tallied over the weekend in several battleground states, Biden’s win in Pennsylvania with its 20 electoral college votes ensured he would prevail.

Morning news brief: Biden's working Sunday, Storm Eta's havoc, and more

China on Monday refused to congratulate Joe Biden for winning the presidential election, saying the outcome still needs to be decided.

China refuses to acknowledge Joe Biden as next president of US

Indian-American physician Dr Vivek Murthy today named co-chair of the COVID-19 Advisory Board that will guide US President on dealing with the coronavirus pandemic that has claimed over 236,000 lives in the country.

Biden has set up this coronavirus task force in a bid to counter the ongoing virus crisis in the country, whereby the highest number of fatalities across the world have been inducted.

Dr Vivek Murthy along with two other co-chairs would lead a team of leading public health experts.

Vivek Hallegere Murthy is a physician and former vice admiral in the Public Health Service Commissioned Corps who served as the nineteenth Surgeon General of the United States.

The appointment of Murthy comes at a time when the United States is witnessing a record number of Covid-19 infections.

Murthy, 43, who originally hails from Karnataka, was appointed America’s 19th Surgeon General by then-president Barack Obama in 2014.

Born in the UK, he was the youngest ever to hold the office at the age of 37. He was later asked to step down by the Trump administration.

Biden, in his victory speech in Wilmington, Delaware on Saturday night, said: “On Monday, I will name a group of leading scientists and experts as Transition Advisors to help take the Biden-Harris COVID plan and convert it into an action blueprint that starts on January 20th, 2021”.

The President-elect, however, did not announce who would lead that task force.

The Washington Post said that the task force would be co-chaired by Dr Murthy, the former Surgeon General, and David Kessler, a former Food and Drug Administration commissioner.

The Washington Post said that the task force would be co-chaired by Dr Murthy, the former Surgeon General, and David Kessler, a former Food and Drug Administration commissioner. Biden picks Indian American to lead the new task force to tackle COVID crisis in US

Chinese state media struck an optimistic tone in Monday in editorials reacting to Democrat Joe Biden`s win of the U.S. presidential elections, saying relations could be restored to a state of greater predictability and could start with trade.

While acknowledging the United States was unlikely ease pressure on China on issues such as Xinjiang and Hong Kong, state-backed newspaper Global Times said Beijing should work to communicate with the Biden team as thoroughly as it can.

The Trump administration had deliberately created tensions in China-U.S. relations, especially after adopting a campaign strategy of pressuring China, which led to "bubbles" occurring in U.S.-China policy, it said.

"We believe it is possible to pop those bubbles," it said. "It`s in the common interests of people from both countries and of international community that China-U.S. relations become eased and controllable."

The Global Times is a tabloid published by the People`s Daily, the official newspaper of China`s ruling Communist Party, but does not speak on behalf of the party and government.

The China Daily newspaper said in a separate editorial it was "obvious" improving ties with China could start from trade, and reviving trade talks was critical to restore some understanding and trust in China-U.S. relations.

"It is one of the last threads linking the two sides. It is notable that neither Beijing nor Washington has ventured to scrap the hard-earned so-called phase one deal they negotiated," said the China Daily, the country`s official English language newspaper.

Tensions between the world`s two largest economies have intensified over the past year, shaking up technology supply chains and trade relations, and stoking fears that a financial war between the two countries could be brewing.

The U.S. pressure, along with the global pandemic, have set China on a mission to reduce its reliance on overseas markets and technology for its economic development, as part of a new "dual circulation" model of growth to steer its economy.

"China must become a country the U.S. cannot suppress or destabilize, and make it that cooperation with China is the best option for the U.S. to realize its national interests," the Global Times added.

Biden win opens door for improved predictability in China-US relations, state media says

The U.S. unemployment rate didn’t drop below the level it was at when Obama and Biden were elected until a year into their second term.

President-elect Joe Biden returns to battle another economic crisis

Two former senior U.S. intelligence officials - Michael Morell and Avril Haines - have emerged as leading contenders to serve as Director of National Intelligence or run the CIA in President-elect Joe Biden`s administration, several current and former intelligence officials said.

Morell served as the Central Intelligence Agency`s deputy director in the Obama Administration between 2010 and 2013, and during that time also served two stints as acting agency director.

Haines, served as CIA deputy director and as President Barack Obama`s deputy national security advisor, said the sources.

Haines declined to comment and Morell could not be reached for comment. A spokesman for Biden`s transition team declined to comment.

Some former Democratic aides have raised concerns about Haines and Morell because they served at CIA when the agency used "enhanced interrogation" techniques on suspected Islamist militants, practices that a Senate Intelligence Committee investigation have labeled as torture.

Other names being discussed by both Democratic Party and intelligence officials as possible candidates for Director of National Intelligence include Michael Leiter, a former DNI official and former director of the National Counterterrorism Center, a branch of the DNI`s office, and Mike Rogers, a former Republican Congressman who chaired the House Intelligence Committee, the sources said.

The United States became the first nation worldwide since the pandemic began to surpass 10 million coronavirus infections, as the third wave of the COVID-19 virus surges across the nation.

The country reported a record 131,420 COVID-19 cases on Saturday and has reported over 100,000 infections four times in the past seven days, according to a Reuters tally. The country has reported about a million cases in the past 10 days, the highest rate of infections since the nation reported its first novel coronavirus case in Washington.

The grim milestone came as global coronavirus cases exceeded 50 million, according to a Reuters tally on Sunday.

More than 237,000 Americans have died of COVID-19 since the illness caused by the coronavirus first emerged in China late last year.

The daily average of reported new deaths in the United States account for one in every 11 deaths reported worldwide each day, according to a Reuters analysis.

The number of reported deaths nationwide climbed by more than 1,000 for a fifth consecutive day on Saturday, a trend last seen in mid-August, according to a Reuters tally.

Health experts say deaths tend to increase four to six weeks after a surge in infections.
US President-elect Joe Biden, who spent much of his election campaign criticising President Donald Trump’s handling of the pandemic, pledged on Saturday to make tackling the pandemic a top priority.

Biden will announce a 12-member task force on Monday to deal with the pandemic that will be led by former surgeon general Vivek Murthy and former Food and Drug Administration commissioner David Kessler. The coronavirus task force will be charged with developing a blueprint for containing the disease once Biden takes office in January.

CORONAVIRUS IN US

The Midwest remains the hardest-hit region based on the most cases per capita with North Dakota, South Dakota, Wisconsin, Iowa and Nebraska the top five worst-affected U.S. states.

Illinois emerged as the new epicentre in the Midwest, with the state reporting over 60,000 COVID-19 infections in the last seven days, the highest in the country, according to Reuters data. The state reported more than 12,454 new cases on Saturday, the highest single-day number so far.

Texas, which accounts for 10% of total US cases, is the hardest-hit state and became the first to surpass a million coronavirus cases in the United States on Saturday.

New York, with over 33,000 fatalities, remains the state with highest number of deaths and accounts for about 14% of total US deaths.

America’s next first lady is going to make history in her own way.

President-elect Joe Biden’s wife Professor Jill Biden intends to be the first FLOTUS in the role's 231-year history to pursue her career and keep a paying job while living in the White House and serving as the first lady.

"She will really be bringing the role of the first lady into the 21st century,"first-lady historian Katherine Jellison, a professor at Ohio University, said in an interview to USA Today, noting no previous FLOTUS has been "allowed" to be like most modern American women, with both work life and family life.

Because of her professional life, education is expected to be the top of Biden's first-lady agenda, along with advocating for military families and cancer awareness (son Beau Biden died of brain cancer in 2015), all of which she pursued as the second lady.

In an interview given to Vogue in 2019, Jill had said, “The beauty of (being FLOTUS) is that you can define it however you want. And that’s what I did as the second lady – I defined that role the way I wanted it to be. I would still work on all the same issues. Education would be right up there, and military families. I’d travel all over this country trying to get a free community college.”

"I would love to. If we get to the White House, I'm going to continue to teach," she said in an interview with CBS Sunday Morning in August 2019. "I want people to value teachers and know their contributions and to lift up the profession."

Jill held the title of the second lady while her husband served as Vice-President from 2009 To 2017. She was the first Vice-President's wife to continue with her paid job after her husband was elected alongside Barack Obama. The 69-year-old has been a strong force behind her husband of more than 40 years.

US Election 2020: What is in store for China-U.S relation?

The United States has a long history of peaceful transfers of power that is likely to continue despite President Donald Trump's attacks on the legitimacy of the election result, national security experts said.

Here is what to expect in the weeks and months to come.

DOES TRUMP FACE A DEADLINE TO LEAVE OFFICE?

Yes. The US presidential election is not formally over. Electors - party loyalists who typically pledge to support the candidate who gets the most votes in their state - will convene on Dec. 14 to formally cast their votes. The newly seated Congress accepts the results from the Electoral College on Jan. 6. If Biden wins the Electoral College vote, as expected, he will be sworn in at noon on Jan. 20 — a date set in the Constitution.

CAN BIDEN TRANSITION INTO POWER OVER TRUMP'S OBJECTIONS?

Yes. Trump has only so much power to slow Biden's transition.

A law called the Presidential Transition Act of 1963 makes career civil servants vital to the transfer of power. They face deadlines for providing data and access to incoming officials.

Under the law, the transition process will shift into high gear once a federal agency called the US General Services Administration (GSA), which manages federal buildings, names an apparent winner of the election. At that point, the incoming president's team can obtain briefing books, tap into funds, and send representatives to visit government agencies.

On Sunday, experts in transitions sent a letter to the GSA's administrator, Emily Murphy, urging her to recognize Biden as the winner.

"While there will be legal disputes requiring adjudication, the outcome is sufficiently clear that the transition process must now begin," the letter from the Center for Presidential Transition said.

The GSA said in a statement on Saturday it "ascertains the apparent successful candidate once a winner is clear based on the process laid out in the Constitution."

Political scientists told Reuters they are optimistic about the resilience of this legal framework.

Despite the animosity between Trump and Biden on the campaign trail, the Trump administration earlier this year complied with statutory requirements for providing federal office space and government resources to the Biden campaign.

Government officials take an oath to uphold the US Constitution. This oath would require recognizing Biden as the incoming president if he wins the Electoral College, regardless of what Trump says, said Robert Chesney, a professor of national security law at the University of Texas.

"I find it very hard to believe the military, the Secret Service, the FBI, or any other relevant part of the bureaucracy would go along with Trump if the Electoral College or a court says otherwise," said Chesney.

WOULD THE MILITARY KICK TRUMP OUT IF HE REFUSES TO LEAVE?

Two US army veterans raised the possibility of the military forcefully removing Trump in an "open letter" to the top US general, Mark Milley, in August.

"If Donald Trump refuses to leave office at the expiration of his constitutional term, the United States military must remove him by force, and you must give that order," stated the letter, published in Defense One and written by John Nagl, a retired Army officer, and Paul Yingling, a retired US Army lieutenant colonel.

But others have said such a move would be better left to the US Secret Service, citing a bedrock US legal principle that military personnel should stay out of domestic law enforcement matters.

"We have constitutional processes for dealing with this, and the military is nowhere in that equation," said Kori Schake, a director of foreign and defense policy at the American Enterprise Institute.

Also read: Russian President Putin is waiting for official results before congratulating Joe Biden On Sunday, experts in transitions sent a letter to the GSA's administrator, Emily Murphy, urging her to recognize Biden as the winner. "While there will be legal disputes requiring adjudication, the outcome is sufficiently clear that the transition process must now begin," the letter from the Center for Presidential Transition said. The GSA said in a statement on Saturday it "ascertains the apparent successful candidate once a winner is clear based on the process laid out in the Constitution." Political scientists told Reuters they are optimistic about the resilience of this legal framework. Also read: As US President-elect, Joe Biden set to convene COVID-19 task force Despite the animosity between Trump and Biden on the campaign trail, the Trump administration earlier this year complied with statutory requirements for providing federal office space and government resources to the Biden campaign. Under President Donald Trump, tensions between the U.S. and Iran have escalated, reaching fever-pitch earlier this year. One of Trump's signature foreign policy moves was unilaterally withdrawing the U.S. from Iran's nuclear deal in 2018, which had seen Tehran limit its enrichment of uranium in exchange for the lifting of economic sanctions.

This US "administration's harmful and wrong policy for the past three years was not only condemned by people all around the world but was also opposed by the people of (the US) in the recent election," Rouhani said.

He added that the Iranian people's "heroic resistance against the imposed economic war" by the Trump administration "proved that America's maximum pressure policy is doomed to fail."

Iran's supreme leader Ayatollah Ali Khamenei said Tuesday that the US election result would have "no effect" on Tehran's policies towards Washington.

Biden has said during his campaign that he plans to embark on a "credible path to return to diplomacy" with Iran, and raised the possibility of returning to the 2015 nuclear deal, negotiated when he was vice president under Barack Obama.

Earlier, major US news networks declared Biden as the winner of the November 3 presidential election after he crossed the threshold of 270 Electoral College votes needed to secure victory.

The news of Biden's win led to celebrations in major cities across the US, including outside the White House in Washington DC.

US election 2020: What does Joe Biden's win mean for Brexit?

WASHINGTON — President-elect Joe Biden campaigned on the most ambitious climate platform of any presidential candidate in history, promising to spend $2 trillion over four years to draw down planet-warming fossil fuel emissions and convert much of the nation to clean energy.

The possibility that the Senate could remain under the control of Republicans, who have generally opposed climate legislation, puts a damper on some of his biggest-ticket plans. But with or without Democratic control of the Senate, the first 100 days of the Biden administration are likely to see a flurry of executive actions addressing climate change, as well as a major push to insert clean energy provisions into legislation that could pass with a bipartisan coalition.

Here are nine things Biden may do early on to put the United States back on a path to addressing climate change.

1. Rejoin the Paris Agreement

Biden has pledged throughout the campaign, and again this past week, that on the day he takes office he will recommit the United States to the global agreement on climate change. That would only require a letter to the United Nations and would take effect 30 days later.

2. Convene global leaders

Biden has said he intends to assemble a “climate world summit” to press leaders of the big industrial nations to cut greenhouse gas emissions more aggressively.

3. Reverse energy rollbacks

Expect the Biden administration to immediately rescind a large number of President Donald Trump’s executive orders on energy, particularly a March 2017 order calling on every federal agency to dismantle their climate policies. Several experts said he is likely to replace it with one declaring his administration’s intention to cut greenhouse gases and instructing all government agencies to look for ways to do so.

4. Make climate part of coronavirus relief

The Biden administration will very likely push to include clean energy provisions in any new economic stimulus measures Congress considers. That could include things like research and development funding for clean energy, money for states to continue their renewable energy expansion, and an extension of tax credits for renewable energy industries.

5. Sign executive orders to cut emissions

Developing and finalizing new regulations will take time, and, if challenged, they may ultimately be struck down by the conservative majority on the Supreme Court. But Biden has indicated that, early in his administration, he will sign executive orders instructing agencies to develop new methane limits for oil and gas wells, to reinstate and strengthen fuel economy standards, and to tighten efficiency standards for appliances and buildings.

6. Create new financial regulations

Biden has also said he will, on the first day of his administration, sign an executive order requiring public companies to disclose climate change-related financial risks and greenhouse gas emissions in their operations.

7. Revise rules on fossil fuel production

Biden is expected to cancel a 2017 executive order to lift restrictions on offshore energy exploration and production. He also could stop the Trump administration’s expedited reviews of pipelines and other fossil fuel projects.

8. Prioritize environmental justice

Biden has made addressing the effects of pollution and global warming in low-income communities a central element of his climate plan. In the near term, a Biden administration could create an environmental justice advisory board to coordinate policies across agencies and take concrete steps like increasing pollution monitoring in vulnerable communities and creating mapping tools to better understand disparities.

9. Restore wildlife areas

Biden has pledged to take “immediate steps to reverse the Trump assault on America’s national treasures” including major cuts in 2017 to Bears Ears and Grand Staircase-Escalante national monuments, as well as opening parts of the Arctic National Wildlife Refuge to oil exploration. Biden has said on the first day of his administration he will sign an executive order to conserve 30% of U.S. land and waters by 2030.

Nine things the Biden administration could do quickly on the environment

US President-elect Joe Biden took the first steps Sunday towards moving into the White House in 73 days, as Donald Trump again refused to admit defeat and tried to sow doubt about the election results.

Biden and his advisors spent their Sunday planning how to address the nation's coronavirus crisis. Among their plans was also the bridging of America's gaping political divisions.

The Biden campaign also urged the Trump political appointee who heads the US General Services Administration to approve an official transition of power despite President Donald Trump's refusal to concede. It warned that US national security and economic interests depended on a clear signal the country would engage in a "smooth and peaceful transfer of power."

Biden was declared the winner of the November 3 election by US television networks on Saturday, but Trump and his allies have made clear he does not plan to concede anytime soon.

Biden's website, BuildBackBetter.com, after posting a minimal version earlier in the week, now includes four "administration priorities" for the incoming presidency: Covid-19, economic recovery, racial equity and climate change.

"The team being assembled will meet these challenges on Day One," the website said in a reference to January 20, 2021, when Biden will be sworn in as the 46th President of the United States.

A transition official told CNN that work to prepare for a Biden administration "continues full speed."

The transition has also launched a series of social media channels on Sunday -- @transition46 on Facebook, Twitter and Instagram.

The website lays out a seven-point plan to tackle the coronavirus, including "regular, reliable, and free testing" to all Americans, an " effective, equitable distribution of treatments and vaccines" once available and working with governors and mayors to implement a nationwide mask mandate.

Biden, who turns 78 on November 20, is the oldest person ever elected to the White House. Harris a senator from California, is the first woman, first Black person and first South Asian person to be elected vice president.

Furthermore, Biden plans to make the coronavirus his top priority during the transition, attempting to make good on a campaign issue that dominated the general election. He plans to name a task force on Monday to tackle the coronavirus pandemic, which has left more than 237,000 people dead in the United States and is surging across the country.

Reportedly, Biden's healthcare advisors held talks with drugmaker executives on the US government's Operation Warp Speed programme to accelerate development of a possible COVID-19 treatment, a Biden spokesman said on Sunday.

Under the Trump administration, Operation Warp Speed has struck deals with several drugmakers in an effort to help speed up the search for effective treatments for the disease amid the global coronavirus pandemic.

Biden's advisors met with companies that have COVID-19 vaccines or therapies in late-stage clinical trials in September and October, Bloomberg News had reported earlier.

The report added that the meeting was aimed at gathering information about the development, manufacturing and distribution of shots to ward off the novel coronavirus and therapies to treat the sick.

He has also announced plans to rejoin the Paris climate accord and will reportedly issue an executive order on his first day in office reversing Trump's travel ban on mostly Muslim countries.

Biden has vowed to name a cabinet that reflects the diversity of the country, although he may have trouble gaining approval for more progressive appointees if Republicans retain control of the Senate -- an outcome that will depend on two runoff races in Georgia in January.

In a speech in his home state of Delaware on Saturday, Biden delivered a message of unity and conciliation, declaring that it is "time to heal" the nation and reaching out to Americans who voted for Trump and to congressional Republicans.

"The work starts right away," Biden Deputy Campaign Manager Kate Bedingfield said on Sunday on NBC's "Meet the Press" program.

Biden has promised to improve access to coronavirus testing and, unlike Trump, to heed the advice of leading public health officials and scientists. Some 10 million Americans thrown out of work during coronavirus lockdowns remain idled, and federal relief programs have expired.

Biden and his advisors also will move forward with the work of choosing officials to serve in his administration.

The president-elect will "address a mandate to bring the country together - to unify, to lower the temperature, to set aside the harsh rhetoric of the campaign and get to the hard work of governing."

Also, two former senior US intelligence officials - Michael Morell and Avril Haines - have emerged as leading contenders to serve as director of national intelligence or run the CIA under Biden.

Biden pledged that as president he would seek to unify the United States and "marshal the forces of decency" to battle the pandemic, restore economic prosperity, secure healthcare for American families and root out systemic racism.

"For all those of you who voted for President Trump, I understand the disappointment tonight. I've lost a couple times myself. But now, let's give each other a chance. It's time to put away the harsh rhetoric, lower the temperature, see each other again, listen to each other again," Biden said.

"This is the time to heal in America," Biden added.

Biden called for cooperation between America's two major political parties as he faces political dysfunction and partisan gridlock in Washington.

Biden, who has spent half a century in public life as a US senator and vice president, was introduced by his running mate, US Senator Kamala Harris, who will be the first woman, the first Black American and the first American of Asian descent to serve as vice president, the country's No. 2 office.

Biden when he enters the White House will be the oldest person to assume the office, at age 78.

Congratulations poured in for Biden from abroad, including from conservative British Prime Minister Boris Johnson, Canadian Prime Minister Justin Trudeau, German Chancellor Angela Merkel and Israeli Prime Minister Benjamin Netanyahu, making it hard for Trump to push his repeated claims, without evidence, that the election was rigged against him.

Meanwhile, Trump played golf at his course near Washington, the same place where he was Saturday when the US television networks delivered the news that Biden had secured enough Electoral College votes for victory.

"Since when does the Lamestream Media call who our next president will be?" Trump complained in a tweet on Sunday.

Trump plans to file a string of lawsuits in the coming week, according to his lawyer Rudy Giuliani, who said he had "a lot of evidence" of fraud.

But former president George W. Bush said the "outcome is clear" and added that he had called "President-elect" Biden and Harris to extend his congratulations.

Bush said in a statement that "the American people can have confidence that this election was fundamentally fair... We must come together for the sake of our families and neighbors, and for our nation and its future."

We must come together for the sake of our families and neighbors, and for our nation and its future." (with inputs from agencies)

Joe Biden is returning to the White House to lead the United States in the midst of an economic crisis after beating President Donald Trump in Tuesday’s election, but a turn of events likely to conjure an eerie sense of deja vu for the Democratic former vice president.

World Business Watch: New US President to battle economic crisis

Australian Prime Minister Scott Morrison said on Monday that his country would welcome President-elect Joe Biden restoring the United States to the Paris climate accord and returning as a member of the World Health Organization.

"We would be welcoming the United States back into the Paris Agreement, somewhere we've always been," Morrison told reporters, saying a US return to other global organizations like the World Health Organization (WHO) would also be welcome.

His statement came amid renewed pressure himself to boost efforts to cut Australia's carbon emissions.

The United States formally withdrew from the Paris climate agreement last week, but Biden has promised to rejoin the Paris pact, and also commit to net zero emissions by 2050.

Although Australia state and territory governments have adopted the same 2050 target for net-zero emissions, Morrison's federal government has yet to do so. Australia is a major exporter of fossil fuels, particularly coal, and Morrison said many countries have made qualified climate commitments.

On Monday independent lawmaker Zali Steggall introduced a climate bill to federal parliament seeking a net-zero target, saying Australia would be "the pariah of the international community" if it didn't strengthen its climate commitments.

Meanwhile, underlining Australia's frustration with the outgoing President Donald Trump's "America First" policies, Morrison said Australia would welcome the US back to the WHO, and potentially the Trans-Pacific Partnership trade pact, signed by Australia and 10 other countries in 2018.

On Sunday, Morrison said Australia would also welcome the US engaging with the World Trade Organization, because the way out of a global recession triggered by the COVID-19 pandemic is "market-based trade, fair trade, under the proper rules through the World Trade Organization".

Australia is currently embroiled in a worsening commercial and diplomatic relationship with China, its largest trading partner.

Australian exporters have expressed concern that Chinese importers were warned off buying seven categories of Australian products from November 6.

Trade Minister Simon Birmingham said Chinese authorities had denied an "outright ban across a sweeping range of product categories", and products appeared to be moving through Chinese ports at this stage.
