In the rally in Bhagwati Nagar area, the home minister said no one will now be able to create any hurdle in the development of Jammu and Kashmir. &nbsp;

Addressing the rally, he said Rs 12,000 crore worth of investment has already come to the union territory and the government aims to look at a total of Rs 51,000 crore by the 2022 end. &nbsp;

If the youth join the development of Jammu and Kashmir, terrorists will fail in their sinister plans, he asserted. &nbsp;

Amid civilian killings, Indian Army chief visits Jammu to review security situation

There is a new challenge for&nbsp;security&nbsp;forces in Kashmir valley.&nbsp;The presence of "part time or hybrid terrorists" in the valley is posing a big threat.

"Part time or hybrid terrorists"&nbsp;are not listed with the security forces as ultras but are people who are radicalised enough to carry terror attacks and then slip back into routine life.&nbsp;

In the last two weeks, seven civilians were killed and most of them were shot by pistol-borne youth who are not listed with the security forces.&nbsp;

"Hybrid terrorists or part time terrorists are those who are not listed with us but are in touch with militants, they are locally trained and after taking out one or two attacks, they slip back into normal life. 97 pistols have been recovered so far this year. This shows Pakistan has a new agenda that maximum number of pistols and hand grenades be pumped. The main reason is to create an atmosphere of fear," said Vijay Kumar, IG Kashmir.&nbsp;

Most of the killings that have taken place this year in the Kashmir valley were done using pistols. Many of these attacks were carried out by these "part time or hybrid terrorists".&nbsp;

Police are now trying to break the chain of these attacks. More than 500 people have been detained by the Jammu Kashmir Police in the last few days after the rise of civilian killings.&nbsp;

"There is a new modus operandi of terrorists to kill innocent civilians using pistols. All the policemen who have been killed this year were all without weapons at the time of killing, and most of the attacks were carried out by pistols. It's very easy to carry and attack with a pistol. Pakistan has chosen a new modus operandi to let them use pistols," Kumar added.

The security forces are now trying to formulate a new strategy to break through the new modus operandi of the terror groups.&nbsp;

One junior commissioned officer of the Indian army and four soldiers were killed in an encounter in Kashmir's Poonch district. The personnel was killed in a gunfight with the hiding terrorists after a cordon-and-search operation was carried out by the Indian army. The encounter has now spread to the Rajouri region adjacent to the site where the gunfight took place earlier in the day. The Indian army launched the operation after getting reports of the presence heavily armed terrorists in the chamrer forest. Kaumudi pointed out, "The possibility of the use of weaponized drones for terrorist purposes against strategic and commercial assets calls for serious attention by the member states", adding, "We have witnessed terrorists using unmanned aerial vehicles (UAV) to smuggle weapons across borders."

He was addressing the second High-Level Conference of the Heads of the Counter-Terrorism Agencies of the Member States.

This is not the first time India has expressed its worries over drones. At last week's SCO NSA meeting, NSA Ajit Doval raised the issue of the need to monitor new technologies used by terrorists, such as drones for weapon smuggling.

In one battalion we have to recruit 650 females",&nbsp;said Danish Rana, ADGP Co-ordination.

The women who had come for the rally were excited to don the uniform and work for the country. Some even saying that they are not scared to be part of police in the valley at all.

''I am so happy to be here, I have so many dreams and I hope I&nbsp;will make them come true. I always wanted to join police services, I am not scared at all. I want to work for the society and people and I am feeling very proud that I have come here. I have full support from my family", said Munazah Farooq, aspirant.

Some of the aspirants also said that wearing the uniform has been their dream and now its seems to be coming true.

''I have always wanted to wear uniform and work for the country. I have full support from family and that's why i am here. I am feeling very happy'', said Manjeet Singh.

There will be a written exam for the candidates who qualify in the first round. The third leg of this rally will be help in Leh&nbsp;and Kargil.

J&K police hold recruitment rally for women in Kashmir to fill 1,300 posts

In a surprise move, the Jammu and Kashmir government&nbsp;today cancelled the residential accommodation of "Darbar Move" employees in Jammu and Srinagar depending on their location. The government had also said that with this move, both Jammu and Srinagar secretariats will work for all 12 months. It also mentioned that the government&nbsp;would&nbsp;save on millions of rupees by this decision.&nbsp;

The practice of Darbar Move was started by the Maharaja of Kashmir, Gulab Singh in the year 1872. The administration would work from Jammu during the six months of winter while the same would be shifted to Srinagar during the summers. As part of this practice, all the offices including the Raj Bhawan, the Civil Secretariat and many other departments would shift after six months.&nbsp;

The pandemic has hit almost all sections of the society in&nbsp;ways more than one. Scores have been left jobless and many have been left to fend for themselves as lockdowns have prolonged. One of the lesser talked about sections is the transgender community in Kashmir, which seems to have been severely impacted as their sources of income have dried up.

Khushi Mir, a transgender from Srinagar has been without a job for more than a year. Khushi is a make-up artist and she has not had a client since the start of pandemic . Her clients mostly were brides and due to lockdown, there have been&nbsp;no weddings which means no business for her.

But that did not stop her from creating a group where not only has she managed to help herself but hundreds of other transgenders. Along with four young boys, she started&nbsp;a volunteer group. They're currently distributing food kits to the transgender community.&nbsp;

"A friend called me a few weeks ago and was in a very desperate situation, they had no food. I tried helping first on a personal level but later when I started getting more calls. I got in touch with Uzair. We are a group of 5 and we are trying our best to reach as many transgenders as possible. We have a list on 400 with us and slowly we are providing food kits to all of them.'' says Khushi Mir, a volunteer.

But that did not stop her from creating a group where not only has she managed to help herself but hundreds of other transgenders. Along with four young boys, she started a volunteer group. They're currently distributing food kits to the transgender community. "A friend called me a few weeks ago and was in a very desperate situation, they had no food. I tried helping first on a personal level but later when I started getting more calls. I got in touch with Uzair. We are a group of 5 and we are trying our best to reach as many transgenders as possible. "Through online platform and media, I'm trying to let traditional potters know that there are modern techniques to pottery which we can have at the international and national level. This sector will have an economic boom by these methods," says Saima Shafi.

Had the pass been held by India, the distance from Jammu to Srinagar through Poonch and Uri would have been reduced by over 200 kms.

Once Pakistan got it back, it resumed infiltration into Jammu.

As many as 400 people can watch the show the show -- to be broadcast in Hindi at the Bagh E Bahu, near the historic Bahu fort that over looks the city of Jammu. It will last for 30 minutes.

Legend has it that the Bahu fort is located at the spot from where Raja Jambulochan of Agnigarbha Sooryvanshi Dynasty founded his kingdom. Jammu is named after him and his son Raja Bahulochan who expanded his father's legacy built the Bahu fort and Bagh-e-Bahu.

The fort has a famous temple -- Babe wali mata ka Mandir. In 8th century, an idol of Kali was brought from Ayodhya and sanctified in the temple.

Since the removal of special status for the erstwhile state of Jammu and Kashmir and bifurcation into two union territories, the focus has been to increase development in the regions that were neglected.

Infact just last month, the then Lt Governor, Girish Chandra Murmu, inaugurated Jammu ropeway project section II,&nbsp;connecting Bahu to Mahamaya --&nbsp;two key locations of the city.

The project, however, is still not open to public due to the coronavirus pandemic.&nbsp;

On August 5, 2019, India abrogated the Article 370 in India’s northern-most erstwhile state of Jammu and Kashmir.

The former Article 370, in conjunction with Article 35A of the constitution gave Jammu and Kashmir multiple powers of autonomy across major fronts. The state was allowed to have its own constitution, and was free to make laws on matters they deemed fit.

When the provisions were suspended, Indian constitution and Parliament extended their jurisdiction in the state, as it is for the rest for the country. This made J&amp;K’s constitution obsolete.

What has changed?

Last year’s Jammu and Kashmir Reorganisation Act heralded by the BJP-led central government sheds light on the changes made in the legal functioning of the state, and which laws have now been rendered unenforceable in the region.

As part of this abrogation, many central laws have been extended to the territory, with the state being bifurcated into two union territories of Jammu and Kashmir, and Ladakh.

As of October 31, 2019, these are the changes that have been made in the state’s legal structure, based on the appendix to the Act:

Of the many laws that have been extended to the union territories, the major ones include the Right to Information Act (2005), and the Representation of People Act (1951).

As per the new domicile rules, non-Kashmiris can become become residents of the state, but on meeting certain conditions.

For starters, the person and their family would get Kashmiri domicile after serving as government officials, or after holding a public job for 10 years or more.

Additionally, anybody living in the region for 15 years can apply for domicile. If one has studied in the union territory for more than seven years, they may also become permanent residents. Appearing for standard 10 and 12 exams in the territory automatically guarantees domicile.

In the aftermath of the abrogation, over 4 lakh domicile certificates were issued in just a month!

Before the article was scrapped, section 144 was imposed in Srinagar, and many local leaders like former CMs Mehboob Mufti and Omar Abdullah were placed under house arrest.

Today marks one year since Article 370 was scrapped in J&K: Here's what has changed!

The BJP's Jammu and Kashmir unit on Monday demanded a judicial probe into the death of two relatives of a COVID-19 patient who passed away here last week, stating that the party was seriously concerned about repeated negligence by government officials.

The Jammu district administration had already ordered a magisterial probe into the death of Vimal Zadoo and his cousin brother Vipan Zadoo on Thursday during the cremation of their uncle who died a day earlier after testing positive.

The demand for a judicial probe was made by the BJP in a memorandum submitted to Lt Governor G C Murmu by a five-member delegation of senior party leaders, including General Secretary Vibodh Gupta, former minister Sat Sharma and party vice president Narinder Singh, a BJP spokesperson said.

The memorandum, signed by Gupta, alleged that a section of the administration is demonstrating its "insensitivity" and "disrespect" for not only common people but also the dead and their families as was witnessed in the case of the death of two family members accompanying the body of a COVID-19 patient for his last rites.

"People are justifiably angry and expect accountability and transparency in handling of the situation.
