"Why was she killed? She was grazing cattle and taking care of horses. She was eight years old. Why did they kill her in such a brutal way. They should be given death sentence," she says.

The girl's father said she was at maternal uncle's home in Rasana.

"The killers should be given death penalty. We do not need a CBI probe, we have faith in investigation by the Crime Branch," he says.

Jammu has been on tenterhooks since the brutal rape and killing of the girl belonging to the nomadic Muslim Bakerwal community.

Her body was found in Rasana forest on January 17, a week after she went missing while grazing horses in the forest area.

The couple along with their two kids and cattle left their hamlet in Samba and in Round-Domail in Udhampur district as part of their annual trek to Sanasar mountainous belt.

The mother says that earlier they had good relations with Hindus and lived in harmony with them.

"But after this incident, the relations have soured and we are fearful. We only want justice for her. She was our dear child. She was beautiful and we loved her," she says.

They wanted take her back, teach her and make her a doctor, the mother said, adding that she was very intelligent.

"The prime minister had said "Beti Padavo Beti Bachavo" but how are they teaching and saving girls like this," her adoptive father asks.

"The ministers are supporting the rape accused, saying that they are innocent, but they are wrong," he says.

The biological father says the world knows that their daughter, who did not know about the difference between Hindus and Muslims, was wronged and murdered in most barbaric manner.

"The world and entire India knows it. They are supporting them. I do not say she was our only child, she was everyone's child. The incident should not be looked at through the religious lens," he said.

On January 23, the government had handed over the case to the Crime Branch of the state police which formed a special investigation team and arrested eight people including two Special Police Officers (SPOs) and a head constable.

The police have arrested eight people in the case, but the Bar Association has opposed the action, alleging targeting of minority Dogras.&nbsp;

Kathua child gang rape: Want to see culprits hanged, says victim's family

The resignations of two BJP ministers, who courted controversy by attending a rally supporting those accused of raping and killing a young girl in Kathua, will be handed over to Jammu and Kashmir Chief Minister Mehbooba Mufti for further action, said senior BJP leader Ram Madhav.

The senior BJP leader said the resignation of the ministers was to address the fears of not only its ally PDP and the people of Jammu and Kashmir but also the entire nation.

Madhav, who is the party's general secretary in-charge of the state, also said that the state government was told to withdraw the directive of the tribal affairs department on encroachments by nomads in forest land.

Madhav, who attened the legislative party meeting of the state BJP MLAs and MLC, said state party president Sat Sharma will send the resignations to the chief minister.

Forest Minister Lal Singh and Industries Minister Chander Prakash Ganga tendered their resignation in view of a perception being created, he said.

He lashed out at the Congress, alleging that it was trying to politicise the issue which should not be done.

"We, including the BJP which is in the government, will ensure justice for the girl and punishment for the culprits," he said.

Asked about the demand for a CBI probe into the incident, the BJP leader said, "The police have completed the probe and now it is in the court of law. It is for the court to decide."

Ganga and Singh had hit out at the police for arresting "one or the other person at will" in connection with the rape and killing of the 8-year-old girl in January this year.

Asking why the probe was not being handed over to the CBI, Lal Singh had said, "We too want that the real accused be punished... We have heard you. We will not allow this jungle raj, under which they (police) are picking up people at will, to continue. What kind of investigation are they doing?

The 'Hindu Ekta Manch', from which the BJP distanced itself, had also taken out a rally holding a tricolour to press for their demand.

Disturbed over the rape and murder of an eight-year-old girl in Kathua in the Jammu region, Union minister Maneka Gandhi has asked her department to work on a proposal to amend the POCSO law to bring in the provision of death penalty for the rape of a minor below the age of 12 years.

In the present Protection of Children Against Sexual Offences (POCSO) Act, there is no provision for capital punishment with the maximum sentence being life imprisonment for penetrative sexual assault as well aggravated penetrative sexual assault.

The Women and Children Development (WCD) minister has now proposed that rape of any child below the age of 12 years could lead to the death penalty, WCD officials said.

"I have been deeply, deeply disturbed by the rape case in Kathua and all the recent rape cases that have happened on children. I and the (women and child development) ministry intend to bring an amendment to the POCSO Act asking for death penalty for rape of children below 12 years," Maneka Gandhi was heard saying in a video, which was uploaded on Twitter.

The minor girl in the Kathua case, who belonged to the minority nomadic community, had disappeared from near her home in the forests next to a village in Kathua, 90 km from here, on January 10.

A week later, her body was found in the same area, and medical examination pointed towards sexual assault.

During initial investigations, the police arrested a juvenile. Later, the case was transferred to the Jammu and Kashmir Police's Crime Branch.

Two Special Police Officers (SPOs) and later, another five people, including a former revenue official and the alleged conspirator, who surrendered before the Special Investigation Team, were arrested.

The Crime Branch, which probed the rape and killing of the girl, had filed a main charge sheet against seven people and a separate charge sheet against the juvenile in a court in Kathua district earlier this week.

Jammu has been on tenterhooks since the brutal incident. The bar associations have been opposing the action against the accused, alleging that the minority Dogras were being targeted.

Lawyers took to the streets shouting slogans and trying to block the road outside the court where the charge sheets were filed.

Maneka Gandhi proposes death penalty for rape of children below 12 years

Facing flak over Kathua and Unnao rape cases, the BJP on Friday said those accused should be given a stringent punishment and claimed that the police acted quickly in both the matters.

BJP spokesperson Meenakshi Lekhi defended the two party's ministers, who had joined a rally against the police probe in the Kathua rape and murder case, claiming that they were "misled" into attending the protest.

In a press conference, Lekhi also accused the opposition parties of doing dangerous politics over these incidents.

She said Bar Association of Jammu president B S Slathia, who spearheaded the protest in Kathua, was Congress leader Ghulam Nabi Azad's polling agent in the 2014 Lok Sabha polls.

Lekhi also claimed that these two incidents were selectively highlighted to target the BJP and said that a similar case of rape and murder of a minor girl in Assam had happened, but it never got the prominence that the Kathua and Unnao cases have got.

An eight-year-old girl from the nomadic Bakerwal Muslim community disappeared near her house on January 10 in Jammu and Kashmir's Kathua district.

In the Unnao case, the victim has alleged she was raped by BJP MLA Kuldeep Singh Sengar at his residence on June 4, 2017.

Give stringent punishment to perpetrators of Kathua, Unnao cases: BJP

Former Jammu and Kashmir chief minister Omar Abdullah on Friday asked Prime Minister Narendra Modi to break his silence over the rape and killing of an eight-year-old girl in Kathua district of the State.

“Hon PM sir, there isn’t a day when we don’t hear you speak about things that are important to you yet there are times when you are completely silent about things that are important to others,” he tweeted.

Abdullah requested the Prime Minister not to let the girl be “someone you choose to remain silent about”.

Abdullah also asked the ministers who supported the killers and threatened the police not to make arrests in the case to step down and said that they have no right to stay in the cabinet.

''Ministers who supported the killers of Kathua rape and murder case victim and threatened police not to make arrests have no right to stay in the cabinet. Mehbooba Mufti should take action just like she took against Haseeb Drabu (ex J&K FM), whose crime wasn't this heinous,'' Omar Abdullah said.&nbsp;

The rape and killing of the girl, who belonged to the nomadic Bakerwal Muslim community, has become a national issue. Details of the crime surfaced following filing of charges.

Civilians thronging encounter sites are responsible for their deaths as bullets don't distinguish between a stone pelter and a militant, Jammu and Kashmir police chief S P Vaid said today as he again urged the youth to stay away from such places as they were not marriage venues.

Nobody wants civilian deaths and the police and security forces are pained at such incidents, he emphasised.

"We have been appealing to young boys to stay away from encounter sites. A bullet does not distinguish between a stone pelter and a militant. It has a trajectory to hit. They are responsible for their own deaths. They should not come to encounter sites", Vaid said in a live Twitter question-answer session on Thursday. He was replying to a question posed by one Tajamul Wani about civilian deaths in gunfights.

The strong words from the senior officer came a day after four civilians were killed in the crossfire in an encounter in Kulgam district. An Army-man also lost his life in the line of duty while the three militants managed to flee after civilian casualties increased.

No citizen of India would like any civilian killing. We have been repeatedly requesting people not to come near the encounter sites when bullets fly whether from the militants or from the Army, from paramilitary force and police. They have a trajectory. They will not look for the chest of a particular person. They can hit anybody so it is advisable not to come near the encounter sites," DGP Vaid said.

It pains me most and pains all the forces when a civilian dies, he added.

"Our effort is not even a single civilian should get hurt, but they have no business to be there. Marriage of the militant is not going on. Why are these boys coming near the militant encounter sites," he lamented.

On the pendency of amnesty for stone pelters against whom FIRs were to be withdrawn, he said the police had already moved the concerned courts in such cases. In some of the cases parents were supposed to come and approach police stations and give an undertaking, he added.

To a question about solution of the Kashmir problem, he said violence was not the answer.

"I personally feel that the gun is not the solution. Everybody concerned including our neighbour (Pakistan), and only way out is to sit together and talk it out and sort it out and gun is not a solution and violence is not a solution", he said.

Vaid said his most challenging task was post the Burhan Wani episode because as Special DG law and order to deal with the situation. On the internet blockades, the DGP said "my effort is to minimum disruption of internet. I am totally against it. But let me tell you there is mischief and misuse of it to spread hatred and false propaganda. This is what we want to prevent".

We want minimum disruption of education of children from Kashmir valley and we will ensure it, he added.&nbsp

The kidnapping, gang rape, and murder of an eight-year-old&nbsp;girl in Kathua, Jammu has left the country in shock.&nbsp;

The child was kept at a temple, sedated, for several days,&nbsp;allegedly repeatedly raped, and finally murdered.&nbsp;

The main accused is a retired revenue department official, and the crime included policemen.&nbsp;

According to the charge sheet, one of the policemen asked the killer to wait so that he could rape her one more time.

Eight people have so far been arrested, with a teenager included in the list of accused.&nbsp;

Two to three terrorists are reported to have been trapped in an ongoing&nbsp;encounter in Jammu Kashmir's Kulgam district.

The Indian Army and the state police are jointly undertaking the encounter against the terrorists.

It is being&nbsp;carried out at Khudwani area of Kulgam in South Kashmir.

The security forces have deployed six additional coys of CRPF in the site of the encounter.

Following the encounter in South Kashmir, the authorities in Kulgam and Anantnag districts suspended mobile internet services. Train services on the Srinagar- Banihal route were also suspended. Though the trains on the Srinagar- Baramulla route were functioning normally.

Encounter underway between Army, terrorists in J&K's Kulgam

National Conference president Farooq Abdullah today sought that the Line of Control (LoC) should be converted into a 'Line of Peace' while India and Pakistan should initiate the dialogue process with an active involvement of the people of Jammu and Kashmir to usher harmony and tranquillity in the state.

He cautioned the Centre against taking the people of J&K "for granted and ignoring" their legitimate aspirations. He said the claims that demonetization had curbed stone pelting had fallen flat and expressed concern that "youth were now taking to guns".

India and Pakistan should resume the dialogue process and engage people of Jammu and Kashmir in an acceptable solution, Abdullah said addressing party workers at Balakote in Poonch district. Sagacity lies in acknowledging realities and shedding the baggage of the past, he said.

Referring to the Indo-Pak hostilities in 1990s, he said former prime minister Atal Behari Vajpayee had invited the then Pakistan president Parvez Musharraf despite the Kargil incursion and his political wisdom worked in terms of a cease-fire agreement which brought cheer to the lives of border people.

"Why can't Vajpayee's spirit be emulated by his political inheritors," he said warning that extreme positions could lead to devastation and destruction in the entire region.

Reiterating his party's demand for greater autonomy to the state, the former chief minister said internal autonomy within the framework of Indian Constitution and conversion of Line of Control (LoC) into Line of Peace was the pragmatic way forward.

"The people of the state decided their future in 1947 by acceding to Mahatma Gandhi's secular India and they will fight all machinations of reversing these well-established credentials by polarising forces. "India is not religion specific but a country of all, irrespective of religion, region and caste. This legacy cannot be trampled on by fringe elements, currently holding the centre-stage in Indian politics, as a majority of Hindus disapprove politics of polarisation and division,"&nbsp;he said.

Without naming BJP, he said the current spell of governance in New Delhi had created chaos all over, with people feeling their identities threatened and thus taking to streets.

Abdullah expressed concern over the "dicey political situation" saying he would keep his fingers crossed about things to happen in case the present arrangement is repeated in New Delhi in 2019.

"India cannot flourish with a myopic political vision. It has been a forward-looking country, which has to move forward as a strong, stable and a united nation," he added.

Abdullah cautioned people against the divisive politics, saying attempts were being made to create a&nbsp;wedge in the society on the basis of region and religion. "All this is being done with a sinister motive of fragmenting Jammu and Kashmir into three different regions", he said and warned those nurturing this "nightmarish dream".

National Conference would fight these designs tooth and nail, he said.

Earlier, at a public meeting at Mandi in Poonch district, Abdullah cautioned the Centre against taking the people of Jammu and Kashmir for granted.

"The claims that demonetization had put an end to stone pelting in Jammu and Kashmir have fallen flat as the youth were now taking to guns. The situation, therefore, cannot be allowed to drift anymore,"&nbsp;he said.

The former chief minister called for earnest initiatives to reach out to the people and urged the Centre to resolve the issues which are essentially political in nature and try to win over the alienated hearts and minds by shunning the policy of "creating divisions".

The MP reiterated the need for Indo-Pak dialogue and said Line of Control (LoC) should be converted into 'Line of Peace and Goodwill' to enable unhindered people to people exchange and trade.

Abdullah said the conversion of LoC into Line of Peace would benefit peoples living along the borders on both sides, who have been braving the brunt of hostilities.

He referred to the violence over the alleged "dilution" of SC/ST (Prevention of Atrocities) Act and said machinations are being engineered to end reservation.

"The present dispensation at the Centre is working against the interests of farmers, weaker sections, and minorities," he alleged.

The NC president also blamed the PDP-BJP dispensation in Jammu and Kashmir for "failing" to deliver.

"The lack of accountability and mis-governance have added to the miseries of the people, who are feeling let down on every front,"&nbsp;he claimed.&nbsp;

Ten of the 13 militants killed over the weekend in a major offensive by the state police were from Shopian, an indication that security personnel have tightened their hold on the south Kashmir terror bastion over the last five months, officials said.

Most of the 10 from Shopian, once considered the ground zero of terrorism, were young and had joined the militant movement between last year and now. Sources in the security establishment expressed the hope that parents of disappeared youth would now encourage their children to shun violence and surrender.

The oldest of the 10 was Ishfaq Ahmad Thoker, alias 'Abrar', who became a militant in September 2015, officials said.

The others, from various villages in the district, were Ubaid Shafi Malla alias 'Abu Huraira', who became a militant in February 2017, Zubair Ahmed Turrey alias 'Abu Bakar', Nazim Ahmad Dar alias 'Furqan Bhai' and Rayees Ahmad Thoker (May 2017), Yawar Itoo (July 2017), Adil Ahmed Thoker (November 2017), Ishfaq Ahmed Malik alias 'Umar Bhai' (January 2018), Aetimad Hussain Malik (November 2017) and Sameer Ahmed Lone (February 2018).

Director General of Police S P Vaid made a passionate appeal, asking youth to shun violence.

"It is painful to all of us to see the loss of young lives. My appeal again to the parents of the boys, who have taken the wrong path... They should convince their wards to leave the path of violence and come home," he said Sunday.

Considered a gateway to the Kashmir Valley for being strategically located on the way to the historical Mughal road, Shopian had nearly 30 active militants, including Saddam Paddar and Zeenat-ul-Islam who are rated A++ category militants and carry a cash reward on them. Both are still at large.

The area, south of the Peer Panjal mountain range, can provide free access to terrorists to cross over to Doda, Kishtawar and Poonch area of Jammu, the officials said.

"My appeal to the young people of Kashmir would be not to be carried away by Pakistan or their proxies and be led into the path of violence," said Lt Gen A K Bhatt, corps commander of the Srinagar-based XV corps.

"We will carry out operations as we have carried against anybody who will use his weapon," Bhatt had said Saturday.

More than 50 youths from the area "disappeared", a euphemism for joining various militant groups, after the killing of Burhan Wani, the poster boy of Hizbul Mujahideen, on July 8, 2016.

The police, CRPG and the Army increased their footprint over Shopian, where militants roamed freely, last year.

The forceful resistance to security forces to enter into Heff Shermaal area in the district in April last year was an eye-opener, officials said. Security forces were compelled to withdraw, pushing senior officials to the drawing board to draft a new strategy to make Shopian a militant free zone.

Victor Force, a counter-insurgency unit of the Army headed by Major Gen B S Raju, Inspector General of Police (Kashmir range) S P Pani, along with senior CRPF officers brain-stormed and re-calibrated their plans to control Shopian, it is learnt.

Soon, intelligence information from locals started flowing, resulting in encounters that saw the top militant leadership, including the main recruiter for Hizbul Mujahideen Ifan Maldera and the group's financier Waseem Sheikh, being eliminated last year.

In November last year, the CRPF moved in a reserve battalion comprising nearly 1,000 men into Shopian. At the same time, police moved in a large number of its personnel to various parts of the district. Its crack teams joined hands with the Army and the CRPF.

The Army also established new camps at Nagabal, Chillipura, Maitribugh, Zainpura and Larkipura and increased its strength in existing camps in the area, the officials said.

The most important of these was the Army camp at Chillipura, which is located next to Heff Shreemal area.

News reports are now saying two Army personnel have also been killed in the encounters. The reports had earlier said two soldiers were injured in the encounters, one in the Kachdoora encounter, the other in the Dragad&nbsp;encounter.&nbsp;

The operations were reportedly carried out before dawn.&nbsp;

The reports added that clashes erupted in Shopian after locals tried to march to the encounter site.

The reports said that at least 50 people have been injured. And that many of them have pellet injuries and have been admitted to Shopian Hospital.&nbsp;

According to reports, terrorists opened fire at a Jammu and Kashmir police party in Khanabal area of Anantnag in South Kashmir today. One cop believed to be critically injured and has been taken to the nearest hospital.

Jammu and Kashmir: Terrorists attack traffic cop in Khanabal, Anantnag

Jammu and Kashmir Chief Minister Mehbooba Mufti on Saturday appealed to the Kashmiri Pandits to visit the Valley.

"Kashmiri Pandits should visit Kashmir, their younger generations should see where their roots really lie. We will make all arrangements. Whatever has happened in the past is unfortunate but now we will have to move forward," the Chief Minister said at an interactive session with the Kashmiri Pandits in Delhi.

Mufti also urged Prime Minister Narendra Modi to take a leaf out of former prime minister Atal Behari Vajpayee's book and initiate a dialogue with Pakistan.

"I urge Prime Minister Modi to talk to Pakistan just like Vajpayee ji did. Neither are we nor is Pakistan in a condition to fight a war, both countries know now that if there will be a war, nothing will be spared. Both the nations will just lose everything," Mufti added.

At the same event, a man from the crowd stood up and questioned Mufti on relief for the Kashmiri Pandits.

The Kashmiri Pandits began to leave the Valley in greater numbers in the 1990s during the eruption of militancy, following persecution and threats by radical Islamists and militants.

In 2010, the Government of Jammu and Kashmir noted that 808 Pandit families were still living in the Valley and that the financial and other incentives put in place to encourage others to return there had been unsuccessful.

According to a Jammu and Kashmir Government report, 219 members of the community had been killed in the region between 1989 and 2004 but none thereafter.

However, in July 2017, the Supreme Court refused to reopen 215 cases in which over 700 members of the Kashmiri Pandit community were killed in Jammu and Kashmir in 1989, citing the passage of time.&nbsp

In yet another incident of ceasefire violation, Pakistani troops on Wednesday resorted to unprovoked mortar shelling along the Line of Control in Jammu and Kashmir's Poonch district.

A Defence Ministry official said the Pakistan army started shelling and firing at Indian positions in Khari Karmara area of the LoC in Poonch district.

"Pakistan firing started at 8.30 pm yesterday (Tuesday) and continued for nearly half an hour. Our troops retaliated effectively and strongly", the official said.

There have been more than 300 incidents of ceasefire violations along the border between India and Pakistan during in last one year so far, resulting in the death of many people, including soldiers and injuries to many others.

Pakistan violates ceasefire along LoC in Poonch district of J&K

A Border Security Force (BSF) jawan was found dead under mysterious circumstances in Uttar Pradesh`s Bahraich.

The deceased who has been identified as Narayan hailed from Mihipurwa village of the district and was posted in Jammu.

The deceased was at his home for a vacation.

As per reports, the body was recovered under suspicious circumstances at a distance of 500 metres from his home in Mihipurwa village. When the passerby spotted the body they informed the family members of the deceased.

The reason behind the death is yet to be ascertained.
