Union Home Minister Rajnath Singh on Friday said two battalions will be assigned specifically for the areas falling between the range of 0-10 km from the border, news agency ANI reported.

He further announced that five Indian Reserve (IR) Battalions will be raised under which more than 5000 people will be selected and 60 per cent of the vacancies for these IR battalions will be reserved for the people living within 0-10 km of border areas, the report further said.

Talking to the media after meeting public delegations, Singh said, "Delegations have told us about their demands, along with the developments that can further be made in the areas."

Singh, along with Jammu and Kashmir Chief Minister Mehbooba Mufti and Minister of State Prime Minister's Office, Jitendra Singh, met representatives of the 'Gurjar' community in Kupwara, where ceasefire violation from across the border and other terrorist activities has forced some locals to shift their base over the past few weeks.

They also met the Central Reserve Police Force (CRPF) and the Jammu and Kashmir Police.

After Kupwara, the delegation will proceed to J&K's winter capital, Jammu.

The district and sessions court on Thursday framed charges against seven of the eight accused of raping and murdering an eight-year-old girl in Jammu and Kashmir's Kathua district, news agency PTI reported quoting official sources.&nbsp

The eighth accused in the case is a juvenile.&nbsp&nbsp &nbsp&nbsp

The trial in the case began on May 31 with the seven accused being produced before the district and sessions judge after the Supreme Court shifted the hearing outside Jammu and Kashmir.

The case was transferred by the Supreme Court from Jammu and Kashmir to Pathankot in Punjab for a fair trial following a plea by the victim's family.

While transferring the case from Kathua to Pathankot, about 30 km away, the apex court directed day-to-day in-camera trial in the case.

According to the 15-page charge sheet of the Jammu and Kashmir's Crime Branch, the girl from a minority nomadic community, who was kidnapped on January 10 this year, was allegedly raped in captivity in a small village temple in Kathua district. She was kept sedated for four days before being bludgeoned to death.&nbsp

Days after a 21-year-old youth succumbed to his injuries in Jammu and Kashmir's Nowhatta after he was accidentally hit by a CRPF van, a video of the victim's&nbsp;relative&nbsp;accusing the Hurriyat&nbsp;has gone viral on social media.

In the video,&nbsp;the man is heard saying," On one hand, (Syed Ali Shah) Geelani&nbsp;saab says don’t send your children to Christian schools and on the other, he calls Shabir Shah’s daughter, who was schooled at DPS, as a role model".

Referring to the death of the boy he further said, "the poor kid didn’t even know what shahadat (martyrdom) means. His body was kept on road for your (Hurriyat) politics".

The incident had escalated tensions in the valley on June 2.

After the incident, the state police had filed an FIR against unidentified stone pelters for an attempt to murder while the other against the CRPF driver accusing him of rash driving.

Speaking on the incident Minister of Home Affairs Hansraj Ahir has said, "Hurriyat uses Pak funds to instigate youth to pelt stones. People are asking why do you ask our children to pelt stones when your own children study abroad?"

A similar remark came from the Minister of State (MoS) in the Prime Minister`s Office Jitendra Singh where he said that the real faces of the Hurriyat leaders are slowly being exposed and they will soon be boycotted by residents of the valley.

Terrorists in Jammu and Kashmir carried out a second grenade attack on the security forces today injuring two more CRPF personnel.

The militants&nbsp;attacked the forces deployed at Pulwama's Tahab Chowk.

Earlier during the day, Sixteen people including four policemen were injured in a grenade attack in the valley's Shopian district.

The police had said that the militants hurled a grenade at a police party stationed in Shopian town.

Kashmir: After 16 injured, Shopian hit by second grenade attack

Commanders of the BSF and the Pakistan Rangers met in Jammu and Kashmir Monday evening.&nbsp;The meeting had been requested by Pakistan.&nbsp;

The BSF PRO said the "meeting went off in a conducive atmosphere with prime focus to maintain peace and tranquility on border".

There has been very little peace on the border in recent days with both India and Pakistan reporting ceasefire violations virtually every day.&nbsp;

Commanders of BSF, Pakistan Rangers meet, say peace along border 'likely'

Asking the separatists to come forward for talks and save the state from "bloodshed", Jammu and Kashmir chief minister Mehbooba Mufti on Sunday termed the unilateral ceasefire and the offer of dialogue by the Centre as an opportunity that does not come every day.

"The people of Kashmir and the leadership here have to decide on the opportunity provided by the Centre in terms of unilateral ceasefire, which stopped the bloodshed here, and then the readiness for dialogue, how we benefit from it," Mehbooba said addressing a convention of her Peoples Democratic Party (PDP).

Mehbooba said the ceasefire and talks offer an opportunity to the separatists to stop bloodshed in Jammu and Kashmir.

"There are other parties who are not in the mainstream, and if they have some other agenda, they have an opportunity now if they want to stop bloodshed in J&K. We always say that there has to be a political solution to J&K and the army or CRPF or police cannot resolve it.&nbsp

"It can only be resolved politically thorough dialogue. And when there is an offer of dialogue from the Centre, I request all stake holders to come forward to save J&K and its economy," she said.&nbsp

While the Centre announced unilateral ceasefire for the holy month of Ramadhan, Union Home Minister Rajnath Singh recently said the Centre was ready to talk to separatists in the valley if they are willing for a dialogue.

The chief minister said while she cannot force the separatists, they have to think on giving the youth in Kashmir a way out from the stone and gun culture.

"We cannot force you or give you a dictation, but can only request&nbspeven a day before yesterday a youth got killed after he came under a vehicle during stone-pelting. He was an orphan but why take to stone-pelting. Why not give them a way out from this morass, from stone or gun culture," she said.

Putting the onus on the separatists, Mehbooba said the mainstream parties in the state gave them an opportunity by providing an atmosphere for talks and now it was up to the separatists to take advantage of the opportunity.

"We, mainstream parties, gave you unilateral ceasefire and an atmosphere for talks, now it is up to you - the separatists. I request them that it is an opportunity, that you always say that military solution is no solution and only dialogue is the way forward to achieve a political solution. So, today you have an offer of dialogue".&nbsp

"They (Centre) are saying come and talk to us. I think if J&K has to be taken out of this morass and difficult time, then all be it mainstream parties or separatists have to come forward and use this opportunity. Such an opportunity does not come every day," she said, adding "I request all the leaders (separatists) " you are very tall leaders - but right now use this opportunity of talks to save J&K. Come forward and talk".

She said the eyes of the whole country were on Kashmir and if the people here lose this opportunity, then no one will support or advocate for them tomorrow.

"The Home Minister of this country is saying they want to embrace Kashmiris and are ready for talks. If we lose this opportunity, nobody will support us tomorrow, no one will advocate for us. The eyes of the whole country are on J&K and its leadership to see what they decide and how they try to save the people of Kashmir, especially its youth. If we have to save J&K, this is an opportunity for us," Mehbooba said.&nbsp

Amidst reports of more youth joining militant ranks, the chief minister said the increase in the militancy would only increase the footprints of the security forces in the valley.

"The increase in the number of youth picking up guns will increase the presence of army, CRPF and the police here. The more the situation improves, the more we can tell Army, CRPF or police that your role is over and you reduce your footprints," she said.

Referring to the spate of grenade attacks over the last few days, Mehbooba said gun or grenade attacks achieve nothing.

"Despite the unilateral ceasefire, there are grenade attacks. They do not see that civilians are getting killed, they do not see that army or CRPF jawans have come from far-flung areas for their bread and butter, what will this achieve".

"There have been thousands of grenade attacks till now, thousands have picked up guns and become militants, but what has been achieved? We have achieved Srinagar-Muzaffarabad road, Poonch-Rawalkote road and if the situation improves, I promise you that we will re-open more such routes," she said.

The chief minister also batted for talks between India and Pakistan and condemned the ceasefire violations on the border.

"Till both the countries come closer, situation will not improve. J&K bears the maximum impact of the relationship between India and Pakistan. So, our party's agenda is that they should talk to each other," she said.

The Union Home Ministry has asked the Government of Jammu and Kashmir to ensure that all necessary measures were taken to restrict the entry of illegal migrants including Rohingyas in the state.

A letter was sent to the State Chief Secretary Bharat Bhushan Vyas, the Joint Secretary of Ministry of Home Affairs Anuj Sharma has asked the state government to " kindly review this matter &nbsp;(of the entry of illegal migrants) and issue instructions to take necessary steps and share updated information in the prescribed form .. as soon as possible..".

The Home Ministry highlighted its serious concern over the Rohingyas and other foreign nationals who have already entered India illegally.

The letter further said, "Such illegal migrations poses serious challenges and has security implications since some of the migrants have been found to have indulged in illegal activities and are vulnerable to radicalisation."

It further states, "It has been brought to the notice of the Government that some of the Rohingyas/foreigners are involved in crimes, anti-national activities, money laundering, procuring fake/fabricated Indian documents and some of them have illegally and fraudulently obtained Indian identity documents e.g. Pan Card, Voter Card, etc."

"Most of these persons have entered India illegally, and many of them have taken (the) help of organised groups of touts and agents," the letter added.

The letter also said that all states have been issued with five instructions from time to time that they need to follow against the illegal immigrants including Rohingyas.

The instructions were as follows: &nbsp;

Restrict them to specified identified locations and their activities/movements be strictly watched by State Police/Intelligence Agencies.

Each one of them must be identified, personal particulars (name, date of birth, sex, place of birth, father/mother names, address in Myanmar/some other country, nationality, etc. may be captured and got signed by such illegal migrant/their guardian.

Biometrics of illegal migrants, including Rohingyas, be captured to ensure unique identification/de-duplication and to prevent impersonation in future. FRO must coordinate with UIDAI to ensure that no Aadhar Card other documents are issued to Rohingya immigrants, which may later help them in claiming to be Indian citizens.

The personal particular forms/identity documents of such Rohingyas/foreigners to be shared with the Government of Myanmar through MEA for their nationality verification, issue of travel documents and repatriation to Myanmar.

Keep a watch on their movement and activities and ensure action for their repatriation/deportation as per Law/Policy/Instructions.

According to estimates, about 40,000 Rohingyas residing in India.

Jammu and Kashmir: Terrorists attack home guard of PDP leader Peer Hussain in Anantnag

A special hotline contact was established between the Director General of Military Operations (DGMO) of Pakistan and India on Tuesday, the Pakistan army said.

Both DGMOs reviewed the prevailing situation along the Line of Control and Working Boundary and mutually agreed to undertake sincere measures to improve the existing situation ensuring peace and avoidance of hardships to the civilians along the borders," the Inter-Services Public Relations (ISPR), the media wing of the Pakistan Army, said in a statement.

They agreed to fully implement the ceasefire understanding of 2003 in letter and spirit and to ensure that the ceasefire agreement will not be violated by both sides from now on, it said.

The officials also agreed that in case of any issue, restraint will be exercised and the matter will be resolved through utilisation of existing mechanisms of hotline contacts and border flag meetings at local commander's level.

On J&K, Pakistan said India's protests were "frivolous", rather it should take steps to "vacate its illegal occupation" and "create conditions for faithful implementation of the UN Security Council resolutions."

"As a responsible member of the international community, Pakistan has always taken steps consistent with UN Security Council resolutions on Jammu & Kashmir dispute," Pakistan said, adding that its aim is to "further empower the people of Gilgit and Baltistan."

Pakistan on Monday summoned India's Deputy High Commissioner J P Singh and issued a demarche over the Indian statement that the entire state of Jammu and Kashmir, which also includes the so-called 'Gilgit-Baltistan' areas, is an integral part of India by virtue of its accession in 1947.

Pakistan Cabinet on May 21 approved Gilgit-Baltistan Order 2018 which was also endorsed by the assembly for the region. The order is being seen as Pakistan's efforts towards incorporating the disputed region as its fifth province.

India on Sunday summoned Pakistan's Deputy High Commissioner Syed Haider Shah in New Delhi and lodged a strong protest over Islamabad's latest move, saying any action to alter the status of any part of the territory under its "forcible and illegal occupation" has no legal basis.

The Ministry of External Affairs said it conveyed to Shah that the entire state of Jammu and Kashmir, which also includes the so-called 'Gilgit-Baltistan' areas, is an integral part of India by virtue of its accession in 1947.

Commenting on India's remarks, Pakistan Foreign Office spokesman Dr Mohammad Faisal today said that Singh was summoned on the issue.&nbsp

Faisal, who is also the Director General (South Asia & South Asian Association for Regional Cooperation) issued the demarche to Singh.

Singh was summoned "to register Pakistan's categorical rejection of the Indian statement on the Gilgit Baltistan Order 2018 and its baseless, fallacious claim" over Kashmir, according to a statement issued by Faisal's office.&nbsp

It said a written demarche to this effect was also handed over to Singh.

The Foreign Office spokesman in a statement on Sunday claimed that the "Jammu and Kashmir was a disputed territory".

"Pakistan categorically rejects India's protest against the Gilgit-Baltistan Order 2018 and its claim over Jammu & Kashmir as an 'integral part' of India. Everything from history to law to morality to the situation on the ground belies India's spurious claim," the spokesman said.

"These resolutions, pledging the right to self-determination to the people of Kashmir, were accepted by India, Pakistan and the international community," he said, referring to UN Security Council resolutions.

The spokesman said that Pakistan as a responsible member of the international community, had always taken steps consistent with UN Security Council resolutions on Jammu and Kashmir dispute.

"The latest measure is no exception, as its aim is to further empower the people of Gilgit and Baltistan. We will continue to abide by the UN Security Council resolutions until this dispute is finally resolved through peaceful means,"&nbsphe said.

Pakistan has bifurcated occupied Kashmir into two administrative parts - Gilgit-Baltistan and Pakistan-occupied Kashmir. Gilgit-Baltistan was treated as a separate geographical entity by Pakistan till now.&nbsp

China's controversial $ 50 billion China-Pakistan Economic Corridor (CPEC) passes through the disputed region.

It is believed that China's concerns about the unsettled status of Gilgit-Baltistan prompted Pakistan to change its status.

"From today I as the prime minster and Barjees Tahir as federal minister for Kashmir Affairs and Gilgit-Baltistan have become powerless as far as the affairs of Gilgit-Baltistan are concerned. All the powers have been shifted to the people of Gilgit-Baltistan and no one can abolish the powers which we have transferred to them,"Abassi said while addressing a joint session of the Gilgit-Baltistan (GB) Assembly and GB Council on Sunday.

He said once powerful GB Council would function as an advisory body only.

He said he was amazed that some opposition parties were protesting against the law.&nbsp

"If they had listened, they would have noticed that all powers had already been transferred to local representatives under the Gilgit-Baltistan Order 2018," he said.

Referring to the China-Pakistan Economic Corridor (CPEC), the premier expressed hope that the region would be the most prosperous and developed area of the country under the project.&nbsp

He said the international issues related to the region might go on, but it was a proud moment for the government as the people of Gilgit-Baltistan would have same rights which the people of other parts of the country enjoyed.

When Abbasi was about to start his speech, Leader of the Opposition in GB Assembly Mohammad Shafi Khan stood up from his seat and interrupted the CM to say Gilgit-Baltistan people had principally rejected the order. 
"How can GB be governed through orders"&nbsphe asked.&nbsp

Khan announced that the opposition parties had decided principally not to accept any order without constitutional protection.&nbsp

Other opposition members including Javed Hussain of Pakistan Peoples Party, Raja Jahanzeb of Pakistan Tehreek-i-Insaf and Nawaz Naji of Balawaristan National Front stood up and shouted the slogan "orders not accepted". The opposition lawmakers also tore the copies of the agenda.

During the protest, a scuffle erupted between the opposition and ruling party members. The opposition parties later staged a walkout.

Following the walkout by the opposition, the prime minister began his speech.

Pak PM rejects Opposition protest over Gilgit-Baltistan Order

Jammu and Kashmir Deputy Chief Minister Kavinder Gupta on Sunday asked the separatists to respond positively to the Centre's offer of dialogue so that peace and normalcy is restored in the state.

"We have provided them an opportunity of talks and now they have to see how to proceed further. They should avail this opportunity,"&nbspGupta told reporters on the sidelines of a party event in Jammu.

Lauding the Centre, the senior BJP leader said it had taken a very good decision on completion of four years of the NDA government's rule.&nbsp

"Now an opportunity has provided to them (separatists)&nbspIf they do not come forward, the people of Kashmir should also understand that they are not their well wishers,"&nbspGupta said.

He said it was a big decision of the government and needed to be availed to pave way for the restoration of peace and normalcy in the state.&nbsp

To another question, Gupta said the border residents were not upset with BJP and assured their demands would be met.&nbsp

"They are not angry with the BJP. I have visited them and their demands would be met,"&nbsphe said adding the centre has already sanctioned Rs 415 crore for construction of bunkers along the International border and Line of Control in the state.&nbsp

The border residents are satisfied with the BJP government, he said dismissing as "opposition propaganda"&nbspthat they were angry with the ruling party, both at the centre and the state.

"It is unfortunate that they indulge in politics even on borders," Gupta said slamming political rivals."

Earlier, Union Home Minister Rajnath Singh, speaking at a programme to mark four years of the NDA government in New Delhi, told a TV channel that the Centre was ready to talk to the Hurriyat Conference if they were ready for a dialogue.&nbsp

"If Hurriyat is ready to talk, we have no problem, we are ready to talk to anyone. Even if Pakistan comes for a dialogue, we are ready for it," Singh had said.&nbsp

State BJP president Ravinder Raina said BJP would not compromise on safety, integrity and sovereignty of the nation."

"We will not fire the first bullet (on borders), but will rain countless bullets if need arises, he said pledging to take back the "areas illegally occupied by Pakistan".

Raina claimed that the next chief minister of Jammu and Kashmir would be from his party owing to "dedicated workers".

"India has risen to the level that every country looks towards the country for assistance. China had to take its steps back after confrontation at the border. India has revolutionised its defence sector and the day is not far when India will be the biggest arms exporter in the world,"&nbsphe said.

Talks offer an opportunity for separatists: JK Deputy CM

In the wake of frequent ceasefire violations by Pakistan across the International Border in Jammu and Kashmir, the authorities in the state have initiated construction of underground bunkers and community halls to facilitate the safety of residents along the border.

The officials of the Rajouri district in J&K will be constructing over 5,500 underground bunkers and 200 community halls as well as "border bhawans" to help the settlements along the border survive the brunt of Pakistani shelling and firing.

The Union Ministry and the state government have already approved the project which is expected to cost Rs 153.60 crore and is targetted to be completed in the current financial year.

"A total of 5,196 bunkers are being constructed in seven blocks along the 120 km long stretch of LoC. These include Sunderbani, Qila Drahal, Nowshera, Doongi, Rajouri, Panjgrain and Manajakote," an official spokesman said.

He also added that over 260 community bunkers and 160 community halls were also to be constructed in villages located 0-3 km distance from LOC.

The bhawans to be constructed will be designed to accommodate over 10,000 people.

The government had also announced the construction of 14,460 individual and community bunkers at a cost of Rs 415.73 crore for people living along the LoC and IB in Jammu region in December last year.

Over thousands of people across the International border in Jammu and Kashmir moved out of&nbsp;their homes in the last few days to escape heavy shelling by the Pakistan forces.

J&K ceasefire violations: Bunkers, community halls to be constructed along IB to safeguard residents

A community organisation of Dogras, belonging to Jammu and Kashmir staged a protest against ceasefire violations by Pakistan.

The protest was conducted in front of Pakistani High Commission in London in solidarity with the Jammu border villages which Pakistan targets using both small arms fire and heavy calibre weapons, causing extensive damage to both life and property.

The protestors further highlighted the recent deaths of an 8-month-old child named Nitin and 8-year-old Krishna in the incidents of unprovoked firing by Pakistan during the holy month of Ramzan.

The role of Pakistan in creating disturbance in the state of Jammu Kashmir through unprovoked ceasefire violations along the IB and LOC in Jammu, and infiltrations and sponsoring of terrorism to keep the state unstable and its residents in fear.

Anisha Safaya said, "I request the Pakistan authorities to stop bleeding our borders. Stop killing our people. If you (Pakistan) are not perturbed by the killing of eight-year-old, then it is really shameful."

Another protestor said that they will raise their voices against Pakistan at several international forums and will spread the word that Pakistan is a terror-state.

Three-to-four militants had forced their entry into the house of Muhammad Yaqoob Wagay in the Hajin area late on Thursday.&nbsp
