<p>Pakistan's Foreign Office spokesperson Mohammad Faisal had on Thursday alleged that Indian security forces were reportedly using chemical weapons against Kashmiris in J&amp;K.&nbsp;</p>

<p>"Such allegations are not new and are totally unfounded," Ministry of External Affairs spokesperson Raveesh Kumar said.</p>

<p>India is the original signatory to the Chemical Weapons Convention (CWC) with the international community recognising India’s abiding commitment to the CWC which is the universal multilateral instrument prohibiting the use of chemical weapons, the MEA said, adding that India has repeatedly stated its complete opposition to the use of chemical weapons.</p>

<p>"It is of deep concern that Pakistan repeatedly tries to make such false allegations. <p>PDP president and former chief minister Mehbooba Mufti also condemned the killing.</p>

<p>"Pained to hear about the killing of two NC workers. My heart goes out to their families &amp; children. Cannot possibly imagine what they must be going through," she tweeted.</p>

<p>The NC termed the killing of two of its workers "barbaric".</p>

<p>"Party President Dr. Farooq Abdulah, Vice President Mr. Omar Abdullah expressed profound grief over the barbaric killing of two party workers Nazir Ah Bhat and Mushtaq Ah Wani," the party said on Twitter.</p>

<p>Meanwhile, in separate tweets, Omar said, "I cannot condemn strongly enough the murderous terrorist attack against three of my party workers. Nazir Ahmed Bhat (working in the office of MLA Shamima Firdous) &amp; Mushtaq Ahmed Wani have been killed. Allah Jannat naseeb karey (May God grant them heaven)."</p>

<p>The killings come just three days ahead of polling for the first phase of elections to urban local bodies in the state.</p>

<p>The National Conference and the PDP have boycotted the polls on the grounds that the state's special status under Article 35A of the Constitution is under threat due to the legal challenge to the provision in the Supreme Court.</p>

<p>PoK's "Prime Minister" Raja Farooq Haider has claimed that the white chopper he was travelling in was "very close" to the LoC but within Pakistan's airspace, and that there was no need to inform the Indian authorities about the flight as it was not a military helicopter.</p>

<p>The Indian Army said on Sunday that a Pakistani chopper violated the Indian airspace along the line of control (LoC) in Poonch district of Jammu and Kashmir but turned back after it was "engaged by air sentries".</p>

<p>Indian officials claimed that the white helicopter crossed into the Indian airspace in Gulpur sector and hovered over there for sometime before turning back.</p>

<p>Three forward posts fired small arms after noticing the airspace violation, the sources said.</p>

<p>Pakistan-occupied Kashmir (PoK) leader Haider said he was travelling with two ministers and his personal staff officer in a civilian white-coloured aircraft on Sunday when it was attacked near Abbaspur village.</p>

<p>Talking to Dawn, Haider said the incident took place at around 12:10 PM.</p>

<p>"I had gone to Forward Kahuta to condole the death of the brother of one of my ministers and meet the residents of the area adjacent to the LoC. While we were passing through Abbaspur, the Indian army suddenly opened fire at my helicopter. Luckily, we remained unhurt and the helicopter was not damaged," he said.</p>

<p>"We were very close to zero line but we were within our space. Moreover, it was a civilian helicopter so the Indian army should not have opened fire at it," Haider said.</p>

<p>He said that military helicopters, on both sides, intimate each other before flying according to the standard operating procedure.</p>

<p>As it was a civilian helicopter, there was no need to intimate about it, Haider said, adding that he frequently travels in the area but such an incident had never happened.</p>

<p>He said that he would formally take up the matter with the government of Pakistan to pursue the issue and take appropriate action.</p>

<p>Leader of the Opposition in the National Assembly and Pakistan Muslim League-Nawaz (PML-N) president Shahbaz Sharif said the attack was a severe violation of international and bilateral laws and also against the diplomatic norms.</p>

<p>Sharif's PML-N rules PoK and Haider is a leading member of the party.<br />
Pakistan's Foreign Office has so far not commented on the incident.</p>

<p>Union Home Minister Rajnath Singh on Friday suggested that the Indian security forces have taken a strict action in response to the recent killing of BSF's head constable Narendra Kumar in Jammu and Kashmir's Samba district by Pakistani troops. At an event on Friday, Singh stated that "something big has happened but I shall not reveal it now."</p>

<p>In any irregular warfare situation, when terrorists are on the run due to security forces' pressure, they will resort to unconventional ways of diluting the forces' effectiveness. In 1999, at the height of Kargil operations, terror groups chose to execute 'Fidayeen' attacks or suicide missions. These forced out of proportion defensive security measures to be taken by the armed forces, thus reducing the ongoing pressure from offensive counter-terror operations. The advent of stone throwing and street turbulence in 2008 was a ploy employed when terrorist numbers plummeted after the LoC fence came into being in 2004 and enabled far more effective counter infiltration.&nbsp;</p>

<p>This created another domain sometimes referred to as "agitational terrorism". The army had raised the Rashtriya Rifles (RR) to fight terrorism and it proved to be one of the most successful military experiments. Remaining one of the most effective arms of the security forces has been the Jammu and Kashmir Police. Its continuity in operations, wealth of experience of its personnel, affinity with the local populace and steadfastness under threat, from time to time, has all through ensured a force multiplication effect. Alongside them are the personnel of the JAK Light Infantry's Territorial Army Home &amp; Hearth units, as also regular soldiers from the JAK LI Regiment whose presence while on leave (2,000-3,000 personnel at any given time) in villages and cities has had a stabilising effect on the environment. Through the height of the militancy, these personnel were never targeted by terrorists, presumably on the premise that it would attract the ire of the army and the JKP. The foreign terrorists (FTs), then in majority, always suspected that much more intense operations would follow if local SF personnel and their families became targets.</p>

<p>The steadfastness of the local soldiers and policemen under trying circumstances within Kashmir's social milieu was one of the hallmarks of our efforts towards countering Pakistani and separatist efforts. It was particularly borne out during the 2008-10 agitation. In 2016, in the wake of Burhan Wani's killing, it was the local militancy which took the upper hand. The first noticeable change was the initiation of the targeting of policemen's homes and forced admission by their families of allegiance to the terrorist cause. From then on, as the local hold over the violent element of the separatist movement was enhanced, the threat to local soldiers on leave and policemen has multiplied manifold. The paralysis and embarrassment of the administration through targeting of local functionaries was earlier witnessed with the killing of 16 sarpanchs and injuring of 30 other elected grassroots leaders over the last few years.</p>

<p>In the interim, in August 2018, the establishment reportedly attempted an intimidation and targeting of the families of a few terrorists leading to a quid pro quo action by terrorists against policemen's families. The standoff eased once both sides stood down but it probably emboldened the local terrorists to renew their threats and execute these with a higher level of intimidation. That translated on September 18, 2018, when Hizbul Mujahideen (HM) issued a warning through an uploaded video recording. It threatened to kill every Kashmiri working for JKP and Indian Army if they didn't resign within four days; failure to resign would lead to the killing of families, as per the threat. The video went viral on social media bringing yet another facet into the ongoing information war which the terrorists are clearly dominating thus far.</p>

<p>Not taking the threat too lightly, the authorities have displayed sensitivity to the sentiments that will be created within ranks of soldiers serving away from the Valley, the TA-H&amp;H and personnel of the JKP who remain the most visible and vulnerable. The Hizbul Mujahideen has given an indication of its intent to do on ground what it has threatened, when it killed three SPOs in Shopian on 21 September 2018. It is obvious that securing all Kashmiri armed forces personnel and families will pose a bigger challenge for the establishment and take away much of the offensive content from the anti-terrorism operations.</p>

<p>A major domain which will be affected will be intelligence, for which the army's dependence is largely on the JKP. In the see-saw battle for domination of the security space in the Valley, the SF have been clearly dominant once the negative situation arising from the trigger effect of the killing of Burhan Wani on 8 July 2016 was stabilised. That domination is now under challenge and answers are not easy. This will have an adverse effect also on the intended strategy of the government to take the proxy war campaign beyond just security related operations. Outreach operations, restoration of political activity at the grassroots and most importantly the successful conduct of the local bodies' polls due over the next two months, will all be adversely affected.</p>

<p>The government needs to act quickly to restore confidence. It is not panic station yet, but clearly there is a dearth of troops in Shopian, in particular, that is affording space and freedom of movement to the terrorists. The only answer is through a strong focused response against the terrorists and their leadership by greater density of troops presence. Once earlier, in 2010, the separatists attempted to cross the limit of tolerance of the establishment by threatening to surround all army camps in the Valley. It was an ill-advised move, against which the army made its intent extremely clear; that it would brook no attempts at intimidation and would unhesitatingly resort to counter violence to defeat such attempts. The separatists then stood down.</p>

<p>However, times have changed. The separatists and terrorists, backed by the deep State across the LoC, have been emboldened many a time in recent years to cross the limits of tolerance and bear consequences in the vain hope that it would create far greater alienation and force the hand of the establishment. If they are targeting the local bodies' polls for cancellation, then the government needs to be even more committed towards their conduct once the announcement has been made.</p>

<p>This is not a juncture when the establishment can display any squeamishness or be forced on the back foot. It is only hoped that better sense will prevail in the thinking of HM who may find that in the battle of wits, the government can accept being on the back foot only temporarily. In the long run, it can remain defensive only at a very negative cost.</p>

J&K: Two militants killed in ongoing encounter in Bandipora 

<p>Editor of the Rising Kashmir newspaper, Shujaat Bukhari, was shot dead by terrorists in Jammu and Kashmir on Thursday.</p>

<p>Bukhari was attacked in Press Colony in Srinagar from where he was rushed to the hospital for treatment.</p>

<p>While one PSO of the editor is also killed in the attack, another PSO is critically injured.</p>

<p>The former chief minister of Jammu and Kashmir, Omar Abdullah&nbsp;reacted to the attack on Twitter. He tweeted, "I’m in complete shock. Hearing the worst but hoping for the best. @bukharishujaat please pull through this".</p>

<p>Chief Minister Mehbooba Mufti also reacted to his death on Twitter. She wrote, "Shocked & deeply saddened by the sudden demise of Shujaat Bukhari. The scourge of terror has reared its ugly head on the eve of Eid. I strongly condemn this act of mindless violence & pray for his soul to rest in peace. My deepest condolences to his family".</p>

Terrorists kill 'Rising Kashmir' editor Shujaat Bukhari in J&K

<p>A Central Reserve Police Force (CRPF) convoy was attacked by stone pelters in Jammu and Kashmir on Thursday after one of the CRPF buses allegedly hit a motorcycle in Banihal area of the state.</p>

<p>There has been a spike in the stone pelting incident in the valley after the encounter of the militant Burhan Wani in July 2016.</p>

<p>19 CRPF personnel were injured on May 27 after the vehicle they were travelling in skidded off the road due to stones being pelted on it in Srinagar, Jammu and Kashmir.</p>

<p>The stone pelting also claimed the life of a tourist from Chennai on May 7. The 22-year-old tourist&nbspR. Thirumani (22) died after getting injured in the stone pelting in Jammu and Kashmir's Narbal area.</p>

<p>The Chief Minister of the state had called an all-party meeting earlier to discuss measures to curb such incidents.</p>

<p>The stone pelting incident in the valley became prominent in the region from the 2008 Kashmir protests. Stone pelting was reported on a regular basis&nbspin 2010 Kashmir unrest and 2016-17 Kashmir unrest.&nbsp</p>

<p>Jammu and Kashmir chief minister Mehbooba Mufti today strongly condemned the killing of two policemen in a pre-dawn terror attack at Pulwama.</p>

<p>In a statement, the chief minister termed the act as "highly reprehensible" as it was committed on a night when Muslims were seeking forgiveness from God, an official spokesman said.</p>

<p>Such incidents have the potential of depriving the people of the gains of peace moves like suspension of security operations and dialogue offer by the state and Centre, she said.</p>

<p>The chief minister asked the people to stand guard of the positivity generated by these peace moves on the ground which has given them ample relief and ease.</p>

<p>Mufti also conveyed her sympathies to the bereaved families of the slain policemen while praying for peace to the departed souls.</p>

<p>Former chief minister and opposition National Conference (NC) vice-president Omar Abdullah also strongly condemned the attack.</p>

<p>A J&K Congress spokesperson described the killings as "dastardly and inhuman act".</p>

<p>The spokesperson said the killings deserved condemnation by every section of the society. He claimed the situation in the Valley had worsened due to wrong policies adopted by the state as well as the Centre.</p>

<p>He said the official handed over a cheque of Rs five lakh to the family.</p>

<p>No amount can compensate the loss of the life, the whole J&K state shares the grief of the family, Shah said at Press Club, Chapak.</p>

<p>After the incident on May 8, Jammu and Kashmir Chief Minister Mehbooba Mufti and the Tourism Minister, on the behalf of entire state, had apologized for the incident and the human loss. The chief minister had also handed over a cash amount of Rs two lakh to the bereaved family, officials said.&nbsp;</p>

<p>Shah claimed the incident was an "isolated" one and other tourists who were part of the group completed their travel safely.</p>

<p>Every Kashmiri regretted the incident including those in the travel trade, who even held a press conference to condemn it, he said.</p>

<p>Assuring that Kashmir continued to be safe for travel, Shah urged travel agents in Chennai to keep promoting the destination. South India, especially Chennai, was emerging as a good market and J&K receives good flow of tourists from these places, Shah said.&nbsp;</p>

<p>He said under the Centre's 'Ek Bharat, Shreshtha Bharat' scheme, both states were promoting tourism in each other's destinations.</p>

<p>He thanked the Tamil Nadu government and the travel trade fraternity for supporting J&K tourism.</p>
