The Kashmir Police is investigating various social media accounts propagating videos of "executions" carried out by militants recently, Inspector General of Police (IGP) S P Pani said here Monday.

Militant outfit Hizbul Mujahideen has released two such videos in which two civilians, abducted by the outfit, were killed in front of camera.

"These crimes (on-camera executions carried out by militants) are terror and gruesome crimes. Their propaganda on social media is also a crime. A case already stands registered in this matter and those propagating such type of content, there are some handles which are propagating them, we are investigating them,' Pani said.

The IGP Kashmir was speaking to reporters at the wreath-laying ceremony of a Central Reserve Police Force (CRPF) jawan at Humhama.

Head Constable Chandrika Prasad was killed in a militant attack on a CRPF camp in Kakapora area of south Kashmir's Pulwama district Sunday night.

Pani said police is seeking cooperation of the service-providers to nab people behind propagation of such videos.

"I am sure that with the cooperation of the service provider and other things, we will be able to nail them," he said.

Asked about the arrest of two women allegedly working as over-ground workers of militants, the IGP Kashmir said police is investigating their roles.

"The investigation is on. We will share the details of the investigation findings with you once they come," he said.&nbsp;

Advocate Shoeb Alam, representing the Jammu and Kashmir Police, had last month denied in the top court the allegations levelled in the petition and had said since Hussain has been granted bail, the plea has become infructuous.

On October 22, the court had asked Khan to appear before it on November 13 to respond to the application filed by his advocate seeking his discharge from the case.

"Despite our order dated October 22, the writ petitioner (Khan) has chosen not to appear before this court to respond to the application for discharge filed by Sunil Fernandes, advocate on record for the petitioner.&nbsp;

"In the circumstances, the writ petition is dismissed for non-prosecution," the bench said in its November 13 order.

In his plea, Khan had alleged that Hussain was kept in illegal detention by police and was subjected to custodial torture.

The apex court had earlier transferred the trial in the Kathua gang rape and murder case from Jammu and Kashmir to Pathankot in Punjab.

J&K: One militant killed as Police, terrorists exchange fire in Handwara

An Army soldier was killed Saturday in <a href="http://www.wionews.com/india-news/jk-1-bsf-soldier-killed-in-pakistani-sniper-fire-33527">sniper fire by Pakistani troops</a> along the Line of Control (LoC) in Rajouri district of Jammu and Kashmir, a defence spokesman said.

The spokesman identified the soldier as rifleman Varun Kattal (21), a resident of Mawa-Rajpura area of Samba district of Jammu and Kashmir. He is survived by his parents, father Anchal Singh and mother Pinki Rani.

This was the second sniper attack along the LoC in two days. An Army porter lost his life in a similar attack in Akhnoor sector of Jammu Friday.

"At about 0945 hours, unprovoked ceasefire violation was initiated by Pakistan in Sunderbani sector in which one Army soldier was shot by a sniper from across the border and later succumbed to injuries at 11.10 AM," the spokesman said.

"Rifleman Kattal was a brave and sincere soldier. The nation will always remain indebted to him for the supreme sacrifice and devotion to duty," the spokesman said adding his martyrdom will not go in vain.

He said the Indian Army retaliated strongly and effectively on Pakistan army posts.

On October 21, three soldiers of Jammu and Kashmir light infantry regiment and two heavily-armed infiltrators, believed to be members of the Border Action Team (BAT) of the Pakistan army, and terrorists, were killed in Sunderbani sector.

On November 6, a soldier was injured when he was hit by a sniper from across the border at Kalal in Noushera sector of Rajouri, while a BSF jawan was injured in a separate incident of firing by Pakistan along the LoC in the Manjakote area of the Rajouri-Poonch sector Friday.

The number of ceasefire violations this year by Pakistan has been the highest in the past eight years.

J&K: In 2nd attack in 2 days, Indian Army soldier killed in sniper fire along Line of Control

Prime Minister Imran Khan-led Pakistan government must to do some soul searching on India's legitimate concerns to make way for a process of engagement on Kashmir, National Conference leader Omar Abdullah has said.

The senior Kashmiri politician said that while a one-off summit-based approach is not the answer, any hopes of a proper dialogue on the issue, "insulated from forces that are inimical to a dialogue on both sides of the border", would have to wait to be realised at the end of India's general election cycle in May 2019.

"While we are going through our election process, I think Pakistan needs to do a bit of soul searching in terms of addressing legitimate concerns that India has," he said.

The former Jammu and Kashmir chief minister, who was in London to participate in an event organised by the International Institute for Strategic Studies (IISS) around changing the narratives within the India-Pakistan bilateral context, said the Pakistan government's decisions such as letting Lashkar-e-Taiba founder Hafiz Saeed "roam free" had proved a setback to the much-needed confidence building measures.

"The recent decision of the Imran Khan government to release 20 stamps on Kashmir does not help, when instead of confidence building measures we have steps that break confidence,"Abdullah said on the sidelines of the event in London on Friday.

The release of some 20 postal stamps, glorifying Kashmiri militant Burhan Wani and others, by Pakistan was one of the reasons India cited to call of a proposed meeting between External Affairs Minister Sushma Swaraj and her Pakistani counterpart Shah Mehmood Qureshi in New York in September.

"Pakistan is our neighbour; whatever concerns we have with Pakistan, we have accepted that war is not an option. So, the only option available to us is talks. We need to resolve our differences through dialogue. But for that, at some stage, Pakistan will also have to take India's concerns on board," he said.

Abdullah also lamented the "vast gap" between the Government of India and its representative in Jammu and Kashmir Governor Satya Pal Malik, and the youth of J&amp;K, which needs to be narrowed urgently.

He said: "The youth of Jammu and Kashmir are perhaps more alienated today than they have been since the early 1990s; when educated youngsters and people with secure jobs are joining the ranks of militancy. And that's a very worrying sign.

"At the moment, it is about hoping that some smaller corrective measures can be taken now to reduce the levels of alienation, with a higher degree of engagement once we are through with this election cycle."&nbsp;

At one time in our history, people would not buy the idea that the autocratic rule will end. But a day came when democratic forces usurped the kings's throne with determination and struggle," he added.

Abdullah asked the people to keep the faith and follow the path shown by the prophet of Islam.

"In this hour of grief and uncertainty, we should not let anxiety and hopelessness overpower us. We should follow the teaching of the prophet of Islam in our day-to-day lives. Hopelessness is a curse," he said.

The former Jammu and Kashmir chief minister said the NC had to face many challenges since its inception and that scores of party functionaries were "preyed upon by the monster of conflict".

"Our party was back-stabbed by many political shenanigans and turncoats, but history bears testimony to how they eventually faded on their own. The NC is a people's party, we owe our being to people and we are a grassroot-level party," he added.

Abdullah said the state's special status was "infringed upon by the machinations of national political parties, including the Congress and the BJP, and their attitude has not changed".

"The current situation is no different. People should remain watchful of crafty politicians who are products of these machinations. Self-respect and dignity of our state should not be bartered for a few pennies," he added.

Terror outfit Hizbul Mujahideen's posters, asking people to stay away from the upcoming panchayat elections, have surfaced in Doda district, prompting the police to lodge a case against miscreants, an official said Sunday.

A case was registered Sunday on the surfacing of posters in Dhandal and Gurmal area of Kastigarh after which over a dozen suspected persons were rounded up for questioning, the official said.

The nine-phase village panchayat elections are scheduled to start in the state on November 17.

"Police received specific information about the pasting of some posters purportedly by banned Hizbul Mujahideen terrorist group with the intention to disrupt the upcoming elections. The message on the posters asked prospective candidates not to participate in the panchayat election," he said.

He said the police swung into action and registered a case under various sections of the Unlawful Activities (Prevention) Act and the Ranbir Penal Code at Doda police station and started the investigation.

During the preliminary investigation, around 13 suspects were rounded up and questioned, the officer said, adding further probe is on in the matter. 
Some more suspects are likely to be questioned, he added.

Doda Deputy Commissioner Anshul Garg visited the area Saturday and held a public meeting to reassure people not to be afraid of miscreants' threat and understand their designs, the officer said.

To restore the general public's confidence, the police have also launched regular patrolling in the area, besides conducting the police-community partnership group meetings in Dhandal and Kastigarh areas and assured them that the miscreants would be traced soon and booked, the official said.

Even as the local people continue to be upbeat about the elections, the police appealed to them to remain steadfast and participate in the democratic process without any fear "to frustrate the nefarious designs of the elements inimical to the peace and development", he said.

As many as 232 nominations have been filed in Kashtigarh block for 88 seats of panch and sarpanch of village panchayats.

J&K: Bodies of 2 terrorists, ammunition recovered in Tral

The desperation to see his parents prompted Jammu and Kashmir Police's sub-inspector Imtiyaz Ahmed Mir to shave off his beard and change appearance in his unsuccessful attempt to dodge militants who had laid a death trap for him in his village, his colleagues said on Sunday.

A peace votary, 30-year-old Mir was shot dead by militants at Wahibug in the militancy-infested Pulwama district of South Kashmir on Sunday afternoon when he was on his way home.

Posted in the CID department, Mir had been warned against venturing into his village as there was a possibility of an attack by militant groups, who have been targeting policemen in the state recently.

"I had told him that he should not go as militants could attack. But he was desperate to see his parents who reside at Sontabugh in the interiors of Pulwama district," recalled one of his supervising officers.

This morning as he was preparing to leave for home, he came with a changed appearance. He shaved off his beard and decided to use his personal vehicle to go to his native village, the officer said.

"Now they (militants) will not be able to recognise me" were possibly his last words to his officer before he left for home with a smiling face as he was seeing his parents after a long time.

Mir is survived by his father and mother.

A passionate officer, who was considered as an able person in handling operations, was pained to see his colleagues getting killed by militants, especially on the day of Shab-e-Qadar, the holiest night in the fasting month of Ramzan, when two policemen were killed in Pulwama.

Son of a retired police officer, Mir, who was from 2010 batch of sub-inspector, had served in Ganderbal district of South Kashmir for five years before being transferred to Kulgam district last year.

He was shifted to the CID department in March this year and his superiors recalled his dedication towards his work.

Militants have been targeting policemen in the state and killed two special police officer and a constable last month, triggering an unrest in the lower ranks of the force with some SPOs declaring their resignation on social media.

In fact, some militants had claimed that Mir had also submitted his resignation.

When the body of Mir was being brought to Pulwama district lines by a police team from Wahibugh, it was attacked by stone pelters as security forces had launched a cordon-and-search operation in Chewa and the area where he was shot dead.

The police have also launched a probe to ascertain how the information about his journey to home had been leaked to militant groups, who had been waiting to ambush him at Wahibugh.

Reacting to the police officer's killing, former Jammu and Kashmir Chief Minister Omar Abdullah said, "Very unfortunate &amp; highly condemnable. These killings are aimed at destroying the morale of the police force &amp; we must guard against all such attempts. My heartfelt sympathies to the family and colleagues of Mir Imtiyaz."

A wreath-laying ceremony for Mir, who was killed "in a cowardly act of terror", was held at the District Police Lines in Pulwama, a spokesman said.

Civil and police officers led by Inspector General of Police S P Pani laid floral wreaths and paid rich tributes to the police officer, the spokesman said.

His Facebook page was full of condolence messages from his friends and others who remembered him as a soft gentleman.

Ranji cricketer from Kashmir Valley Samiullah Beg recalled his meeting with Mir, saying a "few years back, a good looking police officer came up to me amid a large public gathering, during my site visit in my area and asked for autograph. Surprised as I was, I enquired more and he turned out to be an ardent cricket fan from south Kashmir, who had followed my career from ab-initio. He had more knowledge of my cricketing milestones than even closest of my friends".

Pakistan wants to stall development in Kashmir: Army Chief Bipin Rawat

A Central Industrial Security Force (CISF) Assistant Sub Inspector (ASI) was killed in Jammu and Kashmir's Nowgam area after a terrorist lobbed a grenade at him.

Finance Minister Arun Jaitley Saturday said the people of Kashmir ought to stand with the government and not with the separatists in the fight against terrorism.

"I think it is absolutely essential for all of us ...That in this battle, we need the Kashmiri people on our side. It's a battle for sovereignty, it's a battle against separatists and terrorists and the key is also held by the people," he said.

"And therefore our approach has to be guided by the fact that those people are on our side, and not with the separatists," he said while delivering the first Atal Bihari Vajpayee Memorial Lecture here.

He regretted that at a time when the country is dealing with troubles being fomented from across the border, some local groups have joined them and the worst sufferers are Kashmiri people themselves.

"How do we resolve the situation&nbsp;Governments have said that we are ready for the most logical option. We are willing to talk to people, we are willing to even interact and involve regional mainstream parties into it," he said.

Jaitley also said that mainstream regional parties, which speak one language in Srinagar and another in Delhi, must have the courage to face the situation.

They need to create an alternative set of discourse in the Valley for separatists, he said adding "Unfortunately they duck that responsibility. And therefore this is a battle which India has to win and I have no doubt in mind, we will succeed in it at the end of the day because the politics of India has to send a clear message that separatism will never be accepted by India and its mainstream".

He said that every policy and position that the government takes have to be guided by one of the yardsticks that "the people of Kashmir have to be gradually brought on this side and that will be the real test of when we succeed".

It is not a practice which can be stopped easily due to sentiments attached to the seat of power being alternated between the two cities of Srinagar and Jammu. 
 
When an elected government is in place, this should be the time for the political representatives to visit their constituencies, ascertain the problems for winter and determine the needs to make life a little more comfortable in the bleak season. During Governor's rule even more opportunities exist, provided there is a will in the political community and the administration. There are many aspects which the administration should be looking at – snow-clearance, public health centres with sufficient medicines in them and in the market, emergency medical relief, adequate energy reserves and food stocks in the event of road closure, and the power situation. The new Governor is proactively attempting to change things and should be advised on ground realities that will really constitute change in a transformational way.

In earlier times when foreign terrorists (FTs) were in abundance all over Kashmir, it was never very easy for them to move around given the lack of vegetation for cover and non-availability of guides. With militancy becoming largely local, at least in South Kashmir, local terrorists (LTs) know the ground and have multiple hideouts and safe houses. The level of violence through winter could remain almost the same as summer unless innovations are applied. Pakistan will attempt to up the ante to put India under pressure before the elections next year. Early indicators of enhanced rabble- rousing were evident in the speech of Pakistan Minister for Human Rights, Shireen Mazari, at Islamabad two days ago. Her supposed strategic conflict resolution model appears akin to a conflict-enhancing one. Economically broke or not, Pakistan is not going to let go of opportunities to weaken India's integration of J&amp;K and continuance of violence forms an important aspect of that strategy. If violence levels come down in the hinterland then the choice remains to instigate more violence at the LoC. This is typical Pakistani strategy where strategic planning has no vision of the terminal end but there is immense clarity about the initiation in which much energy is expended. Fighting the twin tracks, of violence and information, remains the challenge for those responsible for securing and mainstreaming J&amp;K.

The Indian security forces (SF) have been adept at quelling violence through 28 years but there is no common yardstick for the application of practices of counter-violence. The nature of violence is dynamic and best practices have to keep pace with change. Accusations of adopting a muscular policy to quell violence will remain rife. These have never cowed us down and should not do so now. The watch words here are sensitivity and calibration and that comes with careful monitoring, extensive coordination and the one aspect we rarely speak about, training. The Army has facilities and staff for training a very large strength. 
 
There is no reason why these should not be available to all SF and without ego. No security personnel should ever be allowed to operate without having undergone joint training at such a facility. There has to be a more purposeful demonstration of will to calibrate than the one recently displayed at Kulgam's Laroo village, where unexploded munitions, probably of the terrorists, were left without final physical search and clearance leading to seven fatalities of civilians who entered the encounter site prematurely. The Governor himself chided the SF but the grim reality and the paradox remains; the persisting presence of SF after an encounter brings them into contact with instigated flash mobs thus enhancing the feasibility of serious casualties on both sides. It's a truism that violence can never be overcome with counter-violence; it can only be contained. A mature strategic-operational leadership understands this and the need for a muscular policy is to the extent necessary to contain violence. The reduction and final neutralization comes through means other than violent and allude to the other half of Pakistani strategy — the use of information to instigate.

Governance at the grassroots forms a part of the information domain as it has a telling psychological effect on the population. Surprisingly, Kashmir has been uncomfortable through winter for many years due to inadequacy of infrastructure for as basic a thing among others as stocks of cooking gas and other fuel. In bleak, cloudy, snow conditions, the abundance of material comforts brings joy to people. Nothing can be done in a single season but the Governor and his administration ensuring an energetic presence during such times and maintaining contact with people will have a telling effect. The Governor has shown a sense of commitment; taking this proposal to visibility in other domains can have a cascading effect of positivity.

Two other measures among a host of ideas come to mind, due to experience of being amongst the troops and the people. Let the administration spend some money on a 'meeting of minds' programme for the various regions of J&amp;K. There exists such a perceptional fear 'for the other' that mutual understanding and cooperation for the betterment of the people is adversely affected. It is only worsening by the day due to the negative media blitz from Delhi's visual channels. The involvement of the Kashmiri Pandit community in such a campaign will only be helpful. Secondly, Governor's Rule does not place an embargo on grassroots politics. There are panchayat polls yet to be completed. Hopefully, these will go through without much violence but post polls, efforts should be made so that the regional mainstream parties, the NC and the PDP, can return to their constituencies. Dealing with J&amp;K, without their presence will only give us an artificial sense of calm; that calm should give us no joy.

Governor Satya Pal Malik:&nbsp;The tragedy is that the country's media demonises Kashmir. The whole of the Valley is projected as&nbsp;being against the country. When a Kashmiri got selected to the IPL, at least 20,000 people went (to his house) to congratulate him. I have promised that the state will have its international stadium&nbsp;and its own IPL team. The youth will take up guns if they are not given any other alternative.

The youth have nothing productive to do after 6 pm. There are no cinema halls. But now we are working on it.&nbsp;

WION: Will cinemas reopen in Srinagar?

Two terrorists were killed in an early morning encounter with security forces in Nowgam district of Jammu and Kashmir, police said.

Bodies of the terrorists recovered following an exchange of fire between terrorists &amp; security forces at Soothu, Nowgam on the outskirts of Srinagar.

As per news reports, internet services had been suspended in the area.&nbsp;

On Tuesday, an explosion had occurred inside the Indian Army camp in Poonch in Jammu and Kashmir. The blast, which was heard in the Brigade headquarters, took place inside the 3rd brigade headquarters at Moti Mahal in the border district at around 10:45 am. The explosion was at an unmanned shelter in the camp, Jammu-based Army spokesperson Lt Col Devender Anand told news agency PTI, adding that investigation was underway in the matter.
