India has extended its support for a ceasefire in Afghanistan at the ceremony marking the beginning of talks between the Afghan government and Taliban in Doha.

&nbsp;India's External Affairs minister Dr S Jaishankar who joined the meet virtually while reiterating that Afghan peace process should be "Afghan-led, Afghan-owned and Afghan-controlled" must "respect national sovereignty and territorial integrity of Afghanistan" &amp; "promote human rights and democracy" .

He also stated that the process should "ensure interest of minorities, women and the vulnerable" &amp; "effectively address violence across the country".

On the issue of terrorism, he said,"soil of Afghanistan should not be used for anti-India activities". According to the United Nations report earlier this year, about 6000-6500 Pakistani terrorists are based in Afghanistan.

He highlighted India's role as a development partner of Afghanistan, and how it reached out amidst COVID-19. New Delhi is Afghanistan's major development partner and has built number infrastructure projects in the country like India Afghanistan friendship dam in the western province of Herat &amp; the Afghan Parliament in capital Kabul. &nbsp;

Joint Secretary, Pakistan Afghanistan &amp; Iran (PAI) division in ministry of external affairs, JP Singh is present physically at the ceremony.

India was present along with around 30 countries at the ceremony. All the countries that border Afghanistan have been invited which includes Iran, Pakistan and many central Asian countries.

WION&nbsp;was the first to break on Friday that India will be present at the ceremony in Doha. Official negotiations between the Taliban and Afghan government starts on Monday.

Earlier this year, India was present at the signing of US Taliban deal which was signed on February 29 in Doha. The then Indian envoy in Doha P Kumaran represented India.

Afghan govt is being represented by Chairman of the High Council for National Reconciliation Dr. Abdullah Abdullah, Acting Afghan Foreign Minister Mohammad Hanif Atmar, Afghan President’s Special Representative on Peace Affairs Abdul Salam Rahimi and State Minister for Peace Affairs Seyed Sa’adat Mansour Naderi. In his speech, Abdullah Abdullah called for a "humanitarian ceasefire".

Meanwhile, Mullah Abdul Ghani Baradar, the Taliban co-founder asserted the group's demand for an "Islamic system".

"I want all to consider Islam in their negotiations and agreements and not to sacrifice Islam to personal interests," Baradar said even as US secretary of state called both factions to "seize the opportunity".

"We will undoubtedly counter many challenges in the talks over the coming days, weeks and months. Remember, you are acting not only for this generation of Afghans but for future generations as well, your children and your grandchildren," the US secretary of state said.

The Afghan government's chief negotiator Abdullah Abdullah called for a "humanitarian ceasefire" with the Taliban.

"We have to stop violence and agree on a ceasefire as soon as possible. We want a humanitarian ceasefire," Abdullah said. "I can tell you with confidence that the history of our country will remember today as the end of the war and suffering of our people," he added.

"Bangladesh @jatiyoshangsad unanimously adopted a condolence motion on the demise of late Pranab Mukherjee, adding, 'The people of Bangladesh will always remember this great eternal leader as a genuine well-wisher of the people of India and Bangladesh and a true patriot'," the High Commission said in a tweet on Monday.

Mukherjee breathed his last at a Delhi hospital on August 31. He was 84.

India's external affairs minister S Jaishankar on Friday slammed Pakistan and without taking the name of the country said, "states that have turned the production of terrorists into a primary export have attempted, by dint of bland denials, to paint themselves as victims of terror."

His comments were in context to the urgent need for adoption of Comprehensive Convention on International Terrorism(CCIT) that calls on a common definition of terrorism but haven't made much progress as "membership of the UN still wrestling with certain foundational principles" EAM said.

CCIT was proposed by India in 1996 and in his first address to United Nations General assembly since becoming the PM in 2014, PM Modi called for early adoption of the convention.

EAM Jaishankar who was speaking at the 19th Darbari Seth Memorial Lecture also recalled the developments of last week over Pakistani flip- flops on the presence of United Nations listed terrorists Masood Azhar and Dawood Ibrahim via its own SRO--Statutory regulatory order.

He said, "we have seen last week, sustained pressure through international mechanisms to prevent the movement of funds for terror groups and their front agencies can work."

Explaining, without referring to Islamabad that "it has eventually compelled a state complicit in aiding, abetting, training and directing terror groups and associated criminal syndicates" &nbsp;to "grudgingly acknowledge the presence of wanted terrorists and organized crime leaders on its territory."

Pakistan after issuing the SRO that listed the United Nations terror list of 1267 committee came out with a clarification that it doesn't mean acceptance of terrorist on its territory or territories occupied by it. The 1267 UN list, which has maximum number of terrorists from Pakistan also mentions the name of Masood Azhar responsible for Pulwama terror attack and Dawood Ibrahim the mastermind of 1993 Mumbai attacks.

While expressing hope that the "struggle against terror and those who aid and abet it is a work in progress", EAM said, "it remains for the international system to create the necessary mechanisms to shut down the structures that support and enable terrorism, whether in South Asia or across the globe. "

He drew parallels between terrorism and the current ongoing COVID-19 pandemic saying, "terrorism was not born on 9/11, nor has the Covid-19 been the only pandemic."

Elaborating, that "terrorism is a cancer that potentially affects everyone, just as pandemics potentially impact upon all humanity" and yet "in both cases, globalized focused responses to either challenge have tended to emerge only when there has been sufficient disruption created by a ‘spectacular’ event. India-China ties: Huge premium in reaching an understanding, says Jaishankar

External Affairs Minister S Jaishankar and Secretary of State Mike Pompeo got on a phone call&nbsp;to discuss about the ongoing COVID-19 pandemic that has affected more than&nbsp;850,000 people and claimed over 42,000 lives globally.

The two leaders discussed about the combined and coordinated efforts by India and the US. Mike Pompeo focused on the importance of close cooperation between the US, India and their mutual allies to overcome this global crisis, according to Morgan Ortagus, spokesperson of the US State Department.

Pompeo also added that&nbsp;US' unwavering commitment to work with India to advance peace, prosperity and security in the Indo-Pacific and around the globe, the spokesperson said in a readout of the call.

This was the second call between the two leaders since the start of the pandemic.

Before the call, the US President Donald Trump extended the social distancing guidelines further and urged people to exercise caution as he believes the next 30 days will be very crucial for Americans with respect to the novel coronavirus.

Earlier at the Russia, India and China (RIC) meeting, he said that "We welcome the special meeting, the victory over Nazism and fascism with more than 2 million Indians who fought the war. The medical mission of Dr Kotnis worked in China. India's contribution was not given proper acknowledgement and this injustice has to be corrected."

Dr Kotnis was one of the five Indian physicians dispatched to China to provide medical assistance during the second Sin-Japanese war in 1938.

"Beyond this reality, UN began with 50 members, now it has more than 193, its decision-making cannot be in denial on this reality," Jaishankar asserted.

"We must realise the changing realities," he said. India's external affairs minister asserted that when the Indian contingent marches at the Red Square on Wednesday during Russia's victory celebrations over Nazi Germany in 1945, "it will be the difference that we made."

Need to respect ethos of international law, says Jaishankar in a meet with China, Russia

External Affairs Minister S Jaishankar will join his Chinese and Russian counterparts at a virtual conference of the Russia-India-China trilateral on Tuesday, against the backdrop of New Delhi's frayed ties with Beijing over the Galwan Valley clashes.

As the June 15 incident triggered fears of fresh confrontation between troops of India and China, Russia is learnt to have reached out to both the countries, urging them to resolve the border row through talks.

People familiar with the matter said India was initially reluctant to join the Russia-India-China trilateral foreign ministers' meeting but agreed to participate in it following a request from Moscow, the host of the conference.

Interestingly, Defence Minister Rajnath Singh on Monday left for Russia on a three-day visit to attend a military parade in Moscow on June 24 to commemorate the 75th anniversary of victory of the Russian people in the Second World War.

Officials said he will have a series of meetings with top Russian military brass. A senior Chinese leader is also expected to be in Moscow to attend the parade.

India lost 20 Army personnel in the violent hand-to-hand clashes with Chinese troops in Galwan Valley on June 15, in the biggest ever confrontation between the two sides after a gap of 45 years.

In a telephonic conversation with his Chinese counterpart Wang Yi June 17, External Affairs Minister S Jaishankar called the clashes a "premeditated" action by Chinese PLA and said they will have a "serious impact" on the bilateral relationship.

Spokesperson in the Ministry of External Affairs Anurag Srivastava on Thursday confirmed Jaishankar's participation at the RIC meeting.

He said the meeting will deliberate on the coronavirus pandemic as well as issues relating to challenges to the global security and financial stability.

It is unlikely that the border standoff between India and China will figure in the meeting as bilateral issues are usually not discussed under the trilateral format, sources said, citing convention.

"It will be a good opportunity for all the three countries to come together and discuss regional issues in order to synchronise our views to contribute to support regional stability," a senior diplomat told PTI last week on the condition of anonymity.

Russia has already said that India and China should resolve the border dispute through talks and that a constructive relationship between the two countries was important for regional stability.

The three foreign ministers are also expected to deliberate extensively on the evolving political situation in Afghanistan after the US inked a peace deal with the Taliban in February.

The deal provided for the withdrawal of American troops from Afghanistan, effectively drawing the curtain on Washington's 18-year war in the country.

The meeting of the RIC foreign ministers is also expected to delve into key connectivity projects in the region including the implementation of the 7,200 km-long International North-South Transport Corridor (INSTC) linking India, Iran, Afghanistan and Central Asia with Europe.

India on Friday listed out its priorities as it is all set to be elected as a non-permanent seat for United Nations Security Council from January 2021 saying that it will help "overcome faultline" in a world in which "normal process of international governance" has come under "strain as frictions have occurred".

External Affairs Minister S Jaishankar while launching the brochure outlining India's priority as part of a campaign for UNSC elected seat said, " As a rule-abiding democracy and as a positive contributor to the security of the global commons in India will work constructively with partners to overcome old and new faultlines and will offer an innovative and inclusive solution".

Explaining, "India can play a positive global role and we have always been the voice of reason. We advocate dialogue consultations &amp; fairness".

The elections for the 5 non-permanent seats of United Nations Security Council will take place on 17th June with India being one of the candidates. India will be standing unopposed for the Asia Pacific seat which is currently held by Indonesia and had announced its candidacy for the the2021-2022 term in November 2013. It was endorsed by the Asia Pacific group in June 2019.

One of those who died in the attack is Tian Singh, a 71-year old Indian citizen from Delhi. Family members of Mr Singh have demanded that his mortal remains should be brought to India.

The foreign minister also assured that the embassy is working on the return of mortal remains of Tian Singh.&nbsp;

Yesterday, a terror attack on a Gurudwara in Kabul, Afghanistan had left 27 people dead. Eight people have also been wounded. All four terrorists have been neutralised by Afghan security forces.

Based on information received by the Afghan Interior Ministry, the attack was carried out by suicide bombers.

Soon after the attack, the Ministry of External Affairs, India, extended condolences to the loss suffered by the Sikh community.

Two hundred and thirty-four Indian evacuees from coronavirus-hit Iran, worst affected country in the Middle East, who arrived in the national capital on early Sunday morning, have been quarantined at an Indian Army Wellness Centre in Jaisalmer.

"Wellness Centre at Jaisalmer is a fully equipped facility to help Indian citizens undertake mandatory quarantine period under the supervision of skilled medical authorities. Soldiers have volunteered to provide care and support to our countrymen returning from overseas," the Army said.

The stranded Indians, including 131 students and 103 pilgrims, were airlifted by Iran's Mahan Air flight.

Iran is among the worst affected country from the coronavirus with 12,729 cases and 611 deaths so far.

In the past few days, India has carried out several evacuations of Indians nationals from Iran.

This was the third batch of Indians arriving from Iran. The second batch of 44 Indian pilgrims had arrived from Iran on Friday.

The first batch consisting of 58 nationals were brought back in a C17 military transport aircraft on Tuesday followed by another evacuation of 44 individuals on Friday.

Meanwhile, 84 positive cases of coronavirus have been reported so far from across India.

Earlier, Muraleedharan had said the government has received reports of Indians including fishermen stuck in Iran due to the coronavirus outbreak and the embassy in Tehran is in touch with local authorities on the issue.

Iran's health ministry on Sunday reported 11 new deaths from the novel coronavirus and 385 infections, bringing the overall number of lives lost to 54 and cases to 978.

Earlier, the Indian embassy in Tehran had issued an advisory for Indians residing there and assured them that they were closely monitoring the situation.

India had also issued a travel advisory on February 26 to avoid non-essential travel to Iran due to incidence of Novel Coronavirus (COVID-19) infections.

In addition, people coming from Iran or having such travel history since 10 February may be quarantined for 14 days on arrival to India, the advisory said.

The National Conference's Member of Parliament from Anantnag Hasnain Masoodi had also said he spoke to the Minister of External Affairs about the safe return of the stranded Kashmiri students in Iran following the outbreak of the deadly virus there.

Former Union minister and senior Congress leader Saif-ud-din Soz and former finance minister Syed Mohammad Altaf Bukhari had also appealed to the Centre to evacuate the people of Jammu and Kashmir, particularly the students and businessmen, stranded in Iran.

Today, Tunisia and India enjoy warm and cordial relations founded on mutual respect and trust, Common universal values and principals, and shares apprehensions and views on many regional and international issues and challenges, including sustainable development, climate change, counter-terrorism, and cybersecurity.&nbsp;

The decisions and recommendations of the 12 sessions of the Tunisian-Indian Joint Committee held in Delhi in October 2017, and the adoption of a visionary “roadmap” on that occasion, are expected to give a new dimension to the Tunisian- Indian partnership in many key sectors and areas of common interest. Today Tunisia-India are stronger, and we are working to make the future even brighter for the benefit of Tunisian and Indian people.

WION: Indian external affairs minister is set to visit Tunisia, what will be the top focus?

Nejmeddine Lakhal: The second official visit of an Indian minister of external affairs to Tunisia since 1958. Dr Jaishankar’s visit to Tunisia will be an ideal opportunity to discuss not only bilateral issues, but also multilateral questions of common interest, in particular in light of Tunisia’s UNSC non-permanent membership in 2020-2021, and India's candidacy to the same seat for 2021-2022.&nbsp;

So, we are looking forward to His Excellency's visit to Tunisia, and for the high-level meetings he will have in Tunisia, including on the “Fifth session of the Bilateral Political Consultations between the Ministries of Foreign Affairs” to further boost and diversify the areas and sectors of partnership between our two, and for “the 13 session of Tunisia-India Joint Meeting”, to consolidate coordination and concertation between our two countries on regional and international issues of common interest.

WION: Can we expect a high-level visit from either side?

Nejmeddine Lakhal: Definitely, we are always looking for a high-level visit to India, and 2020 could be the year to have such visits.

WION: How do you see India's development aid, India helping in the establishment of soil, water and tissue testing Laboratory in Tunis?

Nejmeddine Lakhal: The establishment of soil, water and tissue testing laboratory project within the India-Africa Forum Summit is just one of the example of Tunisia-India partnership. There are many other sectors where our cooperation is moving forward, including TICs, energy, biotechnology and sciences. With our firm commitment to increase and promote trade, investment and economic between our countries, I am confident that we will be able to make a huge difference in the years to come.

WION: This year, India-Africa summit will take place, what expectations do you have from the summit and have the preparations begun?

Nejmeddine Lakhal: Yes, the preparations for the next the India-Africa Forum Summit is underway.&nbsp;

We already had a mid-term review meeting of the strategic cooperation framework of Africa-India Forum Summit III in New Delhi from September 11-19 last year. The meeting was attended by representatives from the ministry of external affairs, a delegation from the African Union in Addis Ababa, Ethiopia, and representatives of the African Diplomatic Corps in Delhi.&nbsp;

Many other meetings will take place to make sure and the next summit will be another success. I would to take this opportunity to commend support that India is providing to Africa’s development, and Tunisia looks forward to working closely with India for the success of the next session to be held in India in September, 2020. And given its rich and solid expertise in many development areas, Tunisia is ready to partner with India for the implementation of the “IAFS IV” development projects in the African Francophone region of Africa in particular.

WION: How are both countries, working together to fight the scourge of terrorism?

Nejmeddine Lakhal: Terrorism is a significant threat to our societies, global peace and security, and to our shared values of democracy, justice, and the rule of law. Like India, Tunisia has steadfastly maintained “zero tolerance” on&nbsp;terror and violence and strongly condemns terrorism, that has hit both our countries hard.

Tunisia’s position is firm and unequivocal on terrorism anywhere in line with its national policy and its international commitments. Today, no state is immune from the threat of terrorism. However rich or powerful, no single country can defeat terror alone or face the current challenges posed today by various terrorist&nbsp;entities. Only through a strong and constructive international cooperation that we can effectively deal with this major danger.

WION: You are part of OIC, as member of OIC, do you think India should be part of it?

Nejmeddine Lakhal: This is India’s decision. Only India can reply to this question.

In a meeting on Monday in Tehran, Hassan Rouhani said despite the "current conditions that the US is imposing unilateral sanctions against other nations", India and Iran "have to attempt to maintain good relations and cooperation".

Iran also shared the proposed Hormuz Peace Endeavour (HOPE) Initiative which aims to provide free maritime navigation in the Strait of Hormuz. The idea was shared by the Iranian President from the annual United General Assembly meeting in September.

Chabahar remained the main focus of the meeting, President Rouhani said, "Finalising the Chabahar-Zahedan Railway and connecting it to the nationwide railway system can develop trade in the region."

Earlier, Iran President Rouhani met Jaishankar which lasted for half an hour. During the meet, EAM delivered greetings of PM Modi and called for developing relations between Iranian and Indian banks.

India plans to build a railway network from&nbsp;Zahedan, which is a border city of Iran and Afghanistan and connect it to Chabahar and which will help in the transportation of goods from Afghanistan to the port.

Both the countries have agreed to speed up the Chabahar project with externtal affairs minister S Jaishankar saying, "cooperation between the two countries in Chabahar region has a very good pace and we should accelerate the implementation of projects."

The operation of the Shaheed Beheshti Port at Chabahar was taken over by India Ports Global Co last December and since then over 5 lakh tons of cargo has been handled which includes exports from Afghanistan which began in February.&nbsp;

In a meet last week, India, Afghanistan and Iran agreed to include Mormugoa and New Mangalore port from India in the designated route under the Chabahar Agreement.&nbsp;

Jaishankar on Thursday said that evolution of India's foreign policy can be categorised into six broad phases - each a response to a different global strategic environment - and while previous phases have a neat description, it is harder to categorise the present one partly because it is still early phase of a major transition.

Delivering the 4th Ramnath Goenka Memorial Lecture here, Jaishankar said the first phase from 1946-62 could be characterised as an "era of optimistic non-alignment", that from 1962-70 as realism and discovery, from 1971-1991 as regional assertion, 1991- 1999 as quest for strategic autonomy, 2000- 2013 as balancing power and the last phase and 2014 to current as a phase of energetic diplomacy.

The BJP-led government led by Prime Minister Narendra Modi assumed office in 2014.

Delineating the first phase between 1946, a year before the country gained Independence and 1962, when there was war with China, Jaishankar said 1946-62 was an "era of optimistic non-alignment" whose setting was very much in a bipolar world led by the United States and the USSR.

He added that India's objectives were to resist the constraining of choices and dilution of its sovereignty as it rebuilt its economy and consolidated its integrity.

"Its parallel goal, as the first of the decolonized nations, was to lead Asia and Africa in a quest for more equitable world order," said Jaishankar.

He said the second phase started in 1962 and lasted till 1971. It was a decade of "realism and recovery".

During this era, India made more "pragmatic choices" on security and political challenges despite a paucity of resources.

"It looked beyond non-alignment in the interest of national security, concluding a now largely forgotten defence agreement with the US in 1964. External pressures on Kashmir mounted in this period of vulnerability," Jaishankar said.

Jaishankar said in the third phase India had major "regional assertion" which began with the creation of Bangladesh and ended with Indian Peace Keeping Force "misadventure" in Sri Lanka.

"It was a particularly complex phase as the US-China-Pakistan axis which came into being at this time seriously threatened India's prospects The collapse of USSR, its close ally, and the not unconnected economic crisis in 1991 compelled us to look again at the first principles of both domestic and foreign policy," he said.

The dissolution of USSR in 1991 led to the emergence of the unipolar world, Jaishankar said, adding that these events led to the beginning of the fourth phase of Indian foreign policy.

"It encourages a radical rethink in India on a broad range of issues and it shifted focus safeguarding strategic autonomy," he said.

The minister said it was also a period Indian reached out to the US more intensively.

He said after 1998 Indian entered the fifth phase of foreign policy and acquired attributes to balancing power. "It is reflected in India-US nuclear deal as well as better understanding with the West at large," he said.

During this phase, India was successful in making common cause with China on trade and climate change, along with this that it was able to consolidate further ties with Russia, Jaishnakar said.

However, this phase also came to an end in 2014 and initiated the sixth phase. "To begin woith China gathered more momentum," he said.

"During this period India has chosen to turn to very energetic diplomacy. It did so by recognising that we are entering the world of convergences and issue-based arrangements," he said.

India's initiative of the International Solar Alliance led by the vision of Prime Minister Narendra Modi is a testimony to the fact that we are committed to a clean and sustainable future for the children of tomorrow. We are fast moving towards the use of clean technologies and e-vehicles for the reduction of fossil fuel dependency and emissions." 
 
Jaishankar noted that the country has the fastest-growing solar energy programme in the world, and has set a target of production of 175 gigawatts (GW) of renewable energy as part of the Solar Alliance Initiative and its integration in the main power grid, which are "well on its way to be achieved." 
 
He said that the significance of these achievements lies in the fact that India does not limit its efforts towards climate change action to its soil. 
 
"Much of our development assistance, particularly capacity building through ITEC is geared around training and projects in solar technologies and other renewables in Africa, Caribbean and Pacific island countries." 
 
The Minister noted that&nbsp;developmental cooperation has always played a central role in India's foreign policy and its relations with partner countries are based on the principles of equality, mutual respect for sovereignty and freedom of action and choice. 
 
"It is not based on competition, conditionalities or prescriptions. It stems from the spirit of solidarity to enhance mutual learning for shared and sustainable growth. These are also the cornerstones in our capacity building initiatives which span from Latin American countries to Pacific Island countries, as we traverse similar paths of development," he said. 
 
Recounting the challenges of population resource imbalances, rising inequities, and climate change, among others faced by the developing countries today, the minister said that India is committed to facing these challenges by expanding its "partnership choices in foreign cooperation and (by) resolving to collaborate more closely to press ahead with our SDGs (Sustainable Development Goals)." 
 
"Thus, in its own modest way, India has also tried to step-up the material resources and enabling mechanisms, especially in the past one decade in sharing of our development experience with the rest of the world," he said.

India's External Affairs Minister S Jaishankar began his bilateral visit to Washington DC on Saturday where he is set to meet US Secretary of State Mike Pompeo.

Trade remains one of the main focus with Indian trade minister Piyush Goyal meeting his American counterpart in New York last week.

India's consul general to New York Sandeep Chakravorty responding to WION's question on any India-US trade deal said, "People are working on it, the trajectory is very positive. We have bridged deficit with US through energy, defence. The announcement will come when it comes"

Meanwhile, PM Modi met Tulsi Gabbard, Representative of Hawaii and US Presidential candidate in New York just before leaving for New Delhi.

Speaking to DD News, Gabbard said, "It is really important that the world's oldest democracy and the world's largest democracy continue to remain focused on strengthening our partnership. We have many shared interest from economy to trade to security to counter-terrorism to climate change."

Explaining further Jaishankar said, "The problem is in the mindset. Every time there is a change of government, look it's new, I have nothing to do with earlier guys, it's all their fault. Point is, there is a fundamental issue which they need to understand, and we need to encourage them to do, that is to do away with terrorism. They know where the camps are.
