Terrorists are terrorists, distinctions can only be made at our own peril: Dr S Jaishankar

External Affairs Minister S Jaishankar on Tuesday said that the movement of the Indian Ambassador and the Embassy staff from war-torn Afghanistan to India was a "difficult and complicated exercise" as he thanked those who cooperated and facilitated the efforts.

Jaishankar, who is in the US on a four-day visit to attend a number of UN Security Council events, including a briefing on terrorism that will be held under India's presidency of the powerful body, took to Twitter to share details about New Delhi's efforts to get Indian Ambassador to Afghanistan Rudrendra Tandon and the Embassy staff out from Kabul.

"Movement of the Indian Ambassador and the Embassy staff from Kabul to India was a difficult and complicated exercise. Thank all those whose cooperation and facilitation made it possible," he said in a tweet.

Jaishankar's visit to New York is taking place in the backdrop of the Taliban's rapid onslaught in Afghanistan and the issue is likely to figure in his talks with UN officials.

The C-17 Globemaster aircraft of the Indian Air Force carrying around 150 people, including diplomats, officials, security personnel and some stranded Indians, landed at the Hindon airbase near the national capital at around 5 PM after a brief halt at Jamnagar in Gujarat, in the wake of escalating tension, fear and uncertainty gripping the Afghan capital after its take over by the Taliban two days back.

It is the second evacuation flight as another C-17 aircraft brought back around 40 people from the Hamid Karzai International (HKI) Airport in Kabul on Monday as part of India's emergency evacuation mission that was carried out following coordination with relevant authorities including US officials handling security at the airport in the Afghan capital.

New Iran President Dr Seyyed Ebrahim Raisi has told India's External Affairs Minister S Jaishankar that his country "will take new steps in the development of Tehran-New Delhi ties".

Foreign Minister Jaishankar is in Tehran for the oath-taking ceremony of the new President, his 2nd visit to the country in a matter of one month. Last month, he was the first foreign minister to call on Raisi after his victory in the June elections.

Emphasising that "Iran attaches special importance to establishing extensive relations with India", the President said, "From today on, we should take new and distinct steps in the development of bilateral, regional and international relations with a new perspective."

Iran is important for India for connectivity and for fulfilling energy needs. Chabahar port in Iran is key to New Delhi's connectivity plans towards the west. The port, where India has invested, provides connectivity to Afghanistan and Central Asia.

During the meeting on Friday, Raisi said that the "Iranian government will pursue a policy of developing relations with neighbouring countries and the region, especially India", explaining that, "There are various sectors, especially in the economic and commercial fields, as well as new technologies, that we should use to promote the level of our relations".

India-Iran commercial ties were traditionally dominated by the Indian import of Iranian crude oil. In 2018-19, India imported US $12.11 bn worth of crude oil from Iran. But following the end of the Significant Reduction Exemption (SRE) period on 2 May 2019, India suspended importing crude from Iran.

During the talks, Afghanistan was also discussed between the 2 sides. The new Iranian President told EAM Jaishankar that, "Iran and India can play a constructive and useful role in ensuring security in the region, especially Afghanistan" and "Tehran welcomes New Delhi’s role in the establishment of security in Afghanistan".

During the July meeting as well, Afghanistan dominated the talks between the two sides. During Friday's talks, the Iranian President highlighted that the "fate of Afghanistan must be decided by the Afghans themselves, and we believe that if the Americans do not sabotage the situation, this issue will be resolved quickly".

EAM Jaishankar to represent India at Iran President Raisi's oath-taking ceremony

India's external affairs minister Dr. S Jaishankar has slammed Pakistan, China at the Uzbekistan connectivity summit pointing to the various deficiencies in the connectivity plans professed by Islamabad and Beijing.

The connectivity summit or the “Central and South Asia: Connectivity” in Tashkent has seen the participation of regional heads of state and foreign ministers including Afghan President Ghani, Pakistan PM Imran Khan, Russian FM Sergey Lavrov, Chinese FM Wang Yi.

Without taking Pakistan's name, EAM said, "The real issues are of mindsets, not of disputes. Blocking connectivity in practice while professing support in principle benefits no one." Earlier at the same meet, Pakistani PM Imran Khan mentioned the "Kashmir dispute" holding India, Pakistan hostage to the larger connectivity in the region.

EAM said, "A one-sided view of trade rights and obligations can never work. No serious connectivity can ever be a one-way street." Remember, Pakistan had in the past has not given India Most Favoured Nation status under WTO rules for trade. While India had given the status, it withdrew it after the 2019 Pulwama terror attack in which it lost 40 CRPF personnel. Islamabad also continues to hinder land connectivity between India and Afghanistan.

On Chinese connectivity plans, EAM said, "Respecting sovereignty and territorial integrity are the most basic principles of international relations." Remember China Pakistan economic corridor, the mega connectivity project that connects Gwadar port in restive Balochistan province to China's Xinjiang passes through Pakistan occupied Kashmir(POK). New Delhi has raised the matter with China many times, but the latter has been dismissive about the concerns.

Jaishankar highlighted, that Connectivity "must be based on economic viability and financial responsibility" and "should promote economic activity and not create debt burdens". Chinese connectivity projects from Sri Lanka to Central Asia have been known to create a lot of debt burden and economic crisis for the host country.

India also highlighted Chabahar port in Iran, in which it has majorly invested. EAM said port, "provides a secure, viable and unhindered access to the sea for Central Asian countries" and "Its efficacy is now clearly proven". India has proposed that Chabahar port should be included in the INSTC or International North-South Transport Corridor that connects Mumbai with Moscow.

HK Modi, another businessman in the country said, "last two days have been the most turbulent days of my experience in Durban. The kind of rampant looting, vandalism and absolute lawlessness, and anarchy that has been going around."

Jaishankar talks to foreign minister Pandor as violence in South Africa escalates

Even as the situation in Afghanistan deteriorates as the Taliban makes territorial gains, India's External Affairs Minister Subrahmanyam Jaishankar has said a seizure of power by violence cannot be legitimised.

Speaking at the Shanghai Cooperation Organisation-Afghanistan contact group meeting, Jaishankar said, "The challenge is to act seriously and sincerely on these beliefs. Because there are forces at work with a very different agenda."

"The world is against seizure of power by violence and force. It will not legitimise such actions" he added.

The situation in Afghanistan remains precarious. Earlier today, it emerged that the Taliban has captured the crucial Spin Boldak crossing with Pakistan. Fall of Spin Boldak is seen as symbolic in terms of the Taliban's gains.

Taliban officials said on Friday the Sunni Muslim insurgent group had taken control of 85 per cent of territory in Afghanistan, as the United States and others withdrew the bulk of their troops after 20 years of fighting.

Calling for "peace negotiations in earnest" as the "only answer", Jaishankar pointed to an "acceptable compromise that reflects Doha process, Moscow format and Istanbul process is essential".

He said, "future of Afghanistan cannot be its past" and a "whole new generation has different expectations" which "should not let them down".

In a few days' time, Chairman of the High Council for National Reconciliation Abdullah Abdullah and former Afghan president Hamid Karzai will be travelling to Doha, Qatar for talks with the Taliban. Previous rounds of Afghan government-Taliban talks, known as intra-Afghan talks, have been inconclusive.

At the meet in Dushanbe, which saw Afghanistan being represented by Afghan FM Hanif Atmar, India called for "independent, neutral, unified, peaceful, democratic and prosperous nation".

On Tuesday, Jaishankar and Afghan FM Atmar had held talks in which the latter lauds India's role in building regional consensus on Afghan peace process.

Amid Taliban's surge, Indian EAM Jaishankar to meet Tajik, Uzbek leaders

In a mega ceremony with pomp and splendor in Georgia's capital Tbilisi, India's External Affairs Minister S Jaishankar officially handed over part of the relics of St Queen Ketevan to government. St Ketevan was a 17th century Georgian Queen martyred in Iran's Shiraz with her remains having been brought to Goa by the Portuguese in 1627.

Speaking at the ceremony at the Sameba Holy Trinity Cathedral, Jaishankar said, "Given the immense spiritual value that this relic holds for the people of Georgia, we had kept this sacred heritage as our own. The martyrdom of St Queen Ketevan is a story of courage and sacrifice." The event saw the participation of Georgia's top political and religious leaders including His Holiness Beatitude Ilia II, the Catholicos-Patriarch of All Georgia.

While a part of the relic has been permanently handed over, a part remains in India.

"One part of the holy relics still remain in India as a reminder of our shared past", said Jaishankar adding, "The presence of some of the relics in India and Georgia is a bridge of faith between our two countries"

This is the first visit of an Indian external affairs minister to the country since the country's independence in 1991. During the visit, Jaishankar held talks with his Georgian counterpart David Zalkaliani. The last time any Indian EAM and Georgian foreign minister met was in Delhi in 2000. The meet was between the then Georgian FM Irakli Menagarishvili & Indian External Affairs Minister Jaswant Singh.

Connectivity was the key focus of the talks in Tblisi, with EAM at the joint presser alongside PM Irakli Garibashvili saying, "We had a discussion on connectivity...And whether it is land, maritime or air connectivity, I think we have agreed that it is in our mutual interest to promote it and to do so expeditiously."

There are 8000 Indian students in Georgia. A number of Indian movies have been shot in the country.

EAM thanked the Georgian govt for the "care that you have taken of the Indian student community" amid the Covid pandemic, saying "you went the extra mile to look after our students in many cases help them come back home and then come back to Georgia for their studies and I do want on their behalf to really convey our appreciation."

The country has a number of investments in hydroelectricity, steel, power transmission and power sector.
Lauding the country's pro-investment policies, EAM said, "I really applaud your ranking, I am sure that if there was a wider appreciation of that in India you would see an even more enthusiastic business interest in India."

EAM thanked the Georgian govt for the "care that you have taken of the Indian student community" amid the Covid pandemic, saying "you went the extra mile to look after our students in many cases help them come back home and then come back to Georgia for their studies and I do want on their behalf to really convey our appreciation." The country has a number of investments in hydroelectricity, steel, power transmission and power sector. Lauding the country's pro-investment policies, EAM said, "I really applaud your ranking, I am sure that if there was a wider appreciation of that in India you would see an even more enthusiastic business interest in India."

Martyrdom of St Queen Ketevan is a story of courage: EAM Jaishankar

External Affairs Minister S Jaishankar is on a visit to Russia, where he said that the relationship between India and Russia has been among the steadiest in the world and called for constant nurturing of the bilateral ties that have remained strong years after the Second World War.

New India-Russia partnerships will be explored says EAM Jaishankar

India's external affairs minister Dr S Jaishankar will be in Georgia from July 9 to 10, a significant visit as part of India's engagement with the Caucasus.

It is the first visit by an Indian external affairs minister to Georgia since it gained independence from the former Soviet Union in 1991. During the visit to Georgia's capital Tbilisi, EAM will hold talks with Georgia's FM David Zalkaliani.

Jaishankar will visit the country while coming back from his visit to Moscow. Georgia and Russia don't share a positive relation. 2008 saw a brief war between the two countries after which two regions of the country - South Ossetia and Abkhazia declared independence with Moscow's blessings.

While Russia recognises both territories as independent states, Georgia has rejected the move. New Delhi does not recognise either region as separate countries.

It comes even as Russian foreign minister Sergey Lavrov visited Pakistan after his India visit earlier this year. While Russia dismissed any closeness to Islamabad, many in Delhi saw an attempt by Moscow to hyphenate India and Pakistan. Lavrov's 2021 visit to Pakistan was the first visit by the Russian foreign minister to Islamabad since 2012.

This is also the first visit by an Indian EAM to Georgia in the last 40 years. The last time an Indian EAM visited the country was Atal Bihari Vajpayee who visited Georgia in June 1978 as external affairs minister. After that Georgian foreign minister Irakli Menagarishvili and former external affairs minister Jaswant Singh had met in New Delhi on 11 May, 2000.

India and Georgia do share a lot of historical connect. Mughal emperor Aurangzeb’s wife Udaipuri Begum was of Georgian origin. Queen St. Ketevan, who was the queen of Kakheti, a kingdom in eastern Georgia and was canonized as a saint by the Georgian Orthodox Church is buried in St. Augustine Tower in Goa.

St. Ketevan attained martyrdom in 1624 in Shiraz, Iran and her relics were brought to India by the Portuguese. Georgian embassy is keen that the relics be transferred to Georgia.

Georgian medieval epic poem, written in the 12th century - The Knight in the Panther's Skin has references to India. It is written by Shota Rustaveli, who is considered the country's national poet. It is believed that Panchtantra has influenced Georgian folk legends.

The Indian embassy in Armenia is concurrently accredited to Georgia while Georgia has an embassy in Delhi.

India has extended its support to Kenya's domestic programmes listed under the "Big Four Agenda" during the visit of External Affairs Minister Dr S Jaishankar even as both sides discussed Indo-Pacific.

The Big Four priorities of Kenya includes manufacturing, affordable housing, universal health and food security, and are key projects led by President Uhuru Kenyatta.

India will be supporting projects in Kenya that call for creating 500,000 new affordable homes, scaling up universal health coverage, 100 per cent food security, and enhancing the country's manufacturing to 20 per cent of GDP by 2022.

The joint statement said, "India will further build upon its partnership" vis-a-vis the programmes and also when it comes to development partnership in various fields in a whole host of sectors. India has been offering 400 scholarships to Kenyans annually as part of its development partnership and capacity building projects.

What stood out was the use of "Indo-Pacific" term in the joint statement, a term which is increasingly being used and this time by an African country.

The joint statement said, "the two sides held extensive exchanges on global and regional issues including the security situation in the Indo-Pacific region and the Horn of Africa."

Indo-Pacific is geographically seen as a region spanning from the east coast of Africa to the Pacific island states, a region that is the main driver of global economic growth.

On counter-terror, the statement said both sides "expressed their concern at the growing radicalisation and the increase in international terrorism and violent extremism in parts of Africa and Asia".

It highlighted,"As maritime neighbours, India and Kenya recognised the importance of ensuring through shared endeavours greater security, safety and prosperity of the Indian Ocean region. They also noted that terrorism in all its forms and manifestations are a common threat to humanity."

Earlier in the day, EAM participated in the inauguration of the newly renovated Mahatma Gandhi memorial Library at the University of Nairobi. The renovation was undertaken through financial support provided by the Indian government.

Calling the "rise of modern Africa is not just a noble sentiment" but a "long-awaited expectation", EAM at the university said, "It is only when this continent of more than a billion people takes its rightful place that the full diversity of our planet will find proper expression. It is then that we can justifiably declare that the world is truly multipolar."

India has multiple times extended its support for an African seat at the United Nations Security Council. Currently, both India and Kenya are non-permanent members of the UNSC.

This was the first in-person visit of EAM to an African country amid the Covid pandemic. During the visit, he called on President Kenyatta and held talks with his counterpart, foreign minister Raychelle Omamo.
